This paper develops a technique which can be used as a preliminary tool for assessing air quality related to urban traffic. It combines a Geographic Information System (GIS) with an interaction matrix-type methodology based on a system analysis approach. The matrix identifies and quantifies interactions between all selected variables involved in a system as well as their interaction with the system as a whole. This matrix is used to determine the weightings to apply to spatial datasets within a GIS to develop a pollution vulnerability map. The focus of the paper is to introduce and assess a more versatile coding of the interaction matrix with respect to previously used coding. A case study is presented in which the modified interaction methodology is applied to data for a busy urban location. The resulting vulnerability map, in terms of pollution vulnerable hot spots, was compared to a pollution map derived from an advanced dispersion model. The interaction matrix technique with GIS can be used as a tool complementary to sophisticated numerical modelling and has potential as an analytical tool to evaluate multidisciplinary systems.  相似文献

Transport planners are more fully engaged with the process than are land-use planners or economic development officers. Natural and technological disasters of the past have shown that such incidences significantly affect local and regional development. Faced with the task of ensuring economic, human and environmental development as well as insuring physical structures, planning authorities, insurance companies and emergency managers are looking for methodologies to identify highly sensitive areas in terms of their overall risk. Existing methodologies like the Natural Hazard Index for Megacities or the Total Place Vulnerability Index have limitations due to their sectoral approach, which makes them less useful for integrated spatial planning. This paper presents the Integrated Risk Assessment of Multi-Hazards as a new approach to serve as a basis for a spatial risk management process. The approach integrates various hazards into an integrated hazard map, combines this with the region's vulnerability and thus produces an integrated risk map. Moreover, the methodology offers a tool to derive weighting factors for hazards as well as for vulnerability components.  相似文献

The UK National Air Quality Strategy has required local authorities to review and assess air quality in their area of jurisdiction and determine locations in their areas where concentrations of specific air quality pollutants are predicted to exceed national air quality objectives in the future. Statutory air quality management areas (AQMAs) are designated where air quality is predicted to be above specified objective concentrations by specific target dates, and statutory air quality action plans will be necessary to improve the local air quality within these areas. Over 124 local authorities in England (including London), Wales and Scotland anticipate declaring AQMAs following the conclusion of the statutory air quality review and assessment process. However, other influences are being exerted on the local air quality management process and AQMA decision-making processes. Such influences include regional and sub- regional collaborative working between local authorities and government agencies and wider political decision-making processes. Some regions of Great Britain (encompassing England (including London), Scotland and Wales) anticipate many AQMA designations, whilst other regions are not anticipating any such designations despite apparently similar air quality circumstances. Evidence for regional or sub-regional variations in the locations of anticipated AQMAs are examined through an evaluation of the outcomes of the scientific review and assessment process undertaken by local authorities declaring AQMAs, and through a local authority survey to identify influences on decision-making processes at a level above that of the local authority. Regional variation is reported in the type of pollutant causing AQMAs to be declared, in the numbers of AQMAs in regions and in the spatial distribution of AQMAs across Great Britain.  相似文献

ABSTRACT: In the environmental and agricultural conservation planning process, more efficient and effective tools are needed for planners to assist private landowners with making wiser land use decisions. Current methods are slow, inefficient, and costly. Scientific techniques have not been fully implemented within the planning process, yet such plans are increasingly needed to meet water quality and Total Maximum Daily Load (TMDL) requirements. The objectives of this study are to (a) utilize the web for accessing an integrated science‐based land use decision support system; (b) link decision tools, models, and databases to the user via the web; (c) link distributed models and databases for enhanced planning efficiency; and (d) integrate the above into an easily usable and readily accessible system. The procedures resulting in the initial design involved planning expertise and focus groups' input. The system was developed in partnership with the Natural Resources Conservation Service of the U.S. Department of Agriculture and several state agencies. A survey of 150 certified conservation planners, the end users, was conducted to identify the data sets and planning tools needed. Data, tools, and models then were selected and integrated into a web accessible system. Specifically, the first generation used a web interactive Geographic Information System (GIS) that overlaid onto digital orthoquads and/or soils polygons field boundaries, transportation, hydrologic features (such as drains, rivers, lakes, etc.), and high pesticide risk runoff or infiltration areas. Conservation planners found they could save time with the system. Clients could access the system quickly to help them prepare for meeting with their planner. Previously acquiring GIS maps in some cases had been a lengthy process that limited use of the information in land use decisions.  相似文献

The UK and the EC have recognized that the application of national and EC policies alone may not be cost effective in improving air quality in some areas, especially in traffic-congested urban centres and along major road transport corridors. Consequently both have introduced new strategic frameworksfor air quality management.This paper outlines and compares the UK National Air Quality Strategy (NAQS) and the EC approach, set out in the Air Quality Framework and Daughter Directives. Both frameworks shift responsibility for reviewing, assessing and managing air quality on to local authorities. The UK considers the NAQS will provide the principal means of carrying out its commitments under the new EC framework.Local authorities in the UK have begun the review and assessment phase of the NAQS. This paper examines the support that central government has had to provide to local authorities to ensure the NAQS will be effective. It offers insights into what other Member States are likely to face when implementing their interpretation of the EC air quality management framework. The paper highlights that many UK local authorities lacked even basic air quality management capabilities when the NAQS was being formulated. Consequently the UK Government has had to expand the national pollution monitoring networks (this was achieved primarily by affiliating the growing number of local authority funded sites), commission new detailed urban emissions inventories, and develop and validate a suite of air quality dispersion models. Training events in air quality assessment techniques have had to be offered and many detailed guidance notes issued to ensure an appropriate and consistent interpretation of the NAQS. Some government initiatives to support the implementation of the NAQS suffered delays which initially caused some unnecessary uncertainties and inconsistencies amongst local authorities conducting their review and assessment of air quality. This points to the importance of the Governmentensuring that the support for the management phase of the NAQS will be in place in time. This includes providing additional pollution-control powers and reformulating transport and planning policies in order to integrate air quality management more fully.  相似文献

Vulnerability assessment is considered an effective tool in establishing monitoring networks required for controlling potential pollution. The aim of this work is to propose a new integrated methodology to assess actual and forecasted groundwater vulnerability by including land-use change impact on groundwater quality. Land-use changes were simulated by applying a spatial dynamics model in a scenario of agricultural expansion. Groundwater vulnerability methodology DRASTIC-P, was modifyed by adding a land-use parameter in order to assess groundwater vulnerability within a future scenario. This new groundwater vulnerability methodology shows the areas where agricultural activities increase the potential level of groundwater vulnerability to pollution. The Dulce Creek Basin was the study case proposed for the application of this methodology. The study revealed that the area with Very High vulnerability would increase 20% by the year 2020 in the Dulce Creek Basin. This result can be explained by analyzing the land-use map simulated by the Dyna-CLUE model for the year 2020, which shows that the areas with increments in crop and pasture coincide with the area defined by the Very High aquifer vulnerability category in the year 2020. Through scenario analysis, land-use change models can help to identify medium or long term critical locations in the face of environmental change.  相似文献

An understanding of groundwater vulnerability in urban watersheds is important for the prevention of both surface water and groundwater contamination and can therefore be a useful tool in brownfield redevelopment and land use planning. Although industrial activity in southeastern Michigan has historically been restricted to the urbanized sections of metropolitan Detroit, new industrial development is rapidly taking place in rural and undeveloped areas. Although environmentalists and urban planners agree that industrial site recycling in urban centres (a.k.a. brownfield redevelopment) is preferable to developing green areas, many older sites remain undeveloped due to real and perceived risks. Using a PC-based geographic information system, a conceptual model of solute transport in soil was developed to evaluate potential impacts to both groundwater and surface water quality resulting from industrial development. The model was used to create a map of groundwater vulnerability within the Rouge River watershed of southeastern Michigan. The map has been used to pin-point several rural and undeveloped areas where groundwater quality is threatened by proposed development. It has also clearly demonstrated that many older brownfield sites, within the City of Detroit, are located on materials that have a much lower vulnerability to groundwater contamination and may therefore be far less costly to redevelop than greenfield sites in undeveloped areas of the watershed.  相似文献

The coastal zone of the Brazilian state of Maranhão is an area characterized by a large variety of human activities and services, in particular in the Itaqui-Bacanga port complex (IBC). The IBC is an area prone to oil spills resulting from the processes of transportation, storage, and tank cleaning. The present study aimed to map the different physical environments adjacent to this complex and the socioeconomic profile of the local population that would be most vulnerable to this type of disaster. Vulnerability studies are essential as one of the first step in the development of an integrated coastal zone management. The variables analyzed in this study included geomorphological units, and the income, education, and dependence on fishing of the local population. The estimate of the vulnerability index was based on the relationships between these variables, which were used to generate a vulnerability map using GIS and the interpretation of high-resolution remote sensing, showing the areas of highest priority for intervention in the case of oil spills. The analysis of the natural and socioeconomic environments indicated that the areas of highest vulnerability correspond to the mangroves and the Vila Nova and Alto da Esperança neighborhoods, respectively. These neighborhoods have a direct relationship with fishing, and low levels of both income and education. By contrast, the lowest vulnerability was attributed to the coastal plateau and the central Anjo da Guarda neighborhood, which is occupied by residents with relatively high income and education, who do not depend on fishing.  相似文献

Air quality in the UK, although vastly improved from the smogs of the 1950s, now faces a new set of challenges from a variety of sources and pollutants. Poor air quality has long been associated with urban areas, but it is becoming clear that many rural locations also have locations likely to exceed the UK Air Quality Strategy-objectives: This paper will examine the extent to which rural authorities have been engaged in the local air-quality management (LAQM) process, a new regime by which air quality control is being accomplished in the UK. Results are presented from a questionnaire survey of environmental health officers of 100 rural authorities undertaken in January 1999. The paper investigates both the technical aspects of the LAQM process as well as the management approaches. The current progress of rural authorities, and some of the problems they face, are discussed particularly in comparison with urban areas. It is concluded that some rural authorities with air pollution problems stemming either from within or outwith their borough, may face significant challenges from the LAQM review and assessment process, particularly where air pollution responsibilities have only relatively recently been addressed. Rural authorities seem to be embracing these new responsibilities enthusiastically, but it is almost inevitable that they will be trailing behind urban authorities who have several decades of experience and joint working to draw upon.  相似文献

Maps illustrating the different degrees of vulnerability within a given area are integral to environmental protection and management policies. The assessment of the intrinsic vulnerability of karst areas is difficult since the type and stage of karst development and the related underground discharge behavior are difficult to determine and quantify. Geographic Information Systems techniques are applied to the evaluation of the vulnerability of an aquifer in the alpine karst area of the Sette Comuni Plateau, in the Veneto Region of northern Italy. The water resources of the studied aquifer are of particular importance to the local communities. This aquifer must therefore be protected from both inappropriate use as well as possible pollution. The SINTACS and SINTACS P(RO) K(ARST) vulnerability assessment methods have been utilized here to create the vulnerability map. SINTACS P(RO) K(ARST) is an adaptation of the parametric managerial model (SINTACS) to karst hydrostructures. The vulnerability map reveals vast zones (81% of the analyzed areas) with a high degree of vulnerability. The presence of well-developed karst structures in these highly vulnerable areas facilitate water percolation, thereby enhancing the groundwater vulnerability risk. Only 1.5 of the studied aquifer have extremely high-vulnerability levels, however these areas include all of the major springs utilized for human consumption. This vulnerability map of the Sette Comuni Plateau aquifer is an indispensable tool for both the effective management of water resources and as support to environmental planning in the Sette Comuni Plateau area.  相似文献

Management of air quality by local government in the United Kingdom (England, Scotland, Wales and Northern Ireland) requires a process of local decision-making, involving collaboration between local politicians, authority officers and interest-groups. Since the establishment of the first National Air Quality Strategy for the UK in 1997, local authority environmental health professionals have undertaken a scientific review and assessment process to identify locations where predicted future pollutant concentrations may exceed national air quality objectives. Air quality management areas (AQMAs) are declared where such exceedences are predicted. Over recent years, significant changes in local authority decision-making structures in England, Scotland and Wales have occurred, resulting in changes to the structure and governance in many local authorities. Results are presented from local authority surveys undertaken to examine the occurrence of any conflicts between the science involved in predicting exceedences and the local political decision-making processes in declaring AQMAs. Data are presented for a sample set of local authorities in Great Britain from which it is concluded that decision-making structures in local government are having a demonstrable impact on the designation of AQMAs.  相似文献

The impending form and extent of climate change and its direct impacts present disproportionate challenges for the most socially and economically disadvantaged groups within populations. Evaluating the vulnerability of disadvantaged groups in the context of climate change has presented tremendous theoretical, methodological and policy challenges especially where vulnerability assessment research is focused at the local community level. This study addresses the challenges by developing an interdisciplinary methodology, based on expert knowledge, and uses the state of South Australia as a case study. It focuses on key indicators that measure the exposure of local communities to climate change and socio-economic vulnerabilities of local populations. A main contribution in this study is the novel incorporation of physical, environmental and socio-demographic data sets and extensive use of spatial modelling and estimation methods to spatially define climate change and social vulnerability “hot spots”. This paper assesses vulnerability under moderate and high Intergovernmental Panel on Climate Change CO2 emission scenarios in order to generate an assessment model to be used before planning is done. The result is the creation of a practical tool through which decision-makers can better understand how the complexity of one's local spatial context influences the unique exposure, which different vulnerable communities have, to the impacts of climate change. This paper presents a useful tool that can be used in the initial assessment phase by planners and policy-makers to better assist those who are limited in their ability to adapt to climate change.  相似文献

Abstract: Mapping stream channels and their geomorphic attributes is an important step in many watershed research and management projects. Often insufficient field data exist to map hydromorphologic attributes across entire drainage basins, necessitating the application of hydrologic modeling tools to digital elevation models (DEMs) via a geographic information system (GIS). In this article, we demonstrate methods for deriving synthetic stream networks via GIS across large and diverse basins using drainage‐enforced DEMs, along with techniques for estimating channel widths and gradient on the reach scale. The two‐step drainage enforcement method we used produced synthetic stream networks that displayed a high degree of positional accuracy relative to the input streams. The accuracies of our estimated channel parameters were assessed with field data, and predictions of bankfull width, wetted width and gradient were strongly correlated with measured values (r2 = 0.92, r2 = 0.95, r2 = 0.88, respectively). Classification accuracies of binned channel attributes were also high. Our methodology allows for the relatively rapid mapping of stream channels and associated morphological attributes across large geographic areas. Although initially developed to provide salmon recovery planners with important salmon habitat information, we suggest these methodologies are relevant to a variety of research and management questions.  相似文献

The oil industry is one of the main productive activities in Mexico and has a huge infrastructure, including a wide pipeline network that crosses urban, industrial, agricultural and natural areas. The threat of crude oil spills is greatest in those regions with a high concentration of oil extraction and refining activities, as in the case of the Coatzacoalcos and Tonalá Rivers Low Basin. This study ranked the geosystems of the basin in terms of vulnerability to pipeline crude oil spills. Very high vulnerability (level I) was assigned to the water bodies (lakes and rivers) and their margins of influence, including surfaces that flood during normal hydraulic load. High vulnerability areas (level II) comprised surfaces that can flood during extraordinary hydraulic load related with extreme hydrometeorological events. The remaining three vulnerability levels were defined for areas with low or negligible flooding potential, these were ranked according to physical (slope, relief and permeability), biological (richness, singularity and integrity) and socio-economic (social marginalization index and economic activities index) conditions. These results are presented on a map for better visualization and interpretation. This study will be useful to establish preventive and effective emergency management actions in order to reduce remediation costs and adverse effects on wild species. It also can help local and national authorities, oil industry and civil protection corps to better protect ecosystems, natural resources and human activities and goods.  相似文献

A GIS model predicting the spatial distribution of terrestrial salamander abundance based on topography and forest age was developed using parameters derived from the literature. The model was tested by sampling salamander abundance across the full range of site conditions used in the model. A regression of the predictions of our GIS model against these sample data showed that the model has a modest but significant ability to predict both salamander abundance and mass per unit area. The model was used to assess the impacts of alternative management plans for the Hoosier National Forest (Indiana, USA) on salamanders. These plans differed in the spatial delineation of management areas where timber harvest was permitted, and the intensity of timber harvest within those management areas. The spatial pattern of forest openings produced by alternative forest management scenarios based on these plans was projected over 150 years using a timber-harvest simulator (HARVEST). We generated a predictive map of salamander abundance for each scenario over time, and summarized each map by calculating mean salamander abundance and the mean colonization distance (average distance from map cells with low predicted abundance to those with relatively high abundance). Projected salamander abundance was affected more by harvest rate (area harvested each decade) than by the management area boundaries. The alternatives had a varying effect on the mean distance salamanders would have to travel to colonize regenerating stands. Our GIS modeling approach is an example of a spatial analytical tool that could help resource management planners to evaluate the potential ecological impact of management alternatives.  相似文献

A susceptibility indexing method was developed based on vulnerability and quality indices. The contamination susceptibility index (SI) at a given location was calculated by taking the product of the vulnerability index (VI) and the quality index (QI): SI = VI × QI. This method incorporates both hydrogeological and hydrochemical data for a comprehensive index mapping. The DRASTIC index methodology was used for the hydrogeological data evaluations. The quality index calculation procedure based on a water quality classification scheme was introduced to evaluate hydrochemical data. The suggested susceptibility indexing method was applied to the Küçük Menderes river basin located in western Turkey. The susceptibility index map shows both hydrogeological and hydrochemical data related to the contamination problem including areas that should be taken into consideration during water management planning. The index map indicates that the most susceptible groundwater is located along the river channel between Kiraz and Tire towns, in the Selçuk area and along the Fertek stream channel to the north of Torbal? town. The results indicate that the incorporation of both hydrogeological and hydrochemical datasets enables more realistic evaluations than those of an individual dataset to estimate the groundwater contamination susceptibility of an aquifer. The numerical procedure applied could be extended further by including other parameters such as retardation, potential contaminant sources, etc. that affect the water quality in a given basin.  相似文献
