This article examines the role of economic development agencies in strengthening the environmental performance of industry within rapidly industrialising East Asian economies. Three case-study examples are considered, namely, the role of the Industrial Development Board in reducing industrial pollution in Taiwan, pollution control in the palm oil industry in Malaysia, and the role of the Economic Development Board in influencing environmental performance of industry in Singapore. The concept of embedded autonomy is developed to consider the ways in which agencies of economic development can work with firms and industries while simultaneously remaining autonomous from these firms with respect to setting and enforcing performance standards. The three cases suggest that a form of policy integration that more directly integrates economic and environmental goals within agencies of economic development may be feasible, but only where there exists a strong autonomous government bureaucracy and where there is strong societal commitment to improving the environmental performance of industry.  相似文献

In this study, we analyze the evolution of Canada's mining industry from 1929 to 2006, focussing on the determinants of the number of firms in the industry and why this number changed over that period. Most empirical studies of industry evolution have focused on manufacturing industries that share similar structural characteristics. Perhaps because of this, extant models of industry evolution tend to ignore industry-specific and national-specific factors that can cause atypical trajectories, that is, heterogeneous industry evolution. Initial inspection of the Canadian mining industry shows that it is atypical in that it exhibits “negative skew” over time in the number of firms rather than the typical “positive skew.” We review two dominant theoretical approaches to industry evolution: the density-dependence theory and variants of industrial organization economics. We also consider possible sources of industry evolution heterogeneity, focussing particularly on “regulatory punctuation”. Using Canadian mining data, we find that the traditional models do not fully explain the changes in population size in Canada's mining industry. As a result, we introduce a number of hybrid models. The results from these hybrid models suggest that Canadian-specific regulatory punctuations, particularly the introduction of significant new taxes, environmental legislation, and incentives have shaped the trajectory of mining firm participation.  相似文献

Backward linkages refer to the various inter-firm relationships connecting an industry with its supply chain. Demand–supply interactions between producer firms and suppliers of original equipment, strategic inputs, components and specialised services have played an important role in the evolution of the South African mining sector, contributing indirectly to employment creation, new business growth and expansion, improved efficiency of mining operations, and new knowledge generation. This paper presents a case study of backward linkage development in the South African platinum group metals (PGM) industry and draws on the findings from a quantitative and qualitative analysis of the sector undertaken in 2007. A profile of the supply chain is provided and an assessment made of the strength and sustainability of existing linkages.  相似文献

Companies react in different ways to environmental regulation. A prevailing view in the literature suggests that external factors, particularly stakeholder groups, exert the most influence on the environmental responses of firms. This paper reports on research that examines the influence of a range of possible determinants, both internal and external, on the way Australian mining companies respond to environmental approvals regulation. External pressures included stakeholder pressure, jurisdictional culture and market characteristics, and internal pressures included organizational culture, organizational learning, the influence of individuals within firms and company size. The study found that the internal pressures of organizational culture, organiza tional learning and the influence of individuals exert the greatest influence on mining company response to environmental approvals regulation. These results suggest that existing explanations of corporate environmental behaviour, which emphasize external factors, should be complemented by a focus on the internal dynamics of firms.  相似文献

This paper examines the profile of the global mining equipment supply industry, looking at the largest producers and consumers of mining equipment, tracking the changes in global flows of such equipment over the past decade. This paper shows that while the conventional producers of mining equipment (United States, Germany and Japan) have increased exports over the mining boom, the greater gain has been made by countries in the South (particularly China). The destination market for mining equipment has also begun to change, increasingly moving towards new mining sites (in Africa, East Asia and Latin America) and away from the traditional mining countries (Europe and North America). In SSA, China increasingly accounts for a rapidly growing share of mining equipment imports, but this trend is associated with the general increase in imports from China rather than China's resource specific engagement with SSA.  相似文献

This paper examines the minerals industry's response to sustainable development in the area of waste disposal and argues that leadership and guidance are still needed to forge collective agreement on norms and standards of practise. To encourage further debate, the paper develops a set of sustainable development principles for the disposal of mining and mineral processing wastes, and discusses the implications for current and future practise. In practise, the principles can guide waste disposal decisions through the consideration of what risk and magnitude, in any given local context, a particular management solution poses to their application. The sustainability challenge in the management of tailings and waste rock is to dispose of material, such that it is inert or, if not, stable and contained, to minimise water and energy inputs and the surface footprint of wastes and to move toward finding alternate uses. Future trends in mining and processing may compound the challenges of waste management, as lower ore grades increase the ratio of waste produced for a given unit of resource, and emphasise the urgency and need for the industry to adopt new approaches. New technologies and innovations, such as thickened tailings, dry stacking and paste backfill, have greatly increased the waste disposal methods available to meet the future challenges to sustainable development.  相似文献

The importance of global corporate green research and development (R&D) investment is gaining momentum and South Africa is no exception. This paper examines growing economic perceptions that green financial and stock-market systems result in heightened corporate hyperopia and therefore increase long-term and future green investment associated with R&D. It reports on the findings of a survey of 14 South African mining firms listed on the Johannesburg Stock Exchange SRI index. The study found, that, these firms’ market value showed a positive association with Green R&D. It also revealed increased Green R&D activity among large mining firms in the country and that they are highly likely to maintain their level of such investment in the coming years. The study's outcomes thus add to the body of empirical knowledge on firm hyperopia in relation to corporate greening initiatives.  相似文献

This paper examines the relationship between quality of life indicators and the gross value of minerals production from Australian regions. We used quality of life indicators, aggregated for 71 local government areas containing mining activities, of household income, housing affordability, access to communication services, educational attainment, life expectancy, and unemployment. We find no evidence of systematic negative associations between quality of life and the gross value of minerals production. Instead, mining activity has a positive impact on incomes, housing affordability, communication access, education and employment across regional and remote Australia. Whilst we do not establish causality between mining activity and quality of life, our analysis prompts a rethink of the resource curse as it applies within a single country. We did not find evidence of a resource curse, at the local government level, in Australia’s mining regions. Nevertheless, we note observations by many other researchers of negative social impacts on specific demographic sectors, localities, families of fly-in fly-out mining operations, and individuals. This contrast may be a scale issue, with the regional benefits of mineral wealth masking highly localised inequalities and disadvantage. We suggest that there is a need to better understand these impacts and, more importantly, the types of policy mechanisms government and industry can adopt to mitigate or avoid them.  相似文献

This paper investigates the dynamics of upstream linkages development to copper mining in Zambia. The breadth and depth of the local mining supply chain was deeply shaped by policies adopted in the 1990s under the Structural Adjustment Programme. These policies succeeded in attracting much-needed FDI in the mining sector, including Chinese and Indian FDI, but had a negative impact on the level of value-addition undertaken by local suppliers. In the post-privatisation era, the dynamics of the local supply chain suggest that supply firms' upgrading and sales growth were determined by firm ownership and value chain governance. In fact, forward linkages to buyers other than Chinese and Indian mining companies, and backward linkages to parent companies and technology providers were critical in supporting supply firms' success in the mining value chain.  相似文献

Mercury-usage in artisanal and small-scale gold mining (ASGM) has accelerated in developing countries during the last thirty years resulting in negative environmental and health impacts. As awareness of mercury contamination from ASGM has grown, a number of strategic initiatives have been introduced to reduce the impact of the toxic substance. The adoption of the retort, a device capable of recycling up to 95 per cent of mercury in gold extraction, constitutes a broadly recognized approach. Based on case-study research in Tanzania, this paper examines an ASGM area, which has been targeted by several mercury-reducing efforts. Based on survey data, key informants interviews, and visitor observations, the paper examines the impact of these efforts on mining techniques and residents’ attitudes towards the use of mercury. Despite the seemingly obvious advantages from adopting retorts or other mercury-reducing techniques – economic, environmental, and health-wise – miners continue to use mercury haphazardly, while demonstrating an only limited awareness of the toxicity of the substance. The paper discusses the possible explanations behind this as well as possible ways forward in facilitating the reduction of mercury in ASGM operations.  相似文献

This paper briefly assesses the economic efficiency case for voluntary initiatives (VIs), discusses some limitations of this type of policy instrument and goes on to consider the role that local‐scale voluntary initiatives might play in assisting small and medium sized enterprises (SMEs) to embrace the issue of environmental performance improvement. The paper examines SME organizational management in relation to the likely effectiveness of their participation in voluntary environment programmes. An environmental attitudes survey carried out with 62 SMEs in East Anglia found that willingness to become involved in such initiatives does exist, but that a better presentation of opportunities for prospective small firms, together with a more tailored approach, will be necessary if VIs for SMEs are to become a more extensive feature of environmental policy making in the UK.  相似文献

The paper examines changing approaches to local economic development in the period since 1974. Initially, it proposes an ‘orthodox’ model of local economic development policies which emphasised the provision of a better industrial fabric, and of financial assistance to small, inner city firms. It suggests three recent directions of change in emphasis from this orthodox model: help in the creation of new entrepreneurs; replacement of public sector by private sector action; local authority shareholding in local firms by use of Enterprise Boards. Each approach makes different assumptions about the public/private sector relationship, the last two involve a more explicitly ideological stance on this issue.  相似文献

This paper examines the role and diffusion of corporate social responsibility (CSR) management, especially in relation with the adoption of other management systems, in small and medium sized companies in the surface mining industry in Catalonia (Spain). Specifically, it identifies the most salient CSR practices, procedures and metrics and the profiles of companies more prone to adopt them. To fulfill this aim, a survey has been conducted. Results show that mining companies are familiar with CSR practices, but there is not much formalization of procedures and measurement systems of CSR yet. Results show that the majority of socially responsible practices are related to environmental issues and therefore there is a relation between CSR and the application of environmental management systems. The analysis reveals that the management of CSR activities improves with the diffusion of knowledge on CSR practices. A second survey collected the opinion of professional associations in the sector. Respondents indicate that an improvement in CSR management will lead to a better global competitive position.  相似文献

Local Biodiversity Action Plans are the preferred policy mechanism for setting and delivering local biodiversity targets in the UK. This paper reviews the kind of knowledge conservation scientists envisage being used to identify and set local targets, and explores the means of incorporating local knowledge into this process. We use a case study of a Wildlife Enhancement Scheme (WES) on the Pevensey Levels, East Sussex, to reveal the understandings that local farmers and residents have of the nature conservation goals and practices associated with the scheme. Drawing on the findings of in-depth discussion groups, we show how farmers challenge both the monopoly of knowledge conservationists profess about nature, and the enlistment of farmers on the scheme as «technicians», motivated solely by financial rewards, rather than as knowledgeable experts who also have emotional attachments and ethical values for nature. Local people use their knowledge of both local farmers, and the industry in general, to challenge the assumption that farmers can be trusted with delivering nature conservation goals. In the absence of a commitment by central government to agree widely-held environmental standards, and a more democratic process of making judgements about what local nature is worth conserving, local residents challenge existing processes designed to conserve nature that are driven by the knowledge and practices of official experts alone. The findings of the study suggest that a widening of the knowledge base on which the goals and practices of nature conservation are founded, and a more deliberative process of making decisions about what nature is important locally, will secure and strengthen public support for local biodiversity action plans.1998 Academic Press  相似文献

When a mining company selects a site for development, the company begins a dialogue with the local community about receiving the necessary approvals for the mining permits. The dialogue focuses on how well the company can use science and technology to manage risk to the local environment, and on how much economic benefit will be gained by the local community for accepting the risk. A useful approach to better understand how the debate affects the outcome of the permitting effort is to use the method of “discourse communities and analysis”. This paper analyzes two efforts by Kennecott (Rio Tinto) and one by Exxon to develop base metal mine sites in the Upper Midwest of the USA. As the three case studies show, the local pro- and anti-mining discourse community members will not be changing their basic positions as the permitting of a new mine is debated. Accordingly, both communities are trying to convince undecided stakeholders rather than talking to each other. Both sides are using ever more sophisticated media methods to communicate their message to the undecided residents of the community. By winning the support of the majority of the undecided residents, political pressure can be used to sway the decision.  相似文献

Today's international business environment has forced many firms to focus on supply chain management to gain a competitive advantage. During recent years, supplier selection process in the supply chain has become a key strategic consideration. With the growing worldwide awareness of environmental protection and the corresponding increase in legislation and regulations, green purchasing has become an important issue for companies to gain environmental sustainability. Traditionally, companies consider criteria such as price, quality and lead time, when evaluating supplier performance and do not give enough attention to environmental criteria as a means to evaluate suppliers. Now, many companies have begun to implement green supply chain management (GSCM) and to consider environmental issues and the measurement of their suppliers’ environmental performance. This paper examines GSCM to propose a fuzzy multi criteria approach for green suppliers’ evaluation. We apply fuzzy set theory to translate the subjective human perceptions into a solid crisp value. These linguistic preferences are combined through fuzzy TOPSIS to generate an overall performance score for each supplier. A numerical example is presented to demonstrate the effectiveness of the proposed approach.  相似文献
