Small-scale fisheries present challenges to management due to fishers’ dependency on resources and the adaptability of management systems. We compared social-ecological processes in the sea cucumber fisheries of Zanzibar and Mayotte, Western Indian Ocean, to better understand the reasons for resource conservation or collapse. Commercial value of wild stocks was at least 30 times higher in Mayotte than in Zanzibar owing to lower fishing pressure. Zanzibar fishers were financially reliant on the fishery and increased fishing effort as stocks declined. This behavioral response occurred without adaptive management and reinforced an unsustainable fishery. In contrast, resource managers in Mayotte adapted to changing fishing effort and stock abundance by implementing a precautionary fishery closure before crossing critical thresholds. Fishery closure may be a necessary measure in small-scale fisheries to preserve vulnerable resources until reliable management systems are devised. Our comparison highlighted four poignant lessons for managing small-scale fisheries: (1) diagnose the fishery regularly, (2) enable an adaptive management system, (3) constrain exploitation within ecological limits, and (4) share management responsibility.  相似文献

Marine Protected Areas (MPAs) have been regarded as an alternative to protect natural resources and to improve fisheries. However, MPAs may also have negative socio-economic consequences on fishing communities. We aimed to check the effectiveness of a socially conflicting MPA in Brazil by assessing target reef fish biomass in islands inside (n = 6) and outside (n = 6) the MPA, fisheries’ productivity (biomass), catch per unit of effort (CPUE), and fishers’ socio-economic status (mainly fishers’ income) in three fishing communities subjected to different degrees of influence (close, average, and long distance) of the MPA. The CPUE was higher in the fishing community that was further away from the MPA, fish biomass was higher in the islands located inside the MPA in the southern region and in the islands located outside the MPA in the northern region, while fishers were making the most money closest to the MPA, where conflicts are the highest, probably from practicing very intensive fisheries. This integrated approach showed that the studied MPA has not delivered ecological benefits, such as higher CPUE or more fish, while higher income closer to the MPA could not be clearly attributed to its effects.  相似文献

Tourism is a financing mechanism considered by many donor-funded marine conservation initiatives. Here we assess the potential role of visitor entry fees, in generating the necessary revenue to manage a marine protected area (MPA), established through a Global Environmental Facility Grant, in a temperate region of Chile. We assess tourists’ willingness to pay (WTP) for an entry fee associated to management and protection of the MPA. Results show 97 % of respondents were willing to pay an entrance fee. WTP predictors included the type of tourist, tourists’ sensitivity to crowding, education, and understanding of ecological benefits of the MPA. Nature-based tourists state median WTP values of US$ 4.38 and Sun-sea-sand tourists US$ 3.77. Overall, entry fees could account for 10–13 % of MPA running costs. In Chile, where funding for conservation runs among the weakest in the world, visitor entry fees are no panacea in the short term and other mechanisms, including direct state/government support, should be considered.  相似文献

In human-dominated landscapes, interactions and perceptions towards wildlife are influenced by multidimensional drivers. Understanding these drivers could prove useful for wildlife conservation. We surveyed the attitudes and perceptions of fishers towards threatened Irrawaddy dolphins (Orcaella brevirostris) at Chilika Lagoon India. To validate the drivers of fisher perceptions, we : (1) observed dolphin foraging behavior at stake nets, and (2) compared catch per unit effort (CPUE) and catch income of fishers from stake nets in the presence and absence of foraging dolphins. We found that fishers were mostly positive towards dolphins, believing that dolphins augmented their fish catch and using culture to express their perceptions. Foraging dolphins were observed spending half their time at stake nets and were associated with significantly higher catch income and CPUE of mullet (Liza sp.), a locally preferred food fish species. Wildlife conservation efforts should use the multidimensional drivers of human–wildlife interactions to involve local stakeholders in management.  相似文献

Marine protected areas increasingly are challenged to maintain or increase tourism benefits while adequately protecting resources. Although carrying capacity strategies can be used to cope with use-related impacts, there is little understanding of divers themselves, their management preferences, and how preferences relate to conservation goals. By using a stated preference choice modeling approach, we investigated the choices divers make in selecting diving trips to marine protected areas as defined by use level, access, level of supervision, fees, conservation education, and diving expectations. Logit models showed that divers preferred a more restrictive management scenario over the status quo. Divers favored reductions in the level of site use and increased levels of conservation education. Divers did not favor fees to access protected areas, having less access to the resource, or extensive supervision. Finally, divers were much more willing to accept increasingly restrictive management scenarios when they could expect to see increased marine life.  相似文献

Along the coast of South Africa, marine resources play a significant role in supporting livelihoods and contributing to food security in impoverished rural communities. Post-apartheid fisheries laws and policies have begun to address traditional fishing rights and development needs, and new management arrangements are being implemented. One such initiative has been the Mussel Rehabilitation Project in Coffee Bay, which piloted a resource rehabilitation technique at several over-exploited fishing sites. Mussel stocks in these exploited areas had dropped to under 1 % mussel cover, and during the project period, stocks increased to >80 % cover, supporting a sustainable harvest well above national daily bag limits. This stock enhancement was achieved only after the project had started to address social challenges such as the lack of local management institutions and the need to enhance food security. The project embarked on training and institution-building; it formed a robust community mussel management committee; and developed a local resource management plan, facilitating increased community participation in the day-to-day management of the resource. The project also saw the initiation of various ancillary projects aimed at improving food security and stimulating the local economy and hence alleviating pressure on the marine resources. Here we review this 10-year project’s outcomes, and present lessons for small-scale fisheries governance in South Africa and internationally. We show, through empirical experience, that balancing stock rebuilding needs in a context of widespread poverty and dependency on natural resources by a local fisher community can only be addressed through an integrated approach to development. Participation of resource users and a thorough understanding of the local context are imperative to negotiating appropriate small-scale fisheries governance approaches. We recommend that the implementation of South Africa’s newly minted Small-Scale Fisheries Policy should begin with bottom-up, demonstrative resource management measures such as mussel rehabilitation. This type of initiative can deliver short-term food security benefits and foster social learning towards sustainable and cooperative fisheries governance.  相似文献

Marine protected areas (MPAs) are being promoted in Tanzania to mitigate the drivers of ecosystem change such as overfishing and other anthropogenic impacts on marine resources. The effectiveness of MPAs in managing those drivers was assessed in three ecological zones, seafront, mangrove, and riverine of Mnazi Bay Marine Park, using Participatory Community Analysis techniques, questionnaire survey, checklist and fishery resource assessment methods. Eleven major drivers of ecosystem change were identified. Resource dependence had a major effect in all ecological zones of the park. The results indicated that the park’s legislations/regulations, management procedures, and conservation efforts are reasonably effective in managing its resources. The positive signs accrued from conservation efforts have been realized by the communities in terms of increased catch/income, awareness and compliance. However, some natural and anthropogenic drivers continued to threaten the park’s sustainability. Furthermore, implementation of resource use and benefit sharing mechanisms still remained a considerable challenge to be addressed.  相似文献

Achieving fisheries compliance is challenging in contexts where enforcement capacity is limited and the incentives for rule-breaking are strong. This challenge is exemplified in Myanmar, where an active shark fishery exists despite a nationwide ban on targeted shark fishing. We used the Kipling method (5W1H) to gather a complete story of non-compliance in five small-scale fishing communities in the Myeik Archipelago. Among 144 fishers surveyed, 49% were aware of the nationwide ban. Shark fishers (24%) tended to be younger individuals who did not own a boat and perceived shark fishing to be prevalent. Compliant fishers were motivated by a fear of sharks and lack of capacity (equipment, knowledge), whereas food and income were cited as key motivations for non-compliance. Marine protected areas (MPAs) are critical to the well-being of threatened ecosystems and thus can be highly beneficial to humans, especially to those residing nearby. We explore the qualities of 117 MPAs in the Mediterranean basin and develop a taxonomy of their characteristics. We relate the spatial distribution of the MPAs to the various characteristics of the taxonomy (size, distance from shore, protection levels, management regimes, etc.) and to areas of high human impact and influence levels. To do this we use information on biogeographic regions and information from two different human influence models; one model developed for the marine environment and one covering the littoral terrestrial environment. Our analysis provides insights to planners and managers working in a regional capacity and trying to build MPA networks. Generally, current MPAs have not been established in high impact areas despite their being close to shores containing intense human activity. Decision-makers wishing to design and establish new MPAs may seek out areas of high cumulative human impacts (near the marine-terrestrial interface) or avoid them depending on marine conservation objectives, including the desire to vary types of MPAs within a network. Limitations of our analysis and methodology indicate areas for further research.  相似文献

Arsenic speciation in marine fish and shellfish from American Samoa   总被引:1,自引:0,他引:1  
We speciated arsenic compounds in marine fish and shellfish from two islands of the United States Territory of American Samoa in the South Pacific, and found that inorganic arsenic occurred as a minor fraction. The proportion of inorganic arsenic was generally far below the levels of prevailing assumptions typically used in human health risk assessments when only total arsenic is analysed. Fish and shellfish were collected from Tutuila and Ofu between May 2001 and March 2002 (n=383 individual specimens, with 117 composites); sites were selected based on habitat type and were representative of those frequented by local fishers. These islands have moderately developed reef fish fisheries among artisanal fishers, are far removed from any industrial or mining sources of arsenic, and presented an opportunity to study arsenic variations in marine biota from un-impacted environments. Target species were from various trophic levels and are among those frequently harvested for human consumption. We found evidence that arsenic concentrated in some marine species, but did not tend to follow classic trophic patterns for biomagnification or bioaccumulation. For the majority of samples, inorganic arsenic was less than 0.5% of total arsenic, with only a few samples in the range of 1-5%, the latter being mollusks which are recognized to have unusually high arsenic levels in general. This work supports the importance of speciation analysis for arsenic, because of the ubiquitous occurrence of arsenic in the environment, and its variable toxicity depending on chemical form.  相似文献

There are more than 200 marine protected areas (MPAs) in the Caribbean and Central America that contain coral reefs and are therefore theoretically attractive to scuba divers. One fifth of dive operators in 30 countries were surveyed for their use of MPAs: the majority are located within 20 km of at least one MPA and 46% conduct at least 80% of their diving within a MPA. An estimated 15 million dives take place outside of Florida each year, half of these occurring inside MPAs. Only 25% of MPAs containing coral reefs charge divers an entry or user fee, which is most usually USD 2-3 levied per dive or per diver. The revenue generated by these fees is estimated at USD 1-2 million annually, but the potential for generating income has not been fully realized. A significant contribution to the cost of regional conservation could be achieved if higher fees were applied more widely than at present.  相似文献

Globally, conflicts between marine nature conservation and fishery interests are common and increasing, and there is often a glaring lack of dialogue between stakeholders representing these two interests. There is a need for a stronger and enforced coordination between fishing and conservation authorities when establishing marine protected areas for conservation purposes. We propose that an appropriate instrument for such coordination is a broad ecosystem-based marine spatial planning procedure, representing neither nature conservation nor fishery. Strategic environmental assessment for plans and programmes and environmental impact assessment for projects are commonly used tools for assessing the environmental impacts of different human activities, but are seldom used for evaluating the environmental effects of capture fisheries. The diversity of fisheries and the drastic effects of some fisheries on the environment are strong arguments for introducing these procedures as valuable supplements to existing fisheries assessment and management tools and able to provide relevant environmental information for an overall marine spatial planning process. Marine protected areas for nature conservation and for protection of fisheries have different objectives. Therefore, the legal procedure when establishing marine protected areas should depend on whether they are established for nature conservation purposes or as a fisheries resource management tool. Fishing in a marine protected area for conservation purpose should be regulated according to conservation law. Also, we argue that marine protected areas for conservation purposes, in the highest protection category, should primarily be established as fully protected marine national parks and marine reserves.  相似文献

Collecting marine organisms for the discovery and development of pharmaceuticals has been perceived variously as sustaining and threatening conservation. Our initial expectations that marine bioprospecting might pose conservation challenges were largely not confirmed. Thousands of marine species have been collected for initial assessment, but usually only in very small amounts. Very few compounds are sufficiently promising to provoke re-collections, where volumes can be much larger. This is where conservation concerns may arise, particularly if the organism is rare, has a restricted distribution, or is targeted in one narrow area. However, industry generally seeks to avoid dependency on small populations, for economic as well as ecological reasons. Alternative supply strategies to wild capture include synthesis and culture. Mandatory collection protocols and environmental impact (stock) assessments are useful routes for management to achieve sustainable use where extraction is desirable. In general, the scanty information available suggests that marine bioprospecting for pharmaceuticals may have minimal impacts on the environment, particularly compared with those created by other pressures.  相似文献

The Northern Adriatic Sea (NAS) is one of the most overexploited marine ecosystems in Europe. Given the gaps in scientific knowledge regarding the NAS, this study sought Fishers’ Ecological Knowledge (FEK) to determine NAS’ historical baselines for conservation. By interviewing 53 fishers in three ports of northern Italy, estimates of the catch rates of four commercial demersal species were generated over a 60-year period, and perceptions of target and non-target species’ diversity and benthic diversity were analysed in three groups of fishers (i.e. novices, experienced and veterans). Results showed a significant decline in perceived abundance of sole (Solea solea), common cuttlefish (Sepia officinalis) and mantis shrimp (Squilla mantis), and evidence was found of a Shifting Baseline Syndrome (SBS) among novices. User fees can contribute to the financial sustainability of marine protected areas (MPAs), yet they must be acceptable to users. We explore changes in the fee system and management of Bonaire National Marine Park (BNMP) from the perspective of users. Responses from 393 tourists indicated that 90% were satisfied with park conditions and considered current user fees reasonable. However, only 47% of divers and 40% of non-divers were prepared to pay more. Diver willingness-to-pay (WTP) appears to have decreased since 1991, but this difference could be due in part to methodological differences between studies. Although current fees are close to diver maximum stated WTP, revenues could potentially be increased by improving the current fee system in ways that users deem acceptable. This potential surplus highlights the value of understanding user perceptions toward MPA fees and management.  相似文献

We analyze the invisibility of fisheries and inadequacy of fishers’ participation in the process of hydropower development in the Amazon, focusing on gaps between legally mandated and actual outcomes. Using Ostrom’s institutional design principles for assessing common-pool resource management, we selected five case studies from Brazilian Amazonian watersheds to conduct an exploratory comparative case-study analysis. We identify similar problems across basins, including deficiencies in the dam licensing process; critical data gaps; inadequate stakeholder participation; violation of human rights; neglect of fishers’ knowledge; lack of organization and representation by fishers’ groups; and lack of governmental structure and capacity to manage dam construction activities or support fishers after dam construction. Fishers have generally been marginalized or excluded from decision-making regarding planning, construction, mitigation, compensation, and monitoring of the social–ecological impacts of hydroelectric dams. Addressing these deficiencies will require concerted investments and efforts by dam developers, government agencies and civil society, and the promotion of inter-sectorial dialogue and cross-scale participatory planning and decision-making that includes fishers and their associations.  相似文献

Based on 18-months of ethnographic fieldwork in South Africa’s Western Cape province, we suggest ways in which marine resource law enforcement activities can be evaluated at the level of individual fisheries compliance inspectors, to gain a more accurate understanding of the state of marine resource law enforcement. We show that these individual assessments can be scaled up to speak about specific compliance stations, and further, that these local-level assessments can be scaled up to the regional and provincial levels, without losing sight of the needs and value of the individual inspector. This paper contributes to the broader conversation on compliance in marine resource governance, as well as opening a new avenue of discussion: how to incorporate inspector-focussed social indicators. We show that this can be done in ways that take the overlap of the ecological, economic and social dimensions into account, while still being practical in terms of application and evaluation.  相似文献

When spatial fishing data is fed into systematic conservation planning processes the cost to a fishery could be ensured to be minimal in the zoning of marine protected areas. We used vessel monitoring system (VMS) data to map the distribution of prawn trawling and calculate fishing intensity for 1-ha grid cells, in the Kosterhavet National Park (Sweden). We then used the software Marxan to generate cost-efficient reserve networks that represented every biotope in the Park. We asked what were the potential gains and losses in terms of fishing effort and species conservation of different planning scenarios. Given a conservation target of 10 % representation of each biotope, the fishery need not lose more than 20 % of its fishing grounds to give way to cost-efficient conservation of benthic diversity. No additional reserved area was needed to achieve conservation targets while minimizing fishing costs. We discuss the benefits of using VMS data for conservation planning.  相似文献

Understanding what causes variability in the outcomes of common-pool resources management and governance has important policy implications for biodiversity conservation, in particular for the conservation of wild plants and animals subject to harvest. We report an exploratory study focusing on Amazonian river turtles as a common-pool resource under harvest-driven conservation and management efforts in Peru. Based on document analysis, literature review and a series of interviews, we describe the management program as a social process and identify the most important governance and management outcomes achieved (increased turtle abundance and benefits for harvesters, harvester formalization), factors hindering and facilitating the program implementation (four natural and three societal factors), and key governance actions behind the program outcomes (awareness and capacity building, crafting and enforcing rules). We then highlight the existing knowledge gaps and the needs and possible means to address particular risks related to turtle management on a harvest-driven setting.  相似文献

We analyzed the management, resource use and conservation of the Ankarafantsika National Park (Madagascar) to develop a management plan, which provides a sustainable development strategy of the area while empowering the local residents. Using qualitative methodology we performed interviews with villagers and local organizations to assess the park’s successes and failures from local stakeholders’ perspectives. People living in a village with a permanent Madagascar National Parks (MNP) agent are more favorable to and supportive of the park conservation. People living in the park are supportive but are more divided. On the other hand, people living on the periphery of the park see conservation as more of a burden. Strategies like more equitable distribution of wealth, environment improvement and decentralization of power are discussed to achieve a more sustainable management plan based on community natural resources management. Short-term, medium, and long-term interventions from park authorities are needed to ensure the cooperation of local people in conservation endeavors.  相似文献
