Land use planning is an important element of the integrated watershed management approach. It not only influences the environmental processes such as soil and stream bed erosion, sediment and nutrient concentrations in streams, quality of surface and ground waters in a watershed, but also affects social and economic development in that region. Although its importance in achieving sustainable development has long been recognized, a land use planning methodology based on a systems approach involving realistic computational modeling and meta-heuristic optimization is still lacking in the current practice of integrated watershed management. The present study proposes a new approach which attempts to combine computational modeling of upland watershed processes, fluvial processes and modern heuristic optimization techniques to address the water-land use interrelationship in its full complexity. The best land use allocation is decided by a multi-objective function that minimizes sediment yields and nutrient concentrations as well as the total operation/implementation cost, while the water quality and the production benefits from agricultural exploitation are maximized. The proposed optimization strategy considers also the preferences of land owners. The runoff model AnnAGNPS (developed by USDA), and the channel network model CCHE1D (developed by NCCHE), are linked together to simulate sediment/pollutant transport process at watershed scale based on any assigned land use combination. The greedy randomized adaptive Tabu search heuristic is used to flip the land use options for finding an optimum combination of land use allocations. The approach is demonstrated by applying it to a demonstrative case study involving USDA Goodwin Creek experimental watershed located in northern Mississippi. The results show the improvement of the tradeoff between benefits and costs for the watershed, after implementing the proposed optimal land use planning.  相似文献

Watershed planning groups and action agencies seek to understand how lake water quality responds to changes in watershed management. This study developed and demonstrated the applicability of an integrated modeling approach for providing this information. An integrated model linking watershed conditions to water-quality of the receiving lake incorporated the following components: (1) an event-based AGNPS model to estimate watershed pollutant losses; (2) annualization of AGNPS results to produce annual lake pollutant loadings; (3) a base flow separation package, SAM, to estimate base flow; (4) estimates of nutrients in base flow and point sources; and (5) linkage of watershed loadings directly to EUTROMOD lake water quality algorithms. Results are presented for Melvern Lake, a 28-km2 multipurpose reservoir with a 900-km2 agricultural watershed in east central Kansas. Reasonable estimates of current lake quality were attained using an average phosphorus availability factor of 31 percent to calibrate model results to measured in-lake phosphorus. Comparison of a range of possible scenarios, including all cropland changed to no-till (best case) and all CRP and good-condition grasslands changed to cropland (worst case), indicated only a (4 percent change for in-lake phosphorus and a (2 percent change for chlorophyll a. These results indicated that this watershed is not sensitive to projected changes in land use and management.  相似文献

An understanding of groundwater vulnerability in urban watersheds is important for the prevention of both surface water and groundwater contamination and can therefore be a useful tool in brownfield redevelopment and land use planning. Although industrial activity in southeastern Michigan has historically been restricted to the urbanized sections of metropolitan Detroit, new industrial development is rapidly taking place in rural and undeveloped areas. Although environmentalists and urban planners agree that industrial site recycling in urban centres (a.k.a. brownfield redevelopment) is preferable to developing green areas, many older sites remain undeveloped due to real and perceived risks. Using a PC-based geographic information system, a conceptual model of solute transport in soil was developed to evaluate potential impacts to both groundwater and surface water quality resulting from industrial development. The model was used to create a map of groundwater vulnerability within the Rouge River watershed of southeastern Michigan. The map has been used to pin-point several rural and undeveloped areas where groundwater quality is threatened by proposed development. It has also clearly demonstrated that many older brownfield sites, within the City of Detroit, are located on materials that have a much lower vulnerability to groundwater contamination and may therefore be far less costly to redevelop than greenfield sites in undeveloped areas of the watershed.  相似文献

ABSTRACT: In order to plan for land use in a lake basin to maintain or improve lake water quality, municipal planners need a method of evaluating lakeshore and watershed land use that is technically sound, objective, reasonably quick, and cheap enough to be incorporated into their time and dollar budgets. Such a system is presented. It consists of measuring and rating four lakeshore land use characteristics (type of sewage disposal system, lot size, road proximity, and intensity of public use areas), and three upland watershed land use characteristics (intensity of development, forest cover, and agriculture and open space). These seven characteristics are measured, rated, and then combined to provide a two-digit index number. This number, when compared with the indexes of other lakes in the region and interpreted with assistance from officials of the State Health and Water Resources Department, indicates on a relative basis the degree to which various land uses are contributing to accelerated, cultural eutrophication. Interpretation of the index suggests land use controls necessary to improve lake water. It supplements, and should be used with, an index of lake vulnerability to accelerated eutrophication and a comparative measure of present water quality.  相似文献

Johnson Sauk Trail Lake remains highly eutrophic, even though the watershed has long been returned to an undisturbed condition with permanent vegetative cover and with little or no land disturbance in the watershed. Internal regeneration of nutrients has been identified as the major source of nutrients to the lake. Lake destratification, selective harvesting and removal of weeds, and control of algal blooms using chelated copper sulfate application followed by potassium permanganate application have all been chosen as management techniques for improving water quality conditions in the lake. These in-lake techniques are considered not as palliative measures, but as necessary tools in enhancing the lake's water quality characteristics.  相似文献

ABSTRACT. The Nation has entered a new era of water quality management in which land use policy and regulation must assume an increasingly important role. The benefits of tertiary and advanced waste treatment may be offset by contradictory land use and pollution from land runoff. Unless land use planning and controls are included in water quality management, land-imposed constraints on water quality can be anticipated. Pollution from major types of land runoff are reviewed with respect to sources, effects, and control procedures. Emphasis is given to land use practices and controls. The crucial issue with regard to the latter is lack of land use policies at federal, state, and local levels. State legislation establishing guidelines and minimum standards for land use regulation by local government is required. The dependency of water quality on land use points to the fallacy of attempting to provide for comprehensive water pollution control outside the context of comprehensive land-water resource planning and management.  相似文献

This paper describes the collaborative planning process for a new landscape planning programme in Ohio that seeks to influence land urbanisation patterns through joint local land use decision making on a watershed basis. The programme was developed through a collaborative process by a state agency-appointed task force that included agency staff and a wide range of stakeholders. The paper describes the process in terms of the collaborative mechanisms, the participants, the programmatic outputs, and the social and organisational outcomes that set the foundation for enhanced watershed quality through better land use decision-making practices. Key collaborations formed during the process were inter-agency collaborations, a non-profit organisation that partnered with the agencies, and that of state agencies with local governments to develop watershed-based land use plans. A most critical outcome was creation of a learning community, through an exploratory research process that used multiple methods of data gathering and consensus-building deliberation. The paper is based on a review of published documents and plans, meeting minutes, participant observation of committee and workgroup meetings and interactive research.  相似文献

Scientific interpretation of the relationships between urban landscape patterns and water quality is important for sustainable urban planning and watershed environmental protection. This study applied the ordinary least squares regression model and the geographically weighted regression model to examine the spatially varying relationships between 12 explanatory variables (including three topographical factors, four land use parameters, and five landscape metrics) and 15 water quality indicators in watersheds of Yundang Lake, Maluan Bay, and Xinglin Bay with varying levels of urbanization in Xiamen City, China. A local and global investigation was carried out at the watershed-level, with 50 and 200 m riparian buffer scales. This study found that topographical features and landscape metrics are the dominant factors of water quality, while land uses are too weak to be considered as a strong influential factor on water quality. Such statistical results may be related with the characteristics of land use compositions in our study area. Water quality variations in the 50 m buffer were dominated by topographical variables. The impact of landscape metrics on water quality gradually strengthen with expanding buffer zones. The strongest relationships are obtained in entire watersheds, rather than in 50 and 200 m buffer zones. Spatially varying relationships and effective buffer zones were verified in this study. Spatially varying relationships between explanatory variables and water quality parameters are more diversified and complex in less urbanized areas than in highly urbanized areas. This study hypothesizes that all these varying relationships may be attributed to the heterogeneity of landscape patterns in different urban regions. Adjustment of landscape patterns in an entire watershed should be the key measure to successfully improving urban lake water quality.  相似文献

ABSTRACT: Water quality and nonpoint source (NPS) pollution are important issues in many areas of the world, including the Inner Bluegrass Region of Kentucky where urban development is changing formerly rural watersheds into urban and mixed use watersheds. In watersheds where land use is mixed, the relative contributions of NPS pollution from rural and urban land uses can be difficult to separate. To better understand NPS pollution sources in mixed use watersheds, surface water samples were taken at three sites that varied in land use to examine the effect of land use on water quality. Within the group of three watersheds, one was predominately agriculture (Agricultural), one was predominately urban (Urban), and a third had relatively equal representation of both types of land uses (Mixed). Nitrogen (N), phosphorus (P), total suspended solids (TSS), turbidity, pH, temperature, and streamflow were measured for one year. Comparisons are made among watersheds for concentration and fluxes of water quality parameters. Nitrate and orthophosphate concentrations were found to be significantly higher in the Agricultural watershed. Total suspended solids, turbidity, temperature, and pH, were found to be generally higher in the Urban and Mixed watersheds. No differences were found for streamflow (per unit area), total phosphorus, and ammonium concentrations among watersheds. Fluxes of orthophosphate were greater in the Agricultural watershed that in the Urban watershed while fluxes of TSS were greater in the Mixed watershed when compared to the Agricultural watershed. Fluxes of nitrate, ammonium, and total phosphorus did not vary among watersheds. It is apparent from the data that Agricultural land uses are generally a greater source of nutrients than the Urban land uses while Urban land uses are generally a greater source of suspended sediment.  相似文献

It is widely known that watershed hydrology is dependent on many factors, including land use, climate, and soil conditions. But the relative impacts of different types of land use on the surface water are yet to be ascertained and quantified. This research attempted to use a comprehensive approach to examine the hydrologic effects of land use at both a regional and a local scale. Statistical and spatial analyses were employed to examine the statistical and spatial relationships of land use and the flow and water quality in receiving waters on a regional scale in the State of Ohio. Besides, a widely accepted watershed-based water quality assessment tool, the Better Assessment Science Integrating Point and Nonpoint Sources (BASINS), was adopted to model the plausible effects of land use on water quality in a local watershed in the East Fork Little Miami River Basin. The results from the statistical analyses revealed that there was a significant relationship between land use and in-stream water quality, especially for nitrogen, phosphorus and Fecal coliform. The geographic information systems (GIS) spatial analyses identified the watersheds that have high levels of contaminants and percentages of agricultural and urban lands. Furthermore, the hydrologic and water quality modeling showed that agricultural and impervious urban lands produced a much higher level of nitrogen and phosphorus than other land surfaces. From this research, it seems that the approach adopted in this study is comprehensive, covering both the regional and local scales. It also reveals that BASINS is a very useful and reliable tool, capable of characterizing the flow and water quality conditions for the study area under different watershed scales. With little modification, these models should be able to adapt to other watersheds or to simulate other contaminants. They also can be used to study the plausible impacts of global environmental change. In addition, the information on the hydrologic effects of land use is very useful. It can provide guidelines not only for resource managers in restoring our aquatic ecosystems, but also for local planners in devising viable and ecologically-sound watershed development plans, as well as for policy makers in evaluating alternate land management decisions.  相似文献

Urban expansion is a major driving force altering local and regional hydrology and increasing non-point source (NPS) pollution. To explore these environmental consequences of urbanization, land use change was forecast, and long-term runoff and NPS pollution were assessed in the Muskegon River watershed, located on the eastern coast of Lake Michigan. A land use change model, LTM, and a web-based environmental impact model, L-THIA, were used in this study. The outcomes indicated the watershed would likely be subjected to impacts from urbanization on runoff and some types of NPS pollution. Urbanization will slightly or considerably increase runoff volume, depending on the development rate, slightly increase nutrient losses in runoff, but significantly increase losses of oil and grease and certain heavy metals in runoff. The spatial variation of urbanization and its impact were also evaluated at the subwatershed scale and showed subwatersheds along the coast of the lake and close to cities would have runoff and nitrogen impact. The results of this study have significant implications for urban planning and decision making in an effort to protect and remediate water and habitat quality of Muskegon Lake, which is one of Lake Michigan's Areas of Concern (AOC), and the techniques described here can be used in other areas.  相似文献

Impact of Urban Sprawl on Water Quality in Eastern Massachusetts,USA   总被引:5,自引:0,他引:5  
A study of water quality, land use, and population variations over the past three decades was conducted in eastern Massachusetts to examine the impact of urban sprawl on water quality using geographic information system and statistical analyses. Since 1970, eastern Massachusetts has experienced pronounced urban sprawl, which has a substantial impact on water quality. High spatial correlations are found between water quality indicators (especially specific conductance, dissolved ions, including Ca, Mg, Na, and Cl, and dissolved solid) and urban sprawl indicators. Urbanized watersheds with high population density, high percentage of developed land use, and low per capita developed land use tended to have high concentrations of water pollutants. The impact of urban sprawl also shows clear spatial difference between suburban areas and central cities: The central cities experienced lower increases over time in specific conductance concentration, compared to suburban and rural areas. The impact of urban sprawl on water quality is attributed to the combined effects of population and land-use change. Per capita developed land use is a very important indicator for studying the impact of urban sprawl and improving land use and watershed management, because inclusion of this indicator can better explain the temporal and spatial variations of more water quality parameters than using individual land use or/and population density.  相似文献

ABSTRACT: Protecting surface water quality in watersheds undergoing demographic change requires both the management of existing threats and planning to address potential future stresses arising from changing land use. Many reservoirs and threatened waterbodies are located in areas undergoing rapid population growth, and increases in density of residential and commercial land use, accompanied by increased amount of impervious surface area, can result in increased pollutant loading and degradation of water quality. Effective planning to address potential threats, including zoning and growth management, requires analytical tools to predict and compare the impacts of different management options. The focus of this paper is not on developing demographic projections, but rather the translation of such projections into changes in land use which form the basis for assessment of future watershed loads. Land use change can be forecast at a variety of spatial and temporal scales. A semi-lumped, GIS-based, transition matrix approach is recommended as consistent with the level of complexity achievable in most watershed models. Practical aspects of forecasting future land use for watershed assessment are discussed. Several recent reservoir water supply projection studies are used to demonstrate a general framework for simulating changes in land use and resulting impacts on water quality. In addition to providing a technical basis for selecting optimal management alternatives, such a tool is invaluable for demonstrating to different stakeholder groups the trade-offs among management alternatives, both in terms of water quality and future land use patterns within the watershed.  相似文献

ABSTRACT: The Hydrologic Simulation Program‐Fortran (HSPF) was calibrated and used to assess the future effects of various land development scenarios on water quality in the Polecat Creek watershed in Caroline County, Virginia. Model parameters related to hydrology and water quality were calibrated and validated using observed stream flow and water quality data collected at the watershed outlet and the outlets of two sub water sheds. Using the county's Comprehensive Plan, land use scenarios were developed by taking into account the trends and spatial distributions of future development. The simulation results for the various land use scenarios indicate that runoff volume and peak rate increased as urban areas increased. Urbanization also increased sediment loads mainly due to increases in channel erosion. Constituent loads of total Kjeldal nitrogen, orthophosphorus, and total phosphorous for Polecat Creek watershed slightly decreased under future development scenarios. These reductions are due to increases in urban areas that typically contribute smaller quantities of nitrogen and phosphorous, as compared to agricultural areas. However, nitrate loads increased for the future land use scenarios, as compared to the existing land use. The increases in nitrate loads may result from increases in residential land and associated fertilizer use and concurrent decreases in forested land. The procedures used in this paper could assist local, state, and regional policy makers in developing land management strategies that minimize environmental impacts while allowing for future development.  相似文献

ABSTRACT: Human land use is a major source of change in catchments in developing areas. To better anticipate the long‐term effects of growth, land use planning requires estimates of how changes in land use will affect ecosystem processes and patterns across multiple scales of space and time. The complexity of biogeochemical and hydrologic interactions within a basin makes it difficult to scale up from process‐based studies of individual reaches to watershed scales over multiple decades. Empirical models relating land use/land cover (LULC) to water quality can be useful in long‐term planning, but require an understanding of the effects of scale on apparent land use‐water quality relationships. We empirically determined how apparent relationships between water quality and LULC data change at different scales, using LIJLC data from the Willapa Bay watershed (Washington) and water quality data collected along the Willapa and North Rivers. Spatial scales examined ranged from the local riparian scale to total upstream catchment. The strength of the correlations between LTJLC data and longitudinal water quality trends varied with scale. Different water quality parameters also varied in their response to changes in scale. Intermediate scales of land use data generally were better predictors than local riparian or total catchment scales. Additional data from the stream network did not increase the strength of relationships significantly. Because of the likelihood of scale‐induced artifacts, studies quantifying land use‐water quality relationships performed at single scales should be viewed with great caution.  相似文献

ABSTRACT: A framework for sensitivity and error analysis in mathematical modeling is described and demonstrated. The Lake Eutrophication Analysis Procedure (LEAP) consists of a series of linked models which predict lake water quality conditions as a function of watershed land use, hydrolgic variables, and morphometric variables. Specification of input variables as distributions (means and standard errors) and use of first-order error analysis techniques permits estimation of output variable means, standard errors, and confidence ranges. Predicted distributions compare favorably with those estimated using Monte-Carlo simulation. The framework is demonstrated by applying it to data from Lake Morey, Vermont. While possible biases exist in the models calibrated for this application, prediction variances, attributed chiefly to model error, are comparable to the observed year-to-year variance in water quality, as measured by spring phosphorus concentration, hypolimnetic oxygen depletion rate, summer chlorophyll-a, and summer transparency in this lake. Use of the framework provides insight into important controlling factors and relationships and identifies the major sources of uncertainty in a given model application.  相似文献

以云南省九大高原湖泊为例,通过面板数据方式分析对高原湖泊流域土地利用类型变化,通过库兹涅兹曲线相关内容对利用强度的分析以及与水质的动态变化情况,得到耕地、园地、湿地面积与湖泊含磷量存在一定负相关.林地、牧草地、建设用地面积与湖泊含磷量存在一定正相关.牧草地、耕地、园地、湿地面积与湖泊含氮量存在一定负相关,建设用地面积与湖泊含氮量存在一定正相关.园地和耕地面积与污染综合指数存在负相关,建设用地面积与污染综合指数存在负相关.分析指出,滇池、泸沽湖处于流域协调区间,阳宗海、抚仙湖、星云湖、程海处于流域冲突区间,洱海、异龙湖处于冲突区间向协调区间转型过程中.  相似文献

This study is to evaluate the future potential impact of climate change on the water quality of Chungju Lake using the Water Quality Analysis Simulation Program (WASP). The lake has a storage capacity of 2.75 Gm3, maximum water surface of 65.7 km2, and forest‐dominant watershed of 6,642 km2. The impact on the lake from the watershed was evaluated by the Soil and Water Assessment Tool (SWAT). The WASP and SWAT were calibrated and validated using the monthly water temperatures from 1998 to 2003, lake water quality data (dissolved oxygen, total nitrogen [T‐N], total phosphorus [T‐P], and chlorophyll‐a [chl‐a]) and daily dam inflow, and monthly stream water quality (sediment, T‐N, and T‐P) data. For the future climate change scenario, the MIROC3.2 HiRes A1B was downscaled for 2020s, 2050s, and 2080s using the Change Factor statistical method. The 2080s temperature and precipitation showed an increase of +4.8°C and +34.4%, respectively, based on a 2000 baseline. For the 2080s watershed T‐N and T‐P loads of up to +87.3 and +19.6%, the 2080s lake T‐N and T‐P concentrations were projected to be 4.00 and 0.030 mg/l from 2.60 and 0.016 mg/l in 2000, respectively. The 2080s chl‐a concentration in the epilimnion and the maximum were 13.97 and 52.45 μg/l compared to 8.64 and 33.48 μg/l in 2000, respectively. The results show that the Chungju Lake will change from its mesotrophic state of 2000 to a eutrophic state by T‐P in the 2020s and by chl‐a in the 2080s. Abstract: A principal contributor to soil erosion and nonpoint source pollution, agricultural activities have a major influence on the environmental quality of a watershed. Impact of agricultural activities on the quality of water resources can be minimized by implementing suitable agriculture land‐use types. Currently, land uses are designed (location, type, and operational schedule) based on field study results, and do not involve a science‐based approach to ensure their efficiency under particular regional, climatic, geological, and economical conditions. At present, there is a real need for new methodologies that can optimize the selection, design, and operation of agricultural land uses at the watershed scale by taking into account environmental, technical, and economical considerations, based on realistic simulations of watershed response. In this respect, the present study proposes a new approach, which integrates computational modeling of watershed processes, fluvial processes in the drainage network, and modern heuristic optimization techniques to design cost effective land‐use plans. The watershed model AnnAGNPS and the channel network model CCHE1D are linked together to simulate the sediment and pollutant transport processes. Based on the computational results, a multi‐objective function is set up to minimize soil losses, nutrient yields, and total associated costs, while the production profits from agriculture are maximized. The selected iterative optimization algorithm uses adaptive Tabu Search heuristic to flip (switching from one alternative to another) land‐change variables. USDA’s Goodwin Creek experimental watershed, located in Northern Mississippi, is used to demonstrate the capabilities of the proposed approach. The results show that the optimized land‐use design with BMPs using an integrated approach at the watershed level can provide efficient and cost‐effective conservation of the environmental quality by taking into account both productivity and profitability.  相似文献
