In June 1992 a Framework on Climate Change Convention was signed in Rio de Janeiro, calling for the control of greenhouse gases, notably in the industrialized countries. Its formulation allows for joint implementation of measures to reach emission targets for greenhouse gases. Such joint implementation covering all greenhouse gases could form the first step towards a system of comprehensive emissions trading. This paper addresses both advantages and disadvantages of comprehensive emissions trading across different gases, sinks and sources. It concludes that in addition to carbon dioxide from fossil fuels, the inclusion of biotic carbon emissions and selected sources of methane is attractive from both the economic and environmental viewpoint. The uncertainties associated with emissions can be overcome by requiring a thorough review of trade proposals by a broad-based international supervisory body, utilizing a consistent methodology such as that being developed by the Intergovernmental Panel on Climate Change (IPCC). Finally, the paper addresses the central objective of the Climate Convention, which implicity sets a limit to greenhouse gases emissions and thus provides a guideline for the total amount of permits that may be made available in a tradeable permit system.  相似文献

Landfills and old waste deposits are some of the major anthropogenic sources of methane (CH4) emissions worldwide. Despite the fact that during the last 15 years the amount of carbon dioxide equivalent (CO2-eq.) emitted from German landfills was reduced by approximately two thirds, estimates show that currently more than 10 Mtonnes are still being emitted annually. As a case study, the in situ aerated former Kuhstedt Landfill (District of Rotenburg (Wümme), Germany) was assessed regarding the possibility of reducing the emitted amounts of greenhouse gases (GHG; here methane). The assessment was based on both a model calculation of the landfill gas emissions that should occur under anaerobic conditions (reference scenario) as well as using monitoring data plus extrapolations to determine the actual emissions from the landfill. It was demonstrated that more than 72% of the total GHG emissions occurring under anaerobic conditions could be avoided by altering the ambient aerobic/oxidizing conditions. By means of subsequent thermal treatment (regenerative thermal oxidation, RTO) of the extracted off-gases during the aeration process, the amount of CO2-eq. savings, as calculated from the amount of emitted methane taking into account secondary emissions for energy production, could be further increased to 96%.  相似文献

There is a lack of understanding of how associations among soil properties and management-induced changes control the variability of greenhouse gas (GHG) emissions from soil. We performed a laboratory investigation to quantify relationships between GHG emissions and soil indicators in an irrigated agricultural field under standard tillage (ST) and a field recently converted (2 yr) to no-tillage (NT). Soil cores (15-cm depth) were incubated at 25 degrees C at field moisture content and 75% water holding capacity. Principal component analysis (PCA) identified that most of the variation of the measured soil properties was related to differences in soil C and N and soil water conditions under ST, but soil texture and bulk density under NT. This trend became more apparent after irrigation. However, principal component regression (PCR) suggested that soil physical properties or total C and N were less important in controlling GHG emissions across tillage systems. The CO2 flux was more strongly determined by microbial biomass under ST and inorganic N content under NT than soil physical properties. Similarly, N2O and CH4 fluxes were predominantly controlled by NO3- content and labile C and N availability in both ST and NT soils at field moisture content, and NH4+ content after irrigation. Our study indicates that the field-scale variability of GHG emissions is controlled primarily by biochemical parameters rather than physical parameters. Differences in the availability and type of C and N sources for microbial activity as affected by tillage and irrigation develop different levels and combinations of field-scale controls on GHG emissions.  相似文献

Storage of manure makes a significant contribution to global methane (CH4) emissions. Anaerobic digestion of pig and cattle manure in biogas reactors before outside storage might reduce the potential for CH4 emissions. However, manure pre-stored at 15 to 20 degrees C in buildings before anaerobic digestion may be a significant source of CH4 and could reduce the potential CH4 production in the biogas reactor. Degradation of energy-rich organic components in slurry and emissions of CH4 and carbon dioxide (CO2) from aerobic and anaerobic degradation processes during pre-storage were examined in the laboratory. Newly mixed slurry was added to vessels and stored at 15 and 20 degrees C for 100 to 220 d. During storage, CH4 and CO2 emissions were measured with a dynamic chamber technique. The ratio of decomposition in the subsurface to that at the surface indicated that the aerobic surface processes contributed significantly to CO2 emission. The measured CH4 emission was used to calculate the methane conversion factor (MCF) in relation to storage time and temperature, and the total carbon-C emission was used to calculate the decrease in potential CH4 production by anaerobic digestion following pre-storage. The results show substantial methane and carbon dioxide production from animal manure in an open fed-batch system kept at 15 to 20 degrees C, even for short storage times, but the influence of temperature was not significant at storage times of <30 d. During long-term storage (90 d), a strong influence of temperature on the MCF value, especially for pig manure, was observed.  相似文献

Parties to the United Nations Framework Convention on Climate Change (UNFCCC) are required to submit national greenhouse gas (GHG) inventories, together with information on methods used in estimating their emissions. Currently agricultural activities contribute a significant portion (approximately 20%) of global anthropogenic GHG emissions, and agricultural soils have been identified as one of the main GHG source categories within the agricultural sector. However, compared to many other GHG sources, inventory methods for soils are relatively more complex and have been implemented only to varying degrees among member countries. This review summarizes and evaluates the methods used by Annex 1 countries in estimating CO2 and N2O emissions in agricultural soils. While most countries utilize the Intergovernmental Panel on Climate Change (IPCC) default methodology, several Annex 1 countries are developing more advanced methods that are tailored for specific country circumstances. Based on the latest national inventory reporting, about 56% of the Annex 1 countries use IPCC Tier 1 methods, about 26% use Tier 2 methods, and about 18% do not estimate or report N2O emissions from agricultural soils. More than 65% of the countries do not report CO2 emissions from the cultivation of mineral soils, organic soils, or liming, and only a handful of countries have used country-specific, Tier 3 methods. Tier 3 methods usually involve process-based models and detailed, geographically specific activity data. Such methods can provide more robust, accurate estimates of emissions and removals but require greater diligence in documentation, transparency, and uncertainty assessment to ensure comparability between countries. Availability of detailed, spatially explicit activity data is a major constraint to implementing higher tiered methods in many countries.  相似文献

This study analyses the general-equilibrium impacts of an international climate change response policy on the economy of Western Australia (WA), one of the most mining-based and energy-intensive states of Australia. It finds that emissions would fall by up to 11% from the base level in WA. However, such environmental benefits emanate at some costs to the state economy; in terms of foregone gross state product, the costs are up to 3% of the base level. Indeed, the actual costs and benefits depend on the precise design of the climate change response policy as well as on the other policies within which it operates. For example, when emission quota permits are sold to industries and no tradeable carbon credits (i.e. credits for the carbon sequestrated in Kyoto forests) are granted, emissions decline by about 8% and GSP falls by about 3% of the base levels. If carbon credits are tradeable, however, the environmental benefits could be increased and the GSP cost could be reduced substantially. Also, the reduced economic activity caused by emission abatement results in a modest fall in net government revenue, despite the additional revenue from permit sales in some cases. Accordingly, government’s fiscal package surrounding the emission permits would influence the emission abatement impacts on the economy. With regard to the effects on the structure of the state economy, the oil and gas industry suffers only a slight contraction but the energy-supplying sector as a whole contracts substantially. It is therefore not surprising that the impacts on the WA economy of curbing emissions by energy and transport industries alone are quite significant when compared to those resulted from all industries’ compliance with the abatement scheme. It needs to be noted that the model projections analysed in the paper are based on simplifying assumptions and tentative scenarios, and hence should be viewed with caution and not be understood as unconditional forecasts.  相似文献

Phosphogypsum (PG), a by-product of the phosphate fertilizer industry, reduces N losses when added to composting livestock manure, but its impact on greenhouse gas emissions is unclear. The objective of this research was to assess the effects of PG addition on greenhouse gas emissions during cattle feedlot manure composting. Sand was used as a filler material for comparison. The seven treatments were PG10, PG20, PG30, S10, S20, and S30, representing the rate of PG or sand addition at 10, 20, or 30% of manure dry weight and a check treatment (no PG or sand) with three replications. The manure treatments were composted in open windrows and turned five times during a 134-d period. Addition of PG significantly increased electrical conductivity (EC) and decreased pH in the final compost. Total carbon (TC), total nitrogen (TN), and mineral nitrogen contents in the final composted product were not affected by the addition of PG or sand. From 40 to 54% of initial TC was lost during composting, mostly as CO(2), with CH(4) accounting for <14%. The addition of PG significantly reduced CH(4) emissions, which decreased exponentially with the compost total sulfur (TS) content. The emission of N(2)O accounted for <0.2% of initial TN in the manure, increasing as compost pH decreased from alkaline to near neutral. Based on the total greenhouse gas budget, PG addition reduced greenhouse gas emissions (CO(2)-C equivalent) during composting of livestock manure by at least 58%, primarily due to reduced CH(4) emission.  相似文献

Storage of cattle slurry leads to emissions of methane (CH(4)), nitrous oxide (N(2)O), ammonia (NH(3)), and carbon dioxide (CO(2)). On dairy farms, winter is the most critical period in terms of slurry storage due to cattle housing and slurry field application prohibition. Slurry treatment by separation results in reduced slurry dry matter content and has considerable potential to reduce gaseous emissions. Therefore, the efficiency of slurry separation in reducing gaseous emissions during winter storage was investigated in a laboratory study. Four slurry fractions were obtained: a solid and a liquid fraction by screw press separation (SPS) and a supernatant and a sediment fraction by chemically enhanced settling of the liquid fraction. Untreated slurry and the separated fractions were stored in plastic barrels for 48 d under winter conditions, and gaseous emissions were measured. Screw press separation resulted in an increase of CO(2) (650%) and N(2)O (1240%) emissions due to high releases observed from the solid fraction, but this increase was tempered by using the combined separation process (CSP). The CSP resulted in a reduction of CH(4) emissions ( approximately 50%), even though high emissions of CH(4) (46% of soluble C) were observed from the solid fraction during the first 6 d of storage. Screw press separation increased NH(3) emissions by 35%, but this was reduced to 15% using the CSP. During winter storage greenhouse gas emissions from all treatments were mainly in the form of CH(4) and were reduced by 30 and 40% using SPS and CSP, respectively.  相似文献

European Union agri-environmental schemes aim to reduce the environmental impact of agricultural production, but were developed before consideration of greenhouse gas emissions from agriculture. Life cycle assessment methodology provided a framework for comparing emissions as kg CO2 equivalent per kg of energy corrected milk (ECM) (kg CO2 kg(-1) ECM yr(-1)) and per hectare (kg CO2 ha(-1) yr(-1)) for farms both within and outside the Irish agri-environmental scheme. The agri-environmental scheme farms operate extensive systems from 40 to 120 cows producing between 3032 and 5946 kg ECM cow(-1) lactation(-1). The cows are fed on grass, conserved silage, and concentrates. Supplementation ranged between 250 and 620 kg cow(-1) yr(-1). The conventional farms had between 30 and 77 milking cows producing 4736 to 6944 kg ECM cow(-1) lactation(-1). Supplementation ranged from 400 to 1000 kg cow(-1) yr(-1). The emissions from each unit were estimated using published emissions factors and possible error was evaluated by using ranges for each factor. Calculated emissions ranged from 0.92 to 1.51 kg CO2 kg(-1) ECM yr(-1) and 5924 to 8323 kg CO2 ha(-1). On average, total emissions from conventional farms were around 18% (p = 0.01) greater than the agri-environmental scheme farms and emissions per hectare (total area required) were 17% greater (p = 0.02) but there was no significant difference (p = 0.335) in terms of emission per unit milk produced. To evaluate greenhouse gas emissions for each farm in terms of the system intensity it was necessary to define a measure of intensification and area per liter of milk produced that was best.  相似文献

This study aims to analyse the potential market for emissions permits that the European Union (EU) established in 2005, in a first-mover attitude with regard to the frame of the Kyoto Protocol. To this end the integrated assessment Regional Integrated Climate and the Economy (RICE) model is employed, adapted to the specific objectives intended. A referential paretian-optimum price of US$25.63 tCO2 is obtained around the year 2007, which duplicates the hypothetical harmonized carbon tax. The ratio between the willingness to pay and the net environmental damages as a result of adverse climate change point to the high degree of commitment and the leadership initiative that seem to be assumed by the EU-15, the extended EU including Eastern European countries and the European OECD as a whole, with the hinterland geo-strategic referent represented by Russia and the Ukraine.  相似文献

We analyzed the patterns of energy use and greenhouse gas (GHG) emissions in Polish industry arising during the transition from a centrally planned economy to a market economy. A method of analyzing industry energy use and GHG emissions is discussed. Using this method, the impact of changes in industrial production value, the share of specific industry branches in the total industrial production, energy intensity, and the mix of the energy carriers in the 1989–1993 period has been analyzed. The last year of the analyzed period shows favorable trends in efficiency and signs of production structure shift to a less energy-intensive one. Economic reform implemented after 1989, which released energy carriers' prices from government control, had important effects on the industrial sector. Energy efficiency and emission intensity trends of 1992–1994 were favorable; if they continue, production will return to 1989 levels with much lower energy consumption and significantly decreased GHG emissions.

To establish energetically and environmentally viable paddy rice-based bioethanol production systems in northern Japan, it is important to implement appropriately selected agronomic practice options during the rice cultivation step. In this context, effects of rice variety (conventional vs. high-yielding) and rice straw management (return to vs. removal from the paddy field) on energy inputs from fuels and consumption of materials, greenhouse gas emissions (fuel and material consumption-derived CO(2) emissions as well as paddy soil CH(4) and N(2)O emissions) and ethanol yields were assessed. The estimated ethanol yield from the high-yielding rice variety, "Kita-aoba" was 2.94 kL ha(-1), a 32% increase from the conventional rice variety, "Kirara 397". Under conventional rice production in northern Japan (conventional rice variety and straw returned to the paddy), raising seedlings, mechanical field operations, transportation of harvested unhulled brown rice and consumption of materials (seeds, fertilizers, biocides and agricultural machinery) amounted to 28.5 GJ ha(-1) in energy inputs. The total energy input was increased by 14% by using the high-yielding variety and straw removal, owing to increased requirements for fuels in harvesting and transporting harvested rice as well as in collecting, loading and transporting rice straw. In terms of energy efficiency, the variation among rice variety and straw management scenarios regarding rice varieties and rice straw management was small (28.5-32.6 GJ ha(-1) or 10.1-14.0 MJ L(-1)). Meanwhile, CO(2)-equivalent greenhouse gas emissions varied considerably from scenario to scenario, as straw management had significant impacts on CH(4) emissions from paddy soils. When rice straw was incorporated into the soil, total CO(2)-equivalent greenhouse gas emissions for "Kirara 397" and "Kita-aoba" were 25.5 and 28.2 Mg CO(2) ha(-1), respectively; however, these emissions were reduced notably for the two varieties when rice straw was removed from the paddy fields in an effort to mitigate CH(4) emissions. Thus, rice straw removal avers itself a key practice with respect to lessening the impacts of greenhouse gas emissions in paddy rice-based ethanol production systems in northern Japan. More crucially, the rice straw removed is available for ethanol production and generation of heat energy with a biomass boiler, all elements required for biomass-to-ethanol transformation steps including saccharification, fermentation and distillation. This indicates opportunities for further improvement in energy efficiency and reductions in greenhouse gas emissions under whole rice plant-based bioethanol production systems.  相似文献

Biochar application to soil has drawn much attention as a strategy to sequester atmospheric carbon in soil ecosystems. The applicability of this strategy as a climate change mitigation option is limited by our understanding of the mechanisms responsible for the observed changes in greenhouse gas emissions from soils, microbial responses, and soil fertility changes. We conducted an 8-wk laboratory incubation using soils from PASTURE (silt loam) and RICE PADDY (silt loam) sites with and without two types of biochar (biochar from swine manure [CHAR-M] and from barley stover [CHAR-B]). Responses to addition of the different biochars varied with the soil source. Addition of CHAR-B did not change CO and CH evolution from the PASTURE or the RICE PADDY soils, but there was a decrease in NO emissions from the PASTURE soil. The effects of CHAR-M addition on greenhouse gas emissions were different for the soils. The most substantial change was an increase in NO emissions from the RICE PADDY soil. This result was attributed to a combination of abundant denitrifiers in this soil and increased net nitrogen mineralization. Soil phosphatase and N-acetylglucosaminidase activity in the CHAR-B-treated soils was enhanced compared with the controls for both soils. Fungal biomass was higher in the CHAR-B-treated RICE PADDY soil. From our results, we suggest CHAR-B to be an appropriate amendment for the PASTURE and RICE PADDY soils because it provides increased nitrogen availability and microbial activity with no net increase in greenhouse gas emissions. Application of CHAR-M to RICE PADDY soils could result in excess nitrogen availability, which may increase NO emissions and possible NO leaching problems. Thus, this study confirms that the ability of environmentally sound biochar additions to sequester carbon in soils depends on the characteristics of the receiving soil as well as the nature of the biochar.  相似文献

Many firms generate large amounts of carbon dioxide and other greenhouse gases when they burn fossil fuels in their production processes. In addition, production of raw materials and other inputs the firms procure for their operations also generates greenhouse gases indirectly. These direct and indirect greenhouse gas emissions occur in many sectors of our economies. In this paper, we first present sector-specific estimates for such greenhouse gas emissions. We then show that estimates for such sector-specific greenhouse gas emissions are often required for various types of corporate as well as public policy analyses in both domestic and international contexts. Measuring greenhouse gas emissions resulting from firms' multi-stage production processes in a multi-sector context is relevant for policies related to the Kyoto protocol, an international agreement to limit global greenhouse gas emissions. For example, since the protocol allows firms to engage in trading and offsetting of their greenhouse gas emissions across national borders, provided that emissions are correctly measured, the firms can take advantage of such trading schemes by placing their energy-intensive production facilities globally and strategically. We present several case studies which illustrate the importance of this and other aspects of greenhouse gas emissions in firms' environmental management. We also argue that our modeling and estimation methods based on input-output analyses are suitable for the types of research goals we have in this paper. Our methods are applied to data for Canada and Japan in a variety of environmental management circumstances.  相似文献

Greenhouse gas (GHG) emission inventories, which currently inform abatement policy discussions, are developed mostly from national scale data. Nevertheless, although the policy debate tends to take place in global and national arenas, action to abate GHG emissions is inherently within the provenance of local institutions and communities. The purpose of this paper is to examine how much information is lost by not estimating GHG emissions data at scales finer than the whole US. Such information may be critical in bridging global and local policy. Differences in the composition of GHG emission sources based on GHG emission inventories at three nested spatial scales (national, state, local) for four study sites (in Kansas, North Carolina, Ohio and Pennsylvania) are analysed, drawing upon initial results of a large collaborative study known as the 'Association of American Geographers-Global Change in Local Places (GCLP)' project. The concept of spatial sovereignty of emissions is developed to test the cross-scale reliability of emission inventories. For the test year 1990, close agreement is found in the by-gas composition of GHG emissions among national, state and local inventories. Spatial sovereignty in this case is maintained. However close agreement is not found in the by-source composition of GHG emissions among national, state and local inventories. Spatial sovereignty in this case is not maintained. Regular compilation of state and local emissions source inventories may be necessary to track important spatial and temporal deviations from national trends.  相似文献

This paper presents results from a gate-to-gate analysis of the energy balance, greenhouse gas (GHG) emissions and economic efficiency of biochar production from palm oil empty fruit bunches (EFB). The analysis is based on data obtained from EFB combustion in a slow pyrolysis plant in Selangor, Malaysia. The outputs of the slow pyrolysis plant are biochar, syngas, bio-oil and water vapor. The net energy yield of the biochar produced in the Selangor plant is 11.47 MJ kg−1 EFB. The energy content of the biochar produced is higher than the energy required for producing the biochar, i.e. the energy balance of biochar production is positive. The combustion of EFB using diesel fuel has the largest energy demand of 2.31 MJ kg−1 EFB in the pyrolysis process. Comparatively smaller amounts of energy are required as electricity (0.39 MJ kg−1 EFB) and for transportation of biochar to the warehouse and the field (0.13 MJ kg−1 EFB). The net greenhouse gas emissions of the studied biochar production account for 0.046 kg CO2-equiv. kg−1 EFB yr−1 without considering fertilizer substitution effects and carbon accumulation from biochar in the soil. The studied biochar production is profitable where biochar can be sold for at least 533 US-$ t−1. Potential measures for improvement are discussed, including higher productivity of biochar production, reduced energy consumption and efficient use of the byproducts from the slow pyrolysis.  相似文献

Increasing worldwide concern about global warming has led to intensified international efforts to reduce emissions of greenhouse gases. The most important outcome of these efforts is the United Nations Framework Convention on Climate Change, which came into force in March 1994. Although its signatories are expected to draw up plans to curb greenhouse gas emissions, the Convention does not specify how these emissions should be controlled. Since market-based mechanisms for emissions control have been increasingly emphasized at both national and international levels, this paper discusses both their advantages over regulation and the main obstacles to their implementation. The ultimate aim of the paper is to propose possible baseline criteria for the formulation of a global tradable permit system to control carbon dioxide emissions .  相似文献
