The most common means for disposing of municipal solid waste is burial in a sanitary landfill. However, many landfill owners significantly underestimate the total cost of landfill disposal by considering only land and operating costs, ignoring external physical and social costs associated with landfills. This paper proposes an approach to estimating (in monetary terms) the external costs arising from the development and operation of a landfill. All cost information is based on typical U.S. landfill cost structures. The approach is illustrated by applying it to a case study of a proposed landfill in Durham, North Carolina (U.S.A.). This case study demonstrates that the method can be applied easily and yields reasonable results.  相似文献

The paper by Sasao on using a choice experiment (CE) to incorporate social costs in siting a landfill is a good step forward in siting landfills and other waste handling facilities in a more socially responsible manner. However, Sasao's method, which is well-established in the economics literature, has a number of underlying assumptions that practitioners must be careful to consider in applying the approach. The focus of this discussion is on three issues: (1) the form of utility function used, (2) the perceptions of the survey questions by the respondents versus the intended perception, and (3) the application of the results to situations beyond the assessed situations. This discussion article urges practitioners to carefully check their implementation of a choice experiment method to make sure the elicited values correctly represent those of the community. This discussion should not be construed as suggesting that the approach or results of Sasao (2004) are incorrect. Instead this discussion is meant to elaborate on the ideas and approach presented by Sasao with the hope that the approach will be applied more widely.  相似文献

The siting of landfills usually meets with the disapproval of residents living in the immediate proximity of potential landfill sites and frequently arouses public protest. Also in Austria, the public's readiness to safeguard their interests has been increasing, thus such conflicts can no longer be avoided. This fact raises the question among future landfill operators, as to how to react in such cases, and how a thus sensitized public can be dealt with. Seen from the viewpoint of communication, landfill operators must direct more attention to public relations.Within a research project at the University of Vienna, we have developed a public relations model which is intended to support a consensus between the landfill operators and the residents immediately affected by the operators' activities. The results prove that the so called "consensus-oriented public relations" approach is principally right. That is, those people who, due to our survey in the communities, could envisage a landfill site being installed, broadly agreed with the landfill operator on the levels of understanding provided by the model.  相似文献

In Japan, conflicts regarding the siting of waste disposal facilities occur frequently. In particular, siting of incinerators and landfills has become increasingly difficult because the public is highly concerned about the dioxin issues. Inefficient siting of waste disposal facilities causes several social problems, such as the shortage of waste treatment and disposal facilities, the rising of waste management costs and an increase in the consumption of resources. While dealing with a similar situation, the Chemical Society of Japan adopted a risk communication technique successfully. Hence, the pragmatic use of a risk communication technique is proposed to avoid conflicts and for a smooth information exchange to seek cooperation in waste management. In order to achieve this, a study was conducted to resolve conflicts between residents and the municipality for the selection of site for a solid waste treatment and disposal facility. This study aims to discuss the subject of risk communication for the waste disposal system in Japan. This study is performed through personal interviews and a questionnaire covering opposing parties in the town. As a result of the survey, a risk communication approach for a waste treatment and disposal system is presented in the paper addressing issues such as building of social trust, pragmatic use of the communication process, installation of credible information sources, and environmental education and awareness.  相似文献

Solid waste disposal in Sri Lanka has been assessed using environmental, economic, and social indicators, based on a life cycle approach. The existing situation of open dumping in Sri Lanka was compared with that of a sanitary landfill with gas recovery, since the latter is anticipated to constitute an initial step towards sustainable development. The results revealed the extent to which sanitary landfills with gas recovery systems could contribute to reducing environmental impacts such as global warming potential, acidification potential, and eutrophication potential. Assessment of life cycle cost and damage to human health also showed results in favour of sanitary landfills with gas recovery system. The results obtained quantify the sustainability benefits of the proposed option for solid waste management, and can be useful for justifying policy measures that encourage the replacement of open dumping with sanitary landfills.  相似文献

Solid waste management in Kathmandu valley of Nepal, especially concerning the siting of landfills, has been a challenge for over a decade. The current practice of the illegal dumping of solid waste on the river banks has created a serious environmental and public health problem. The focus of this study was to carry out an evaluation of solid waste management in Nepal based on published information. The data showed that > or =70% of the solid wastes generated in Nepal are of organic origin. As such, composting of the solid waste and using it on the land is the best way of solid waste disposal. This will reduce the waste volume transported to the landfill and will increase its life.  相似文献

The external (environmental and social) costs of landfilling (e.g. emissions to air, soil and water; and 'disamenities' such as odours and pests) are difficult to quantify in monetary terms, and are therefore not generally reflected in waste disposal charges or taken into account in decision making regarding waste management options. This results in a bias against alternatives such as recycling, which may be more expensive than landfilling from a purely financial perspective, but preferable from an environmental and social perspective. There is therefore a need to quantify external costs in monetary terms, so that different disposal options can be compared on the basis of their overall costs to society (financial plus external costs). This study attempts to estimate the external costs of landfilling in the City of Cape Town for different scenarios, using the benefits transfer method (for emissions) and the hedonic pricing method (for disamenities). Both methods (in particular the process of transferring and adjusting estimates from one study site to another) are described in detail, allowing the procedures to be replicated elsewhere. The results show that external costs are currently R111 (in South African Rands, or approximately US$16) per tonne of waste, although these could decline under a scenario in which energy is recovered, or in which the existing urban landfills are replaced with a new regional landfill.  相似文献

Historically, landfills have been the dominant alternative for the ultimate disposal of municipal solid waste. This paper addresses the problem of siting a new landfill using an intelligent system based on fuzzy inference. The proposed system can accommodate new information on the landfill site selection by updating its knowledge base. Several factors are considered in the siting process including topography and geology, natural resources, socio-cultural aspects, and economy and safety. The system will rank sites on a scale of 0-100%, with 100% being the most appropriate one. A weighting system is used for all of the considered factors. The results from testing the system using different sites show the effectiveness of the system in the selection process.  相似文献

Modern waste legislation aims at resource efficiency and landfill reduction. This paper analyses more than 20 years of landfill reduction in the Netherlands. The combination of landfill regulations, landfill tax and landfill bans resulted in the desired landfill reduction, but also had negative effects. A fierce competition developed over the remaining waste to be landfilled. In 2013 the Dutch landfill industry generated €40 million of annual revenue, had €58 million annual costs and therefore incurred an annual loss of €18 million. It is not an attractive option to prematurely end business. There is a risk that Dutch landfill operators will not be able to fulfil the financial obligations for closure and aftercare. Contrary to the polluter pays principle the burden may end up with society. EU regulations prohibiting export of waste for disposal are in place. Strong differentials in landfill tax rate between nations have nevertheless resulted in transboundary shipment of waste and in non-compliance with the self-sufficiency and proximity principles. During the transformation from a disposal society to a recycling society, it is important to carefully plan required capacity and to guide the reorganisation of the landfill sector. At some point, it is no longer profitable to provide landfill services. It may be necessary for public organisations or the state to take responsibility for the continued operation of a ‘safety net’ in waste management. Regulations have created a financial incentive to pass on the burden of monitoring and controlling the impact of waste to future generations. To prevent this, it is necessary to revise regulations on aftercare and create incentives to actively stabilise landfills.  相似文献

Municipal solid waste landfills pose a threat on environment and human health, especially old landfills which lack facilities for collection and treatment of landfill gas and leachate. Consequently, missing information about emission flows prevent site-specific environmental risk assessments. To overcome this gap, the combination of waste sampling and analysis with statistical modeling is one option for estimating present and future emission potentials. Optimizing the tradeoff between investigation costs and reliable results requires knowledge about both: the number of samples to be taken and variables to be analyzed.This article aims to identify the optimized number of waste samples and variables in order to predict a larger set of variables. Therefore, we introduce a multivariate linear regression model and tested the applicability by usage of two case studies. Landfill A was used to set up and calibrate the model based on 50 waste samples and twelve variables. The calibrated model was applied to Landfill B including 36 waste samples and twelve variables with four predictor variables.The case study results are twofold: first, the reliable and accurate prediction of the twelve variables can be achieved with the knowledge of four predictor variables (Loi, EC, pH and Cl). For the second Landfill B, only ten full measurements would be needed for a reliable prediction of most response variables. The four predictor variables would exhibit comparably low analytical costs in comparison to the full set of measurements. This cost reduction could be used to increase the number of samples yielding an improved understanding of the spatial waste heterogeneity in landfills.Concluding, the future application of the developed model potentially improves the reliability of predicted emission potentials. The model could become a standard screening tool for old landfills if its applicability and reliability would be tested in additional case studies.  相似文献

This paper first reviews the chemical, physical and biological processes, and the environmental performance of MSW compacted and plastic-wrapped into air-tight bales with low-density polyethylene (LDPE). The baling-wrapping process halts the short and half-term biological activity and consequently the emission of gases and leachates. It also facilitates the handling of the refuse, and considerably reduces the main environmental impacts of a landfill. The main technologies available for baling-wrapping MSW are also presented. Furthermore, a cost analysis comparing a conventional landfill (CL) without baling system versus two landfills using different baling-wrapping technologies (rectangular and cylindrical bales) is carried out. The results are presented comparatively under the conditions of construction, operation and maintenance and postclosure, as required by European Directive 1999/31. A landfill using rectangular plastic-wrapped bales (LRPB) represents an economically competitive option compared to a CL. The increased capacity of the waste disposal zone when using rectangular bales due to the high density of the bales compensates for the increased operating and maintenance (O&M) costs of the method. Landfills using cylindrical plastic-wrapped bales (LCPB's) do not fare so well, mainly because the density within the bales is lower, the cylindrical geometry of the bales does not allow such an efficient use of the space within the landfill, and the processing capacity of the machinery is lower. From the cost model, the resulting unit costs per tonne in a LRPB, a LCPB and a CL for 100,000 t/year of waste, an operation time of 15 years and a landfill depth (H) of 20 m, are 31.52, 43.36 and 31.83 /t, respectively.  相似文献

Environmental risks are a growing public concern in America. The threat of contaminated drinking water from municipal solid waste (MSW) landfills is receiving increased attention from citizens and from the United States Environmental Protection Agency (USEPA). Examination of USEPA data collected from MSW landfills reveals approximate risks posed by these landfills. USEPA research suggests that 60% of MSW landfills present less than a 1 in 10 billion risk of cancer incidence. Another 6% pose risks less than 1 in a billion, while 17% present risks less than 1 in a million. This study addresses the USEPA risk assessment techniques and models for estimating MSW landfill risks. USEPA data for toxic constituents of landfill leachate are also analysed in order to better understand the difficulties encountered in estimating landfill risks. The study also presents a brief discussion of public perceptions of risk as they relate to communicating the USEPA landfill model results to those who might be affected.  相似文献

The exponential rise in the urban population of the developing countries in the past few decades and the resulting accelerated urbanization phenomenon has brought to the fore the necessity to develop environmentally sustainable and efficient waste management systems. Sanitary landfill constitutes one of the primary methods of municipal solid waste disposal. Optimized siting decisions have gained considerable importance in order to ensure minimum damage to the various environmental sub-components as well as reduce the stigma associated with the residents living in its vicinity, thereby enhancing the overall sustainability associated with the life cycle of a landfill. This paper addresses the siting of a new landfill using a multi-criteria decision analysis (MCDA) and overlay analysis using a geographic information system (GIS). The proposed system can accommodate new information on the landfill site selection by updating its knowledge base. Several factors are considered in the siting process including geology, water supply resources, land use, sensitive sites, air quality and groundwater quality. Weightings were assigned to each criterion depending upon their relative importance and ratings in accordance with the relative magnitude of impact. The results from testing the system using different sites show the effectiveness of the system in the selection process.  相似文献

A comprehensive approach for the evaluation of the economic feasibility of landfill mining (LFM) should take into account not only the direct costs and revenues for the private investor, but also the social benefits or costs (generally called externalities), in such a way that projects generating major social benefits (and no significant private revenues) are not overlooked.With a view to contributing to the development of a common framework for the evaluation of LFM projects, this paper presents the results of a case study where the issue of the assessment of social benefits from a LFM project is addressed. In particular, the Contingent Valuation Method is applied for the monetary assessment of the community-perceived benefits from the remediation of an old uncontrolled waste deposit by means of LFM and the conversion of the area into a park.Based on the results of a survey carried out on a random sample of people living near the old landfill, the economic values of the individual willingness to pay (WTP) for LFM and the subsequent creation of a public park were calculated and the correlations with the relevant variables (distance from the landfill site, age, income, sex, education level) assessed. The results were then suitably extended and the monetary value of the welfare increase of the whole population resident in the area and potentially affected both by LFM and the creation of the park was calculated.  相似文献

Entombed waste in current sanitary landfills will generate biogas and leachate when physical barriers fail in the future, allowing the intrusion of moisture into the waste mass contradicting the precepts of the sustainability concept. Bioreactor landfills are suggested as a sustainable option to achieve Final Storage Quality (FSQ) status of waste residues; however, it is not clear what characteristics the residues should have in order to stop operation and after-care monitoring schemes. An experiment was conducted to determine the feasibility to achieve FSQ status (Waste Acceptance Criteria of the European Landfill Directive) of residues in a pilot scale bioreactor landfill. The results of the leaching test were very encouraging due to their proximity to achieve the proposed stringent FSQ criterion after 2 years of operation. Furthermore, residues have the same characteristics of alternative waste stabilisation parameters (low BMP, BOD/COD ratio, VS content, SO4(2-)/Cl- ratio) established by other researchers. Mass balances showed that the bioreactor landfill simulator was capable of practically achieving biological stabilisation after 2 years of operation, while releasing approximately 45% of the total available (organic and inorganic) carbon and nitrogen into the liquid and gas phases.  相似文献

Waste management in Ireland has been dramatically transformed over the past 10 years from over 90% reliance on landfill towards a fully integrated approach. According to the latest EPA National Database Report in 2007 our municipal (household and commercial but excluding construction and demolition) recycling rate was 35% in 2005. This has been achieved through the implementation of 10 regional waste management plans all prepared within a new national planning framework in accordance with the Waste Management Act 1996 and Government policy document 'Changing Our Ways', published in 1998 by the Irish Department of the Environment, Heritage and Local Government. The principal drivers of the waste management plans and strategies are the EU Waste Framework Directive (recently revised), the EU Packaging Directive and the EU Landfill Directive. In addition, there were substantial political and environmental drivers due to the relatively poor standard of landfills in Ireland. Strict landfill regulation by the Environment Protection Agency commenced in 1997and led to many closures of poor facilities and new standards of siting design and operation. This has led to very high landfill charges that are only now beginning to stabilize. The key to improving public attitudes to the greatly improving waste management system has been the degree and content of stakeholder involvement programmes. These programmes are now consolidated into a national 'Race against Waste' programme (www.raceagainstwaste.ie). The purpose of the programme is to create awareness and deal with many of the misconceptions in the public mind attached to waste treatment methods especially incineration. Unlike that of western countries, the solid waste of Asian cities is often comprised of 70-80% organic matter, dirt and dust. Composting is considered to be the best option to deal with the waste generated. Composting helps reduce the waste transported to and disposed of in landfills. During the course of the research, the author learned that several developing countries established large-scale composting plants that eventually failed for various reasons. The main flaw that led to the unsuccessful establishment of the plants was the lack of application of simple scientific methods to select the material to be composted. Landfills have also been widely unsuccessful in countries like India because the landfill sites have a very limited time frame of usage. The population of the developing countries is another factor that detrimentally impacts the function of landfill sites. As the population keeps increasing, the garbage quantity also increases, which, in turn, exhausts the landfill sites. Landfills are also becoming increasingly expensive because of the rising costs of construction and operation. Incineration, which can greatly reduce the amount of incoming municipal solid waste, is the second most common method for disposal in developed countries. However, incinerator ash may contain hazardous materials including heavy metals and organic compounds such as dioxins, etc. Recycling plays a large role in solid waste management, especially in cities in developing countries. None of the three methods mentioned here are free from problems. The aim of this study is thus to compare the three methods, keeping in mind the costs that would be incurred by the respective governments, and identify the most economical and best option possible to combat the waste disposal problem.  相似文献

Strategies for remediation of drilling mud wastes at a typical deep sour gas well site in the foothills of Alberta were assessed in terms of financial and social costs and benefits, in alignment with established sustainable remediation and decision analysis principles. Managers of contaminated sites containing historical drilling wastes are challenged with managing liability through several regulatory changes over time. Excavation and disposal of the contaminated soil from the site was the only means of securing regulatory release, with the nearest landfill located 150 km away. A perception exists that in many cases excavation and disposal inflicts unnecessary levels of site intrusiveness and public disturbance when other options achieving a similar risk end point may do so for lower social cost. The study tested this hypothesis to ascertain whether the currently accepted solution is the best option when the wider costs and benefits to society and the environment are included. Eight remedial strategies were assessed using cost–benefit analysis, including using environmental economics techniques to quantify social and environmental impacts. The economic model showed that methods such as capping in‐place or engineered encapsulation were superior to full excavation and disposal from financial and sustainability perspectives. Quantified external costs and benefits such as road damage, greenhouse gas emissions, public nuisance and safety, and community amenity value were influential in identifying superior options. It was demonstrated that $0.2 million of societal costs could be avoided by choosing capping over landfill disposal. This represents substantial implications when viewed in the context of this and other operators’ portfolios of hundreds of abandoned wells in the area. ©2016 Wiley Periodicals, Inc.  相似文献

Long-term estimates make clear that the amount of solid waste to be processed at landfills in the Netherlands will sharply decline in coming years. Major reasons can be found in the availability of improved technologies for waste recycling and government regulations aiming at waste reduction. Consequently, market size for companies operating landfills shrinks. Among the companies facing the problem is the Dutch company Essent. Given the expected market conditions, it looks for alternative business opportunities. Landfill mining, i.e., the recycling of existing landfills, is considered one of them. Proceeds of landfill mining are related to, for example, recycled materials available for re-use, regained land, and possibilities for a more efficient operation of a landfill. The market for landfill mining is of a considerable size--there are about 3800 landfills located in the Netherlands. Given market size the company faces the dilemma of how to explore this market, i.e., select the most profitable landfills in a fast and efficient way. No existing methods or tools could be found to do so. Therefore, to answer to the problem posed, we propose a step-wise research method for market exploration. The basic idea behind the method is to provide an adequate, cost-saving and timely answer by relying on a series of quick scans. Relevant aspects of a mining project concern the proceeds of regained land and recyclables, the costs of the mining operation and the associated business and environmental risks. The method has been tested for its practical use in a pilot study. The pilot study addressed 147 landfills located in the Dutch Province of Noord-Brabant. The study made clear how method application resulted in the selection of a limited number of high potential landfills in a few weeks, involving minimal research costs.  相似文献

Considering the quality of design and construction of landfills in developing countries, little information can be derived from randomly taken leachate samples. Leachate generation and composition under monsoon conditions have been studied using lysimeters to simulate sanitary landfills and open cell settings. In this study, lysimeters were filled with domestic waste, highly organic market waste and pre-treated waste. Results over two subsequent dry and rainy seasons indicate that the open cell lysimeter simulation showed the highest leachate generation throughout the rainy season, with leachate flow in all lysimeters coming to a halt during the dry periods. More than 60% of the precipitation was found in the form of leachate. The specific COD and TKN load discharged from the open cell was 20% and 180% more than that of the sanitary landfill lysimeters. Types of waste material and kind of pre-treatment prior to landfilling strongly influenced the pollutant load. Compared to the sanitary landfill lysimeter filled with domestic waste, the specific COD and TKN load discharged from the pre-treated waste lysimeter accounted for only 4% and 16%, respectively. Considering the local settings of tropical landfills, these results suggest that landfill design and operation has to be adjusted. Leachate can be collected and stored during the rainy season, and recirculation of leachate is recommended to maintain a steady and even accelerated degradation during the prolonged dry season. The open cell approach in combination with leachate recirculation is suggested as an option for interim landfill operations.  相似文献
