Abstract

This paper directs attention to conditions for climate adaptation as an important part of governing climate change in the local arena. Empirical focus is put on attempts to manage flood risks by means of risk management and planning in two Swedish municipalities. Following the need to widen our understanding of how, when and under what conditions climate adaptation occurs, three challenges are particularly emphasized from the case studies: facing the safety vs. scenery conflict where political priorities and reducing societal vulnerabilities prove difficult; the process of deciding what to adapt to, in which the troublesome role of knowledge is striking; and finally, taking responsibility for measures of flood protection. At the end of the paper, analytical generalizations illustrate the need to give increased attention to institutional challenges and challenges emanating from the science–policy interface in order to come to terms with the implementation deficit in governing climate change in the local arena.  相似文献

Rapid changes are occurring in the rhetoric and practice of transport planning in the UK. Driven by ever increasing road congestion and growing awareness of the impact of road transport on the environment, a consensus is said to be emerging over the implementation of a new approach to UK transport planning centred on managing the demand for road travel rather than catering for it. This paper explores the depth and breadth of the penetration of this new consensus in relation to policy making in central government and in three local case-study areas. The paper charts the factors that have shifted transport policy direction and are contributing to and inhibiting the adoption of a new demand management approach. It concludes by stating that whilst definitive shifts in transport-planning rhetoric and practice have occurred in recent times, shifts toward demand management have been slow due in particular to local cultural and political difficulties. These persist in many localities and in similar policy areas and an awareness of these is useful in highlighting difficulties in the adoption of environmental sustainability agendas in other policy fields.  相似文献

Abstract

Climate change is a major issue for all levels of government, global, national and local. Local authorities' responses to climate change have tended to concentrate on their role in reducing greenhouse gases. However, the scientific consensus is that we also need to adapt to unavoidable climate change. Spatial planning at a local level has a critical anticipatory role to play in promoting robust adaptation. This paper reviews the shift in local authorities' planning policies for climate change adaptation in the UK since 2000, and provides evidence of underlying attitudes amongst planning professionals to climate change. It shows that, while the issue of climate change is becoming recognized with respect to flood risk, the wider implications (for instance, for biodiversity and water resources) are not yet integrated into plans. The reasons for this lie in lack of political support and lack of engagement of the planning profession with climate change networks. But the paper also argues there are difficulties in acknowledging the need for adaptation at the local level, with the short-term horizons of local plans at odds with perceptions of the long-term implications of climate change.  相似文献

ABSTRACT

The exploration and potential extraction of shale gas – better known as fracking – has emerged as one of the most contentious dimensions to local environmental politics in the UK. Local residents and environmental activists have raised concerns about health, noise, ground water contamination, seismicity, environmental amenity, and other impacts of the industry on communities. Despite the complexities of shale gas extraction, an emphasis on the local has shaped key dimensions of the debate around the appropriate location for well pads to the relative exclusion of other issues. This paper draws on fieldwork in Lancashire, UK, to reflect on the political construction of scale in order to explore how an emphasis on “the local” can restrict political debate over shale gas to narrow concerns with land-use planning thereby obviating a fuller engagement with wider questions concerning risk, energy policy, and climate change. It is concluded that a more nuanced conception of scale is necessary for understanding how concerns with shale gas are diminished rather than strengthened through the current planning policy and regulatory regime operating in the UK.  相似文献

An international concern with climate change has prompted a political commitment to the use of renewable energies. Yet, the operationalization and management of this political objective may be frustrated at the local level, where, it is suggested, an implementation impasse exists. This paper reports on a case study that examines the planning issues around the harvesting of wind at an urban brownfield site in Scotland. The paper discusses the nature of the state-market-civil relations involved in the development management of private wind-energy infrastructure, and the potential for a positive mediating role for the planning system.  相似文献

Abstract

During the last decade waste management has become one of the most problematic and demanding issues to be addressed in Ireland. Increasing waste production and landfills reaching their capacity are placing unprecedented pressure on the land, and are unsustainable in the long term. However, while surveys of public opinion present a picture of a population increasingly concerned about the quality of the environment and the problem of waste management, there has been an increase in amounts of municipal waste being sent to landfill. Although not unique to Ireland, this gap between values and actions is one that deserves further critical consideration if positive sustainable waste management strategies are to be developed. This paper, based on research being conducted in two case study locations in the west of Ireland, engages with value–action gaps in terms of waste management strategies in Ireland. Based on empirical evidence the paper examines the public's self-reported barriers to more sustainable waste management. The paper argues that some of the greatest barriers to improved waste management are cultural, social and political and that contextual variables such as notions of responsibility and lack of trust in waste regulators contribute greatly to the gap between citizens' attitudes and actions towards waste management.  相似文献

This paper presents results from a study on the present needs for and management of environmental information in three Swedish municipalities. It was found that there are considerable differences between the municipalities studied, regarding needs for environmental information as well as approaches and tools used for providing the information needed—differences that seem closely related to the structures of the municipalities. The paper ends with a discussion on some general requirements for municipal environmental information management. Besides a need for analytical tools, it is argued that municipalities would have to pay more attention to political aspects of the environmental situation in environmental decision making, and thus in environmental information management.  相似文献

Many planning agencies and stakeholder groups experimented with innovative forms of public involvement in the 1990s. British Columbia is one such jurisdiction which embraced the concept of public involvement in a broad range of land and resource management planning scales - to the degree of collaborative planning with communities, using consensus. The purpose of this paper is to present lessons for planners, supported by literature and by research in British Columbia, Canada from 1995-97, on these public involvement processes. Building on earlier 'typologies' for public involvement in planning, it proposes a strategic approach for identifying and analysing stakeholders, for setting objectives and for subsequently choosing the most appropriate level of public involvement.  相似文献

Recent concerns surrounding the growth of mobility and associated increases in journey length and number of motorised journeys for an increasingly diverse pattern of trips have placed demands on the planning system in terms of the need to consider the land use-transport interaction. This paper first provides a review of relevant national planning policy in Scotland in particular. It then goes on to report findings from a recent survey which highlights the attitudes held by Scottish planning professionals to managing transport demand through land-use planning. The paper outlines the trade-offs encountered in practice between competing policy objectives. In Scotland there is no planning guidance equivalent to Planning Policy Guidance Note 13, which applies to England and Wales, around which there has been much debate on its impact on development control decisions and planning strategy. Draft guidance for Scotland was produced in 1996 for consultation and again in 1998, but at the time of writing has yet to be finalised. The findings from this study are timely in that they enable an assessment of the extent to which the planning system is being used to manage transport demand. Recent local government reorganisation in Scotland has resulted in significant changes to ways in which strategic planning and development control policy are likely to proceed. The paper focuses on the extent to which local authority policy emphasises the need to reduce travel through planning.  相似文献

The Vancouver Region is widely recognised as one North American jurisdiction where strong growth management plans and policies have been put in place in order to control urban sprawl. While many authors have lauded the region for its good planning intentions, there has been little in the way of assessment of actual performance. This paper attempts to identify some quantitative growth management goals that have been (officially and unofficially) espoused by planning authorities in the region, and to measure these against actual trends. The results are mixed: on the one hand, some key growth management goals adopted by the region are not ambitious compared with existing trends and even these goals are not being met. For instance, the supposedly compact scenario adopted by the region deviates hardly at all from existing growth trends, which regional planners had clearly identified as untenable and requiring drastic change. On the other hand, the region's goal of preserving extensive green areas has been achieved without being watered down during goal formulation or implementation. Whereas these findings may appear contradictory, they are not: conservation in the region has not compromised the potential for growth in the region—at least for the time being. The real test of regional growth management efforts will come in the near future when further expansion meets the 'green wall' on the periphery and NIMBY resistance against densification within existing urban areas. The study suggests that the current structure of regional planning, relying on a partnership between municipal and regional governments, has served the region fairly well in building support for the need for growth management and in elaborating growth management vision. However, there is serious doubt about the ability of this system to set ambitious growth management objectives and to see through the implementation of those objectives in the face of social forces attempting to preserve business-as-usual trends in the region.  相似文献

ABSTRACT

Although marine spatial planning (MSP) is increasingly being applied worldwide, it appears to be based on an ambiguity that has arisen from its dichotomous role of ensuring both conservation and development. This elusive ideal hints at a possible discrepancy between theory and practice. This paper explores the hypothesis that beyond a performative narrative, MSP is actually better described as a variety of devices which fulfil other roles and converge in terms of planning type. To test this hypothesis, this paper analyses the content of past and present MSP initiatives from around the world. The findings show that these initiatives view MSP either as a strategic sectoral spatial planning tool or strategic planning tool, brought in to complement existing initiatives. Furthermore, these two approaches can actually be seen to converge in the type of planning used, through the role attributed to spatial aspects, and more specifically in the place given to zoning. There are two key implications of these findings: the need to open up theoretical debates more broadly to different disciplinary perspectives on MSP; and the need for crucial choices to be made to ensure that MSP does not become an illusion behind which other agendas lie.

Abstract

A number of cities around the world are associated with very high levels of private motor car usage, and Auckland provides an example of one of these ‘hyperautomobile’ cities. There are many problems with this system of transportation and dependence on the private car, including environmental, social and city design dimensions. Though there is a clear aspiration to move towards reduced levels of car usage in the city's transport and spatial planning strategies, there are major difficulties in implementation terms. We develop and consider future scenarios to 2041 to reduce these levels of motorization, and subsequent transport CO2 emissions, with a much greater use of public transport, walking and cycling, urban planning, and low emission vehicles. The current implementability of such a ‘sustainable mobility’ future is however questioned in the current political and social context, and critically debated in terms of the available governance mechanisms and the limited attempts to shape the behaviour of the public. We conclude by calling for a reconsideration of the policy measures being considered, including the range and levels of application and investment; with a much wider framing of the transport planning remit, and carried out within a much stronger participatory framework for decision-making.  相似文献

Resource planning and management in British Columbia, Canada, has been steadily moving towards more active public participation. While government agencies have long been required to consult the general public during the course of land or resource use planning, the 1990s brought in a period of more intense public involvement. In terms of resource planning, this led to the creation of several new planning processes. Given that there is now considerable experience with the Commission on Resources and Environment (CORE) and the Land and Resource Management Plan (LRMP) processes, it is time for an appraisal. In particular, the paper examines the public's perceptions of these processes with respect to 'what works well' and 'what needs improvement'. The results highlight a number of areas to which process designers and managers should direct attention. There are three key items of note. First, there are generally low levels of awareness by respondents of public consultation processes in their community. Second, there is a need for access to timely, relevant and readable information throughout the course of the process in order to keep participants and the public as up-to-date as possible. Finally, there must be greater clarity about the process itself, including mandates, participants and decision-making powers.  相似文献

Wildlife managers are increasingly faced with planning and implementing wildlife management programs in collaboration with local governments, user groups, businesses and citizens. The planning process is inherently political as each group attempts to advance its interests. Current scholarship on the theory and practice of planning for wildlife management falls short of accounting for the politics of these processes. It is hoped that this paper will contribute to a theory of planning that both addresses the actual practices of wildlife planners and serves as a guide for future action. To this end, the dominant conceptualization of wildlife planning will be outlined and the study will draw on empirical and theoretical advances in the fields of adult education, organizational analysis and regional planning to construct a more politically-informed theoretical framework for understanding wildlife planning. This framework asserts that planning involves two types of negotiation of power and interests: (1) substantive negotiations which address procedural aspects of planning and (2) meta-negotiations which address political dynamics of planning. An earlier study will then be re-analyzed to illustrate how substantive and meta-negotiations occurred in a case of suburban deer management in the Northeast United States. It is concluded that accounting for issues of power and interests in wildlife planning theory provides a more complete representation of what wildlife managers actually do when planning programs and provides a guide for future wildlife planning practice. Future analyses of planning processes in wildlife management, or natural resources management more broadly, may reveal new insights if the concepts used to guide the analysis reported here provide an understanding of the politics involved.  相似文献

This paper provides a case study of recent work undertaken in Melbourne relating to a mall re-development project. It begins by discussing the nature of shopping centres as sites of consumption and non-commercial social activities. It then describes planning and development strategies that provide innovative and socially progressive interventions in regard to the social, physical and regulatory environments of public malls. The importance of seeing such sites as 'community spaces', of promoting activities on the basis of social inclusion, of creating a safe, convivial atmosphere, and of establishing low-key friendly sorts of mall management, are highlighted.  相似文献

Abstract

This paper presents the results of a national project investigating Australian local government (LG) attempts to deliver beneficial environmental outcomes. It briefly describes the extensive environmental planning, management and protection roles played by Australian LGs. It notes that these roles are poorly documented within the academic literature, and makes a case for fundamental research to better understand LGs and their work from the inside. It describes this project's use of grounded theory methods in gathering and analysing 34 case studies of Australian LG environmental initiatives. The inside perspectives represented by the papers show that Australian LG environmental work:
  • extends beyond its statutory requirements;

  • is novel and creative;

  • endures by balancing ecological, social and economic values;

  • demonstrates different patterns depending on its planning, management or protection focus; and

  • usually involves environmental strategists with long-term, passionate commitments to local environmental values.

Expanding the opportunities for public participation in environmental planning is not always the best option. Starting from an institutional public choice analysis of public participation in terms of the collective action problem, this paper emphasises the roots of participatory activities in the incentive structures facing potential participants. It then goes on to consider the strategies that may be adopted for encouraging greater public involvement and looks particularly to the social capital literature for suggestions of how institutional redesign may alter these incentive structures. The paper concludes by distinguishing three different modes of environmental planning, in terms of the rationale for participation, the severity of the collective action problem and the associated participatory strategy that can be adopted.  相似文献

Tropical deforestation provides a significant contribution to anthropogenic increases in atmospheric CO2 concentration that may lead to global warming. Forestation and other forest management options to sequester CO2 in the tropical latitudes may fail unless they address local economic, social, environmental, and political needs of people in the developing world. Forest management is discussed in terms of three objectives: carbon sequestration, sustainable development, and biodiversity conservation. An integrated forest management strategy of land-use planning is proposed to achieve these objectives and is centered around: preservation of primary forest, intensified use of nontimber resources, agroforestry, and selective use of plantation forestry. The information in this document has been wholly funded by the US Environmental Protection Agency. ABSTRACT

To date, research on mine remediation in North America has focused primarily on technical management; relatively less is known about the historical, political and social dimensions of remediation. Remediation, as a continuation of the mining process, alters local landscapes and economies and can be both dangerous and beneficial for surrounding communities. Because remediation projects tend to focus on the technical aspects of clean-up, such projects risk overlooking the environmental injustices associated with past development and obscuring blame or responsibility from industry and government for environmental degradation. Insofar as it is understood as cleaning up or repairing environmental damage, remediation is generally seen as “doing the good” and is less amenable to political or ethical challenges based on community concerns or values. This paper argues that greater attention needs to be paid to public participation and justice concerns associated with cleaning up mine sites. Drawing from the literatures on ecological restoration, environmental justice, reconciliation, discard studies, and matters of care, we highlight critical, yet overlooked issues in the remediation of post-mining landscapes. We argue that remediation projects present a unique opportunity for the negotiation and articulation of morals, values, histories, and physical experiences associated with mine sites and we seek to re-frame remediation as an ongoing, creative process of community healing.  相似文献
