ABSTRACT

Mexico faces multiple water quality challenges, both in terms of the water supplied to the population as well as surface and underground water sources. Problems with drinking water supply affect the population in diverse ways, from associated health risks to high levels of intermittency in service to the poor perception of the quality of piped water – leading to high levels of bottled water consumption. In this text we explore the issue of drinking water quality in three contexts in the state of Jalisco: in Guadalajara, the state’s main urban area, in the peri-urban municipality of El Salto, and in the mid-sized city of San Juan de los Lagos. Our analysis explores drinking water regulations, the water quality monitoring undertaken by state and local authorities, access to information, as well as the actions and perceptions of water service providers. Looking at cases of indirect reuse of wastewater as well as groundwater sources with high levels of fluoride and arsenic, we argue that the foregrounding of water quality is key to illuminating social inequalities in access to water and in teasing out power relations prevailing in current hydrosocial regimes. We conclude that this hydrosocial cycle of drinking water is characterised by prioritising access to water for economic actors, facilitated by lax regulations and minimal enforcement, as well as by the systematic neglect by government authorities at all levels of the protection of watersheds and aquifers, and of water quality issues generally.  相似文献

Environmental protection and sustainable development are connected. Such connection is considered highly important for Venezuela, where fossil fuel abundance has created economic and environmental challenges. Surprisingly, only limited attention has been directed to identifying policy options for charting the path to sustainable development in the economy. Contributing to filling this gap in the literature, this study examines whether financial development, de facto and de jure conditions in trade and financial integration can trigger long‐term economic shifts that will change the trajectory of carbon dioxide (CO2) emissions in the economy using a novel estimation approach—dynamic simulations of autoregressive distributed lag (ARDL) models. The empirical modelling framework incorporates the impact of population, economic growth, energy intensity and government consumption expenditure. ARDL‐bounds test provides evidence that the variables are cointegrated. Long‐run estimates from the dynamic ARDL analysis show that de facto and de jure conditions in trade and financial components of economic integration offer varied policy options for carbon mitigation in Venezuela. Population size, energy intensity, government consumption expenditure and de facto condition in financial integration have increasing impact on CO2 emissions, exacerbating suitability challenges in the economy. On the other hand, positive shocks in financial development, de facto condition in trade integration and de jure condition in financial integration have a mitigation effect on CO2 emissions. Overall, financial development, trade integration and the control of cross‐border financial flows are needed economic conditions that can accelerate a quick transition to a low‐carbon develpoment in Venezuela.  相似文献

ABSTRACT

Urban gardening in Vienna, Austria, has gained a new significance over the last ten years. However, although demand is constantly rising and urban gardening is being marketed in many ways, a vast majority of the urban population still has no access to gardening and its various benefits. While community gardening projects in Europe are usually viewed as temporary, self-organised bottom-up initiatives on public or abandoned private land, this case study of the Roda-Roda pilot project shows that community gardening can develop and persist even when favourable conditions for grassroots community gardens are lacking. The vast green spaces separating residential blocks (Abstandsgrün) commonly found in Vienna’s municipal housing (Wiener Gemeindebau) have a huge spatial potential for gardening, along with a forgotten tradition of self-organisation. Using an action research approach, this paper describes two principles for a successful implementation strategy under difficult conditions. Starting with a top-down approach, an interdisciplinary project team implemented a spatial and socio-economic framework that offered a stable basis for participatory community-building. As they “climbed” the ladder of participation stepwise – from exclusion to decision-making and true self-organisation – gardeners gained knowledge, skills and the self-confidence required to run a garden and create a well-working local community. At a more general level, the paper brings a co-creative planning perspective to the scientific discussion on community gardening in Europe and offers a practical approach to making local gardening opportunities available to suitable target groups by tapping into unused spatial potential.  相似文献

This paper addresses issues of access to land for food production in Toronto by offering fresh perspectives on urban agriculture in the neo-liberal city of the global north. It examines attempts to scale up urban agriculture that emphasise changing the relationships between land access, property and new collaborative relationships among different stakeholders. These initiatives involve renegotiating access to land for growing food between private property owners and landless growers, concomitant shifts in control over valued resources and commercialisation. These shifts are often based on relations of trust within a sharing economy rather than public battles over political decisions to develop urban agriculture lands. Growing food on private lands in the city is political in challenging taken-for-granted ideas and practices of property and urban agriculture. New approaches offer options for training and income, as well as expanding the land base for urban agriculture. Small-scale farming projects are affirmative political manoeuvres. They challenge urban residents to consider land for food production across the categories of public and private property. We document three approaches that challenge current property relations: temporary use of a development site through “soft” squatting; redesignating suburban backyards for farmer training and community-based and private food production; and garden sharing of private home backyards for urban food production and commercial growing. Such initiatives articulate alternative visions of sustainability and food security that rely on principles of collaboration and a sharing economy that challenge prevailing notions of property ownership and food security.  相似文献

Based on research in peri-urban areas, this paper explores questions of water justice in the context of emerging global cities. With the growth of large cities, authorities focus on meeting their water needs through infrastructure expansion and supply augmentation. The changing water needs and priorities of peri-urban locations, which provide land and water for urban expansion, receive scant attention. This paper looks at changing patterns of water use between rural and urban uses, based on research in peri-urban Gurgaon, an emerging outsourcing and recreation hub of North West India. It describes the diversity of ways in which peri-urban residents lose access to water as the city expands. These processes raise important questions about water justice, about the politics of urban expansion, and the implicit biases about whom these cities are meant for.  相似文献

Among the world's poor, approximately 75% of those in extreme poverty live and work in rural areas and two‐thirds of them depend mainly on farming or farm labour for their livelihood. Policies to grant the rural poor secure access to land and water for irrigation — and to improve the economic efficiency of small‐scale agriculture — can thus play a critical role in the implementation of rural development strategies, including efforts to combat rural poverty. Since inadequate access to arable land is probably the most important cause of rural poverty, redistributive land reform is increasingly seen as crucial for socio‐economic development and poverty alleviation in many developing countries with substantial amounts of (unused) arable state land or (under‐utilized) large private landholdings. This article argues that market‐based land redistribution schemes, such as the one being implemented in South Africa, can be considered one of the most innovative approaches to land reform that have emerged over the last decade. These schemes thus provide a useful alternative to more conventional, state‐controlled land redistribution programmes. The article concludes, however, that when countries opt for market‐based approaches to land redistribution, the State still has an important role to play, without necessarily deciding which land parcels change hands.  相似文献

Private-sector participation is widely perceived to be the solution to the failure of many publicly owned and managed water utilities to operate efficiently and make the investments required to meet community needs. However, there are no guarantees that privatisation will actually yield the desired performance improvements. Simply converting a public-sector monopoly into a private one provides no competitive incentives for the utility to operate efficiently, make appropriate investments or respond to consumer demands. Likewise, privatisation per se need do little to improve sector performance if governments are unwilling or unable to tackle such underlying problems as overmanning, uneconomic water pricing policies, financing the provision of public and merit goods, and restricting over-intrusive political intervention.
Given the characteristics of the water and sanitation sector it is inevitable that some form of continued public regulation of the private companies will be necessary. The regulatory burden can be reduced by adopting a competitive form of privatisation, choosing a more competitive sector structure and devising an appropriate regulatory regime. However, it has to be recognised that there will be a trade-off between making a venture attractive to private firms and introducing a notionally 'ideal' regulatory system. Regulation, in practice, is as much about creating the conditions under which private firms can operate effectively and efficiently as it is about protecting specific customer and public interests.  相似文献

Brazil’s Cuiabá-Santarém (BR-163) Highway provides a valuable example of ways in which decision-making procedures for infrastructure projects in tropical forest areas need to be reformulated in order to guarantee that environmental concerns are properly weighed. BR-163, which is slated to be paved as an export corridor for soybeans via the Amazon River, traverses an area that is largely outside of Brazilian government control. A climate of generalized lawlessness and impunity prevails, and matters related to environment and to land tenure are especially unregulated. Deforestation and illegal logging have accelerated in anticipation of highway paving. Paving would further speed forest loss in the area, as well as stimulate migration of land thieves (grileiros) to other frontiers. An argument is made that the highway should not be reconstructed and paved until after a state of law has been established and it has been independently certified that sufficient governance prevails to secure protected areas and enforce environmental legislation. A waiting period is needed after this is achieved before proceeding with the highway paving. Above all, the logical sequence of steps must be followed, whereby environmental costs are assessed, reported, and weighed prior to making de facto decisions on implementation of infrastructure projects. Deviation from this logical sequence is a common occurrence in many parts of the world, especially in tropical areas.  相似文献

ABSTRACT

What would it mean to conceptualize some environmental relationships as bundles of rights, rather than as a good as generally defined by liberalism? Environmental rights are a category of human rights necessarily central to both democracy and global environmental protection and governance (ecological democracy). The world of democratic politics and governance since mid-twentieth century has been transformed by a rights revolution in which recognized rights have come to constitute a ‘global normative order.’ There are several policy spaces in which persuasive environmental rights discourses have been emerging from existing or foreseeable congruences of elite and popular environmental norms, including (1) rights involving access to information and decision-making processes; (2) rights ensuring access to food and water; and (3) rights providing environmental security to all. We analyze these three rights discourses and assess their current and necessary future trajectories. We identify next steps in achieving better understanding and more meaningful establishment of environmental rights and their integration into our thinking about human rights, with attention to how they can be reconciled with the social and cultural diversity of democratic environmental governance in coming turbulent times.  相似文献

Conservation of groundwater resources is critical for maintaining the future productivity of irrigated land in the Ogallala Aquifer Region and beyond. This research explores motivations and behavior related to groundwater conservation among agricultural producers in the Colorado portion of the Republican River Basin, which is part of the Ogallala Aquifer. The empirical modeling uses data from a recently conducted survey to analyze how a common set of producer, farm, and resource characteristics influence groundwater values, concern for future groundwater availability, private conservation actions, and support for coordinated conservation efforts. We find two factors, producer age and land owner status, are consistently correlated with the key conservation‐related outcomes we evaluate. More generally, the results suggest considerable similarities in the characteristics that drive private conservation actions and support for coordinated conservation. This knowledge could be used to better target and incentivize future groundwater conservation efforts in the region. With growing populations fueling increased groundwater abstraction and forecasts of greater water scarcity in the southeastern United States, identifying land management strategies that enhance water availability will be vital to maintaining hydrologic resources and protecting natural systems. Management of forested uplands for lower basal area, currently a priority for habitat improvement on public lands, may also increase water yield through decreased evapotranspiration (ET). To explore this hypothesis, we synthesized studies of precipitation and ET in coastal plain pine stands to develop a statistical model of water yield as a function of management strategy, stand structure, and ecosystem water use. This model allowed us to estimate changes in water yield in response to varying management strategies across spatial scales from the individual stand to a regional watershed. Results suggest that slash pine stands managed at lower basal areas can have up to 64% more cumulative water yield over a 25‐year rotation compared to systems managed for high‐density timber production, with the greatest increases in stands also managed for recurrent understory fire. Although there are important uncertainties in the magnitude of additional water yield and its final destination (i.e., surface water bodies vs. groundwater), this analysis highlights the potential for management activities on public and private timber lands to partially offset increasing demand on surface and groundwater resources.  相似文献

We apply predictive weather metrics and land model sensitivities to improve the Colorado State University Water Irrigation Scheduler for Efficient Application (WISE). WISE is an irrigation decision aid that integrates environmental and user information for optimizing water use. Rainfall forecasts and verification performance metrics are used to estimate predictive rainfall probabilities that are used as input data within the irrigation decision aid. These input data errors are also used within a land model sensitivity study to diagnose important prognostic water movement behaviors for irrigation tool development purposes simultaneously performing the analysis in space and time. Thus, important questions such as “how long can a crop water application be delayed while maintaining crop yield production?” are addressed by evaluating crop growth stage interactions as a function of soil depth (i.e., space), rainfall events (i.e., time), and their probabilistic uncertainties. ABSTRACT: Private lakeshore development usually precedes establishment of public lake access. As a result, the best access areas are often occupied before public access is provided. The public then has a problem to provide access for nonriparian citizens. This problem can be anticipated and prevented by classifying undeveloped lakeshore areas according to suitability for both private and public uses, and incorporating appropriate recommendations into the municipal, comprehensive land use plan. To accomplish this, a site evaluation system has been developed which numerically rates the lakeshore for each of four public uses: public beaches, picnic areas, boat access areas, and public marinas; and two private uses: private marinas and vacation homes. Ratings are developed for: slope, soil suitability, shoreland type, water quality, site location, scenery, and road access. These ratings are combined with a statement of public goals developed from attitude surveys to produce a lakeshore land use plan. The plan recommends that lakeshore areas best suited for private development are so used, and areas best suited for public use are reserved for that purpose. This site evaluation system is demonstrated by a case study on Lake Champlain in Ferrisburg, Vermont.  相似文献

Chongming, the world’s largest alluvial island, is located within the municipality of Shanghai, China. Recent projects have now linked peri-urban Chongming to Shanghai’s urban core and as a result will soon undergo substantial changes from urbanization. We quantitatively analyzed the structure and composition of woody vegetation across subtropical, peri-urban Chongming as a basis for sustainable management of these rapidly urbanizing subtropical ecosystems elsewhere. We used 178 permanent, random plots to statistically and spatially analyze woody plant composition and tree structure across the 1,041 km2 of Chongming. A total of 2,251 woody plants were measured comprising 42 species in 37 genera. We statistically and geospatially analyzed field data according to land uses and modeled air pollution removal by trees. Average tree diameter at breast height, total height, and crown widths on transportation land uses were greater than other land uses. These same values were lowest on forest land use and greater tree cover was associated with areas of increased anthropogenic activity. Less than 20 % of the woody vegetation was exotic and a species richness index was significantly different between land uses due to legacy effects. Composition of agriculture and forest land uses were similar to residential and transportation. Tree cover across Chongming was also estimated to annually remove 1,400 tons of air pollutants. We propose that this integrated and quantitative method can be used in other subtropical, peri-urban areas in developing countries to establish baseline trends for future sustainability objectives and to monitor the effects of urbanization and climate change.  相似文献

This article develops a model of cost and financing strategies for rural and peri-urban water supply and sanitation. It suggests that significant progress towards the World Summit for Children's goal of universal access to water supply and sanitation can be made if a combination of strategies is adopted. On the cost side, significant cost reductions should be possible through efficiency in resource use and reduction of system management costs. On the financing side, it suggests restructuring the financing of the sector with improved efficiency and greater cost recovery in urban services; full recovery of operation and maintenance costs; cost sharing through community contributions in kind such as local labour and financially in rural and peri-urban water supply for basic levels of service depending on willingness and ability to pay and full cost recovery for higher levels of service; a high degree of cost recovery in rural and peri-urban sanitation; development of institutional structures for both collection and management of revenues; development of alternate financing mechanisms such as rural credit schemes and revolving funds, adapted in specific country contexts, including the required institutional mechanisms; and additional allocations from governments and external support agencies. Additional government or external financing alone, while critical, will not of itself lead to effectiveness in the use of resources. Equally, cost recovery alone cannot lead to universal access and sustainable solutions. A composite set of actions is needed within which building capacities of institutions and people is necessary for sustainability .  相似文献

Public parks are important to urban environments, residents, and visitors. Among other functions, they provide environmental services, such as air and water purification, and they increase both recreational opportunities and the attractiveness of the urban environment. Because of their importance, urban parks serve as public spaces that provide visitors and urban residents with rights to the city. This paper identifies the dearth of urban public parks in Accra-Tema city-region as worrying. The Accra Plan 1958 underscored the significance of green spaces and designated the coastal strip for parks development but the areas have been lost to various urban uses. We argue that the continual neglect of public parks within urban planning and community development schemes in the Accra-Tema city-region is a major concern because it is depriving the citizens a right to the city and its public spaces. A number of factors have worked adversely against the provision of public parks and green spaces in the city-region. These include development pressures, undue political interference, a complex land delivery system, and ad hoc planning. The paper concludes by offering policy suggestions as to how to resolve the dearth of parks and green spaces in the city-region.  相似文献

As population growth continues there is greater pressure to manage cities and regions sustainably. These pressures are particularly acute in Australia's fastest growing peri-urban regions. Despite efforts to contain and consolidate urban growth, pressure on the peri-urban interface remains a key challenge. The reliance on traditional regulatory approaches to manage land use change in high growth peri-urban areas is proving to be ineffective. The use of market-based instruments (MBIs) are among the many options available to planners and policy makers to manage growth and development. Tradeable development rights (TDRs) are one type of MBI that have been used widely throughout the US to preserve open space and agricultural lands; however, their application in Australia has been limited. This paper uses a simple case study approach to review two Australian peri-urban TDR cases based on the findings of a large-scale US TDR study. The findings suggest that any attempt to implement TDR programmes in Australia should have regard for the key factors found in successful US TDR programmes. Planners also need to develop an intricate understanding of the internal and external factors that influence peri-urban areas.  相似文献

Humans have severely impacted riparian ecosystems through water diversions, impoundments, and consumptive uses. Effective management of these important areas is becoming an increasingly high priority of land managers, particularly as municipal, industrial, and recreational demands for water increase. We examined radial tree growth of four riparian tree species (Pinus jeffreyi, Populus trichocarpa, Betula occidentalis, and Pinus monophylla) along Bishop Creek, California, and developed models relating basal area increment (BAI) and relative basal area increment (RBAI) to climatic and stream flow variables. Between years 1995–1999, univariate regression analysis with stream flow explained 29 to 61% of the variation in BAI and RBAI among all species except P. trichocarpa; growth by P. trichocarpa was not significantly related to stream flows over this period. Stepwise linear regression indicated that species responded differently to climatic variables, and models based on these variables explained between 33 to 86% of variation in BAI and RBAI during the decade of the 1990s. We examined branch growth of P. trichocarpa for sensitivity to differences in stream flow regimes and found that annual branch growth did not vary between a high- and low-flow site, but that annual branch growth was significantly higher in wet years with greater stream flows. Our results support the establishment of site-specific management goals by land managers that take into account all of the important tree species present in riparian ecosystems and their differential responses to altered hydrologic condition. Instream flow requirements for maintaining tree growth and vigor are only one of the species-specific responses that need to be evaluated, and these assessments should attempt to separate experimentally stream-flow (managed) controls from climatic (unmanaged) controls on growth.  相似文献

Water-borne pathogens such as Cryptosporidium pose a significant human health risk and catchments provide the first critical pollution ‘barrier’ in mitigating risk in drinking water supply. In this paper we apply an adaptive management framework to mitigating Cryptosporidium risk in source water using a case study of the Myponga catchment in South Australia. Firstly, we evaluated the effectiveness of past water quality management programs in relation to the adoption of practices by landholders using a socio-economic survey of land use and management in the catchment. The impact of past management on the mitigation of Cryptosporidium risk in source water was also evaluated based on analysis of water quality monitoring data. Quantitative risk assessment was used in planning the next round of management in the adaptive cycle. Specifically, a pathogen budget model was used to identify the major remaining sources of Cryptosporidium in the catchment and estimate the mitigation impact of 30 alternative catchment management scenarios. Survey results show that earlier programs have resulted in the comprehensive adoption of best management practices by dairy farmers including exclusion of stock from watercourses and effluent management from 2000 to 2007. Whilst median Cryptosporidium concentrations in source water have decreased since 2004 they remain above target levels and put pressure on other barriers to mitigate risk, particularly the treatment plant. Non-dairy calves were identified as the major remaining source of Cryptosporidium in the Myponga catchment. The restriction of watercourse access of non-dairy calves could achieve a further reduction in Cryptosporidium export to the Myponga reservoir of around 90% from current levels. The adaptive management framework applied in this study was useful in guiding learning from past management, and in analysing, planning and refocussing the next round of catchment management strategies to achieve water quality targets.  相似文献
