Despite consensus on the need to adapt to climate change, who should adapt, and how, remain open questions. While local-level actions are essential to adaptation, state and federal governments can play a substantial role in adaptation. In this paper, we investigate local perspectives on state-level flood mitigation policies in Vermont as a means of analysing what leads top-down adaptations to be effective in mobilizing local action. Drawing on interviews with town officials, we delineate local-level perspectives on Vermont's top-down policies and use those perspectives to develop a conceptual framework that presents the ‘fit’ between top-down policies and the local-level context as comprised of three components: Receptivity, Ease of Participation, and Design. We explain how these components and their interactions influence local-level action. This analysis points to how careful consideration of the components of ‘fit’ may lead to greater local-level uptake of top-down adaptation policies.  相似文献

ABSTRACT

Lagos is undoubtedly the cultural capital and economic hub of the West African sub-region. The challenge of municipal solid waste management (MSWM) in the megacity has remained intractable due partly to the increasing rate of population growth. While solid waste policy reforms, investments, and management practices in Lagos are in the upswing in the formal economy, the role of the informal economy in engendering sub-regional material linkages and livelihoods remain unexplored. Adopting a multi-stakeholder approach and data from interviews, this study critically examines how value reclamation from informal MSWM advances green neoliberalism and inclusive development. It shows that while informal transboundary trade of recyclable materials in the West African sub-region have previously been left out of analyses of MSWM in Lagos, the informal economy of waste and new investments in MSWM have neoliberal underpinnings beyond the megacity scale. The paper concludes that integrating the informal economy in framing MSWM policy in the megacity offers scope for evolving an inclusive development strategy while also enabling sustainable MSWM in the post-2015 era.  相似文献

There is a widespread consensus among sustainability experts about the need for ambitious transformative practices in order for a sustainable development to progress. Agenda 21 emphasised the need for multilevel and multi-actor governance and explicitly focused on the local level. The conceptual and analytical preference of governance beyond government has directed attention towards the interaction between state and non-state actors. The present article focuses on the role of (local) state institutions in sustainability governance. We argue that an effective implementation of sustainability in government institutions is a precondition for a successful multi-stakeholder governance of a sustainable development. The guiding question of this article is: How has sustainability been institutionalised in local governments in Germany in the last 20 years after Agenda 21 was adopted? Based on a conceptual framework, we are presenting the empirical results of a survey of 371 German cities and municipalities in this article, which primarily aims at providing empirical evidence on to what extent sustainability has been institutionalised in German local governments. The article ends with discussing the potential reasons for the institutionalisation deficit observed and gives an outlook on the potential for developing a sustainability state, that is, a state dedicated to institutionalising sustainability.  相似文献

Abstract

This paper seeks to explore Canada's response to the global dialogue over sustainable development on two dimensions: policy articulation at the federal and provincial levels and policy implementation at the municipal level. In order to accomplish these goals, this analysis begins by outlining a critical framework for understanding and assessing local sustainable development. Next, it examines the evolution of Canadian federal and provincial policies supportive of sustainable development, including the role played by non‐governmental organisations (NGOs) in enhancing this process. It then contrasts the Canadian promise and experience with that of the USA. In analysing local responses to the call for sustainable communities, it offers a case study of the Hamilton‐Wentworth Vision 2020 sustainable community programme—a North American showcase of sustainable community initiatives.  相似文献

In the period of transition from communism, the countries of central and eastern Europe have made considerable efforts to adopt new environmental legislation and to create new institutions. However, the implementation of these powers, particularly at the level of local government, remains problematic. This article reviews the arguments for developing capacity for taking environmental action at the municipal level, and then examines the actual experience of one such country, the Slovak Republic. While Slovakia displays many of the features of policy making familiar to other transitional countries, it has faced some particular political problems. Recent legislation has given formal competencies in the field of environmental protection to local government, but it remains fragmented and relatively poorly resourced. Nevertheless, there is evidence that, through a combination of mutual support through national associations and the establishment of international links, local authorities are adopting a number of innovative approaches and strategies which should be better able to address the changing character of environmental problems.  相似文献

Each NABC member institutions should ensure that subject matter on ethical issues associated with food and agricultural biotechnology is systematically integrated into the curriculum of their institution. The pattern of implementation will vary a teach institution, but we expect that some combination of the following three strategies will be employed at most institutions. a) Modules Included in Basic and Applied Science Courses b) Modules Included in General Courses on Applied Ethics c) Special courses on Ethics and Food Biotechnology 2. Each NABC member institution should develop an institutional mechanism for supporting faculty interest and research on ethical issues. Again, implementation will vary. In some institutions, an informal network of interested colleagues will fulfill this function, but in many places an annual workshop or a formal faculty/center will be needed to carry this out. 3. Each NABC institution should include information on ethical issues in its public education programs on biotechnology. Extension and public policy education materials should be developed and NABC institutions should actively disseminate materials on ethical issues beyond the campus. 4. NABC should support these efforts of member institutions by sponsoring regular workshops or conferences on ethical issues,aiding in the development of modules and teaching materials, and aiding in the dissemination of materials in both printed and electronic form. In particular, NABC should support these efforts by raising funds from member institutions, from foundations and government agencies, and from the private sector,including commercial biotechnology companies. Many common pool resources have traditionally been managed through intricate local governance arrangements. Over time, such arrangements are confronted with manifold political, social, economic and ecological changes. However, the ways in which local governance arrangements react to such changes are poorly understood. Using the theoretical concept of institutional adaptation, we analyse the history of Harenna forest, Ethiopia, to examine processes of institutional change over the last 150 years. We find that the traditional institutions that governed Harenna’s resources persisted, in essence, over time. However, these institutions were modified repeatedly to address changes caused by varying formal, supra-regional governance regimes, the development of markets for forest products, increasing population pressure and changes in formal property rights. A key mechanism for adaptation was combining elements from both informal and formal institutions, which allowed traditional rules to persist in the guise of more formal arrangements. Our findings also highlight several constraints of institutional adaptation. For example, by abolishing fora for collective decision-making, regime changes limited adaptive capacity. To conclude, we argue that such insights into traditional resource governance and its adaptability and dynamics over time are essential to develop sustainable approaches to participatory forest management for the future, both in Harenna and more generally.  相似文献

Ecohealth is a process for identifying key environmental determinants causing mortality or morbidity and combating them by mobilizing multiple social sectors. Evolving out of the concept of environmental health, ecohealth provides a framework for long‐term sustainability. The health outcomes anticipated by environmental interventions are part of a long‐term agenda and require fundamental groundwork for the growth of community‐driven development. Building long‐term sustainability requires that two key approaches be developed through ecohealth. The first is the strengthening of local community institutions, whether formal or informal. The second is building financial mechanisms that are more diversified and less reliant on a single donor. As a result, the ecohealth system provides an opportunity for foundations to empower communities, build cross‐cutting cooperation, and gain knowledge through projects. If people's environmental behaviour is to change and be sustained in the long term to produce desired health outcomes, this will require all members of society to be capable of functioning within the existing institutional infrastructure. This means that not only do formal institutions need to become more accessible but also that concepts relating to local informal institutions must be incorporated into ecohealth projects. It is imperative that we identify and understand relevant local institutions and how they can be transformed so that new environmental forms of behaviour can be sustained and result in positive health outcomes. The intersection of environmental and health concerns provides an ideal area in which the gap between government and civil society can be bridged — not only providing solutions to ecohealth concerns, but building government capacity in general and making these positive changes sustainable in the long term. This article is a case study, based on several United Nations Foundation grants. It outlines the significance of traditional community organizations, the breadth of their long‐term relations with communities, their resources, and the adoption of sustained forms of behaviour. In addition, the article highlights the role that international foundations can play in creating innovative financing mechanisms through community‐based foundations.  相似文献

The problem of municipal solid waste has remained intractable in Nigeria despite the state’s central role in municipal solid waste management (MSWM). Policy and reforms of the MSWM system have invariably excluded the informal economy, with this exclusion frequently reinforced by uncritical implementation of neo-liberal development policies. Yet, the informal economy fortuitously remains active in solid waste collection, recycling, and disposal. This article is the aggregate outcome of an 8-year multi-stakeholder engagement in MSWM in Nigerian cities. It draws on insights from first-hand qualitative engagement with informal waste workers, interviews with key stakeholders, policy documents, and relevant literature to situate the Nigerian informal waste economy within current international development discourse. While highlighting the implications of social acceptance and inclusion of the waste economy in post-2015 MSWM and development policy, the study notes the lack of an articulate policy on MSWM in Nigeria and canvasses a specific policy to integrate the ubiquitous informal waste economy in MSWM. The paper suggests that inclusion per sé is central to the sustainable development goals (SDGs), and argues that an inclusive MSWM policy in Nigeria is desirable as it maps onto the SDGs which aim to improve lives in the post-2015 development era.  相似文献

After briefly reviewing some conceptual underpinnings of sustainable cities, this paper analyses and compares sustainable cities initiatives in 24 US cities. The central question addressed in the paper is why some cities seem to take sustainability more seriously than others. Numerous demographic, socioeconomic and other characteristics of the cities are correlated with an Index of Taking Sustainability Seriously, which is a composite of some 34 different variables indicating whether each city engages in specific sustainability programmes, policies or activities. Many of the standard explanations, such as the income and wealth of the community, the liberalness of the city and the growth pressures placed on the city, are found to exhibit no correlation with the seriousness of the sustainability effort. What do correlate with the Index are: reliance on manufacturing, where having more residents employed in manufacturing industries is associated with less seriousness; and, the age of the population, where cities with older populations take sustainability more seriously. This has three implications for the future development of sustainable cities. First, some of the cities that might be said to need sustainability programmes the most—cities with heavy manufacturing that are more prone to pollution production—are the least likely to take such programmes seriously. Secondly, as cities' manufacturing bases decline, they should find it increasingly feasible to engage in sustainability initiatives. And, thirdly, as the populations of cities age, policy-makers should also find it easier to support, develop and take seriously sustainability programmes.  相似文献

Biosphere Reserves attempt to align existing biodiversity conservation with sustainable resource use, specifically for improving socio-economic circumstances of resident communities. Typically, the Biosphere Reserve model is applied to an established landscape mosaic of existing land uses; these are often socio-ecological systems where strict environmental protection and community livelihoods are in conflict, and environmental degradation frequently accompanies “use”. This raises challenges for successful implementation of the model, as the reality of the existing land-use mosaic undermines the theoretical aspirations of the Biosphere concept. This study focuses on the Kruger to Canyons Biosphere Reserve (K2C), South Africa; a socio-ecological landscape where formal conservation is juxtaposed against extensive impoverished rural communities. We focus on land-cover changes of the existing land-use mosaic (1993–2006), specifically selected land-cover classes identified as important for biodiversity conservation and local-level resource utilization. We discuss the implications of transformation for conservation, sustainable resource-use, and K2C’s functioning as a “Biosphere Reserve”. Spatially, changes radiated outward from the settlement expanse, with little regard for the theoretical land-use zonation of the Biosphere Reserve. Settlement growth tracked transport routes, transforming cohesive areas of communal-use rangelands. Given the interdependencies between the settlement population and local environmental resources, the Impacted Vegetation class expanded accordingly, fragmenting the Intact Vegetation class, and merging rangelands. This has serious implications for sustainability of communal harvesting areas, and further transformation of intact habitat. The distribution and magnitude of Intact Vegetation losses raise concerns around connectivity and edge effects, with long-term consequences for ecological integrity of remnant habitat, and K2C’s existing network of protected areas.  相似文献

Madhupur National Park is renowned for severe resource ownership conflicts between ethnic communities and government authorities in Bangladesh. In this study, we applied the Institutional Analysis and Development framework to identify: (i) past and present informal institutional structures within the ethnic Garo community for land resource management; (ii) the origin of the land ownership dispute; (iii) interaction mechanisms between formal and informal institutions; and (iv) change in land management authority and informal governance structures. We identify that the informal institutions of the traditional community have undergone radical change due to government interventions with implications for the regulation of land use, informal institutional functions, and joint-decision-making. Importantly, the government’s persistent denial of the role of existing informal institutions is widening the gap between government and community actors, and driving land ownership conflicts in a cyclic way with associated natural resource degradation.  相似文献

Abstract

‘Market transformation’ of the significant urban development industry towards more sustainable practices is not moving at great pace. Design and assessment systems that may promote uptake of more sustainable urban design and development are reviewed briefly followed by a comparison between building and neighbourhood scales. For the latter there is a dearth of design and assessment tools for the residential built environment and of indicators to monitor progress towards sustainable development. Local authorities increasingly require an integrated approach to data collection and inclusion of infrastructure service providers in design, assessment and monitoring of urban development and associated environmental effects. By examining attempts to increase uptake of more sustainable residential development, the potential for tools and indicators at the neighbourhood scale to reduce environmental impact of the built environment is highlighted. It is recommended that built environment initiatives need to be combined with research into behavioural changes to achieve the desired outcome of a sustainable built environment and to increase the dialogue between communities, developers and local authorities.  相似文献

This paper uses a critical realist framework to analyse environmental risk in a local space. It argues that urban risk needs to be understood in terms of the causal mechanisms that shape risk events and the contingent conditions that provide the context within which they occur. It uses a case study of an informal settlement in Hout Bay, South Africa, to explore these ideas. It is an approach that challenges the dominant technical and scientific discourse that usually determines the understanding of risk. The research suggests that the key causal mechanisms that shape risk events in informal settlements are globalisation and urbanisation, poverty and vulnerability, the social construction of environmental problems, gender relations, the rise of civil society organisations, political governance and the spatial distribution of risk. The environmental characteristics of the site, as well as the development of the settlement during the political transformation in South Africa, are the key contingent conditions determining the nature of risk.  相似文献

Sustainable development is a process which aims at establishing a harmonious relationship between man, on the one hand, and environmental and natural resources, on the other, capable of coping with ever-increasing changes and challenges over time. This paper investigates, in a conceptual and qualitative manner, the practices and procedures of sustainable development in Jordan and outlines constraints and difficulties facing Jordan in pursuing such development. The paper concludes with a presentation of some prerequisites for the process in the light of the national objectives and suggests recommendations for future action.  相似文献

Even though “sustainable development” seems to have emerged as the development paradigm of the 1990s, a great deal of vagueness still surrounds the meaning, definition, and theoretical underpinnings of the concept. There is also a general lack of emphasis on the spatial dimension of sustainable development when developing relevant conceptual or environmental accounting frameworks. In clarifying the concept, this article proposes a definition that explicitly incorporates the temporal as well as the spatial dimension of sustainability. It also develops a logically consistent conceptual framework for the analysis and evaluation of sustainable development, following a spatial systems approach. Five interconnected aspatial subsystems or subsets of a spatial system are identified and their respective operational dimensions discussed. A proposed composite index calleddegree of stainable development (DSD) and its five component indicators are also outlined. The difficulties involved in operationalizing the DSD measure and the conceptual framework are noted, and the various tasks that need to be undertaken in this regard are specified. It is concluded that future research utilizing the proposed conceptual framework should not only foster the development of appropriate methodologies for the comparative evaluation of sustainable development at global, national, or regional scales, but also offer insights to appropriate decision makers at various levels regarding available options and alternative actions for the healthy development of their respective societies.  相似文献

Food security and sustainable development require efficient use of water resources, especially in irrigation. Economic pricing can be an effective tool to achieve more efficient water use, provided it is supported by other policies in implementation. Applying various water pricing and cost recovery arrangements is suggested for efficient allocation. Any adverse impact on farmers’ incomes must be addressed and more reliable service must accompany higher prices. Experience from several countries suggests a variety of implementation issues. Essential complements to water pricing are water distribution rules and technological choices at critical nodes in the delivery system that allow farmers flexibility in conserving water in response to higher prices. Among supporting institutions, water users associations seem a higher priority than water markets.  相似文献

/ Contemporary trends in natural resource management are reviewed, with specific reference to the shift in conservation management strategies away from law enforcement-based strategies towards strategies aimed at facilitating local community participation in the management of natural resources. This review lays a foundation for the presentation of a conceptual framework, the partnership forum framework, for the planning, implementation, and evaluationof protected area outreach programmes. The framework proposes that protected areas should function as integral components of the local social, economic, and environmental systems and that the integration of the protected area into these systems should be managed through comanagement institutions. The establishment of such institutions is discussed, and it is argued that the development of comanagement institutions can be characterized into four progressive phases: a preliminary communication phase, a problem-solving phase, a pilot project phase, and a comanagement phase. The framework proposes that during the three initial phases the partnership forum members will develop management procedures that they will use during the comanagement phase. The framework is presented as a design skeleton around which the site-specific characteristics of specific protected area outreach programs will combine to form an outreach program, i.e., the framework is process rather than project based.KEY WORDS: Sub-Saharan Africa; Integrated conservation and development  相似文献

ABSTRACT

This article examines systematic assessment practices linked to sustainable development policies. We consider five types of assessment—monitoring, policy evaluation, formal audit, peer review, and specialist reporting—and explore their fate in the policy and electoral politics cycles. In contrast to traditional views of the policy cycle, we note that systematic assessments provide complementary feedback around the entire policy cycle. However, despite this omnipresence, their policy relevance is usually severely limited, inter alia because the policy cycle captures only parts of the political reality. A major concern for politicians (but not necessarily for policy or governance scholars) that goes far beyond the formulation and implementation of policies is the broader cycle of electoral politics that determines the state's political personnel as well as government priorities. Here, we highlight that the findings of systematic assessments are often lost in a cacophony of voices to which politicians are more carefully attuned, such as media responses and opinion polls, implying that scientific evidence is simply ‘overwritten’ with other kinds of evidence representing alternative rationalities and priorities. Despite numerous shortcomings, the true value of systematic assessment practices lies in their potential to furnish ammunition to state and non-state actors interested in securing change.  相似文献

Abstract

Engaging with dialogue concerning the relevance and applicability of social capital to a model of sustainable community development, we illustrate an in-depth case of a community experiencing an ideological clash with the dominant politico-societal structures. We argue that while the exclusivity of bonding social capital has been described as the ‘dark side’, it may be essential for progressive sustainable community development (PSCD). When faced with a development threat, such bonds are essential for building links, bridges and solidarity, enabling cultural reproduction and promoting environmental protection for sustainability.  相似文献
