The presence of domestic dogs Canis familiaris in public open spaces is increasingly controversial. In our review of the literature, we located 133 publications of various types (papers, reports etc.) that examine some aspect of dogs in parks and open spaces (50 % focussed solely on dogs). There has been an exponential growth in the cumulative number of articles (R 2 = 0.96; 82 % published since 1997); almost all pertain to temperate latitudes (97 %) and most to the northern hemisphere (62 %). Most articles focus on impacts on wildlife (51 %), zoonotic diseases (17 %), and people’s perceptions regarding dogs (12 %). Articles mostly describe problems associated with dogs, while reports of low compliance with dog regulations are common. We outline six major findings regarding dogs in parks: (1) there is a paucity of information on dogs in parks, particularly in relation to their interactions with wildlife and regarding their management; (2) published studies are mainly restricted to a handful of locations in developed countries; (3) sectors of societies hold different views over the desirability of dogs in parks; (4) the benefits and risks of dogs to humans and park values are poorly documented and known; (5) dogs represent a notable disease risk in some but not all countries; and (6) coastal parks are over-represented in the literature in terms of potential negative impacts. Park managers globally require better information to achieve conservation outcomes from dog management in parks.  相似文献

State parks play a substantial role in the provision of outdoor recreation opportunities within the United States. Park operators must make crucial decisions in how they allocate capital expenditures, labor, and parkland to maintain recreation opportunities. Their decisions are influenced, in part, by the ecological characteristics of their state’s park system as well as the vitality of their state’s economy. In this research, we incorporate the characteristics of states’ ecosystems and their local economies into a formal production analysis of the states’ park systems from the years 1986 to 2011. Our analysis revealed all three factors of production were positive and inelastic. Expenditures on labor had the largest effect on both park utilization and operational expenditures. Our analysis also found a large degree of variability in the effects of ecological characteristics on both utilization and operating expenditures. Parkland utilization and operational expenditures were more elastic in areas such as Oceania and Mediterranean California relative to other ecological regions. These findings lead us to conclude that state park operators will experience variable levels of difficulty in both accommodating increasing demands for recreation from state parks and maintaining the existing quality of outdoor recreation provided within their system.  相似文献

Children 7–12 years of age, living in a poor neighborhood, photographed outdoor places where they liked to go in their neighborhood. In individual interviews, they discussed their photos, selected their favorite place, and discussed the places they disliked. Children identified parks and playgrounds most often both as liked and disliked places, and spaces near an acquaintance's home as their favorite place. Liked places varied according to children's age and degree of vegetation. Children's negative perceptions of places were centered on safety threats. Children distinguish favorite places from liked places only by the greater number of positive characteristics and activities they offer children. The study highlights how positive and negative features coexist in places of importance to these children.  相似文献

Martha Nussbaum argues that animals (including ourselves) are entitled to a flourishing life according to the norm for their species. Nussbaum furthermore suggests that in the case of dogs, breed norms as well as species norms are relevant. Her theses capture both common intuitions among laypeople according to which there is something wrong with the breeding of “unnatural” animals, or animals that are too different from their wild ancestors, and the dog enthusiast’s belief that dogs departing from the norms for their breed are tragic. I argue that the high diversity of the dog species and the ultimate arbitrariness of breed norms support the thesis that a conception of welfare must be tied to what the individual requires in order to flourish. In the second part of the paper, I discuss the implications that an individualized (but sufficiently sophisticated) welfare conception has for the breeding of dogs for conformation shows, for the pet market and for the performance of various tasks for which we need working dogs.  相似文献

Cynomys spp.) have been labeled as keystone species because of their influence on biological diversity and ecosystem function. However, the validity of several assumptions used to support keystone status is questionable. We review the strength of the evidence and the magnitude of the prairie dog's effects on ecosystem structure and function. We use this review to reevaluate the keystone role for prairie dogs. Our goal is to encourage sound management of the prairie dog ecosystem by improving the ecological foundation of their keystone status. Our review confirms that prairie dogs affect a number of ecosystem-level functions but that their influence on prairie vertebrates may be less than previously suggested. Species richness and abundance patterns were variable among plants, mammals, and birds and were not consistently higher on prairie dog colonies compared to uncolonized areas. In addition, only nine of the 208 species listed in the literature as observed on or near prairie dogs colonies had quantitative evidence of dependence on prairie dogs. Abundance data indicated opportunistic use of colonies for an additional 20 species. A total of 117 species may have some relationship with prairie dogs, but we lacked sufficient data to evaluate the strength of this relationship. The remaining 62 species may be accidental or alien to the system. Despite our conclusion that some prairie dog functions may be smaller than previously assumed, collectively these functions are quite large compared to other herbivores in the system. We suggest that prairie dogs also provide some unique functions not duplicated by any other species and that continued decline of prairie dogs may lead to a substantial erosion of biological diversity and landscape heterogeneity across prairie and shrub-steppe landscapes. Thus, we concur that keystone status for prairie dogs is appropriate and may aid conservation efforts that help protect species dependent on prairie dogs and support other important ecosystem functions.  相似文献

The conditions of life of many companion animals and the rate at which they are surrendered to shelters raise many ethical issues. What duties do we have towards the dogs that live in our society? To suggest answers to these questions, I first give four possible ways of looking at the relationship between man and dog: master–slave, employer–worker, parent–child, and friend–friend. I argue that the morally acceptable relationships are of a different kind but bears family resemblances to the latter three. As dogs are beings with an interest in their wellbeing, society has certain duties towards the dogs, which can be translated in legislation. But human beings also have special responsibilities towards the dogs they take into their care. Such responsibilities entail caring for their emotional and physical welfare, but also ensuring a bond of trust, which should not easily be broken.  相似文献

Nepal is considered a leader among developing nations with regard to conservation legislation and programs; it was among the first Asian nations to develop national conservation legislation, sign CITES, and develop a national conservation strategy. We review the history of modern conservation law in Nepal from the Rana period (early 1950s) to the present. The early legislation focused mainly on strict preservation of areas and species; this phase culminated in the National Parks and Wildlife Conservation Act of 1973. Subsequent legislation has evolved more in the direction of an integrated, holistic approach to conservation and is beginning to incorporate the participation of local people; subsequent amendments to the 1973 act allowed greater rights to rural villagers, and the designation of conservation areas in addition to the more strictly defined protected areas (national parks, wildlife reserves, etc.). Our review of conservation legislation suggests that Nepal has had many successes to date; the country has a protected area system covering over 10% of its land area, and many target species are recovering in parks and reserves. There are also some causes of concern, including staff shortages, financial constraints within the Department of National Parks and Wildlife Conservation, and the fact that there is little legal infrastructure outside of protected areas to enforce conservation laws; further, some aspects of hunting regulations are in need of revision. Primary needs include a comprehensive review of these policies and a nationalized strategy to ameliorate the shortcomings.  相似文献

Denmark has committed itself to the European 2010 target to halt the loss of biodiversity. Currently, Denmark is in the process of designating larger areas as national parks, and 7 areas (of a possible 32 larger nature areas) have been selected for pilot projects to test the feasibility of establishing national parks. In this article, we first evaluate the effectiveness of the a priori network of national parks proposed through expert and political consensus versus a network chosen specifically for biodiversity through quantitative analysis. Second, we analyze the potential synergy between preserving biodiversity in terms of species representation and recreational values in selecting a network of national parks. We use the actual distribution of 973 species within these 32 areas and 4 quantitative measures of recreational value. Our results show that the 7 pilot project areas are not significantly more effective in representing species than expected by chance and that considerably more efficient networks can be selected. Moreover, it is possible to select more-effective networks of areas that combine high representation of species with high ranking in terms of recreational values. Therefore, our findings suggest possible synergies between outdoor recreation and biodiversity conservation when selecting networks of national parks. Overall, this Danish case illustrates that data-driven analysis can not only provide valuable information to guide the decision-making process of designating national parks, but it can also be a means to identify solutions that simultaneously fulfill several goals (biodiversity preservation and recreational values).  相似文献

Natural areas of national parks constitute unique ecological and aesthetic resources. Since the inception of national parks, it has been apparent that they are susceptible to threats that result in significant change and damage. Today, major issues concerning management of parks relate to questions of expanded visitor use and what types of facilities are to be deemed appropriate, that is, the dilemma of preservation versus use. In the United States of America, resolution of this dilemma must, strictly speaking, be based upon intent and meaning of Congressional legislation. The traditional interpretation of legislation in the U.S. has been to provide for a balance of use and preservation. However, extensive review of the literature of national park policy reveals a remarkable lack of elaboration and clarification of legislative meaning. Based upon a critical analysis of pertinent legislation, which has heretofore been ignored, we provide an interpretation of legislative meaning which strongly supports a policy of preservation of park resources.  相似文献

Formulation of standards of quality in parks and outdoor recreation can be guided by normative theory and related empirical methods. We apply this approach to measure the acceptability of a range of use levels in national parks in Turkey and the United States. Using statistical methods for comparing norm curves across contexts, we find significant differences among Americans, British, and Turkish respondents. In particular, American and British respondents were substantially less tolerant of seeing other visitors and demonstrated higher norm intensity than Turkish respondents. We discuss the role of culture in explaining these findings, paying particular attention to Turkey as a traditional “contact culture” and the conventional emphasis on solitude and escape in American environmental history and policy. We conclude with a number of recommendations to stimulate more research on the relationship between culture and outdoor recreation.  相似文献

Fee-fishing involves paying a fee for the privilege of fishing a body of water where fish populations are enhanced by stocking fish. Past literature on this activity has focused more on the operation of the enterprise and management of the fish than the people and site characteristics. The objectives of the study were to profile anglers and describe their site/management preferences. This study utilized an on-site interview and mail-back questionnaire at fee-fishing establishments in West Virginia (n = 212). Factor analysis of desired recreation experiences yielded five factors: Experience nature & adventure, Stress release & relaxation, Trophy fishing, Escape, and Family time. Cluster analysis showed that these anglers can be segmented into two distinct clusters, differing by sociodemographic characteristics, fishing behavior, and site/management preferences. The findings from this study provide baseline data to aid public resource managers and fee-fishing business owners in determining how to provide satisfying outdoor experiences and deliver desired services on-site. Future research will be needed from additional fee-fishing sites to obtain more detail about this outdoor recreation cohort and be able to generalize to a larger population of participants.  相似文献

Public visits to parks and protected areas continue to increase and may threaten the integrity of natural and cultural resources and the quality of the visitor experience. Scientists and managers have adopted the concept of carrying capacity to address the impacts of visitor use. In the context of outdoor recreation, the social component of carrying capacity refers to the level of visitor use that can be accommodated in parks and protected areas without diminishing the quality of the visitor experience to an unacceptable degree. This study expands and illustrates the use of computer simulation modeling as a tool for proactive monitoring and adaptive management of social carrying capacity at Arches National Park. A travel simulation model of daily visitor use throughout the Park's road and trail network and at selected attraction sites was developed, and simulations were conducted to estimate a daily social carrying capacity for Delicate Arch, an attraction site in Arches National Park, and for the Park as a whole. Further, a series of simulations were conducted to estimate the effect of a mandatory shuttle bus system on daily social carrying capacity of Delicate Arch to illustrate how computer simulation modeling can be used as a tool to facilitate adaptive management of social carrying capacity.  相似文献

The urban fringe has been described as 'planning's last frontier'; a zone of transition and interface between town and country where a broad variety of land uses and activities come together, and where development pressure is often intense.

In this paper, we argue that the urban fringe possesses special characteristics, making it more than simply a transitional landscape. These characteristics centre on patterns of land use, biodiversity and leisure/development opportunity which are unique to the urban edge and to land extending away from built-up areas. The uniqueness, diversity and particular dynamics of the urban fringe demands a special brand of planning and management response. Therefore we suggest that the principle of 'multi-functionality' provides a framework for action, showing how diversity can be managed and supported. Through brief case studies, we demonstrate how functional interactions at the urban fringe might be promoted in the future.  相似文献

Experiencing nature and enjoying natural amenities have long been identified as key motives for rural second home tourism. However, the more people travel and spend time in the natural environment, the more it is disturbed by their actions and activities. In this paper, we examine how people perceive the environmental impacts of rural second home tourism and how they justify their views. The study focuses on Finland where rural second homes are widespread. Analysis is based on a questionnaire survey conducted among Finns in 2012 (n?=?1189). Responses from different groups of respondents (second home owners, regular users of second homes and non-users) are quantitatively and qualitatively analysed. The results indicate that the Finnish respondents generally think that second home tourism poses some degree of harmful environmental impacts. However, it is the second home owners who are least worried about these environmental impacts. They generally justify their opinions using a “place-related” perspective, that is, by referring to their own experiences and actions at the cottage site. In contrast, the non-users see environmental impacts more often from a broader perspective by referring to the wider environmental interconnections with second home tourism. In our discussion, we introduce the notions of place-based (relative) and phenomenon-based (relational) environmental perceptions as a potential framework for future research on this topic. In mitigating the increasing environmental impacts of second home tourism, understanding the environmental perceptions and awareness of second home owners and users is crucial to be successful in mobilising sustainable options and environmental governance.  相似文献

ABSTRACT

This article examines the provision of public parks in Latino and non-Latino neighbourhoods in the Phoenix Metropolitan Area. Though previous research has examined the socio-spatial distribution of urban parks, few have analysed both accessibility and variations in park features associated with the Latino composition of neighbourhoods. In this study, geographical information systems were employed to assess the availability and accessibility of neighbourhood parks, and Google Earth was used to audit their natural and built environmental features. Analysis of variance (ANOVA) with Games-Howell post hoc test was applied to examine the hypothesis that park resources are not equitably distributed across neighbourhoods, and that Latino places are disproportionally affected by a suboptimal provision of park space and services. The analysis points to invariance across neighbourhoods in terms of quantity and features of public parks, so the expected systemic pattern of inequality affecting Latino neighbourhoods in Phoenix Metro was not found. The study suggests, however, some areas wherein cities in the Phoenix Metropolitan Area could act to improve the allocation of public park resources and engage the diversity of local populations.  相似文献

This paper investigates the effectiveness of protected areas in slowing tropical forest clearing in 64 countries in Asia/Pacific, Africa and Latin America during the period of 2001–2012 by comparing deforestation rates inside and within 10 km outside of the boundaries of protected areas. Annual time series of these deforestation rates were constructed from recently published high‐resolution data on forest clearing from Hansen et al. (2013). For 4,028 parks, panel estimation based on a variety of park characteristics was conducted to test if deforestation was lower in protected areas because of their protected status, or if other factors explained the difference. From a sample of 726 parks established since 2002, a test was also conducted to investigate the effect of park establishment on protection. Findings suggest park size, national park status and management by indigenous people all are significantly associated with effective protection across regions. For the Asia/Pacific region, the test offers compelling evidence that park establishment has a near‐immediate and powerful effect.  相似文献

Public parks are important to urban environments, residents, and visitors. Among other functions, they provide environmental services, such as air and water purification, and they increase both recreational opportunities and the attractiveness of the urban environment. Because of their importance, urban parks serve as public spaces that provide visitors and urban residents with rights to the city. This paper identifies the dearth of urban public parks in Accra-Tema city-region as worrying. The Accra Plan 1958 underscored the significance of green spaces and designated the coastal strip for parks development but the areas have been lost to various urban uses. We argue that the continual neglect of public parks within urban planning and community development schemes in the Accra-Tema city-region is a major concern because it is depriving the citizens a right to the city and its public spaces. A number of factors have worked adversely against the provision of public parks and green spaces in the city-region. These include development pressures, undue political interference, a complex land delivery system, and ad hoc planning. The paper concludes by offering policy suggestions as to how to resolve the dearth of parks and green spaces in the city-region.  相似文献

We investigated the reliability and stability of favourite place selections and evaluations of place attachment over a 10-month period. A simple random sample of 1273 respondents representative of the population of the two largest cities in Finland completed a mailed questionnaire. Reliability data was obtained in a second questionnaire (N = 427). We obtained five main favourite place types which were extensively managed natural settings (mainly urban woodlands), urban green spaces (mostly parks), waterside environments, exercise and activity/hobby areas, and indoor and outdoor urban areas. Sixty-four percent of the respondents in the second survey selected the same main favourite place type as 10 months earlier, which is more than what might be expected by chance. Extensively managed natural settings (mainly urban woodlands) and waterside environments were reselected most often. Indoor and outdoor urban favourite places had the lowest stability. We found evidence of people being more consistent in their attachment to natural favourite places than to urban favourite places. The findings lend further credence and credibility to earlier results concerning self-regulation and restorative experiences in favourite places.  相似文献

Utilizing an adaptation of the Universal Soil Loss Equation, this article discusses a method for approximating the physical carrying capacity of natural areas for outdoor recreation. Classification of forested woodland and field environments is based upon the conversion of ground cover coefficients to the percentage of ground cover required to maintain soil productivity over time. Four canopy types, three canopy densities, and two general types of ground cover are recognized in the equation as well as soil characteristics, topographical variations, and rainfall velocities and intensities. The method requires that the areal distribution of soils occurring within natural areas be mapped. Approximations will vary according to the intensity of the planning desired, and may range from a general classification of large land areas to highly site-specific evaluations. Data generated from over 40 years of cooperative research form the basis for classifying natural areas according to their relative physical capacities to accommodate outdoor recreation.  相似文献
