The household-recycling rate in the Borough of Burnley, England in 2001/2002 was only half the national average of 12%. This research employed both quantitative and qualitative surveys in order to ascertain whether householders’ attitudes to recycling were contributory factors to the generally poor recycling performance and to investigate other social, cultural and structural influences. The Borough has a large Asian–British population concentrated in two deprived wards where recycling rates are particularly low, so special attention was given to ascertaining their attitudes towards recycling.The quantitative survey comprised a postal questionnaire sent to a random sample of 360 households drawn from the electoral register. The qualitative survey consisted of group interviews with the Asian–British population at local community centres and focus groups attended by volunteers from the quantitative study.The findings suggest that householders are very willing to participate in recycling, as shown by the almost 80% claiming to recycle paper, but that local recycling services are too unreliable and inconvenient to allow them to do so comprehensively. Asian–British attitudes to recycling were found to be no different to those of the wider population, with their low participation being linked to the higher priorities imposed upon them by economic deprivation. The findings are broadly in line with those of the literature in that recycling participation tends to be higher among more affluent and older people, but lower among less affluent and younger households, probably due in part to the availability of both storage space and time, with the implication that the Borough's preponderance of terraced housing militates against a high recycling rate. Policy recommendations to local authorities include the provision of bespoke recycling services to suit the variety of residential conditions across the UK, and the provision of regular feedback to householders regarding recycling services and performance.Further research is needed to identify non-recyclers and to explore how householders’ underlying psychological, cultural and social attitudes to recycling impinge upon recycling and participation rates.  相似文献

A tax on waste-to-energy incineration of fossil carbon in municipal solid waste from households was introduced in Sweden on July 1, 2006. The tax has led to higher incineration gate fees. One of the main purposes with the tax is to increase the incentive for recycling of materials, including biological treatment. We investigate whether and to what extent this effect can be expected. A spreadsheet model is developed in order to estimate the net marginal cost of alternative waste treatment methods, i.e., the marginal cost of alternative treatment minus avoided cost of incineration. The value of the households’ time needed for source separation is discussed and included. The model includes the nine largest fractions, totalling 85% (weight), of the household waste currently being sent to waste incineration: food waste, newsprint, paper packaging, soft and hard plastic packaging, diapers, yard waste, other paper waste, and non-combustible waste. Our results indicate that the incineration tax will have the largest effect on biological treatment of kitchen and garden waste, which may increase by 9%. The consequences of an incineration tax depend on: (a) the level of the tax, (b) whether the tax is based on an assumed average Swedish fossil carbon content or on the measured carbon content in each incineration plant, (c) institutional factors such as the cooperation between waste incinerators, and (d) technological factors such as the availability of central sorting of waste or techniques for measurement of fossil carbon in exhaust gases, etc. Information turns out to be a key factor in transferring the governing force of the tax to the households as well improving the households’ attitudes towards material recycling.  相似文献

Recent targets for reduced amounts of waste to landfills in Sweden will result in a large increase in waste incineration with recovery of energy, used primarily for district heating. The aim of this study is to investigate what changes in the usage of other fuels and technologies for district heat production would be caused by this increase. A questionnaire was sent out to the largest district heating companies, and simulations in an energy systems model were carried out. The analysis shows that increased waste incineration reduces the demand for other fuels, especially biomass, for district heat production. The effects include reductions in operating hours as well as the avoidance or postponement of investments in new plants for district heat production. Increased waste incineration will also lead to a greater use of district heating in Sweden.  相似文献

Waste management activities contribute to global greenhouse gas emissions approximately by 4%. In particular the disposal of waste in landfills generates methane that has high global warming potential. Effective mitigation of greenhouse gas emissions is important and could provide environmental benefits and sustainable development, as well as reduce adverse impacts on public health. The European and UK waste policy force sustainable waste management and especially diversion from landfill, through reduction, reuse, recycling and composting, and recovery of value from waste. Energy from waste is a waste management option that could provide diversion from landfill and at the same time save a significant amount of greenhouse gas emissions, since it recovers energy from waste which usually replaces an equivalent amount of energy generated from fossil fuels. Energy from waste is a wide definition and includes technologies such as incineration of waste with energy recovery, or combustion of waste-derived fuels for energy production or advanced thermal treatment of waste with technologies such as gasification and pyrolysis, with energy recovery. The present study assessed the greenhouse gas emission impacts of three technologies that could be used for the treatment of Municipal Solid Waste in order to recover energy from it. These technologies are Mass Burn Incineration with energy recovery, Mechanical Biological Treatment via bio-drying and Mechanical Heat Treatment, which is a relatively new and uninvestigated method, compared to the other two. Mechanical Biological Treatment and Mechanical Heat Treatment can turn Municipal Solid Waste into Solid Recovered Fuel that could be combusted for energy production or replace other fuels in various industrial processes. The analysis showed that performance of these two technologies depends strongly on the final use of the produced fuel and they could produce GHG emissions savings only when there is end market for the fuel. On the other hand Mass Burn Incineration generates greenhouse gas emission savings when it recovers electricity and heat. Moreover the study found that the expected increase on the amount of Municipal Solid Waste treated for energy recovery in England by 2020 could save greenhouse gas emission, if certain Energy from Waste technologies would be applied, under certain conditions.  相似文献

This study examined neighbourhood level wildfire mitigation programs being implemented in neighbourhoods in Canada (FireSmart-ForestWise), Australia (Community Fireguard) and the US (Firewise Communities). Semi-structured interviews were completed with 19 residents participating in the programs. A wide range of activities were completed as part of the three programs. Despite differences between the three programs, participants appeared to participate in the programs for three main reasons: Fire experience, agency involvement, and personal and family protection. A fire therefore provides a window of opportunity to engage residents in neighbourhood level wildfire mitigation programs. The neighbourhood level wildfire mitigation programs helped to reduce the wildfire risk, but also enhanced both community resilience and relationships between residents and government agencies.  相似文献

A comparison of the potential risks to human health from municipal solid waste (MSW) incineration and landfill on a generic basis is attempted. For this purpose a 'worst case' approach is adopted and a number of assumptions regarding the size and activities of each waste disposal method are made. The airborne pollutants measured for an incinerator are different from those for a landfill with or without gas collection. However, based on the available information it appears that as far as airborne pollution is concerned, landfill sites without gas collection pose a potentially higher generic risk to human health than MSW incinerators performing to Environmental Agency (UK) standards. This analysis cannot be used to replace specific evaluations for a particular incinerator or a landfill site because local conditions can have a very large impact on the magnitude of risks involved.  相似文献

In the environmental conflict that surrounds the sighting of hazardous waste facilities there is usually a volatile mix of disparities in power, expertise and information access as well as differing views on risk, which are all played out amidst commercial arrangements and environmental justice concerns. In recent times, the volatility of this mix has been further compounded by the growing climate of public concern and distrust surrounding scientific developments and technology. While there is no 'quick fix' to the complex conflict that this entails, community information systems (CISs) based on participatory models can help address the outstanding issues of capacity, information access, power inequities and environmental justice. CISs are an effective response to the five crucial elements of a toxic dispute, that is, the dialogue, capacity building, information access, evaluation of hazards and risk, and expertise. This paper will review the role of community accessible information systems in the dispute in Botany over the management and destruction of Orica Australia's stockpile of the persistent organic pollutant, hexachlorobenzene (HCB). It will focus on the role of CIS in responding to the challenges for expert information delivery, and in addressing the disparity of informational power within the toxic dispute.  相似文献

Waste incineration fly ash was successfully recycled to calcium phosphate hydrogel, a type of fast proton conductor. The crystallized hydrogel from incineration fly ash had a lower electric conductivity and a lower crystallinity than that from calcium carbonate reagent. However, the difference in electric conductivity between these crystallized hydrogels decreases with temperature. This was due to the presence of potassium in the incineration fly ash. The fuel cell with a membrane electrode assembly (MEA) using the calcium phosphate hydrogel membrane prepared from incineration fly ash was observed to generate electricity. The performance of this fuel cell was almost equal to that of a mixture of K2CO3 and CaCO3 reagents; further, the performance of the former was superior to the fuel cell with a perfluorosulfonic polymer membrane at temperatures greater than approximately 85 °C.  相似文献

Summary The Government of Nigeria is increasingly aware of problems emanating from poor environmental sanitation. This awareness has led to various edicts both at the national and state levels on environmental sanitation with particular reference to solid waste management. Such an edict was critically examined for the Kwara State of Nigeria. At a glance, the edict looks impressive and timely, but a closer study reveals many loopholes some of which are outlined. Most important of these, is a failure to consider adequately the full requirements of the population. Many of the facilities needed for effective implementation are also grossly inadequate. Participatory processes in general and also in relation to managing landscape issues are gathering importance mostly due to arguments surrounding legitimacy and effectiveness in decision-making. The main aim of this research, based on a transaction costs perspective, is to present an integrated analytical framework in order to determine individual efforts (time, money), benefits and risks of participants in landscape co-management processes. Furthermore a reflection on the analytical approach developed and arising lessons to be learned for landscape co-management are presented. In the analytical framework benefit-components comprise of factors such as 'contributing to landscape maintenance/development and nature protection', 'representing one's interest group', 'co-deciding on relevant topics', 'providing and broadening one's knowledge' and 'building networks'. The risks of participation are related to a lack of information and agreements, missing support and actual decision-making power. The analytical framework is applied to two case studies in Austria: an EU LIFE-Nature project and a Cultural Landscape Project of the Provincial Government of Lower Austria. Analysis of the effort-benefit-relations provides an indication for a more effective design of co-management. Although the processes are rated as quite adequate, there is a low willingness of participants to commit additional time to co-management processes. In contrast to the Cultural Landscape Project, in the LIFE-Nature project, professionally involved persons participate next to partly and full volunteers. These uneven conditions of participation and an unfair distribution of transaction costs, jeopardize the promising chances co-management bears for landscape governance.  相似文献

Landfill disposal and waste-to-energy (WTE) incineration remain the two principal options for managing municipal solid waste (MSW). One critical determinant of the acceptability of these options is the different health risks associated with each. In this analysis relying on published data and exposure modeling, we have performed health risk assessments for landfill disposal versus WTE treatment options for the management of New York City's MSW. These are based on the realistic scenario of using a waste transfer station (WTS) in Brooklyn and then transporting the untreated MSW by truck to a landfill in Pennsylvania or using a WTE facility in Brooklyn and then transporting the resultant ash by truck to a landfill in Pennsylvania. The overall results indicate that the individual cancer risks for both options would be considered generally acceptable, although the risk from landfilling is approximately 5 times greater than from WTE treatment; the individual non-cancer health risks for both options would be considered generally unacceptable, although once again the risk from landfilling is approximately 5 times greater than from WTE treatment. If one considers only the population in Brooklyn that would be directly affected by the siting of either a WTS or a WTE facility in their immediate neighborhood, individual cancer and non-cancer health risks for both options would be considered generally acceptable, but risks for the former remain considerably higher than for the latter. These results should be considered preliminary due to several limitations of this study such as: consideration of risks only from inhalation exposures; assumption that only volume and not composition of the waste stream is altered by WTE treatment; reliance on data from the literature rather than actual measurements of the sites considered, assuming comparability of the sites. However, the results of studies such as this, in conjunction with ecological, socioeconomic and equity considerations, should prove useful to environmental managers, regulators, policy makers, community representatives and other stakeholders in making sound and acceptable decisions regarding the optimal handling of MSW.  相似文献

Strategies for beneficial use of biosolids in New Zealand and elsewhere are currently focused primarily on land application. The long-term success of these and other strategies is dependent not only on technical factors, but also on their environmental, economic, social and cultural sustainability. This paper briefly reviews the situation with respect to biosolids management in New Zealand, where land application is not yet widespread; the rise in public opposition to land application in the United States; and the biosolids industry's approach to public engagement. We argue that, at least until recently, the industry has misinterpreted the nature and meaning of public opposition and thus substituted public relations for public engagement. We argue that genuine public engagement is necessary and that its purpose cannot be to gain public acceptance for an already-decided-upon strategy. It therefore calls for humility among biosolids managers, including a willingness to open up the framing of 'the problem', to acknowledge areas of uncertainty, and to recognise the role of values in 'technical' decision-making. We then present and analyse an example of the use of the scenario workshop process for public participation in biosolids management policy in Christchurch, New Zealand, and conclude that scenario workshops and related methods represent an opportunity to enhance sustainable waste management when certain conditions are met.  相似文献

Energy-return-on-investment (ERI) analysis is a variation of more traditional cost-benefit analyses, a variation that is particularly important in times of diminishing fuel resources. We present a simple set of procedures for ERI analysis and apply those procedures to central New York State, where there is a proposal for a new 870 MWe coal-fired generating station. We compared the energy and dollar costs of building that facility with the costs of an alternative comprehensive regional program of insulation. The analysis showed that regional insulation was more efficient in conserving energy than the plant was in providing it by at least a factor of 4 in economic terms and by a factor of more than 15 when viewed as energy returned on energy invested.  相似文献

Academic arguments present a critique of representative democracy and suggest that enhanced participation of communities in the management, governance and regulation of their local environments is required. Similarly, theorists of environmental democracy suggest the possibility and desirability of community involvement. In this paper, we argue that theories of environmental democracy lack the explanatory power to address real-life relations between people and their environment. Drawing on empirical material from recent research in the forested communities of the former coalfields of the South Wales Valleys, we identify significant rigidities, inertia and barriers that stand in the way of community participation in environmental democracy. We do this by constructing a framework for critical analysis that postulates a connection between recent shifts towards post-productivism in British forestry policy and theories of environmental democracy. Our findings point to a dissonance between, on the one hand, post-productivist forestry policy and theoretical discourses of governance, participation and environmental democracy, and, on the other hand, the actual situation of people living in the communities of the Valleys forest in South Wales. This case study presents the series of decision-making processes surrounding a current environmental issue—the Portsmouth oil refinery in Virginia. Crude oil must be refined before it can be used as fuel. Additionally, some oil must be desulfurized for use other than as gasoline. In 1977, the nation imported about one million barrels of oil a day. Although the US Department of Energy has emphasized the critical need for greater east coast refinery capability, the east coast is to supply only 25% of its refined oil needs. In the same year, the east coast met its demands for petroleum products from three sources: (a) refinery production, 22.7%, (b) product imports, 28.0%, and (c) products from the Gulf Coast, 49.3%.1 The energy program after the Arab oil embargo has an objective of encouraging the construction of oil refineries and petrochemical plants in the United States rather than abroad. The tariff is higher on imports of refined oil products than of crude oil, and new refineries are allowed to import a large proportion of their requirements tarifffree.The US federal government does not directly regulate the locations for oil refineries or methods of desulfurization. The oil import program, however, does influence decisions concerning location of desulfurization facilities and refineries, and air and water pollution standards affect methods of refining, besides making desulfurization necessary.The opinions expressed in this article are those of the author and do not necessarily reflect those of the United States Department of Defense.  相似文献

This paper assesses the contribution that forums have made in progressing sustainable land use policies and decisions within rural Wales. The examples of Cardigan Bay Forum and Wales Rural Forum are used to show how sustainability has been addressed within their overall agendas. The contemporary debate about sustainable development has provoked a new organizational response with forums visible in many activities and initiatives. The traditional adversarial approach between groups has been replaced by a more sophisticated and complex assemblage of bodies that together create the forum ideal. Consensus, partnership and mutual understanding form the language of this new discourse. However, their presence raises certain key questions as to their role, purpose, representativeness and value in rural resource management debates. These questions have not been considered in the literature, and with the increasing proliferation of forums generally, there is a need to assess whether they are bringing about real and effective change. The two examples reveal clear evidence of forums as agents of change. However, there is considerable tension within both forums, within a climate of financial and membership vulnerability, between the need for involving all legitimate interests and the need to achieve meaningful outcomes for individual members. Such tension goes to the heart of who the two forums actually represent and their resulting actions. This article addresses the concepts of economies of scope and multiproduct production, subadditivity and transray convexity as it applies to the mining industry. The article goes on to expand these concepts to include the case of mining waste utilization. It discusses how the modification of mining wastes into a marketable product can develop a relationship across the cost functions of the modified mining waste and ore production and how this interrelationship affects the profit maximizing condition. It discusses four possible outcomes from mining waste modification and its development into marketable products on the profitability and production of ore by the firm. Finally, it discusses mining waste utilization effects on rehabilitation costs and the potential for a decrease in the adverse community effects due to mine closure.  相似文献

Efforts by many governments to mitigate climate change by increasing deployment of renewable energy technologies have raised the importance of issues of public acceptance. The ‘NIMBY’ (Not In My Backyard) concept, although popular, has been critiqued as an appropriate and valid way to explain local opposition. This study applies an alternative approach, empirically investigating the role of place attachment and place-related symbolic meanings in explaining public responses to a tidal energy converter in Northern Ireland, said to be the first grid-connected device of its kind in the world. 271 residents in two nearby villages completed questionnaire surveys, three months post-installation, following up preliminary qualitative research using focus groups. Although results indicated predominantly positive and supportive responses to the project, manifest by emotional responses and levels of acceptance, significant differences between residents in each village were also observed. Contrasting patterns of association between place attachment and emotional responses suggest that the project enhanced rather than disrupted place attachments only in one of the two villages. In regression analyses, place attachment emerged as a significant, positive predictor of project acceptance in both places, affirming its value in explaining public response. Place-related symbolic meanings also emerged as significant, with contrasting sets of meanings proving significant in each context. Implications of the findings for research on place attachment and responses to land-use changes, as well as for developers seeking to engage with residents affected by energy projects are discussed.  相似文献

Energy Systems Theory (EST) provides a framework for understanding and interpreting sustainability. EST implies that "what is sustainable" for a system at any given level of organization is determined by the cycles of change originating in the next larger system and within the system of concern. The pulsing paradigm explains the ubiquitous cycles of change that apparently govern ecosystems, rather than succession to a steady state that is then sustainable. Therefore, to make robust decisions among environmental policies and alternatives, decision-makers need to know where their system resides in the cycles of change that govern it. This theory was examined by performing an emergy evaluation of the sustainability of a regional system, the San Luis Basin (SLB), CO. By 1980, the SLB contained a climax stage agricultural system with well-developed crop and livestock production along with food and animal waste processing. The SLB is also a hinterland in that it exports raw materials and primary products (exploitation stage) to more developed areas. Emergy indices calculated for the SLB from 1995 to 2005 revealed changes in the relative sustainability of the system over this time. The sustainability of the region as indicated by the renewable emergy used as a percent of total use declined 4%, whereas, the renewable carrying capacity declined 6% over this time. The Emergy Sustainability Index (ESI) showed the largest decline (27%) in the sustainability of the region. The total emergy used by the SLB, a measure of system well-being, was fairly stable (CV?=?0.05). In 1997, using renewable emergy alone, the SLB could support 50.7% of its population at the current standard of living, while under similar conditions the U.S. could support only 4.8% of its population. In contrast to other indices of sustainability, a new index, the Emergy Sustainable Use Index (ESUI), which considers the benefits gained by the larger system compared to the potential for local environmental damage, increased 34% over the period.  相似文献
