Sanitary landfilling is considered to be the most appropriate means of final disposal of solid wastes. Currently in Tanzania, the cheapest method of developing a landfill is by making use of natural depressions or former borrow pits and mine pits. This paper examines the impacts associated with the relocation of a waste disposal site from a crude disposal site at Vingunguti to a new landfill site at New MECCO quarry in Kunduchi area, both in Dar es Salaam, Tanzania. The paper focuses on the fate of scavenging and solid waste recycling which are currently taking place at Vingunguti site and mining as well as food vending activities at the proposed new landfill site. Scavenging and waste recycling were found to be important sources of income for some individuals in the city. Various items collected for recycling were found to be an important source of raw materials for some industries in Dar es Salaam. A total of 94% of all the miners were entirely dependent on stone mining and crushing as a sole means of income generation, and 68% of the miners had practised this activity for between 1 and 9 years. Finally the paper recommends that, selection of a waste disposal site should favour abandoned mines or borrow pits rather than operational ones. It also recommends that, waste recycling and scavenging be accommodated in other stages of the waste stream since they can not be practised at a sanitary landfill.  相似文献

Industrial and medical wastes constitute a larger part on what is known as ‘hazardous wastes’. The production of these wastes is and will continue to be an on going phenomenon as long as human civilization persists. The health impacts of direct and indirect exposure to hazardous wastes include carcinogenic effects, reproductive system damage, respiratory effects, central nervous system effects, and many others. Today, many developed countries have legal provisions with regard to proper management of hazardous wastes. Tanzania, like many developing countries, has little emphasis on the proper handling and disposal of hazardous wastes. There is a serious inadequacy in handling industrial and medical solid wastes in the Dar es Salaam City. Improper waste deposition is increasingly becoming a potential public health risk and an environmental burden. Due to poor control of waste, industrialists and hospital owners are not well checked on how they handle and dispose of the wastes they produce with the result that many hazardous wastes reach the Vingunguti dumpsite without notice. Data on waste generation in Dar es Salaam is also inadequate, making it difficult to plan an efficient solid waste system. Promotion of public awareness, legislation and regulations enforcement and establishment of a proper sanitary landfill are considered to be principal remedial measures to ensure sound environmental maintenance. This paper summarizes the findings of the study on the practices of industrial and medical waste management in Dar es Salaam. The author aims to express the inadequacy in hazardous waste management and suggests possible measures to be applied in order to rectify the situation.  相似文献

Solid waste recycling and recovery approach can be a sustainable and effective waste management system in many growing cities of the least developed countries. In the course of achieving proper solid waste management, a lot of efforts in these countries have, however, been focused more on collection and disposal and ignored waste recycling which can result into income generation, employment creation and reduction of the waste quantities that will finally require disposal in the existing municipal landfills or disposal sites. This paper reports the findings of a study on solid waste recycling in a selected semi-planned settlement in Dar es Salaam City, Tanzania. The objective of the study was to describe the existing solid waste management in the study area with a view to identifying the waste generation rates, types of the wastes and determine the amount of waste from the settlement that can be recycled for the purpose of income generation and reduction of the total amount of waste to be disposed of. Findings from this study revealed that waste generation rate in the study area was 0.36 kg per person per day, and that out of the 14 600 kg of recyclable waste generated per year, 8030 kg or 55% can be recycled and generate a per capita income of Tsh 834 000 for waste recyclists which is more than twice the official minimum annual wage (Tsh 360 000) in Tanzania at the time of the study. The study also revealed that effective waste recycling in the study area would result in the reduction of the total waste that need to be transported for final disposal by 11%.  相似文献

Higher economic growth in developing countries has caused higher amounts of wastes. Local government authorities in these countries usually fail to provide adequate services to dispose the increasing amounts of waste, resulting in threats for both the population and environment health. There is therefore an urgent need for recycling as a form of waste management in order to stop the devastating effects of solid waste in developing countries. Using a qualitative method of analysis, this study presents a model to measure and rank the sustainability of recycling programs in India and Tanzania. The model consists of six main constructs including “production, economic, governmental, social, technological, and international factors”. The results showed that India outperforms Tanzania in sustainable recycling programs: per capita waste generated per day in Delhi is higher than in Dar es Salaam; the government of India focuses more on developing recycling plans and techniques as compared to the government of Tanzania where the country is not actively involved in the recycling process; and the solid waste management planning in India is being performed better than Tanzania.  相似文献

Solid waste management in urban areas in Tanzania is examined from a governance point of view. Capitalising on the case of the Dar es Salaam City Council, governance is seen in terms of central–local government relationship and the relationship between local government and international, national, and community institutions and stakeholders. Major impediments to waste management in urban Tanzania include corruption, poor relations between the politicians and the general population, politics of privatisation, and political apathy. Lack of resources is seen as the least important of all the impediments. An evaluation of the governance of waste management with respect to public participation, privatisation, citizen-rights, accountability and transparency and financial efficiency is discussed. Management of solid wastes in Dar es Salaam and other urban centres in Tanzania should shift from command-and-control approaches to systems of partnerships between the public authorities and the various stakeholders on the urban scene. A community-based solid waste management approach is suggested for wider adoption. The strategic approach to this non-conventional method should be carried out through four steps: elaboration, trial, evaluation and extension to other neighbourhoods.  相似文献

Recent developments in national and European Union waste management policy have prompted considerable interest in alternative waste management programs, such as recycling, which could divert a portion of the municipal solid waste stream from landfills. This paper examines household preferences for kerbside recycling services and uses a stated preference choice experiment method to estimate households' valuation of such services. Using a sample of 188 households in the London area, the empirical analysis yields estimates of the willingness to pay for the number of 'dry' materials collected, the collection of compost, textile collection and the frequency of collection.  相似文献

The collection and management of waste electrical and electronic appliances around the world, and the possible negative environmental consequences have been an issue of current debate. Cathode ray tubes (CRTs) used as display screen for computer monitors and televisions contains large quantities of lead, estimated at between 0.5 and 4 kg, depending on the size of the CRT and has been identified as the most polluting of all electronic waste components. Having failed the tests used in the toxicity characterization of solid wastes, CRTs have been declared ‘hazardous’ and subsequently banned from landfills and incinerators in most developed countries. Presently, large quantities of CRTs are generated globally with only few developed countries having effective take back and sound management program. Meanwhile, large quantities of CRT-containing devices are being moved across frontiers into developing countries in the name of ‘reuse’ and ‘bridging the digital divide’. With near absence of recycling infrastructure for electronic wastes in most developing countries, waste CRTs are disposed of with MSW at open dumps and unsanitary landfills. This paper reviews the current practices in the management of CRTs around the world, with emphasis on the role of regulations, availability of recycling infrastructure, recycling/reuse routes, and export into developing countries. Inappropriate disposal of waste CRTs creates the opportunity for large-scale environmental contamination with heavy metals, especially lead. Appropriate disposal routes are required globally in the management of CRTs in order to mitigate environmental contamination and human exposure to toxins.  相似文献

The state of solid waste recycling by scavengers in Onitsha, a heavily commercial city in Anambra State, and some other urban areas such as Nsukka, Enugu, and Port Harcourt was analyzed. Data were obtained through interviews of scavengers who deal with recyclables. Although the activities of scavengers are sub-optimal, they can have a great impact on Nigerian economy with respect to resource conservation, creation of job opportunities, and reduction of the magnitude of waste disposal problems. A cost analysis is presented to compare the different forms of recycling utilized by municipal solid waste management. It is shown that a well-planned recycling program with recycling and composting would result in 18.6% savings in waste management costs and 57.7% in landfill avoidance costs. However, if the compost materials are not recycled, the corresponding savings in cost become 8.6% and 28.6%, respectively. The option with the lowest cost involves encouraging individual households to separate at the source their recyclables, which are bought by scavengers. This results in 78.0% savings in waste management cost and 79.5% landfill avoidance cost. A low-cost approach aimed at the integration of scavenging activities into conventional solid waste management is presented.  相似文献

A questionnaire survey was conducted in 2002 on 1365 households in two prefectural-level cities in the Pearl River Delta, Jiangmen and Zhongshan. Three groups of issues are covered in this paper: 1) waste management literacy, concerns, and public participation; 2) waste recycling practices and the potential for waste avoidance; and 3) public environmental literacy. This study confirms findings from previous surveys and provides new information on important issues such as imposing monetary charges on waste and environmental activities, littering, source separation programs (SSPs), and public participation and expectations in local waste management. Saving up recyclable materials for redemption in waste depots is commonly practiced in mainland China regardless of the level of development of a city, although at the household level, high-income families tend to place less value on the revenues to be gained from redemption than lower income groups do. Data from the previous and the present studies indicate that such voluntary but largely economically driven waste recovery behavior diverts at least 10% of the household waste from the waste stream. Although uncompensated SSP is less appealing in the two cities than compensated SSP, it was found that when the median per capita income of a city reaches RMB2000 per month, a high participation rate for uncompensated waste recovery is more likely to occur. Education and income levels are the chief factors affecting littering behavior and the potential for waste avoidance. Contrary to general belief, the local Chinese community is active in microwaste management. The concern, however, is over the inability of the grassroots bureaucracy to deal with rising expectations for waste collection services and neighborhood cleanliness.  相似文献

This paper presents an examination of MSW generation and composition in China, providing an overview of the current state of MSW management, an analysis of existing problems in MSW collection, separation, recycling and disposal, and some suggestions for improving MSW systems in the future. In China, along with urbanization, population growth and industrialization, the quantity of municipal solid waste (MSW) generation has been increasing rapidly. The total MSW amount increased from 31.3 million tonnes in 1980 to 212 million tonnes in 2006, and the waste generation rate increased from 0.50 kg/capita/day in 1980 to 0.98 kg/capita/year in 2006. Currently, waste composition in China is dominated by a high organic and moisture content, since the concentration of kitchen waste in urban solid waste makes up the highest proportion (at approximately 60%) of the waste stream. The total amount of MSW collected and transported was 148 million tonnes in 2006, of which 91.4% was landfilled, 6.4% was incinerated and 2.2% was composted. The overall MSW treatment rate in China was approximately 62% in 2007. In 2007, there were 460 facilities, including 366 landfill sites, 17 composing plants, and 66 incineration plants. This paper also considers the challenges faced and opportunities for MSW management in China, and a number of recommendations are made aimed at improving the MSW management system.  相似文献

The paper describes the results of a municipal solid waste management planning based on an extensive utilization of material and substance flow analysis, combined with the results of specific life cycle assessment studies. The mass flow rates of wastes and their main chemical elements were quantified with a view to providing scientific support to the decision-making process and to ensure that the technical inputs to this process are transparent and rigorous. The role of each waste management option (recycling chains, biological and thermal treatments), as well as that of different levels of household source separation and collection (SSC), was quantitatively determined. The plant requirements were consequently evaluated, by assessing the benefits afforded by the application of high quality SSC, biological treatment of the wet organic fraction, and thermal treatment of unsorted residual waste. Landfill volumes and greenhouse gas emissions are minimized, toxic organic materials are mineralized, heavy metals are concentrated in a small fraction of the total former solid waste volume, and the accumulation of atmophilic metals in the air pollution control residues allows new recycling schemes to be designed for metals. The results also highlight that the sustainability of very high levels of SSC is reduced by the large quantities of sorting and recycling residues, amounts of toxic substances in the recycled products, as well as logistic and economic difficulties of obtaining very high interception levels. The combination of material and substance flow analysis with an environmental assessment method such as life cycle assessment appears an attractive tool-box for comparing alternative waste management technologies and scenarios, and then to support waste management decisions on both strategic and operating levels.  相似文献

In Mauritius, solid waste disposal has been a cause for concern since the 1980s. Currently, there is no segregation of waste and some 1200 tonnes of solid waste are generated daily by the 1.24 million inhabitants of the island. As processes such as recycling and composting are still in their infancy stage, most of the waste generated have to be disposed of at the sole landfill. The solid waste management practices of 1980s and early 1990s are no longer compatible with the changing composition and quantity of wastes now generated. As a result, there is an urgency to review the whole waste management system and come forward with sustainable solutions.This paper presents an overview of the disposal of non-hazardous solid waste in Mauritius and provides recommendations for improving the current disposal system.  相似文献

A national material flow model for concrete, the most popular construction material in Ireland, was developed based on the framework of material flow analysis. Using this model the Irish concrete cycle for the year 2007 was constructed by analysing the material life cycle of concrete which consists of the three phases of: production (including extraction of raw materials and manufacture of cement), usage (ready-mix and other products) and waste management (disposal or recovery). In this year, approximately 35 million metric tonnes of raw materials were consumed to produce 5 million metric tonnes of cement and 33 million metric tonnes of concrete. Concrete production was approximately 8 metric tonnes per capita. By comparison, the concrete waste produced in that year was minimal at only 0.3 million metric tonnes. Irish building stock is young and there was little demolition of structures in the year of study. However this build up of construction stock will have implications for the future waste flows when the majority of stock built in the last decade (43% of residential stock was constructed in the last 15 years) reaches its end of life.  相似文献

The competent waste authority in the Flemish region of Belgium created the 'Implementation plan household waste 2003-2007' and the 'Implementation plan sustainable management 2010-2015' to comply with EU regulation. It incorporates European and regional requirements and describes strategies, goals, actions and instruments for the collection and treatment of household waste. The central mandatory goal is to reduce and maintain the amount of residual household waste to 150 kg per capita per year between 2010-2015. In literature, a reasonable body of information has been published on the effectiveness and efficiency of a variety of policy instruments, but the information is complex, often contradictory and difficult to interpret. The objective of this paper is to identify, through the development of a binary logistic regression model, those variables of the waste collection scheme that help municipalities to reach the mandatory 150 kg goal. The model covers a number of variables for household characteristics, provision of recycling services, frequency of waste collection and charging for waste services. This paper, however, is not about waste prevention and reuse. The dataset originates from 2003. Four out of 12 variables in the model contributed significantly: income per capita, cost of residual waste collection, collection frequency and separate curbside collection of organic waste.  相似文献

Solid waste is of serious concern in developing countries because of its high rate of generation and the low‐end quality of its management. Inefficient handling of solid wastes may result in deterioration of environmental quality, but it can also result in loss of potential resources. This study reviews current solid waste generation and management in Nigeria and the need for an effective collection, recovery, and recycling policy. Our review is based on literature searches and personal field surveys. Observations showed that uncontrolled electronic waste (e‐waste), agricultural‐waste (agro‐waste), scrap metals, waste polymers, and waste from the transportation sector are prevalent in Nigeria. Recent collection rates were less than 50% of the total solid waste generated (i.e., approximately 40% was collected). With an effective collection system and appropriate policies, the abundance of solid waste in the country could present material recovery and recycling opportunities that would boost the economy and move Nigeria closer to sustainable resource management.  相似文献

Municipal solid waste generation in Kathmandu, Nepal   总被引:1,自引:0,他引:1  
Waste stream characteristics must be understood to tackle waste management problems in Kathmandu Metropolitan City (KMC), Nepal. Three-stage stratified cluster sampling was used to evaluate solid waste data collected from 336 households in KMC. This information was combined with data collected regarding waste from restaurants, hotels, schools and streets. The study found that 497.3 g capita(-1) day(-1) of solid waste was generated from households and 48.5, 113.3 and 26.1 kg facility(-1) day(-1) of waste was generated from restaurants, hotels and schools, respectively. Street litter measured 69.3 metric tons day(-1). The average municipal solid waste generation rate was 523.8 metric tons day(-1) or 0.66 kg capita(-1) day(-1) as compared to the 320 metric tons day(-1) reported by the city. The coefficient of correlation between the number of people and the amount of waste produced was 0.94. Key household waste constituents included 71% organic wastes, 12% plastics, 7.5% paper and paper products, 5% dirt and construction debris and 1% hazardous wastes. Although the waste composition varied depending on the source, the composition analysis of waste from restaurants, hotels, schools and streets showed a high percentage of organic wastes. These numbers suggest a greater potential for recovery of organic wastes via composting and there is an opportunity for recycling. Because there is no previous inquiry of this scale in reporting comprehensive municipal solid waste generation in Nepal, this study can be treated as a baseline for other Nepalese municipalities.  相似文献

This study presents the results of a comparative life cycle assessment (LCA) on the energy requirements and greenhouse gas (GHG) emission implications of recycling construction and demolition (C&D) rubble and container glass in Cape Town, South Africa. Cape Town is a medium sized city in a developing country with a growing population and a rising middle class, two factors that are resulting in increased generation of solid waste. The City is constrained in terms of landfill space and competing demands for municipal resources.The LCA assessment was based on locally gathered data, supplemented with ecoinvent life cycle inventory data modified to the local context. The results indicated that recycling container glass instead of landfilling can achieve an energy savings of 27% and a GHG emissions savings of 37%, with a net savings still being achieved even if collection practices are varied. The C&D waste results, however, showed net savings only for certain recycling strategies. Recycling C&D waste can avoid up to 90% of the energy and GHG emissions of landfilling when processed and reused onsite but, due to great dependence on haulage distances, a net reduction of energy use and GHG emissions could not be confidently discerned for offsite recycling. It was also found that recycling glass achieves significantly greater savings of energy and emissions than recycling an equivalent mass of C&D waste.The study demonstrated that LCA provides an important tool to inform decisions on supporting recycling activities where resources are limited. It also confirmed other researchers’ observations that strict adherence to the waste management hierarchy will not always result in the best environmental outcome, and that more nuanced analysis is required. The study found that the desirability of recycling from an energy and climate perspective cannot be predicted on the basis of whether such recycling conserves a non-renewable material. However, recycling that replaces a virgin product from an energy-intensive production process appears to be more robustly beneficial than recycling that replaces a product with little embodied energy. Particular caution is needed when applying the waste management hierarchy to the latter situations.  相似文献

Due to the lack of appropriate policies in the last decades, 60% of Brazilian cities still dump their waste in non-regulated landfills (the remaining ones dump their trash in regulated landfills), which represent a serious environmental and social problem. The key objective of this study is to compare, from a techno-economic and environmental point of view, different alternatives to the energy recovery from the Municipal Solid Waste (MSW) generated in Brazilian cities. The environmental analysis was carried out using current data collected in Betim, a 450,000 inhabitants city that currently produces 200 tonnes of MSW/day. Four scenarios were designed, whose environmental behaviour were studied applying the Life Cycle Assessment (LCA) methodology, in accordance with the ISO 14040 and ISO 14044 standards. The results show the landfill systems as the worst waste management option and that a significant environmental savings is achieved when a wasted energy recovery is done. The best option, which presented the best performance based on considered indicators, is the direct combustion of waste as fuel for electricity generation. The study also includes a techno-economical evaluation of the options, using a developed computer simulation tool. The economic indicators of an MSW energy recovery project were calculated. The selected methodology allows to calculate the energy content of the MSW and the CH4 generated by the landfill, the costs and incomes associated with the energy recovery, the sales of electricity and carbon credits from the Clean Development Mechanism (CDM). The studies were based on urban centres of 100,000, 500,000 and 1,000,000 inhabitants, using the MSW characteristics of the metropolitan region of Belo Horizonte. Two alternatives to recovering waste energy were analyzed: a landfill that used landfill biogas to generate electricity through generator modules and a Waste-to-Energy (WtE) facility also with electricity generation. The results show that power generation projects using landfill biogas in Brazil strongly depend on the existence of a market for emissions reduction credits. The WtE plant projects, due to its high installation, Operation and Maintenance (O&M) costs, are highly dependent on MSW treatment fees. And they still rely on an increase of three times the city taxes to become attractive.  相似文献

Separate collection of municipal solid waste has overcome the 50% threshold in the Asti District in northern Italy, nearly one-third being composed of household and green organic waste. In order to address present and future solutions, it becomes therefore fundamental to assess the environmental performances of the current management of organic waste from separate collection. A from-gate-to-cradle life cycle assessment (LCA) model has been developed by expanding system boundaries, in order to carry out the assessment in the context of the whole waste management streamline. The environmental performances of an existing aerobic plant were made available, based on field measured data, by paying attention to the role and contribution of waste management subsystems. The need for actual and reliable data on materials and energy input, as well as gross and net gains from materials recovery, including benefits arising from use of compost in farming activities, was probably the major drawback that had to be faced. The study integrated the findings of different investigations from the literature with field measured data in order to obtain a more comprehensive framework representative of the area under study. The results may help public administrators to better understand the suitability of using LCA tools when dealing with solid waste management strategies.  相似文献
