There is now an emerging sense of the scope and nature of response that can be implemented at building and neighbourhood scales to help adapt cities and urban areas to the changing climate. In comparison, the role of larger natural and semi-natural landscapes that surround and permeate cities is less well understood. Addressing this knowledge gap, this paper outlines two case studies that describe and map the flood risk management functions offered by green infrastructure landscapes situated within the Urban Mersey Basin in North West England. The case studies establish that areas potentially exposed to flooding can be located at some distance, and within different jurisdictions, from upstream areas where the flood hazard may be generated and could be moderated via functions provided by green infrastructure landscapes. This raises planning and governance challenges connected to supporting and enhancing flood risk management functions provided by green infrastructure landscapes.  相似文献

Green infrastructure is a general term referring to the management of landscapes in ways that generate human and ecosystem benefits. Many municipalities have begun to utilize green infrastructure in efforts to meet stormwater management goals. This study examines challenges to integrating gray and green infrastructure for stormwater management, informed by interviews with practitioners in Cleveland, OH and Milwaukee WI. Green infrastructure in these cities is utilized under conditions of extreme fiscal austerity and its use presents opportunities to connect stormwater management with urban revitalization and economic recovery while planning for the effects of negative- or zero-population growth. In this context, specific challenges in capturing the multiple benefits of green infrastructure exist because the projects required to meet federally mandated stormwater management targets and the needs of urban redevelopment frequently differ in scale and location.  相似文献

The energy, environmental and social benefits of sustainable transportation, i.e. public transit, biking and walking, have long been recognized but are now mainstream in global and local transportation policy debates. However, the economic value of sustainable transportation has always been seen as secondary, unless many external costs were included. The results of a new global study show that cities with significant sustainable transportation systems have reduced costs on road construction and maintenance; better operating cost recovery and fuel-efficiency; fewer road accidents and less air pollution. In overall terms, the percentage of city funds going to transportation is reduced. The data show that cities with the most roads have the highest transportation costs and the most rail-oriented cities have the lowest. Further, the most sprawling cities have the highest direct and indirect costs for transportation. Thus, strategies to contain sprawl, to reurbanize, to build new rail systems into car-dependent suburbs with focussed sub-centers, and to facilitate biking and walking, not only will improve energy efficiency but will reduce costs to the economy of a city. Strategies that build freeways and add to sprawl will do the opposite. Trends indicate that moves toward sustainable urban patterns are beginning. The need to operationalize sustainable transportation strategies in planning and engineering practice and in the politics of infrastructure funding remains a major challenge. This paper uses simple hydro-economic optimization to investigate a wide range of regional water system management options for northern Baja California, Mexico. Hydro-economic optimization models, even with parsimonious model formulations, enable investigation of promising water management portfolios for supplying water to agricultural, environmental and urban users. CALVIN, a generalized hydro-economic model, is used in a case study of Baja California. This drought-prone region faces significant challenges to supply water to agriculture and its fast growing border cities. Water management portfolios include water markets, wastewater reuse, seawater desalination and infrastructure expansions. Water markets provide the flexibility to meet future urban demands; however conveyance capacity limits their use. Wastewater reuse and conveyance expansions are economically promising. At current costs desalination is currently uneconomical for Baja California compared to other alternatives. Even simple hydro-economic models suggest ways to increase efficiency of water management in water scarce areas, and provide an economic basis for evaluating long-term water management solutions.  相似文献

Water planning processes in Australia have struggled to account for Indigenous interests and rights in water, including the use of Indigenous knowledge in water management. In exploring the role of Indigenous knowledge in government-led water planning processes, how might tensions between Western scientific and Indigenous knowledges be lessened? Drawing on two case studies from northern Australia we examine how Indigenous knowledge is represented and managed as a different social knowledge to that of Western science in a management context where legal and planning conventions assume priority. The role of Indigenous (social) knowledges in developing options and strategies for sustainable water management is contingent upon the participation of Indigenous people in water planning. We suggest that water planning processes must contain the possibility of an explicit approach to mutual recognition and consequent translation of the conceptual and pragmatic bases of water management and planning in both Western scientific and Indigenous domains.  相似文献

Sustainability is a concept that has been widely embraced both politically and intellectually but has not been addressed in terms of practical application. In most resource sectors, the features of a sustainable future remain unclear and there are few examples that give practical expression to sustainability. This is especially true in the case of water resources management which has been conspicuous in its absence from the majority of the literature. This paper attempts to address this deficiency on two counts. First, it provides a discussion of sustainability and the application of the concept to the management of water resources. Second, the paper illustrates how the concept can be utilized for the management and planning of urban stormwater. The paper concludes by offering research opportunities to investigate the feasibility of adopting natural channel design and artificial wetlands for sustainable stormwater management.  相似文献

Rapidly growing cities along the Interstate-85 corridor from Atlanta, GA, to Raleigh, NC, rely on small rivers for water supply and waste assimilation. These rivers share commonalities including water supply stress during droughts, seasonally low flows for wastewater dilution, increasing drought and precipitation extremes, downstream eutrophication issues, and high regional aquatic diversity. Further challenges include rapid growth; sprawl that exacerbates water quality and infrastructure issues; water infrastructure that spans numerous counties and municipalities; and large numbers of septic systems. Holistic multi-jurisdiction cooperative water resource planning along with policy and infrastructure modifications is necessary to adapt to population growth and climate. We propose six actions to improve water infrastructure resilience: increase water-use efficiency by municipal, industrial, agricultural, and thermoelectric power sectors; adopt indirect potable reuse or closed loop systems; allow for water sharing during droughts but regulate inter-basin transfers to protect aquatic ecosystems; increase nutrient recovery and reduce discharges of carbon and nutrients in effluents; employ green infrastructure and better stormwater management to reduce nonpoint pollutant loadings and mitigate urban heat island effects; and apply the CRIDA framework to incorporate climate and hydrologic uncertainty into water planning.  相似文献

This paper intends to present a critical review of the planning models that can be used for sustainable water resource development. Three types of models are identified and assessed: (1) economic analysis models; (2) decision analysis models; and (3) systems analysis models. The methodology adopted in this paper is based on first describing the different types of models and then synthesizing and evaluating these models in terms of their theoretical underpinnings, applications, strengths and weaknesses. Each model is investigated with respect to its utility in addressing sustainability in water resource management. The study concludes that decision-based and system-based models may offer a wider spectrum of concepts than economic models in addressing multi-objective, multi-actor or 'wicked' problems in water management and resource sustainability.  相似文献

The aim of our article is to follow how global policy models affect local policy making. Each city has unique local challenges in promoting development, e.g. economic growth, but also needs to find a balance between these targets and demands for sustainable city solutions. In our empirical study, we follow how ideas of waterfront development – to attract new inhabitants and promote economic growth – and global demands of carbon control were used interactively in a strategic spatial planning process in the city of Tampere, Finland. During the six-year planning process, these two policy targets became interdependent, created a new policy-making domain, and led to a combinatorial development of sustainability elements arising from this domain. These findings demonstrate the serial use of global policy models in the creation of a local urban ‘sustainability fix’. To conclude, the intertwinement of diverse global policy models in a city planning process creates easily a recursive cycle that redefines urban sustainability within cities and intercity networks. This perspective makes local policy narratives and strategic planning highly important in urban sustainability research as promoting urban sustainability becomes an inherently ambivalent practice.  相似文献

Pressure on the world’s water resources is increasing, restraining social and economic development in many countries, and threatening ecological values in others. In order to manage water resources in a more sustainable manner, new planning methodologies/processes for river basin management need to be developed. This study attempts to construct a set of useable normative criteria for the analysis and evaluation of such processes. The criteria were designed as a response to the lack of deductive approaches in the evaluation of methodologies and working procedures used in the context of river basin management, making it possible to highlight their potential for sustainable development. The criteria are based on the twin concepts of participation and integration. These concepts function as well-established dimensions of both sustainable development and sustainable river basin management, and they are of significant methodological relevance. A synthesis of the key aspects connected to the two concepts is undertaken, based on a broad literature review. Focus is laid on how in methodological terms, and in relation to regional water management, to achieve participation and integration in a decision-making or planning process. The criteria are concerned with how knowledge and values are integrated into the planning process and how commitment, legitimacy, or acceptance for the resulting plan is generated.  相似文献

Urban stormwater systems traditionally used “grey” infrastructure to manage runoff. Contemporary designs now incorporate “green” infrastructure, which offers additional potential benefits such as urban amenities and health. Understanding how green and grey infrastructure investments are distributed across urban areas is important for new goals of promoting environmental justice in planning. In California, for instance, public investments increasingly require a percentage of funds to be spent in disadvantaged communities. Recent advancements in the availability of high-detail geographic data in cities can support prioritising investments to fulfil these multiple benefits. This paper analyses the distribution of stormwater infrastructure in Los Angeles (LA) County in relation to design criteria, urban structure and sociodemographic information. It demonstrates an approach for identifying projects that simultaneously address engineering needs and promote equity. Statistical analysis of high-detail sewer locations reveals geographic correlations with key local design parameters, urban characteristics and sociodemographic indicators. Watershed areas in LA County were identified that support multi-benefit projects, meeting dual criteria for infrastructure improvements and disadvantaged community status. As stormwater systems are increasingly designed for multi-benefit outcomes, new design frameworks can emphasise both performance and social equity.  相似文献

This paper presents the local institutional and organizational development insights from a five-year ongoing interdisciplinary research project focused on advancing the implementation of sustainable urban water management. While it is broadly acknowledged that the inertia associated with administrative systems is possibly the most significant obstacle to advancing sustainable urban water management, contemporary research still largely prioritizes investigations at the technological level. This research is explicitly concerned with critically informing the design of methodologies for mobilizing and overcoming the administrative inertia of traditional urban water management practice. The results of fourteen in-depth case studies of local government organizations across Metropolitan Sydney primarily reveal that (i) the political institutionalization of environmental concern and (ii) the commitment to local leadership and organizational learning are key corporate attributes for enabling sustainable management. A typology of five organizational development phases has been proposed as both a heuristic and capacity benchmarking tool for urban water strategists, policy makers, and decision makers that are focused on improving the level of local implementation of sustainable urban water management activity. While this investigation has focused on local government, these findings do provide guideposts for assessing the development needs of future capacity building programs across a range of different institutional contexts.  相似文献

Recent “green” planning initiatives envision food production, including urban agriculture and livestock production, as desirable elements of sustainable cities. We use an integrated urban political ecology and human–plant geographies framework to explore how foraging for “wild” foods in cities, a subversive practice that challenges prevailing views about the roles of humans in urban green spaces, has potential to also support sustainability goals. Drawing on research from Baltimore, New York City, Philadelphia, and Seattle, we show that foraging is a vibrant and ongoing practice among diverse urban residents in the USA. At the same time, as reflected in regulations, planning practices, and attitudes of conservation practitioners, it is conceptualised as out of place in urban landscapes and an activity to be discouraged. We discuss how paying attention to urban foraging spaces and practices can strengthen green space planning and summarise opportunities for and challenges associated with including foragers and their concerns.  相似文献

在资源依赖背景下,发挥好资源产业集聚的正向作用,是资源型城市实现经济可持续增长的关键。基于2005—2017年山西省11个地级市面板数据,采用校正整合的夜间灯光数据度量城市经济增长,并运用系统广义矩估计法(SYS-GMM)检验了资源产业集聚对城市经济增长的影响。结果表明:资源产业集聚对资源型城市经济增长影响显著,呈“先上升,后下降”的倒“U”型关系,在资源产业集聚初期将推动城市经济增长,但过度集聚反而会抑制经济增长。  相似文献

This paper evaluates the planning competences required to enact a managed transition to sustainability at the municipal level for cities facing population, economic and employment decline. Drawing on the ‘shrinking cities’ literature, we argue consolidation of the built environment can become a focal point for sustaining citizen welfare when transitioning cities that are facing decline, especially those previously reliant on resource industries. We evaluate the former coal mining city of Yubari, Japan, which is developing a consolidated urban form with the aim of creating a ‘sustainable’ future city. Findings from interviews and content analysis of Yubari’s planning policy indicate, however, that to translate ‘shrinking’ a city into a managed transition, spatial planning must be accompanied by a wider range of social policy measures and strong cross-sectoral engagement. We also caution that the unique geographical and political context of Yubari mean its model may not be directly replicable in other contexts.  相似文献

Management of natural resources and infrastructure systems for sustainability is complicated by uncertainties in the human and natural environment. Moreover, decisions are further complicated by contradictory views, values, and concerns that are rarely made explicit. Scenario analysis can play a major role in addressing the challenges of sustainability management, especially the core question of how to scan the future in a structured, integrated, participatory, and policy-relevant manner. In a context of systems engineering, scenario analysis can provide an integrated and timely understanding of emergent conditions and help to avoid regret and belated action. The purpose of this paper is to present several case studies in natural resources and infrastructure systems management where scenario analysis has been used to aide decision making under uncertainty. The case studies include several resource and infrastructure systems: (1) water resources (2) land-use corridors (3) energy infrastructure, and (4) coastal climate change adaptation. The case studies emphasize a participatory approach, where scenario analysis becomes a means of incorporating diverse stakeholder concerns and experience. This approach to scenario analysis provides insight into both high-performing and robust initiatives/policies, and, perhaps more importantly, influential scenarios. Identifying the scenarios that are most influential to policy making helps to direct further investigative analysis, modeling, and data-collection efforts to support the learning process that is emphasized in adaptive management.  相似文献

Using the development of the building stock and physical infrastructure as an example, this article highlights the difficulties in combining continuous economic growth in wealthy countries with the requirements of environmentally sustainable development. There are clear limits as to how far we can get by means of ‘eco-efficiency’, and the effect of a transition to less environmentally harmful types of consumption is not sufficient if the consumption volume keeps on increasing. This is particularly evident for societal processes such as the construction of buildings and the development of physical infrastructure. Increased consumption is both a result of and a precondition for economic growth. The development of the building stock and physical infrastructure in cities is a case showing that economic growth—at any rate, in the longer term—can hardly be consistent with the preservation of species, ecosystems and food-production resources. The growth in the building stock also makes it increasingly difficult to limit energy use and reduce carbon–dioxide emissions. Copyright © 2001 John Wiley & Sons, Ltd.  相似文献

Many cities throughout the world are adopting green infrastructure techniques to reduce stormwater and sewer overflows into waterways, which is particularly problematic for places experiencing more frequent and severe rain events. Governance of green stormwater implementation is proving to be as important as the techniques themselves. Building on the climate and sustainability governance literature, we argue that effective governance requires planning across city departments, experimentation and a strategy for organisational learning. We employ a case study of Philadelphia, the first city in the United States to attempt an entirely green approach to meeting federal regulations to examine issues of governance that emerged and how they were addressed. The case study draws on interviews with fourteen public and private sector actors involved in implementation, a site visit to observe the installations and to discuss the approach with a key planner, and grey literature. We find that silos can be broken down and that if open communications and a willingness to change practices are present, obstacles cited in the literature can be overcome. The key implication is that the three elements of governance need to be built into the green infrastructure planning process. While the analysis focuses on a US city, the departments involved and the governance needs of green stormwater infrastructure are similar in cities in much of the world.  相似文献

Creative cities are generally considered as “cool” spaces which attract a particular “creative class” whose ability to innovate and transform – particularly in the media and cultural sectors – offers urban economies a competitive edge. This paper argues that, in the face of dangerous climate change, the creativity of the “not-so-cool” sectors needs to be acknowledged and valued. A case study of Salford in the north-west of England shows how political, technological and economic creativity has secured sustainable regeneration within a floodplain. It is argued that the concept of “creativity” in urban economic discourse needs to be widened to acknowledge the importance of the creativity of planners, civil engineers and builders in securing environmentally sustainable cities. Environmental sustainability, it suggests, not only underpins economic sustainability. Faced with dangerous climate change and society's need to respond, the skills and expertise can in themselves contribute to a city's competitiveness.  相似文献

In this study, a dual-interval fixed-mix stochastic programming (DFSP) method is developed for planning water resources management systems under uncertainty. DFSP incorporates interval-parameter programming (IPP) and fuzzy vertex analysis (FVA) within a fixed-mix stochastic programming (FSP) framework to address uncertain parameters described as probability distributions and dual intervals. It can also be used for analyzing various policy scenarios that are associated with different levels of economic consequences since penalties are exercised with recourse actions against any infeasibility. A real case for water resources management planning of Zhangweinan River Basin in China is then conducted for demonstrating the applicability of the developed DFSP method. Solutions in association with α-cut levels are generated by solving a set of deterministic submodels, which are useful for generating a range of decision alternatives under compound uncertainties. The results can help to identify desired water-allocation schemes for local sustainable development that the prerequisite water demand can be guaranteed when the available water resource is scarce.  相似文献
