Abstract:  Funding of ecological research and monitoring of Neotropical migratory birds on their overwintering grounds has benefited both migratory and permanent-resident species. Using examples from our work in Puerto Rico and the Dominican Republic, we demonstrate that ecological research of overwintering migrants often provides information about the ecology and demography of little-known tropical resident birds. Critically important long-term monitoring in Puerto Rico with a focus on winter residents has provided information on the relationships between annual rainfall and fluctuations in resident bird populations and survival rates. It also has alerted local biologists to declines in resident bird populations, including a decline apparently driven by the entry of a brood parasite. But migrant-focused research may also have had an underappreciated effect on the development of conservation capacity and conservation efforts in host countries. Investments in research on Neotropical migrants overwintering on Hispaniola have resulted in a huge increase in field training of students and wildlife professionals, promoted conservation awareness at local and national levels, played an important role in the growth and professionalization of key environmental organizations, spawned a growing ecotourism industry for bird-watching, and driven national park management planning and conservation efforts for all bird species. We encourage funding organizations and agencies to consider the broader impacts of funding migratory-bird research and monitoring efforts, and we encourage researchers in the tropics to use protocols that provide the most information about all the birds that use the study areas involved and to be aware of important opportunities that they may have to build capacity in host countries.  相似文献

Abstract: Conservation biology has provided wildlife managers with a wealth of concepts and tools for use in conservation planning; among them is the surrogate species concept. Over the past 20 years, a growing body of empirical literature has demonstrated the limited effectiveness of surrogates as management tools, unless it is first established that the target species and surrogate will respond similarly to a given set of environmental conditions. Wildlife managers and policy makers have adopted the surrogate species concept, reflecting the limited information available on most species at risk of extirpation or extinction and constraints on resources available to support conservation efforts. We examined the use of surrogate species, in the form of cross‐taxon response‐indicator species (that is, one species from which data are used to guide management planning for another, distinct species) in the Sacramento‐San Joaquin Delta, California (U.S.A.). In that system there has been increasing reliance on surrogates in conservation planning for species listed under federal or state endangered species acts, although the agencies applying the surrogate species concept did not first validate that the surrogate and target species respond similarly to relevant environmental conditions. During the same period, conservation biologists demonstrated that the surrogate concept is generally unsupported by ecological theory and empirical evidence. Recently developed validation procedures may allow for the productive use of surrogates in conservation planning, but, used without validation, the surrogate species concept is not a reliable planning tool.  相似文献

Increasingly, large-scale conservation initiatives (e.g. through protected area networks and transboundary connectivity initiatives) are growing in prevalence as their diverse sustainability benefits are further understood. Conventional, centralized approaches to conservation, often featuring unconnected discrete ‘patches’, are no longer sufficient for achieving effective, long-term protection. The purpose of this study was to gain a better understanding of how to achieve effective large-scale conservation initiatives by addressing the following objectives: (1) To assess the degree to which local actors are involved in coastal and marine conservation practices, with a focus on large-scale conservation initiatives (LCIs); and, (2) To identify barriers and opportunities for achieving effective large-scale conservation. This paper presents findings from research in the Dominican Republic where social-ecological components of coastal and marine systems are considered from multiple perspectives to advance management and increase effectiveness of LCIs. Data were acquired through semi-structured interviews with 35 coastal and marine actors (e.g. fishers, ministers, non-governmental organizations, practitioners, academics) working at local to international scales. Interview data were analysed through thematic coding using QSR-Nvivo 12 software. Respondents expressed that non-governmental actors (e.g. private organizations, coastal communities) should have an increased role in developing, implementing and managing coastal and marine LCIs. Additionally, respondents commented on strategies to enhance social connectivity (i.e. sharing experiences, programs and expertise) within coastal and marine practices to enhance effectiveness and facilitate learning. Findings contribute to the understanding of complex coastal and marine social-ecological systems of the Dominican Republic and provide further support for involving multiple actors in governance processes.  相似文献

Growing threats to biodiversity and global alteration of habitats and species distributions make it increasingly necessary to consider evolutionary patterns in conservation decision making. Yet, there is no clear‐cut guidance on how genetic features can be incorporated into conservation‐planning processes, despite multiple molecular markers and several genetic metrics for each marker type to choose from. Genetic patterns differ between species, but the potential tradeoffs among genetic objectives for multiple species in conservation planning are currently understudied. We compared spatial conservation prioritizations derived from 2 metrics of genetic diversity (nucleotide and haplotype diversity) and 2 metrics of genetic isolation (private haplotypes and local genetic differentiation) in mitochondrial DNA of 5 marine species. We compared outcomes of conservation plans based only on habitat representation with plans based on genetic data and habitat representation. Fewer priority areas were selected for conservation plans based solely on habitat representation than on plans that included habitat and genetic data. All 4 genetic metrics selected approximately similar conservation‐priority areas, which is likely a result of prioritizing genetic patterns across a genetically diverse array of species. Largely, our results suggest that multispecies genetic conservation objectives are vital to creating protected‐area networks that appropriately preserve community‐level evolutionary patterns.  相似文献

Biodiversity conservation has been criticized for undermining or ignoring social well‐being. Currently efforts to mutually promote social justice, rural development, and biodiversity conservation, which have been contentious and yielded mixed results, continue to spread despite a general dearth of effective management strategies. We contend that social and economic concerns should be integral to conservation planning and propose that the scale of these phenomena is also critical. To evaluate the merit of this proposal, we adopted and expanded a conservation management strategy framework developed by Joel Heinen and examined how population density, economic disparity, and ethnic heterogeneity vary spatially surrounding 2 contrasting protected areas in East Africa: Kibale National Park in Uganda and Tarangire National Park in Tanzania. Analyses of demographic, wealth, and ethnicity data from regional censuses and household surveys conducted in 2009 and 2010 indicated that choice of scale (landscape or community) changed the management strategies recommended by the model. Therefore, “several small” people?park management strategies varying around a given protected area may be more appropriate than a “single large” people–park strategy applied across an entire protected area. Correspondingly, scale adjusted Heinen recommendations offered new strategies for effective conservation management within these human landscapes not incorporated in current in situ management plans. Knowledge co‐production and boundary work offer planners a new frame for critically designing a social process that fosters collaborative implementation of resulting plans. Knowledge co‐production involves stakeholders from diverse knowledge systems working iteratively toward common vision and action. Boundary work is a means of creating permeable knowledge boundaries that satisfy the needs of multiple social groups while guarding the functional integrity of contributing knowledge systems. Resulting products are boundary objects of mutual interest that maintain coherence across all knowledge boundaries. We examined how knowledge co‐production and boundary work can bridge the gap between planning and implementation and promote cross‐sectoral cooperation. We applied these concepts to well‐established stages in regional conservation planning within a national scale conservation planning project aimed at identifying areas for conserving rivers and wetlands of South Africa and developing an institutional environment for promoting their conservation. Knowledge co‐production occurred iteratively over 4 years in interactive stake‐holder workshops that included co‐development of national freshwater conservation goals and spatial data on freshwater biodiversity and local conservation feasibility; translation of goals into quantitative inputs that were used in Marxan to select draft priority conservation areas; review of draft priority areas; and packaging of resulting map products into an atlas and implementation manual to promote application of the priority area maps in 37 different decision‐making contexts. Knowledge co‐production stimulated dialogue and negotiation and built capacity for multi‐scale implementation beyond the project. The resulting maps and information integrated diverse knowledge types of over 450 stakeholders and represented >1000 years of collective experience. The maps provided a consistent national source of information on priority conservation areas for rivers and wetlands and have been applied in 25 of the 37 use contexts since their launch just over 3 years ago. When framed as a knowledge co‐production process supported by boundary work, regional conservation plans can be developed into valuable boundary objects that offer a tangible tool for multi‐agency cooperation around conservation. Our work provides practical guidance for promoting uptake of conservation science and contributes to an evidence base on how conservation efforts can be improved.  相似文献

Systematic conservation planning is intended to inform spatially explicit decision making. Doing so requires that it be integrated into complex regulatory and governance processes, and there are limited instances where this has been achieved effectively. South Africa is a global leader in the application of conservation plans, the outputs of which are widely used for spatial planning and decision making in many spheres of government. We aimed to determine how conservation planning in the country progressed from theory to implementation, and to identify practical actions that enabled this transition, by assessing temporal trends in the characteristics of conservation plans (1990–2017, n = 94). Since 2010 conservation planning has entered an operational period characterized by government leadership of plans, administrative rather than ecological planning domains, decreasing size of planning units, increasing emphasis on end-user products, and scheduled revision of plans. Key actions that enabled this progression include transitioning leadership of plans from scientists to practitioners, building capacity within implementing agencies, creating opportunities to integrate plans in legislative processes, establishing a strong community of practice, adopting implementation-focused methods, and balancing standardization with innovation. Learning from this model will allow other countries, particularly those with a similar megadiverse, developing context, to operationalize conservation planning into spatial planning and decision making.  相似文献

The purpose of this research is to quantify and assess geospatial land-use and land-cover (LULC) changes in the coastal counties of Mobile and Baldwin, Alabama using nine Landsat images from 1974–2008. A study-specific classification scheme was devised comprising upland herbaceous, upland forest, non-woody and woody wetlands, open water, and urban categories. Upland forest was the most dominant terrestrial cover type. Wetlands averaged 17% and urban averaged 7%. A majority of the urban expansion occurred between 1974 and 1979 (26%). Thirty-four percent of the 2008 urban areas were upland forest in 1974. Watershed-scale analysis of Three Mile Creek and D’Olive Bay highlights the temporal and spatial differences of urbanization for watersheds found within the same region. This study is a Gulf of Mexico Alliance (GOMA) Application Pilot project that uses NASA data products to benefit coastal environmental managers and community members. Results have led to increased effectiveness of coastal conservation decision-making, increased understanding of post-hurricane LULC change, continued research on habitat change impacts, and contributed to timely conservation planning efforts. This study has benefited the development of watershed management plans by the Mobile Bay National Estuary Program, which is especially important given projected climate change.  相似文献

Abstract: Because habitat loss due to urbanization is a primary threat to biodiversity, and land‐use decisions in urbanizing areas are mainly made at the local level, land‐use planning by municipal planning departments has a potentially important—but largely unrealized—role in conserving biodiversity. To understand planners’ perspectives on the factors that facilitate and impede biodiversity conservation in local planning, we interviewed directors of 17 municipal planning departments in the greater Seattle (Washington, U.S.A.) area and compared responses of planners from similar‐sized jurisdictions that were “high” and “low performing” with respect to incorporation of biodiversity conservation in local planning. Planners from low‐performing jurisdictions regarded mandates from higher governmental levels as the primary drivers of biodiversity conservation, whereas those from high‐performing jurisdictions regarded community values as the main drivers, although they also indicated that mandates were important. Biodiversity conservation was associated with presence of local conservation flagship elements (e.g., salmonids) and human‐centered benefits of biodiversity conservation (e.g., quality of life). Planners from high‐ and low‐performing jurisdictions favored different planning mechanisms for biodiversity conservation, perhaps reflecting differences in funding and staffing. High performers reported more collaborations with other entities on biodiversity issues. Planners’ comments indicated that the term biodiversity may be problematic in the context of local planning. The action most planners recommended to increase biodiversity conservation in local planning was public education. These results suggest that to advance biodiversity conservation in local land‐use planning, conservation biologists should investigate and educate the public about local conservation flagships and human benefits of local biodiversity, work to raise ecological literacy and explain biodiversity more effectively to the public, and promote collaboration on biodiversity conservation among jurisdictions and inclusion of biodiversity specialists in planning departments.  相似文献

I describe three theoretical approaches to endangered species conservation: public-sector models, private-sector models, and mixed models. Criteria to consider in evaluating these models are scientific, economic, legal, ethical, and administrative. The history of conservation efforts on behalf of the endangered Whooping Crane ( Grus americana ) is used as an example of a mixed-model approach (one that involves both public- and private-sector organizations and individuals) to the conservation of endangered species. Evaluation of Whooping Crane conservation efforts, using the specified criteria, suggests that this mixed model gets relatively high marks in all areas. My recommendations for endangered species conservation activities include (1) ensuring that all potential sources of scientific expertise and "caring" are included, (2) developing a robust national funding mechanism for endangered species conservation efforts, and (3) creating streamlined administrative structures and operating procedures tailored to the unique needs of each endangered species conservation team. Broader implications of the Whooping Crane story for conservation biology as a profession and for conservation biologists as individuals include (1) being inclusive rather than exclusive in conservation planning and implementation, (2) recognizing the power of individual initiative and commitment, (3) collecting basic data over an extended period of time, and (4) emphasizing the importance of communication, cooperation, and coordination.  相似文献

Abstract: Conservation biologists and natural resource managers are both working to maintain species, but their approaches and priorities differ. The contrast was highlighted when the World Conservation Union (IUCN) listed some commercial fish species, such as the Atlantic cod ( Gadus morhua ), in the 1996 Red List of Threatened Animals. These species qualified under IUCN's criteria because they had undergone a marked decline in abundance. Disagreements over these listings revealed fundamental differences between resource managers and conservation biologists. Resource managers aiming to maximize continuing yields using specific, explicit, and data-rich models, generally have not considered risk assessment and sometimes face the necessity for political compromises. Conservation biologists generally consider a wide diversity of species and operate in a data-poor and precautionary context with an overall aim of minimizing extinction risk. The IUCN Red List is an extreme case in point and uses simple criteria for evaluating the conservation status of all species. Under these circumstances, it can do little more than indicate a species' status in order to prompt further investigation by the appropriate body. We suggest that productive collaboration between conservation biologists and resource managers will start with an understanding of these different perspectives and will benefit from common interests in precautionary approaches, ecosystem approaches, and adaptive management studies.  相似文献

Abstract:  Pteropus livingstonii , P. voeltzkowi , and P. rodricensis are three critically endangered fruit bats from western Indian Ocean islands for which multidisciplinary conservation programs have been established that include environmental education programs (EEPs). We describe these EEPs in terms of the strategies used to achieve them and evaluate the educational and conservation outcomes and impacts of the programs. Educational outputs (including posters, stickers, videos, lesson plans, and workshops), primarily linking human needs to the ecosystem services provided by bats, were delivered to schools and community groups, and local environmental educators were trained to further develop the EEPs. Outcomes included increased local awareness about the bats and their conservation, training of environmental educators, inclusion of bat conservation and environmental issues in the school curricula, and establishment of community-based environmental nongovernmental organizations (NGOs). Extensive prior planning, presentations in local languages, distribution of outputs through existing networks of educators, training of local educators, establishment of local environmental NGOs, and local capacity-building were all associated with these EEPs achieving their goals in the under-resourced island locations where these bats are found. The EEPs were also important in the development of other components of their respective conservation programs, such as population monitoring programs. Although long-term conservation impacts, particularly tackling habitat loss, are slow to materialize and social and economic issues need to be addressed, these EEPs have already had important outcomes and have established the foundation for future conservation actions.  相似文献

Abstract:   Resources for prescribed fire are frequently insufficient to manage public lands for all conservation and resource management objectives, necessitating prioritization of the application of fire across the landscape within any given year. Defining tradeoffs when applying prescribed fire to large landscapes is problematic not only because of the complexity of weighing competing management objectives at the landscape scale, but also because of the difficult nature of independently applying need-to-burn criteria to large areas. We present a case study of a simple modeling process implemented at Eglin Air Force Base in the Florida Panhandle (U.S.A.) to prioritize the application of prescribed fire. In a workshop setting, managers and biologists identified key conservation criteria and landscape management objectives that drive the application of prescribed fire. Remote sensing and other spatial data were developed to directly or indirectly represent all these criteria. Using geographic information system software, managers and biologists weighted each criterion according to its relative contribution to overall burn prioritization, and individual values for the criterion were scored according to how they influence the need to burn. Subsequently, this process has been validated and modified through ecological monitoring. This modeling process has also been applied to the 77,400-ha Blackwater River State Forest, public land adjacent to Eglin Air Force Base, demonstrating its applicability to lands with varying management priorities. The advantages of this model-based approach for prioritizing prescribed fire include the reliance on accessible, inexpensive software, the development of spatially explicit management objectives, the ease of transferability, and clearly stated assumptions about management that may be tested and reviewed through monitoring and public comment.  相似文献

Abstract: We examined the relationship between authorship and the use of biological information in recovery plans under the U.S. Endangered Species Act. Approximately one-third of recovery plans were written solely by federal government employees, and one-third of plans included authors with university affiliations. The number of plans written strictly by federal staff increased significantly over time, whereas the percentage of plans that included authors with university affiliation remained unchanged. We tested three hypotheses posed by Clark et al. (1994) regarding authorship and endangered species recovery and found that (1) groups of authors from diverse affiliations are likely to strengthen the recovery planning process, (2) recovery plans lacking nonfederal participation suffer from inadequate attention to species biology, and (3) academic affiliation is strongly associated with the use of focal-species biology in recovery plans. Our results suggest that modifying the choice of participants in the recovery planning process may increase the use of biological information in recovery measures recommended in recovery plans and thus influence the eventual success of recovery efforts.  相似文献

Abstract:  Systematic conservation assessment and conservation planning are two distinct fields of conservation science often confused as one and the same. Systematic conservation assessment is the technical, often computer-based, identification of priority areas for conservation. Conservation planning is composed of a systematic conservation assessment coupled with processes for development of an implementation strategy and stakeholder collaboration. The peer-reviewed conservation biology literature abounds with studies analyzing the performance of assessments (e.g., area-selection techniques). This information alone, however, can never deliver effective conservation action; it informs conservation planning. Examples of how to translate systematic assessment outputs into knowledge and then use them for "doing" conservation are rare. South Africa has received generous international and domestic funding for regional conservation planning since the mid-1990s. We reviewed eight South African conservation planning processes and identified key ingredients of best practice for undertaking systematic conservation assessments in a way that facilitates implementing conservation action. These key ingredients include the design of conservation planning processes, skills for conservation assessment teams, collaboration with stakeholders, and interpretation and mainstreaming of products (e.g., maps) for stakeholders. Social learning institutions are critical to the successful operationalization of assessments within broader conservation planning processes and should include not only conservation planners but also diverse interest groups, including rural landowners, politicians, and government employees.  相似文献

Systematic conservation planning optimizes trade‐offs between biodiversity conservation and human activities by accounting for socioeconomic costs while aiming to achieve prescribed conservation objectives. However, the most cost‐efficient conservation plan can be very dissimilar to any other plan achieving the set of conservation objectives. This is problematic under conditions of implementation uncertainty (e.g., if all or part of the plan becomes unattainable). We determined through simulations of parallel implementation of conservation plans and habitat loss the conditions under which optimal plans have limited chances of implementation and where implementation attempts would fail to meet objectives. We then devised a new, flexible method for identifying conservation priorities and scheduling conservation actions. This method entails generating a number of alternative plans, calculating the similarity in site composition among all plans, and selecting the plan with the highest density of neighboring plans in similarity space. We compared our method with the classic method that maximizes cost efficiency with synthetic and real data sets. When implementation was uncertain—a common reality—our method provided higher likelihood of achieving conservation targets. We found that χ, a measure of the shortfall in objectives achieved by a conservation plan if the plan could not be implemented entirely, was the main factor determining the relative performance of a flexibility enhanced approach to conservation prioritization. Our findings should help planning authorities prioritize conservation efforts in the face of uncertainty about future condition and availability of sites.  相似文献

Despite its successes, the U.S. Endangered Species Act (ESA) has proven challenging to implement due to funding limitations, workload backlog, and other problems. As threats to species survival intensify and as more species come under threat, the need for the ESA and similar conservation laws and policies in other countries to function efficiently has grown. Attempts by the U.S. Fish and Wildlife Service (USFWS) to streamline ESA decisions include multispecies recovery plans and habitat conservation plans. We address species status assessment (SSA), a USFWS process to inform ESA decisions from listing to recovery, within the context of multispecies and ecosystem planning. Although existing SSAs have a single-species focus, ecosystem-based research can efficiently inform multiple SSAs within a region and provide a foundation for transition to multispecies SSAs in the future. We considered at-risk grassland species and ecosystems within the southeastern United States, where a disproportionate number of rare and endemic species are associated with grasslands. To initiate our ecosystem-based approach, we used a combined literature-based and structured World Café workshop format to identify science needs for SSAs. Discussions concentrated on 5 categories of threats to grassland species and ecosystems, consistent with recommendations to make shared threats a focus of planning under the ESA: (1) habitat loss, fragmentation, and disruption of functional connectivity; (2) climate change; (3) altered disturbance regimes; (4) invasive species; and (5) localized impacts. For each threat, workshop participants identified science and information needs, including database availability, research priorities, and modeling and mapping needs. Grouping species by habitat and shared threats can make the SSA process and other planning processes for conservation of at-risk species worldwide more efficient and useful. We found a combination of literature review and structured discussion effective for identifying the scientific information and analysis needed to support the development of multiple SSAs. Abstract:  An increasing number of applied disciplines are utilizing evidence-based frameworks to review and disseminate the effectiveness of management and policy interventions. The rationale is that increased accessibility of the best available evidence will provide a more efficient and less biased platform for decision making. We argue that there are significant benefits for conservation in using such a framework, but the scientific community needs to undertake and disseminate more systematic reviews before the full benefit can be realized. We devised a set of guidelines for undertaking formalized systematic review, based on a health services model. The guideline stages include planning and conducting a review, including protocol formation, search strategy, data inclusion, data extraction, and analysis. Review dissemination is addressed in terms of current developments and future plans for a Web-based open-access library. By the use of case studies we highlight critical modifications to guidelines for protocol formulation, data-quality assessment, data extraction, and data synthesis for conservation and environmental management. Ecological data presented significant but soluble challenges for the systematic review process, particularly in terms of the quantity, accessibility, and diverse quality of available data. In the field of conservation and environmental management there needs to be further engagement of scientists and practitioners to develop and take ownership of an evidence-based framework.  相似文献
