In this paper, as part of a diptych, we discuss the factor space as a means of improving the environmental performance of building projects. There are indicators for space use efficiency and several more or less broadly supported methods for assessment of environmental issues such as ecological quality, use of building materials and energy consumption. These are discussed in this paper. Assessment methods coupling space use to environmental indicators had not been available until now. Beforehand, plans with different spatial properties could therefore not be environmentally compared. We present a method for the implementation of space use in assessments concerning sustainability. This method was applied to the urban case study presented in our second paper in this journal. In this paper, we also present solutions for improved environmental performance through intensive and multiple use of space in the second, third and fourth dimension.  相似文献

Comparison of forest protection between regions in Europe is extremely difficult, because there is such wide variation of strategies, procedures and constraints; the way forests have been used historically and their present closeness to nature also varies, and furthermore so does the definition of what constitutes a forest. For the European Ministerial Conference on the Protection of Forests in Europe (MCPFE) in 2003, forest protection has been harmonised into three categories for the sake of comparison: protection to safeguard biodiversity, protection of landscape and specific natural features, and protective forest functions.There is no single, uniform and universal model and no internationally agreed target with respect to the percentage of forests which should be protected. What is more important than a fixed percentage level of forested area (e.g. 5 or 10%) is that the protection network should be biogeographically and ecologically representative and accordingly distributed on a regional basis. Long-term practical experience and research have proved that conservation of different species of organisms can be assured by appropriate silvicultural management of multifunctional production forests. Consequently, the focus of debate in Europe appears to shift more and more from total protection in segregated areas to 'precision protection' and to combining protection and timber production in the holistic, integrated concept of modern management of forest areas.Advances in regional ecological planning and the growing adoption of naturalistic forest management practices have slowed the decline of the biological diversity in the multifunctional production forests. However, this fact is not yet widely and sufficiently acknowledged and appreciated. There is consequently a political and scientific need for continued study of the effects of naturalistic silvicultural management on the biodiversity of forests. Information from such research is crucially needed before new and additional protection networks and schemes are set up on a large-scale. Protection by voluntary contracts between parties is a workable model concept for European forestry based on private forest ownership. In small private forests, patches of forest worth protecting are often small and located within production forests.Forest certification can contribute to the efforts of maintaining biodiversity in multifunctional production forests and offers an instrument of independently monitoring and verifying that forests are managed according to the agreed criteria. Forest certification is not an alternative or a means of increasing forest protection, because as a voluntary process it cannot guarantee the permanence of protected areas or deal with issues of finance and compensation.  相似文献

Land use decisions involve the allocation of space to competing demands. Space is perceived subjectively, particularly in respect to recreational use. Five groups involved in the decision-making process were asked to select from a list of acreages or percentages the closest approximation for each of five land use categories. The responses produced considerable variation from the correct answers. Designated park areas tended to be overestimated and designated forest lands underestimated. While some differences were associated with group affiliation; visibility of areas, political importance, experience of individual, mode of access, proximity, and role of group member may also have been important determinants. The importance of space perception is dependent on type of process in decision making; in particular whether the process is incremental or comprehensive.  相似文献

For more than half a century, research and practice in international development has focused on improving the quality of life of people living in developing regions of the world. Recently, researchers, practitioners, and policy makers have recognized the need to blend insights from experts and community stakeholders in development decisions. Research in the decision sciences tells us that these kinds of multiparty and multiattribute decisions are extremely challenging. However, recent experience using structured decision-making (SDM) approaches suggests that the quality of both expert and stakeholder input, and resulting decisions, can be improved by ensuring that people address a series of basic principles relating to identifying objectives and their associated attributes, estimating the consequences of proposed actions, and directly confronting trade-offs that arise during the evaluation of management alternatives. In this paper, we provide an overview of SDM and then discuss a research initiative aimed at applying the approach to a pressing international development problem in rural Costa Rica: management of the lucrative but also environmentally destructive pineapple industry. The objectives of this research were twofold: First, we sought to help inform policy decisions by eliciting land management preferences regarding the pineapple industry from people living in communities surrounding plantations. This study compares energy use for food transport to a farmers' market in Sweden with energy use for transport in the conventional food system. The farmers' market was investigated through data sampling from on-site investigations. The conventional food system was studied with the aid of life cycle assessments reported in the literature. Overall, the study found no significant differences in levels of energy use for transport to the farmers' market compared with the conventional food system. For certain products, such as fresh fruits and vegetables, transport-related energy use was much lower in the local system although the season in Sweden for this kind of product is restricted to two or three months at the end of the summer. However, there is considerable potential to increase energy efficiency in local food systems by organizing the selling in new ways and by using more energy efficient vehicles.  相似文献

The EU Nitrate Directive has spurred many countries to regulate manure production and manure application. Farmers have three allocation options: spreading manure on their own land, transporting manure to other farmers' land or processing manure. The manure problem can be seen as an allocation problem. To better understand this allocation problem, we have developed the spatial mathematical programming multi-agent simulation (MP-MAS) model. This model has been applied in Flanders, Belgium, a region with a high concentration of livestock. The model evaluates the cost efficiency of policy intervention in the manure market through obliged processing. We propose to further optimise the policy using a regionally differentiated manure pressure indicator, which is directly derived from the dual outcome of the mathematical programme. This indicator increases transparency in the manure and processing market, leading to better decision support about location and type of manure processing.  相似文献

This article outlines the problems related to the exploitation and allocation of undersea resources. The nature and accessibility of undersea petroleum supplies and metalliferous nodules are described in terms of the existing and prospective future economic constraints. Since the majority of such resources lie outside national jurisdictions, their ownership has recently become a major source of international conflict. The character of that conflict is explained, and the prospective solutions under international law are identified. Unilateral action on the part of countries possessing the requisite technologies to exploit these resources is viewed as the most probable near-term outlook, even though it may not satisfy very many aspects of international equity.  相似文献

Agro-based pulp and paper mills in India are one of the most polluting industries; in addition, they are high consumers of raw water. Growing scarcity of high quality freshwater as well as stringent regulatory standards is compelling these units to explore appropriate water management options. Based on data obtained through a questionnaire survey and plant visits, this work provides an overview of the water use and effluent treatment status in Indian agro-residue and recycled pulp and paper mills. The challenges faced by this sector are reviewed and practices adopted by progressive units to minimize freshwater use are illustrated through case studies.  相似文献

The following article is an attempt to reconcile the opinions of various activist-oriented non-governmental organizations (NGOs) on the use of gender analysis as a policy tool in the field of international development and macroeconomic policy. Of special concern to the author is the evolving relationship between international financial institutions (IFIs) and grassroots environmental NGOs seeking reform in macroeconomic policy initiation, implementation and evaluation. The ideas presented below are those of the author alone, and are solely intended to facilitate dialogue between the aforementioned parties as an alternative to the characteristic set of untenable demands and concomitant uncompromising resistance. Thus stated, the reader is challenged to remove his/her professional hat to accept or reject the validity of the propositions with an equal proportion of reason and intuition.  相似文献

With the ending of the Cold War, the Department of Energy (DOE) is evaluating mission, future land use and stewardship of departmental facilities. This paper compares the environmental concerns and future use preferences of 351 people interviewed at Lewiston, Idaho, about the Hanford Site and Idaho National Engineering and Environmental Laboratory (INEEL), two of DOE's largest sites. Although most subjects lived closer to Hanford than INEEL, most resided in the same state as INEEL. Therefore their economic interests might be more closely allied with INEEL, while their health concerns might be more related to Hanford. Few lived close enough to either site to be directly affected economically. We test the null hypotheses that there are no differences in environmental concerns and future land-use preferences as a function of DOE site, sex, age and education. When asked to list their major concerns about the sites, more people listed human health and safety, and environmental concerns about Hanford compared to INEEL. When asked to list their preferred future land uses, 49% of subjects did not have any for INEEL, whereas only 35% did not know for Hanford. The highest preferred land uses for both sites were as a National Environmental Research Park (NERP), and for camping, hunting, hiking, and fishing. Except for returning the land to the tribes and increased nuclear storage, subjects rated all future uses as more preferred at INEEL than Hanford. Taken together, these data suggest that the people interviewed know more about Hanford, are more concerned about Hanford, rate recreational uses and NERP as their highest preferred land use, and feel that INEEL is more suited for most land uses than Handford. Overall rankings for future land uses were remarkably similar between the sites, indicating that for these stakeholders, DOE lands should be preserved for research and recreation. These preferences should be taken into account when planning for long-term stewardship at these two DOE sites.  相似文献

As a candidate and now as president, President Trump has been uncharacteristically predictable in systematically dismantling signature environmental policies of prior administrations and ceding the United States’ leadership in combating climate change to other global powers. The administration's industrial chemicals management policy has been less transparent and predictable, however. Some may have interpreted candidate Trump's notable silence on the campaign trail as support for Toxic Substances Control Act (TSCA) reform, given the broad bipartisan support it enjoyed before its enactment on June 22, 2016. Others may have assumed that candidate Trump was simply unaware of the enactment of the most sweeping legislative changes to our domestic chemical management law in four decades and the significant commercial, legal, and trade implications occasioned by enactment of the Frank R. Lautenberg Chemical Safety for the 21st Century Act (Lautenberg). President Trump has kept his TSCA cards close to his vest, and the administration's broader engagement in chemicals management on the world stage is similarly unclear. This article is a conceptual contribution on how to make human habitat more sustainable. Taking Heidegger’s conception of “dwelling” as a starting point, a new form of understanding the organization of the city as a human habitat is proposed. It is argued that human habitat is today in crisis and that such crisis has its roots in a spatial understanding of human dwelling, disregarding its temporal-historical dimension. For long time, the city has been considered as a physical “place” and its organization—the urban planning—has been addressed in terms of “locating” (building). Many of the challenges in organizing habitat are the result of reducing the organization of the city to the organization of physical space. One of these is the conflict between preservation and development, a central issue in approaching sustainability. The aim of this article is to propose a new perspective on the organization of human dwelling, which overcomes the spatial-based conception of habitat and involves its temporal dimension. The meaning of human “habitat” as a historical process for developing “habits” will be recovered, and the implications for organization of the city considered. Human habitat is above all an ethical space (ethos), constituted in a spatial–temporal process of developing learning and capabilities. This habitat can be shared and developed infinitely so that a pathway is opened for overcoming the logic of competition and the conflict between sustainability and development. Finally, three forms of the human habitat as an “ethical space” are proposed.  相似文献

A review of the world energy situation prior to the Persian Gulf War of 1990-91 shows that periods of oil price instability have distorted the decision-making process. During periods of high prices, investments were made in uneconomic energy sources and in periods of low prices few investments were made at all. To create a rational investment climate, international cooperation between consumers and producers of petroleum is essential. Such cooperation in the form of a forum could help to stabilize prices and assure that the economic decisions needed to meet future demand would be made in a secure framework.  相似文献

To deal with the complexity of recycling, a wide variety of models have been developed, each serving a specific purpose. Despite the current trend increasing international trade in recycling-related material flows, the international dimension of physical and economic relationships in recycling is often ignored in current models and analyses. This paper develops a formal model of an international material-product chain (MPC) that represents the mechanism behind international recycling. The attention is focused on the case of a developed and a developing country that exchange material commodities, final products and recyclable waste. Among others, the model demonstrates that taking into account environmental externalities results in higher levels of recycling. Moreover, we show that international recycling is mainly driven by regional differences in the quantity and quality of factor endowments and economic efficiency of recycling. Given that industrialised countries are relatively well endowed with recyclable waste, the recovery rate usually exceeds the utilisation rate. In developing countries, an opposite pattern is observed.  相似文献

This paper explores approaches to the management of external public space, both now and in the future. The paper is in five parts. The discussion begins with an exploration of why public space management is universally an important concern by drawing from literature that argues that the quality of public space has declined, and that a greater engagement of the public sector in its management is required. Next, the research methodology is discussed which sought to investigate the management of public space in England as an example of trends and responses that point to a broader international concern. The approach included both a national survey of the state of play in public space management and a series of case studies that sought to explore innovative practice. Third, the results of a national survey are briefly outlined, with discussion following the same structure as the survey itself. Next, the results of detailed interviews with 20 local authority case studies that exhibited interesting or innovative practice in the local management of public space are presented. In a final part, conclusions are drawn which confirm that this is an area of public sector responsibility in need of significant investment and reform, but also that top-down initiatives from national government are beginning to inspire a burgeoning range of local government initiatives below. Therefore, although public space management remains a fragmented area of local government activity, a number of local authorities are beginning to establish a corresponding bottom-up agenda that seems to map a potential way forward for the future.  相似文献

An Open Water Data Initiative has been established by the federal government to enhance water information sharing across the United States (U.S.) using standardized web services for geospatial and temporal data. In a parallel effort, the National Weather Service has established a new National Water Center on the Tuscaloosa campus of the University of Alabama, at which a new National Water Model starts operations in June 2016, to continually simulate and forecast streamflow discharge throughout the continental U.S. These two developments support the interoperability of streamflow and hydrologic information in time and space from modeled and observed sources through the use of open standards to share water information.  相似文献
