The concept of sustainable development has highlighted the need to involve those who use a natural resource in helping to manage and maintain it. This has prompted the development of monitoring programmes involving volunteers who collect scientific data on the state of the natural environment. This paper argues that interpretation theory and practice provide a sound basis for the design and implementation of volunteer-based coastal monitoring programmes. Integration of multiple interrelated objectives in programmes relies on sound ‘audience’ research, including planned evaluation procedures. Three case-studies are presented which serve to identify and highlight the benefits of broadening the primary scientific focus of monitoring programmes to include greater consideration of participant motivations, skills and knowledge in the design and delivery of programmes. Discussion in this paper focuses on coastal monitoring programmes but the stated benefits might also be expected when applying this approach to other natural resource monitoring programmes.  相似文献

The high-voltage distribution and transmission of electricity are associated with a range of environmental effects that are increasingly contentious and are leading to difficult land-use planning issues. In the UK, local planning authorities have been taking an anticipatory approach to such efforts by the formation of policy in statutory land-use plans; this seeks to set constraints on the location and form of high-voltage installations and nearby development. This emerging body of policy reveals a number of consistently occurring themes that focus explicitly on the protection of local environmental conditions. This is indicative of broader trends apparent throughout plan-making in the last decade, in which environmental emphases have become more central, but the policy area also indicates that local authorities are responding to structural changes in the electricity industry and to changing patterns of energy generation. Given the likelihood that a post-Kyoto climate change agreement will include provisions for trading greenhouse gas (GHG) emission rights (carbon credits), it is timely and important to look more closely into the merits (or otherwise) of emissions trading systems (ETS), in particular with regard to the issue of the allocation and distribution of entitlements. Thus far, ETSs and other tradable permit systems have allocated entitlements to those historically responsible for emissions or the exploitation of resources (the “grandfathering” principle). There are, however, strong reasons for challenging this practice, and for advocating the allocation of entitlements to all people, in line with the per capita distribution principle. This article argues that GHG emission rights, if they are to be granted, should be distributed on a globally determined equal per capita basis, but collectively managed by community bodies (Community Carbon Trusts) on an “individuals-in-community” basis, instead of being granted or sold by governments to (big) emitters. The approach advocated here is not only ethically more justified, but also strengthens the capacity of communities to deal with climate change and to advance sustainability. It offers an example of how a significant environmental challenge can be met in a more positive way than by the prevailing approaches based on narrow, mainly economic, considerations.  相似文献

Engaging with dialogue concerning the relevance and applicability of social capital to a model of sustainable community development, we illustrate an in-depth case of a community experiencing an ideological clash with the dominant politico-societal structures. We argue that while the exclusivity of bonding social capital has been described as the ‘dark side’, it may be essential for progressive sustainable community development (PSCD). When faced with a development threat, such bonds are essential for building links, bridges and solidarity, enabling cultural reproduction and promoting environmental protection for sustainability.  相似文献

Multinational corporations (MNCs) are increasingly mindful of the significance of sustainability transitions and the need for operations that are energy efficient and environmentally sound. Achieving sustainability under conditions of uncertainty entails the involvement of multiple stakeholders in initiating and carrying out sustainability‐focused initiatives. Using longitudinal analysis of Royal Dutch Shell's sustainability policies, we developed an integrated model to elucidate how uncertainty influences sustainability policies in the specific context of MNCs. We identified three phases in the evolution of Shell's sustainability innovation: a self‐reflective phase (2000–2003) characterized by intense pressure from climate advocacy groups, an investment phase (2004–2006) for which the MNC attempted to rise to the waste disposal and pollution challenge through renewable sources of energy, and a reorganization phase (2007–2010) to streamline operations. We also uncovered themes that influence how regulatory policies are crafted: responding positively to the “community's voice,” risk spreading through joint ventures, revenue transparency for government accountability, and reporting innovation that confronts hard truths. Single territories contribute in different ways to the transition towards a more environmentally sustainable development (SD), according to their structural features. This study returns a multi-dimensional picture of the territorial divides of environmental sustainability across Italy, analysing how it correlates with rurality, with a focus on the urban–rural continuum. Italy represents an interesting case study because of its peculiar territorial urban–rural structure. We first assess the environmental sustainability targets across Italian NUTS 3 regions and their capital cities using two composite sustainability indexes, by referring to both standard values (i.e. conforming to legislation) and optimum values (i.e. desired values). Then, we investigate the relationship between environmental sustainability and rurality. Results suggest that a positive link between the two exists, being stronger at city level. Among major policy implications, the environmental dimensions of territorial cohesion should be integrated more strongly in key European policies to reach a more balanced SD.  相似文献

This article presents a critical reflection on the theory and practice of social sustainability in the built environment, identifies areas of agreement and disagreement, explores theoretical and conceptual gaps and challenges, and suggests practical implications for future research and urban policy. It argues that despite revisionist approaches which challenge the tripartite structure of sustainable development, social dimension of sustainability remains an essential valid pillar. Utilising a qualitative meta-analysis methodology for undertaking critical analysis of previous research and publications on the topic, key themes of theory and practice of social sustainability are identified and critically examined. Accordingly, 10 key formative characteristics of social sustainability and their research and policy implications are introduced. The article concludes with institutional observations for policy-makers to achieve greater success in addressing largely underestimated dimensions of social sustainability in urban settings.  相似文献

Environmental sustainability goals are increasingly embedded in local planning, but implementation proves difficult. Using a survey of 217 planners working in a random sample of 146 small to mid-sized American cities and counties, we identify the organizational factors that support and hinder the implementation of environmentally sustainable practices. The analysis is based on a conceptual framework that encompasses organizational capacity, culture, structure, participatory decision-making, the framing of sustainability and contextual factors. We find that environmental sustainability implementation is lagging (although cities are generally ahead compared to counties) and that outcome evaluation is rare, precluding adaptive learning. The major barrier to implementation is that sustainability is low on political and managerial agendas. As expected, local public support, innovation-supportive organizational culture and the prioritization and framing of environmental sustainability support implementation. Surprisingly, innovation diffusion does not occur across neighbouring localities, local capacity and public participation are irrelevant for implementation and hierarchical rather than integrated institutional structures support implementation.  相似文献

Why, despite a recent surge in the UK in “sustainable communities” policy discourse, do so many community-led sustainability initiatives remain fragmented, marginal and disconnected from local government strategies? How can community- and government-led sustainability initiatives be better integrated such that they add significantly to a denser matrix and cluster of sustainable places? These questions, we argue, lie at the heart of current sustainable place-making debates. With particular reference to two spatial scales of analysis and action, the small town of Stroud, England and the city of Cardiff, Wales, we explore the twin processes of disconnection and connection between community sustainability activists and local state actors. We conclude that whilst there will always remain a need for community groups to protect the freedom which comes from acting independently, for community activists and policy-makers alike, there are nevertheless a series of mutual benefits to be had from co-production. However, in setting out these benefits we also emphasise the dual need for local government to play a much more nuanced, integrative and facilitatory role, in addition to, but separate from, its more traditional regulatory role.  相似文献

This study adopted an open-ended exploratory approach to elicit the perspectives of a selection of six Climate Challenge Fund projects. This central idea is that communities' perspective on attempted carbon reduction initiative in their areas has use in other contexts and could enable better design of such interventions in future. The main finding was that emphasising local benefits was conducive to their achieving local involvement in the project. The results of this research should be tested in other contexts. Three broad implications for the design of community carbon reduction initiatives are raised in assuming these outcomes are correct. First, the community hosting such initiatives should be perceived to hold a degree of power over the project. Second, central authorities should not be overly prohibitive about the motivations of those participating in such projects. Finally, the use of non-environmental messaging has value in shifting people to more pro-environmental behaviours.  相似文献

ABSTRACT: The effectiveness of water conservation policies on reduction of water consumption was evaluated by use of a multiple regression predictive model. Data were obtained from eight Iowa communities, with regard to water consumption and water conservation policies adopted during the drought of 1977. The proposed model, which takes precipitation, temperature, month effects, and uniqueness of communities into account, is considered superior to the use of simple percent changes in evaluating the significance of reduction in water consumption due to conservation efforts. Among the variety of policies reviewed, mandatory policies with per capita restrictions were found to be most effective. However, voluntary conservation policies also resulted in significant reduction in some communities located in close proximity to other communities with severer water shortages. High credibility of local governments as to water shortage information was singled out as the most important factor in successful conservation by water resource policymakers of these communities. Use of the proposed predictive model for water consumption was demonstrated. Recommendations regarding future water conservation were made.  相似文献

Moving towards a more sustainable adaptation process requires closer integration of policies related to the environment. An important actor in this is the local government. This paper examines to what extend adaptation is currently being integrated into Dutch local policies, and what the role is of a municipality's size, risk and experience in the encountered manifestations of adaptation. First, it was determined that adaptations taking place only anticipate currently perceivable weather extremes – mostly increasing precipitation. Second, it was determined that the realisation of further adaptations is hindered by a strongly sectoral divided reality. Adaptation is now heavily dominated by the water department, while spatial planning and the environment are only limitedly involved. Finally, it was observed that the contextual factor size proved to most important for horizontal policy integration, whereas the contextual factor extreme-weather experience was the most definite for the realisation of adaptations. We conclude that a more sustainable adaptation should first tackle the sectoral divides which requires administrative efforts, for example, professional training. These would preferably be initiated from a vertical direction.  相似文献

In regulatory practice, the principle of precaution is hardly linked to the ideal of sustainable development. In this article, we argue that it should be. We argue that sustainable development is the sense of an ethics of co-responsibility, while precaution is the attitude needed to realize this sense. From this perspective, we comment on some regulatory practices within the European context regarding authorization requests for deliberate releases of genetically modified crops and show some problems that are popping up there, for example, the difficulties in interpreting the meaning of harm” (and of benefit”), the symptomatic gap between regulatory rule and political practice. Finally, we suggest that, in order to respond to such problems, precaution should find an appropriate translation in the fields of both research and innovation policy, of authorization policy and of economic policy.  相似文献
