Drought is a complex, slow–onset phenomenon that affects more people than any other natural hazard and results in serious economic, social, and environmental impacts. Although drought affects virtually all climatic regimes and has significant consequences in both developed and developing countries, its impacts are especially serious in developing countries where dryland agriculture predominates. The impacts of drought are often an indicator of unsustainable land and water management practices, and drought assistance or relief provided by governments and donors encourages land managers and others to continue these practices. This often results in a greater dependence on government and a decline in self–reliance. Moving from crisis to risk management will require the adoption of a new paradigm for land managers, governments, international and regional development organizations, and non–governmental organizations. This approach emphasizes preparedness, mitigation, and improved early warning systems (EWS) over emergency response and assistance measures. Article 10 of the Convention to Combat Desertification states that national action programmes should be established to identify the factors contributing to desertification and practical measures necessary to combat desertification and mitigate the effects of drought. In the past 10 years, there has been considerable recognition by governments of the need to develop drought preparedness plans and policies to reduce the impacts of drought. Unfortunately, progress in drought preparedness during the last decade has been slow because most nations lack the institutional capacity and human and financial resources necessary to develop comprehensive drought plans and policies. Recent commitments by governments and international organizations and new drought monitoring technologies and planning and mitigation methodologies are cause for optimism. The challenge is the implementation of these new technologies and methodologies. It is critical for governments that possess this experience to share it with others through regional and global networks. One way to accomplish this goal is to create a network of regional networks on drought preparedness to expedite the adoption of drought preparedness tools to lessen the hardships associated with severe and extended drought episodes.  相似文献

This article examines both the positive and negative socio-economic impacts of small-scale mining in developing countries, and outlines some key measures for improving sustainability in the sector. It is important to clarify that, in spite of experiencing its share of environmental- and health-related problems that adversely impact human quality-of-life, small-scale mining plays a pivotal role in alleviating poverty in the developing world, and contributes significantly to national revenues and foreign exchange earnings. Though these important socio-economic contributions make small-scale mining an indispensable economic activity, there is an obvious need for improved sustainability in the industry, more specifically, for operations to resolve pressing problems, many of which have wide-ranging impacts. However, because most small-scale mines are low-tech and employ poorly trained uneducated people, it is difficult for the sector to improve on its own. Thus, governments and regional international bodies must play an expanded role in bridging critical information, techno-logic and economic gaps. It is concluded that governments and regional organizations could accomplish much in the way of improved sustainability in the small-scale mining industry by: (1) legalizing small-scale mining and implementing sector-specific legislation; (2) contributing to community development and providing increased economic support; and (3) providing training and educational assistance, and playing an expanded role in the dissemination and transfer of important technologies.  相似文献

Industrial and medical wastes constitute a larger part on what is known as ‘hazardous wastes’. The production of these wastes is and will continue to be an on going phenomenon as long as human civilization persists. The health impacts of direct and indirect exposure to hazardous wastes include carcinogenic effects, reproductive system damage, respiratory effects, central nervous system effects, and many others. Today, many developed countries have legal provisions with regard to proper management of hazardous wastes. Tanzania, like many developing countries, has little emphasis on the proper handling and disposal of hazardous wastes. There is a serious inadequacy in handling industrial and medical solid wastes in the Dar es Salaam City. Improper waste deposition is increasingly becoming a potential public health risk and an environmental burden. Due to poor control of waste, industrialists and hospital owners are not well checked on how they handle and dispose of the wastes they produce with the result that many hazardous wastes reach the Vingunguti dumpsite without notice. Data on waste generation in Dar es Salaam is also inadequate, making it difficult to plan an efficient solid waste system. Promotion of public awareness, legislation and regulations enforcement and establishment of a proper sanitary landfill are considered to be principal remedial measures to ensure sound environmental maintenance. This paper summarizes the findings of the study on the practices of industrial and medical waste management in Dar es Salaam. The author aims to express the inadequacy in hazardous waste management and suggests possible measures to be applied in order to rectify the situation.  相似文献

Waste legislation in the United Kingdom (UK) implements European Union (EU) Directives and Regulations. However, the term used to refer to hazardous waste generated in household or municipal situations, household hazardous waste (HHW), does not occur in UK, or EU, legislation. The EU's Hazardous Waste Directive and European Waste Catalogue are the principal legislation influencing HHW, although the waste categories described are difficult to interpret. Other legislation also have impacts on HHW definition and disposal, some of which will alter current HHW disposal practices, leading to a variety of potential consequences. This paper discusses the issues affecting the management of HHW in the UK, including the apparent absence of a HHW-specific regulatory structure. Policy and regulatory measures that influence HHW management before disposal and after disposal are considered, with particular emphasis placed on disposal to landfill.  相似文献

The causes for the failure in enforcement of environmental regulations at the Giap Lai pyrite mine in northern Vietnam are considered and the environmental impacts that are associated with this mine are evaluated. It is shown that sulphide-rich tailings and waste rock in the mining area represent significant sources of acid rock drainage (ARD). The ARD is causing elevated metal levels in downstream water bodies, which in turn, represent a threat to both human health and to aquatic ecosystems. Metal concentrations in impacted surface waters have increased after mine closure, suggesting that impacts are becoming progressively more serious. No post-closure, remediation measures have been applied at the mine, in spite of the existence of environmental legislation and both central and regional institutions charged with environmental supervision and control. The research presented here provides further emphasis for the recommendation that, while government institutions may need to be strengthened, and environmental regulations need to be in place, true on the ground improvement in environmental quality in Vietnam and in many other developing countries require an increased focus on promoting public awareness of industrial environmental issues.  相似文献

This paper presents the findings of a post-auditing study which compares the actual and predicted socio-economic impacts (including traffic) of a major power station construction project in the UK. An attempt is made to determine the accuracy of the predictions presented at the public inquiry into the development, drawing on the results of a developer-funded monitoring exercise undertaken for the duration of the eight-year construction programme. The study found that a very high proportion of testable predictions prepared prior to the inquiry could be audited; of these, 60% were either within predicted ranges or accurate to within 20% of predicted values. However, one in seven predictions had errors of more than 50%. The study revealed no consistent bias towards either under- or over-estimation of impacts. The paper explores the reasons for the predictive errors identified in the study; these include a range of project-specific and more generic factors, several of which are likely to be applicable to other large-scale construction projects. The study is particularly useful in the field of EIA because it relates to several weak areas in current practice: the assessment of socio-economic impacts, construction effects, and monitoring and auditing.  相似文献

Floods were by far the most damaging type of natural disasters during the 1990s, in terms of both human impacts and socio-economic losses. Vulnerability to flooding disasters around the world is almost always differentiated by the socio-economic conditions of different income groups in the disaster area. In general, the poorer the income group (or the country) the more vulnerable it is likely to be to the adverse impacts of floods. The article argues that Bangladesh is the world's most flood-prone developing country in terms of the relative socio-economic impacts of floods. While conventional flood control strategies tend to be based on structural engineering approaches—such as the construction of large-scale embankments, diversion canals and dams—this article argues that more emphasis should be given to alternative, non-structural measures. The main lesson from recent flooding disasters in Bangladesh is that, in the absence of expensive structural measures, many non-structural ones can go a long way towards reducing vulnerability to and mitigating the impacts of floods.  相似文献

The impacts of agricultural land use are far-reaching and extend to areas outside production. This paper provides an overview of the ecological status of agricultural systems across the European Union in the light of recent policy changes. It builds on the previous review of 2001 devoted to the impacts of agricultural intensification in Western Europe. The focus countries are the UK, The Netherlands, Boreal and Baltic countries, Portugal, Hungary and Romania, representing a geographical spread across Europe, but additional reference is made to other countries. Despite many adjustments to agricultural policy, intensification of production in some regions and concurrent abandonment in others remain the major threat to the ecology of agro-ecosystems impairing the state of soil, water and air and reducing biological diversity in agricultural landscapes. The impacts also extend to surrounding terrestrial and aquatic systems through water and aerial contamination and development of agricultural infrastructures (e.g. dams and irrigation channels). Improvements are also documented regionally, such as successful support of farmland species, and improved condition of watercourses and landscapes. This was attributed to agricultural policy targeted at the environment, improved environmental legislation, and new market opportunities. Research into ecosystem services associated with agriculture may provide further pressure to develop policy that is targeted at their continuous provisioning, fostering motivation of land managers to continue to protect and enhance them.  相似文献

/ This paper describes an integrated model that simulates future halocarbon production/emissions and potential ozone depletion. Applications and historical production levels for various halocarbons are discussed first. A framework is then presented for modeling future halocarbon impacts incorporating differences in underlying demands, applications, regulatory mandates, and environmental characteristics. The model is used to simulate the potential impacts of several prominent issues relating to halocarbon production, regulation, and environmental interactions, notably: changes in agricultural methyl bromide use, increases in effectiveness of bromine for ozone depletion, modifications to the elimination schedule for HCFCs, short-term expansion of CFC demand in low use compliance countries, and delays in Russian Federation compliance. Individually, each issue does not unequivocally represent a significant likely increase in long-term atmospheric halogen loading and stratospheric ozone depletion. In combination, however, these impacts could increase peak halogen concentrations and long-term integral halogen loading, resulting in higher levels of stratospheric ozone depletion and longer exposure to increased levels of UV radiation.KEY WORDS: Halocarbons; Ozone depletion; Montreal Protocol; Integrated assessment  相似文献

ABSTRACT: In arid regions of rapid economic and population growth, adverse effects of droughts are likely to be increasingly serious. This article presents an introduction and overview of the papers collected in this special issue of the Water Resources Bulletin. The papers report on the second phase of a study of the impacts of and responses to a potential severe sustained drought in the Colorado River Basin in the southwestern U.S. The analyses were performed by a consortium of researchers from universities and the private sector located throughout the Basin. Tree ring studies suggest that droughts of duration and magnitude much more serious than any found in the modern records probably occurred in the Basin during earlier centuries. Taking the present-day configuration of the storage and diversion structures and the economic conditions in the Basin as the base-point, the general objectives of the study are three: first, to define a representative Severe Sustained Drought (SSD) and assess its hydrologic impacts; second, to forecast the economic, social and environmental impacts on the southwestern U.S.; and finally, to assess alternative institutional arrangements for coping with an SSD. The evaluation of impacts and policies was conducted with two distinct modeling approaches. One involved hydrologic-economic optimization modeling where water allocation institutions are decision variables. The second was a simulation-gaming approach which allowed “players” representing each basin state to interact in a real-time decision making mode in response to the unfolding drought.  相似文献

In this article, several findings on socio-economic conditions derived from national reports and a web-based questionnaire are discussed and related to the changing role of forestry and the future forest policy development. A number of Central and South-eastern European countries taking part in a SEE-ERA-NET project ReForMan project (www.reforman.de) participated in data acquisition: Austria, Bosnia and Herzegovina, Croatia, Germany, Serbia and Slovenia. The aim of the research was to illustrate the present structure of forestry sector, as well as investigate newly emerging topics in forestry of Central and South-eastern Europe. The results indicated certain patterns in attitudes and perceptions among stakeholders that can be related to socio-economic conditions defined for each country. Clear differences between member and non-member countries exist only in level of implementation of EU legislation. Results showed consensus on main threats to the forests among all countries, but also some country specifics in perceptions of factors influencing forestry, their importance and professional competencies. These results could be additionally explained by influence of historical conditions which shaped development of forest sector in SEE region especially in its organizational dimension as well as in perceived role of forestry expressed through recognition of main forest functions. The influence of European forest policy processes in the region is evident through adaptation of EU legislation and perceived implications of international processes on national levels. Based on this observation, two possible options for future development of the forestry sector can be foreseen: (i) focusing on the productive function of forests and fostering its' sustainable use; or (ii) putting an emphasis on environmental and social issues. In both cases supporting public participation in decision-making processes is recommendable. Another conclusion based on perceived medium to low professional competencies to cope with new topics, that there is lack of confidence and need for professional support in decisionmaking processes.  相似文献

This paper discusses the treatment of social and economic impacts within UK environmental impact assessment (EIA). Socio-economic effects have an uncertain status in EIA, guidance on their assessment is limited and their treatment is often partial and of poor quality. This has led some commentators to view socio-economic impacts as the 'poor relations' in EIA. The paper presents the results of a recent review of the socio-economic component of UK environmental statements (ESs), which provides information on the extent, scope, balance and quality of socio-economic impact treatment. The review reveals that, although most ESs include some information on socio-economic issues, coverage tends to be narrowly focused on a small number of--primarily beneficial economic--impact types. Quantification of socio-economic impacts is also rarely attempted. The review findings are compared with those of similar studies undertaken in the mid-1990s, and the paper concludes with some recommendations for EIA practitioners relating to the treatment of socio-economic impacts.  相似文献

Acid Deposition and Integrated Zoning Control in China   总被引:3,自引:0,他引:3  
China's rapidly growing economy is coupled with the consumption of large amounts of coal. An energy mix dominated by coal and inefficient energy utilization processes have led to increasingly serious problems of acid rain and sulfur dioxide pollution. Moreover, trends in the emissions of acidifying air pollutants lead to predictions of a very serious acid deposition problem in the future. In the absence of mitigating actions, these trends foretell a future of increasingly detrimental impacts to ecosystems in China and, potentially, to ecosystems in neighboring countries. China has implemented a two control zone (TCZ) policy, resulting in the establishment of acid rain and sulfur dioxide control zones, in an attempt to implement a cost-effective approach to mitigating acid deposition problems. While some short-term successes have resulted from management actions associated with the TCZ policy, it is clear additional measures and new policy directions are needed to reverse worsening acid deposition problems in the long term. To this end the following recommendations are presented: adjusting the primary energy mix, placing a greater emphasis on abating the effects of acid deposition, concentrating pollution control on large point sources, implementing an emission permit system for coal-fired power plants, utilizing an integrated approach in designing and evaluating control measures, and developing a greater research capacity. Research strategies must be developed that will lead to: (1) an improved scientific understanding of the sources of acidifying pollutants, their associated migration patterns, and their impacts; and (2) an identification of cost-effective mitigating strategies for the entire country.  相似文献

Climate change is affecting fishing communities across Bangladesh. While work has been undertaken to investigate the nature of these impacts, understanding how fishers perceive climate change at a local level, especially within developing countries, is crucial. This paper presents the results of a three-year study of the contextual determinants and dimensions of artisanal fishing community perceptions about climate change in coastal Bangladesh. Results of this study indicate that geographic characteristics, socio-economic status, worldviews, tradition, observations and disaster experiences are important determinants for shaping fishers’ perceptions about climate change. Fishers also demonstrate a long-standing tradition of risk adaptation strategies, but do not link them to climate change. We argue that these perceptions provide ideas for how to form appropriate climate responses at local levels not only in Bangladesh but other developing countries.  相似文献

Despite great successes in increasing food production, Asia still faces enormous food security challenges. Most commentators agree that there will have to be increases in food production from existing agricultural land, but many are pessimistic about the future, judging likelihood of success on the basis of past performance of 'modern' agricultural development. Sustainable agriculture, though, offers entirely new opportunities, by emphasising the productive values of natural, social and human capital, all assets that Asian countries either have in abundance or that can be regenerated at relatively low financial cost.
This paper sets out an assets-based model of agricultural systems, together with a typology of eight approaches for sustainable agriculture improvements. In the 16 projects/initiatives spread across eight countries that are analysed, some 2.86 million households have substantially improved total food production on 4.93 million hectares, resulting in greatly improved household food security. Proportional yield increases are greatest in rainfed systems, but irrigated systems have seen small cereal yield increases combined with added production from additional productive system components (such as fish in rice, vegetables on dykes). The additional positive impacts on natural, social and human capital are also helping to build the assets base so as to sustain these improvements in the future.
This analysis indicates that sustainable agriculture can deliver large increases in food production in Asia. But spreading these to much larger numbers of farm households will not be easy. It will require fundamental policy reform.  相似文献

ABSTRACT: Researchers representing each of the Colorado River Basin states as well as the Secretary of the Interior were presented with an interactive computer simulation of a progressively increasing drought and were given the collective opportunity to change the ways in which basin-wide and within-state water management were conducted. The purpose of this “gaming” exercise was to identify rules for managing the Colorado River which are effective in preventing drought-caused damages to basin water users. This water management game was conducted three times, varying the collective choice roles for management of the river yet staying substantially within the current institution for management of the Colorado River known as the “Law of the River.” The Law of the River was quite effective in minimizing drought impacts upon consumptive water uses. Additional effective drought-coping measures to protect consumptive uses consisted mostly of intrastate water management improvements which states were able to implement independently. The Law of the River did not protect non-consumptive water uses, such as hydroelectric power generation, water-based recreation, endangered species, and water quality from drought, as well as it protected consumptive water uses. Players reached collective choice decisions to cope with rising salinity, equalize storage between the upper and lower basins, and protect endangered species. While these measures had some success, only reductions in withdrawals for consumptive uses, particularly in the upper basin, could have substantially lessened adverse impacts.  相似文献

Understanding of spatio-temporal patterns of sensitive fish species such as skates (Rajidae) is essential for implementation of conservation measures. With insufficient survey data available for these species in Portuguese Continental waters, this study shows that fishery-dependent data associated with fishers’ knowledge can be used to identify potential Essential Fish Habitats (EFH) for seven skate species. Sites with similar geomorphology were associated with the occurrence of juveniles and/or adults of the same group of species. For example, sites deeper than 100 m with soft sediment include predominantly adults of Raja clavata, and are the habitat for egg deposition of this species. Raja undulata and R. microocellata are the more coastal species, preferring sand or gravel habitats, while coastal areas with rocks and sand seabed are potential nursery areas for R. brachyura, R. montagui and R. clavata. The main output of this study is the identification of preferential fishing sites enclosing potential EFH for some species, associated with egg-laying and nursery grounds. The location of these areas will be considered for future seasonal closures, and studies will be conducted to evaluate the biological and socio-economic impacts of such measures. As in the past, fishermen will collaborate in the process of evaluating those impacts, since they have practical and applied knowledge that is extremely valuable for evaluating the advantages and disadvantages of such closures. In conclusion, this study is a first contribution to the understanding and identification of EFH for skate species, associated with nursery and egg deposition sites, with direct application to management.  相似文献

Contemporary socio-economic transformations in South Asia are creating increasingly serious water problems (scarcity, flooding, pollution) and conflicts. Conflicts over water distribution, water-derived benefits, and risks often play out along axes of social differentiation like caste, wealth, and gender. Those with least power, rights, and voice suffer lack of access, exclusion, dispossession, and further marginalisation, resulting in livelihood insecurity or increased vulnerability to risks. In this paper we propose analysing these problems as problems of justice – problems of distribution, recognition, and political participation. Drawing on wider environmental justice approaches, a specific water justice focus needs to include both the specific characteristics of water as a resource and the access, rights, and equity dimensions of its control. We argue that recognising water problems as problems of justice requires a re-politicisation of water, as mainstream approaches to water resources, water governance, and legislation tend to normalise or naturalise their – basically political – distributional assumptions and implications. An interdisciplinary approach that sees water as simultaneously natural (material) and social is important here. We illustrate these conceptual and theoretical suggestions with evidence from India.  相似文献
