Amongst the mass of academic papers and policy reports it is easy to forget that scientists and regulators are not the only ones concerned about the environment. The public has an interest too. Aided by modern technology and increasing legal rights, the man in the street has access to environmental information as never before. Environmental impact assessment (EIA) processes are grounded on the assumption that producing information about environmental impacts will yield better environmental decisions. Despite the ubiquity of EIA as a policy tool, there is scant evidence of its environmental, social, or economic impacts. Focusing on Environmental Impact Statements (EIS) prepared for water and energy-related projects under the US National Environmental Policy Act, this analysis addresses two questions: (1) What is the balance of environmental impacts associated with infrastructure decisions?; and (2) How does the content of stakeholder feedback received during the review phase differ from draft EIS content, and does this correspond to any changes in the final EIS? We demonstrate the use of automated text mining approaches to identify the distribution of impacts, measure the content of public comments, and observe whether values reflected in comments are associated with a shift in emphases between the draft and final EIS. EISs are shown to convey evenly distributed focus across multiple impact areas. However, we observe no substantive change in focal emphasis between draft and final issuances. This calls into question assumptions about the role that public participation plays in bringing new information to light or changing the course of action.  相似文献

We enlarge on the viewpoint published in the Environmental Impact Assessment Review in 2012 — A viewpoint on the approval context of strategic environmental assessments. Additional alerts concerning the procedural ineffectiveness of the strategic environmental assessment (SEA) process from the cost–benefit point of view are advanced. The major contribution to the long lasting, costly SEA processes, comes from ultraistic treatment of Natura 2000.The case study deals with a plan for constructing a traffic bypass around Škofljica, a town near Ljubljana. Based on their conclusions the authors propose that the following elements of the SEA procedure should be improved and optimised:
  • –CBA for SEA should become a regular component when measuring its effectiveness.
  • –Concretisation of expected SEA inputs to the plan should clarify its role at the earliest stage of the process.
  • –SEA should contribute interactively to the optimisation of alternatives; cost–benefit analysis of the SEA process could support this process.
  • –Nature protection interest should be confronted and balanced with wider development interests as formulated in the plan and should not be applied in absolute terms (e.g. Natura 2000).

This paper explores the underlying practice-based challenges to meaningful and efficient Aboriginal participation in environmental assessment (EA) - participation that provides meaningful opportunities for Aboriginal communities to shape EA, yet assures a degree of efficiency for project proponents who need to obtain EA approvals in a timely and financially viable manner. We do so based on an analysis of the EA policy community's experience with uranium exploration and mining in Saskatchewan, Canada. Many of the challenges to meaningful and efficient Aboriginal participation that emerged are multi-dimensional, often concerning participation processes, decision-making, and relationships. Although scholars have explored many of these issues and have proposed numerous solutions, challenges persist in practice. Several other issues also emerged from our study that have received limited attention, including the non-commitment to early and ongoing participation by smaller project proponents, and the EA exemption of exploration projects; the limited availability of information to project developers on local right holders and Aboriginal interests; expectations about the integration of traditional knowledge and land use in EA not aligning with the information that is available to proponents; confusion about who is responsible for initiating early participation and consultation processes; the lack of early relationship building with potentially affected communities, particularly by governments; and the lack of other viable avenues, outside EA, for Aboriginal communities to raise more strategic issues of concern that affect traditional lands and treaty rights.  相似文献

Two statistical topics that are frequently missed at the level of an applied statistics course or workshop are presented here, along with examples of their use in natural resource monitoring. The first topic deals with use of correlated observations in calculations of variance estimates for a regional mean, required sample size determination, and confidence intervals. Even if correlation values are known only approximately, one can still obtain information on the effect of correlation on the aforementioned computations. The second topic concerns the use of Bayesian techniques in hypothesis testing. Although many authors have advocated its use, Bayesian analysis can be quite complex. Some Bayesian techniques are translated into graphical form that can be readily used by the reader. Both topics represent areas of statistical expertise that can be explored at a very theoretical level; however, there is enough applied material that merits translation for use by those in natural resource monitoring.  相似文献

In recent years, central environmental protection inspection (CEPI) has been a major policy innovation in the field of Chinese environmental governance. Based on panel data on the daily air quality of Chinese cities, this paper mainly uses a difference-in-differences (DID) approach to conduct an empirical analysis of the relationship between CEPI and the air quality governance performance of Chinese local governments. There are large differences in the impact of CEPI on different air quality indicators. Controlling for a series of variables, we found that CEPI significantly reduced the air quality index (AQI) and concentrations of pollutants including PM2.5, PM10, SO2 and NO2 and that it significantly increased the concentration of O3; however, it had no significant effect on the concentration of CO. Furthermore, we complemented the quantitative analyses with qualitative evidence gathered from an in-depth interview. Based on the qualitative evidence collected, CEPI indeed plays a role in improving the environmental protection performance of regular environmental governance. Notably, CEPI achieved better and sustainable results in improving air quality through the underlying mechanism of promoting regular governance by campaign-oriented governance in the internal hierarchical system. This article not only provides a marginal empirical contribution by providing new quantitative evidence but also helps reveal the underlying mechanism of promoting regular governance.  相似文献

The international, interdisciplinary biodiversity research project BIOTA AFRICA initiated a standardized biodiversity monitoring network along climatic gradients across the African continent. Due to an identified lack of adequate monitoring designs, BIOTA AFRICA developed and implemented the standardized BIOTA Biodiversity Observatories, that meet the following criteria (a) enable long-term monitoring of biodiversity, potential driving factors, and relevant indicators with adequate spatial and temporal resolution, (b) facilitate comparability of data generated within different ecosystems, (c) allow integration of many disciplines, (d) allow spatial up-scaling, and (e) be applicable within a network approach. A BIOTA Observatory encompasses an area of 1?km2 and is subdivided into 100 1-ha plots. For meeting the needs of sampling of different organism groups, the hectare plot is again subdivided into standardized subplots, whose sizes follow a geometric series. To allow for different sampling intensities but at the same time to characterize the whole square kilometer, the number of hectare plots to be sampled depends on the requirements of the respective discipline. A hierarchical ranking of the hectare plots ensures that all disciplines monitor as many hectare plots jointly as possible. The BIOTA Observatory design assures repeated, multidisciplinary standardized inventories of biodiversity and its environmental drivers, including options for spatial up- and downscaling and different sampling intensities. BIOTA Observatories have been installed along climatic and landscape gradients in Morocco, West Africa, and southern Africa. In regions with varying land use, several BIOTA Observatories are situated close to each other to analyze management effects.  相似文献

An abundance of approaches, strategies, and instruments – in short: tools – have been developed that intend to stimulate or facilitate the integration of a variety of environmental objectives into development planning, national or regional sectoral policies, international agreements, business strategies, etc. These tools include legally mandatory procedures, such as Environmental Impact Assessment and Strategic Environmental Assessment; more voluntary tools such as environmental indicators developed by scientists and planning tools; green budgeting, etc. A relatively underexplored question is what integration tool fits what particular purposes and contexts, in short: “what works where?”. This paper intends to contribute to answering this question, by first providing conceptual clarity about what integration entails, by suggesting and illustrating a classification of integration tools, and finally by summarising some of the lessons learned about how and why integration tools are (not) used and with what outcomes, particularly in terms of promoting the integration of environmental objectives.  相似文献

Chile was one of many countries that initiated environmental impact assessments in the 1990s, and has relied on their use for species conservation and territorial planning without the use of larger-scale environmental and ecological planning. The capacity of Chile's environmental impact assessment system (SEIA) to evaluate resident freshwater fishes and the potential impacts of water projects and aquaculture activities – two categories of projects that create direct threats to freshwater fishes – are assessed. Of the 3997 such submissions to the SEIA, only 0.6% conducted any freshwater fish assessment, and only 0.1% conducted any quantitative assessment of expected impacts from the associated project. The small number of assessments was characterized by poor study design, inconsistent sampling methodology, and species misidentification. Traditional assessments failed to include freshwater fish ecology in the general assessment framework. The new strategic environmental evaluation system only underscores the need for vastly improved field sampling protocols and assessment methodologies.  相似文献

The contribution of wastewater from a tannery industry to the pollution of a stream was investigated. The main parameters studied were biochemical oxygen demand, chemical oxygen demand, chromium, dissolved oxygen, fecal and total coliforms, nitrogen, oils and greases, pH, phosphorous, sulfides, suspended solids, turbidity, and volatile solids. Three sampling points were located: (1) at the discharge point of tannery wastewater, (2) 50 m upstream, and (3) 80 m downstream of discharge point. At the core of the environmental impact assessment (EIA) process is the identification, prediction and evaluation of impacts, activities that are profoundly marked by case-specific differences and methodological pluralism. Despite difficulties, policy-makers are occasionally attracted to the idea of standardizing EIA methods. The objective of this study was to understand the merits of standardizing methods for impact prediction and significance evaluations, using Brazil as the empirical context. Based on a content analysis of 49 EIA reports, a survey with 126 practitioners, and a critical evaluation of two standardization initiatives, the study shows that, while generally perceived as beneficial, the standardization of EIA methods is likely to remain a rather challenging task in the foreseeable future. The high degrees of discretion taking place in the selection and implementation of impact prediction and significance evaluations are to a large extent a consequence of the difficulty of finding terminology, metrics, criteria, thresholds, boundaries, and values across different settings. Current standardization initiatives in Brazil are targeting some of the easiest methodological issues related to terminology and process. While relevant to administrative efficiency and process predictability, such issues represent a small piece of the complex puzzle of EIA effectiveness. Findings signal the need for clearer policy priorities, capacity building, and more applied research about the actual, long-term effects of standardization initiatives.  相似文献

Coral reefs have experienced extensive mortality over the past few decades as a result of temperature-induced mass bleaching events. There is an increasing realization that other environmental factors, including water mixing, solar radiation, water depth, and water clarity, interact with temperature to either exacerbate bleaching or protect coral from mass bleaching. The relative contribution of these factors to variability in mass bleaching at a global scale has not been quantified, but can provide insights when making large-scale predictions of mass bleaching events. Using data from 708 bleaching surveys across the globe, a framework was developed to predict the probability of moderate or severe bleaching as a function of key environmental variables derived from global-scale remote-sensing data. The ability of models to explain spatial and temporal variability in mass bleaching events was quantified. Results indicated approximately 20% improved accuracy of predictions of bleaching when solar radiation and water mixing, in addition to elevated temperature, were incorporated into models, but predictive accuracy was variable among regions. Results provide insights into the effects of environmental parameters on bleaching at a global scale.  相似文献

Environmental management has evolved from a vertical command and control management model to a more collaborative one. A series of public administration studies take the field of environmental policy as an important background for understanding collaborative governance, yet the theoretical and empirical study of environmental collaborative governance is relatively under-developed. This article begins to fill the research lacuna through the investigation of air pollution collaborative governance practice in Jing-Jin-Ji and surrounding areas. Based on the panel data of 58 regional cities from January 2016 to March 2019, a difference in difference quasi-natural experiment design is employed to explore the effect of environmental collaboration under Chinese authoritarian regime. The analysis shows that environmental collaboration has a positive impact on air quality and exhibits different effects on primary and secondary pollutants. Specifically, it has a greater influence on the emission reduction of NO2 compared to SO2 and CO, the positive effects of environmental collaboration on PM2.5 and PM10 pollutants are significant, and there is no statistically positive impact on O3 control. The time trend effect of environmental collaboration varies among pollutants, it presents positive effects on air quality improvement and secondary pollutant control (e.g., PM2.5, PM10) after the fourth month, the mitigation effect of environmental collaboration on primary pollutants represented by NO2 is more significant and constant in the sixth month. However, the time trend effect of environmental collaboration has gradually weakened. This paper concludes with discussions on the direction and implications of improving the performance and sustainability of environmental collaboration in China.  相似文献

Practice and research in assessment of global environmental change are dominated by two conventional assessment methods, formal models and expert panels. Models construct a representation of biophysical and socioeconomic components of a policy issue, to project future trends or consequences of interventions. Panels articulate consensus views of policyrelevant knowledge through deliberations among selected experts. These methods make valuable contributions, but are weak in addressing certain kinds of knowledge needs that are typical of globalchange issues. To address these needs, a set of novel assessment methods is proposed that combine elements of representation and deliberation. These methods, of which policy exercises, simulationgaming, and scenario exercises are examples, involve human participants in structured relevant decision and task settings. Relative to models and panels, these methods can more readily incorporate diverse perspectives, can integrate across broader collections of knowledge domains, and can both encourage creative insights and innovations, and provide tests of their relevance and practicality. Risks of bias, and of overconfident generalization from unique experiences, are effectively mitigated by critical debriefings, and appear no more severe than corresponding risks in conventional assessment methods, or in policymakers generalizations from historical experience. While serious development and implementation challenges remain, early experience suggests that these methods can offer useful ideas and insights for policymaking that are not available through other means.  相似文献

Quality enhancement in environmental assessment tends to be connected to control mechanisms and best-practice guidelines. This paper takes an alternative approach examining quality performance through the lenses of consultants' perceptions of appropriate action, primarily in relation to the scoping phase. The study builds on interviews with Swedish consultants. The interviews are analysed by using a recently published theoretical framework focusing on practitioners' spaces for action. The analysis reveals that quality is highly open for interpretation and that consultants have a strong position for guiding quality performance, partly due to the key knowledge they hold. Their action is strongly guided by how the consultants perceive their responsibility; requiring a balance between maintaining good relationships with their clients through ‘good enough’ performance and maintaining a good professional reputation by undertaking what they themselves perceive as a ‘best’ practice. These findings indicate a need to reconsider the research in this field, promoting a shift of focus away from the dominance of quality enhancement measures and engage with issues of consultants' and other practitioners' perceptions of their responsibility in respect of quality performance.  相似文献

Recently, the SEA research community has started to pay attention to countries of the Global South. Yet, the international literature has rarely explored Latin American Environmental Assessment (EA) systems in contrast to EA systems in countries of the Global North. This article aims at analysing the Peruvian Strategic Environmental Assessment (SEA) system. Research was conducted in 2015 as part of the project ‘ProAmbiente’ initiated by the German-Peruvian development co-operation (APCI and GIZ) with the objective to analyse and strengthen the SEA practice in Peru. A combination of methods was used for meta- and micro-level analyses, characterising both the intended SEA system and practical performance. Ultimately, the analysis of the SEA implementation was based on a review of state-of-the-art international literature and led to the formulation of a set of recommendations. Recommendations have been clustered in nine priority areas and were assigned an implementation horizon from mid- to long-term.  相似文献

In the northern hemisphere moose has been found to be suitable as a monitoring animal for the presence of cadmium in the environment. The metal accumulates mainly in the kidney and the liver, with the rate of accumulation dependent on age and possibly also on gender. Collection of tissue material often results in sample selections with disparate age and gender composition, which makes comparison between different regions and different studies difficult. A previous large scale investigation of metals in kidney and liver from moose in Sweden provided Cd data (n = 3,817 and 3,802, respectively) to further explore the relation between Cd accumulation and age/gender. Based on local averages, the individual deviations were analysed with respect to the factors age and gender resulting in an 'ageing function' for each gender and organ. In addition, estimates of the pure individual variations were obtained; the standard deviations correspond to a factor 1.7-1.9 for the Cd concentration, which indicates that 25-30 samples are needed to give a representative mean value (with RSD approximately 10%). In order to be able to compare results from different studies, all individual results can be transformed to represent a 'standard moose' with respect to age and gender. A comparison along these lines was undertaken between Cd levels in Alaska and Sweden. Finally, a relationship between the Cd levels in kidney and liver was derived, providing at least rough estimates for kidney from liver values (or vice versa).  相似文献

This study aims to use integrated Shannon's Entropy-TOPSIS methodology for environmental risk assessment of the Helleh protected area in Iran. In this research, first, with regard to field visits, interview with natives of the area, and investigation of the environment of the study area, the risks existing in the region were identified. Then, for final identification of the risks, the Delphi method was applied. Analysis and prioritization of risks of the area of Helleh were performed by multi-criteria decision-making methods of Shannon's Entropy and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). In this research, risks were assessed by three criteria of severity, probability of occurrence, and vulnerability. Twenty six of the risks were identified which were specified in two groups, natural events and environmental risks. The environmental ones were classified into four groups: physicochemical, biological, social-economic, and cultural. Results of the research showed that the construction of the Rayis-Ali-Delvari Dam at the upper part of the study area threatens the wetland. Water supply for the dam 75?km away from the area with concession of 0.9999 holds the first priority of risk-generating factors. Of the managerial workable solutions suggested controlling the risks, the stopping of the pumping of water from the wetland and observation of hunting season length and permissible type and number of hunting in the area can be mentioned.  相似文献

Large-scale industrialization, population inflow, and rapid urbanization coupled with unfavorable meteorological conditions often induce significant degradation of urban environment. In order to assess the extent of environmental impacts due to establishment of the Integrated Industrial Estate??Pantnagar (IIE-Pantnagar), ambient air and groundwater were monitored from June 2007 to May 2008. Collected baseline information was normalized and interpreted with the application of air (AQI) and water quality indices (WQI). Among the pre-identified air pollutants, suspended particulate matter was found to be the principal culprit to deteriorate ambient air quality, with a maximum annual concentration of 418.5 ??g/m3. Monthly average concentrations of respirable particulate matter (aerodynamic diameter < 10 ??m) also persist at a critical level with an annual maximum of 207.3 ??g/m3. A segmented linear function with maximum operator concept was used to compute AQI, and the developed index was found well suitable to demonstrate temporal variations of ambient air quality. The computed AQI value for the selected study region varied from moderate (97.0) to very poor pollution level (309.2) in respect to developed air quality standards. Furthermore, an integrated WQI was developed comprising 9 parameters, and among all the 10 pre-identified locations, the average groundwater quality was found acceptable in terms of Indian drinking water standards. The maximum WQI (70.6) was found at the Kichha Railway Station during summer months, revealing moderate pollution load. Industrial discharge from IIE-Pantnagar coupled with other industrial setup may hold responsible for such kind of degradation of water quality. In contrast, WQI computed at Rudrapur City demonstrate minimum (15.0?C22.1) pollution load. For 95% of the monitoring period, the computed WQI was found acceptable for all selected locations with few exceptions. The application of WQI to assess temporal variations in groundwater quality was therefore found satisfactory.  相似文献
