Drawing on Ajzen's Theory of Planned Behaviour, this paper analyses whether there is a relation between management's behavioural intentions toward an environmental problem and the company's specific actions in this area, and also considers the impact of the company size on these actions. For the data, a questionnaire was sent to 184 managers employed in industrial companies located in Spain which belonged to the automobile industry. The empirical analysis produces positive and significant regression coefficients and provides support for the hypotheses proposed. Specifically, the results show that the environmental actions carried out in the company respond at least in part to management's behavioural intentions toward these issues and the size of the firm.  相似文献

Defra's approach to influencing people to live sustainably has evolved considerably since 2005 when the Sustainable Consumption Roundtable called for greater efforts by Government to better understand people, and how to influence changes in the way they behave. In response, Defra has developed a substantial evidence base devoted to improving understanding of the drivers for sustainable behaviours and how these can be applied to develop more effective environmental policies and programmes.A core focus of Defra's research programme has been to identify and build on existing research and evidence which has the potential to inform new and innovative policy approaches. In some cases, this has involved work which looks at particular behavioural drivers, such as habits and norms, considering how these insights can inform and improve outcomes from policies that aim to influence citizen's behaviours. Other work has focused on operationalising this knowledge through trials and demonstration projects with an aim of understanding the practical implications of applying them, and measuring the benefits they can provide.This paper reviews the key strands of Defra's behavioural research programme and some of the tools the department has used to apply this research. It considers Defra's work in building an evidence base that can be embedded into policy making and concludes with some insights drawn from this evidence. These address both why people are likely to act and why they might not, and best practice principles for delivering change.  相似文献

The British Government is proposing a new system of single‐tier development plans for England and Wales, with clear implications for the strategic level of planning. This paper considers a proposal by the Committee of Inquiry into Town and Country Planning set up by the Nuffield Foundation, for a revised strategic planning network which includes a ‘local strategy’. The paper considers the lessons to be drawn from the use of regional reports in Scotland since the early 1970s and concludes on a note of caution for the Government's proposals.  相似文献

This article covers the strategic, organizational, and operational decisions involved in one automobile manufacturer's efforts to balance its goals of productivity and high quality with the more elusive goal of environmental responsibility. The case material is based on the real-life experiences of Honda of America's two manufacturing plants in East Liberty and Marysville, Ohio. The case unfolds as the environmental manager in charge of the two plants faces the pending visit of her corporate boss from Tokyo, who has made it clear that environmental issues are of growing importance in Honda's overall direction. ISO 14000, the new environmental quality standards being adopted by some other manufacturers, serves as a focusing issue for the environmental manager's thinking, but this issue is really representative of a wider challenge facing the Ohio plants: balancing Honda's core mission of producing the best cars at the lowest cost possible, and being a responsible actor in the environmental arena. Complicating this challenge, the environmental manager has to negotiate another tension common in global manufacturing firms today: balancing the influence of Honda's corporate headquarters in Japan with the local and regional context at its American plant sites.  相似文献

固体废物进出口是影响我国生态文明建设及区域可持续发展的重要因素,也是最近环境管理关注的焦点。为了认识我国固体废物的进出口形势和全球固体废物贸易的格局,本文以进口量最大的固体废物——废纸为例,系统总结梳理了近年来我国废纸进出口情况的演化,绘制了2016年国际废纸贸易的流向地图,从2015年以来的废物管理政策调整出发探讨未来废纸产业的发展和转变。研究发现:(1)作为主要的造纸原材料,我国废纸进口量从1996年的137万t增加到2016年的2850万t,增长了近20倍。(2)当前全球废纸贸易突出表现为发达国家出口、发展中国家进口的格局,我国作为最大的废纸进口国,进口约占全球总量55%的废纸,美国则为最大的废纸出口国,出口约占全球总量36%的废纸。(3)应对洋垃圾入境的挑战,未来我国应在进口管控、再生资源产业发展等多个方面继续加强政策的引导和调控作用,激励国内的再生资源市场,促使废纸利用企业调整产业布局,加快产业转型。  相似文献

ABSTRACT: Foundation theory and experiences are provided that support the need and value of utilizing a results-oriented approach in developing and evaluating water education programs. This approach includes the ability to determine actual learning outcomes, monitoring learning through time, and discovering attitude and behavior changes that result from program participation. The paper also includes a case study of such an evaluation project in connection with the Groundwater Foundation's annual Children's Groundwater Festival. A challenge is also made to water educators to begin assessing actual impacts of education programs on water quality. Plans for such a study relating to the Foundation's Ground-water Guardian program are outlined.  相似文献

The Countryside Commission's report, “A Better Future for the Uplands”, contains recommendations that seek a better balance between conservation and farming and conservation and forestry: recommendations that concern the uplands as landscape. This paper considers the recommendations under three headings — those which seek to reduce conflict, those which seek to reinforce the voluntary approach to conflict resolution, and those which seek to extend control. ABSTRACT: Two major challenges face today's water professionals. The first is finding solutions to increasingly complicated water resources problems. The second challenge is nontechnical. It is effective interaction with the public recognizing both the public's increasingly elevated goals relative to water and the public's growing understanding of water science and technology. The traditional DAD approach, that is, decide-announce-defend, is no longer appropriate. The much more progressive, and inclusive POP approach, that is, public owns project, is more likely to be effective given the changing nature of the public's expectations and knowledge. A water resources planning or design effort that fails to include a public interaction program plans to fail. Described in this paper are three suggested objectives of the POP approach, namely demonstrating awareness, gathering supplemental data and information, and building a base of support. Having established specific objectives for a particular water resources project, appropriate public interaction programs and events must be selected, scheduled, and implemented. ABSTRACT: Brazil is currently facing the challenge of implementing a new water resources management system to promote the rational and sustainable use of the country's waters. This system is based on the following principles of water management: (2) stakeholders' participation; (2) the watershed as the planning and management unit; and (3) the economic value of water. Stakeholders' participation and the involvement of civil society in the decision making process is guaranteed by permanent seats in the watersheds' management committees. These committees are the highest decision level for the establishment of water policy and for planning its use. The executive branch of the committees is the watershed agency or the water agency. This paper presents the recently approved Brazilian water resources management system and discusses the participatory approach followed to validate and to ensure prompt response to decisions regarding water use by all stakeholders. The formulation of the National Water Law (January/1998) was also supported by extensive consultation with civil society, professional associations, state and municipal governments as well as with federal governmental agencies and private sector organizations. It also presents an overview of the formulation of the National Water Law. Finally, as watershed committees have been created and are already operating in a limited number of watersheds, some of the major obstacles to the success of the new system are discussed along with alternatives for overcoming such obstacles.  相似文献

A person's response to an environment cannot be completely understood within a strict stimulus-response framework. The response sometimes depends, for example, on the person's plans and expectations, often partially or wholly formed before encountering that environment. This article reports three studies designed to explore just such influences on affective responses. Having to plan is itself shown to alter mood. Carrying out one's own plan is shown to be more pleasant than doing the same thing dictated by someone else's plan. A more subtle relationship among plans, expectations, and affect is also shown: liking for a place and positiveness of mood experienced there can, in certain circumstances, be enhanced by a previous violation of expectations and by an environment that had, temporarily, prevented execution of a plan.  相似文献

ABSTRACT: Although droughts are a frequent occurrence over much of the United States, response by state and federal government has been ineffective and poorly coordinated. Recently, several states have recognized the value of drought emergency planning and have developed plans to assist them in responding more effectively to prolonged periods of water shortage. These states have created an organizational structure to coordinate the assessment and response activities of state and federal agencies. Each state's drought response plan is unique since each state's water supply and management problems, and their consequent impacts, are unique. The drought response plans developed by Colorado, South Dakota and New York are reviewed here in detail. We recommend that other states affected by frequent and severe water shortages also develop drought emergency plans. These plans will enhance state government's ability to implement effective measures in a timely manner and, ultimately, may provide added incentive for the federal government to develop the national drought response plan called for by the General Accounting Office in 1979.  相似文献

Globally, the issue of energy use and climate change is at the forefront of many national and international agendas, and also an issue central to children's lives and well-being. This paper examines how children are both affected by and contribute to the problems associated with unsustainable energy use as it relates to the growth of car dependent lives. The paper presents the findings of a study of travel as it relates to the everyday lives of children in the city of Dunedin in New Zealand. The study found that children currently lead complex car dependent lives. This extensive car reliance presents a serious and largely unrecognised challenge to the sustainable planning and management of the urban environment. The move towards more sustainable transportation can bring benefits for both the environment and for children's lives.  相似文献

One of the most significant junctures in natural resource planning and management in recent years has been the emergence of community-based natural resource management (CBNRM). The central focus of CBNRM is the environment, of course. However, it explicitly considers the local economy and community as well. It is a highly participatory approach to local, place-based projects, programs and policies aimed simultaneously at environmental and community health. This paper is an attempt to shed light on what happens in the local economy and community as a result of pursuing a CBNRM strategy. Oregon has been in the vanguard in putting CBNRM into operation. A key example is the state's experience with local watershed councils and the state agency that supports them, the Oregon Watershed Enhancement Board (OWEB). Drawing from a larger study of Oregon's watershed councils, we ask and answer the questions: ‘What direct contribution do watershed councils make to the local economies of Oregon?’; ‘Do watershed councils contribute to ‘civic engagement’ in Oregon?’ and ‘Do they enhance individuals' and communities’ capacity to engage in public issues beyond watershed council activities?’  相似文献

When will a community's residents take action against urban sprawl that threatens the watershed where they live? Drawing on theoretical and empirical studies of helping behavior, we predicted that individuals will be most likely to respond to environmental challenges when they are aware of the environmental threat, believe the danger posed by the threat to be great, and feel responsible for addressing environmental problems. We tested this awareness–appraisal–responsibility (AAR) model by surveying watershed residents’ awareness of watershed features, appraisal of watershed quality, sense of responsibility for protecting the watershed, and behavioral and contribution intentions. Structural equation modeling supported the model by confirming that resident's awareness and appraisal of their local watershed are related to their pro-environment behavioral and contribution intentions, but also their perception of responsibility for protecting the watershed. Mediational analyses confirmed that these relationships are likely sequentially ordered, with awareness leading to appraisal to responsibility and then behavioral and contribution intentions. The discussion considers the implications of these findings for interventions designed to increase environmental engagement.  相似文献

Throughout history the development Of civilization has been strongly based on the development and management of natural resources, especially mineral resources. The success of a country's growth is often closely linked to the prudent management of its mineral wealth. This article deals with the Jamaican experience in the management of the country's principal mineral resource at the moment - bauxite. It deals with the early period during which there was minimal government involvement in the management of its bauxites, looks at developments since 1974, and considers plans for the future. Au cours de l'histoire, le développement d'une civilisation a été principalement fondé sur l'exploitation de ses ressources naturelles et surtout de ses ressources minérales. La réussite du développement d'un pays est souvent liée étroitement à l'exploitation prudente de ses richesses minérales, tant qu'elles durent. Cet article décrit l'experience faite par la Jamaïque dans l'exploitation de sa principale ressource minérale du moment: la bauxite. L'auteur traite de la période initiate pendant laquelle l'intervention du gouvernement dans l'exploitation des réserves de bauxite était minime, passe en revue l'évolution de l'activité dans ce domaine depuis 1974 et examine les plans pour l'avenir. A través la historia, el desarrollo de una civilización ha estado basado en el desarrolló y administración de sus recursos naturales, especialmente sus recursos minérales. El éxito del desarrollo de un país está ligado con frecuencia a una administración prudente de su riqueza mineral - mientras ésta dure. Este artículo se refiere a la experiencia de Jamaica en la explotación de su recurso mineral más importante en este momento: la bauxita. Se examina el pasado en el que la intervención del gobierno en la explotación de la bauxita era mínima, luego se analiza el desarrollo desde 1978 y finalmente se considera planes para el futuro.  相似文献

India's forest biodiversity management regime is analysed at the policy, legal and institutional levels, from the perspective of the triple objectives of the Convention on Biological Diversity and the principles of the Indian constitution. The forest biodiversity management regime has both structural and functional flaws that render it largely incapable of facing the challenge of increasing biodiversity degradation and deepening poverty among the Adivasis and other forest‐dependent communities. The paper argues for the reform of the forest biodiversity management regime and offers recommendations in regard to most aspects of the regime, with a view of putting the country's conservation enterprise on a course that is effective, sustainable and inclusive, rejecting the report of the High Power Committee (HPC) (also known as the Subramanian Committee), which is premised on easing corporate access to forests.  相似文献

Although the coastal ecosystem of Bangladesh contains a highly functional and structurally diverse ecology, this ecology is gradually being degraded. As a consequence, the quality of life of a large section of the coastal community is in economic decline. This poses a daunting challenge to the sectoral coastal management programmes, active since the 1960s, aiming at simultaneously ameliorating people's livelihood and supporting the ecosystem. These programmes have been reasonably successful in managing the ecosystem, but in many cases, the situation has become worse. The limitations of these programmes include the tendency to adopt an exclusionist approach, a narrowly departmentalized administration and weak management. Currently, the integrated coastal zone management (ICZM) approach is espoused as the main strategy. With the adoption of Bangladesh's Coastal Zone Policy of 2005, the foundation for integrated management was laid. The next realistic target will be to bring about changes in culture and mandate among coastal institutions in favour of integrated management.  相似文献

The Countryside Commission's report A Better Future for the Uplands puts forward a new strategy for public intervention in the uplands of England and Wales. The aim of the report is to integrate rural policies and to promote higher environmental priorities in rural areas. This paper considers the degree to which the report is successful in planning to achieve these ends. The paper is specifically concerned with the planning methodology on which the report is based. The paper argues for an approach to rural planning which permits the consideration of more radical solutions to rural problems, along with the application of a more systematic planning methodology, in order to assist in the choice of an appropriate direction for planned change.  相似文献

气候变化是全人类面临的严峻挑战,我国受到气候变化的不利影响更为显著,加快采取雄心勃勃的适应气候变化行动显得尤为重要,但资金机制一直是我国适应进程中的主要障碍,亟须借鉴国际经验构建完善适应气候变化的资金机制。基于此,本文首先简要分析国际适应气候变化资金机制的基本情况,然后选取适应进程较为完善的美、英、德、日等典型发达国家,分别从适应政策体系、国内适应资金和国际援助资金等三个方面梳理总结各国适应气候变化资金机制,最后分析我国适应气候变化资金机制及存在的问题,并提出对我国适应气候变化资金机制的启示。研究发现,《联合国气候变化框架公约》及其气候变化国际谈判进程是各国推进适应气候变化资金机制的主要动因,发达国家重视适应政策的法制化,但政策力度和运行模式有所不同,公共部门是各国适应资金的主要来源,私人资金潜力尚待挖掘,国际气候援助注重减缓与适应并重,但援助力度有待加强。未来我国应从完善适应气候变化顶层设计、建立适应气候变化资金保障机制、提高适应气候援助力度、加强国际交流与合作等方面完善我国适应气候变化资金机制。  相似文献
