For some years, social scientists have been unable to agree on the extent to which experiencing a natural disaster is related to the presence of psychopathological symptoms Indeed, social scientists appear to be well-polarized, some arguing that disasters cause severe negative psychological reactions in victims, with others claiming that any psychological effects, if they exist at all, are minor and transient This paper reviews the controversy and identifies numerous conceptual and methodological difficulties associated with the competing positions. It is argued that the preoccupation of researchers with documenting positive or negative instances of psychological effects has lead them to ignore the issue of identifying processes through which disasters might impinge upon an individual's emotional stability. As a first step toward sketching out these processes, an extensive review of the literature on human response to natural disasters is undertaken. Eleven variables—level of community preparedness, scope of impact, duration of impact, destruction of kin and friendship networks, property damage, pre-impact psychological stability, social support, grief reactions, availability of institutional help, and successful coping skills—are identified as important in determining the psychological impact of disasters. 在府际层面构建环境治理网络是实现区域可持续发展的必要保障,以往研究缺乏对异质性结构下的强度网络特征的关注,难以揭示地方政府治理网络的深层运作规律。基于府际合作的结构逻辑和工具逻辑,本文从“结构—特征”的二维视角构建了府际合作网络的交互分析框架。在结构上,考察上级政府参与下的纵向合作和城市间自主性横向协作网络演变;在特征上,构建府际合作强度模型,进而形成数量网络和强度网络。通过以长三角城市群2011—2019年的环境治理实践为研究样本,本文发现,基于数量的合作网络中,长三角城市群环境治理形成了纵向权威力量参与下的集体行动与横向小范围自主协作相互嵌合的合作机制;基于强度的合作网络中,上海都市圈和南京都市圈是两大强度重心区域,上级政府参与的纵向合作制约力更强,行政干预是目前地方政府环境治理集体行动得以深入发展的重要推进力量。  相似文献

This paper analyses informal networks and their utilisation during a period of water scarcity in an upstream and a downstream district in the Khorezm Province, Uzbekistan. The evaluation is based on an organisational theory approach on informal networks. Communication patterns between farm managers, district water departments and district governors in a year with a sufficient amount of water and in a year of water scarcity are compared with informal network structures. The analysis shows that in the year of water scarcity an informal network was utilised to receive water. The importance of the informal network increased with increasing experience and individual perception of water scarcity. The findings confirm the assumption that informal networks are utilised more frequently when formal networks fail or are not functional. The case study therefore confirms the importance of an informal network during a crisis.  相似文献

ABSTRACT

The impacts of extreme weather events, causing severe storms and wildfires, cascade across administrative borders within a country, challenging the steering capacity of governance networks at different political scales. This paper examines how accountability and risk were constructed and negotiated in the aftermath of Sweden’s largest wildfire. It draws on results from an interview study with executives of organizations and landowners involved, and an analysis of government reports about the wildfire’s cause and consequences. Although the fire was human-caused, public administrative bodies paid considerable attention to the local emergency services and their poor handling of the wildfire, caused by lack of knowledge of forest fire behavior. The study confirms many of the challenges associated with governance networks. It finds that issues about who to hold accountable, in what forum and for what issue are not fully addressed, being overwhelmed by demands for better knowledge of forest fire prevention and improved coordination and collaboration. To conclude, the paper calls for a better-informed public administration, forest sector and interrelated networks that take responsibility for their actions or lack thereof.  相似文献

Summary This paper discusses the air quality impacts of airport operations. It considers a range of pollutants and identifies emission sources both within and surrounding airports as being important in contributing to the air quality experienced at an airport. These sources include aircraft operations, landside traffic, airside traffic and fuel-handling operations. The paper considers air quality impacts over the last 30 years and draws examples from a variety of European airports. The paper concludes with a forecast of likely changes in emission sources and strengths at airports over the next 15 years.Drs James Longhurst, Beth Conlan and David Raper are air quality scientists specializing in the study of airport impacts upon air quality. This paper draws upon the DISCUS (Developing Institutional and Social Capacity for Sustainable Development) research project, co-funded by the European Commission. The project was undertaken during 2001 – 2004 and involved an in-depth study of 40 European towns and cities in order to understand the institutional and social factors and conditions that might contribute to policy ‘achievement' or ‘failure' in local sustainable development policy and practice. Based on the findings of this research it proposes a conceptual framework for local sustainable development, linking the concepts of institutional capital, social capital and governance to provide a model for understanding the governing of local sustainability. The research shows that in those cases that exhibit sustainable development policy achievements, there are also greater levels of civil society activity and knowledge regarding sustainability issues, and high levels of institutional capacity. Confident local government is crucial to the development of institutional capacity and to institutional learning. One aspect of this is local authorities being equipped to address the longer-term issues and to have a strategic vision for a sustainable future.  相似文献

Scholars and environmentalists in the industrialized nations have repeatedly deplored the destruction of tropical forests as a byproduct of economic development. Their position is based upon scientific, economic, and ethical arguments. Proponents of economic development from the tropical nations recognize that its immediate benefits are enjoyed by their own relatively poor populations while the benefits of habitat preservation are enjoyed by the world as a whole. So far, few institutional mechanisms have been developed that can reconcile the competing perspectives. In addition to reviewing the arguments in favor of and against habitat preservation, this paper proposes some innovative institutions that can both satisfy developmental aspirations and account for the global benefits of habitat preservation.  相似文献

Policies designed to conserve sites of nature conservation importance are an important aspect of city planning in the UK. London has led the way in putting in place a spatial hierarchy of sites of nature conservation importance designed to protect wildlife habitats from development. Some wasteland habitats associated with derelict and vacant land receive protection in this way but development pressure on these so-called 'brownfield sites' is high and is likely to continue. This paper examines how conservation professionals in the private, public and voluntary sectors are responding to the threats of biodiversity loss and opportunities for habitat creation posed by re-development of brownfield sites. The study draws on in-depth interviews conducted with conservation professionals and the practices employed by ecological advisers employed by developers seeking to re-develop wasteland sites. It finds that practitioners are negotiating their role in the re-development process in different ways. Key issues relate to the role of ecological science in codifying wasteland habitats, uncertainties about how best to evaluate the conservation importance of such sites and the strategies and tactics employed by different practitioners as they seek to mobilise a range of knowledges and practices to secure ecologically sensitive proposals. Scientific knowledge about wasteland habitats has not stabilised in ways that can consistently inform conservation policy and practice. As a result biodiversity issues of wasteland sites are often discounted in the re-development process. Investment in studies of the basic ecology of urban wastelands could provide a firmer scientific foundation on which conservation policies could build. At the same time, many conservation professionals involved in urban re-development are struggling to promote a pro-active approach to secure environmentally sensitive development. The knowledge and co-operation networks being mobilised to support this approach are fluid and unstable, and favourable development outcomes as yet are few. Formalising these networks to achieve more effective engagements with developers and the construction industry could consolidate ecological practices designed to conserve and re-create the biodiversity of wasteland habitats.  相似文献

ABSTRACT

In the climate and land use fields, policy mixes are complex in terms of the levels of governance, actors, and roles. They consist of policy instruments that target different actors and address multiple goals across several policy sectors and levels. The analysis of these complex arrangements extends beyond purely technical efficiency criteria, as several sources of tension between instruments may be identified, such as conflicting interests, goals, and approaches to implementation. The proliferation of governance networks complicates the understanding of actors’ interactions, the types of authority influencing the outcomes of policy mixes, and importance of different levels of governance. This article provides a framework to address these analytical challenges, particularly the interconnected networks of policy actors and policy instruments. It draws on polycentric governance literature to analyse how power matters in policy networks. This includes identifying distinct types of power, actors’ position, and variables that explain patterns of conflict, competition, convergence, and divergence in policy choices and outcomes. The framework is applied to the climate and land use policies implemented in the state of Mato Grosso, Brazil. Several methods were used to clarify these variables and to characterise policy mixes being implemented in the region, including social network analysis.  相似文献

The paper draws on an empirical study of two workshops in which the issues that arise from the use of geographic information systems (GIS) as a planning tool in public participation settings were explored by local residents who take an active interest in local planning matters in their London borough. The paper demonstrates how issues concerned with the democratization of GIS and public participation GIS (PPGIS) informed the structure and conduct of the workshops and the qualitative analysis of the workshop discussions. Key themes raised by participants included: the potential of PPGIS as a means of extending knowledge networks; issues of data ownership and the responsiveness of data providers to public concerns; and the role that institutional norms and practices play in democratizing information availability and the transparency of the decision-making process. The paper concludes that the potential of PPGIS as a planning tool cannot be separated from public concerns about the legitimacy of the planning process or local government.  相似文献

Increasing deployment of cellular networks across the globe is pushing the energy consumption in cellular networks at an exceptional rate. The integration of renewable energy (RE) harvesting technology into future mobile networks has the potential to positively cope with environmental contamination and ensure self-energy sustainability as a means to decrease fossil fuel consumption. Diesel generator (DG) in conjunction with on-site RE harvester has emerged as an economic and extent efficient option where commercial grid supply is not viable. This paper is focused on the cost aware energy management framework addressing to least net present cost (NPC) for the envisioned hybrid powered green cellular base stations (BSs) considering tempo-spatial traffic dynamics. In such wireless networks, solar photovoltaic modules are considered as a primary energy source, while the DG and energy storage device are kept as the standby supply in case of inadequate solar energy to ensure zero outage. A comprehensive simulation-based investigation is carried out in the context of downlink Long-Term Evolution (LTE) cellular networks for evaluating cost-efficiency and reliability performance under a wide range of network settings. Particularly, this paper examines the energy yield, greenhouse gas emissions, and cost analysis based on the optimal architecture of Remote Radio Head-enabled LTE BS. Moreover, wireless network performance in terms of throughput, energy efficiency gain, and radio efficiency is thoroughly investigated using Monte Carlo simulations. Numerical results demonstrate a substantial reduction of carbon footprints with minimum NPC while satisfying the quality of service requirements.  相似文献

A progression of advancements in Geographic Information Systems techniques for hydrologic network and associated catchment delineation has led to the production of the National Hydrography Dataset Plus (NHDPlus). NHDPlus is a digital stream network for hydrologic modeling with catchments and a suite of related geospatial data. Digital stream networks with associated catchments provide a geospatial framework for linking and integrating water‐related data. Advancements in the development of NHDPlus are expected to continue to improve the capabilities of this national geospatial hydrologic framework. NHDPlus is built upon the medium‐resolution NHD and, like NHD, was developed by the U.S. Environmental Protection Agency and U.S. Geological Survey to support the estimation of streamflow and stream velocity used in fate‐and‐transport modeling. Catchments included with NHDPlus were created by integrating vector information from the NHD and from the Watershed Boundary Dataset with the gridded land surface elevation as represented by the National Elevation Dataset. NHDPlus is an actively used and continually improved dataset. Users recognize the importance of a reliable stream network and associated catchments. The NHDPlus spatial features and associated data tables will continue to be improved to support regional water quality and streamflow models and other user‐defined applications.  相似文献

ABSTRACT

Theories of reflexive governance are closely linked with the claim that more traditional modes of coordination have been replaced by networked structures, allowing reflexivity to emerge and reflexive learning to function as a steering mechanism in rapidly changing policy contexts. This paper explores this connection between reflexivity, governance, learning and networks in societal transitions, focusing particularly on the claim that networks will deliver reflexive learning. Using network theories from both policy networks and network governance and a case study of the Canadian agricultural biotechnology (agbiotech) policy network, it suggests that the kind of learning produced in networks will be a function of network structure. In particular, higher order reflexive learning will be compromised by the inevitability of the political struggle for nodality or central place in networks and the ensuing distribution of opportunities for bridging and bonding activities. Networks such as the Canadian agbiotech policy network that may promote learning but not necessarily reflexive learning are increasingly disadvantaged in contemporary policy settings.  相似文献

Multistakeholder collaboration in the environmental realm has been increasing steadily over the past decade. This trend is responding to several stimuli, including dissatisfaction with current regulatory regimes, a liberal economic climate emphasizing global competitiveness and short-term returns, and the growing roles of the business and nongovernmental organization sectors in the environmental policy arena. This paper grows out of ethnographic research conducted between 1994 and 1998 with four environmental partnerships in Europe and the United States. The research found all of these partnerships to be marked by practices of conflict minimization and diffusion. Drawing upon illustrative data from one of these case studies, a European Union level initiative aimed at enabling sustainable development in Europe, the paper asks why this was the case, especially given the diverse political and economic interests at stake and the history of contentious relations between the sectors in other venues. Employing a theoretical perspective highlighting the sociohistoric factors involved in these processes, the paper suggests that this proclivity toward nonconfrontational behavior stems in part from two sources: a prominent cultural model that conceptualizes the partnership process as fundamentally nonconflictual in nature, and the promotion of the discourse of ecological modernization over other competing discourses. The paper explores some of the implications of this finding and concludes that environmental partnerships characterized by such nonconfrontational practices risk inadvertently encouraging the delegitimization of conflictual approaches to environmental action and engendering a retreat from radical thinking and innovative environmental solutions.  相似文献

The integration of environmental concerns into agricultural policies - through agri-environment measures (AEM) - has seen a fast development across Europe. This paper conceives AEM as an evolving instrument, a product that takes shape, gets diffused and taken up in, by and through networks of relations. Success then depends on the mobilisation or active participation of all those who may support and develop it. Using the examples of the Flanders' and Walloon regions of Belgium, the paper sets out to examine the mechanisms by which mobilisation for agri-environmental management develops, and by doing so, to gain a better understanding of mobilisation capacity as a concept to be used for evaluating policy implementation in this area. The study follows AEM along the various trajectories of implementation (design, distribution, application). The findings reveal how mobilisation capacity is gradually built-up by the interplay between AEM and the networks it connects to. The case illustrates well how such interactions occur all the way from administration offices to farmers' fields, and that their nature can be very different (e.g., formal and informal, durable and short-lived, expected and unexpected). It is concluded that in evaluating actor-networks, one should look at them in an open and fluid manner, that is, not to privilege any particular configuration or form of attachment over the other, not take intentions and objectives as a starting point but instead address the opportunities for synergies, and be aware that any network built around the instrument may change its content and the way it functions.  相似文献

产业共生网络是通过物料、能源或信息等的传递所形成的企业间复杂的合作共生关系网络。由于受各种内外部因素的影响,产业共生网络一直处于不断发展演变中。研究产业共生网络演化,对破解工业园区资源与环境瓶颈、推动园区可持续发展具有重要的意义。我国工业园区经过数十年的快速发展,已初步形成了基于园区尺度的产业共生网络。本文对产业共生网络的形成及发展现状进行总结,分析了产业共生网络演化的驱动力及影响因素,并对现有的产业共生网络研究方法进行综述,对比与评价了不同建模方法的建模思路及优劣势。基于此,提出了未来研究与实践中需要突破的关键问题,建议继续拓展产业共生的研究范围,加强对产业共生网络演化仿真及可持续性评估的研究,从而为工业园区规划与管理提供可预测的、量化的指导工具。  相似文献

The (un)fairness of agricultural markets is frequently invoked, especially by farmers. But fairness is difficult to define and measure. In this paper we link fairness and power with the concept of constrained choice to develop a framework for assessing fairness in agricultural markets. We use network exchange theory to define power from the dependencies that exist in agricultural networks. The structure of agricultural networks and the options that agricultural producers have to participate in agricultural networks affect the degree to which they are dependent on others within the network. Dependency, in turn, affects the choices that agricultural producers have. We consider both the number and nature of these choices. We argue that constraining or limiting choices—both in number and type—violates principles of justice. Importantly, network exchange theory provides a method for assessing constraints in choices and, hence, the fairness of agricultural markets. Such an assessment could potentially lead to new policies that safeguard the liberties of marketplace participants. We present a brief case to illustrate how this framework can inform on the fairness of agricultural markets and conclude with considerations of what this means for policy, particularly in the arena of anti-trust.  相似文献
