This article examines energy priorities for Thailand from the economic, social and environmental perspectives of sustainable development. The article uses a set of indicators devised by the International Atomic Energy Agency in partnership with other international agencies and research institutes in seven countries. Thailand's energy efficiency in the 1980s and 1990s are analysed using energy intensity indicators, and possible impacts on sustainable energy development are highlighted. The early 1990s in particular was an important period for Thailand, as the country was at the height of its economic growth, and a number of energy efficiency and conservation programmes were launched. Energy intensity indicators show continuing and faster growth in energy consumption relative to economic activity. The financial crisis in the late 1990s did halt growth in energy consumption, with positive consequences on environmental emissions, but only temporarily as Thailand's economy quickly started to recover in 2000. Notwithstanding the financial crisis, the other indicators show significant progress in economic and social dimensions.  相似文献

Industrial shrimp farming has been promoted by international development and financial institutions in coastal indebted poor countries as a way to obtain foreign exchange earnings, reimburse external debt, and promote development. The promotion of the shrimp industry is a clear example of a more general trend of support of export-oriented primary products, consisting in monocultures of commodities, as opposed to the promotion of more diverse, traditional production directed to feed the local population. In general, it is assumed that export-oriented aquaculture and agriculture, in a framework of liberalization policies, facilitates economic growth and this is associated with poverty reduction and the improvement of food security. However, it has been shown that the promotion of export-oriented production, mostly in the hands of big corporations, can have detrimental consequences for the livelihoods of local populations and the environment. As a result, international institutions, NGOs, and the industry aim to minimize these impacts by promoting sustainable export-oriented production. But some impacts may remain, since the main issue is the primary focus on international deregulated markets and the search for cheap primary products. To illustrate the relationships between the mainstream concept of development, the environmental and social impact of industrial farming systems, and the promotion of export-oriented production in developing countries, this article analyzes the case of the shrimp aquaculture industry.  相似文献

The 1990s have seen a dramatic shift in capital flows into the developing world. Despite pledges made at the 1992 UNCED Conference in Rio de Janeiro, official development aid has declined in real terms. At the same time, private direct investment and lending to developing countries has risen from $44 billion at the beginning of this decade to $256 billion in 1997, supporting a record economic boom in the developing world. Developing countries have become significant sources of capital, as well as hosts to transnational corporations.
Cases illustrating the negative impacts of large investments under environmentally lax conditions are contrasted with the rise of environmental screening of funds by commercial entities, such as banks, insurance companies and investors. Although the new inflows of foreign capital may have brought the spread of Western consumerism, this new economic potential has also contributed cutting-edge environmental technologies, that may assist developing countries leapfrog over the most damaging phases of industrialization.
The article discusses the role of public lending agencies, international organizations and NGOs in setting the investment climate that determines the effects of foreign capital on the natural resources base, communities and the environment. Various mechanisms for defining environmental standards are discussed, and a more active role for governments and the United Nations is advocated.  相似文献

Small island developing states (SIDS) in the Caribbean have long specialised in primary commodity exports, and traditional export sectors continue to be a major source of employment. The challenge of sustainable development for the Caribbean SIDS has two dimensions. The first is to adjust to the economic and social impact of the loss of preferential markets for traditional exports and of the dismantling of the ISI apparatus erected during the post-World War II period. The second is to ensure that existing and new patterns of production and consumption comply with the criteria for sustainable development, which is here defined as environmental, socio-cultural and economic sustainability.
This article outlines the potential contribution of sustainable tourism to the larger goal of sustainable development in the SIDS in the Caribbean. It reviews current literature on sustainable development and sustainable tourism, particularly their application to the Caribbean SIDS, and evaluates the Caribbean tourism industry from the point of view of sustainable tourism. Conclusions are drawn and proposals made for a policy-oriented agenda in support of the quest for sustainable tourism in the SIDS in the Caribbean.  相似文献

In this study, we seek to verify the contributions made by three international standards to efforts by eight companies to reduce their environmental impacts and move toward sustainable development. The standards considered in this article are the International Organization for Standardization's (ISO) 9001 (quality), ISO 14001 (environmental management systems), and the Occupational Health and Safety Assessment Series (OHSAS) 18001. The eight companies analyzed for this study are located in the state of Rio Grande do Sul in Brazil. As part of this work, the authors generated a proposed sustainable positioning matrix and placed each company within one of four quadrants—economic approach, environmental approach, social approach, and sustainability approach—derived from the context of the Triple Bottom Line (Elkington, 2004 ).  相似文献

More than 200 years ago, Adam Smith, the founder of modern economics, wrote in the Wealth of Nations that “…consumption is the sole end and purpose of all production; and the interest of the producer ought to be attention to…that of the consumer.” In recent years, the rapid growth of the world economy has given Adam Smith's maxim new meaning. The age-old desire for consumption grows unabated and increasing numbers of consumers around the world are attaching new value to the environmental quality of goods and services and expressing concern over the environmental impacts of industrialization. That concern is growing because more than 70 percent of the world's urban population live in areas where the air is seriously polluted and as many as 750,000 people—the majority in developing countries—die each year of ailments caused by air pollution.1 Over the past 25 years, corporations throughout the world have made dramatic changes in the way they do business as more people come to understand how the ecological system works and how polluted air and water endanger human health. The key to increasing industry's participation in the drive for higher standards of air quality is the growing realization that effective environmental management, technological development, and technology dissemination are cost-effective and profitable business strategies. Global competition is making firms around the world more customer-conscious and, to the extent that consumers demand products that minimize environmental degradation and enhance the quality of their lives, businesses in every industry must respond in order to survive.2 This article examines how changes in business practices, driven by a better understanding of how natural environments function, are converging to provide new opportunities for environmental management that go beyond regulatory compliance to reduce air pollution. Although sound and well-enforced environmental regulations are an essential foundation for improving air quality, command-and-control systems alone are unlikely to achieve the lower levels of pollution that will be necessary to achieve sustainable development in the 21st century. In cooperation with government, businesses in every industry can play crucial roles in achieving higher standards of air quality while at the same time maintaining acceptable levels of economic growth. We explore three ways in which corporations can contribute to environmentally sustainable development: (1) by adopting proactive environmental management systems that focus on air pollution prevention; (2) by developing new technologies for air pollution control and reduction; and (3) by transferring air pollution control and prevention technologies through international trade and investment.  相似文献

A priori assessments of a site's biophysical and socio-economic capacity for accommodating tourism are less common than tourism impact studies. A priori evaluations can provide a contextual understanding of ecological, economic and socio-cultural forces, which shape the prospects for sustainable tourism development at the host destination, and can avert adverse impacts of tourism. We conduct an a priori assessment of the biophysical environment of Pulau Banggi, in the Malaysian state of Sabah for sustainable tourism development. We characterise baseline conditions of the island's marine biodiversity, seasonality, and infrastructure. We then evaluate how existing biophysical conditions will influence options for sustainable tourism development. In particular, we suggest conditions, if there are any, which constitute a limit to future tourism development in terms of compatibility for recreation and resilience to visitor impacts. We find that the biggest constraint is the lack of adequate water and sanitation infrastructure. Blast fishing, although occurring less than once per hour, can potentially destroy the major attraction for tourists. We conclude that while Pulau Banggi possesses natural qualities that are attractive for ecotourism, financial and institutional support must be made available to provide facilities and services that will enable local participation in environmental protection and enhance prospects for future sustainable tourism.  相似文献

Environmental or ‘ecological’ footprints have been widely used in recent years as indicators of resource consumption and waste absorption on the basis of biologically productive land area required per capita with prevailing technology. Such footprints represent a partial measure of the extent to which the planet, its regions, or nations are moving along a sustainable development pathway. They vary between countries at different stages of economic development and varying geographic characteristics. The determinants of environmental footprints in some 113 countries from around the world have been evaluated. Dimensional analysis techniques from engineering and the physical sciences are employed to determine the relative significance of population density, economic wealth, and intensity of pollutant emission. Variations about the resulting ‘power‐law’ correlation suggest the extent to which individual nations are currently frugal or profligate in terms of their resource use and environmental impacts. The scatter associated with footprints, or closely related parameters, also indicates the uncertainty inherent within the international datasets needed to compute them, as well as differences in local climate and terrain. Nevertheless, national footprints alert humanity to the necessity of living within the regenerative capacity of the biosphere in order to ensure ‘environmental sustainability’.  相似文献

Industrial estates (IE) are today perceived as an integral part of development strategies of many countries worldwide. The environmental impacts from a concentration of large number of industries in a small area or unplanned IE, can pose a serious threat to both local and global sustainable development initiatives. The formation of ecologically balanced industrial systems can result in numerous environmental and economic benefits. This paper examines the relevance of industrial symbiosis and carrying capacity concepts and proposes an integrated approach towards IE planning in India based on grouping combinations of industries based on carrying capacity, formation of green industrial townships, development of environmental impact assessment guidelines for IE and implementation of environmental management systems.  相似文献

Tourism development may result in negative impacts on natural resources owing to overuse and mismanagement. However, tourism may also play positive roles in natural resource conservation, which has rarely been verified in practice, although some researchers have demonstrated this in theory. In this article, taking the Jiuzhaigou Biosphere Reserve as a case study area, we conducted an analysis for the environmental impacts from tourism development based on social survey and interpretation of remote sensing images. The results show that the natural environment was not degraded and some indicators are even improving because all the residents have participated in tourism and given up farming and hunting. It is concluded that it is possible to use tourism as a way to balance natural resource conservation and economic development under the preconditions of making effective policies to encourage and help local people participate in tourism business and to benefit from it.  相似文献

The lofty goals of the 1992 Earth Summit regarding sustainable development will not be achieved without major improvements in the management of transboundary water resources. This paper describes the serious nature of water-related conflicts and environmental damage associated with degradation of marine ecosystems, coastal zones, and shared surface/groundwater systems. Traditional approaches such as international conventions, watercourse agreements with basin organizations, and arbitration have generally fallen short of their objectives. This article suggests that a middle ground centered on multicountry institutional arrangements for joint fact finding, evaluation, and problem resolution may be a more productive approach over the short term to achieve sustainable development. The experience of the International Joint Commission (Canada and U.S.) is described as a way of providing a neutral ground for building trust among nations, for 'leveling the playing field' among small and large countries, and for providing mechanisms for countries to work jointly toward sustainable development of their shared resources without relinquishing their sovereignty. The Global Environment Facility (GEF) is playing a catalytic role in assisting countries to address transboundary water resources issues. The paper describes GEF's Operational Strategy and discusses the implications of joint institutional arrangements for the international waters focal area. Given that the environmental security of many nations rests on improved transboundary cooperation, the GEF provides a pragmatic opportunity for countries to cooperatively address these pressing problems.  相似文献

This article develops a practical proposal for progress on sustainable development law. It examines the prospects for an international sustainable development law to provide a framework for more effective, coherent governance. Sustainable development law is briefly defined and an analytical framework is provided. Different degrees of integration between economic, social and environmental law are described. Certain principles of international law related to sustainable development are also highlighted. It is argued that these principles may serve to guide law‐makers and jurists where social, economic and environmental law and policy conflict or overlap. Continuing, underlying questions of sustainable development governance are addressed and its global frameworks analysed. The article also focuses on the 2002 World Summit on Sustainable Development, held in Johannesburg in August‐September 2002, and its specific mandate for the United Nations Commission on Sustainable Development (UNCSD) to take related legal developments into account. The article advances a proposal: that governments, economic, social and environmental intergovernmental organizations and other actors establish a ‘network of inquiry’ with members from relevant groups, including legal and academic organizations, and other expert groups, in order to follow, research, analyse and debate legal developments in a balanced way.  相似文献

This paper presents a decision support framework for environmental planning in developing countries. The interest in protecting the natural environment from pollution gained increased importance in the 1990s with a push by world communities for sustainable development. Developing countries as well as the industrialized nations are expected to cut down on pollution and control the use of non-renewable natural resources. Although the concept of sustainable development sounds plausible, it is difficult to implement in many countries due to their conflicting goals. The world-wide targets on emissions, use of fossil fuels, reduction in water and atmospheric pollution require the participation of every nation. These goals are not easily achievable by some of the poorer developing countries partly because of their economic dependence on natural resources and partly because of their inability to afford more modern and efficient technologies. Thus, environmental planning goals are often in conflict with the development,social and economic needs of a country. In this paper, we develop a decision support framework that utilizes multicriteria and optimization models to address environmental planning problems. This framework is based on identifying the priorities of conflicting goals by working through and reducing the conflicts. A strategic planning framework is introduced into the decision support system since national planning is a strategic issue and these goals can only be achieved by adopting a systemic view.  相似文献

This article examines both the positive and negative socio-economic impacts of small-scale mining in developing countries, and outlines some key measures for improving sustainability in the sector. It is important to clarify that, in spite of experiencing its share of environmental- and health-related problems that adversely impact human quality-of-life, small-scale mining plays a pivotal role in alleviating poverty in the developing world, and contributes significantly to national revenues and foreign exchange earnings. Though these important socio-economic contributions make small-scale mining an indispensable economic activity, there is an obvious need for improved sustainability in the industry, more specifically, for operations to resolve pressing problems, many of which have wide-ranging impacts. However, because most small-scale mines are low-tech and employ poorly trained uneducated people, it is difficult for the sector to improve on its own. Thus, governments and regional international bodies must play an expanded role in bridging critical information, techno-logic and economic gaps. It is concluded that governments and regional organizations could accomplish much in the way of improved sustainability in the small-scale mining industry by: (1) legalizing small-scale mining and implementing sector-specific legislation; (2) contributing to community development and providing increased economic support; and (3) providing training and educational assistance, and playing an expanded role in the dissemination and transfer of important technologies.  相似文献

This paper describes features of the emerging nexus in South Africa between tourism, poverty alleviation and local economic development (LED) interventions. The South African experience of evolving a strong pro-poor focus in LED planning is distinctive in the international context of writings on LED. Pro-poor LED is increasingly the outcome of the application of measures and programmes that are linked to the approach of pro-poor tourism in both rural and urban areas of South Africa. Two studies are presented of Alexandra township, Johannesburg and the Madikwe Game Reserve in North West Province as examples of pro-poor tourism as a form of pro-poor LED. It is argued that the growth of pro-poor tourism initiatives in South Africa suggests that the country is currently a laboratory for the testing and evolution of new approaches towards the planning of LED that potentially will have relevance for other countries in the developing world.  相似文献

Negative attitudes of resident communities towards conservation are associated with resource decline in developing countries. In Botswana, Community-Based Natural Resource Management (CBNRM) was adopted to address this challenge. CBNRM links rural development and conservation. However, the impact of CBNRM on changes of resident attitudes towards conservation and tourism is not adequately researched. This paper, therefore, assesses the impacts of CBNRM on resident attitudes towards tourism development and conservation in the Okavango Delta, Botswana. The study purposively sampled villages of Khwai, Mababe and Sankoyo. Household data using variables like: economic benefits from CBNRM; level of satisfaction with CBNRM; co-management of natural resources between resident communities and government agencies; and collective action was collected. This data was supplemented by secondary and ethnographic data. Using qualitative and quantitative analysis, results indicate changes in resident attitudes from being negative to positive towards tourism and conservation. These changes are triggered by economic benefits residents derived from CBNRM, co-management in resource management; and, collective action of communities in CBNRM development. Positive attitudes towards conservation and tourism are the first building blocks towards achieving conservation in nature-based tourism destinations. As a result, decision-makers should give priority to CBNRM and use it as a tool to achieve conservation and improved livelihoods in nature-based tourism destinations of developing countries.  相似文献
