Sustainable development has become a globally accepted policy objective. It is, however, increasingly recognised that the implementation of sustainability strategies has to take place at a decentralised level. This has also provoked the idea of urban sustainability. This paper aims to offer a refreshing contribution by making a plea for market solutions for urban sustainability problems. Particular attention is given to the potential contribution of tradeable permits for various polluting activities (air pollution, water pollution, congestion energy consumption, etc.). The idea is that such market strategies may favour efficiency, equity and environmental quality in the city. An overview of various possibilities is given, followed by policy guidelines and conclusions.  相似文献

Numerous carbon dioxide mineralization (CM) processes have been proposed to overcome the slow rate of natural weathering of silicate minerals. Ten of these proposals are mentioned in this article. The proposals are described in terms of the four major areas relating to CM process design: pre-treatment, purification, carbonation, and reagent recycling operations. Any known specifics based on probable or representative operating and reaction conditions are listed, and basic analysis of the strengths and shortcomings associated with the individual process designs are given in this article. The processes typically employ physical or chemical pseudo-catalytic methods to enhance the rate of carbon dioxide mineralization; however, both methods have its own associated advantages and problems. To examine the feasibility of a CM process, three key aspects should be included in the evaluation criteria: energy use, operational considerations as well as product value and economics. Recommendations regarding the optimal level of emphasis and implementation of measures to control these aspects are given, and these will depend very much on the desired process objectives. Ultimately, a mix-and-match approach to process design might be required to provide viable and economic proposals for CM processes.  相似文献

Environmental sustainability is the foundation and of great significance for the sustainable development of urban agglomerations. Taking the Beijing-Tianjin-Hebei urban agglomeration as an example, we developed a method to effectively assess long-term regional environmental sustainability based on the Google Earth Engine (GEE) platform. We used the GEE to obtain 5206 Landsat remote sensing images in the region from 1983 to 2016 and developed the comprehensive environmental index (CEI) to assess regional environmental sustainability based on the theme-oriented framework proposed by the United Nations Commission on Sustainable Development. We found that the environmental sustainability of the urban agglomeration showed a trend of first rising, then falling, and then rising again in the past 30 years. The average CEI increased from 0.621 to 0.631 from 1985 to 1990, dropped to the lowest value of 0.618 in 2000, and then rose to the highest value of 0.672 in 2015. In particular, the extent of areas in which environmental sustainability improved (56% of the region) was greater than the extent of areas in which environmental deterioration occurred. The environmental sustainability of Hengshui, Xingtai, and Cangzhou in the southeast of the region has been significantly improved. The method proposed in this study provides an automatic, rapid, and extensible way to assess regional environmental sustainability and provides a scientific reference for improving the sustainability of the regional environment.

This paper aims to extrapolate the energy consumption and environmental emissions data on the urban passenger transport system in Beijing, to assess the cost-effectiveness and emission reduction potential of promising technology options for transport systems, and to identify options with both reduction potential and cost-effectiveness. Furthermore, it identifies major barriers to the adoption of such options in Beijing. The long-range Energy Alternatives Planning model, the least-cost approach and the Analytical Hierarchy model are used for these three purposes, respectively. The results show that the fuel demand in the Beijing urban passenger transport system will increase rapidly in the future, along with travel demand and vehicle stock. For CO2 mitigation targets, diesel vehicles have both emission reduction potential and cost-effectiveness, followed by mass rapid transport systems. The ranking of barriers is similar for all three technology options, and found to be financial incentive, public awareness, lack of infrastructure, high initial cost and institutional/administrative barriers, in descending order of importance. Lack of financial incentive plays a very important role in the adoption of new technology options.  相似文献

Urban runoff has been reported as the second most frequent cause of surface water pollution in the United States. Due to the incidence of runoff in urban areas, it was of interest to estimate the impact runoff may have to recent sediment quality within the lower reaches of the Passaic River. Study objectives included i) review of recent urban runoff studies to determine the occurrence and pattern of distribution of chemicals in runoff; ii)comparison of the "fingerprints" from urban runoff studies to the contaminant distributions in surface sediments from the River; and iii) estimation of mass loadings to the surface sediments using surrogate data. The analyses showed that metals and PAH distributions in the sediments were similar to those observed in runoff from diverse locations, suggesting that urban runoff composition within the Passaic watershed is similar to other urban areas. Mass loading calculations demonstrated that urban runoff is a significant source of the metals observed in the sediments, and that PAH and DDT sediment loadings could, in some cases, be accounted for by urban runoff. Observed sediment loads for PCBs, however, were significantly higher than were estimated from urban runoff.  相似文献

Bus transport has been an important mode taking up a significant share of urban travel demand and thus the corresponding impacts on the environment are of great concerns. Use of driving cycles to evaluate the environmental impacts of buses has attracted much attention in recent years worldwide. The franchised bus service is currently playing important roles in the public transport system in Hong Kong; however, there is no driving cycle developed specifically for them. A set of bus driving cycle was therefore developed using a bottom-up approach where driving data on the bus network with mixed characteristics were collected. Using the Ward’s method for clustering, the collected data were then categorized into three clusters representing distinct franchised bus route patterns in Hong Kong. Driving cycles were then developed for each route pattern including (i) congested urban routes with closely spaced bus stops and traffic junctions; (ii) inter-district routes containing a number of stop-and-go activities and a significant portion of smoother high speed driving; and (iii) early morning express routes and mid-night routes connecting remote residential areas and urban areas. These cycles highlighted the unique low-speed and aggressive driving characteristics of bus transport in Hong Kong with frequent stop-and-go activities. The findings from this study would definitely be helpful in assessing the exhaust emissions, fuel consumptions as well as energy consumptions of bus transport. The bottom-up clustering approach adopted in this study would also be useful in identifying specific driving patterns based on vehicle speed trip data with mixed driving characteristics. It is believed that this approach is especially suitable for assessing fixed route public transport modes with mixed driving characteristics.

In this perspective, we present how three initial landmark papers on urban sustainability research contributed to the larger sustainability science scholarship and paved the way for the continued development of urban sustainability research. Based on this, we propose three conceptual innovation pathways to trace the progression of urban sustainability science: First, urban sustainability from a system’s perspective, meaning that urban sustainability requires integrative solutions to work in the tripled social-ecological-technological system setting. Second, urban sustainability from a (people and place) relational perspective, meaning urban sustainability is a contested and dynamic social-ecological contract of cities. As a governance mission, urban sustainability requires evidence from research that can inform coordinated action to bridge people, places, meanings, visions and ecosystems. Third, urban sustainability from a transformative science perspective, meaning that for urban sustainability to be achieved and progressed, deep transformations are required in systems, relations, policies and governance approaches. Our proposal for the future of urban sustainability science centres on emphasizing the relevance and policy applicability of systems’ thinking, value and place thinking and transitions/transformations thinking as fundamental to how knowledge is co-produced by research science, policy and society and becomes actionable.  相似文献

Following the emergence of sustainable development as a key environmental management concept in the late 1980s, much discussion and debate has occurred on how the general concept can be understood in the context of particular resources, economic sectors and fields of academic study. This paper attempts to integrate two such particular areas of study, urban development and fresh water resources management. Following an overview of the concept of sustainable development, where the fresh water resource base is used to illustrate different interpretations of sustainability, the paper advances a number of perceptions of the sustainable city and the implications for fresh water management. Key concepts that emerge include a need to reduce the urban ecological sphere of influence, best understood in the context of a quasi-autonomous vision of the sustainable city, requiring a radical shift away from 'engineering-fix' water supply augmentation towards demand management and other approaches that sit more easily with the prime need to maintain the functional integrity of ecosystems.  相似文献

This article confronts present main stream planning approaches against the perspective of ecological sustainability, as relevant for Rule of Law countries and based on a modern environmental law approach. It discusses the setting and implementation of environmental goals against the general experience of massive implementation deficits regarding environmental policies all over the world. In this confrontation, environmental planning, with at least some principles picked up from New Zealand's Resource Management Act, and much more taken from modern environmental law theory on legal operationalisation, is compared to adaptive management approaches which also allow for modifying the environment related goal if implementation fails or seems very difficult. The concept of adaptive environmental planning (AEP) is suggested as a possible road to choose for planning for sustainability, while maximizing development within the framework legally defined by means of environmental limits. This article presents five criteria, all of which must be met by AEP planning. One of these relates to a planning hierarchy which, among other things, leads to the conclusion that coastal planning, if it is intended to aim at sustainability, can not be dealt with in isolation, although such planning might have to meet very complex problems at the regional level.  相似文献

A hill station is a town or city situated in mountain regions in the tropics founded during the western colonization in the nineteenth and early twentieth centuries. Hill stations have moderate temperatures, and are known for their relatively good natural environments, which generate valuable ecosystem services that benefit the local population. However, rapid urbanization threatens the sustainability of these areas. This study evaluates the sustainability of the urbanization process of Baguio City, a hill station city in Southeast Asia and the summer capital of the Philippines, by determining the relationship between its velocity of urbanization and velocity of urban sustainability based upon various perspectives. From an equal weight perspective (of the triple bottom line of sustainability components, namely environmental, social, and economic) and a pro-economic perspective, the results revealed that the urbanization of Baguio City has been moving toward a “sustainable urbanization.” However, from the environmental and eco-sustainable human development perspectives, the results indicated that it has been moving toward an “unsustainable urbanization.” The paper discusses the implications of the findings for the planning of sustainable development for Baguio City, including some critical challenges in sustainability assessment and the applicability of the framework used for future sustainability assessments of the other hill stations in Southeast Asia.  相似文献

Progress of the Indian economy is threatened by the impact of climate change. Generation of urban heat islands (UHIs), waning of urban green cover, increase in carbon emissions and air pollution deteriorate the living environment. Rise in urban temperatures and heat stress induced mortality remain major concerns. Although the National Action Plan on Climate Change emphasises the national missions of ‘enhanced energy efficiency’, and ‘green India’, little research has been devoted to explore the passive cooling potential of urban greenery in India, thus lending uniqueness to this study. The manifestations of unplanned urban development (UHIs, escalated carbon emissions, air pollution) are discussed and corroborated with identification of contributory factors. Contemporary greening practices and bye-laws in four major Indian cities (New Delhi, Pune, Chennai, and Visakhapatnam) are analysed and compared with global best practices. The findings are used to propose planning guidelines which are expected to assist in consolidating natural sustainability of emerging economies.  相似文献

Purpose

The aim of this paper is to understand the sustainability of urban spatial transformation in the process of rapid urbanization, and calls for future research on the demographic and economic dimensions of climate change. Shanghai towards its transformation to a metropolis has experienced vast socioeconomic and ecological change and calls for future research on the impacts of demographic and economic dimensions on climate change. We look at the major questions (1) to explore economic and demographic growth, land use and land-cover changes in the context of rapid economic and city growth, and (2) to analyze how the demography and economic growth have been associated with the local air temperature and vegetation.

Method

We examine urban growth, land use and land-cover changes in the context of rapid economic development and urbanization. We assess the impact of urban expansion on local air temperature and vegetation. The analysis is based on time series data of land use, normalized difference vegetation index (NDVI), and meteorological, demographic and economic data.

Results and discussion

The results indicate that urban growth has been driven by mass immigration; as a consequence of economic growth and urban expansion, a large amount of farmland has been converted to paved road and residential buildings. Furthermore, the difference between air temperature in urban and exurban areas has increased rapidly. The decrease of high mean annual NDVI has mainly occurred around the dense urban areas.  相似文献

Following formative work in the 1970s, disappearance in the 1980s, and reemergence in the 1990s, a chronological review shows that the past decade has witnessed increasing interest in the study of urban metabolism. The review finds that there are two related, non-conflicting, schools of urban metabolism: one following Odum describes metabolism in terms of energy equivalents; while the second more broadly expresses a city's flows of water, materials and nutrients in terms of mass fluxes. Four example applications of urban metabolism studies are discussed: urban sustainability indicators; inputs to urban greenhouse gas emissions calculation; mathematical models of urban metabolism for policy analysis; and as a basis for sustainable urban design. Future directions include fuller integration of social, health and economic indicators into the urban metabolism framework, while tackling the great sustainability challenge of reconstructing cities.  相似文献

Households consume direct energy, using natural gas, heating oil, gasoline and electricity, and consume indirect energy, the energy related to the production of goods and the delivery of services for the households. Past trends and present-day household energy use (direct and indirect) are analysed and described. A comparison of these findings with objectives concerning ecological sustainability demonstrates that present-day household energy use is not sustainable. A scenario towards sustainable household energy use is designed containing far-reaching measures with regard to direct energy use. Scenario evaluation shows a substantial reduction of direct energy use; however, this is not enough to meet the sustainability objectives. Based on these results, the possibilities and the limitations are discussed to enable households to make their direct and indirect energy use sustainable on the long run.  相似文献

Knowledge of arsenic background concentrations in urban soils is important for making remediation decisions. The soil cleanup target level (SCTL) for arsenic in Florida lies within the range of arsenic background concentrations. The residential SCTL is also near the practical quantification limits using analytical procedures. Currently no standard protocols are available for determining arsenic background concentrations in urban soils, apart from site-specific cases. Therefore, a pilot study was conducted to develop and employ appropriate protocols to determine arsenic distribution in urban soils. This involved: site selection (e.g. size and sampling frame), sample collection (e.g. sampling technique), and statistical considerations (e.g. design). Factors such as ease of sample collection and maintaining anonymity of private properties were also considered as they influence the successful implementation of the study. Forty surface soil samples each were collected from five categories in three land use classes (residential-yard and right-of-way, commercial and public land-parks and public building), digested using EPA method 3051a and analysed using graphite furnace atomic absorption spectrometry. Experiences from the pilot study (e.g. complications during sample selection, digestion, data censoring etc.) were used in the development of the final protocol to be used in determining the distribution of arsenic in urban areas.  相似文献

Background Scope and Aims. To realize the vision of sustainable development (SD) originating from the ‘only one earth’ philosophy, and to integrate the conceptions of ecology and sustainability into the planning and decision-making criteria of urban growth management, the establishment of a recycling-oriented society (ROS) is essential. However, before the above intention can be achieved, it is indispensable to develop a system of strategic indicators for supporting a radical reformation of the urban development plan. Therefore, this study, based on the conception of the new urban development pattern ROS, attempted to carefully choose a sample city in Taiwan for launching a preliminary case study, and furthermore designed and proposed a concise and strategy-oriented assessment indicator system termed ROSAIS. ROSAIS, on the one hand, can act as a compass for understanding resource using efficiency and recycling status during city development and, on the other hand, can serve as an implement supporting decision-making for ROS construction.Methods According to the definition and spirit of ROS, the structure of ROSAIS should clearly represent the relationship between resources and environment in human activities. The eco-efficiency indicator system (EEIS) and environmental symbiosis indicator system (ESIS) can be considered two key sub-indicator systems, and are the necessary components of ROSAIS. EEIS chooses the dominant production sectors in urban economic activities to calculate their eco-efficiency (EE). Separately, for obtaining a consensus regarding the framework of ESIS, the questionnaire approaches and expert consultation, together with the research experience and foundation of current relevant studies and indicator systems, are applied when crucial resource and environmental issues and respective indicators are selected.Results and Discussion The calculation results of EEIS in this case study indicated that among the three dominant production activities (agricultural, fishery, and animal husbandry sector) the fishery sector has the highest EE, which indicates that the fishery activities and resources significantly influence the sustainability of the economic-environmental system of the sample city. Furthermore, according to a consensus achieved in ESIS, local green spaces, resource recovery, energy consumption pattern change, freshwater conservation and greenhouse effect abatement were considered as the five crucial issues influencing how the case study city can develop into an ES-city. The rate of local green spaces, resource recycling, freshwater conservation and the rate of reduction of nonrenewable energy use as well as carbon dioxide (CO2) emissions were used to evaluate the above five issues.Conclusion This case study is unparalleled in Taiwan. Even in Japan, where ROS legislation has been implemented, this kind of study remains in the preliminary stages. Furthermore, when communicating the indicator results, it is essential to provide the context and countermeasures of the crucial issues that are faced. The two sub-indicator systems proposed in this case study could comply completely with the above-mentioned requirements. For example, the EEIS provides information for achieving a balance between environmental burden and economic benefits among dominant production sectors; the ESIS provides information for setting strategies for overcoming the crucial issues faced. Recommendation and Outlook This study recommends that urban planers should consider the construction of the corresponding strategic indicator system to be indispensable, and makes further use of the indicator results related to the environmental education of residents for identifying and promoting participation with ROS, and turning them into implements for supporting urban SD decision-making. Furthermore, a successful indicator system depends on data availability and quality. This study recommends that urban planers should pay considerable attention to constructing relevant data collection channels, databases and the data quality.  相似文献

BACKGROUND, AIM AND SCOPE: With respect to the enormous increase of chemical production in the last decades and the tens of thousands of individual chemicals on the market, the permanent improvement of chemical management is a permanent target to achieve the goals of sustainable consumption and production set by the WSSD in Johannesburg 2002. MAIN FEATURES: Several approaches exist to describe sustainability of chemistry. However, commonly agreed criteria are still missing. There is no doubt that products of modern chemistry help to achieve important goals of sustainability and that significant improvements have occurred regarding direct releases from production sites, but several facts demonstrate that chemistry is far from being sustainable. Still too many chemicals exhibit hazardous characteristics and pose a risk to health and environment. Too many resources are needed to produce chemicals and finished products. RESULTS AND CONCLUSION: Therefore, a strategy for sustainability of chemistry should be developed which comprises the following main elements: 1. Sustainable chemicals: sustainable chemical management includes a regulatory framework which makes no difference between new and existing chemicals, contains efficient information flow through the supply chain which allows users to handle chemicals safely and offers an authorisation procedure and/or an efficient restriction procedure for substances of high concern. This regulatory scheme should promote the development of inherently safe chemicals. 2. Sustainable chemical production: Sustainable chemical production needs the development and implementation of emerging alternative techniques like selective catalysis, biotechnology in order to release less CO2 and less toxic by-products, to save energy and to achieve higher yields. Information exchange on best available techniques (BAT) and best environmental practices (BEP) may help to promote changes towards more sustainability. 3. Sustainable products: An integrated product policy which provides a framework for sustainable products promotes the development of products with a long-term use phase, low resource demand in production and use, low emission of hazardous substances and properties suitable for reuse and recycling. This may be promoted by eco-labelling, chemical leasing concepts and extended information measures to enhance the demand of consumers and various actors in the supply chain for sustainable products. RECOMMENDATION AND PERSPECTIVE: Important tools for the promotion of sustainable chemistry are the abolition of barriers for innovation in legislation and within the chemical industry, more transparency for all users of chemical products, a new focus on sustainability in education and research, and a new way of thinking in terms of sustainability.  相似文献

High ozone concentrations, often in excess of the national ambient air quality standard for photochemical oxidants, have been measured simultaneously in urban and rural areas of New York State. Average daily rural ozone concentrations were found to correlate well with daily maximum urban ozone concentrations suggesting a common source. Estimations of the quantity of ozone advectively transported into New York State are more than an order of magnitude greater than estimations of the potential photochemical generation of ozone from hydrocarbon emissions within New York State. It is suggested thai the high rural ozone levels are not primarily due to the transport of ozone and ozone precursors from olher urban areas, but are rather due to natural phenomena such as photochemical generation from naturally occurring precursors or transport of ozone from the stratosphere to the troposphere. The effectiveness of a hydrocarbon control strategy for New York State to meet the ambient air quality standard for photochemical oxidants when background levels themselves may be above the standard is questioned.  相似文献
