Using on-site survey data from Gros Morne National Park in Newfoundland, this paper estimates and compares several truncated count data models of recreation demand. The selected model accounts not only for the truncated and overdispersed nature of the data but also for endogenous stratification due to the oversampling of avid users. Moreover, the model that allows for a flexible specification of the overdispersion parameter dominates on the basis of goodness of fit. The results are used to estimate the users' value of access to the park.  相似文献

Wastewater treatment facilities in tourist areas, in comparison to other municipal facilities, require specific configurations and additional management actions in order to achieve a reliable and cost-effective treatment. For example, the same facility operates during winter with minimum flows and in summer with peak flows. Moreover, careful effluent management is required to minimize environmental impact and health effects on tourists. In this study, effluent management data, including quantitative and qualitative effluent characteristics, reuse, and economic aspects of the Hersonissos Wastewater Treatment Plant (WTP) in Greece, are discussed. It has been designed to treat both municipal wastewater from the Hersonissos Municipality and septage from the wider area. Analysis of effluent quantitative data showed two flow peaks in the summer period and only one in winter. The WTP was found to provide a reliable level of treatment in terms of biochemical oxygen demand (95.9%), total suspended solids (97.2%), and total nitrogen (87.7%) removal, but increased numbers of fecal coliforms were measured at some peak flow periods, suggesting the need for additional management strategies. Effluent is reused mainly for agricultural irrigation; secondary uses include fire protection and landscape irrigation. Economic analysis showed that for each cubic meter treated, the total annual economic cost for treatment, filtration, and reuse infrastructure was 1.07 €, 0.05 €, and 0.08 €, respectively.  相似文献

This research addresses the need to improve our knowledge on the demand for national forests for recreation and offers an in-depth data analysis supported by the complementary use of count data and ordered models. From a policy-making perspective, while count data models enable the estimation of monetary welfare measures, ordered models allow for the wider use of the database and provide a more flexible analysis of data. The main purpose of this article is to analyse the individual forest recreation demand and to derive a measure of its current use value. To allow a more complete analysis of the forest recreation demand structure the econometric approach supplements the use of count data models with ordered category models using data obtained by means of an on-site survey in the Bussaco National Forest (Portugal). Overall, both models reveal that travel cost and substitute prices are important explanatory variables, visits are a normal good and demographic variables seem to have no influence on demand. In particular, estimated price and income elasticities of demand are quite low. Accordingly, it is possible to argue that travel cost (price) in isolation may be expected to have a low impact on visitation levels.  相似文献

Two free water surface (FWS) and two subsurface flow (SSF) pilot-size wetlands were constructed for the evaluation of their performance in treating highway runoff (HRO) in the heart of the Mediterranean region, the island of Crete, at the southernmost point of Greece. Detailed recordings of the resources involved during the construction allowed a thorough calculation of the cost of the systems and the requirements in materials, man-hours, and equipment. The two identical FWS systems had a surface area of 33 m2 each, while the two identical SSF covered 32 m2 each. One FWS and one SSF, named FWS12 and SSF12, respectively, were designed with a hydraulic retention time (HRT) of 12 h, with each one capable of treating a maximum HRO of 12.6 m3/day. The other couple, named FWS24 and SSF24, respectively, was designed with an HRT of 24 h, with each receiving a maximum HRO of 6.3 m3/days. An influent storage tank was required to hold the runoff during the common storm events and control the flow rate (and the hydraulic retention time) into the wetlands. This construction represented 25% of the total construction cost, while 5% was spent on the influent automated (and sun-powered) control and distribution system, from the storage tank to the wetlands. The respective total cost allocated to the two SSF systems (€14,676) was approximately 10% higher than that of the FWS (€13,596), mainly due to the three different-sized gravel layers used in the SSF substrate compared to the topsoil used in the FWS, which tripled the cost and placement time. The Total Annual Economic Cost (TAEC) was €1799/year and €1847/year for the FWS and SSF pair, respectively. TAEC was also used to compare the economic efficiency of the systems per cubic meter of HRO treated and kilograms of COD and TSS removed from the wetlands during their first operational year. Based on these estimations, FWS12 recorded the lowest TAECCOD and TAECTSS values (€89.09/kg and €43.69/kg, respectively) compared to the other three systems, presenting a more economically favorable option.  相似文献

This paper reports the results of both standard and truncated count data travel cost demand models for estimating demand for and the economic value to participants in mountain biking in the Moab, Utah, area. The empirical estimates for average trip demand per person per season were 2.25 and 2.53 trips under truncated Poisson and truncated negative binomial models, respectively. Consumer surplus per person per trip for both models was approximately US $585. The total annual use value for mountain biking in the Moab area was US $1.33 million. This value suggests that this recreation has a higher value than most other activities in the area and that public land managers should be aware of the relative value of mountain biking as they make allocation decisions.  相似文献

While convenient and often used, on-site surveys are biased by the fact that users who visit the site more often are proportionately more likely to be sampled. This so-called avidity or size biased sampling results in over-estimating the visitation patterns of the average user. This analysis develops a rule of thumb method that may easily be applied by recreation site managers to visitation data collected on-site in order to infer behavior of the average user of the site. The key assumption that drives the derivation is that the visitation data of users is logarithmically distributed. To evaluate the methodology, we analyze several data sets of recreational users assuming that they reflect the populations of users and from these construct hypothetical on-site samples.  相似文献

We estimate an individual travel cost model for Great Sand Dunes National Park and Preserve (GSD) in Colorado using on-site, secondary data. The purpose of the on-site survey was to help the National Park Service better understand the visitors of GSD; it was not intended for a travel cost model. Variables such as travel cost and income were estimated based on respondents’ Zip Codes. Following approaches found in the literature, a negative binomial model corrected for truncation and endogenous stratification fit the data the best. We estimate a recreational benefit of U.S. $89/visitor/year or U.S. $54/visitor/24-h recreational day (in 2002 U.S. $). Based on the approach presented here, there are other data sets for national parks, preserves, and battlefields where travel cost models could be estimated and used to support National Park Service management decisions.  相似文献

Whitewater river kayaking and river rafting require adequate instream flows that are often adversely affected by upstream water diversions. However, there are very few studies in the USA of the economic value of instream flow to inform environmental managers. This study estimates the economic value of instream flow to non-commercial kayakers derived using a Travel Cost Method recreation demand model and Contingent Valuation Method (CVM), a type of Contingent Behavior Method (CBM). Data were obtained from a visitor survey administered along the Poudre River in Colorado. In the dichotomous choice CVM willingness to pay (WTP) question, visitors were asked if they would still visit the river if the cost of their trip was $Y higher, and the level of $Y was varied across the sample. The CVM yielded an estimate of WTP that was sensitive to flows ranging from $55 per person per day at 300 Cubic Feet per Second (CFS) to a maximum $97 per person per day at flows of 1900 CFS. The recreation demand model estimated a boater’s number of trips per season. We found the number of trips taken was also sensitive to flow, ranging from as little as 1.63 trips at 300 CFS to a maximum number of 14 trips over the season at 1900 CFS. Thus, there is consistency between peak benefits per trip and number of trips, respectively. With an average of about 100 non-commercial boaters per day, the maximum marginal values per acre foot averages about $220. This value exceeds irrigation water values in this area of Colorado.  相似文献

The travel clost method (TCM) and contingent valuation method (CVM) were used to evaluate the economic value of six different ecotourism activities involving observation of wildlife in Pennsylvania. The six activities were: catch-and-release trout fishing; catch-and-release trout fishing with fly-fishing equipment; viewing waterfowl; watching elk; observing migration flights of raptors; and seeing live wildlife in an environmental education setting. TCM results provided significant statistical relationships between level of use and travel costs for the two types of trout fishing activities. CVM provided estimates of consumer surplus for the other four sites. The consumers' surplus value (1988 dollars) of all six activities to participants amounted to a total of more than $1.28 million annually—twice the total out-of-pocket expenditures of approximately $640,000 spent to visit the sites. The economic amenity values of the six activities compare favorably with similarly derived values in other studies for hunting, fishing, hiking, and backpacking in dispersed recreation environments and wilderness areas in western states.  相似文献

/ This paper describes a framework for estimating the economic value of outdoor recreation across different ecoregions. Ten ecoregions in the continental United States were defined based on similarly functioning ecosystem characters. The individual travel cost method was employed to estimate recreation demand functions for activities such as motor boating and waterskiing, developed and primitive camping, coldwater fishing, sightseeing and pleasure driving, and big game hunting for each ecoregion. One of the basic assumptions of the travel cost method for recreational demand analysis is that the travel cost is always incurred for a single purpose recreational trip. Several studies have skirted around the issue with simplifying assumptions and dropping observations considered as nonconventional holiday-makers or as nontraditional visitors from the sample. The effect of such simplifications on the benefit estimates remains conjectural. Given the remoteness of notable recreational parks, multi-destination or multi-purpose trips are not uncommon. This article examines the consequences of allocating travel costs to a recreational site when some trips were taken for purposes other than recreation and/or included visits to other recreational sites. Using a multi-purpose weighting approach on data from Gros Morne National Park, Canada, we conclude that a proper correction for multi-destination or multi-purpose trip is more of what is needed to avoid potential biases in the estimated effects of the price (travel-cost) variable and of the income variable in the trip generation equation.  相似文献

The authors develop a contingent trip model to estimate the recreation demand for and value of a potential rail-trail site in north-east Georgia. The contingent trip model is an alternative to travel cost modelling useful for ex ante evaluation of proposed recreation resources or management alternatives. The authors estimate the empirical demand for trips using a negative binomial regression specification. Their findings indicate a per-trip consumer surplus ranging from US$18.46 to US$29.23 and a price elasticity of m 0.68. In aggregate, they estimate that the rail-trail would receive approximately 416 213 recreation visits per year by area households and account for a total consumer surplus in excess of US$7.5 million.  相似文献

This paper applies the Kuhn–Tucker model to estimate recreation demand of parks in Sicily. We estimate a fixed coefficient specification and a random coefficient specification to take into account heterogeneity across visitors. Estimates suggest a diversity of preferences across the population and that parks with higher level of quality attributes are more likely to be visited. We also simulate two sets of hypothetical policy scenarios to evaluate and compare the recreational value of each park and the welfare impacts of changes in a quality attribute.  相似文献

Benefits-based management seeks to provide recreation benefits for recreation participants by managing the physical environments in which recreation occurs. This study investigates the relationship between benefits desired by visitors and the physical, social, and managerial characteristics of settings that facilitate realization of recreation benefits. Data such as perceived benefits from recreation experiences, setting attributes that significantly influenced perceived benefits, and sociodemographic variables were collected from 376 visitors to Sorak-san National Park in the eastern part of the Korean peninsula. Cluster analysis was used to group visitors' desired benefits into 12 domains: relationship with nature/scenery, escaping pressure, learning about nature, family togetherness, introspection, exploration, autonomy/achievement, being with friends, leading others, skills/learning, risk taking, and meeting/observing new people. Multiple regression was used to link benefit domains with the characteristics of settings. The social attribute of recreation settings was linked to eight of the ten benefit domains. There were two statistically strong multiple regression correlations: (1) between domain of “relationship with nature /scenery” and the attributes “forest/water,”“attractive nature,” and “facility/maintenance” and (2) between the domain of “escaping pressure” and the attributes “attractive nature” and “social.” The results of this study are useful to managers in their efforts to provide recreation opportunities for visitors to achieve beneficial outcomes.  相似文献

The implementation of the European Union Water Framework Directive (WFD) requires nationally generalizable estimates of the benefits of protecting inland and coastal waters. As an alternative to benefit transfers and meta-analyses, we utilize national recreation inventory data combined with water quality data to model recreation participation and estimate the benefits of water quality improvements. Using hurdle models, we analyze the association of water clarity in individuals' home municipalities with the three most common water recreation activities – swimming, fishing and boating. The results show no effect on boating, but improved water clarity would increase the frequency of close-to-home swimming and fishing, as well as the number of fishers. Furthermore, to value the potential benefits of the WFD, we estimate the consumer surplus of a water recreation day using a travel cost approach. A water policy scenario with a 1-m improvement in water clarity for both inland and coastal waters indicates that the consumer surplus would increase 6% for swimmers and 15% for fishers. In contrast to previously estimated abatement costs to improve water quality, net benefits could turn out to be positive. Our study is a promising example of applying existing national recreation inventory data to estimate the benefits of water quality improvements for the purposes of the WFD.  相似文献

As more people visit natural areas for tourism and recreation purposes, it is becoming increasingly important to understand the value they place on these natural resources. Specifically, tourists to Florida have been increasingly interested in visiting natural areas, forests, parks, and preserves-highlighting the importance of this new and growing phenomenon. We analyze visitors' demand for nature-based recreation in the Apalachicola River region of Florida using the travel cost method. The results from a count data regression model reveal that on average visitors would pay 74.18 dollars per visit-day for nature-based recreation resulting in a total economic value of 484.56 million dollars attributable to nature-based recreation in the Apalachicola River region. Results of this study provide useful information for natural resources management in the region and a rationale to preserve Florida's unique ecosystems.  相似文献

Increasing demand for water to develop non-agricultural activities is causing water to be diverted to high-value uses at the expense of irrigation. However, agriculture provides a flow of amenities in the desert environment which are not either accounted or paid. Oases are spread all over the globe and are threatened for various reasons among which is the high pressure of demand for fresh water. This paper estimates the recreation use value of an oasis. The paper is based on the Misfat Al-Abryeen oasis in Oman, a man-made area of streams and woodland. The travel cost method is used through an on-site questionnaire distributed to 230 visitors. Around 75% of visitors to the oasis also visited other historical or ecological sites during the same day-trip. The econometric model is estimated using negative binomial regression with endogenous stratification. The average consumer surplus, or benefit, from visiting Misfat Al-Abryeen is estimated at US104.74 per individual per trip. The total social benefit from this oasis is estimated at 104.74 per individual per trip. The total social benefit from this oasis is estimated at 366,590 per year. These results underscore the importance of the role played by irrigated agriculture in the provision of amenity services for the tourism sector in a desert environment. The sustainability of the irrigation activity depends on the recognition of the recreation role of oases and the transfer of part of these benefits to the farmers who maintain the irrigation system. The implementation of an entrance fee to the oasis might increase farmers’ profit by 6–21%.  相似文献

The study deals with the problem of evaluating management strategies for pure stands of Norway spruce (Picea abies Karst) to balance adaptation to and mitigation of climate change, taking into account multiple objectives of a forest owner. A simulation and optimization approach was used to evaluate the management of a 1000 ha model Age-Class forest, representing the age-class distribution of an area of 66,000 ha of pure Norway spruce forests in the Black Forest region of Southwest Germany. Eight silvicultural scenarios comprising five forest conversion schemes which were interpreted as “adaptation” strategies which aims at increasing the proportion of Beech, that is expected to better cope with climate change than the existing Norway spruce, and three conventional strategies including a “Do-nothing” alternative classified as “mitigation”, trying to keep rather higher levels of growing stock of spruce, were simulated using the empirical growth simulator BWINPro-S. A linear programming approach was adapted to simultaneously maximize the net present values of carbon sequestration and timber production subject to the two constraints of wood even flow and partial protection of the oldest (nature protection). The optimized plan, with the global utility of 11,687 €/ha in forty years, allocated a combination of silvicultural scenarios to the entire forest area. Overall, strategies classified as “mitigation” were favored, while strategies falling into the “adaptation”-category were limited to the youngest age-classes in the optimal solution. Carbon sequestration of the “Do-nothing” alternative was between 1.72 and 1.85 million tons higher than the other alternatives for the entire forest area while the differences between the adaptation and mitigation approaches were approximately 133,000 tons. Sensitivity analysis showed that a carbon price of 21 €/t is the threshold at which carbon sequestration is promoted, while an interest rate of above 2% would decrease the amount of carbon.  相似文献

A contingent valuation survey of users of the 140 km Ridgeway National Trail was undertaken to estimate the value that users place on access to the Trail. The survey found that users had a mean willingness to pay for access to the Ridgeway of £1.24 per visit (£1.13– £1.36 95% Confidence Limits). With around 150 000 visits to the Ridgeway each year, this gives an estimated annual aggregate benefit of £186 000 (£169 500– £204 000 95% Confidence Limits) plus the economic benefits to local economies of visitor spending of some £0.8 million. This compares with the costs of Trail maintenance of around £154 000 per year. The development of National Trails in England for recreation and tourism is also discussed.  相似文献

Planning and management for recreational activities in protected areas involves an understanding of many complex factors. Segmentation of recreation demand and of the main physical or sporting activities can contribute to the design of more efficient management strategies, which may help to maintain or significantly enhance satisfaction with the recreation experience, and this in turn could improve the interest in and appreciation of the natural environment. The current study examined the motivations of hikers in three small Natura 2000 protected areas. It establishes a typology or categorization as a contribution to better management based on a survey conducted through on-site personal interviews with a representative sample of 569 hikers. Through an analysis of the principal intervening components by means of cluster analysis, we identified three groups of hikers based on three motivational dimensions: (1) nature-minded hikers, (2) sporting hikers and (3) general-purpose hikers. The most striking results were the significant differences among group variables related to visit behaviour (frequency and duration of visits and number of people per group), previous knowledge (protection status of the areas) and recreational frequentation (trail categories and protected areas visited). A positive correlation between the degree of sympathy for nature and the degree of satisfaction with the recreational experience (including positive evaluation of the public facilities, signposting and services offered) was also observed. The results are discussed in terms of their applicability and implications in hiking management in protected natural areas such as those of Natura 2000.  相似文献
