China is confronted with the dual task of developing its national economy and protecting its ecological environment. Since the 1980s, China's policies on environmental protection and sustainable development have experienced five changes: (1) progression from the adoption of environmental protection as a basic state policy to the adoption of sustainable development strategy; (2) changing focus from pollution control to ecological conservation equally; (3) shifting from end-of-pipe treatment to source control; (4) moving from point source treatment to regional environmental governance; and (5) a turn away from administrative management-based approaches and towards a legal means and economic instruments-based approach. Since 1992, China has set down sustainable development as a basic national strategy. However, environmental pollution and ecological degradation in China have continued to be serious problems and have inflicted great damage on the economy and quality of life. The beginning of the 21st century is a critical juncture for China's efforts towards sustaining rapid economic development, intensifying environmental protection efforts, and curbing ecological degradation. As the largest developing country, China's policies on environmental protection and sustainable development will be of primary importance not only for China, but also the world. Realizing a completely well-off society by the year 2020 is seen as a crucial task by the Chinese government and an important goal for China's economic development in the new century, however, attaining it would require a four-fold increase over China's year 2000 GDP. Therefore, speeding up economic development is a major mission during the next two decades and doing so will bring great challenges in controlling depletion of natural resources and environmental pollution. By taking a critical look at the development of Chinese environmental policy, we try to determine how best to coordinate the relationship between the environment and the economy in order to improve quality of life and the sustainability of China's resources and environment. Examples of important measures include: adjustment of economic structure, reform of energy policy, development of environmental industry, pollution prevention and ecological conservation, capacity building, and international cooperation and public participation.  相似文献

environmental auditing must be rejected if the aim is to make companies introduce a specific management concept. Rather, it is preferable to leave the search for effective environmental protection strategies to the competitive system, especially since the criteria for environment-oriented management in the European Community audit proposal are without substance. Environmental auditing can, however, assume a complementary function in the framework of an overall environmental policy if it is designed as an information tool with which companies provide information on the development of environmental problems deriving from their manufacturing processes and products. However, the model required to establish a framework of quantity and evaluation criteria is not available. Further, auditing does not cover products. Similarly, there are no proposals defining the evaluation procedure for ecological resource scarcity. Thus, the attempt of the Commission of the European Communities to create the elementary prerequisites for consistent and verifiable environmental auditing in the corporate sector has failed.  相似文献

This paper presents the relationship between an environmental protection scheme, established in Ireland in 1994 under EU Regulation No. 2078/92, and the livelihoods of Irish farm households. It explores this relationship within the framework of the new policy environment for EU agriculture and rural areas as set out in Agenda 2000. At the centre of this new policy environment is the European model for agriculture, embodying the concept of multifunctionality, which recognizes the pivotal position of an evolving agricultural sector in enhancing the viability of rural areas through broadening the assets of farm families. Research undertaken with farm households in the west of Ireland indicates a positive relationship between the Rural Environmental Protection Scheme and the economic and natural assets upon which they build their livelihoods. The case of a small-scale dairy farm household is presented, showing clearly the positive impact of the scheme, while also highlighting the vulnerability of these improvements. A major challenge facing policy-makers is the extent to which acceptable levels of income and an enhanced natural environment on such farms can be sustained. The position of advisory and research institutions in strengthening human capacities on farms is highlighted and their enhanced role is suggested in order to give meaning to multifunctional and sustainable agriculture within the context of rural area viability. / The International Joint Commission (IJC) has overseen the implementation of the Great Lakes Water Quality Agreement between Canada and the United States for 25 years. Part of its mandate has been to facilitate international cooperation among a diversity of stakeholders focusing on the "waters" and the "ecosystem." In the 1970s policy focused on phosphorus reduction and individual contaminants, with some efforts (after 1978) to take an ecosystem (ecological perspectives) approach. In the last 15 years human health effects from (real and perceived) environmental causes have received considerable recognition. By contrast, less concern has been expressed for what is traditionally considered "environment" issues (such as protecting fish species). This shift at the policy level is well illustrated in the manner in which human health is increasingly used as a way for mobilizing environmental agendas. This paper analyzes nine IJC biennial reports to track how the framing of Great Lakes issues has shifted from concern for its waters to concern for human neurobehavior and reproductive systems. Frame analysis is used to conceptualize the controversies that are expressed through the Great Lakes policy documents. The analysis of the reports also reveals a shift in operational frames, used by the IJC to mobilize decision-makers into action.  相似文献

Environmental protection is a topical and controversial issue of contemporary Third World development. As a result of the growing crisis of environment and development as well as issues of global environmental balance, divergent views and proposals have been put forward by external governments, international agencies, and environmental groups in resolving the environmental degradation problems of the developing world. However, very little appraisal has been made of the efforts by indigenous Third World governments in facing up to their environmental conservation issues. This article examines the role of past and recent government environmental control policies and programs in Nigeria. The article analyzes three aspects of environmental protection: (1) the theoretical economic bases of environmental protection and the Nigerian approach to environmental protection, including traditional values and modern institutional control measures, the latter embracing nature conservation efforts; (2) environmental considerations in national development plans; and (3) the evolution of a federal environmental protection agency and a national policy on environment. Finally, the article discusses the future challenges and directions for environmental policy.  相似文献

This article presents the results of a comparative study of environmental policy making in Toronto and Los Angeles. The study was intended to explain how social formations at the urban scale play an increasingly important role in constructing environmental policy and practice as articulated in docu ments, rhetoric and political actions. It is suggested that environmental policy is embedded in broader and more long-term political goals, and that ecological discourse is not only about the environment but also brings together various social projects under the environmental protection flag. The four case studies-- in Toronto, contaminated soil and the Don River were examined, and in Los Angeles air pollution and the Los Angeles River--revealed considerable vari ation but all reflected an agenda of ecological modernisation. In particular it was found that demands for maintaining or improving environmental integrity and coherence have lost legitimacy to concerns for efficiency, competitiveness, marketability, flexibility and development. Similarly, market driven regulation and an openness to civil society have played a major role in transforming policy making apparatuses. In contrast, the cases revealed that relationships between nature and society go beyond those expected in ecological modernisation theory and include both social ecology and urban ecology.  相似文献

Environmental Impact Evaluation Model for Industrial Processes   总被引:4,自引:0,他引:4  
This paper proposes a model to evaluate the environmental impact of manufacturing processes. This model uses the potency factor approach to classify environmental impacts into five ecological health impact groups and uses their toxicological, cancer, and physical effects as the bases to rate the seven groups of human health impacts. The environmental impacts in each impact group are reported, and their hazard scores on ecological and human health are determined. The model also generates a single score for the overall environmental impacts of a process. This single score system helps to identify, among all the viable processes, which is the most environmentally friendly process. This model can serve as a tool to highlight the potential environmental hazards of process operations and to provide information about environmental performance for decision making. The model has been developed into a computer software program, Environmental Impact Evaluation System, and is demonstrated by using the processes employed for the manufacture of paper bags.  相似文献

In this paper, I discuss briefly recent international recommendations to promote sustainable development and environmental protection. In recent years there has been considerable interest in the health of humans and the environment, restoration of contaminated or otherwise degraded lands, and in long-term stewardship of public lands. Unfortunately, it is unclear whether governmental agencies and the public hold similar views about the meanings of these concepts, making policy decisions about restoration and stewardship difficult. In this paper, I explore how the public conceptualizes restoration and stewardship by examining the relative rating of several attributes of restoration, stewardship, environmental health, ecological health, environmental restoration, and ecological restoration. People were interviewed in Santa Fe, New Mexico, USA, near the Department of Energy's Los Alamos National Laboratory. The ratings of attributes of environmental health and ecological health reported in this paper can be used to understand how the public understands these concepts. The attributes rated most highly by the subjects were more similar to definitions in the scientific literature for these terms than they were to those used by the Department of Energy. For environmental health, the highest rating related to human sanitation, while for ecological health the highest rating was for maintaining functioning ecosystems. Reduction of exposure to hazardous substances was rated the second highest for both environmental and ecological health. The wise use of natural resources, preservation of natural resources, and hazardous waste site cleanup were rated the highest attributes of stewardship. These data suggest that both expert and nonexpert perceptions about restoration and stewardship should be incorporated into environmental management decisions.  相似文献

Since environmental impact assessment (EIA) is concerned primarily withsignificant environmental impacts, the concept of impact significance deserves to be defined and applied rigorously. In this article use of the term over the past 15 years in EIA documentation is reviewed. Some recent attempts at elucidating the concept are summarized. Four perspectives on impact significance that emerged from a series of workshops on the ecological basis for EIA are presented. These perspectives include (a) statistical (related to problems of isolating project-induced changes from natural variation), (b) ecological (related to the importance of project-induced changes from a purely ecological perspective), (c) social (related to the acceptability of project-induced changes in important environmental attributes), and (d) project (related to whether project-induced changes will indeed influence project decision making). The following synthesis is proposed: Any exercise in judging the significance of an environmental impact should thoroughly consider (a) the importance of the environmental attribute in question to project decision makers, (2) the distribution of change in time and space, (c) the magnitude of change, and (d) the reliability with which change has been predicted or measured. The implications of considering these factors are discussed.  相似文献

In New Zealand environmental management is essentially the responsibility of land managers. Management decisions affect both production/productivity and the environment. However, responsibility for ensuring positive environmental outcomes falls on both local (Regional) and Central Government, and both they and international agencies such as the OECD would wish to monitor and report on changes. In terms of policy, strong links have been established via Central and Regional Government to land managers. Consumers in the market place are also, increasingly, requiring responsibility for positive environmental outcomes of those who purchase and process primary products. Strong links for responsibility have been established between our international markets and processing businesses and there is a noticeable strengthening of the links from the processors to the land manager/producer. In New Zealand a range of initiatives has been developed and implemented over recent times, whereby land managers are taking increasing responsibility for accounting for the environmental outcomes of their production activities. The range covers the spectrum from voluntary to compulsory (e.g., in order to meet market requirements) and from those initiated by customers to processor and/or producer initiatives. This paper follows the evolution of the principles that drove the predominant activities of the period and the processes that initiated the changes in environmental management. As the focus of agriculturalists changed from pioneering in a new world, to establishing a production base, to economic reality, and finally to environmental responsibility, the processes of extension adapted to meet the new challenge.  相似文献

The Science Advisory Board of the US Environmental Protection Agency has recommended that risk reduction strategies become the centerpiece of environmental protection. The goal in developing such strategies is to identify opportunities for greatest reduction of ecological risks. This is a perspective that is significantly more comprehensive than the traditional focus on human health risks arising from environmental degradation. The identification of ecological risks upon which environmental protection efforts should be focused requires an ecological risk assessment methodology that is based on anthropogenic stressors affecting an ecosystem and a set of impaired use criteria. A methodology based on this concept is developed and discussed in this article. The methodology requires that risk values be assigned to each ecosystem stressor-impaired use pair that reflect the degree to which the given stressor contributes to ecosystem risk as measured by the given impaired use criterion. Once these data are available, mathematical analyses based on concepts from fuzzy set theory are performed to obtain a ranking of ecosystem stressors. The methodology has been tested by applying it to a case study involving Green Bay of Lake Michigan. A workshop was held in which 11 persons with extensive knowledge of the Green Bay ecosystem determined risk values through a group-consensus process. The analytical portion of the methodology was then used to rank the ecosystem risks (stressors) from several perspectives, including prevention management and remediation management. The overall conclusion of the workshop participants was that the fuzzy set decision model is a useful and effective methodology for differentiating environmental risk.  相似文献

Have research interests in environmental psychology changed over the years? If so, in which direction? What can we learn from the past to direct future research? To answer these questions, empirical studies published in Environment & Behavior (E&B) and in Journal of Environmental Psychology (JEP), from their foundation to 2005, were reviewed. The articles were classified in relation to the following criteria: mode of human–environment transaction, research topic, type of setting and function of places, socio-demographic characteristics and environmental role of people, mode of presentation of the setting, sampling procedure, and source of data. Results showed both variations through the years and differences between the journals. The main research topics can be identified as the study of the residential environment, environmental cognition, observation of actual behaviour in the environment, and concern for the ecological value of the global environment. Trends in research interests showed a stable interest in the analysis of the built environment, a more place-specific approach in the beginning, strongly anchored in observational studies, and a central concern for sustainability and conservation of the environment in recent years. With respect to journals, the central role attributed to psychology by JEP, and the stronger participation by designers and planners in E&B, are reflected in the emphases given to the different modes of human–environment transaction. Trends in research interests help address the strengths and weaknesses of the discipline, thus suggesting future directions of inquiry.  相似文献

ABSTACT / Environmental indicator systems aim to improve both the information and communication on the state of the environment and the environmental policy making. They have to fulfill scientific, functional and pragmatic requirements, e.g., consideration of ecological context, transparency and reproducibility, comprehensibility, policy relevance, international comparability, and justifiable expenditure. This paper analyzes the experiences made with the development of the German environmental indicator system and draws general conclusions toward further improvements. For Germany, an indicator system has been developed that uses the pressure-state-response approach proposed by the OECD, together with a classification in 14 environmental themes. According to the general requirements, the main criteria used for selecting the indicators are the ecological significance of the indicator, its quantifiability and data availability, and its comprehensibility and policy relevance. Altogether, about 140 indicators are selected. This high number stresses the need for further high-level aggregation, e.g., using methods developed for the valuation process in LCA. Further improvement is also needed, especially for the development of response indicators and in the area of data systematization.  相似文献

This article presents new concepts for the organization of increasingly complex environmental research activities on the institutional, the national, or the international level. An environmental research cycle with four phases, similar to the industrial product cycle, is described, and its implications in managing the interface between research, policy making, and enforcement are depicted. Furthermore, five main themes of future environmental research are proposed, including advanced analytical methods, environmental monitoring, an environmental management information system (EMIS), and the development of ecological targets at a national and a global level. The specific tasks of universities, private organizations, and governmental institutions in the total environmental research area are defined and a structure is proposed to develop collaborative networks.  相似文献

Utilization of natural resources has multiplied globally, resulting in serious environmental deterioration and impeding the achievement of the Sustainable Development Goals (SDGs). For the harmonious development of human nourishment and the balance of nature, it is vital to evaluate environmental segments' resource usage, transformation, and residue, referred to as ‘footprint,’ in order to highlight carrying capacity and sustainability. This analysis highlights the Environmental Footprint (EF) of India per state from 2010 to 2020 in terms of hectares per capita. This study evaluates India's biological, hydrological, energy, ecological, and pollution footprints, carrying capacity, environmental pressure, and environmental deficit using 17 distinct parameters categorized under the themes of biological resource, hydrological resource, energy resource, and pollution concentration. We proposed a reoriented methodology and EF concepts that determine India's footprint, carrying capacity, nature of sustainability, environmental pressure index, and its consequential links to the 2030 SDGs. As a result, the biological resources contributed to ~50% of the environmental footprint, while hydrological, energy, and pollutants made up the remaining. Between 2010 and 2020, Delhi, Uttar Pradesh, Bihar, and West Bengal had the highest EF, while Jammu and Kashmir and the north-eastern provinces had the lowest. During the research period, the ecological deficit in India has increased overall. India impedes the 2030 SDGs; therefore, the study provides a picture of resource consumption, waste generation, economic growth, and societal changes, enabling academics and policymakers to redefine or document policy for a more sustainable future.  相似文献

In many communities in northern Ghana, the environment has been altered by complex natural and human driven forces with significant impact on the lives of their inhabitants. The need to formulate an improved, holistic and consistent methodological approach to assess the problem is critical for sustainable natural resource management. This paper examines the potential of the DPSIR environmental assessment framework utilizing GIS‐based participatory methodology in the assessment of environmental degradation in northern Ghana. Community truthing tools such as key informant interviews, focus group discussions, participant observation and participatory Geographical Information Systems (GIS) were employed as a means of soliciting societal responses integrated to conventional GIS spatial analysis to measure the indicators of the Driving force–Pressure–State–Impacts–Response (DPSIR) assessment framework. Post classification GIS imagery results show a marked natural vegetation decrease of 634 km2 (42%) of the study area with a corresponding increase of 600 km2 (39%) of grasses and built‐up and barren environment in the period of 14 years from 1990 to 2004. This is attributed to extreme climatic conditions and human driven causes such as poverty, population growth, migration and land tenure system. Poverty reduction strategies, amendment of the Mining and Mineral Law (PNDC law 153), improvement of the existing land tenure system and the control of migrants and Fulani herdsmen from neighbouring Burkina Faso were some of the solutions selected by the research participants, to be emphasized in the National Environmental Action Plan (EPA Act 490). This paper concludes that the DPSIR environmental assessment framework is an effective means of organizing complex environmental information to facilitate policy decision making.  相似文献

Summary In order to determine the environmental problems as perceived by the community of Luján (Province of Buenos Aires, Argentina), a survey was carried out. The relationship between environmental perception and socio-economic level was also studied. The most important problems reported by the community were the floods, which occur when the Luján river overflows its banks, and the contamination of this river as it flows through Luján city. Deficiencies in the tourist infrastructure were also considered to be serious. The least perceived problem was that of industrial air pollution. Positive correlations between environmental perception, socio-economic standing and levels of instruction were observed.Claudia Feijoó is a Lecturer in Ecology at the National University of Luján. Her research interests are in environmental perception and ecology of rivers and polluted waters. Prof. Fernando Momo is Professor of Ecology at the same University.
