River flooding impacts human life and infrastructure, yet provides habitat and ecosystem services. Traditional flood control (e.g., levees, dams) reduces habitat and ecosystem services, and exacerbates flooding elsewhere. Floodplain restoration (i.e., bankfull floodplain reconnection and Stage 0) can also provide flood management, but has not been sufficiently evaluated for small frequent storms. We used 1D unsteady Hydrologic Engineering Center's River Analysis System to simulate small storms in a 5 km-long, second-order generic stream from the Chesapeake Bay watershed, and varied % channel restored (starting at the upstream end), restoration location, restoration bank height (distinguishes bankfull from Stage 0 restoration), and floodplain width/Manning's n. Stream restoration decreased (attenuated) peak flow up to 37% and increased floodplain exchange by up to 46%. Floodplain width and % channel restored had the largest impact on flood attenuation. The incremental effects of new restoration projects on flood attenuation were greatest when little prior restoration had occurred. By contrast, incremental effects on floodplain exchange were greatest in the presence of substantial prior restoration, setting up a tradeoff. A similar tradeoff was revealed between attenuation and exchange for project location, but not bank height or floodplain width. In particular, attenuation and exchange were always greater for Stage 0 than for bankfull floodplain restoration. Stage 0 thus may counteract human impacts such as urbanization.  相似文献

This paper describes an applied research project that used a sustainable land-use planning approach to examine flood hazard mitigation alternatives in a 536-acre developed office park complex. A watershed-wide assessment including floodplain remapping and modelling of low-impact and large stormwater improvements throughout the upper watershed revealed limited impact on reducing flooding downstream in the environs of the office park during large storms. Thus emphasis had to be given to recommending retroactive sustainable land-use development actions such as relocating buildings and roadways out of the 100-year floodplain, which involves creating a mixed-use overlay district on high elevations, and restoring the floodplain.  相似文献

ABSTRACT: A distributed watershed model was developed to mathematically simulate overland and channel flow for a single-event storm. The modeled watersheds in the study were subdivided into rectangular grid elements. All hydrologically significant parameters, such as land slope, rainfall and precipitation excess, were assumed to be uniform within each element. The Green-Ampt method was adopted to generate precipitation excess for each element during the simulation period. A two-dimensional diffusion wave model was used for overland flow routing and an iterative Alternative Direction Implicit scheme was used to solve the simultaneous overland flow equations. Once the overland flow became inflow to the channel, a one-dimensional dynamic wave flood routing technique, based on a four-point, implicit, non-linear finite difference solution of the St. Venant equation of unsteady flow, was applied. A limited number of comparisons were made between simulated and observed hydrographs for areas of about one square mile. Given the appropriate parameters, the model was able to accurately simulate runoff for single-event storms. This paper describes a distributed watershed model developed to simulate overland and channel flow. Comparisons were made between simulated and observed hydrographs for three watersheds. The model was able to accurately simulate the runoff for single-event storms using 61-m by 61-m (200 ft by 200 ft) watershed grid elements.  相似文献

Best management practices (BMPs) play an important role in improving impaired water quality from conventional row crop agriculture. In addition to reducing nutrient and sediment loads, BMPs such as fertilizer management, reduced tillage, and cover crops could alter the hydrology of agricultural systems and reduce surface water runoff. While attention is devoted to the water quality benefits of BMPs, the potential co‐benefits of flood loss reduction are often overlooked. This study quantifies the effects of selected commonly applied BMPs on expected flood loss to agricultural and urban areas in four Iowa watersheds. The analysis combines a watershed hydrologic model, hydraulic model outputs, and a loss estimation model to determine relationships between hydrologic changes from BMP implementations and annual economic flood loss. The results indicate a modest reduction in peak discharge and economic loss, although loss reduction is substantial when urban centers or other high‐value assets are located downstream in the watershed. Among the BMPs, wetlands, and cover crops reduce losses the most. The research demonstrates that watershed‐scale implementation of agricultural BMPs could provide benefits of flood loss reduction in addition to water quality improvements.  相似文献

The Keelung River Basin in northern Taiwan lies immediately upstream of the Taipei metropolitan area. The Shijr area is in the lower basin and is subject to frequent flooding. This work applies micromanagement and source control, including widely distributed infiltration and detention/ retention runoff retarding measures, in the Wudu watershed above Shijr. A method is also developed that combines a genetic algorithm and a rainfall runoff model to optimize the spatial distribution of runoff retarding facilities. Downstream of Wudu in the Shijr area, five dredging schemes are considered. If 10‐year flood flows cannot be confined in the channel, then a levee embankment that corresponds to the respective runoff retarding scheme will be required. The minimum total cost is considered in the rule to select from the regional flood mitigation alternatives. The results of this study reveal that runoff retarding facilities installed in the upper and middle parts of the watershed are most effective in reducing the flood peak. Moreover, as the cost of acquiring land for the levee embankment increases, installing runoff retarding measures in the upper portion of the watershed becomes more economical.  相似文献

Abstract: Climate change, particularly the projected changes to precipitation patterns, is likely to affect runoff both regionally and temporally. Extreme rainfall events are expected to become more intense in the future in arid urban areas and this will likely lead to higher streamflow. Through hydrological modeling, this article simulates an urban basin response to the most intense storm under anthropogenic climate change conditions. This study performs an event‐based simulation for shorter duration storms in the Flamingo Tropicana (FT) watershed in Las Vegas, Nevada. An extreme storm, defined as a 100‐year return period storm, is selected from historical records and perturbed to future climatic conditions with respect to multimodel multiscenario (A1B, A2, B1) bias corrected and spatially disaggregated data from the World Climate Research Programme's (WCRP's) database. The cumulative annual precipitation for each 30‐year period shows a continuous decrease from 2011 to 2099; however, the summer convective storms, which are considered as extreme storms for the study area, are expected to be more intense in future. Extreme storm events show larger changes in streamflow under different climate scenarios and time periods. The simulated peak streamflow and total runoff volume shows an increase from 40% to more than 150% (during 2041‐2099) for different climate scenarios. This type of analysis can help evaluate the vulnerability of existing flood control system and flood control policies.  相似文献

The pi?on (Pinus edulis Engelm.)-juniper [Juniperus monosperma (Engelm.) Sarg.] woodlands of Bandelier National Monument are experiencing accelerated erosion. Earlier studies suggest that causes of these rapidly eroding woodlands are related to an unprecedented rapid transition of ponderosa pine (Pinus ponderosa C. Lawson) savanna to pi?on-juniper woodlands as a result of cumulative historical effects of overgrazing, fire suppression, and severe drought. To study the effectiveness of slash treatment in reducing accelerated erosion, we used sediment check dams to quantify sediment yield from twelve paired microwatersheds (300-1100 m2) within an existing paired water-shed study. Six of the twelve microwatersheds were located in a 41-ha (treatment) watershed with scattered slash treatment, whereas six microwatersheds were located in an adjacent 35-ha untreated (control) watershed. The primary purpose of our research was to quantify the rates of sediment yield between the treated and control microwatersheds. Sediment yield was measured from 15 individual storms during the months of June-September (2000 and 2001). In response to slash treatment, mean seasonal sediment yield for 2000 equaled 2.99 Mg/ha in the control vs. 0.03 Mg/ha in the treatment and 2.07 Mg/ha in the control vs. 0.07 Mg/ha in the treatment in 2001. The practice of slash treatment demonstrates efficacy in reducing erosion in degraded pi?on-juniper woodlands by encouraging herbaceous recovery. Our data show that slash treatment increases total ground cover (slash and herbaceous growth) beyond a potential erosion threshold. Restored pi?on-juniper woodlands, as the result of slash treatment, provide a forest structure similar to pre-grazing and pre-fire suppression conditions and decrease catastrophic fire hazard.  相似文献

Management of Sedimentation in Tropical Watersheds   总被引:2,自引:0,他引:2  
/ The sedimentation of reservoirs is a serious problem throughout the tropics, yet most attempts to control sedimentation in large river basins have not been very successful. Reliable information on erosion rates and sources of sediments has been lacking. In regions where geologically unstable terrain combines with high rainfall, natural erosion rates might be so high that the effects of human activity are limited. Estimates of natural erosion in these situations often have been poor because of the episodic nature of most erosion during large storms and because mass-wasting may supply much of the sediment. The predominance of mass-wasting in some watersheds can result in an unexpectedly high ratio of bedload to suspended load, shifting sedimentation to "live" rather than "dead" storage within reservoirs. Furthermore, the inappropriate use of the Universal Soil Loss Equation to assess the effectiveness of erosion control measures has led to inaccurate estimates of the sediment reduction benefits that could accrue to watershed treatment efforts. Although reducing erosion from cultivated areas is desirable for other reasons, efforts aimed at reducing reservoir sedimentation by controlling agricultural sources of erosion may have limited benefits if the principal sources are of natural origin or are associated with construction of the dams and reservoirs and with rural roads and trails. Finally, the most appropriate locations for watershed rehabilitation depend on the magnitude of temporary storage of colluvium and alluvium within the river basin: Where storage volume is large and residence time of sediment very long, reducing agricultural erosion may have limited impacts on sedimentation within the expected life of a reservoir. Systematic development and analysis of sediment budgets for representative watersheds is needed to address these limitations and thereby improve both the planning of river basin development schemes and the allocation of resources towards reducing sedimentation. When sedimentation of reservoirs is the key issue, sediment budgets must focus especially on channel transport rates and sediment delivery from hillsides. Sediment budgets are especially critical for tropical areas where project funds and technical help are limited. Once sediment budgets are available, watershed managers will be able to direct erosion control programs towards locations where they will be most effective. ABSTRACT: To alleviate serious flooding problems brought upon by rapid urbanization in the Beargrass Creek watershed, located in Louisville, Kentucky, the U.S. Army Corps of Engineers undertook a major flood study in 1973. In order to predict flood conditions in 1990, the year when the watershed was expected to undergo complete urbanization, trends in the Clark Instantaneous Unit Hydrograph (Clark IUH) parameters were utilized to determine the 1990 unit hydrograph and flood conditions. Based on the results from this flood study, this paper demonstrates the applicability of using projected Clark IUH parameters for modeling future runoff conditions in an urbanizing watershed. Values of these parameters, as estimated from maximum annual historical flood data, are used to develop regression models for predicting future Clark IUH parameters. Using the projected parameters, selected annual flood events since 1973 are simulated in order to verify the accuracy of these projections. Results show a close correspondence between the simulated and observed flood characteristics. Hence, the use of projected Clark IUH parameters is an appropriate procedure for modeling future runoff conditions in an urbanizing watershed.  相似文献

ABSTRACT: The effects of a moving rainstorm on flood runoff characteristics were investigated. A flood hydrograph simulation model called “FH-Model” and a natural watershed were used. A hypothetical rainstorm of 50 years recurrence interval, 75 mm depth, and 4 hours duration was used to show the effects of velocity and direction of the moving rainstorm on the runoff characteristics. Compared with an equivalent stationary rainstorm (ESRS), the peak flow caused by a rainstorm moving in a downstream direction with a speed equal to channel velocity, V, was 27.5 percent higher and the peak flow caused by the same rainstorm moving in an upstream direction was 21.7 percent smaller. These percentages reduced to 10.5 percent and 8.6 percent for storms moving downstream and upstream, respectively, at three times the channel velocity, 3V. There were negligible differences in the time of peak, Tp between runoff caused by storms moving downstream and runoff produced by ESRS. However, Tp for a storm moving upstream at V velocity was 82 percent higher than that produced by ESRS, but was reduced to 27 percent higher when the storm velocity was 3V.  相似文献

Major coastal flooding events over the last decade have led decision makers in the United States to favor structural engineering solutions as a means to protect vulnerable coastal communities from the adverse impacts of future storms. While a resistance‐based approach to flood mitigation involving large‐scale construction works may be a central component of a regional flood risk reduction strategy, it is equally important to consider the role of land use and land cover (LULC) patterns in protecting communities from floods. To date, little observational research has been conducted to quantify the effects of various LULC configurations on the amount of property damage occurring across coastal regions over time. In response, we statistically examine the impacts of LULC on observed flood damage across 2,692 watersheds bordering the Gulf of Mexico. Specifically, we analyze statistical linear regression models to isolate the influence of multiple LULC categories on over 372,000 insured flood losses claimed under the National Flood Insurance Program per year from 2001 to 2008. Results indicate that percent increase in palustrine wetlands is the equivalent to, on average, a $13,975 reduction in insured flood losses per year, per watershed. These and other results provide important insights to policy makers on how protecting specific types of LULC can help reduce adverse impacts to local communities.  相似文献

Changes in land use and extreme rainfall trends can lead to increased flood vulnerability in many parts of the world, especially for urbanized watersheds. This study investigates the performance of existing stormwater management strategies for the Upper Yahara watershed in Dane County, WI to determine whether they are adequate to protect urban and suburban development from an extreme rainfall. Using extreme storm transposition, we model the performance of the stormwater infiltration practices required for new development under current county ordinances. We find during extreme rainfall the volume of post‐development runoff from impervious surfaces from a typical site would increase by over 55% over pre‐development conditions. We recommend the ordinance be strengthened to reduce vulnerability to flooding from future urban expansion and the likely increase in the magnitude and frequency of extreme storms.  相似文献

ABSTRACT: Data collected at a 79-acre urban watershed in Albuquerque, New Mexico, were used to calibrate and verify the Distributed Routing Rainfall-Runoff Model, a parametric watershed model. Standard errors of estimate for the 38 calibration storms were 33 percent and 38 percent, respectively, for volumes and peaks; and for the 46 verification storms were 29 percent and 37 percent, respectively, for volumes and peaks. Correlation coefficients for peaks were 0.8 and 0.95, respectively, for calibration and verification storms.  相似文献

ABSTRACT: Runoff Routing model (RORB) is a general model applicable to both rural and urban catchments. The performance of the model is illustrated through its simulation of flood runoff hydrographs in an urban catchment in Singapore. The essential feature of the model is the routing of rainfall excesses on subareas through some arrangement of concentrated storage elements, which represent the distribution of temporary storage of flood runoff on the watershed. This nonlinear routing procedure of the storage elements has two common parameters, kc and m. With the limited data available, these two parameter values were determined through calibration runs. The same set of values of kc and m were then used in the model to determine the runoff hydrographs of five other storms selected from the rainfall events between 1979 and 1981. It was found that the simulated runoff hydrographs matched reasonably well with the recorded hydrographs.  相似文献

ABSTRACT: As an alternative to the conventional single-peak design storms commonly used in hydrologic practice, a large number of Southeastern Pennsylvania storm events were selected from hourly U.S. National Oceanographic and Atmospheric Administration (NOAA) records, and their temporal distributions were analyzed. From these recorded events, design storms of a typical distribution were developed for storm durations between 6 and 18 hours. All of these generated design storms have two or more peaks. The conventional single peak as well as the “typical” multi-peak storms were then applied to a simulated watershed. It was found that the multi-peak storms consistently produced more dispersed hydrographs with lower runoff peaks than the conventional single peak storms.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00497.x Abstract: Despite broad observations of first flush within storms, the scientific understanding of seasonal flushing remains incomplete. Seasonal flushing occurs when initial storms of the season have greater concentrations or loads than storms later in the season. The goal of this study was to census stormwater concentrations and loads from an arid, urban watershed to quantify seasonal flushing. Samples were collected every 15 min during the 1997‐1998 wet season from the Santa Ana River and analyzed for total suspended solids. Initial storms of the season generated event mean concentrations 3‐10 times the event mean concentration of storms later in the season. Cumulative flow‐weighted mean concentrations were calculated as the season progressed. Early season storms discharged only 6% of the annual volume, but influenced flow‐weighted mean concentrations well past the midpoint of the wet season. Mass‐based estimates also indicated a disproportionate load in the early portion of the year; over 52% of the annual load was discharged in the first 30% of the annual volume from the highly urbanized lower watershed. Other stormwater pollutants, including six trace metals (Cd, Cr, Cu, Pb, Ni, Zn), were highly correlated with total suspended solids and also exhibited a significant seasonal flush.  相似文献

: The construction of a flood peak index map was attempted for use by hydrologists in the simple format of rainfall maps. Since flood peaks are highly dependent on watershed area, the effect of area was removed. By regression analysis flood peaks of 2.33 and 100-year return periods were found to be proportional to watershed area to the 0.8 and 0.7 powers, respectively. Therefore, indices C2 33= Q2 33/A0.7 were completed at each gage and plotted on a Pennsylvania map. It was attempted to further remove some of the scatter by regression of C with several other watershed parameters like slope, percent forest cover, and watershed shape, but no significant correlation could be found. The index maps, drawn without attenuation of the scatter, can be used by hydrologists to compute flood peaks as Q = CAn (with n = 0.8 and 0.7 for the 2.33 and 100-year flood peaks, respectively). Flood peak safety factors can be based on visual observation of the index variation in the vicinity of the location for which the flood peak estimate is needed.  相似文献

ABSTRACT: We analyzed the type of hydrologic adjustments resulting from flow regulation across a range of dam types, distributed throughout the Connecticut River watershed, using two approaches: (1) the Index of Hydrologic Alteration (IHA) and (2) log‐Pearson Type III flood frequency analysis. We applied these analyses to seven rivers that have extensive pre‐and post‐disturbance flow records and to six rivers that have only long post‐regulation flow records. Lastly, we analyzed six unregulated streams to establish the regional natural flow regime and to test whether it has changed significantly over time in the context of an increase in forest cover from less than 20 percent historically to greater than 80 percent at present. We found significant hydrologic adjustments associated with both impoundments and land use change. On average, maximum peak flows decrease by 32 percent in impounded rivers, but the effect decreases with increasing flow duration. One‐day minimum low flows increase following regulation, except for the hydro‐electric facility on the mainstem. Hydrograph reversals occur more commonly now on the mainstem, but the tributary flood control structures experience diminished reversals. Major shifts in flood frequency occur with the largest effect occurring downstream of tributary flood control impoundments and less so downstream of the mainstem's hydroelectric facility. These overall results indicate that the hydrologic impacts of dams in humid environments can be as significant as those for large, multiple‐purpose reservoirs in more arid environments.  相似文献

By discharging excess stormwater at rates that more frequently exceed the critical flow for stream erosion, conventional detention basins often contribute to increased channel instability in urban and suburban systems that can be detrimental to aquatic habitat and water quality, as well as adjacent property and infrastructure. However, these ubiquitous assets, valued at approximately $600,000 per km2 in a representative suburban watershed, are ideal candidates to aid in reversing such cycles of channel degradation because improving their functionality would not necessarily require property acquisition or heavy construction. The objective of this research was to develop a simple, cost‐effective device that could be installed in detention basin outlets to reduce the erosive power of the relatively frequent storm events (~ < two‐year recurrence) and provide a passive bypass to maintain flood control performance during infrequent storms (such as the 100‐year recurrence). Results from a pilot installation show that the Detain H2O device reduced the cumulative sediment transport capacity of the preretrofit condition by greater than 40%, and contributed to reduced flashiness and prolonged baseflows in receiving streams. When scaling the strategy across a watershed, these results suggest that potential gains in water quality and stream channel stability could be achieved at costs that are orders of magnitude less than comparable benefits from newly constructed stormwater control measures.  相似文献

Abstract: This study compared lag time characteristics of low impact residential development with traditional residential development. Also compared were runoff volume, peak discharge, hydrograph kurtosis, runoff coefficient, and runoff threshold. Low impact development (LID) had a significantly greater centroid lag‐to‐peak, centroid lag, lag‐to‐peak, and peak lag‐to‐peak times than traditional development. Traditional development had a significantly greater depth of discharge and runoff coefficient than LID. The peak discharge in runoff from the traditional development was 1,100% greater than from the LID. The runoff threshold of the LID (6.0 mm) was 100% greater than the traditional development (3.0 mm). The hydrograph shape for the LID watershed had a negative value of kurtosis indicating a leptokurtic distribution, while traditional development had a positive value of kurtosis indicating a platykurtic distribution. The lag times of the LID were significantly greater than the traditional watershed for small (<25.4 mm) but not large (≥25.4 mm) storms; short duration (<4 h) but not long duration (≥4 h) storms; and low antecedent moisture condition (AMC; <25.4 mm) storms but not high AMC (≥25.4 mm) storms. This study indicates that LID resulted in lowered peak discharge depth, runoff coefficient, and discharge volume and increased lag times and runoff threshold compared with traditional residential development.  相似文献
