The paper contributes to the research on understanding local global warming politics. Strategic documents from The Cities for Climate Protection Campaign (CCPC) are analysed to show how CCPC has constructed climate change protection as a local issue. The paper's premise is that the climate change issue must be translated or framed to enable actors to work with this problem in a local context, and that successful framing requires establishing a coherent method of describing social reality. CCPC emphasises that the different elements of local and global sustainable development agendas can be mutually reinforcing, and that climate change protection can be reconciled with local priorities and initiatives that reduce greenhouse gases (GHG). It is argued that this framing of climate change makes it difficult to see why and how climate change should be an important concern for local communities. The modest reductions of GHG in CCPC cities thus far highlights that finding meaningful new ways of linking the global and the local should be a core concern of CCPC.

This study examines opportunities for and obstacles to the mitigation of climate change in US cities using the example of the Cities for Climate Protection (CCP) campaign sponsored by the International Council for Local Environmental Initiatives. The CCP experience suggests a number of ways in which municipal governments can control greenhouse gas (GHG) emissions but also highlights several obstacles that make it difficult for local officials to do so. First, climate change is generally framed as a global issue. The CCP experience suggests that climate change is most likely to be reframed as a local issue when the preferred policy response (controlling GHG emissions) can be linked to issues (e.g. air quality) already on the local agenda. Secondly, even when local governments recognise that they should do something to control GHG emissions, institutional barriers make it difficult for municipalities to move from political rhetoric to policy action. Finally, it is questionable whether local initiatives can make meaningful contributions to climate change mitigation in the absence of policy changes at the state and national levels.

This paper describes a ‘win–win’ discourse on local sustainable development and global climate change mitigation regarding Kachung, a Swedish–Norwegian climate forestry investment in Uganda certified under the Clean Development Mechanism (CDM). In many ways, this investment is a typical example of how private interests and capital accumulation are prioritised over local concerns in natural resource management under neoliberalism. This study, however, indicated that investors had genuine intentions of creating mutual benefits for the global environment and local people. Drawing on Li (2007), we show that this ‘will to improve’ was nevertheless constructed in ways that resulted in prioritisation of global climate change mitigation over local context-specific concerns.

We identify three core factors making the win–win discourse around Kachung plantation especially resilient: (i) the perceived urgency of climate change mitigation, (ii) the apolitical framing of ‘sustainability’ as an environmental issue that can be fixed through external technical interventions and (iii) the devaluation of local and context-specific knowledge. We end by suggesting that research on the neoliberalisation of nature focus more on analysing the rationales behind specific interventions. This would leave us better equipped to suggest how such interventions should be modified to produce true wins for local contexts.

Climate change is a major issue for all levels of government, global, national and local. Local authorities' responses to climate change have tended to concentrate on their role in reducing greenhouse gases. However, the scientific consensus is that we also need to adapt to unavoidable climate change. Spatial planning at a local level has a critical anticipatory role to play in promoting robust adaptation. This paper reviews the shift in local authorities' planning policies for climate change adaptation in the UK since 2000, and provides evidence of underlying attitudes amongst planning professionals to climate change. It shows that, while the issue of climate change is becoming recognized with respect to flood risk, the wider implications (for instance, for biodiversity and water resources) are not yet integrated into plans. The reasons for this lie in lack of political support and lack of engagement of the planning profession with climate change networks. But the paper also argues there are difficulties in acknowledging the need for adaptation at the local level, with the short-term horizons of local plans at odds with perceptions of the long-term implications of climate change.

Although intrinsically a global environmental concern, the climate change issue has a number of implications for local authorities. Within the European Union (EU), the remit of local authorities in—-for abatement policies—the crucial areas of energy and transport policy varies considerably, as does their commitment to environmental action more generally. This paper examines the role of local authorities in climate protection within a framework of global, EU and national action, through examples of local strategies from Germany, Italy, Spain, Sweden and the UK. The paper finds positive instances of action in all countries, but points to unsympathetic policy frameworks both at national and EU level, such as budget constraints imposed on local authorities, the pursuit of low energy prices combined with a resistance to impose carbon taxes, a lack of energy efficiency standards and insufficient support for public transport.

Abstract: Using the latest available General Circulation Model (GCM) results we present an assessment of climate change impacts on California hydrology and water resources. The approach considers the output of two GCMs, the PCM and the HadCM3, run under two different greenhouse gas (GHG) emission scenarios: the high emission A1fi and the low emission B1. The GCM output was statistically downscaled and used in the Variable Infiltration Capacity (VIC) macroscale distributed hydrologic model to derive inflows to major reservoirs in the California Central Valley. Historical inflows used as inputs to the water resources model CalSim II were modified to represent the climate change perturbed conditions for water supply deliveries, reliability, reservoir storage and changes to variables of environmental concern. Our results show greater negative impacts to California hydrology and water resources than previous assessments of climate change impacts in the region. These impacts, which translate into smaller streamflows, lower reservoir storage and decreased water supply deliveries and reliability, will be especially pronounced later in the 21st Century and south of the San Francisco bay Delta. The importance of considering how climate change impacts vary for different temporal, spatial, and institutional conditions in addition to the average impacts is also demonstrated.

Adaptation to Climate Change in Developing Countries
Adaptation to climate change is given increasing international attention as the confidence in climate change projections is getting higher. Developing countries have specific needs for adaptation due to high vulnerabilities, and they will in this way carry a great part of the global costs of climate change although the rising atmospheric greenhouse gas concentrations are mainly the responsibility of industrialized countries. This article provides a status of climate change adaptation in developing countries. An overview of observed and projected climate change is given, and recent literature on impacts, vulnerability, and adaptation are reviewed, including the emerging focus on mainstreaming of climate change and adaptation in development plans and programs. The article also serves as an introduction to the seven research articles of this special issue on climate change adaptation in developing countries. It is concluded that although many useful steps have been taken in the direction of ensuring adequate adaptation in developing countries, much work still remains to fully understand the drivers of past adaptation efforts, the need for future adaptation, and how to mainstream climate into general development policies.

This paper addresses the issue of risk perception in relation to climate change threats, comparison of risk perceptions in two different regions, and derives general results of what affect peoples’ level of risk perceptions. Revelation of individual risk perception is essential for local acceptance and cooperation. We do this by a comparative study with Bangladesh shrimp farmers and Danish mussel farmers. Since these people live on the edge of subsistence, already small changes in the climate will affect them significantly. Farmers in both developed and developing economies are concerned about global climate change but there are significant differences in farmers’ perceptions of the causes of global climate change in developed and developing countries.

The current and projected future physical impacts of climate change are most extreme in the northern latitudes. The indigenous peoples in the North American arctic and sub-arctic rely on the availability of natural resources in mixed subsistence economies for nutritional and cultural survival and thus experience disproportionate burdens with respect to our changing climate. Arctic climate impacts exemplify how global phenomena and activities can significantly affect people locally in remote regions. These impacts are largely consistent throughout the region, irrespective of national boarders; however, indigenous peoples in Canada are better positioned than those in the United States to shape policy in a way that would ensure their adaptation to climate change. Political and industrial activity on national and global scales can have significant environmental, social and cultural repercussions on the local scale in remote areas. Remedies for environmental injustice will thus require strong cross-scale political and institutional linkages.

Given the likelihood that a post-Kyoto climate change agreement will include provisions for trading greenhouse gas (GHG) emission rights (carbon credits), it is timely and important to look more closely into the merits (or otherwise) of emissions trading systems (ETS), in particular with regard to the issue of the allocation and distribution of entitlements. Thus far, ETSs and other tradable permit systems have allocated entitlements to those historically responsible for emissions or the exploitation of resources (the “grandfathering” principle). There are, however, strong reasons for challenging this practice, and for advocating the allocation of entitlements to all people, in line with the per capita distribution principle. This article argues that GHG emission rights, if they are to be granted, should be distributed on a globally determined equal per capita basis, but collectively managed by community bodies (Community Carbon Trusts) on an “individuals-in-community” basis, instead of being granted or sold by governments to (big) emitters. The approach advocated here is not only ethically more justified, but also strengthens the capacity of communities to deal with climate change and to advance sustainability. It offers an example of how a significant environmental challenge can be met in a more positive way than by the prevailing approaches based on narrow, mainly economic, considerations.

Eco-Art has recently emerged as a potential means to place emphasis on environmental issues such as climate change, recycling and the metabolism of the city experienced both materially and conceptually within local, regional and global contexts. Such art presents the possibility of shaping civic practices in arenas beyond those of traditional planning domains. Adopting a pragmatic approach, which recognises the contextual pluralism that exists in debates regarding climate change, this paper is interested in how Eco-Art projects encourage the re-imagining of urban spaces within the context of sustainability, and flows of materials and the recycling of plastic in art specifically.

This paper clarifies the competing discourses of sustainability and climate change and examines the manifestation of these discourses in local government planning. Despite the increasingly significant role of sustainability and climate change response in urban governance, it is unclear whether local governments are constructing different discourses that may result in conflicting approaches to policy-making. Using a governmentality approach, this paper dissects the contents of 15 Canadian local governments’ sustainability plans. The findings show that there are synergies and tensions between discourses of sustainability and climate change. Both share discursive space and shape local governance rationalities, though climate change response logics are not necessarily highlighted even where the action could result in greenhouse gas (GHG) emission reductions. In some cases, existing GHG intensive practices are being rebranded as ‘sustainable’. This suggests a tension between discourses of sustainability and climate change that may complicate attempts to address climate change through local sustainability planning.

There is currently a gap between assessment and intervention in the literature concerned with climate change and food. While intervention is local and context dependent, current assessments are usually global and abstract. Available assessments are useful for understanding the scale of the effects of climate change and they are ideal for motivating arguments in favor of mitigation and adaptation. However, adaptation projects need assessments that can provide data to support their efforts. This requires the adoption of a more local and context-sensitive approach to assessments. I suggest that Community-Based Participatory Research has the potential to be a tool for such an approach.

'Think Globally, Act Locally' was one of the most famous slogans of the 1970s environmental movement. Discourses about global climate change are now a vivid illustration of this new 'global thinking'. Although there is a substantial amount of research about global environmental issues and policy initiatives, there is still a gap in understanding of how lay publics actually comprehend global climate change. Using qualitative research method, this study is a comparison of how lay publics in Frankfurt (Germany) and Manchester (UK) perceive these issues and the possible solutions. The study found strong similarities in lay public perceptions in both cities including that (1) awareness of global environmental issues is always contextualised in broader perspectives not exclusively 'environmental', (2) there is a shared and strong sense of global equity based on recognition of differences and (3) there is an ambivalence about the role of environmental 'information'. Differences between lay public perceptions in Manchester and Frankfurt can be explained by specific features of national cultures.

This paper explores the perceptions of policy makers and rural agricultural producers in respect of policy framing and adaptation to climate change, social learning and stakeholder input (participation) surrounding two successful agri-environmental programmes in Saskatchewan, Canada. Given the record of success of these two programmes in reducing vulnerability to climate change, this study provides an opportunity to explore certain attributes of adaptive management, including: what attributes make policy and programmes responsive; how government can frame programmes facilitating adaptation to climate change; what types of mechanisms can or should be used to engage with producers; and perhaps most importantly, what producers expect of government, government policies and programmes in relation to adaptation to climate change.

Biosphere greenhouse gas (GHG) management consists of preserving and enhancing terrestrial carbon pools and producing biomass as a fossil fuel substitute. The discussion of this topic has focused primarily on carbon-accounting and project-level issues, particularly relating to carbon sequestration as a source of emissions credits under the Kyoto Protocol. While international consensus on these matters is needed, this paper argues that an important domestic policy agenda also deserves attention. National policies for biosphere GHG management are necessary to bring about large-scale changes in land-use, forestry, and agricultural practices and can address some of the technical and policy issues that have proven to be particularly problematic from carbon-accounting and project-level perspectives. These policies should minimize land-use and resource-management conflicts, account for collateral benefits, and ensure institutional compatibility with existing resource-management regimes. Issues relating to project permanence, leakage, and transaction costs should also be addressed. A range of policy instruments should be used and biosphere GHG management should be one component of an integrated approach to environmental and resource management. Countries promoting biosphere GHG management as an important element of their climate change strategies should be developing these domestic policies to complement international negotiations and to demonstrate that carbon sequestration and biomass production can make an effective contribution to the stabilization of atmospheric GHG concentrations.
