Assessment of Coastal Vulnerability Through the Use of GIS Tools in South Sicily (Italy) 总被引:1,自引:0,他引:1
This study assessed coastal erosion vulnerability along a 90-km sector, which included both erosional and accretionary beaches,
and different levels of human occupation. Two aerial photogrammetric flights were used to reconstruct coastal evolution between
1977 and 1999. During this period, extensive accretion was recorded updrift of human structures at harbors and ports, e.g.,
Scoglitti (105.6 m), Donnalucata (52.8 m), and Pozzallo (94.6 m). Conversely, erosion was recorded in downdrift areas, with
maximum values at Modica Stream mouth (63.8 m) and Point Castellazzo (35.2 m). Assessments were subsequently divided into
four categories ranging from “high erosion” to “accretion.” Several sources were examined to assess human activities and land
use. The latter was mapped and divided into four categories, ranging from “very high” to “no capital” land use. Subsequently,
coastal erosion vulnerability was assessed by combining land use categories with recorded coastline behavior. Results showed
“very high” to “high” vulnerability along 5.8% and 16.6%, respectively, of the littoral, while 20.9% and 56.7%, respectively,
was found to exhibit “medium” and “low/very low” vulnerability. A very good agreement between predicted coastal vulnerability
and coastal trend had been observed over recent years. Furthermore, several human structures and activities are located within
the “imminent collapse zone (ICZ)” which reached maximum values of 17.5 m at Modica Stream and 13.5 m at Point Braccetto. 相似文献

This Φ Ψ study of environmental equity uses secondary quantitative data to analyze socioeconomic disparities in environmental
conditions in the Rijnmond region of the Netherlands. The disparities of selected environmental indicators—exposure to traffic
noise (road, rail, and air), NO2, external safety risks, and the availability of public green space—are analyzed both separately and in combination. Not only
exposures to environmental burdens (“bads”) were investigated, but also access to environmental benefits (“goods”). Additionally,
we held interviews and reviewed documents to grasp the mechanisms underlying the environmental equity situation, with an emphasis
on the role of public policy. Environmental equity is not a priority in public policy for the greater Rotterdam region known
as the Rijnmond region, yet environmental standards have been established to provide a minimum environmental quality to all
local residents. In general, environmental quality has improved in this region, and the accumulation of negative environmental
outcomes (“bads”) has been limited. However, environmental standards for road traffic noise and NO2 are being exceeded, probably because of the pressure on space and the traffic intensity. We found an association of environmental
“bads” with income for rail traffic noise and availability of public green space. In the absence of regulation, positive environmental
outcomes (“goods”) are mainly left up to market forces. Consequently, higher-income groups generally have more access to environmental

The Concept of Farm Animal Welfare: Citizen Perceptions and Stakeholder Opinion in Flanders, Belgium

Several attempts to conceptualize farm animal welfare have been criticized for diverging reasons, among them often the failure
to incorporate the public concern and opinion. This paper’s objective is to develop a conception of farm animal welfare that
starts from the public’s perception and integrates the opinion of different stakeholder representatives, thus following a
fork-to-farm approach. Four qualitative citizen focus group discussions were used to develop a quantitative questionnaire,
which has been completed by a representative sample of Flemish citizens (n = 459). Exploratory and confirmatory factor analyses were applied to develop a conception of farm animal welfare starting
from an extended list of aspects that relate to animal production and associate with farm animal welfare in the public’s perception.
In depth interviews with stakeholder representatives were used to match and adapt the structure of the animal welfare conception
model. The resulting conception revealed seven dimensions grouped in two different levels. Three dimensions were animal-based:
“Suffering and Stress,” “Ability to Engage in Natural Behavior,” and “Animal Health.” Four dimensions were resource-based:
“Housing and Barn climate,” “Transport and Slaughter,” “Feed and Water,” and “Human-Animal Relationship.” This conception
is distinct from earlier attempts since it is based on public perceptions; it addresses the opinion of different stakeholders,
and it distinguishes empirically between animal-based and resource-based dimensions in the conceptualization of farm animal
welfare. The relevancy of a popular definition is supported by the present demand oriented economy, in which animal welfare
is a non-trade concern, and mainly left to the market where consumers still mainly act as individuals who calculate and weigh

Norton argues on pragmatic “Deweyan” grounds that we should cease to ask scientists for value neutral definitions of “sustainability,”
developed independently of moral and social values, to guide our environmental policy making debates. “Sustainability,” like
human “health,” is a normative concept from the start—one that cannot be meaningfully developed by scientists or economists
without input by all the stake holders affected. While I endorse Norton’s approach, I question his apparent presumption that
concern for sustainability for the future is at odds with and ought to trump concern for enhancement in the present of public opportunities to access the goods nature represents. I argue that the two are not separable in practice.
I argue for Passmore’s position that unless we take care to enhance equitable access to the good and services nature represents
in the present, we cannot succeed in promoting sustainability for future generations. 相似文献

Benefits-based management seeks to provide recreation benefits for recreation participants by managing the physical environments
in which recreation occurs. This study investigates the relationship between benefits desired by visitors and the physical,
social, and managerial characteristics of settings that facilitate realization of recreation benefits. Data such as perceived
benefits from recreation experiences, setting attributes that significantly influenced perceived benefits, and sociodemographic
variables were collected from 376 visitors to Sorak-san National Park in the eastern part of the Korean peninsula. Cluster
analysis was used to group visitors' desired benefits into 12 domains: relationship with nature/scenery, escaping pressure,
learning about nature, family togetherness, introspection, exploration, autonomy/achievement, being with friends, leading
others, skills/learning, risk taking, and meeting/observing new people. Multiple regression was used to link benefit domains
with the characteristics of settings. The social attribute of recreation settings was linked to eight of the ten benefit domains.
There were two statistically strong multiple regression correlations: (1) between domain of “relationship with nature /scenery”
and the attributes “forest/water,”“attractive nature,” and “facility/maintenance” and (2) between the domain of “escaping
pressure” and the attributes “attractive nature” and “social.” The results of this study are useful to managers in their efforts
to provide recreation opportunities for visitors to achieve beneficial outcomes. 相似文献

The history of the establishment and management philosophies of the mainland Portuguese Protected Areas was reconstructed
through the use of written records and oral history interviews. The objectives were to review the main philosophies in the
creation and management of these areas, to assess the influence of international PA models, to compare the Portuguese case
with other European and international literature concerning PAs and to discuss the value of the oral history in this research.
As main results, it was found that the initial management model of “Wilderness (or Yellowstone)” was replaced by the “new
paradigm” of PAs when the democracy was re-established. Changes in the management philosophies within this “new paradigm”
were also identified, which resulted in the transition of a “Landscape” to a “Nature conservation” model. After the establishment
of the Natura 2000 network, the “Biodiversity conservation” model prevailed. It was also found that the initiative for the
establishment of most PAs came from the government, although there were few cases of creation due to the action of NGOs and
municipalities. Finally, oral history interviews enabled the addition of information to the literature review, but also provided

The Lyon-Turin High-Speed Rail: The Public Debate and Perception of Environmental Risk in Susa Valley,Italy 总被引:1,自引:1,他引:0
When the construction of the Lyon-Turin segment of the new European high-speed rail network was first publicly announced at
the beginning of the 1990s, it immediately found fierce opposition from the inhabitants of Susa Valley, Italy, one of the
areas to be cut across by such infrastructure. At issue were the project’s potential environmental impact and its consequences
on public health. This study intends to clarify environmental risk perception and public debate between the national government,
local advocacy groups, and the inhabitants of Susa Valley. Two major phases of public reaction were identified: (1) an initial
rebellious period of no real dialog among the project’s major stakeholders (exemplified by the popular “No TAV” [No High Speed
Train] movement), followed by (2) a yielding period of intense multilateral negotiations centered on the activities of the
“Lyon-Turin Environmental Observatory.” The results of a qualitative cross analysis of the residents’ perception of the proposed
high-speed rail revealed that public acceptance of risk in Susa Valley was influenced by the characteristics of hazards perceived
by the residents and by the communicative approach used by the project’s various stakeholders. It also emerged that early
dialog among all the parties involved was critical in forming a personal viewpoint on risk, which, once consolidated, defied
new information and perspectives. Likely, a greater and earlier care taken by the other stakeholders to inform and consult
the local population about the railway would have greatly eased the public debate. 相似文献

The creation of protected conservation areas may result in protracted conflicts between stakeholders. In this study we examine the drivers of anthropogenic wildfire ignitions in the National Park of “los Alerces” (NPA) in Patagonia, Argentina. The NPA was established in 1937 to protect the native “andino-patagónico” forests from wildfires as well as preserving its scenic beauty and native flora and fauna. At the time of its creation state authorities prohibited all extractive human activities in the “intangible”—fully protected—“National Park” section, while other regulated extractive and ecotourism activities were allowed to continue in the “Natural Reserve” section in an effort to accommodate the historical entitlements of the displaced populations of “pobladores” (settlers) that had been living in the NPA for over a century. Here we interviewed the main stakeholder groups—“pobladores”, forest rangers and administrators, ecolodge owners and angler club members—to identify the drivers of wildfire ignitions in the park. Wildfires have been singled out by state authorities as the main threat to the NPA though considerable scientific uncertainty exists regarding their complex ecological effects. This study argues, based on the human and biophysical system data collected, that two conflicting cultural frames exist within the NPA that provide the necessary backdrop for understanding the drivers of wildfire ignitions. In turn, these findings raise puzzling dilemmas for the main theoretical approaches that have been used to inform and design conflict management strategies in protected conservation areas. 相似文献

This special issue of the Journal of Agricultural and Environmental Ethics presents so-called ethical tools that are developed to support systematic public deliberations about the ethical aspects
of agricultural biotechnologies. This paper firstly clarifies the intended connotations of the term “ethical tools” and argues
that such tools can support liberal democracies to cope with the issues that are raised by the application of genetic modification
and other modern biotechnologies in agriculture and food production. The paper secondly characterizes the societal discussion
on agricultural biotechnology and defends the thesis that normative perspectives fuel this discussion, so one cannot come
to grips with this discussion if one neglects these perspectives. The paper thirdly agrues that no such thing exists as “one”
societal debate in which these issues should be discussed. There are several interwined debates, and different actors participate
in different discourses. Some practical instruments are necessary in order to include the right issues in these debates. These
instruments will be coined as “ethical tools,” since they are practical instruments that can be used (tools) in order to support
debates and deliberative structures for a systematic engagement with ethical issues (hence, ethical tools). Finally, the
paper clarifies the ethics of these ethical tools and presents the tools as discussed in the remainder of this special issue:
1) tools to include ethical issues in public consulation and involvement; 2) tools to support systematic reflection upon ethical
issues in decision-making; and 3) tools to support explicit communication about values in the food chain. 相似文献

The theoretical concept, “asset specificity,” is applied to real data in the context of Danish nature conservation network
planning in order to produce illustrative examples of an economic measure of the network’s vulnerability to exogenous shocks
to the species composition. Three different measures of asset specificity are quantified from the shadow value of eliminating
a key species from the individual grid cells. This represents a novel approach and a different interpretation of the term,
as it is conventionally used as a qualitative indicator in the transaction cost economics literature. Apart from supplementing
existing cost measures with an indicator of risk associated with investments in protected areas, this study demonstrates how
the estimation and interpretation of various asset specificity measures for geographical areas may qualify policy makers’
choice of policy instrument in conservation planning. This differs from the more intuitive approach of basing policy instrument
choice solely on the rarity of the species in a given area. 相似文献

In managing environmental problems, several countries have chosen the management by objectives (MBO) approach. This paper
investigates how focus group participants from the Swedish environmental administration used metaphors to describe the mode
of organization needed to attain environmental objectives. Such analysis can shed light on how an MBO system is perceived
by actors and how it works in practice. Although the Swedish government intended to stimulate broad-based cooperation among
many actors, participants often saw themselves as located at a certain “level,” i.e., “higher” or “lower,” in the MBO system—that
is, their conceptions corresponded to a traditional, hierarchical interpretation of MBO. Prepositions such as “in” and “out”
contributed to feelings of inclusion and exclusion on the part of MBO actors. However, horizontal metaphors merged with vertical
ones, indicating ongoing competition for the right to interpret how the system of environmental objectives should best be
managed. The paper concludes that any organization applying MBO could benefit from discussing alternate ways of talking and

This paper focuses on experiences from a case study dealing with the Swiss type of a consensus conference called “PubliForum”
concerning “Genetic Technology and Nutrition” (1999). Societal and ethical aspects of genetically modified food meanwhile
can be seen as prototypes of topics depending on the involvement of the public through a participatory process. The important
role of the lay perspective in this field seems to be accepted in practice. Nevertheless, there is still some theoretical
controversy about the necessity and democratic legitimacy of participatory processes in general, and especially about those
dealing with technological or environmental problems (sustainable development) concerning society. From an ethical point of
view, a lot of heterogeneous problems concerning contents and procedures of public participation can be pointed out, not only
on the theoretical level but also in practice, e.g., concerning the communication process between laypersons and experts.
The intention of our paper is to give hints and to clarify criteria that support the communication process leading to a dialog
of autonomous citizens and which especially consider ethical aspects in the field. One important result is that there must
be an orientation for all members of a consensus conference having clear rules and knowing their different roles that support
transparency, credibility, and fairness of the whole procedure and a “good product”: a substantial final document or citizens’
report.

Public Sector Reform and Governance for Adaptation: Implications of New Public Management for Adaptive Capacity in Mexico and Norway 总被引:3,自引:1,他引:2
Although many governments are assuming the responsibility of initiating adaptation policy in relation to climate change, the
compatibility of “governance-for-adaptation” with the current paradigms of public administration has generally been overlooked.
Over the last several decades, countries around the globe have embraced variants of the philosophy of administration broadly
called “New Public Management” (NPM) in an effort to improve administrative efficiencies and the provision of public services.
Using evidence from a case study of reforms in the building sector in Norway, and a case study of water and flood risk management
in central Mexico, we analyze the implications of the adoption of the tenets of NPM for adaptive capacity. Our cases illustrate
that some of the key attributes associated with governance for adaptation—namely, technical and financial capacities; institutional
memory, learning and knowledge; and participation and accountability—have been eroded by NPM reforms. Despite improvements
in specific operational tasks of the public sector in each case, we show that the success of NPM reforms presumes the existence
of core elements of governance that have often been found lacking, including solid institutional frameworks and accountability.
Our analysis illustrates the importance of considering both longer-term adaptive capacities and short-term efficiency goals
in public sector administration reform. 相似文献

This paper offers a field tested community environmental policing model to address the pressing environmental management challenges of reducing e-waste burning in informal e-waste hubs, and enforcement against informal polluting industries more broadly. This is based on our intervention to reduce e-waste burning in a substantial informal e-waste hub in the West Bank, Palestine, a 45 km2 region in which an estimated 5–10 metric tonnes of cables are burnt daily, causing serious environmental and public health consequences. In analogous e-waste hubs in the global South, environmental management solutions have focused on economically attractive alternatives to replace cable burning or policies that integrate informal recyclers with formal e-waste management systems—achieving little success. Our paper describes a two-pronged intervention in Palestine’s e-waste hub, which reduced e-waste burning by 80% through a combination of economically competitive cable grinding services and an “active” community environmental policing initiative that lowered barriers to and successfully advocated for governmental policing of e-waste burning. Our discussion of this intervention addresses the community environmental policing literature, which has documented few successes stories of real improvements to the enforcement of environmental violations. We argue that existing strategies have relied on “passive” approaches comprised of monitoring and reporting environmental violations to advocate for change. Our strategy offers a template to improve outcomes through a more “active” approach, moving from monitoring environmental violations through understanding the rationale and dynamics of violators, identifying environmental policing barriers, and implementing a feasible and persuasive strategy to overcome them. 相似文献

The study deals with the problem of evaluating management strategies for pure stands of Norway spruce (Picea abies Karst) to balance adaptation to and mitigation of climate change, taking into account multiple objectives of a forest owner.
A simulation and optimization approach was used to evaluate the management of a 1000 ha model Age-Class forest, representing
the age-class distribution of an area of 66,000 ha of pure Norway spruce forests in the Black Forest region of Southwest Germany.
Eight silvicultural scenarios comprising five forest conversion schemes which were interpreted as “adaptation” strategies
which aims at increasing the proportion of Beech, that is expected to better cope with climate change than the existing Norway
spruce, and three conventional strategies including a “Do-nothing” alternative classified as “mitigation”, trying to keep
rather higher levels of growing stock of spruce, were simulated using the empirical growth simulator BWINPro-S. A linear programming
approach was adapted to simultaneously maximize the net present values of carbon sequestration and timber production subject
to the two constraints of wood even flow and partial protection of the oldest (nature protection). The optimized plan, with
the global utility of 11,687 €/ha in forty years, allocated a combination of silvicultural scenarios to the entire forest
area. Overall, strategies classified as “mitigation” were favored, while strategies falling into the “adaptation”-category
were limited to the youngest age-classes in the optimal solution. Carbon sequestration of the “Do-nothing” alternative was
between 1.72 and 1.85 million tons higher than the other alternatives for the entire forest area while the differences between
the adaptation and mitigation approaches were approximately 133,000 tons. Sensitivity analysis showed that a carbon price
of 21 €/t is the threshold at which carbon sequestration is promoted, while an interest rate of above 2% would decrease the amount

Under the Canadian Species at Risk Act (SARA), Garry oak (Quercus garryana) ecosystems are listed as “at-risk” and act as an umbrella for over one hundred species that are endangered to some degree.
Understanding Garry oak responses to future climate scenarios at scales relevant to protected area managers is essential to
effectively manage existing protected area networks and to guide the selection of temporally connected migration corridors,
additional protected areas, and to maintain Garry oak populations over the next century. We present Garry oak distribution
scenarios using two random forest models calibrated with down-scaled bioclimatic data for British Columbia, Washington, and
Oregon based on 1961–1990 climate normals. The suitability models are calibrated using either both precipitation and temperature
variables or using only temperature variables. We compare suitability predictions from four General Circulation Models (GCMs)
and present CGCM2 model results under two emissions scenarios. For each GCM and emissions scenario we apply the two Garry
oak suitability models and use the suitability models to determine the extent and temporal connectivity of climatically suitable
Garry oak habitat within protected areas from 2010 to 2099. The suitability models indicate that while 164 km2 of the total protected area network in the region (47,990 km2) contains recorded Garry oak presence, 1635 and 1680 km2 of climatically suitable Garry oak habitat is currently under some form of protection. Of this suitable protected area, only
between 6.6 and 7.3% will be “temporally connected” between 2010 and 2099 based on the CGCM2 model. These results highlight
the need for public and private protected area organizations to work cooperatively in the development of corridors to maintain
temporal connectivity in climatically suitable areas for the future of Garry oak ecosystems. 相似文献

The term moral considerability refers to the question of whether a being or set of beings is worthy of moral consideration. Moral considerability is most readily afforded to those beings that demonstrate the clearest relationship to rational humans, though many have also argued for and against the moral considerability of species, ecosystems, and “lesser” animals. Among these arguments there are at least two positions: “environmentalist” positions that tend to emphasize the systemic relations between species, and “liberationist” positions that tend to emphasize the attributes or welfare of a particular individual organism. Already, this classic conflict provides for some challenging theoretical clashes between environmentalists and animal liberationists. The question of moral considerability is complicated, however, by recent developments in genetic engineering. Some animals, like pigs and fish, have been genetically modified by humans to grow organs that can then be transplanted into humans. If environmental arguments for the moral consideration of species are correct, then we are released from our obligations to morally consider those animals that we have genetically modified, since they are by their nature always an “invader species.” If, instead, the welfare of the animal is of penultimate importance, then there is a case for strengthening the moral considerability of GM animals over “naturally-occurring” animals, since they bear a closer relationship to humans. This would appear to be an intractable problem, a “bad marriage,” as Mark Sagoff once proposed. This paper argues that the case of invasive transgenic animals exposes weaknesses in this classic conflict, and particularly, in the framing of this conflict. To remedy this framing problem, this paper argues for a reconceptualization of the term “moral considerability,” instead urging a strong distinction between moral considerability, moral relevance, and moral significance. 相似文献

This paper presents the idea of a decision-support system for a livestock farm, called “ethical accounting”, to be used as
an extension of traditional cost accounting. “Ethical accounting” seeks to make available to the farmer information about
how his decisions affect the interests of farm animals, consumers and future generations. Furthermore, “ethical accounting”
involves value-based planning. Thus, the farmer should base his choice of production plan on reflections as to his fundamental
objectives, and he should make his final decision only after having seriously considered the various consequences for the
affected parties.

Farm animal welfare is a knowledge domain that can be regarded as a model for new ways of organizing learning and making higher
education more responsive to the needs of society. Global concern for animal welfare has resulted in a great demand for knowledge.
As a complement to traditional education in farm animal welfare, higher education can be more demand driven and look at a
broad range of methods to make knowledge available. The result of an inventory on “farm animal welfare,” “e-learning,” “learning
resources,” and “open educational resources” in three different search engines is presented. A huge amount of information
on animal welfare is available on the Internet but many of the providers lock in the knowledge in a traditional course context.
Only a few universities develop and disseminate open learning resources within the subject. Higher education institutions
are encouraged to develop open educational resources in animal welfare for the benefit of teachers, students, society, and,
