The 6th Intergovernmental Negotiating Committee (INC 6), under the Stockholm Convention on POPs, gave an expert group the mandate to develop guidelines for the application and implementation of best available techniques (BAT) and best environmental practices (BEP) for the prevention and reduction of unintentionally produced and emitted POPs, including polychlorinated dibenzodioxins/-furans (PCDD/Fs), polychlorinated biphenyls (PCBs) and hexachlorobenzene (HCB). Measures to reduce or eliminate the release of these POPs to the environment can be found in Article 5 of the Convention. BAT and BEP are already being applied as emission reduction instruments in a number of industrialised countries and are elements of other major international treaties, e.g. the UN ECE Protocol on POPs and the Marine Convention's OSPAR and HELCOM, and of the EU Directive for Integrated Pollution Prevention and Control (IPPC Directive). Existing concepts are presented and compared with the requirements of the Stockholm Convention. Consequences, perspectives and questions for the future intersessional work of the above-mentioned Expert Group are discussed.  相似文献

Background, aim, and scope

Over the years, organic pollution in the environment has aroused people’s concern worldwide, especially persistent organic pollutants (POPs). Particularly in developing countries, plenty of concentrated organic wastewaters treated noneffectively are discharged into aquatic environments from chemical, textile, paper-making, and other industries to seriously threaten the surface and drinking water. The conventional wastewater treatment techniques are often helpless due to high cost with multilevel processing. Adsorption as an efficient method is often applied to the treatment of wastewater. The aim of this work is to develop an eco-friendly and cost-effective wastewater-sorbing material with weak acidic pink red B (APRB) and calcium carbonate (CaCO3) by reusing highly concentrated dye wastewater.  相似文献

Background, aim, and scope

Polycyclic aromatic hydrocarbons (PAHs) are often found in oily wastewaters. Their presence is usually the result of human activities and has a negative effect on the environment. One important step in addressing this problem is to evaluate the effectiveness of PAH removal by biological processes since these are the most cost-effective treatments known today. Many techniques are presently available for PAH determination in wastewaters. Solid phase microextracion (SPME) is known to be one of the most effective techniques for this purpose. When analyzing complex matrices with substances such as natural organic matter (NOM) and non-aqueous phase liquids (NAPL), it is important to differentiate the free dissolved PAH from matrix-bonded PAH. PAHs associated with the bonded fraction are less susceptible to biological treatment. The present study concerns the development of a simple and suitable methodology for the determination of the freely dissolved and the total fraction of PAHs present in oily wastewaters. The methodology was then applied to an oily wastewater from a fuel station retention basin.  相似文献

Purpose

Industrial wastewater flow caused operational difficulties in the wastewater treatment plant in Debrecen, Hungary. Bioaugmentation was successfully applied to maintain effluent quality in the periods when wastewater of high starch content was accepted, but, at the end of 2008, the nitrification capacity of the plant decreased considerably due to improperly pre-treated pharmaceutical wastewater.  相似文献

Introduction

Increasing demand for water has stimulated efforts to treat wastewater for reuse in agriculture. Decentralized facilities for wastewater treatment became popular as a solution to remote and small communities. These systems mimic natural wetlands, cleaning wastewater as they flow through a complex of filter media, microbial fauna, and vegetation. The function of plants in constructed wetlands (CWs) has not been fully elucidated yet.  相似文献

Introduction

Effluent organic matter from biological wastewater treatment plants is composed of degradation products and soluble microbial products (SMP). Protein, polysaccharide, humic acid, and DNA were major biomolecules of SMP. Little is known about the effects of SMP as microbially derived precursors on disinfection byproduct formation and speciation in biologically treated wastewater. In addition, there has never been any attempt to directly chlorinate the major biomolecules of SMP.  相似文献

Background, aim and scope

Opposite interests must coexist in coastal areas: the presence of significant cities and urban centres, of touristic and recreational areas, and of extensive shellfish farming. To avoid local pollution caused by treated wastewaters along the Northern Adriatic coast (Friuli Venezia-Giulia and Veneto regions), marine outfall systems have been constructed. In this study, the application of a numerical dispersion model is used to support the traditional monitoring methods in order to link information concerning the hydrodynamic circulation and the microbiological features, to evaluate possible health risks associated with recreational and coastal shellfish farming activities. The study is a preliminary analysis of the environmental impact of wastewater treatment plants (WWTPs) with submarine discharge outfalls. It also could be useful for the water profile definition according to the Directive 2006/7/EC on the quality of bathing water and for the integrated areal analysis (Ostoich et al. 2006), to define the area of influence of each submarine discharge point.  相似文献

Background, aim, and scope

For many years, highly concentrated wastewater generated from the pulp and paper industry has become the focus of much concern worldwide. The objectives of this study were to determine the treatment efficiency of the alkaline peroxide mechanical pulp (APMP) process wastewater using a sequencing batch reactor (SBR) and analyze the microbial dynamics of the wastewater treatment system using the random amplified polymorphic DNA (RAPD) method.  相似文献

Introduction

Textile industries release large amount of wastewater to the environment which alters the clarity of water, interfere with light penetration, and pose toxicity to microbes and fish species. In order to remove the dye from wastewater, this study aimed to optimize electro-oxidation process for the degradation of textile dye C.I. Reactive Orange 107 in wastewater using a statistical tool.  相似文献

Background and aim

Many rivers have to receive treated or untreated wastewater as the main water sources in the world, especially in the countries facing with water shortage. For instance, the Haihe and Huaihe River Basin, which are among areas facing crises for water resources in China, receive 33,400 million tons of wastewater per year. As the sediment has large capacity for sorbing hydrophobic organic pollutants such as polycyclic aromatic hydrocarbons (PAHs), it can act as a natural repository for the contaminants. This means pollutants can release into water phase again under some conditions, such as resuspension, sediment dredging, etc. The objective of this research was to study the trends of PAH release from sediments in rivers receiving much wastewater, such as Yongding New River (YD), Northsewer (NS), and Southsewer (SS) from Haihe River Basin. These rivers received most of the wastewater from Tianjin, China and merge into Bohai Bay finally.  相似文献

Background

Emerging contaminants (ECs) are commonly derived from industrial wastewater, which is often a consequence of an inadequate treatment of the latter. Improperly pretreated pharmaceutical wastewater could cause difficulties in operations of wastewater treatment plants while incomplete elimination of ECs during the processing might result in their appearance in drinking water.  相似文献

Goal Scope and Background. The European Directive on Energy Performance of Buildings which came into force 16 December 2002 will be implemented in the legislation of Member States by 4 January 2006. In addition to the aim of improving the overall energy efficiency of new buildings, large existing buildings will become a target for improvement, as soon as they undergo significant renovation. The building sector is responsible for about 40% of Europe's total end energy consumption and hence this Directive is an important step for the European Union in order that it should reach the level of saving required by the Kyoto Agreement. In this the EU is committed to reduce CO2 emissions relative to the base year of 1990 by 8 per cent, by 2010. But what will be the impact of the new Directive, how large could be the impacts of extending the obligation for energy efficiency retrofitting towards smaller buildings? Can improvement of the insulation offset or reduce the growing energy consumption from the increasing installation of cooling installations? EURIMA, the European Insulation Manufacturers Association and EuroACE, the European Alliance of Companies for Energy Efficiency in Buildings, asked Ecofys to address these questions.

Methods

The effect of the EPB Directive on the emissions associated with the heating energy consumption of the total EU 15 building stock has been examined in a model calculation, using the Built Environment Analysis Model (BEAM), which was developed by Ecofys to investigate energy saving measures in the building stock. The great complexity of the EU-15 building stock had to be simplified by examining five standard buildings with eight insulation standards, which are assigned to building age and renovation status. Furthermore, three climatic regions (cold, moderate, warm) were distinguished for the calculation of the heating energy demand. This gave a basic 210 building types for which the heating energy demand and CO2 emissions from heating were calculated according to the principles of the European Norm EN 832.

Results and Discussion

The model calculations demonstrates that the main contributor to the total heating related CO2 emissions of 725 Mt/a from the EU building stock in 2002 is the residential sector (77%) while the remaining 23% originates from non-residential buildings. In the residential sector, single-family houses represent the largest group responsible for 60% of the total CO2 emissions equivalent to 435 Mt/a.

-

- The technical potential: If all retrofit measures in the scope of the Directive were realised immediately for the complete residential and non-residential building stock the overall CO2 emission savings would add up to 82 Mt/a. An additional saving potential compared to the Directive of 69 Mt/a would be created if the scope of the Directive was extended to cover retrofit measures in multi-family dwellings (200-1000m2) and non-residential buildings smaller than 1000m2 used floor space. In addition including the large group of single-family dwellings would lead to a potential for additional CO2 emission reductions compared to the Directive of 316 Mt/a.

-

- Temporal mobilization of the potential: Calculations based on the building stock as it develops over time with average retrofit rates demonstrated that regulations introduced following the EPB Directive result in a CO2 emissions decrease of 34 Mt/a by the year 2010 compared to the business as usual scenario. Extending the scope of the EPB Directive to all residential buildings (including single and multi-family dwellings), the CO2 emission savings potential over the 'business as usual' scenario could be doubled to 69 Mt/a in the year 2010. This creates an additional saving potential compared to the Directive of 36 Mt/a.

-

- Cooling demand: The analysis demonstrated that in warm climatic zones the cooling demand can be reduced drastically by a combination of lowering the internal heat loads and by improved insulation. With the reduction of the heat loads to a moderate level the cooling demand, e.g. of a terraced house located in Madrid, can be reduced by an additional 85% if the insulation level is improved appropriately.

Conclusions

This study demonstrates that the European Directive on Energy Performance of Buildings will have a significant impact on the CO2 emissions of the European building stock. The main saving potential lies in insulation of the existing building stock. Beyond this, CO2 emissions could, however, be greatly reduced if the scope of the Directive were to be extended to include retrofit of smaller buildings.

Recommendation and Perspective

The reductions should be seen in relation to the remaining gap of 190 Mt CO2 eq. per annum between the current emission levels of EU-15 and the target under the Kyoto-Protocol for the year 2010. The energy and industrial sector will probably contribute only a fraction of this reduction via the newly established EU emissions trading scheme and connected projects under the flexible mechanism. In addition, the traffic sector is likely to continue its growth path leading to a widening of the gap. Thus, there is likely to be considerable pressure on the EU building sector to contribute to the EU climate targets beyond what will be achieved by means of the current EPB Directive. Legislators on the EU and national level are therefore advised to take accelerated actions to tap the very significant emission reduction potentials available in the EU building stock.  相似文献

Background, aim, and scope

The need for global and integrated approaches to water resources management, both from the quantitative and the qualitative point of view, has long been recognized. Water quality management is a major issue for sustainable development and a mandatory task with respect to the implementation of the European Water Framework Directive as well as the Swiss legislation. However, data modelling to develop relational databases and subsequent geographic information system (GIS)-based water management instruments are a rather recent and not that widespread trend. The publication of overall guidelines for data modelling along with the EU Water Framework Directive is an important milestone in this area. Improving overall water quality requires better and more easily accessible data, but also the possibility to link data to simulation models. Models are to be used to derive indicators that will in turn support decision-making processes. For this whole chain to become effective at a river basin scale, all its components have to become part of the current daily practice of the local water administration. Any system, tool, or instrument that is not designed to meet, first of all, the fundamental needs of its primary end-users has almost no chance to be successful in the longer term.  相似文献

Background, aim and scope

Due to the numerous anthropogenic stress factors that affect aquatic ecosystems, a better understanding of the adverse consequences on the biological community of combined pressures is needed to attain the objectives of the European Water Framework Directive. In this study we propose an innovative approach to assess the biological impact of toxicants under field conditions on a large spatial scale.  相似文献
