Local authorities in Sweden are responsible for the management of sewage treatment and municipal solid waste. Due to this, they handle large flows and stocks of materials and substances that may be harmful for the environment. However, knowledge about these flows is sometimes deficient. In addition, the capacity to influence the composition of these flows is mainly beyond the jurisdiction of the local authorities. Flow-oriented studies, such as substance flow analysis (SFA), have proven to be a useful tool in order to understand and quantify these flows. Furthermore, SFA is sometimes claimed to be beneficial to the process of decision making, since it generates comprehensive overviews of the substance in focus. However, quantification of stocks and flows of a certain substance does not necessarily provide sufficient information for environmental management on the local level. Hence, for SFA to further contribute to the environmental management process, there is also a need for development in the interpretation of the results. The main objective of this paper is to contribute to the discussion about (1) how to interpret the results from SFA and (2) how the results from an SFA can be used in environmental management by local authorities. A tentative framework for interpretation is discussed in the paper, focusing on five aspects: total material quantities, exposure to humans and the environment, resource economy, function and capacity to influence the substance flows. ABSTRACTAcross the Global South, community-based adaptation (CBA) projects are increasingly being implemented in an effort to respond effectively and sustainably to the impacts of climate change, with a particular focus on people’s livelihoods. Despite an increase in the number of CBA projects being implemented, detailed analysis and evaluation of their efficacy and the barriers faced in achieving successful outcomes is lacking. This study draws on an analysis of grey literature (i.e. project and donor reports) to explore the barriers faced in achieving effective CBA. An extensive global search of online project evaluations yielded 25 documents comprising 69 projects from which this analysis is based. This paper first presents an overview of the 69 projects and highlights any trends. Second, this paper describes the barriers to CBA according to three broad themes: socio-political, resource, and physical systems and processes. Following this is a discussion of the most prevalent barriers: cognitive and behavioural, financial, and human resources. Third, this paper discusses the key findings elucidated from this review. This includes the need for greater sharing of project reports and findings so lessons can be learned across spatial and temporal scales, and the disparity between critical academic literature on CBA and what is implemented in practice. 相似文献

The focus on climate change adaptation, rather than mitigation, has become more prominent since the turn of the century. Given this, it is important to consider what has been achieved so far, particularly community-based approaches which have become the resolve for practitioners and donor agencies working in the sector. This review of 128 publications on community-based climate change adaptation, identified through a systematic database search, follows the development of this body of work in the academic literature. Commencing in the early 2000s, the literature detailed the emergence of community-based adaptation (CBA), driven by a number of factors: recognition of the human dimensions of changes; appreciation of the role of local knowledge for strengthening adaptive capacity; and a push to focus on the scale at which impacts are felt and link this action with pro-poor development outcomes. A more substantial body of work emerged in the literature from 2010 onwards, defining a series of key enablers for effective CBA, which included: use participatory approaches; recognise that adaptation is a social process; and support CBA at multiple scales. More recently, there has been a growing emphasis in the literature to re-conceptualise CBA, which will require focusing on innovation, learning and multi-sectoral approaches. 相似文献

Climate change is anticipated to have a significant impact on coastal infrastructure, including navigational aids and ports. This paper presents the results of a vulnerability assessment of ports in Australia to climate change. Results reveal variable vulnerability in ports in the short and long term in relation to their exposure to climate change. However, this is offset by inherent adaptive capacity both in current climate change initiatives driven by ports, and in the self-confidence of the industry to be able to adapt. We conclude with a reflection on the implications of these results for future ports analyses. 相似文献

ABSTRACTMiami, FL, is one of the most climate-vulnerable cities in the United States. At an average elevation of only 6 feet above sea level, parts of the city could be made uninhabitable by rising oceans within the next 40 years. The effects of climate change are already beginning to be seen, but the subject of climate change is nevertheless modelled, imagined and contested in the future tense. Today's young people are similarly future oriented, but unlike older generations they will live to feel climate change's full future effects. This study investigates knowledge of and experiences with climate change among young adults in Miami, and their visions of the future in light of predicted changes. Semi-structured interviews were conducted with 19 long-term residents of the city between the ages of 18 and 30 who were students at Miami-Dade College or Florida International University. I discuss participants’ sense of personal responsibility to inform themselves and the individualised understandings of climate science that emerge, their disillusionment with politics and resulting perception of individual responsibility for climate mitigation, and their negotiation of personal future plans in light of fatalistic visions of the future. These young adults’ perspectives on rising seas in their home city are revealed to be socially structured by ideals of individual agency and self-reliance, which become paradoxically disempowering because of the impossibility of addressing the transformational impacts of climate change through individualised means. 相似文献

Solomon Islands is vulnerable to negative impacts from climate change, where people’s livelihoods and their well-being are threatened, especially the viability of isolated communities. Realising the increasing risks from climate change on communities, government, in partnership with aid-donor partners, has invested millions of dollars in climate change projects, through mitigation and adaptation strategies. As a form of adaptation, the government invests in programmes aimed at increasing the adaptive capacity of the vulnerable communities through landscape and seascape projects across the rural communities. Focusing on the “transformation concept” as a long-term adaptation strategy and enlargement of climate engineering and ecological resilience concepts, the paper discusses why building resilience from transformation of rural communities, as well as from landscape and seascape projects, would benefit communities and relevant authorities. This paper describes the findings of a study on two rural villages, Keigold and Mondo, from Ranogha Islands, Western Province, in Solomon Islands, where 80% of households decided to relocate from their old village “Mondo” to their new home “Keigold” after an earthquake in 2007, as part of a self-initiative. The reallocation process can be seen as a case of pro-active community transformation that provides valuable lessons to other rural communities that may be forced to move due to impacts from natural catastrophes, including those explained by climate change risks. Lessons from this experience suggest that policy-makers and non-government organisations should consider and empower local transformation initiatives as a way to building long-term adaptation to climate change. 相似文献

Several Torres Strait communities have significant infrastructure and sacred sites located only a few metres above sea level. As a consequence, these areas are vulnerable to erosion due to the projected increase in storm surge intensity caused by climate change. Common sense suggests that Islanders would welcome new scientific research about how climate change might affect them, in order to understand the significance of these impacts and the timeframes involved. However, one leader has taken a seemingly counterintuitive stance, and has refused to let new climate research occur. We explore why this position was taken, and the implications of this decision for ongoing scientific research. In order to carry out this analysis, we provide a contextual background by assessing Islanders' recent experience with scientific researchers, and the response of policy-makers to it. We find that despite a clearly documented problem with “top-down” decision-making, this process remains. In this instance, we find that there is a systemic lack of collaboration with Islanders to allow them to prioritise their concerns, and a lack of adequate resources to allow them to build their resilience to climate impacts. We conclude that only through a genuine collaborative approach to climate adaptation can activities be properly developed, prioritised and undertaken. 相似文献

This paper focuses on learning from existing cross-border governance arrangements with a view to strengthening and improving climate change adaptation within the Australian context. Using an institutional learning framework, the research offers a critical analysis of two Australian cross-border cases: (1) the Murray-Darling Basin, and (2) the Australian Alps. The research findings focus on the issues of geographic (place), administrative (space) and political (territory) fragmentation as key concepts that underpin integrated environmental planning and management in practice. In Australia, redressing past injustices and recognising Indigenous peoples' spiritual and cultural connections to land have resulted in the return of significant amounts of land to Indigenous people. Parallel to this, in attempts to address declining biodiversity, innovative and neo-liberal approaches to conservation under a new paradigm have been promoted. The role and influence of the non-state sector are increasing, and Indigenous peoples’ involvement in conservation is also growing. This paper reviews the history of conservation and Indigenous social justice policy in Australia. It describes how the social justice agenda has been the primary motivator of returning land to Indigenous Australians, and historically has been the driver and catalyst for Indigenous peoples' involvement in conservation, whilst the conservation agenda has increased conservation on private lands and the role and influence of the non-state conservation sector. The paper reveals how the trajectories of conservation and Indigenous social justice have become intrinsically linked with the emergence of new paradigms, providing opportunities for a propitious niche. Yet it also shows how the two trajectories have manifested themselves with a paradox of disparity; achievements secured under an Indigenous social justice agenda are being enjoyed by conservation under the new paradigm, whilst Indigenous social justice is increasingly becoming dependent on a conservation agenda. 相似文献

This paper seeks to better understand the possible paradox of frontrunners in experimental climate governance. This paradox refers to the situation where frontrunners are required to push boundaries in terms of developing governance innovations and to experiment with these, but where, at the same time, a too strong focus on frontrunners may result in a situation where lessons from these experiments and the innovations developed do not resonate with the majority. In such a situation, an innovation may not be capable of being scaled up or of being transferred to another context. This paper draws lessons from a series of nine experimental and innovative governance instruments for low-carbon building development and transformation in Australia. It points out that for these instruments the frontrunners paradox provides a partial explanation as to why they have not yet been able to scale up from a small group of industry leaders to the large majority. 相似文献

ABSTRACT: A greenhouse warming would have major effects on water supplies and demands. A framework for examining the socioeconomic impacts associated with changes in the long-term availability of water is developed and applied to the hydrologic implications of the Canadian and British Hadley2 general circulation models (GCMs) for the 18 water resource regions in the conterminous United States. The climate projections of these two GCMs have very different implications for future water supplies and costs. The Canadian model suggests most of the nation would be much drier in the year 2030. Under the least-cost management scenario the drier climate could add nearly $105 billion to the estimated costs of balancing supplies and demands relative to the costs without climate change. Measures to protect instream flows and irrigation could result in significantly higher costs. In contrast, projections based on the Hadley model suggest water supplies would increase throughout much of the nation, reducing the costs of balancing water supplies with demands relative to the no-climate-change case. 相似文献

ABSTRACTA transdisciplinary review of the current academic knowledge of Indigenous traditional fire management is presented for the Mt Lofty Ranges in South Australia. For a long time, the roles of Indigenous management of the landscape have either been overlooked or discounted within environmental studies. That situation is beginning to change in many parts of Australia. However, this review of knowledge of traditional Indigenous burning practices specifically for the Mt Lofty Ranges suggests that there is very little formalised, academic knowledge available that could be utilised to inform prescribed burning practices in the region. Perhaps Indigenous peoples’ use of fire was strongly governed by individual choices, or perhaps established regimes demarcated roles across groups; perhaps some areas were burnt regularly and others were left unaltered – there is still no clear evidence from the academic literature to provide even limited understandings of such elements of pre-colonial fire regimes. That gap in knowledge will become increasingly problematic as the need for appropriate, sophisticated burning practices to respond to risk in peri-urban Adelaide increases with a changing climate. To learn from traditional Indigenous land management: (a) formal knowledge needs to be generated on past regional burning practices; and (b) understanding needs to be developed as to whether past burning practices could lead to effective hazard management and biodiversity outcomes within contemporary landscapes. Such an integration of Indigenous knowledge for effective environmental management will only be possible if the injustices of past exclusions of the importance of Indigenous biocultural practices are recognised. 相似文献

Due to the important role that the agricultural sector plays in sustaining growth and reducing poverty in developing countries, the adoption of practices that have the potential to simultaneously improve agricultural productivity while minimizing environmental impacts is essential. This paper examines the determinants of farmers’ perceptions of climate change and subsequent adoption of sustainable land management practices in the Niger basin of Benin. Binary and multivariate probit models are applied in a two‐stage regression procedure to cross‐sectional data collected through a survey of 545 randomly selected farm households in 28 villages. The findings indicate that there are substitutabilities among three pairs of sustainable land management practices being used by the farmers. Climate change perception is positively related to land tenure, experience in farming, number of relatives, tractor use, and membership in farmers’ organizations, and negatively related to household size, remoteness, and plough use. Moreover, the findings reveal that the uptake of land management practices is related to assets, land tenure, education level of the household head, remoteness, social network, non‐irrigated land size, having a farm located near a river/lake/stream, tractor and plough use, being a subsistence farmer or not, and memberships in farmers’ organizations. The adoption of sustainable land management practices could be encouraged through improving access to markets, adequate roads, and technologies, as well as by promoting membership in farmers’ organizations. 相似文献

Climate change is increasing the variability of rainfall, and thus the availability of water supplies in many areas of the world. These impacts are already being felt in the state of Victoria, Australia where a 12 year drought period was recently experienced. Restrictions to water use have been implemented, as one component of a broad policy approach to manage the drought. While anecdotal evidence suggests that the substitution of centralised water supplies is occurring, this has not been proven empirically. This paper reports results from a survey of households in Victoria regarding their use of alternative water sources. The study found that substitution is occurring. Garden watering is the purpose which has the highest rate of alternative water source use. In total 41.6% of respondents always, and 33.2% sometimes use an alternative water source for garden watering. The most commonly used alternative source of water for garden watering is water previously used in the laundry (30.7%). The alternative source of water used was found to vary depending on the purpose of the water use. High levels of satisfaction were found for all alternative water sources used. Several barriers were found to the use of alternative water sources, the main of which were: inflexibility of existing infrastructure, cost, policy, and housing status. The results have implications for water retailers, policy makers and governments in locations facing water shortage. 相似文献

The primary objective of this paper is to discuss the limitations of risk management as a strategy for Australian local government climate change adaptation and explore the advantages of complementary approaches, including a social-ecological resilience framework, adaptive and transition management, and vulnerability assessment. Some federal and local government initiatives addressing the limitations of risk-based approaches are introduced. We argue that conventional risk-based approaches to adaptation, largely focused on hazard identification and quantitative modelling, will be inadequate on their own for dealing with the challenges of climate change. We suggest that responses to climate change adaptation should move beyond conventional risk-based strategies to more realistically account for complex and dynamically evolving social-ecological systems. 相似文献

There is now an emerging sense of the scope and nature of response that can be implemented at building and neighbourhood scales to help adapt cities and urban areas to the changing climate. In comparison, the role of larger natural and semi-natural landscapes that surround and permeate cities is less well understood. Addressing this knowledge gap, this paper outlines two case studies that describe and map the flood risk management functions offered by green infrastructure landscapes situated within the Urban Mersey Basin in North West England. The case studies establish that areas potentially exposed to flooding can be located at some distance, and within different jurisdictions, from upstream areas where the flood hazard may be generated and could be moderated via functions provided by green infrastructure landscapes. Infrastructure systems and services (ISS) are vulnerable to changes in climate. This paper reports on a study of the impact of gradual climate changes on ISS in Hamilton City, New Zealand. This study is also the first of its kind to be applied to New Zealand ISS. In the future, the CLINZI project will extend to other areas of New Zealand. Using historical climate data and four climate change scenarios, we modelled the impact of climate change on aspects of water supply and quality, transport, energy demand, public health and air quality. Our analysis reveals that many of Hamilton City's infrastructure systems demonstrated greater responsiveness to population changes than to gradual climate change. 相似文献

This study adopted an open-ended exploratory approach to elicit the perspectives of a selection of six Climate Challenge Fund projects. This central idea is that communities' perspective on attempted carbon reduction initiative in their areas has use in other contexts and could enable better design of such interventions in future. The main finding was that emphasising local benefits was conducive to their achieving local involvement in the project. The results of this research should be tested in other contexts. Three broad implications for the design of community carbon reduction initiatives are raised in assuming these outcomes are correct. First, the community hosting such initiatives should be perceived to hold a degree of power over the project. Second, central authorities should not be overly prohibitive about the motivations of those participating in such projects. Finally, the use of non-environmental messaging has value in shifting people to more pro-environmental behaviours. 相似文献

An examination of 100 years of flood record at Windsor on the Hawkesbury River in Eastern Australia suggests that Warragamba Dam, which encloses 62 percent of the catchment area, has negligible effect upon flooding. 应对气候变化是全球各国共同面临的严峻挑战,而不同国家由于其自身发展阶段、治理水平等存在差异,气候治理模式也呈现不同特征。本文系统梳理了英国、德国、法国、美国、欧盟、日本、韩国、印度、巴西、南非等全球主要经济体和排放体的气候政策体系与机构设置情况,将其气候治理模式分为五类:政策引领型、法律缺失型、整体完备型、部分行业先行型和政策协调双缺失型,并从政治体制和党派态度、资源禀赋和强势部门、战略定位与气候叙事、公众态度与国际事件四个维度进行了影响因素的分析。建议我国未来可在加快推进气候立法、充分发挥制度优势、形成中国特色治理方案、推动建立公平合理互利共赢国际治理体系、落实完善“1+N”政策体系等方面加强工作部署,提升应对气候变化治理水平,促进“双碳”目标尽早实现。 相似文献
