The links between children's rights and their participation in environmental decision-making is a growing field of interest. This paper describes findings from a six-month in-depth pilot study with a small group of children aged 6-10 years located in a village in the northeast of England. The focus of this paper is on the relationship of these children with their local landscape and how they felt about involvement in decision-making that might affect that environment. The methodology was child-centred responding to the 'languages' of children. Two main findings are discussed in this paper: (a) issues of boundary were particularly important in physical and emotional terms for both children and parents and this had little to do with the rurality of the location; (b) children believe they have special knowledge about the environment, which they may express using a range of communication methods. The author reflects on what implications this might have for the design and layout of local environments generally.  相似文献

ABSTRACT: In the last two decades the federal government has provided substantial capital to construct rural water distribution systems. Loans at subsidized interest rates and front-end grants through the Farmers Home Administration have been the main source of this capital. Recent federal policy redirections have reduced substantially the availability of grants and subsidized loans. Because of design and material differences, capital cost estimates from urban systems are not uniformly applicable to rural water services. This study presents an econometric analysis of capital costs, using Illinois rural water system construction contract bids. Cost equations by systems components representing 90 percent of capital costs are estimated. The type of information developed here can be used in initial planning and optimization design models contributing to the efficient provision of rural water services.  相似文献

The natural resource management literature stresses the need for public participation and community involvement in resource management and planning. Recently, some of this literature turned to the theory on deliberative democracy and demonstrated that a deliberative perspective on participation can help to challenge established practices and contribute with new ideas about how to conduct participation. The purpose of this paper is to consider the latest developments in deliberative democracy and outline the implications arising from these insights for a "deliberative turn" in resource management. A bottom-up protected area establishment, the Gori?ko Landscape Park, is examined. The empirical case is discussed from a discursive perspective, which relied on John Dryzek's approach to discourse analysis here used to explore the construction of discourses on the use of local natural resources. Two discourses are identified and the way these interfaced with the participatory park establishment process is considered. Findings indicate that advocates of the two discourses engaged differently with the participatory tools used and this had important implications for the park establishment. The case study suggests that, in contexts where participation has been recently introduced, knowledge of discourses on the use of local natural resources and of mobilization strategies actors may pursue could usefully assist in the design and implementation of participatory processes.  相似文献

This paper analyzes the Massachusetts Toxics Use Reduction Act (TURA), evaluating what TURA has achieved, how it has been implemented, how it motivates firms to change and how its underlying principles might be strengthened to better support innovation for toxics use reduction. Through this analysis recent debates are engaged about the potentials and limitations of using regulation to promote innovation for the environment. The analysis here shows that TURA is distinct from existing regulatory programmes in how it requires firms to self‐evaluate and plan for process improvements, supports implementation through technical assistance and focuses on pollution prevention rather than control. Mandatory planning, new mechanisms of accountability and improved processes of learning have all been critical to TURA's success in motivating firms to innovate for the environment. Taken together, these factors have supported incremental innovations in industry that may point the way toward policies to support even greater environmental improvements.  相似文献

Sustainable practices at construction sites should be considered from the start of the project, meaning during the design phase. A model for the implementation of sustainability at a site is an important management tool, and its adoption can indicate good practices and propose an assessment of local conditions. Thus, the main contribution of this article is to propose a practical model to evaluate the level of implementation of sustainable practices at construction sites. The model was based on sustainability certifications and validated at six construction sites in Brazil. The results indicate that construction companies that possess environmental certifications have better levels of implementation of good practices at their work sites. However, it was noted that it is not necessary for a company to obtain an environmental certification; rather, it is necessary for sustainability strategies to become corporate culture.  相似文献

/ This paper describes the fundamental design features, and construction methods and sequence, of a rehabilitation project on a small suburban creek in Moscow, Idaho, USA. A meandering channel pattern was reestablished for approximately 280 m of straightened, dredged channel, a new floodplain was excavated, and the new riparian zone was replanted. The new stream channel was sized to accommodate an estimated natural bankfull discharge ( approximately 5.6 cms), and floodplain design attempted to match the conveyance of the old enlarged channel (14-20 cms). The project was coordinated by a local nonprofit environmental organization, and the design and construction were tailored to donated materials and a largely volunteer labor force. A high-magnitude flood event (ca. 50-year recurrence interval) six months after construction had no significant impact on the newly constructed channel and revetments, but underscored the need for important detailing of the structures. The use of volunteer labor, while entailing certain benefits, complicates project planning and construction. The most general lesson learned from this project is that sponsoring agencies and clients need to be informed of the many steps and sequencing of properly constructed, complex stream rehabilitation projects as well as the high time and cost requirements for these tasks. Stormwater runoff and associated pollutants from urban areas in the greater Chesapeake Bay Watershed (CBW) impair local streams and downstream ecosystems, despite urbanized land comprising only 7% of the CBW area. More recently, stormwater best management practices (BMPs) have been implemented in a low impact development (LID) manner to treat stormwater runoff closer to its source. This approach included the development of a novel BMP model to compare traditional and LID design, pioneering the use of comprehensively digitized storm sewer infrastructure and BMP design connectivity with spatial patterns in a geographic information system at the watershed scale. The goal was to compare total watershed pollutant removal efficiency in two study watersheds with differing spatial patterns of BMP design (traditional and LID), by quantifying the improved water quality benefit of LID BMP design. An estimate of uncertainty was included in the modeling framework by using ranges for BMP pollutant removal efficiencies that were based on the literature. Our model, using Monte Carlo analysis, predicted that the LID watershed removed approximately 78 kg more nitrogen, 3 kg more phosphorus, and 1,592 kg more sediment per square kilometer as compared with the traditional watershed on an annual basis. Our research provides planners a valuable model to prioritize watersheds for BMP design based on model results or in optimizing BMP selection.  相似文献

It has long been suggested that environmental assessment has the potential to contribute to sustainable development through mechanisms above and beyond informing design and consent decisions, and while theories have been proposed to explain how this might occur, few have been subjected to rigorous empirical validation. This research advances the theoretical debate by building a rich empirical understanding of environmental assessment’s practical outcomes, from which its potential to contribute to sustainable development can be gauged. Three case study environmental assessment processes in England were investigated using a combination of data generated from content analysis, in-depth interviews, and a questionnaire survey. Four categories of outcomes are delineated based on the research data: learning outcomes; governance outcomes; attitudinal and value changes; and developmental outcomes. The data provide a robust critique of mainstream theory, with its focus on design and consent decisions. The article concludes with an examination of the consequences of the context-specific nature of environmental assessment practices in terms of developing theory and focusing future research.  相似文献

The aim of this paper is to understand how local residents participate in the construction of local environmental problems and to evaluate a particular analytical approach in environmental sociology to study this phenomenon. The paper is based on an interview study with a sample of local residents. The analysis demonstrates how the local residents attempt to construct a local environmental problem. In particular, the study focuses on how involved actors are positioned, how different sorts of knowledge claims are used, and how the neglect the residents perceive from the authorities affects the attempt to construct a local environmental problem. The study shows that the local residents play a central role in the construction of the situation and that the evaluated model could be very helpful as an analytical tool in the investigation of local residents' participation in the construction of environmental problems.  相似文献

Scale issues have significant implications for the analysis of social and biophysical processes in complex systems. These same scale implications are likewise considerations for the design and application of models of landcover change. Scale issues have wide-ranging effects from the representativeness of data used to validate models to aggregation errors introduced in the model structure. This paper presents an analysis of how scale issues affect an agent-based model (ABM) of landcover change developed for a research area in the Midwest, USA. The research presented here explores how scale factors affect the design and application of agent-based landcover change models. The ABM is composed of a series of heterogeneous agents who make landuse decisions on a portfolio of cells in a raster-based programming environment. The model is calibrated using measures of fit derived from both spatial composition and spatial pattern metrics from multi-temporal landcover data interpreted from historical aerial photography. A model calibration process is used to find a best-fit set of parameter weights assigned to agents' preferences for different landuses (agriculture, pasture, timber production, and non-harvested forest). Previous research using this model has shown how a heterogeneous set of agents with differing preferences for a portfolio of landuses produces the best fit to landcover changes observed in the study area. The scale dependence of the model is explored by varying the resolution of the input data used to calibrate the model (observed landcover), ancillary datasets that affect land suitability (topography), and the resolution of the model landscape on which agents make decisions. To explore the impact of these scale relationships the model is run with input datasets constructed at the following spatial resolutions: 60, 90, 120, 150, 240, 300 and 480 m. The results show that the distribution of landuse-preference weights differs as a function of scale. In addition, with the gradient descent model fitting method used in this analysis the model was not able to converge to an acceptable fit at the 300 and 480 m spatial resolutions. This is a product of the ratio of the input cell resolution to the average parcel size in the landscape. This paper uses these findings to identify scale considerations in the design, development, validation and application of ABMs of landcover change.  相似文献

The prior identification of local people’s preferences for conservation-development projects will help gear nature-conservation strategies toward the needs of different groups of local people. This will help policy-makers in designing a more acceptable and effective conservation strategy. This article reports a study of local perceptions of a community forestry project that aims to help improve the design as well as local acceptance of the project. The data originated from personal interviews conducted in communities around Okwangwo Division of the Cross River National Park in southeast Nigeria and were analysed using ordered logit and binary logit models. The results showed that >50% of the respondents were satisfied with the community forestry project. The respondents’ perceptions were mainly influenced by education, age, gender, and willingness to contribute money to tourism as well as the contributions of cocoa, banana, and afang (Gnetum africanum) to the respondents’ income. The results from this study have important implications for nature conservation in Nigeria and potentially other conservation contexts across the developing world.  相似文献

Regionalization is a form of spatial classification, where boundaries are drawn around areas that are relatively homogeneous in landscape characteristics. The process of delineating ecological regions, or ecoregions, includes the analysis of ecosystem structure. To date, ecoregions have been developed at national and state scales for research and resource management. Stream classification is another method to order the variability of aquatic habitats that spans spatial scales from microhabitat to valley segment. In this study, landscape-level ecoregions are developed for the upper Grande Ronde River basin in northeastern Oregon, 3000 sq km in area. The ecoregion framework presented here is proposed to bridge the gap between stream habitat and state-level ecoregion classifications. Classification at this scale is meant to address issues of management at local scales: to aid in sampling design, in extrapolation of the results of site-specific studies, and in the development of best management practices that are more predictive of ecosystem response than current methods.  相似文献

The sacred groves along the forest belts of south India, which were traditionally managed by village communities, are gradually disappearing. This study conducts an analysis of how this community‐based resource management institution has evolved over time and what socio‐economic factors have caused its gradual disintegration. Commercial agriculture, changing demographics and weak property‐rights systems are found to be some of the enabling factors. While the grass‐roots enthusiasm to save the sacred groves is still alive, government action is needed to strengthen the traditional village organizations, which are still perhaps in the best position to manage local resources. Several economic and financial incentive mechanisms at the local level that might lead to more efficient and equitable resource use outcomes are suggested.  相似文献

Facing contemporary environmental crisis implies fostering agroecological innovations that take into account local ecological regulations and rely on multiple stakeholders' innovation capacities. This paper draws on two fields of literature that remain unconnected so far: participatory approaches and design sciences. It proposes an analysis grid to support a reflexive analysis of cases of implementation of three participatory design methods: ComMod (Companion Modelling for concerted management of natural resources), Forage Rummy (simulation-based board game for designing farming systems) and KCP (collective design workshops to foster innovation). This analysis highlights key features of the methods in view of agroecological innovation challenges, focusing on knowledge management and organisation for exploration.  相似文献

ABSTRACT: Urban water-quality managers need load estimates of storm-runoff pollutants to design effective remedial programs. Estimates are commonly made using published models calibrated to large regions of the country. This paper presents statistical methods, termed model-adjustment procedures (MAPs), which use a combination of local data and published regional models to improve estimates of urban-runoff quality. Each MAP is a form of regression analysis that uses a local data base as a calibration data set to adjust the regional model, in effect increasing the size of the local data base without additional, expensive data collection. The adjusted regional model can then be used to estimate storm-runoff quality at unmonitored sites and storms in the locality. The four MAPs presented in this study are (1) single-factor regression against the regional model prediction, Pu; (2) least-squares regression against Pu; (3) least-squares regression against Pu and additional local variables; and (4) weighted combination of Pu and a local-regression prediction. Identification of the statistically most valid method among these four depends upon characteristics of the local data base. A MAP-selection scheme based on statistical analysis of the calibration data set is presented and tested.  相似文献

The heuristic value of the ecological footprint (EF) conceptual device has met with considerable political and civic buy-in at national, regional and local levels. It is seen as particularly valuable for visualizing ecological overshoot but debates about methodological soundness have undermined this potential. This paper examines the emerging opportunities for advanced footprinting approaches that use input-output analysis to test 'what if?' policy scenarios and hence turn EF into a proactive driver for sustainability-oriented policy development. Summary This paper describes an approach to the determination of skilled manpower requirements for the water supply industry. It outlines a training programme presented in five modules: resource exploitation and distribution; meter maintenance; leak detection; electrical/mechanical equipment, and sewage systems. This training curriculum is based on a detailed analysis of what is needed in a particular country. Though the proposals are specific, in this case Turkey, the approach is general and as such will have a wide application in discussions of what types of skills are required, and what is necessary to develop the necessary capabilities of the programme.Dr Gregor Watters is a qualified engineer with a special expertise in the design and construction of water supply and sewage treatment systems. His present appointment is Regional Officer for Basic Sanitary Measures at the World Health Organization, Regional Office for Europe. Despite a heavy reliance on scientific knowledge as the primary source of information in resource management, many resources are in decline, particularly in fisheries. To try and combat this trend, researchers have drawn upon the knowledge of local resource users as an important supplement to scientific knowledge in designing and implementing management strategies. The integration of local knowledge with scientific knowledge for marine species management, however, is problematic stemming primarily from conflicting data types. This paper considers the use of spatial information technology as a medium to integrate and visualise spatial distributions of both quantitative scientific data and qualitative local knowledge for the purposes of producing valid and locally relevant fisheries management plans. In this context, the paper presents a detailed protocol for the collection and subsequent use of local knowledge in fisheries management planning using geographic information systems (GIS). Particular attention is paid to the use of local knowledge in resource management, accuracy issues associated with the incorporation of qualitative data into a quantitative environment, base map selection and construction, and map bias or errors associated with the accuracy of recording harvest locations on paper map sheets, given the complications of map scale.  相似文献
