This article describes biomass fuels as renewable and sustainable energy resources in Minnesota as well as across the United States. This country has long benefited from surplus supplies of diverse energy resources, while our dependency on foreign petroleum supplies and domestic coal reserves has only recently prompted Congress to recognize the importance of renewable and alternative fuels such as biomass energy. Our further utilization of biomass power and biofuels can be an important step in altering our dependency on both coal and petroleum while simultaneously reducing carbon dioxide emissions. © 1998 John Wiley & Sons, Inc. 相似文献

Summary This paper suggests that for environmental education to have any meaning in the South Pacific, the variety of physical and cultural environments must be taken into account. It is not possible, however, for each country to develop its own programme, and thus, a kind of dependent development which is sustainable should be undertaken. Environmental education is much wider than utilising formal educational curricula; it should include the use of the media, the employment of environmental economists, and a continuous sharing of information between those who carry out environmental research and those who design and implement policy.Dr Jenny Bryant is a Senior Lecturer in the Department of Geography at the University of the South Pacific and Chairperson of the South Pacific Action Committee for Human Ecology and the Environment (SPACHEE). The Republic of the Marshall Islands (RMI) is a major custodian of one of the ocean's major natural resources: tuna. The commercial tuna fisheries sector is the most important economic sector in the RMI and is thus a substantial contributor to this tiny island nation's GDP. Tuna catch and its associated revenues has fluctuated in line with climatic events such as the El Niño/La Niña Southern Oscillation (ENSO) and, in the last decade, national fisheries development policies have begun to capitalize on the positive effects that ENSO warm events have had on the tuna populations. However, global warming is expected to have a significant impact on ENSO, and not necessarily in positive ways. This paper will focus on the relationship between environment and economic development in the RMI fisheries sector. In particular, the linkages between global warming and its effects on the tuna fisheries sector must be better understood and uncertainties accounted for so that impacts are appropriately addressed and integrated into sustainable fisheries development policies. Conclusions reached are that new fisheries development strategies that emphasize environmental‐based planning are required. The emerging ecosystem‐based approach to fisheries management is a start, as are the various international initiatives in furthering our understanding of the linkages between climate and ocean systems currently underway. 相似文献

This article examines energy priorities for Thailand from the economic, social and environmental perspectives of sustainable development. The article uses a set of indicators devised by the International Atomic Energy Agency in partnership with other international agencies and research institutes in seven countries. Thailand's energy efficiency in the 1980s and 1990s are analysed using energy intensity indicators, and possible impacts on sustainable energy development are highlighted. The early 1990s in particular was an important period for Thailand, as the country was at the height of its economic growth, and a number of energy efficiency and conservation programmes were launched. Energy intensity indicators show continuing and faster growth in energy consumption relative to economic activity. The financial crisis in the late 1990s did halt growth in energy consumption, with positive consequences on environmental emissions, but only temporarily as Thailand's economy quickly started to recover in 2000. Notwithstanding the financial crisis, the other indicators show significant progress in economic and social dimensions. 相似文献

This article summarizes some of the results from the application of the indicators for sustainable energy development (ISED) tool for analyzing Lithuania's energy sector, in terms of trends, setting energy policy goals and monitoring progress towards these goals. This experience illustrates the potential applicability of the ISED methodology for energy policy development in economies in transition, using Lithuania as an example. The article presents a summary of the results achieved and conclusions arrived at from the analysis of six priority areas in the context of the research project coordinated by the International Atomic Energy Agency, and provides recommendations for the development of sustainable energy policy using the ISED approach. 相似文献

This article presents a summary of a study on the application to the Mexican energy sector of a core set of indicators for sustainable energy development (ISED), developed by the International Atomic Energy Agency (IAEA). The study focused on the elaboration of socio‐economic and environmental indicators related to energy production and use, and was aimed at assessing Mexico's existing energy policies and identifying strategies and possible policies that could bring about improvements in major priority areas: energy intensity, atmospheric emissions, energy import dependency and use of renewables. While positive trends have been observed in relation to energy intensity and atmospheric emissions, Mexico is becoming more dependent on imports of gasoline, natural gas and other high‐value secondary energy sources, while exporting significant amounts of primary fuels, such as crude oil. Also, no significant increase has been observed in the use of renewable sources of energy. Social, economic and environmental policies need to be formulated for the energy sector and related investments (public and private) reinforced so that all economic sectors have access to energy from cleaner and more diverse sources. 相似文献

Summary The June 1992 United Nations Conference on Environment and Development (UNCED) was the largest and most well attended United Nations conference of all time. The litmus test for the long-term will be whether the promises and pledges made at Rio can be taken forward by way of a process that gradually moves human society towards a more equitable and environmentally sustainable form of development. This paper focuses on two organisations that look set to play an important role in that process: the World Bank's experimental Global Environment Facility and the nascent United Nations Commission on Sustainable Development. It is argued that both these bodies must find a way to respond to the conflicting demands of developed and developing nations if their efforts are not to be stymied by the same kind of international disagreements which characterised the negotiations preceding the Summit.The author is a research associate at the Centre for Social and Economic Research on the Global Environment (CSERGE), a UK Economic and Social Research Council funded centre located jointly at the University of East Anglia and University College London. He is currently engaged in a long term research project which seeks to elucidate how governmental, business and other agencies perceive the uncertain threat of global environmental change, and how they are adapting to it. 相似文献

This article summarizes the results of the project on indicators for sustainable energy development (ISED) in Brazil. The project's aim was to present energy related economic, social and environmental data to policy makers in a coherent and consistent form, showing interlinkages, time‐series and cross‐sectoral analyses and assess energy policy. Two priority areas assessed by these indicators, regarding the country's energy supply and demand, helped in the identification of a number of energy policy options that focused on specific aspects of the country's energy sector. On the supply side, these options include the development and stimulation of renewable energy, such as small‐scale hydroelectric, wind, solar photovoltaic power and bagasse cogeneration; stimulation of programmes for ethanol use as automotive fuel and sugarcane bagasse cogeneration; and implementation of natural gas‐fired, combined heat and power (CHP) plants. On the demand side, policy options include: the full implementation of the law on efficiency standards for appliances; expansion of utility investment in end‐use energy efficiency; adoption of targets and protocols to reduce energy intensity in the industrial sector; improvement of passenger transport efficiency; and the creation of a fund to improve energy affordability for the poor. 相似文献

The demand for energy services is growing rapidly in developing countries. Low levels of energy efficiency in electric power supply and in energy use mean that the energy sector threatens to absorb an intolerably high share of available financial resources. Energy inefficiency also contributes to local and global environmental problems. A strategy of vigorously improving energy efficiency is thus a key element of a sustainable development path. Results reported in this paper show that there is considerable room for efficiency improvement in both existing and new capital stocks, but a much larger effort than presently underway is essential if the potential is to be realized. Assistance from the industrialized countries can play a major role in such an effort. 相似文献

This paper describes the methods used to evaluate the potential for achieving sustainable energy development in six Chinese villages included in the Sustainable Users' Concepts for China Engaging Scientific Scenarios (SUCCESS) Project by examining energy efficiency potential and local renewable energy prospects. The approaches needed to obtain and analyse information on possible energy efficiency measures and renewable energy resources are summarised. Results are presented in terms of cumulative net savings in primary energy consumption, as an indicator of energy resource depletion, and associated carbon dioxide emissions, as an indicator of global climate change. Options for sustainable energy development are ranked in order of likely implementation and practical actions which could be considered in each village are identified. 相似文献

Since 1999, the International Atomic Energy Agency (IAEA) has been leading a multinational, multi‐agency effort to develop a set of energy indicators useful for measuring progress on sustainable development at the national level. This effort has included the identification of major relevant energy indicators, the development of a framework for implementation and the testing of the applicability of this tool in a number of countries. To achieve these goals, the IAEA has worked closely with other international organizations, leaders in energy and environmental statistics and analysis including the United Nations Department of Economic and Social Affairs (DESA), the International Energy Agency (IEA), Eurostat and the European Environment Agency (EEA). Also, the IAEA completed a three‐year coordinated research project for the implementation and testing of the original set of indicators in seven countries — Brazil, Cuba, Lithuania, Mexico, the Russian Federation, the Slovak Republic and Thailand. This article provides an overview of the IAEA programme on Indicators for Sustainable Energy Development (ISED) and highlights its experiences and accomplishments. 相似文献

The steadily increasing world market prices for fossil fuels in the past years have significantly increased interest in the development of indigenous sources of energy in the Pacific islands. As an import substitution strategy, many Pacific island Governments are looking into the use of local biomass resources to replace traditionally imported fuels such as petrol and diesel by biofuels. An overview of biofuel activities is given, with experiences and key achievements in Fiji, Samoa, Vanuatu, Solomon Islands, Papua New Guinea, Kiribati and Marshall Islands with regard to efforts to develop alternative fuels. There are strong linkages between developments in the various Pacific island countries and lessons to be learned from experiences and policies implemented among Governments in the Pacific region. The paper concludes that there is a need for standardization, quality control and testing facilities for biofuels in the region. Governments need to investigate further the level of support that is required to make biofuel operations viable and maximize macroeconomic and environmental benefits. 相似文献

Worcester Polytechnic Institute's (WPI) unique academic plan enables students to study sustainable development and the environment as part of an international educational experience. As a technological university, WPI requires students to complete an interdisciplinary project on the interaction of science or technology and society. This paper describes the environmental projects completed by WPI students, in Bangkok, Venice and Guayaquil. The lessons from WPI's experience provide a model for environmental education at other institutions. These interdisciplinary projects not only promote environmental awareness among students, but they also provide tangible assistance to regions which are developing strategies for sustainable development. 相似文献

There are now numerous sustainable development evaluation methods to evaluate sustainable development progress. Which one to use will depend on the resources, the goals and the stakeholders. Ideally the method selected and its indicators would themselves indicate how to achieve sustainable development. Such a choice can be difficult without a framework to help ensure the representation of the essential elements of sustainable development.
This paper presents such a framework by drawing on ecological terminology to define aspects of sustainable development as manifested in the natural world. The paper comments on the development of an international movement towards both sustainability and subsidiarity in the management of large river basins, and also stresses the significance of river basins for their sense of place and symbolism as environmental territory. Two contrasting efforts are compared, in the developed world (European Community) through the Freshwater Europe Campaign, and in the developing world through the lead‐in to the Earth Summit. This paper assesses the credentials of the planning system in dealing with low-impact developments in the countryside. Forming part of the wider debate on sustainable development in the UK, low-impact developments challenge contemporary rural planning orthodoxy. A detailed case study of Brithdir Mawr in Pembrokeshire Coast National Park reveals the complexities and sensitivities inherent in operationalizing sustainability in this context. The results reveal a planning system reluctant to embrace unconventional lifestyles and methods claiming to be sustainable. It is concluded that the planning system and low-impact developments both need to demonstrate their sustainability credentials in a more direct and empirical manner. Ultimately this could be built into revised criteria for allowing dwellings in the open countryside. Copyright © 2001 John Wiley & Sons, Ltd. 相似文献
