The important role that non-motorised transport plays in urban sustainability is discussed with particular reference to the developing world and to the links between environmental and poverty issues. The significance of non-motorised transport in terms of reduced pollution, income maintenance for the poor and providing transport for vulnerable groups is stressed and placed within the general context of sustainable development. More specifically, evidence is presented for rickshaws in Calcutta, which demonstrates the vital role that non-motorised transport must play if sustainable development objectives are to be met. This evidence indicates that if rickshaws were to disappear from Calcutta's streets there would not only be significant increases in air pollution but also a substantial increase in the numbers of people living in poverty.  相似文献

The Self‐Employed Women's Association (SEWA) is a trade union founded in 1972 to organize women in the informal sector in the western Indian state of Gujarat for better working conditions and social security provisions. The Gujarat Mahila Housing SEWA Trust (MHT) and the SEWA Bank are independently registered SEWA sister organizations that facilitate self‐employed women's access to housing and financial services, respectively. This paper seeks to document and critically analyze the experiences of MHT and SEWA Bank in partnering with the state, the private sector, funding agencies, urban local bodies and other NGOs in developing and delivering housing, water and sanitation programs for low‐income urban families living in slums. Using MHT as a case study, this paper will shed light upon challenges and opportunities NGOs may face while collaborating with partners with different core philosophies, motivations, working styles, strengths and constraints. The paper also makes recommendations that would enable different actors to play an optimal role in partnerships designed to improve the living and working conditions of the poor.  相似文献

The shift towards social, government and corporate ethics which value environmental sustainability has also embraced householders in a plethora of educational guides, policies, regulations and consumer information about green home improvements, purchasing choices and household practices. In this paper, we make the claim that the rental housing sector, and in particular the private rental sector, has yet to participate, structurally, culturally and materially, in this shift to an ethics of sustainability. We argue, however, that even on such otherwise arid ground, an alternative ethic is developing, a sustainability ethic practiced by green tenants whose activities inside and outside their homes go beyond the considerable material constraints of their dwellings and incomes, and beyond the purely transactional utility of the rental contract. These activities, relational, interconnected and resilient, offer both glimpses of a greening rental housing sector, and a clearer picture of the areas where work remains to be done. Based on a research study, we conducted of the rental sector in regional Australia, and in particular of the everyday sustainability practices of tenants, we suggest that these activities are a practice-based form of care for the world, in many ways similar to Maria Puig de la Bellacasa's practice-based, human-decentred ethics which she suggests is exemplified in the permaculture movement. The stories of the tenants we interviewed for our study also point the way to other changes which are needed to enable a practice-based sustainability ethic to flourish across the rental housing sector as a whole.  相似文献

Urbanisation is the proportionate increase in the urban population with respect to the total population. In India urbanisation was never a result of a strong economic base of cities. It was distress and poverty in rural areas that resulted in a huge influx of rural migrants into urban areas. The pace of urbanisation gained momentum after 1941 with the percentage of people living in urban areas increasing to 31.16% in 2011. The pattern of urbanisation is characterised by continuous concentration of population in the megacities and in Class I cities. India’s urbanisation is best described as pseudo-urbanisation, a condition in which a large city is formed without a functional infrastructure to support it. Migration and pseudo-urbanisation lead to demographic explosion and a progressive concentration of poor migrants in the cities, followed by misery, poverty, unemployment, exploitation, rapid growth of slums and degradation in the quality of urban life. Slums are usually characterised by poor housing conditions, inadequate physical infrastructure, deprivations in socio-economic conditions, health, hygiene and lack of safety and security. Two slums were chosen within the Kolkata Municipal Corporation for assessing the quality of life. Despite government initiatives the condition of the slum dwellers has not improved much.  相似文献

This paper makes a proposition that Epworth's current housing management policies, regulations and practices do not promote easy access to formal standard housing and secure tenure in peri-urban and urban areas for low-income groups. In constructing this paper, both qualitative and quantitative methodologies were used. The qualitative methods adopted include key informant interviews, observations of the environmental aspects of the study area and documentary analysis of secondary data housed in the local board (Epworth Local Board) offices. The major findings demonstrate the reasons for high levels of squatting in Epworth, the local board's housing and development control policy, the relationship between poverty and informal settlements, the informal settlers' capacity to meet the costs of planned and serviced stands and policy options for both the central government and the local board which can be adopted to alleviate poverty in informal settlements. Evidence on the ground points to the fact that perpetuated animosity among groups in a settlement hinders the growth and development of that place. Epworth is a victim of disharmony of the groups residing there. It is the group dynamics that are very influential in making or breaking development in a place. The government official position on Epworth in this study stands unconvincing regarding the jeopardy of bad stewardship by the so-called responsible authority.  相似文献

Social housing in the UK is currently required to meet higher levels of sustainability than new private housing, but since social tenants have little choice about their housing, this poses important issues about the possible coerced consumption of sustainable housing. The article examines residents' responses to two social housing developments in Kent in which the housing association concerned took advantage of government subsidies to incorporate sustainability features. The similarities and differences between residents' responses in the two estates are outlined, and are attributed to the types of tenants involved and to the particular technical and administrative features of the innovative features. It is concluded that, given the potential coercive character of the consumption of sustainability features, housing associations need to adopt a sensitive and realistic approach to such innovations and their possible benefits.  相似文献

One of the most salient debates in environmental policy today centres around racial and class biases in environmental protection and exposure to environmental risk. A persuasive explanation of disproportionate risk has been offered by Been & Gupta (1997) who suggest that instead of discriminatory environmental decision making, factors such as poverty, housing discrimination and the location of jobs, transportation and other public services may have led the poor and racial minorities to 'come to the nuisance' due to the cheapest available housing and potential job opportunities. While compelling, such an explanation is in no way conclusive. Using data from three communities that have filed civil rights complaints against state environmental protection agencies, this article will focus on the importance of local historical information for the development of claims of environmental injustice and environmental racism. In addition, the article will consider the role of history for informing public policy initiatives seeking to address environmental inequities.  相似文献

A revival of interest among professional people in central and inner city residence appears to have occurred in West Germany since the late 1970s. In recent years, a selective programme of central area rehabilitation has successfully wedded public and private funding in Nürnberg, with consequent displacement of low‐income tenants. The further spread of upgrading and social change appears to have been halted in parts of the inner city designated as Urban Renewal Areas, where the federal and local authorities are apparently intent on stabilising and improving the much‐neglected housing and environmental conditions of the poorest “guestworker” communities.  相似文献

The total land area in China affected by desertification has grown over time due mainly to rapid population growth and environmental degradation. Arid and semi-arid regions now comprise approximately one-third of the country's land area. Women in arid areas suffer from the harsh environment as well as from discriminatory attitudes tied to the general expectations of women's role in society. Discrimination against women, high rates of illiteracy, poor health care, society's failure to recognize women's work, and insufficient social services result in illness, poverty, and low social status among women. The material poverty and lack of knowledge and education among women living in arid areas are discussed, as well as what women can do to alleviate poverty and improve the environment in arid areas. With regard to policies which could lead to sustainable development, the author discusses improving women's education in arid regions, public policies designed to improve women's conditions, ways to involve women in environmental protection, encouraging migration to reduce environmental degradation, and improving childbearing conditions.  相似文献

Over the past 10–15 years, several governments have implemented an array of technology, support‐related, sustainable livelihoods (SL) and poverty‐reduction projects for artisanal and small‐scale mining (ASM). In the majority of cases, however, these interventions have failed to facilitate improvements in the industry's productivity and raise the living standards of the sector's subsistence operators. This article argues that a poor understanding of the demographics of target populations has precipitated these outcomes. In order to strengthen policy and assistance in the sector, governments must determine, with greater precision, the number of people operating in ASM regions, their origins and ethnic backgrounds, ages, and educational levels. This can be achieved by carrying out basic and localized census work before promoting ambitious sector‐specific projects aimed at improving working conditions in the industry.  相似文献

Much of Sub‐Saharan Africa is burdened with water scarcity and poverty. Continentally, less than four percent of Africa's renewable water resources are withdrawn for agriculture and other uses. Investments in agricultural water management can contribute in several ways to achieving the Millennium Development Goals of eradicating extreme poverty and hunger and ensuring environmental sustainability. Increased yield and cropping area and shifts to higher valued crops could help boost the income of rural households, generate more employment, and lower consumer food prices. These investments can also stabilize output, income and employment, and have favourable impacts on education, nutrition and health, and social equity. Investments in agricultural water management can cut poverty by uplifting the entitlements and transforming the opportunity structure for the poor. The overall role of investments in agricultural water management in eradicating hunger and poverty is analyzed. This paper contributes to the present debate and efforts to identify strategies and interventions that can effectively contribute to poverty reduction in Africa. It provides an overview of population growth, malnutrition, income distribution and poverty for countries in three case study river basins — Limpopo, Nile, and Volta. With discussions on the contribution of agriculture to national income and employment generation, the paper explores the linkages among water resources investments, agricultural growth, employment, and poverty alleviation. It examines the potential for expansion in irrigation for vertical and horizontal growth in agricultural productivity, via gains in yield and cropping area to boost the agricultural output. Factors constraining such potential, in terms of scarcity and degradation of land and water resources, and poor governance and weak institutions, are also outlined. The paper argues that increased investments in land and water resources and related rural infrastructure are a key pathway to enhance agricultural productivity and to catalyze agricultural and economic growth for effective poverty alleviation.  相似文献

Poverty is rampant in the rural areas of Pakistan, where people are in a state of deprivation with regard to incomes, clothing, housing, healthcare, education, sanitary facilities and human rights. Agriculture generates nearly 20.9 percent of the country's GDP and provides employment for 43.4 percent of its workforce. Most importantly, 65.9 percent of the population living in rural areas is directly or indirectly dependent on agriculture for their livelihood. Rising population, shrinking agricultural land, increasing demand for water resources, widespread land degradation and inadequate infrastructure appear to be major concerns of the agriculture sector in Pakistan. An attempt has been made to examine the population growth–agriculture growth–poverty alleviation linkage. It is argued that agriculture will continue to be one of the most important sectors of Pakistan's economy for years to come. To alleviate poverty, it is suggested that Pakistan enhance the productivity of the agriculture sector through the provision of a series of inputs including provision of easy credit to the small farmer, availability of quality fertilizers and pesticides, tractor and harvester services, improvement in the effectiveness of the vast irrigation system and, finally, farmer education. It is concluded that the high rate of population growth needs to be curbed for increased agricultural productivity to have any significant effect on poverty in rural areas of Pakistan.  相似文献

This paper describes the difficult situation faced by women living in arid areas of China, based on research carried out by the author. She describes the causes and effects of poverty in the targeted areas, and postulates what roles women could play to alleviate poverty and improve the environment in arid areas. In addressing policies which could lead to sustainable development, she discusses improved education in a number of areas; public policies aimed at improving women's conditions; ways to involve women in environmental protection; encouraging migration to reduce environmental degradation; and improving child-bearing conditions.  相似文献

The Supreme Court's interpretation of the commerce clause controls the balance of power between state and federal governments in the United States. An understanding of the relationship between the different government levels is essential for resource managers concerned with resource and environmental issues. This study examines selected Supreme Court decisions between 1976 and 1988 to answer three questions raised by the commerce clause: (1) Is the regulated item an article of commerce? (2) Do state laws burden interstate commerce? (3) Is federal commerce regulation limited? The balance of power among the justices and the commerce clause theories affecting the federal role in resource management are also examined. Since ratification of the Constitution, the Supreme Court has continuously increased federal power, but states have power to act independently as long as contradictory federal laws do not exist and state law does not impermissively affect commerce. If Congress regulates an individual's use of resources, their power is unquestioned. Future Court decisions will not significantly reduce the federal role in resource management even if the Court's membership changes. Even the supporters of states' rights on the Court realize increased federal power is a necessary part of the country's evolution. The purpose of the commerce clause is to create a national economic unit with free location principles. The Court supports this purpose today and will in the future.  相似文献

The global concern for the survival of the planet earth draws particular attention to the Third World countries and the impact of degrading forces on sustainable development. A different response to the growing ecological crisis has recently come to the fore. This response comes from women engaged in the struggle for survival. Women in the Third World, because of their situation on the fringes of society and their role producing sustenance, are often able to offer ecological insights that are deeper and richer than the recipes of technocrats and international experts or ideas resulting from enquiries addressed only to the men in communities. In the following the author seeks to demonstrate how women often bear the brunt of suffering resulting from environmental degradation, wars and poverty that plague the Near East region. However, training of women, especially poor women, in environmental management, and the active participation of local women in community and regional decision making holds a clear promise of eventually controlling the vicious circle of poverty and environmental degradation. An intermediate step is the coordination of NGO activities in a common front for environmental protection and income generation for the poor. Further training of the NGO's own staff in the design and implementation of such projects is also required.  相似文献

This article discusses ways in which the South African Government and grassroots organizations envisage and implement democracy achieved since 1994 in the field of water resources management. The focus is on the democratic, political and economic freedom and equality in resource rights for poor black women, who are central to poverty eradication. While the new water policy and law provide an enabling framework for achieving these goals, implementation on the ground encounters both new opportunities and constraints. This is illustrated by several cases of establishing South Africa's new water management institutions: catchment management agencies and water user associations. The important nexus between state‐led democratization of water resources management and bottom‐up grassroots movements is also discussed. The article concludes that the Government's affirmative and targeted intervention is indispensable for redressing gender inequalities and eradicating poverty.  相似文献

Over the past thirty years Bordeaux's politicians and planners have played critical roles in both changing and conserving the inner environments of one of France's most attractive provincial cities. A succession of urban policies has been implemented to attempt to halt depopulation, economic decline and environmental degradation in the inner city. These policies reflect changing emphasis in national planning for urban areas and have ranged from slum clearance and total renovation in the Mériadeck district, to a recent more socially aware set of approaches that attempt to rehabilitate inner‐city housing and promote neighbourhood well‐being in the district of Saint Michel. Investment in architectural conservation continues apace and both private and public capital is being directed to improving housing stock in the inner city. Attempts to revitalise economic activities have achieved modest success but more socially orientated policies prove difficult to implement.  相似文献

Summary The residential environments in British urban areas are divided between those dominated by public sector (local authority) housing and those properties which are owner-occupied. It is widely recognised that the environmental quality of local authority housing estates varies considerably. It may be expected, therefore, that the United Kingdom 1980 Housing Act, which encouraged the tenants of public sector housing to purchase the dwellings they rented from local authorities, would have a differential impact, according to the environmental quality of those estates. However, this relationship has not been previously explored. Most studies have related sales to a range of socio- economic variables. Whilst these may effectively indicate ability to buy they do not necessarily indicate willingness to buy. It is argued that the latter may be more closely related to factors such as the quality of the local environment. Findings from the North Tyneside area in northern England suggest that the spatial pattern of sales is more closely related to an index of environmental quality than one composed largely of socio-economic variables. Some of the implications of this finding for policy in relation to public sector housing are then discussed. It is suggested that if the ultimate objective of the Housing Act is to promote a larger private sector, then initially this may require a considerably larger public sector involvement in environmental improvement.Dr Michael Barke, is the senior author, Principal Lecturer in Geography and Acting Head of the Department of Environment at Newcastle upon Tyne Polytechnic. Among the world's poor, approximately 75% of those in extreme poverty live and work in rural areas and two‐thirds of them depend mainly on farming or farm labour for their livelihood. Policies to grant the rural poor secure access to land and water for irrigation — and to improve the economic efficiency of small‐scale agriculture — can thus play a critical role in the implementation of rural development strategies, including efforts to combat rural poverty. Since inadequate access to arable land is probably the most important cause of rural poverty, redistributive land reform is increasingly seen as crucial for socio‐economic development and poverty alleviation in many developing countries with substantial amounts of (unused) arable state land or (under‐utilized) large private landholdings. This article argues that market‐based land redistribution schemes, such as the one being implemented in South Africa, can be considered one of the most innovative approaches to land reform that have emerged over the last decade. These schemes thus provide a useful alternative to more conventional, state‐controlled land redistribution programmes. The article concludes, however, that when countries opt for market‐based approaches to land redistribution, the State still has an important role to play, without necessarily deciding which land parcels change hands.  相似文献
