ABSTRACT: Pollutants in urban storm water runoff, a significant and increasing fraction of pollutants in some waters of the U.S., originate from multiple activities. The industrial sector, one source category, is subject to federal and state-level storm water pollution prevention regulations, primarily General NPDES Permits that rely heavily on facility operators to identify themselves and develop appropriate site-specific pollutant controls. Degree of compliance is not readily determined and enforcement is inhibited because no publicly-available inventories contain data necessary to comprehensively identify facilities required to comply. This research evaluates the first stage of compliance, facility self-identification, concentrating on the motor-vehicle, transportation industry category using data at three scales: statewide, regional, and local or watershed. Data for California statewide and for the Los Angeles region show about 8 percent to 15 percent of motor-vehicle transportation facilities have complied with first-stage requirements. However, facility-specific evaluation in one Los Angeles County watershed suggests less than 50 percent of facilities in the industry conduct industrial activities of the kind covered by regulations; others need not comply. Results show strong variation by industry category. Second-stage compliance, follow-up reporting, is also evaluated for the Los Angeles region. About 17 percent to 34 percent of facilities completing first-stage requirements have also completed second-stage requirements.  相似文献

ABSTRACT: Federal and state storm water pollutant control regulations for industry require facilities to identify themselves and to implement appropriate controls specifically developed for each facility by its operators. Compliance is not directly observable from publicly reported information, and is believed to be low. Compliance requirements are divided into three stages: determination and notification of duty to comply; preparation of public reports and site-specific planning documents; and implementation of pollution prevention activities. Aggregate data show about 25 percent to 35 percent of metal plating facilities in California, and about 35 percent to 40 percent of facilities in the Los Angeles region, have recognized the need for first-stage compliance; the number required but failing to do so is not known. For second-stage compliance, between 77 percent and 88 percent of facilities submitted required annual reports from 1993 to 1995, while on-site water quality monitoring reports were submitted by about 60 percent of required facilities. Site investigations of ten Los Angeles area facilities showed variation in compliance with site-specific documentation and implementation requirements. Most facilities inadequately evaluated activities for potential storm water pollutants, and most prepared incomplete plans for storm water sampling and inspection procedures. Evaluation of third-stage compliance by evaluating quantitative effects of facility actions, beyond the scope of this research, is recommended.  相似文献

Studies that evaluate determinants of residential water demand typically use data from a single spatial scale. Although household‐scale data are preferred, especially when econometric models are used, researchers may be limited to aggregate data. There is little, if any, empirical analysis to assess whether spatial scale may lead to ecological fallacy problems in residential water use research. Using linear mixed‐effects models, we compare the results for the relationship of single‐family water use with its determinants using data from the household and census tract scales in the city of Phoenix. Model results between the household and census tract scale are similar suggesting the ecological fallacy may not be significant. Common significant determinants on these two spatial scales include household size, household income, house age, pool size, irrigable lot size, precipitation, and temperature. We also use city/town scale data from the Phoenix metropolitan area to parameterize the linear mixed‐effects model. The difference in the parameter estimates of those common variables compared to the first two scales indicates there is spatial heterogeneity in the relationship between single‐family water use and its determinants among cities and towns. The negative relationship between single‐family house density and residential water use suggests that residential water consumption could be reduced through coordination of land use planning and water demand management.  相似文献

Within the park-deprived inner-city landscapes of Los Angeles, an unprecedented change is underway. Long considered to be the epitome of anti-nature, Los Angeles is witnessing a boom in park development and ecological restoration. Derelict, blighted and contaminated inner-city brownfield sites are being converted to greenspaces, nature parks and wildlife refuges. Indeed, Los Angeles has been the recent recipient of hitherto unimaginable political and fiscal support to ameliorate the dearth of parks in its neglected urban core. This paper situates the current round of park development within its historical context, by focusing on a very particular local site—the Kenneth Hahn State Recreation Area. Applying the theoretical lens of political ecology, the authors trace some of the political, economic, ecological and institutional factors from the late 1920s onwards, which engendered the creation of a park atop an oilfield. In so doing, the authors deepen the understanding of how local greenspace allocation, poverty, race and political power are oftentimes complexly entangled. Precursor to a much larger project currently in the planning and development stages, the creation of the Kenneth Hahn State Recreation Area reveals some of the ways that the Southern California oil industry has shaped nature spaces in Los Angeles.  相似文献

This study examines human adaptation to air pollution by comparing responses to photochemical smog of long-term residents and recent residents of the Los Angeles air basin. Long-term residents in comparison to recent migrants use a higher response criterion to identify smog in a visual signal detection task. There is no difference in visual sensitivity between the two residential groups in detecting the presence of air pollution in photographic slides. Thus for low levels of visual air pollution, both long-term residents of Los Angeles and new migrants are equally accurate in detecting the presence of smog. Long-term residents, however, are less likely to decide that smog is present in a scene. This response bias is interpreted in terms of adaptation level theory. Characteristics of the response bias differences between the two residential groups are examined in detail using signal detection procedures.  相似文献

DOI: 10.1111/j.1752-1688.2009.00415.x Abstract: In the Portland metropolitan area, suburban growth in cities such as Hillsboro is projected to increase as people seek affordable housing near a burgeoning metropolis. The most significant determinants for increases in water demand are population growth, climate change, and the type of urban development that occurs. This study analyzes the spatial patterns of single family residential (SFR) water consumption in Hillsboro, Oregon, at the census block scale. The following research questions are addressed: (1) What are the significant determinants of SFR water consumption in Hillsboro, Oregon? (2) Is SFR water demand sensitive to drought conditions and interannual climate variation? (3) To what magnitude do particular census blocks react to drought conditions and interannual climate variation? Using ordinary least squares multiple regression and spatial regression methods, we found that base use, representing indoor water use, is dependent on household size and that seasonal use, representing external water use is dependent on both education level and the size of the property’s outdoor space. Spatial analysis techniques determined that although the water demand of the study area as a whole is not sensitive to drought conditions, certain individual census blocks do respond with a higher magnitude of water use. The most climate-sensitive census blocks tend to contain newer and larger homes, and have higher property values and more affluent and well-educated residents.  相似文献

ABSTRACT: This paper describes the philosophy, algorithms, and implementation of a computer-oriented land use forecasting-water policy simulation model. The model is applicable to SMSA's organized on a census tract basis by counties. The forecasts are macro to the census tract level for industrial, residential, commercial and public land uses, and are dynamically altered by hypothesized water management policies. Modeling is based on an economic data base of the region, and is extremely flexible for the user. An example set of simulations is included for illustrative purposes.  相似文献

There currently seems to be a clear lack of shared understanding of both the physical and spiritual needs of the diverse population of Detroit, Los Angeles and most other large cities. Admittedly, this is not an isolated condition for cities in a revitalization transition. The land adjacent to any city center has a peculiar evolution in the accordion-like economics of time. I am suggesting that a new urban ecology must evolve and reflect a holistic and interconnectedness among community, environment, education, culture, employment and government; allowing the needs and problems of a large city to become a least a piece of the solution. Imagination is required and with that comes responsibilities of seeking and exploring new paradigms of renewal.  相似文献

This paper presents the results of ethnographic research conducted with several environmental justice (EJ) organisations in Latino communities of Los Angeles, California. Traditional EJ politics revolves around research and advocacy to reduce discriminatory environmental exposures, risks, and impacts. However, I argue that in recent years there has been a qualitative change in EJ politics, characterised by four main elements: (1) a move away from the reaction to urban environmental “bads” (e.g. polluting industries) in the city towards a focus on the production of nature in the city; (2) strategies that are less dependent on the legal, bureaucratic, and technical “regulatory route”; (3) the formation of a distinctive “Latino environmental ethic” that offers a more complex consideration of the place of race in EJ organising; and (4) a spatial organisation of EJ politics that moves away from hyperlocal, vertical organisation towards diversified city-wide networks that include EJ organisations, mainstream environmental groups, nonprofits, foundations, and entrepreneurs. This shift in EJ movement politics is shaped by broader political-economic changes, including the shift from post-Fordist to neoliberal and now green economy models of urban development; the influence of neoliberal multiculturalism in urban politics; and the increasingly prominent role of Latinos in city, state, and national politics. New spaces of Latino EJ also reflect the ambitions of Los Angeles as a global city, with urban growth increasingly framed in an international discourse of sustainability that combines quality of life, environmental, and economic development rationales.  相似文献

污水处理设施作为废水排放的处理终端,在区域水环境治理的过程中发挥关键作用。本文以长江经济带沿线1117座污水处理设施为样本,以单位污水处理能耗作为污水处理设施的投入变量,BOD5等污染物的削减率作为产出变量,在考虑各类污染物对环境造成的异质性影响下利用WSBM模型对污水处理设施的减排效率进行测度,并运用CLAD模型对影响污水处理设施减排效率的外部因素进行研究。结果表明:长江经济带污水处理设施综合减排效率较低且差异较大,设施单位污水处理能耗冗余率较高以及对总磷污染物减排效果不理想是制约其减排效率提高的重要因素;长江经济带污水处理设施的减排纯技术效率总体呈现"东高西低",以上海、湖南、云南三省份形成"三极"的空间分布特征,而设施减排规模效率则呈现出"中部高、东西低"的空间分布格局;设施减排效率外部影响因素的驱动效应差异明显,并据此提出了排水管网合理规划、推进新型城镇化建设等对策建议。  相似文献

This article presents the results of a comparative study of environmental policy making in Toronto and Los Angeles. The study was intended to explain how social formations at the urban scale play an increasingly important role in constructing environmental policy and practice as articulated in docu ments, rhetoric and political actions. It is suggested that environmental policy is embedded in broader and more long-term political goals, and that ecological discourse is not only about the environment but also brings together various social projects under the environmental protection flag. The four case studies-- in Toronto, contaminated soil and the Don River were examined, and in Los Angeles air pollution and the Los Angeles River--revealed considerable vari ation but all reflected an agenda of ecological modernisation. In particular it was found that demands for maintaining or improving environmental integrity and coherence have lost legitimacy to concerns for efficiency, competitiveness, marketability, flexibility and development. Similarly, market driven regulation and an openness to civil society have played a major role in transforming policy making apparatuses. In contrast, the cases revealed that relationships between nature and society go beyond those expected in ecological modernisation theory and include both social ecology and urban ecology.  相似文献

Los Angeles has a long history of importing water; however, drought, climate change, and environmental mitigation have forced the City to focus on developing more local water sources (target of 50% local supply by 2035). This study aims to improve understanding of water cycling in Los Angeles, including the impacts of imported water and water conservation policies. We evaluate the influence of local water restrictions on discharge records for 12 years in the Ballona Creek (urban) and Topanga Creek (natural) watersheds. Results show imported water has significantly altered the timing and volume of streamflow in the urban Ballona watershed, resulting in runoff ratios above one (more streamflow than precipitation). Further analysis comparing pre‐ vs. during‐mandatory water conservation periods shows there is a significant decrease in dry season streamflow during‐conservation in Ballona, indicating that prior to conservation efforts, heavy irrigation and other outdoor water use practices were contributing to streamflow. The difference between summer streamflow pre‐ vs. during‐conservation is enough to serve 160,000 customers in Los Angeles. If Los Angeles returns to more watering days, educating the public on proper irrigation rates is critical for ensuring efficient irrigation and conserving water; however, if water restrictions remain in place, the City must take the new flow volumes into account for complying with water quality standards in the region.  相似文献

Implementing Municipal Tree Planting: Los Angeles Million-Tree Initiative   总被引:2,自引:0,他引:2  
Urban forests are increasingly being seen as an important infrastructure that can help cities remediate their environmental impacts. This work reports on the first steps in implementing a million tree program in Los Angeles and the ways such a biogenic—living—infrastructure has been approached. Numbers of studies have been done to quantify the benefits of urban forests, but little has been written on the process of implementing urban tree planting programs. The investigative methods were primarily qualitative, involving interviews, attending meetings and conducting literature reviews. Results indicate that multiple nonprofit and city agency programs are involved in planting and maintaining trees and this has required coordination among groups that here-to-fore were unaccustomed to having to collaborate. The main finding that emerge from this research is that the implementation of such a program in Los Angeles is more complicated than it may seem due to several interacting factors: the need to rely on multiple public and private organizations to put trees into the ground and to maintain them; coordination of these multiple efforts must be centralized, but requires a great deal of time and effort and maybe resisted by some of the partners; funding for planting and long term maintenance must be pieced together from multiple sources; acceptance of trees by residents varies by neighborhood as does tree canopy cover; appropriate nursery supply can be limited; the location of the program within the city administration is determined by who initiates the program.  相似文献

This study examines the spatial and statistical relationships between social vulnerability (SV) and neighbourhood walkability across three large U.S. cities with different urban typologies and development patterns: Charlotte, NC (a low-density, fast-growing “Sunbelt” city); Pittsburgh, PA (a moderate density, shrinking “Rust Belt” city); and Portland, OR (a progressive West Coast city known for its sprawl-containment policies). Binary logistic regression, independent-samples t-tests, and mapping techniques are employed to determine whether neighbourhoods with high SV (i.e. older populations, higher poverty rates, more service occupations, lower educational attainment, and a higher proportion of minorities) are as likely as those with low SV to exhibit a high degree of walkability. The publically available Walk Score® metric, based on proximity to amenities, street network connectivity, and density, was used as a proxy for neighbourhood walkability. The results indicate significant variability among cities, with Charlotte exhibiting the greatest potential for inequitable access to walkable urban environments and the most prominent concentration of “walk-vulnerable” block groups (BGs) with high SV and low walkability. Both Portland and Pittsburgh exhibited more equitable access when comparing BGs with high and low SV; however, they each presented unique spatial patterns, visualised using a series of maps.  相似文献

The US Army Engineering Research Development Center (ERDC) uses a modified form of the Revised Universal Soil Loss Equation (RUSLE) to estimate spatially explicit rates of soil erosion by water across military training facilities. One modification involves the RUSLE support practice factor (P factor), which is used to account for the effect of disturbance by human activities on erosion rates. Since disturbance from off-road military vehicular traffic moving through complex landscapes varies spatially, a spatially explicit nonlinear regression model (disturbance model) is used to predict the distribution of P factor values across a training facility. This research analyzes the uncertainty in this model's disturbance predictions for the Fort Hood training facility in order to determine both the spatial distribution of prediction uncertainty and the contribution of different error sources to that uncertainty. This analysis shows that a three-category vegetation map used by the disturbance model was the greatest source of prediction uncertainty, especially for the map categories shrub and tree. In areas mapped as grass, modeling error (uncertainty associated with the model parameter estimates) was the largest uncertainty source. These results indicate that the use of a high-quality vegetation map that is periodically updated to reflect current vegetation distributions, would produce the greatest reductions in disturbance prediction uncertainty.  相似文献

Uses of science by environmental justice (EJ) activists reflect struggles to challenge professional scientific expertise, achieve fair outcomes, and effectively participate in decision-making processes. This qualitative research analyses the relationship between citizen science and EJ in a new waste facility siting conflict in urban Los Angeles, namely connections between citizen science and four dimensions of EJ: fair distribution, respect and recognition, participation in decision-making, and community capabilities. Citizen science is one tactic in EJ, yet little research investigates its role in a new facility siting conflict, particularly in relation to multi-faceted EJ goals. The research reveals opportunities for individual empowerment and community capacity building using citizen science, and a small measure of improved respect and recognition for participants who brought their own knowledge, research, and voices to the table. At the same time, the work identifies limitations on citizen science to improve local participatory procedures and decision-making, which also constricted the achievement of outcomes most desired by the EJ group: to prevent approval and construction of the new waste facility. This paper argues that uses of citizen science contributed to partial achievement of EJ goals, while hindered by governance processes that call for public participation yet shield decision-makers from substantive engagement with the volume or content of that participation.  相似文献

Summary It is the author's view that the visual qualities of an environment depend a great deal upon “minor” characteristics of form. Surface, light, color, materials are the primary sensory factors which affect appearance. While formal systems, if they persist in cities, offer the rational basis for their design, plan or organization, what influences individuality, character or flavor appeals to the senses on intimate scale. In architecture, stylistic differences are read in detailing and material, as well as in size and proportion. Color can define and particularize surface and spaces and seems to be a predominant part of any vernacular environment. The author believes that color sensitivity may be a collective reaction to specific conditions of environmental light, and what may be observed as cultural preferences may have a biological base. Painter-experimentalist, Lois Swirnoff has been observing and utilizing the perceptual effects of color on form. Since her graduate studies with Josef Albers at Yale her work has dealt with problems of value and hue relative to light and shadow, “chiaroscuro for three dimensions”. Paintings on surface reliefs, her work is widely exhibited in the U.S., most recently in Washington, D.C. at the National Academy of Sciences. She teaches her systematic experiments with color's spatial and formal ambiguities, formerly at Harvard University, and at Wellesley and Skidmore Colleges and at the University of California at Los Angeles, where she is currently a member of the faculty of Art, Design and Art History. A fascination with the visual environment began in 1951, when, as a young Fulbright Fellow, the urban landscapes of Italy struck her native New Yorker's eye. Subsequently, recording the facades of cities in her travels, has been an abiding interest.  相似文献

Smart growth policies direct development towards existing communities already served by roads, sewer systems and other infrastructure. The increased development in these communities in turn should enable them to benefit from a stronger tax-base, more efficient use of their schools and other public facilities, and the renewed economic vitality of their urban centres. These goals and objectives appear to complement and support the efforts of urban mayors to attract new property tax rateables and better-paying jobs, but they may conflict with the desires of residents to reduce densities and improve the quality of life. We use a visual GIS-based model to assist five small contiguous older suburbs individually and collectively to evaluate their current redevelopment plans and to understand the implications of their land-use decisions on the quality of life in their communities. By bringing them together as a group, and our raising broader redevelopment and impact issues, they have begun to rethink how these properties could be best used to meet the community's needs and to see them in the context of similar redevelopment plans within their mini-region. One of the changes emerging is a greater role for certain types of residential development and a concurrent reduction in the amount of commercial space being considered.
