Recovery plans are the main documents supporting management decision-making for threatened species. We evaluated Australian recovery plans to assess their appropriateness as conservation and management planning instruments. Six legislative requirements (species information and general requirements, species distribution and location, known and potential threats, objectives, performance criteria and actions, duration of the plan, and estimated costs of plan implementation) were used to assess the degree of compliance of recovery plans with the relevant legislation. We assessed all 236 official recovery plans which had been adopted as at January 2006. The results showed that plans were most compliant regarding the setting of objectives, performance criteria, recovery actions, and duration of plan. Most plans included a single performance criterion that was generally related to the population status of target species. Improvement is required in relation to identification of current threats and critical habitats, and the establishment of basic elements of monitoring and evaluation for measuring recovery progress. Gaps in ecological information are the main factors affecting adequate compliance with legislative requirements as opposed to managerial information (e.g. clarity in establishing the implementation schedule, costs and resource allocation). Planning deficiencies could be addressed by improving the recovery planning guidelines and more carefully reviewing the drafting and adoption of new plans.  相似文献

Habitat loss is major factor in the endangerment and extinction of species around the world. One promising strategy to balance continued habitat loss and biodiversity conservation is that of biodiversity offsets. However, a major concern with offset programs is their consistency with landscape-level conservation goals. While merging offset polices and landscape-level conservation planning is thought to provide advantages over a traditional disconnected approach, few such landscape-level conservation-offset plans have been designed and implemented, so the effectiveness of such a strategy remains uncertain. In this study, we quantitatively assess the conservation impact of combining landscape-level conservation planning and biodiversity offset programs by comparing regions of San Diego County, USA with the combined approach to regions with only an offset program. This comparison is generally very difficult due to a variety of complicating factors. We overcome these complications and quantify the benefits to rare and threatened species of implementing a combined approach by assessing the amount of each species’ predicted distribution, and the number of documented locations, conserved in comparison to the same metric for areas with an offset policy alone. We found that adoption of the combined approach has increased conservation for many rare species, often 5–10 times more than in the comparison area, and that conservation has been focused in the areas most important for these species. The level of conservation achieved reduces uncertainty that these species will persist in the region into the future. This San Diego County example demonstrates the potential benefits of combining landscape-level conservation planning and biodiversity offset programs.  相似文献

Human-induced global climate change presents a unique and difficult challenge to the conservation of biodiversity. Despite increasing attention on global climate change, few studies have assessed the projected impacts of sea-level rise to threatened and endangered species. Therefore, we estimated the impacts of rising sea levels on the endangered Lower Keys marsh rabbit (Sylvilagus palustris hefneri) across its geographic distribution under scenarios of current conditions, low (0.3-m), medium (0.6-m), and high (0.9-m) sea-level rise. We also investigated the impacts of allowing vegetation to migrate upslope and not allowing migration and of two land-use planning decisions (protection and abandonment of human-dominated areas). Not surprisingly, under all simulations we found a general trend of decreasing total potential LKMR habitat with increasing sea-level rise. Not allowing migration and protecting human-dominated areas both tended to decrease potential LKMR habitat compared with allowing migration and abandoning human-dominated areas. In conclusion, conservation strategies at multiple scales need to be implemented in order to reduce the impact of global climate change on biodiversity and endangered species. At the regional level, managers must consider land-use planning needs that take into account the needs of both humans and biodiversity. Finally, at the local scale those agencies that are in charge of endangered species conservation and ecosystem management need to rethink static approaches to conservation or else stand by and watch ecosystems degrade and species go extinct. This can be accomplished by bioclimatic reserve systems where climatically underrepresented areas are included in conservation planning along with the standard concerns of threat, opportunity, connectivity, and viability.  相似文献

Summary The State Council of China has adopted Agenda 21for China and biodiversity conservation is one plank of its agenda for China's sustainable development. This paper offers a brief discussion of China's White Paper on Agenda 21 and examines, as a case study, the problem of sustaining biological diversity in Xishuangbanna Dai Autonomous Prefecture in Yunnan. This area is rated as one of megadiversity, and therefore, as one deserving a high priority for conservation purposes. After discussing the general socio-economic obstacles to biodiversity conservation in Xishuangbanna, the article outlines the types of strategies adopted in China for reducing pressures of local communities on biodiversity and nature conservation. China's preferred strategy for easing pressures on biodiversity conservation in nature reserves is to improve economic opportunities outside of the reserves and raise the income levels of people living in the neighbourhood of the reserves. This approach has been adopted in Xishuangbanna and there are plans to extend it. Community development projects such as agroforestry, joint ventures in tourism and so on are being encouraged. Mechanisms for selecting suitable community development projectse.g. using rapid rural appraisal (RRA), are considered. This work presents a method of assessing plant conservation effectiveness in a given region, which takes into account the legal, species-centered protection, ecosystem conservation, ex situ conservation, restorations and translocations, reintroductions, and monitoring. In order to illustrate the conservation effectiveness, both legally protected species of plants and threatened species were examined. The conservation effectiveness of legally protected species was estimated to have a low value of 23.328 points (pts) according to the methods of calculation. Habitat conservation is insufficient for these species. Almost 40% of all localities are deprived of any ecosystem protection. The conservation effectiveness of the threatened group of species scored a very low value of 13.46 pts. The major reason for this result is a very low level of species protection. Less than 30% of the threatened taxa are under legal preservation and some species from the Orobanche and Cuscuta genera are treated as harmful organisms, which it is obligatory to control within the province territory. Almost 30% of all localities of threatened species are deprived of any ecosystem protection and only 10% lie inside nature reserves. It is suggested that the conclusion of this investigation be used in the preparation and realization of the regional floristic diversity preservation strategy.Published online  相似文献

The need for enhanced environmental planning and management for highland aquatic resources is described and a rationale for integrated action planning is presented. Past action planning initiatives for biodiversity conservation and wetland management are reviewed. A reflective account is given of integrated action planning from five sites in China, India and Vietnam. Eight planning phases are described encompassing: stakeholder assessment and partner selection; rapport building and agreement on collaboration; integrated biodiversity, ecosystem services, livelihoods and policy assessment; problem analysis and target setting; strategic planning; planning and organisation of activities; coordinated implementation and monitoring; evaluation and revised target setting. The scope and targeting of actions are evaluated using the Driving forces, Pressures, State, Impacts and Responses framework and compatibility with biodiversity conservation and socio-economic development objectives are assessed. Criteria to evaluate the quality of planning processes are proposed. Principles for integrated action planning elaborated here should enable stakeholders to formulate plans to reconcile biodiversity conservation with the wise use of wetlands.  相似文献

In the present communication habitat ecology, species diversity; distribution and different indices of fish biodiversity management were studied in a Central India river (River Betwa, a tributary of River Ganga basin approved under India’s first river linking plan). Correlation between fish species richness with the hydrological attributes showed good relationship and water depth, dissolved oxygen and pH were found the most important variables in shaping fish assemblage. Altogether, sixty-three fish species belonging to 20 families and 45 genera were collected from five sampling stations spread along the upstream, mid stream and lower streams. Cyprinids were the most dominated group represented by 26 species belonging to 15 genera, followed by Bagridae (6 species from 3 genera), and Schilbeidae (4 species from 4 genera). The distribution of fish showed interesting pattern and about 10% species were common to all the sites showing long migration range. Shannon-Weiner diversity index showed considerable variation and ranged from 1.89 to 3.51. Out of 63 species status of 10 species were not known due to data deficit, 29 categorized as lower risk, 14 as vulnerable, 8 as endangered, while the remaining two species were introduced. Our study shows that the River supports considerable diversity of the fishes and is important for conservation and about 34% fish fauna is threatened being either vulnerable or endangered. We assessed that the river supports considerable percentage of food fish (89.47), ornamental fish (49.12%) and sport fish (5.26%). Among the eight major types of fish habitats identified along the entire stretch of river, open river, shallow water and deep pools were habitats contributing maximum diversity. Fish species richness (FSR) were significantly different (P < 0.05) in all the habitats except channel confluence and scour pool. Trophic niche model may be useful for assessing altered as well as less altered fish habitat of the tropical rivers. Since this river will be interlinked in near future, this study would be useful for conservation planning and management and also for future assessment after interlinking. Issues related to various threats to aquatic environment and conservation management strategies have been discussed.  相似文献

The loss of biodiversity is a mounting concern, but despite numerous attempts there are few large scale conservation efforts that have proven successful in reversing current declines. Given the challenge of biodiversity conservation, there is a need to develop strategic conservation plans that address species declines even with the inherent uncertainty in managing multiple species in complex environments. In 2002, the State Wildlife Grant program was initiated to fulfill this need, and while not explicitly outlined by Congress follows the fundamental premise of adaptive management, 'Learning by doing'. When action is necessary, but basic biological information and an understanding of appropriate management strategies are lacking, adaptive management enables managers to be proactive in spite of uncertainty. However, regardless of the strengths of adaptive management, the development of an effective adaptive management framework is challenging. In a review of 53 State Wildlife Action Plans, I found a keen awareness by planners that adaptive management was an effective method for addressing biodiversity conservation, but the development and incorporation of explicit adaptive management approaches within each plan remained elusive. Only ~25% of the plans included a framework for how adaptive management would be implemented at the project level within their state. There was, however, considerable support across plans for further development and implementation of adaptive management. By furthering the incorporation of adaptive management principles in conservation plans and explicitly outlining the decision making process, states will be poised to meet the pending challenges to biodiversity conservation.  相似文献

/ The coastal zone of the Indian Ocean is coming under increasing pressure from human activities. Australia may be one of the few countries in this region that can afford to take adequate conservation measures in the near future. As it also has one of the longest Indian Ocean coastlines, Australia has the opportunity, and responsibility, to make a meaningful contribution to the conservation of Indian Ocean biodiversity. Threatened species, including marine turtles, inshore dolphins, and dugongs are an important component of that biodiversity. The dugong has been exterminated from several areas in the Indian Ocean, and it appears to be particularly threatened by mesh netting andhunting. Its long-term survival may depend on adequate protection in Australia, which contains the largest known Indian Ocean populations. This protection will require, in part, an appropriate system of marine protected areas (MPAs). This paper examines the adequacy of MPAs along Australia's Indian Ocean coast. Dugongs occur in two MPAs in Western Australia. The proposed expansion of the system of marine reserves is based primarily on representative samples of ecosystems from each biogeographic region. It is inadequate because it does not take into account the distribution and relative abundance of threatened species. If the conservation of biodiversity is to be maximized, the system of MPAs should incorporate both representativeness and the needs of threatened species. The level of protection provided by MPAs in Western Australia is low. Ecological processes often take place at the ‘landscape scale’ and are not sufficiently accommodated within reserves, and a failure to reflect this in biodiversity planning has been one of the contributors to species and habitat decline. However, there are generally few powers to enforce compliance with spatial rural land‐use strategies, and biodiversity plans at the landscape scale must rely heavily on incentives, advice and goodwill. Not surprisingly, this results in a substantial gap between policy and implementation. One way of analysing the causes of, and potential solutions to, implementation failure is to examine the barriers to plan uptake. This paper addresses barriers to biodiversity action in three case‐study areas in terms of ‘force fields’, depicting the nature and strength of negative and positive influences on land managers and conservation staff. It is concluded that a clearer understanding of the nature of ‘barriers’ can lead to improved targeting on potential ‘bridges’ to a better future.  相似文献

Forest management can benefit from decision support tools, including GIS-based multicriteria decision-aiding approach. In the Mediterranean region, Pinus pinaster forests play a very important role in biodiversity conservation and offer many socioeconomic benefits. However, the conservation of this species is affected by the increase in forest fires and the expansion of Matsucoccus feytaudi. This paper proposes a methodology based on commonly available data for assessing the values and risks of P. pinaster forests and to generating maps to aid in decisions pertaining to fire and phytosanitary risk management. The criteria for assessing the values (land cover type, legislative tools for biodiversity conservation, environmental tourist sites and access routes, and timber yield) and the risks (fire and phytosanitation) of P. pinaster forests were obtained directly or by considering specific indicators, and they were subsequently aggregated by means of GIS-based multicriteria analysis. This approach was tested on the island of Corsica (France), and maps to aid in decisions pertaining to fire risk and phytosanitary risk (M. feytaudi) were obtained for P. pinaster forest management. Study results are used by the technical offices of the local administration—Corsican Agricultural and Rural Development Agency (ODARC)—for planning the conservation of P. pinaster forests with regard to fire prevention and safety and phytosanitary risks. The decision maker took part in the evaluation criteria study (weight, normalization, and classification of the values). Most suitable locations are given to target the public intervention. The methodology presented in this paper could be applied to other species and in other Mediterranean regions.  相似文献

Arthropods constitute well over one-half of the species of higher life on the planet and are the dominant terrestrial life form on the planet. Unfortunately, very little is known about most arthropod species. There are an estimated 163,487 species of insects in North America, of which only 66% are taxonomically known. Similarly, there are an estimated 35,514 species of North American arachnids, of which only 9316 are described; over 73% have yet to be discovered and described. Without the basic taxonomic and life history knowledge for most of the terrestrial species (i.e., arthropods) of North American ecosystems, land managers are faced with the challenge of developing, selecting, and managing biotic reserves and habitat conservation plans for which they know very little about the majority of organisms found within such reserves or covered by such plans. With respect to arthropods, this challenge includes taking into account poorly described species being used as political tools to stop development (as opposed to actually protecting a truly endangered species), thus confounding the habitat conservation planning process and ensuring that "surprises" in the form of new listings will occur within any multispecies habitat plan. Finally, using various scenarios and assumptions, estimates of the true number of endangered insects and arachnids are provided to illustrate the fact that the suspected number of threatened, endangered, and extinct species is probably low by at least an order of magnitude.  相似文献

Elderly women of a particular socioecological system are considered to be “living encyclopedias” in biocultural knowledge systems. These women play a pivotal role in retaining and passing on biodiversity-related traditional knowledge to the next generations. Unfortunately the fast changing sociocultural values and the impact of modernity have rendered their knowledge somewhat less valuable and they are being treated as “cultural refugia.” Our study on the importance of these women in the conservation of indigenous biodiversity was conducted in 14 randomly selected villages dominated by the Adi tribe of East Siang District, Arunachal Pradesh (northeast India). Data were collected from 531 women (381 elderly and 150 young to middle aged) during 2003–2008 using conventional social science methods and participatory rural appraisal. One innovative method, namely “recipe contest,” was devised to mobilize Adi women of each village in order to energies them and explore their knowledge relating to traditional foods, ethnomedicines, and conservation of indigenous biodiversity. Results indicated that 55 plant species are being used by elderly Adi women in their food systems, while 34 plant species are integral parts of ethnomedicinal practices. These women identified different plant species found under multistory canopies of community forests. Elderly women were particularly skilled in preparing traditional foods including beverages and held significantly greater knowledge of indigenous plants than younger women. Lifelong experiences and cultural diversity were found to influence the significance of biodiversity use and conservation. The conservation of biodiversity occurs in three different habitats: jhum lands (shifting cultivation), Morang forest (community managed forests), and home gardens. The knowledge and practice of elderly women about habitats and multistory vegetations, regenerative techniques, selective harvesting, and cultivation practices contribute significantly to food and livelihood security while sustaining an array of threatened plant species. Basically, knowledge of elderly women on using biodiversity in food and medicinal systems was found in three categories namely: “individual,” “community,” and “refined.” We identified a need to develop holistic policies to recognize and integrate knowledge and practices of elderly women with local level of planning on sustainable conservation of biodiversity as well as community-based adaptations.  相似文献

This paper argues that important issues of sustainable development have been addressed through single-issue landscape plans, and that these plans have carried little weight within the land use decision-making process. A more consolidated approach, based on multi-function landscape plans, is proposed. After reviewing the range of plans which, in the UK, cover woodland, farmscapes, visual amenity, coasts, catchments and biodiversity, the case is made for an integrative plan capable of addressing natural resource issues at the landscape scale. The preliminary character of an integrative plan is outlined. Whilst landscape plans have a relatively weak basis for implementation, it is concluded that a sufficient range of powers is available to ensure some progress.  相似文献

Conservation planning is the process of locating and designing conservation areas to promote the persistence of biodiversity in situ. To do this, conservation areas must be able to mitigate at least some of the proximate threats to biodiversity. Information on threatening processes and the relative vulnerability of areas and natural features to these processes is therefore crucial for effective conservation planning. However, measuring and incorporating vulnerability into conservation planning have been problematic. We develop a conceptual framework of the role of vulnerability assessments in conservation planning and propose a definition of vulnerability that incorporates three dimensions: exposure, intensity, and impact. We review and categorize methods for assessing the vulnerability of areas and the features they contain and identify the relative strengths and weaknesses of each broad approach. Our review highlights the need for further development and evaluation of approaches to assess vulnerability and for comparisons of their relative effectiveness.  相似文献

Habitat loss and modification is one of the major threats to biodiversity and the preservation of conservation values. We use the term conservation value to mean the benefit of nature or habitats for species. The importance of identifying and preserving conservation values has increased with the decline in biodiversity and the adoption of more stringent environmental legislation. In this study, conservation values were considered in the context of land-use planning and the rapidly increasing demand for more accurate methods of predicting and identifying these values. We used a k-nearest neighbor interpreted satellite (Landsat TM) image classified in 61 classes to assess sites with potential conservation values at the regional and landscape planning scale. Classification was made at the National Land Survey of Finland for main tree species, timber volume, land-use type, and soil on the basis of spectral reflectance in satellite image together with broad numerical reference data. We used the number and rarity of vascular plant species observed in the field as indicators for potential conservation values. We assumed that significant differences in the species richness, rarity, or composition of flora among the classes interpreted in the satellite image would also mean a difference in conservation values among these classes. We found significant differences in species richness among the original satellite image classes. Many of the classes examined could be distinguished by the number of plant species. Species composition also differed correspondingly. Rare species were most abundant in old spruce forests (>200 m3/ha), raising the position of such forests in the ranking of categories according to conservation values. The original satellite image classification was correct for 70% of the sites studied. We concluded that interpreted satellite data can serve as a useful source for evaluating habitat categories on the basis of plant species richness and rarity. Recategorization of original satellite image classification into such new conservation value categories is challenging because of the variation in species composition among the new categories. However, it does not represent a major problem for the purposes of early-stage land-use planning. Benefits of interpreted satellite image recategorization as a rapid conservation value assessment tool for land-use planners would be great.  相似文献

Protected areas (PAs) are cornerstones of biodiversity conservation, but small parks alone cannot support wide-ranging species, such as the tiger. Hence, forest dynamics in the surrounding landscapes of PAs are also important to tiger conservation. Tiger landscapes often support considerable human population in proximity of the PA, sometimes within the core itself, and thus are subject to various land use activities (such as agricultural expansion and road development) driving habitat loss and fragmentation. We synthesize information from 27 journal articles in 24 tiger landscapes to assess forest-cover dynamics in tiger-range countries. Although 29% of the PAs considered in this study have negligible change in overall forest cover, approximately 71% are undergoing deforestation and fragmentation. Approximately 58% of the total case studies have human settlements within the core area. Most changes—including agricultural expansion, plantation, and farming (52%), fuelwood and fodder collection (43%), logging (38%), grazing (38%), and tourism and development (10%)—can be attributed to human impacts largely linked to the nature of the management regime. This study highlights the need for incorporating new perspectives, ideas, and lessons learned locally and across borders into management plans to ensure tiger conservation in landscapes dominated by human activities. Given the increasing isolation of most parks due to agricultural, infrastructural, and commercial developments at the periphery, it is imperative to conduct planning and evaluation at the landscape level, as well as incorporate multiple actors and institutions in planning, instead of focusing solely on conservation within the PAs as is currently the case in most tiger parks.  相似文献

Management of ecological reserve lands should rely on the best available science to achieve the goal of biodiversity conservation. “Adaptive Resource Management” is the current template to ensure that management decisions are reasoned and that decisions increase understanding of the system being managed. In systems with little human disturbance, certain management decisions are clear; steps to protect native species usually include the removal of invasive species. In highly modified systems, however, appropriate management steps to conserve biodiversity are not as readily evident. Managers must, more than ever, rely upon the development and testing of hypotheses to make rational management decisions. We present a case study of modern reserve management wherein beavers (Castor canadensis) were suspected of destroying habitat for endangered songbirds (least Bell’s vireo, Vireo bellii pusillus, and southwestern willow flycatcher, Empidonax traillii extimus) and for promoting the invasion of an exotic plant (tamarisk, Tamarix spp.) at an artificial reservoir in southern California. This case study documents the consequences of failing to follow the process of Adaptive Resource Management. Managers made decisions that were unsupported by the scientific literature, and actions taken were likely counterproductive. The opportunity to increase knowledge of the ecosystem was lost. Uninformed management decisions, essentially “management by assertion,” undermine the long-term prospects for biodiversity conservation.  相似文献

Countryside strategies, particularly for nature conservation, are part of a growth in non‐statutory strategic planning. They are largely integrative, and set the context for, and are able to cover subjects normally beyond the scope of, statutory development plans. Specifically for nature conservation, this paper summarizes the limitations of policies in structure plans and reviews four countryside strategies to assess the extent to which they overcome these limitations. Whilst providing a renewed focus for nature conservation, such strategies lack information and guidance in assisting plan formulation, are not accountable, have problems in their adoptability and lack the resources for implementation.  相似文献
