Chromated copper arsenate (CCA)-treated wood is a preservative treated wood construction product that grew in use in the 1970s for both residential and industrial applications. Although some countries have banned the use of the product for some applications, others have not, and the product continues to enter the waste stream from construction, demolition and remodeling projects. CCA-treated wood as a solid waste is managed in various ways throughout the world. In the US, CCA-treated wood is disposed primarily within landfills; however some of the wood is combusted in waste-to-energy (WTE) facilities. In other countries, the predominant disposal option for wood, sometimes including CCA-treated wood, is combustion for the production of energy. This paper presents an estimate of the quantity of CCA-treated wood entering the disposal stream in the US, as well as an examination of the trade-offs between landfilling and WTE combustion of CCA-treated wood through a life-cycle assessment and decision support tool (MSW DST). Based upon production statistics, the estimated life span and the phaseout of CCA-treated wood, recent disposal projections estimate the peak US disposal rate to occur in 2008, at 9.7 million m(3). CCA-treated wood, when disposed with construction and demolition (C&D) debris and municipal solid waste (MSW), has been found to increase arsenic and chromium concentrations in leachate. For this reason, and because MSW landfills are lined, MSW landfills have been recommended as a preferred disposal option over unlined C&D debris landfills. Between landfilling and WTE for the same mass of CCA-treated wood, WTE is more expensive (nearly twice the cost), but when operated in accordance with US Environmental Protection Agency (US EPA) regulations, it produces energy and does not emit fossil carbon emissions. If the wood is managed via WTE, less landfill area is required, which could be an influential trade-off in some countries. Although metals are concentrated in the ash in the WTE scenario, the MSW landfill scenario releases a greater amount of arsenic from leachate in a more dilute form. The WTE scenario releases more chromium from the ash on an annual basis. The WTE facility and subsequent ash disposal greatly concentrates the chromium, often oxidizing it to the more toxic and mobile Cr(VI) form. Elevated arsenic and chromium concentrations in the ash leachate may increase leachate management costs.  相似文献

This article describes the selection and field evaluation of dredging equipment and techniques for removal of highly contaminated sediments from the upper estuary of the Acusbnet River, a portion of the New Bedford Harbor Supetfund Project. Site conditions as related to dredge selection and operation, factors considered in selection of equipment, and various dredge types considered for use are described. Each of the dredge types is ranked according to the following criteria: availability, safety, potential for sediment resuspension, maneuverability, cleanup precision, cost and production, flexibility, required water depth for operation, ability to access the site, and compatibility with disposal options. A field pilot study comparing three dredge types indicated that dredging could be conducted at the site without a significant increase in the contaminant release from the upper estuary to the lower harbor.  相似文献

A probabilistic approach is presented for estimating the release of contaminants by leaching, when wastes are being considered for disposal in a class of landfills but the specific landfill disposal site is uncertain. A simple percolation and equilibrium-based release model is used in conjunction with laboratory testing results and observations of field leachate characteristics for municipal solid waste landfills, hazardous waste landfills and industrial co-disposal landfills. The approach is applied for assessing the efficacy of potential treatment processes for mercury contaminated soils. For each landfill scenario, historical values of leachate pH and annual leachate generation quantities were used to derive the probability distribution functions of the field pH and LS ratio that may be expected to contact the disposed material over an estimated time period of 100 years. For each potential treatment process, laboratory testing was used to establish the treated material's leaching characteristics as a function of pH LS ratio. This approach allowed determination of distribution frequencies and limit values for release estimates instead of single point estimates. The probability of the mass of a constituent of interest released exceeding a hypothetical threshold was examined for each treatment process and landfill system. Results of the probabilistic analysis allowed for integration of a range of data and provided a good basis for assessing the efficacy of the examined treatment processes over the three assumed disposal scenarios.  相似文献

Until recent years, waste oil and oil-contaminated waters commonly ended up in landfills. At some dump sites, ponds of oily liquids and leachate were formed. To remediate such ponds, an interdisciplinary approach is now required, keeping costs at an affordable level, particularly in countries with changing economies. From 1974 to 1993, liquid oily wastes taken to the Laguja landfill, in Estonia, were disposed of in a pond with a surface area of 9800 m2. It was estimated that the pond contained 4500-6000 m3 of oily water and 3500 m3 of oil-containing bottom sediments. This study aimed at developing an environmentally sound and cost-effective method for remediation of the oily liquids, leachate and contaminated underlying sediment material, to meet the existing legal demands. It was concluded that treatment of contaminated water is well established and the procedures carried out to meet the regulatory demands achieved satisfactory results. However, regarding treatment of sediments it was concluded that legal and technological aspects, as well as monitoring procedures are not fully established and are usually underestimated. Laboratory investigations can provide valuable information in decision-making, and contribute to effective full-scale remediation planning.  相似文献

Municipal solid waste disposal sites in arid countries such as Kuwait receive various types of waste materials like sewage sludge, chemical waste and other debris. Large amounts of leachate are expected to be generated due to the improper disposal of industrial wastewater, sewage sludge and chemical wastes with municipal solid waste at landfill sites even though the rainwater is scarce. Almost 95% of all solid waste generated in Kuwait during the last 10 years was dumped in five unlined landfills. The sites accepting liquid waste consist of old sand quarries that do not follow any specific engineering guidelines. With the current practice, contamination of the ground water table is possible due to the close location of the water table beneath the bottom of the waste disposal sites. This study determined the percentage of industrial liquid waste and sludge of the total waste dumped at the landfill sites, analyzed the chemical characteristics of liquid waste stream and contaminated water at disposal sites, and finally evaluated the possible risk posed by the continuous dumping of such wastes at the unlined landfills. Statistical analysis has been performed on the disposal and characterization of industrial wastewater and sludge at five active landfill sites. The chemical analysis shows that all the industrial wastes and sludge have high concentrations of COD, suspended solids, and heavy metals. Results show that from 1993 to 2000, 5.14+/-1.13 million t of total wastes were disposed per year in all active landfill sites in Kuwait. The share of industrial liquid and sludge waste was 1.85+/-0.19 million t representing 37.22+/-6.85% of total waste disposed in all landfill sites. Such wastes contribute to landfill leachate which pollutes groundwater and may enter the food chain causing adverse health effects. Lined evaporation ponds are suggested as an economical and safe solution for industrial wastewater and sludge disposal in the arid climate of Kuwait.  相似文献

As an island nation the Republic of Ireland's ports and harbours are key to the economic wellbeing of the country as they are the primary transport link to the United Kingdom, mainland Europe and beyond. This paper examines the main aspects of the Irish dredging industry with comparison to international practice and standards, including the source of the dredge material and volumes generated annually, the dredging plant employed and the management processes currently practised. Relevant European and Irish legislation governing dredging, disposal at sea and waste licensing are presented. The potential impacts of disposal at sea are discussed with the implications for the Irish dredging industry of recently introduced European Directives assessed. Beneficial use rates for dredge material and the techniques implemented in Ireland are examined and compared with international practice. Recent notable beneficial use projects for dredge material and proposed innovative dredge material management techniques for specific dredging projects in Ireland are presented. Proposals to encourage greater beneficial use of dredge material and minimise disposal at sea for Ireland are presented including the introduction of environmental credits, tax breaks and a grant system for pilot schemes. An alternative disposal at sea charge fee structure is also recommended to encourage alternative dredge material management practices. Ireland's management of contaminated sediment is also presented with recent projects described highlighting the current practice of primarily exporting contaminated sediment to mainland Europe. Alternative methods of treatment of contaminated sediment are assessed in an Irish context. Future issues and challenges facing the Irish dredging industry are assessed and a critical analysis of the current approaches to dredge material management is presented.  相似文献

Many Superfund/hazardous chemical sites include waterbodies whose sediments contain hazardous chemicals. With the need to assess, rank, and remediate contaminated sediments at such sites, as well as in other waterways, regulators seek a simple, quantitative assessment approach that feeds easily into a decision‐making scheme. Numeric, co‐occurrence‐based “sediment quality guidelines” have emerged with the appearance of administrative simplicity. However, the very foundation of the co‐occurrence approach, based on the total concentrations of a chemical(s) in sediment, is technically invalid; its application relies on additional technically invalid presumptions. Use of technically invalid evaluation approaches renders any assessment of the significance of sediment contamination unreliable. This article reviews the technical roots and assumptions of the co‐occurrence‐based SQGs, the fundamental flaws in the rationale behind their development and application, and their misapplication for sediment quality evaluation. It also reviews concepts and approaches for the more reliable evaluation, ranking, and cleanup assessment of contaminated sediments at Superfund sites and elsewhere. © 2005 Wiley Periodicals, Inc.  相似文献

Practice review of five bioreactor/recirculation landfills   总被引:1,自引:0,他引:1  
Five landfills were analyzed to provide a perspective of current practice and technical issues that differentiate bioreactor and recirculation landfills in North America from conventional landfills. The bioreactor and recirculation landfills were found to function in much the same manner as conventional landfills, with designs similar to established standards for waste containment facilities. Leachate generation rates, leachate depths and temperatures, and liner temperatures were similar for landfills operated in a bioreactor/recirculation or conventional mode. Gas production data indicate accelerated waste decomposition from leachate recirculation at one landfill. Ambiguities in gas production data precluded a definitive conclusion that leachate recirculation accelerated waste decomposition at the four other landfills. Analysis of leachate quality data showed that bioreactor and recirculation landfills generally produce stronger leachate than conventional landfills during the first two to three years of recirculation. Thereafter, leachate from conventional and bioreactor landfills is similar, at least in terms of conventional indicator variables (BOD, COD, pH). While the BOD and COD decreased, the pH remained around neutral and ammonia concentrations remained elevated. Settlement data collected from two of the landfills indicate that settlements are larger and occur much faster in landfills operated as bioreactors or with leachate recirculation. The analysis also indicated that more detailed data collection over longer time periods is needed to draw definitive conclusions regarding the effects of bioreactor and recirculation operations. For each of the sites in this study, some of the analyses were limited by sparseness or ambiguity in the data sets.  相似文献

This article summarizes a study conducted by the U.S. Army Engineer Waterways Experiment Station to develop technical information and to evaluate the engineering feasibility of restoration alternatives for DDT-and PCB-contaminated sediments on the Palos Verdes shelf and slope near Los Angeles, California. The study evaluated the nonremoval alternative of in-place capping of contaminated sediments on the shelf and slope; removal of contaminated sediments using conventional and specialized dredging equipment and deep ocean mining equipment; treatment of contaminated sediments; and disposal of contaminated sediments in confined (diked) disposal facilities (CDFs), contained aquatic disposal (CAD) sites, upland landfills, and deep ocean basin sites. Cost estimates of the various alternatives were also prepared. This article concludes that restoration of the contaminated sediments is technically feasible. Sediments on the shelf and slope can be removed using available dredging technologies for deep water environments. In-place capping, CAD, and CDF alternatives are technically feasible. The deep ocean basin disposal alternative is not feasible from the technical or regulatory standpoint. The treatment alternative is not feasible from the implementability and economic standpoint.  相似文献

The Matanza-Riachuelo is one of the most polluted rivers of Latin America. The complex chemical mixture of pollutants discharged into the river is accumulated in the river sediments. In this paper, Matanza-Riachuelo river sediment composition and genotoxicity were tested in order to develop a cost-effective, environmentally sound option for disposal and management of contaminated dredged materials. Sampling was performed in a rural area, in a solid waste dumpsite and also in an urban and industrial area. The concentrations of total heavy metals increased from the upper basin to the lower basin. The Ames Salmonella typhimurium test and the Saccharomyces cerevisiae D7 test were performed using toxicity characteristic leachate procedure (TCLP) leachates. The concentrations of copper, lead, and chromium in the leachates exceeded the guide levels for the protection of aquatic life. Low concentrations of organic chlorinated compounds were detected in the leachates. Genotoxic profiles were obtained by testing TCLP leachates from polluted sediment samples with Salmonella typhimurium, Saccharomyces cerevisiae D7, and water sediment suspension with Allium cepa test. No mutagenicity effects on Ames test were observed. Gene conversion and mitotic reversion in Saccharomyces cerevisiae D7 and chromosome aberration in Allium cepa were induced by the sediment samples. Results obtained suggest that dredged sediments could be classified as genotoxic hazardous waste.  相似文献

This article discusses the appropriateness of using landfills as part of remediating hazardous chemical and Superfund sites, with particular emphasis on providing for true long‐term public health and environmental protection from the wastes and contaminated soils that are placed in the landfills. On‐site landfilling or capping of existing wastes is typically the least expensive approach for gaining some remediation of existing hazardous chemical/Superfund sites. The issues of the deficiencies in US EPA and state landfilling approaches discussed herein are also applicable to the landfilling of municipal and industrial solid “nonhazardous” wastes. These deficiencies were presented in part as “Problems with Landfills for Superfund Site Remediation” at the US EPA National Superfund Technical Assistance Grant Workshop held in Albuquerque, New Mexico, in February 2003. They are based on the author's experience in investigating the properties of landfill liners and the characteristics of today's landfills, relative to their ability to prevent groundwater pollution and to cause other environmental impacts. Discussed are issues related to both solid and hazardous waste landfills and approaches for improving the ability of landfills to contain wastes and monitor for leachate escape from the landfill for as long as the wastes in the landfill will be a threat. © 2004 Wiley Periodicals, Inc.  相似文献

Waste disposal is of growing environmental and public health concern in China where landfilling is the predominant method of disposal. The assessment of potential health hazards posed by existing landfills requires sound information, and processing of a significant amount of spatial data. Geographical information system (GIS) and remote sensing (RS) are valuable tools for assessing health impacts due to landfills. The aims of this study were: (i) to analyze the leachate and gas emissions from landfills used for domestic waste disposal in a metropolitan area of Jiangsu province, China, (ii) to investigate remotely-sensed environmental features in close proximity to landfills, and (iii) to evaluate the compliance of their location and leachate quality with the relevant national regulations. We randomly selected five landfills in the metropolitan areas of Wuxi and Suzhou city, Jiangsu province, established a GIS database and examined whether data were in compliance with national environmental and public health regulations. The leachates of the sampled landfills contained heavy metals (Pb, As, Cr(6+) and Hg) and organic compounds in concentrations considered harmful to human health. Measured methane concentrations on landfill surfaces were low. Spatial analysis of the location of landfills with regard to distance from major water bodies, sensible infrastructure and environmental conditions according to current national legislation resulted in the rejection of four of the five sites as inappropriate for landfills. Our results call for rigorous evaluation of the spatial location of landfills in China that must take into consideration environmental and public health criteria.  相似文献

Through volatilization and long distance atmospheric transport, polychlorinated biphenyls (PCBs) have been redistributed throughout the global environment. Over the last 70 years, these compounds have permeated every known environmental niche including the remote polar regions of the globe. In this article, the solubility and volatility of the PCB congeners are reviewed relative to the remedial technologies that are currently in use or under consideration. The following discussion focuses primarily on the management options for PCB-contaminated, subaqueous solids that require removal, dewatering, drying, and other treatment to degrade the target contaminants and/or containment in engineered facilities including constructed islands, upland secure landfills and subaqueous pits. Environmental mobility resulting from natural and engineered processes is discussed in relation to the potential for contributing to the global loading and redistribution of PCBs. Additionally, select emerging technologies and management options are reviewed relative to their potential to produce secondary environmental impacts resulting from the soluble and/or volatile redistribution of PCBs. Based on a lack of long-term experience and the recognition that contaminants will remain unaltered for decades, technologies involving engineered containment structures should be considered temporary remedial measures until cost-competitive, destructive processing of contaminated sediments is feasible.  相似文献

Landfills receiving a mix of waste, including organics, have developed dramatically over the last 3-4 decades; from open dumps to engineered facilities with extensive controls on leachate and gas. The conventional municipal landfill will in most climates produce a highly contaminated leachate and a significant amount of landfill gas. Leachate controls may include bottom liners and leachate collection systems as well as leachate treatment prior to discharge to surface water. Gas controls may include oxidizing top covers, gas collection systems with flares or gas utilization systems for production of electricity and heat.The importance of leachate and gas control measures in reducing the overall environmental impact from a conventional landfill was assessed by life-cycle-assessment (LCA). The direct cost for the measures were also estimated providing a basis for assessing which measures are the most cost-effective in reducing the impact from a conventional landfill. This was done by modeling landfills ranging from a simple open dump to highly engineered conventional landfills with energy recovery in form of heat or electricity. The modeling was done in the waste LCA model EASEWASTE. The results showed drastic improvements for most impact categories. Global warming went from an impact of 0.1 person equivalent (PE) for the dump to −0.05 PE for the best design. Similar improvements were found for photochemical ozone formation (0.02 PE to 0.002 PE) and stratospheric ozone formation (0.04 PE to 0.001 PE).For the toxic and spoiled groundwater impact categories the trend is not as clear. The reason for this was that the load to the environment shifted as more technologies were used. For the dump landfill the main impacts were impacts for spoiled groundwater due to lack of leachate collection, 2.3 PE down to 0.4 PE when leachate is collected. However, at the same time, leachate collection causes a slight increase in eco-toxicity and human toxicity via water (0.007E to 0.013PE and 0.002 to 0.003 PE respectively). The reason for this is that even if the leachate is treated, slight amounts of contaminants are released through emissions of treated wastewater to surface waters.The largest environmental improvement with regard to the direct cost of the landfill was the capping and leachate treatment system. The capping, though very cheap to establish, gave a huge benefit in lowered impacts, the leachate collection system though expensive gave large benefits as well. The other gas measures were found to give further improvements, for a minor increase in cost.  相似文献

In Malta all of the waste produced is mixed and deposited at various sites around the island. None of these sites were purpose built, and all of the waste is above groundwater level. The landfills are not engineered and do not contain any measures to collect leachate and gases emanating from the disposal sites. Another waste, which is disposed of in landfills, is pulverized fuel ash (PFA), which is a by-product of coal combustion by the power station. This has been disposed of in landfill, because its use has been precluded due to the radioactivity of the ashes. The aim of this study was to analyze the chemical composition of the pulverized fuel ash and to attempt to utilize it as a cement replacement in normal concrete mixes in the construction industry. The levels of radiation emitted from the ashes were measured by gamma spectrometry. The results of this study revealed that although at early ages cement replacement by PFA resulted in a reduction in compressive strength (P=0), when compared to the reference concrete at later ages the strengths measured on concrete cores were comparable to the reference concrete (P>0.05). The utilization of PFA up to 20% cement replacement in concrete did not raise the radioactivity of the concrete. In conclusion, utilization of PFA in the construction industry would be a better way of disposing of the ashes rather than controlling the leachate and any radioactivity emitted by the landfilled ashes.  相似文献

To Dredge or Not     
The streams, rivers, freshwater lakes, and coastal and open ocean waters of the world have been used for centuries for the disposal of municipal and industrial wastes. During the twentieth century, the range and quantities of waste materials discharged to the world's fresh and salt waters have grown progressively, increasing the potential ecological and human health impacts. The types and quantities of organic and inorganic wastes reaching the surface waters and associated sediments have increased in proportion to a region's or nation's population and industrial growth. Many of the contaminaants deliberately or inadvertently discharged to waterways are hydrophobic, are not biodegradable, or are highly resistant to degradation resulting in the accumulation of organic and inorganic substances in the waters, bottom, and suspended sediments of impacted waterways. Because of their persistence, these compounds and trace metals bioaccumulate and bioconcentreate in the aquatic organisms that occupy the affected waterway. Because many of the discharged waste materials are relatively insoluble and readily sorb to particles, the bottom and suspended sediments will commonly have higher contaminant concentrations than the associated overlying waters. Concentrations will normally decrease downstream of the contaminant source areas due to inputs and dilution by sediments and waters from cleaner tributaries. Although the sediments will normally have the higher concentrations, considerable quantities of contaminants may be found in the aqueous phase requiring not only removal of the solids, but treatment of the associated water as well. This is particularly the case when the water to solids recovered during dredging may approach 10:1. Many of the persistent contaminants impacting a nation's waterways are readily sorbed to the finer‐grained, organic rich sediments. Reaches of rivers and streams, or areas amenable to deposition of organic rich clays and silts, result in the creation of “hot spots” of contamination, localized areas where higher contaminant concentrations are found. It is these “hot spots” that are at the center of a debate over whether to dredge or leave the contaminated sediments undisturbed to allow natural attenuation to work. It is well recognized that dredging is not able to remove all of the contaminated sediments; some portion of the resuspended sediments created during the dredgirg will be dispersed downstream. The issue is whether to physically removeportions of the mass of contaminants impacting waterwa‐ys or rely on natural attenuation. Environmental dredging is expensive and many argue not worth the effort because of the lack of effective technologies that will prevent redistribution of the material resuspended as apart oJthe dredging process and management of associated water. Opponents of dredging cite natural attenuation and burial by cleaner sediments as eflective mechanisms to reduce the concentration of contaminants. Dredgingproponents argue the contaminant sources and accumulated hot spots must be removed in order to accelerate ecological recovery of the impacted waterway as well as reduce impacts to the environment and to public heulth. Batch leaching tests and simulated landfill lysimeter tests were performed to evaluate the contents of heavy metals leached from spent batteries in the municipal solid waste. The toxicity characteristic leaching procedure was utilized to perform the batch leaching tests of 36 spent batteries. Four lysimeters were prepared with battery contents ranging from 0% to 100% by weight for column tests, and the experiments were performed at ambient temperature. The age of all the batteries used in the study ranged from freshly disposed up to approximately 3 years old. The results from the batch tests showed that the type of battery influenced the heavy metal concentrations in the leached solutions. The lysimeter experiment results illustrated that at lower pH levels more metals are leached than at higher pH levels. The increasing amount of batteries disposed in landfills can contribute to the leaching of more metals, especially Mn and Zn, into the environment. These results indicate that the direct disposal of spent household batteries into a MSW landfill can increase the heavy metal contents in the landfill leachate.  相似文献

Sustainable disposal of municipal solid waste (MSW) requires assurance that contaminant release will be minimized or prevented within a reasonable time frame before the landfill is abandoned so that the risk of contamination release is not passed to future generations. This could be accomplished through waste acceptance criteria such as those established by the European Union (EU) that prohibit land disposal of untreated organic matter. In the EU, mechanical, biological and/or thermal pretreatment of MSW is therefore necessary prior to landfilling which is complicated and costly. In other parts of the world, treatment within highly engineered landfills is under development, known as bioreactor landfills. However, the completed bioreactor landfill still contains material, largely nonbiodegradable carbon and ammonia that may be released to the environment over the long-term. This paper provides a conceptual analysis of an approach to ensure landfill sustainability by the rapid removal of these remaining materials, leachate treatment and recirculation combined with aeration. The analysis in this paper includes a preliminary experimental evaluation using real mature leachate and waste samples, a modeling effort using a simplified mass balance approach and input parameters from real typical bioreactor cases, and a cost estimate for the suggested treatment method.  相似文献

A disturbing trend among governmental agencies is the remediation of so‐called “nonhazardous” contaminated sediments/soils by deposition in minimum‐design Subtitle D municipal solid waste (MSW) landfills or landfills with equivalent design. This is done despite the fact that, in terms of protection of public health and environmental quality, the designation “nonhazardous” is misleading at best, and the fact that minimum‐design Subtitle D landfills as being allowed will not ensure protection of groundwater quality for as long as the buried wastes remain a threat. Although acknowledged in the regulatory documentation and exposed in the writings of a few in the scientific/engineering community, the environmental and public health issues that will inevitably be faced at minimum‐design Subtitle D landfills are underplayed, and even misrepresented, to the public. Most sludge has historically been disposed of in landfills and by ocean dumping but, because of its heavy metal content, this will be totally banned in Korea starting in 2012, based on the London Dumping Convention. Therefore, treatment and disposal methods that are environmentally friendlily are urgently required. The recycling of sewage sludge is a good treatment method for solving sludge problems in an environmentally friendly way. In this study, physical and environmental tests were conducted to evaluate the feasibility of using the by-products of thermal hydrolysis of sewage sludge as barrier layer materials in the final cover systems for landfills. In addition, testing methods for freezing-thawing (KS F 2332) and wetting-drying (KS F 2330) cycles were conducted to assess the effects of cold and hot soil climates starting from pavement. These tests yielded positive results for alternative materials for the barrier layer in a final cover system for a landfill.  相似文献
