Energy transition is the process whereby the volume and proportion of commercial energy increases so as to replace traditional fuels as the main energy source. In South and South-East Asia the extent to which this transition has taken place varies within and between countries. In general, in the urban areas, the process is more advanced than in rural areas. It is also more advanced in the larger towns than the smaller ones and more advanced within higher income groups. In rural areas industry is a large consumer of traditional energy and many rural peoples earn their livelihoods as suppliers of traditional energy to industry. For both economic and social reasons the transition process has been slower in rural households than in urban households. This must change as for much of the rural areas of South and South-East Asia, increasing population and increasing energy demand are creating pressures on the biomass which cannot be sustained.  相似文献

In this paper, we explore the dissemination potential of organic farming in Andalucía, using the case of Olivarera de los Pedroches, a small farmer cooperative. This will be done in the search for an agroecological strategy in the olive tree organic agricultural sector. A comparative analysis of organic and conventional olive oil production is made: both in economic terms, and regarding employment creation, taking into account its environmental benefits. This will permit us to shed light on certain elements necessary in the design of rural policies linked to this economic sector, and in the family farming social stratum. After a brief analysis of the Andalucían inequality structure in rural areas—both historically and at present times—this work presents the following issues: (i) a systematic characterization of European olive cultivation, with special reference to the Spanish and Andalucían situations; (ii) an exploration of the socio-economic impact of the case study within the context of the major actors involved, and their relations in terms of its reproducibility, taking into account their relationships with institutional and policy arrangements. Organic agriculture in Spain has developed slowly since 1995—the year in which aid towards this type of production began to be established—and, at present, begins to show an exponential increase. Many farmers began the transition to ecological handling of olive groves. Consequently, the organic management of the olive groves and the sale of organic olive oil can be a stimulus to farmers to increase their profits. Hence, it can be a fundamental pillar on which to establish rural development in areas with a high level of importance concerning this crop. In this work, data clearly show that, in spite of high costs, organic olive farming has advantages over conventional agriculture in terms of incomes and employment. Animal husbandry and labour migration are important livelihood strategies for a large proportion of the rural population in developing countries. Up to now, the two strategies have usually been studied by looking at either one or the other; their interlinkages have rarely been examined. Based on a case study in rural Kyrgyzstan, the aim of this paper is to explore the links between animal husbandry and labour migration. Results show that for most rural households, livestock is crucial yet not sufficient to make a living. Therefore, many people diversify their income sources by migrating to work elsewhere. This generates cash for daily expenses and the acquisition of new livestock, but also leads to an absence of workforce in households. Yet since remittances usually exceed the expenses for hiring additional workforce, most people consider migration profitable. From a socio‐economic point of view, migration and animal husbandry can thus be considered important complementary livelihood strategies for the rural Kyrgyz population, at least for the time being. In the long term, however, the failure of young migrants to return to rural places and their settlement in urban areas might also cause remittance dependency and lead to an increasing lack of qualified labour. From an environmental point of view, the investment of remittances into animal husbandry poses challenges to sustainable pasture management. Increasing livestock numbers in rural areas raise pressure on pasture resources. Since most people consider animal husbandry their main future prospect while continuing to use pastures in a fairly unsustainable way, this may further exacerbate the over‐utilization of pastures in future.  相似文献

Large-scale infrastructural developments in rural areas often impose significant direct and indirect impacts on environment and people. The Three Gorges Project to dam the Yangtze River in China will create a huge reservoir, inundate farmlands and villages, and incur large-scale resettlement. The concurrent de-farming program to reforest marginal farmlands on steep slopes imposes additional stresses on local people. This study evaluates the ecological and economic adjustments in rural areas affected by both projects, and explores villagers’ knowledge, attitudes, perceptions, and expectations vis-à-vis the drastic changes. Eleven villages in Yunyang County in Sichuan Province, stratified into three zones based on topography and agriculture, were assessed by field studies, questionnaire surveys, maps, satellite imagery, and census and government reports. Multiple regressions identified predictors for 17 dependent variables. Spatial variations in the difficult terrain imposed zone-differentiated agricultural constraints, ecological impacts, and human responses. The dominant farming population—mainly young adults working as migrant laborers in cities—has adopted some nonagricultural work to supplement incomes. Expected per-capita standardized farmland (SF) exceeded threshold SF, which surpasses existing SF. Motivations to reclaim more farmlands, de-farm marginal lands, and become migrant laborers were explained by different multiple-regression predictors. Reduction in farmland stock by inundation and de-farming, aggravated by unwillingness towards nonlocal resettlement, would impose ecological pressures and stimulate demands for nonfarming incomes. Common anticipation of better future income and occupation has been subdued by unfavorable feedbacks from early relocatees. Future environmental and landscape changes are hinged upon changing human responses. Government policies could be informed by research findings to match economic, ecological, and social realities.  相似文献

Among the world's poor, approximately 75% of those in extreme poverty live and work in rural areas and two‐thirds of them depend mainly on farming or farm labour for their livelihood. Policies to grant the rural poor secure access to land and water for irrigation — and to improve the economic efficiency of small‐scale agriculture — can thus play a critical role in the implementation of rural development strategies, including efforts to combat rural poverty. Since inadequate access to arable land is probably the most important cause of rural poverty, redistributive land reform is increasingly seen as crucial for socio‐economic development and poverty alleviation in many developing countries with substantial amounts of (unused) arable state land or (under‐utilized) large private landholdings. This article argues that market‐based land redistribution schemes, such as the one being implemented in South Africa, can be considered one of the most innovative approaches to land reform that have emerged over the last decade. These schemes thus provide a useful alternative to more conventional, state‐controlled land redistribution programmes. The article concludes, however, that when countries opt for market‐based approaches to land redistribution, the State still has an important role to play, without necessarily deciding which land parcels change hands.  相似文献

Future conservation efforts will need to transcend geopolitical boundaries in efforts to protect entire landscapes and ecosystems. Neotropical migratory birds are as a group a useful conservation tool for linking diverse landscapes and people due to their dependence on multiple habitats, sensitivity to habitat changes, and universal public appeal. The conservation of neotropical migrants can therefore function as a powerful hemispheric umbrella for ecosystem protection. Efforts to protect neotropical migratory birds on their nonbreeding grounds have traditionally been focused on Mexico, Central America, and the Caribbean. To assess the importance of South America to neotropical migrants, an ecoregional classification system was used to determine species distributions in the Andean/Southern Cone Region (Bolivia, Colombia, Ecuador, Paraguay, Peru, and Venezuela). The occurrence of migrants in protected areas that are part of The Nature Conservancy's Parks in Peril program was also assessed. Of the 406 neotropical migrant species, nearly one third (132) occur as regular nonbreeding residents in the region and for almost half of these species (53), South America is their main nonbreeding ground. All Parks in Peril sites were found to harbor neotropical migrants. Forty-eight species (36%) have declining longterm North American Breeding Bird Survey population trends and/or high Partners in Flight concern scores and thus are of significant conservation concern. Most importantly, 29 species (22%) of conservation concern use South America as their primary nonbreeding ground, indicating a need for focused conservation action. The nature of the ecoregional approach used in this endeavor makes future prioritization of ecoregions and conservation strategies for neotropical migrants across national boundaries possible. The ability to link diverse landscapes using a common element such as migratory birds allows for unique transboundary partnerships and opportunities for habitat conservation, which support the goal of the Conservancy's new Migratory Bird Initiative.  相似文献

Technical and socio-economic characteristics are known to determine different types of fishers and their livelihood strategies. Faced with declining fish and water resources, small-scale fisheries engage into transformations in livelihood and fishing practices. The paper is an attempt to understand these changes and their socio-economic patterns, in the case of Singkarak Lake in West Sumatra, Indonesia. Based upon the hypothesis that riparian communities have diverse, complex yet structured and dynamic livelihood systems, the paper’s main objective is to study, document and model the actual diversity in livelihood, practices and performance of inland small-scale fisheries along the Singkarak Lake, to picture how households are adapted to the situation, and propose an updated, workable model (typology) of those for policy. Principal component analysis and cluster analysis were used to develop a typology of fishing households. The results show that small-scale fishers can be classified into different types characterized by distinct livelihood strategies. Three household types are identified, namely “farming fishers” households (type I, 30 %), “fishing farmers” households (type II, 30 %), and “mainly fishers” households (type III, 40 %). There are significant differences among these groups in the number of boats owned, annual fishing income, agriculture income and farming experience. Type I consists of farming fishers, well equipped, with high fishing costs and income, yet with the lowest return on fishing assets. They are also landowners with farming income, showing the lowest return on land capital. Type II includes poor fishing farmers, landowners with higher farming income; they show the highest return on land asset. They have less fishing equipment, costs and income. Type III (mainly fishers) consists of poorer, younger fishers, with highest return on fishing assets and on fishing costs. They have little land, low farming income, and diversified livelihood sources. The nature of their livelihood strategies is discussed for each identified group. This helps to understand the complexity and diversity of small-scale fishers, particularly in the study area which is still poorly known. This paper concludes with policy implication and possible management initiatives for environmentally prudent policy aiming at improvement of fishers’ livelihood.  相似文献

The thesis in this article is that both women's work and its invisibility are essential to development, and at two levels: to the economy of rural households and to the wider development process. For rural households, the case of Pakistan suggests that the veils that conceal women's work shield a portion of household production from the risks and extractions inherent in their involvement with development. This shielded production depends on off-farm natural resources of which the use is also veiled. For States and other development interests, the author suggests that women's work constitutes a subsidy which is intentionally invisible. The subsidy of women's labour is linked to a forest-to-farm subsidy. Women's invisible work, in other words, is not invisible because it is not seen, but because the process of economic development—for both rural households and States and other development actors—requires that it be hidden.  相似文献

Summary The careful integration of tourism/leisure activities with agriculture is proving of increasing economic value to farming communities whilst providing also the means to safeguard and conserve rural environments and landscapes. The recognition of this value is reflected in the number of grants available in Europe to assist and encourage farmers to diversify their farming activities to embrace tourism and leisure. This paper describes a number of schemes which have been promoted in the Peak National Park (UK) to encourage farmers to attempt such diversification. An important implication of agricultural modernization has been the break-down of interlinkages between farming, ecology and society. Historically, farming systems evolved from the specific responses of farming communities to local ecological conditions. The totality of regionalized farming systems arising out of this co-production moulded the countryside into an ‘archipelago’ of differentiated ruralities. During the period of agricultural modernization, the nature of co-production changed thoroughly. The natural elements in co-production were increasingly artificialized or replaced by industrial artefacts. This paper analyses the emergence of environmental cooperatives in the Netherlands as a movement towards a renewed embedding of farming in its local environment. Environmental cooperatives are local farmers associations that promote activities related to sustainable agriculture and rural development and claim to be actively involved in effectuating rural policies in their locale. Since the foundation of the first cooperative in 1992, numbers have rapidly grown to over 100. This paper examines the genesis and practices of environmental cooperatives and assesses their socio-economic and ecological impact. The importance lies most of all, so the authors contend, in that they represent valuable ‘field laboratories’ for building stimulating and supportive institutional contexts for remodelling Dutch farming along the lines of environmental and economic sustainability. This article examines the characteristics of and reasons for Norwegian farmers’ ceasing or planning to cease certified organic production. We gathered cross-sectional survey data in late 2007 from organic farmers deregistering between January 2004 and September 2007 (n = 220), and similar data from a random sample of farmers with certified organic management in 2006 (n = 407). Of the respondents deregistering by November 2007, 17% had quit farming altogether, 61% now farmed conventionally, and 21% were still farming by organic principles, but without certification. Nearly one in four organic farmers in 2007 indicated that they planned to cease certification within the next 5–10 years. From the two survey samples, we categorised farmers who expect to be deregistered in 5–10 years into three groups: conventional practices (n = 139), continuing to farm using organic principles (uncertified organic deregistrants, n = 105), and stopped farming (n = 33). Of the numerous differences among these groups, two were most striking: the superior sales of uncertified organic deregistrants through consumer-direct marketing and the lowest shares of organic land among conventional deregistrants. We summarised a large number of reasons for deregistering into five factors through factor analysis: economics, regulations, knowledge-exchange, production, and market access. Items relating to economics and regulations were the primary reasons offered for opting out. The regression analysis showed that the various factors were associated with several explanatory variables. Regulations, for example, figured more highly among livestock farmers than crop farmers. The economic factor strongly reflected just a few years of organic management. Policy recommendations for reducing the number of dropouts are to focus on economics, environmental attitudes, and the regulatory issues surrounding certified organic production.  相似文献

联合国将碳中和视为当今世界最为紧迫的任务,而农业是温室气体排放最多的产业之一,各国相继出台政策积极开展农业农村减排工作。韩国自2012年开始逐渐减少海洋粪污排泄量,并大力实行绿色种养循环农业,解决本国内畜禽粪污问题。韩国作为中国的重要海上邻国,不论是从研究借鉴角度抑或生态系统共享角度,了解其环境保护政策都是十分必要的。本文从韩国实施的主要政策、各地区农地养分收支现状、代表性运营模式案例、政策关注焦点等方面介绍韩国绿色种养循环农业的发展概况,结合中国绿色种养循环农业现状开展研究。提出三点政策建议:第一,进一步完善畜禽粪污资源化利用机具补贴辅助管理系统,提高系统在农户中的普及率;第二,提高全民环保意识的同时,政府的角色不应局限自上而下的引导型,应该积极促进种植户和养殖户间的自发组织,并大力提倡吸纳社会资本,集结社会各方力量;第三,促进绿色种养循环农业产品的商品化和品牌化,从而调动农户参与绿色种养循环农业的积极性。  相似文献

The Conversion of Cropland to Forest and Grassland Program (CCFG), which was initiated by the Chinese government in 1999, is a cropland retirement program with integrated objectives for ecological preservation and local development. The purpose of this article was to study the influencing factors of attitude and economic strategies in rural households toward the CCFG. Rural households’ knowledge, attitude and economic strategies toward the CCFG were investigated through a questionnaire survey in Qira, China. Influencing factors of attitude and strategies of households were analyzed using a logit model technique. The analysis indicated that household’s income level, environmental knowledge of the program, and program implementation were significant influencing factors in a household’s attitude toward the CCFG, while major influencing factors of household strategies were their regional background and availability of income generation sources. Meaningful association was not found between attitude and strategy choices. Rich households had more strategy choices, while poor households were usually confined to low input strategies with uncertain income. To sustain their livelihood, the poor need extra assistances in marketing, loan granting, employment training, information, and technical services.  相似文献

We assess the impact of corporate social responsibility (CSR) of multinational oil companies (MOCs) on HIV/AIDS prevalence in Nigeria’s oil-producing communities. One thousand, two hundred households were sampled across the rural communities of Niger Delta. Using logit model, the main result indicates that General Memorandum of Understandings (GMoUs) have not significantly impacted on factors behind the spread of HIV/AIDs in rural communities. This implies that the impact of the disease on MOCs business, employees and their families, contractors, business partners and the oil communities have not inclined downward. The findings suggest that CSR offers an opportunity for MOCs to help address HIV/AID prevalence through a business case for stakeholders’ health in the region. It calls for MOCs to improve GMoUs health intervention on sensitisation campaigns, funding testing and counselling centres, subsidising anti-retroviral drugs, prevention of mother-to-child transmission, rehabilitation of orphaned and vulnerable children and other cares for people living with AIDS.  相似文献

Ecotourism is widely promoted as a conservation tool and actively practiced in protected areas worldwide. Theoretically, support for conservation from the various types of stakeholder inside and outside protected areas is maximized if stakeholders benefit proportionally to the opportunity costs they bear. The disproportional benefit distribution among stakeholders can erode their support for or lead to the failure of ecotourism and conservation. Using Wolong Nature Reserve for Giant Pandas (China) as an example, we demonstrate two types of uneven distribution of economic benefits among four major groups of stakeholders. First, a significant inequality exists between the local rural residents and the other types of stakeholder. The rural residents are the primary bearers of the cost of conservation, but the majority of economic benefits (investment, employment, and goods) in three key ecotourism sectors (infrastructural construction, hotels/restaurants, and souvenir sales) go to other stakeholders. Second, results show that the distribution of economic benefits is unequal among the rural residents inside the reserve. Most rural households that benefit from ecotourism are located near the main road and potentially have less impact on panda habitat than households far from the road and closer to panda habitats. This distribution gap is likely to discourage conservation support from the latter households, whose activities are the main forces degrading panda habitats. We suggest that the unequal distribution of the benefits from ecotourism can be lessened by enhancing local participation, increasing the use of local goods, and encouraging relocation of rural households closer to ecotourism facilities.  相似文献

Up to now, several scientific works have noted that the organic sector resembles more and more conventional farming’s structures, what is widely known as the “conventionalization” thesis. This phenomenon constitutes an area of conflict between organic farming’s original vision and its current reality and raises ethical and social questions concerning the structure of agricultural systems of production and their interactions with the socio-economic and natural environment. The main issue of this dialogue is the concept of sustainable agriculture, which for scientists and policymakers is a means to express their vision of a better agriculture. In this article we focus on agricultural sustainability in the context of capitalist production as conducted by the two subsystems of agro-industrial system. As we have proposed in this article, the relationship between organic agriculture, defined by two essential components (prevention and direct marketing), and the agro-industrial complex, defined by two subsystems, indicates the degree of agricultural sustainability. The investigation of this relationship can be extremely useful as it may lead those involved in the discussion of sustainability to identify the key aspects of sustainable agriculture. In order to investigate the interaction of organic farming with the agro-industrial complex, a survey was conducted in Central Macedonia, Northern Greece, involving local organic farms. The results of our study indicate that a large proportion of organic producers did not differ substantially from their counterparts in conventional agriculture in so far as their relationship with the agro-industrial complex is concerned. Finally, this research highlights two scenarios for the evolution of organic farming. The first is the full absorption of organic farming to the existing economic system and the second one is the development of organic farming in a radically opposite direction to conventional farming.  相似文献

Overcapitalisation is one way in which fishing is said to exert a negative externality on the wider economy. Resources invested in fishing could be invested more productively in other sectors of the economy. The logical solution is the shift of resources, in particular scarce capital, from fishing to more profitable sectors. This paper examines the rural economy at Lake Chad and the implications from the results of a socio-economic survey of fishing households for potential fisheries management measures, in particular those which would limit or reduce the level of resources invested in the Lake's fishery. Survey results demonstrate a close link between the farming and fishing activities of many households and suggest that the integration of fishing and farming necessitate consideration of the inter-sectoral impacts of potential fisheries management measures.  相似文献

Despite the popularity of local economic development (LED) as a job creation and economic growth strategy in South Africa, many LED projects have not proved to be sustainable in the long-run, especially where human systems interact with biological ones. This article examines the relationship between sustainability and LED within the context of the emerging honeybush tea industry in the Eastern Cape. Data were gathered from provincial as well as local government policy documents and reports, and via key informant interviews. The data were analysed using Connelly’s [(2007). Mapping sustainable development as a contested concept. Local Environment, 12 (3), 259–278] three pronged approach to sustainable development as a lens through which to view the local industry. Findings showed that the industry offers many opportunities for development, including job creation in poorer, rural households; sustainable wild harvesting using a permit system; commercial cultivation; potential to develop social capital; potential for community-based LED; and product diversification. However, there are also corresponding challenges: There is currently no reliable data on the maximum sustainable yield, which is needed to guide quota allocations for entrepreneurial harvesters harvesting from wild stocks; possible biodiversity loss; and enforcing the permit scheme is proving difficult in remote rural areas.  相似文献

Faced with a crisis in the mid 1980s, farmers were encouraged by policy makers to diversify their activities in order to survive. Evidence has suggested that this response was not as widely adopted as anticipated. This paper argues that farmers may have adopted a different adjustment strategy whereby they sought to capitalize their assets which often brought them into play with the planning system. This paper explores the extent to which farmers appear to be adopting this strategy and the response of planners in two rural districts of South Shropshire and the Malvern Hills. Furthermore it goes on to suggest that if there is a desire to truly diversify the rural economy as opposed to merely farming, planners may have to adopt a mre relaxed approach to non residential development proposals from farmers.  相似文献
