The environmental situation in Ghana is characterized by desertification, land degradation, deforestation, soil erosion, and inadequate water supply in the northern regions of the country. The population as a whole is growing at a rate of 3% per annum, with even greater urban growth rates, due to rural out-migration. Large parts of the coastal zone in the south are rapidly developing to become one large suburbanized area. Water quality is particularly threatened in the urban and industrialized areas, which are mainly located in the southern part of the country. The coastal lagoons and coastal waters are moderately to heavily polluted. Erosion extends along the whole Ghanaian coast with excesses, for example, in the Keta area, where during the last century over 90% of the original buildings have been washed awayby the sea. The obvious environmental consequences of the mining sector are illustrative of the environmental threats caused by a fast growing industry and industrializing agriculture, in a country where environmental policy is only in its formative years. Desertification, food insecurity and coastal erosion all contribute to an increasing number of environmental refugees. Environmental policy in Ghana is a post-Rio phenomenon. Environmental laws, a Ministry of Environment, Science and Technology, an advisory National Committee for the Implementation of Agenda 21, and a fully mandated environmental administration have been established. This administration advocates a progressive attitude towards environmental legislation and points out the specific utility of economic and legal instruments in environmental management in this relatively fast developing country. The choice of instruments for environmental management is increasingly influenced by the specific state of African environmental and technological capacity and by a call for the recognition of the role of traditional customs in nature conservation. This African perspective on environmental management is further intensified by an unmet need for regional, transboundary cooperation in the West African subcontinent. This specific West African context calls for an elaboration of an effective capacity-building program for environmental management in the area.  相似文献

Measuring the economic value of environmental quality is useful to evaluate policies that affect the use of natural resources. This paper presents the findings of a contingent valuation (CV) survey designed to measure non-use values for the natural coastal environment.This was attempted through evaluating public and scientific values of conservation quality. The results suggest that public perceptions of conservation quality are multidimensional,and that it may be difficult for some individuals to express their preferences for the conservation value of natural resources in monetary terms. Additionally, public and scientific judgments differ concerning some of the physical attributes imparting conservation value. These findings have important implications on efforts to consider environmental quality in land and coastal use decisions.  相似文献

The sustainable management of coastal natural resources inevitably involves identifying stakeholder conflicts and developing planning processes that prevent these conflicts from becoming intractable disputes. This study links environmental conflict to specific areas within a large ecological system. Specifically, we use Geographic Information Systems (GIS) to map potentially competing stakeholder values associated with establishing protected areas in Matagorda Bay, Texas. By overlaying multiple values associated with a range of stakeholders across space, we are able to identify hotspots of potential conflict as well as areas of opportunity for maximizing joint gains. Mapping stakeholder conflict is an approach to proactively locate potential controversy in response to a specific environmental management proposal and guide decision makers in crafting planning processes that mitigate the possibility of intractable disputes and facilitate the implementation of sustainable coastal policies. Results indicate that under different management scenarios, protected area proposals will generate more conflict in specific areas. Most notably, regulated uses would produce the greatest degree of conflict on or near shore, particularly at the mouth of the Colorado River. Additionally, of all the management scenarios evaluated, the prohibition of coastal structural development would generate the overall highest level of conflict within the Bay. Based on the results, we discuss the policy implications for environmental managers and provide guidance for future research on location-based conflict management within the coastal margin.  相似文献

Summary Actions during most of this decade concerning where and how to locate a repository for high-level commercial and defence nuclear wastes have been guided by the National Environmental Policy Act and the Nuclear Waste Policy Act of 1982. Issues of repository siting have been controversial, and in December 1987 Congress passed the Nuclear Waste Policy Amendments Act, which identified Yucca Mountain, Nevada, as the nation's first and only site to be characterized for a potential repository. This decision has generated understudied questions regarding the role of science and ethics derived from the mandates of the legislation and use of environmental impact methodology which is predicated upon a positivistic model of science. Because of the importance of choosing an acceptable repository site to protect humans and natural resources for thousands of years into the future, the broadest spectrum of views and in-depth critiques of the role of science in the repository program is required in order that understudied questions can be resolved.John Lemons is the Chairperson of the Department of Life Sciences at the University of New England and, the Editor-in-Chief of the journalThe Environmental Professional. The traditional culture of Ghana stressed a strong relationship with the environment, and a culturally acceptable environmental management resulted from strictures and taboos related to the land. Following its independence in 1957, Ghana has enacted laws that reflect an enlightened environmental policy. These are especially important because of the difficulties Ghana has had in its economic development using Western technology that has damaged the fragile tropical ecosystem. A key aspect of Ghana's policy is the attempt to marry scientific knowledge and traditional beliefs for environmentally sound management of Ghana's resources.  相似文献

The environmental attitudes of young people are a growing topic of interest for social scientists. Most research that aims to explain differences in (youth) environmental attitudes focuses on the individual as the level of measurement. There is, however, a growing body of evidence that illustrates that the context within which that individual operates can contribute to their environmental attitudes. Based on the PISA 2006 data, and while controlling for individual characteristics, we tested Inglehart’s ‘objective problems, subjective values’ hypothesis. This hypothesis divides the contextual influences on environmental attitudes into (1) objective problems in the individual’s natural environment and (2) subjective values linked to post-materialistic goals in life. We analyzed both the individual and the country level simultaneously, controlling for compositional effects, by performing a multilevel analysis on the 2006 PISA data for youth environmental attitudes (398,750 15 year olds from 56 countries). At the individual level, the results are generally consistent with the literature; at the contextual level, the stage of development of a country (as a proxy for post-materialistic values) is shown to be unrelated to environmental attitudes. Both natural riches of a country and its environmental problems are shown to positively influence the environmental attitudes of that country’s youth. These results are discussed in relation to the ‘objective problems, subjective values’ hypothesis. The results also point towards the necessity of simultaneously assessing the effect of individual- and contextual-level characteristics on environmental attitudes.  相似文献

The environmental planning and management of the Assarawat highlands of south-western Saudi Arabia are currently confronted by difficult problems. Deforestation is caused either by natural or intentional forces. Natural factors are limited to lightning fire and drought, while intentional forces include vandalism caused by the burning or cutting of preserved forests. Such vandalism continues despite the tremendous efforts of afforestation and preservation by several government agencies, especially the Ministry of Agriculture and Water, the National Commission for Wildlife Conservation and Development and by the municipalities of the cities and towns in the region. For centuries, local inhabitants of the Assarawat highlands have successfully established environmental planning and management strategies which balanced the settlements' growth and natural resource uses according to Islamic laws, and the tribal self-government of each settlement and tribal region. Following the establishment of the Kingdom of Saudi Arabia in 1932, the land management system started to change from tribal-based, where every tribe used to manage its local territory, to State authority. The creation of the State witnessed the unification of various fragmented tribes of Saudi Arabia into one government. This meant that environmental planning and management moved from local/regional towards a national control. This investigation proposes that the local/regional planning and management practised by the tribes could be viably utilized today. As in the past, the implementation of these practices could protect the natural environment of the locality and region and regularize their exploitation rationally, as long as vernacular people implement them. Today environmental planning and management need to be based on strategies of local requirements that enable the indigenous people to plan and manage the use of the resources.  相似文献

Summary This paper highlights the environmental problems confronting Botswana, which include growing pressure on water resources resulting from increases in population, urbanization and development, deforestation, overgrazing and rangeland degradation in the face of unfavourable environmental and climatic conditions. The paper also describes the role of the government through its National Conservation Strategy, and how this proffers possible solutions to these probems. Such solutions include, among others improved planning and administrative measures in the interest of both protecting water resources against pollution and the possible introduction of an incentive to encourage the collection of rain water, and government legislation which will lead to improvement in the management of both rangelands and livestock to prevent rangeland degradation, as well as the government intention to update its forestry policy to provide a comprehensive National Forestry Management Plan. The paper also examines the efforts of nongovernmental organizations including the Kalahari Conservation Society, the Forestry Association of Botswana, Thusano Lefatsheng and the Botswana Society. These non-governmental organizations are greatly involved in natural resource conservation and utilization and, in addition, they provide avenues for the discussion of issues relating to the environment and natural resources for public awareness. The paper finally discusses the role of community education, by examining the environmental awareness in terms of the population.This paper was presented at the Global Forum '94 Academic Conference, Manchester, UK.  相似文献

The Washington State Environmental Policy Act (SEPA) promotes the conservation of natural resources through procedural review of proposed actions which may impact natural systems. There are, however, many actions specifically exempt from the SEPA review process. Since many exempt actions could have significant adverse effects on natural resources at one location and not another, the SEPA statute contains a provision that enables local governments to designate Environmentally Sensitive Areas (ESAs). Within the ESAs, these potentially adverse activities are subject to SEPA review. Local governments have complete control over the exact definition of the ESA criteria and the types of local projects exempt from SEPA. Whitman County, the most productive wheat-producing county in Washington, has recognized the need for conservation of its natural resources in its comprehensive plan but has not implemented the ESA provision. A representative watershed within Whitman County was used as a case study to identify areas which would qualify for ESA status. In these areas, specific soil, water, and biological characteristics or resources were identified as sensitive to certain common land uses. Significant differences were found between state and county policies regarding ESAs and actual conditions within the watershed. It may be more effective for the state to manage ESAs on a consistent and regional basis.  相似文献

Bioeconomy solutions potentially reduce the utilization demand of natural resources, and therefore, represent steps towards circular economy, but are not per se equivalent to sustainability. Thus, production may remain to be achieved against losses in natural resources or at other environmental costs, and materials produced by bioeconomy are not necessarily biodegradable. As a consequence, the assumption that emerging bioeconomy by itself provides an environmentally sustainable economy is not justified, as technologies do not necessarily become sustainable merely through their conversion to using renewable resources for their production. A source of the above assumption is that the utility of bioeconomy is mostly assessed in interaction between technology developers and economists, resulting in biased assessment with private commercial technology benefits being included, but environmental costs, especially longer term ones, not being sufficiently considered in the economic models. A possible solution to this conceptual contradiction may come from bioethics, as a strong concept in environmental ethics is that no technological intervention can be imposed on nature beyond its receptive capacity. To achieve a better balanced analysis of bioeconomy, environmental and ecological, as well as non-economic social aspects, need to be included in the overall assessment.  相似文献

Siting a geologic repository for isolating highlevel nuclear waste up to 10,000 years is a controversial undertaking never before attempted in the United States. The Nuclear Waste Policy Act of 1982 exempted repository siting from important requirements for environmental review under the National Environmental Policy Act. In December 1987, the Nuclear Waste Policy Amendments Act identified Yucca Mountain as the first site to be characterized for a high-level nuclear waste repository. In light of the unproven nature of the technology being evaluated, the scientific uncertainties associated with Yucca Mountain, and the lack of proven methods for risk evaluation, the environmental policies for repository siting represent a significant departure from more traditional, comprehensive, and interdisciplinary environmental review for siting nuclear projects. The policies warrant further study by those interested in how present as well as future decisions about complex technologies may be made.  相似文献

Increasingly, the urgency of reorienting conventional development paradigms to take into account indigenous institutions and their ecological knowledge base is being recognized in both developed and developing countries. Based on a field research in Ghana, this paper discusses the nature and operation of indigenous economic institutions, their ecological knowledge, norms, beliefs, and practices pertaining to sustainable utilization of natural resources and environmental management. The institutions provide a framework of ideas, guiding principles, and practices that could serve as a foundation for endogenous options and broad-based efforts to solving resource and environmental management problems in the developing world. The paper also discusses limitations of indigenous ecological knowledge and practices.  相似文献

The US Department of Energy (DOE) plans to conduct site characterization studies at Yucca Mountain, Nevada, to determine if the location is a suitable site for a nuclear waste repository. In lieu of traditional environmental review in accordance with the National Environmental Policy Act of 1969, the DOE is relying on an environmental assessment (EA) mandated by the Nuclear Waste Policy Act of 1982 as the cornerstone of its environmental program for the Yucca Mountain Project. Because of statutory restrictions, the EA is not based on comprehensive baseline information. Neither does it address fundamentals of environmental analysis such as ecological integrity and assessment of cumulative impacts. Consequently, the present environmental program for Yucca Mountain reflects decisions made without complete information and integrated environmental review. The shortcomings of the program risk compromising the natural integrity of Yucca Mountain and invalidating future assessment of the ability of a nuclear waste repository located at the site to protect the environment. Significant improvements are needed in the repository siting program before it can serve as a model of how society can evaluate the long-term environmental consequences of advanced technologies, as has been suggested.  相似文献

Abstract: Surface water resources in urban areas serve multiple functions ranging from recreation to wildlife habitat. As a result, diverse values influence people’s views about resource protection, potentially leading to conflicting interests. In metropolitan Portland, Oregon, natural resource planning has recently focused on habitat restoration as well as stormwater and pollution mitigation, especially through the protection of riparian areas. Due to opposition over proposed regulations in the study region, this research examines public attitudes about an array of resource management efforts. The primary research question is: what is the extent of positive–negative attitudes about water resource protection, and what theoretical dimensions underlie diverse judgments? After empirical survey results are presented, I outline a conceptual approach for future assessments of environmental attitudes while highlighting important value‐based dimensions of judgments. Although flexible, the framework allows broad comparisons to advance knowledge about the social acceptability of varied water resource management approaches across diverse places and contexts.  相似文献

ABSTRACT The National Environmental Policy Act of 1969, has been called a revolutionary piece of legislation. It has changed, and is still changing the traditional ways of governmental decision-making. NEPA has strongly influenced the field of water resources management. An environmental statement can now be seen not as a document to support or justify a plan, but an objective assessment of what environmental costs and benefits are involved. New York State has seized upon NEPA as an important feature of its environmental quality management programs and has used the opportunity to comment upon draft environmental statements under NEPA to increase its influences upon Federal decision-making. The Department of Environmental Conservation coordinates and synthesizes all comments and provides one unified State response on a statement. At the State level, lacking a comprehensive “little NEPA”, an extensive environmental analysis program has been built by utilizing a wide spectrum of Federal and State Laws and administrative regulations.  相似文献

Summary Expatriate consultants are employed in developing countries to perform assessments of the consequences to natural resources and the environment of projects for economic development. Eventually (and as soon as possible) the developing countries must be able to do their own assessments and provide continual guidance to economic planning and management. The presence of foreign experts offers an opportunity to transfer technology and skills during the course of consultancies. A training component can be added with appropriate additional compensation. Some of the barriers to successful training are identified and explored. Careful planning by lenders, host country governments, consultants and trainers will be necessary to realize this potential for building and strengthening indigenous capabilities to wisely exploit and sustain the renewable natural resource base. ABSTRACT

Northern coastal regions are facing multiple challenges from accelerating global environmental and socioeconomic changes, such as ecosystem degradation, climate change, intensified resource extraction, land use change and declining populations. Based on interviews with 13 farmers, fishers and aquaculture employees from coastal Nordland, northern Norway, this study demonstrates how the local stakeholders’ perceptions of change and experiences of vulnerability are closely linked to their livelihood values and worldviews. What the informants consider a sustainable and meaningful way of coastal living does not coincide with national goals for sustainable, natural resource dependent development of the region. The article demonstrates the importance of attending to local values if policymakers and managers are to ensure successful local mobilisation, reduce vulnerability to ongoing and future processes of change, and ensure legitimacy and consistency in development goals of coastal zone management. Insights from this study are useful for local and regional decision makers with responsibility for natural resource policies and development efforts.  相似文献

Agenda 21 requires that countries adopt ‘national sustainable development strategies’ (NSDS), and this has been emphasized in several international commitments. Ghana has contributed to the methodology for peer review of such national strategies, as well as to guidelines designed by OECD and the United Nations for the NSDS process. Ghana has also adopted mechanisms to manage its own development planning in a sustainable manner. This article highlights various types of frameworks for sustainable development currently operating in Ghana, and considers to what extent they conform to NSDS principles. The article concludes that Ghana has made progress in several ways, but faces some of the same challenges as other countries in adhering to sustainability principles. The article offers recommendations as to how Ghana can achieve sustainable development. The article is an independent assessment by the author, who has also formulated most of the recommendations, except where otherwise indicated.  相似文献

上海市的海岸线蜿蜒460km,涉及5区1县,潜在滨海旅游资源亟待开发。为了更好地了解和掌握潜在上海滨海旅游资源的现状,结合上海独特的自然禀赋和社会经济条件,参照《旅游资源分类、调查与评价(国家标准)》(GB/T18972-2003),在对上海潜在滨海旅游资源普查的基础上,研究了上海潜在滨海旅游资源分类,分析了潜在滨海旅游资源特征和资源富集区状况,选划出上海应重点开发的6大潜在滨海旅游资源区,并分别就各资源区的开发对策与建议提出初步构想。  相似文献
