Rapid urbanisation, lack of proactive planning and improper allocation of resources may result in socio-economic disparity among and within cities, causing social unrest and environmental injustice in the neighbourhoods. This study aims to examine whether the planning standards for housing schemes in Pakistan are able to maintain equitable access to green spaces within the cities. Ten residential sites in Sheikhupura city with different housing unit sizes and densities were selected for the study. The supply of urban green infrastructure in housing scheme has been assessed: (i) by comparing the percentage of green spaces, including community parks and open spaces and street landscape; and (ii) by calculating per dwelling unit and per capita share of green spaces. These indicators have been studied against the housing density and population density of the schemes by applying correlation and linear regression models. The results show that all the housing schemes plans provide for similar amounts of green space as a percentage of total area. The per capita share of green spaces is very low in high-density areas, but interestingly, the street landscape has a higher potential to contribute to the overall landscape in high-density neighbourhoods, compensating for low per capita green space. Housing unit density and population density must be incorporated in planning standards so planners can effectively devise a mix of community parks, street landscape and private green spaces to help maintain per capita green spaces, and hence environmental resource equality in different parts of the city.  相似文献

The environmental degradation of urban rivers and streams in large cities has led to the development of a variety of public policies. In the city of São Paulo, Brazil, a policy for recovering watercourses and valley floors has been developed with the implementation of riverside parks. This represents a new paradigm for the city in terms of its relationship with rivers and streams. This paper presents the results of an exploratory study, which aimed to analyse riverside parks in the city of São Paulo during the last decade. The study analysed the main management difficulties in relation to these types of urban park during their post-implementation stage, assessing their performance in relation to their social and environmental functions. It addressed issues such as the state of the site before and after the implementation of the riverside park, levels of user satisfaction in relation to the state of the watercourse, sports and leisure facilities, green space, security and the way the park is used. The study showed that riverside parks are recognised as elements that improve the quality of public spaces, socially legitimised as public policies.  相似文献

This article examines the intersection between globalisation and allocation of open public space by testing the spatial equity hypothesis in Hermosillo, Mexico, a regional city impacted directly by global processes. Availability and accessibility of public parks were examined using a geographic information system and neighbourhoods were stratified into quintiles based on socioeconomic status. Overall, the analysis shows that the amount of public park space in Hermosillo is substandard and its distribution reveals a pattern of spatial inequity affecting primarily residents of poor neighbourhoods. We argue that as the economy of the city grows increasingly integrated into global circuits, the global-to-local connection materialises in an unequal competition between globalised spaces and local public space. This, in turn, leads to further relegation of neighbourhoods that are already on the margins of urban equity regarding access to public parks. This study extends prior research conducted in developed countries to a city in a developing nation and fills a vacuum of information that potentially can contribute to a more equitable development in Hermosillo.  相似文献

Greater Doha is experiencing lack of sufficient urban green spaces (UGS) as a result of rapid urbanisation to cater for the fast population growth in the country. The availability of green spaces and the improvement of the green/built-up area ratio have been recognised by planners as a key factor in improving the life quality of city dwellers. This study aims at addressing the adequacy and spatial distribution of public parks in Greater Doha. The current status of public parks is assessed in relation to the population distribution using GIS and remote sensing techniques. The results show that the majority of administrative zones fell well below the adopted public parks standards. The park provision ratio ranged from 0 and 0.03 through 0.43 and 0.48 to 0.92 and 0.99 hectare (ha) per 1000 population, with an average of 0.37. After quantifying this deficiency in UGS, the study suggest remedy by identifying vacant parcels in each zone to match the adopted standards, taking into consideration their spatial distribution and minimum area criteria.  相似文献

In a context of increasing urban sprawl and water scarcity common to other Mediterranean cities, this article focuses on the urban parks in the Region of Barcelona (Catalonia, Spain) to examine how these parks are distributed in this region and to assess whether their design and management follow criteria adapted to Mediterranean environmental conditions, especially in what concerns water use. In order to evaluate the environmental performance of these parks, we selected four factors possibly influencing the adoption of park management practices at the local scale: urban density, population size of the municipality, municipal income per capita, and political orientation of the city council. After determining the location and area of urban parks in the region, we correlated these four explanatory factors with several management tasks extracted from two different samples of parks (one of 315 parks and another of 125 parks) and a survey of 86 city councils. Results show that, in general, urban parks were more frequent in large, dense, and left/green municipalities but that environmentally sound practices were more common in small and low-density municipalities. We conclude that changes in certain practices (especially the substitution of high water demanding species) could improve significantly the environmental performance of public spaces in large urban areas with Mediterranean climates. Our observations may be pertinent for other cities interested in the provision of environmental public goods such as parks that necessitate water for irrigation.  相似文献

Numerous undeveloped and ecologically diverse tracts of land within urban communities in the United States are presently being utilized for a variety of unsupervised recreational activities. The present use and perceived value of residual open spaces adjacent to the Palisades to residents of four communities in northeastern New Jersey was assessed. The results of our survey suggest that parks and open space represent a city service that is not as highly valued as other more visible services, that respondents desire a diversity of recreational experiences, that existing parks and open space provide a narrow range of recreational benefits to users, that benefits of existing parks extend primarily to the provision of active pursuits, and that undeveloped residual open spaces are valued for and provide opportunities for a variety of passive pursuits.Residual open spaces are a resource that contributes towards meeting the aesthetic and recreational needs of city residents. This paper examines the value residents place on public parks in a mid-sized urban area. The analysis makes a direct contribution to the literature by examining the extent to which spatial and neighbourhood context is related to the house price premium or discount associated with public recreational opportunities, natural resource areas and urban greenways. The analysis shows that the value of public parks and greenways varies across space, neighbourhood context and park type. Community area fixed-effects are included to bolster the findings. The findings indicate that park and greenway investment should be planned and managed contextually in urban areas. Park planners can use these findings to inform public policy debates over park investment and, perhaps, support efforts focused on comprehensive neighbourhood planning.  相似文献

Long-term urban resilience requires urban systems with the capacity to respond to change and disturbance and to enhance the conditions for lasting wellbeing. Over the past century Tokyo has demonstrated impressive resilience, especially a capacity to reorganise and rebuild in response to successive major disturbances. Throughout these recoveries, the city-region maintained a focus on re-establishing, improving and maintaining international competitiveness through industrial development. Green spaces in Tokyo provided a flexible, but gradually disappearing resource. Today, to meet the needs of its ageing and minimally expanding population for enhanced wellbeing, Tokyo requires active transition planning covering many intertwined factors, but the adaptive capacity provided by the green space resource is no longer available. The Tokyo case underscores the risk inherent in the depletion of non-renewable resources (in this instance, green space) to secure immediate recovery and accommodate growth and short-term resilience at the expense of long-term resilience.  相似文献

Green space plays an important role in complex urban ecosystems and provides significant ecosystem services with environmental, aesthetic, recreational and economic benefits. Beijing is the capital city of China and has a large population of about 15.81 million. Construction of green spaces is an important part of sustainable development in Beijing. To attain the sustainable development of Beijing as a capital city, an international city, a historical cultural city, and a living amenity city, this article attempts to develop a comprehensive plan of green space development both at the municipal and regional levels. At the municipal level of Beijing, based on the study of green space changes, and taking physical geographic conditions and historical context into account, we propose to establish green barriers in the mountainous area, and plan a comprehensive green space pattern composed of one city, two rings, three networks, eight water areas, nine fields, and several patches in the plain area. At the regional level of the Capital Circle Region, integrating the characteristics and causes of main environmental issues, we design a macroscopic pattern—“barriers by mountains in the northwest,” “seaward open spaces in the southeast,” “grassland-forest-field-coast zones,” and “green-blue symphony”—for ecological restoration and green space construction. Finally, we discuss the principles necessary to implement green space planning considering adaptation to local conditions, composite function exploitation, interregional equity and integrated planning.  相似文献

The provision of green and open space in the face of wider development pressure is a key urban challenge. Despite this, few studies have critically investigated the quality of life implications of such provision. This paper focuses on perceptions of built environment factors and their influence on neighbourhood quality of life. Data are drawn from a household survey questionnaire completed by 483 residents living in three neighbourhoods in Dublin, Ireland – an inner city neighbourhood, a suburb and a peri-urban settlement. Positive perceptions of green and open space were identified as important predictors of high levels of neighbourhood satisfaction, surpassed only by dwelling characteristics. This suggests that development strategies which fail to provide for properly planned green and open spaces may be detrimental to neighbourhood quality of life. Furthermore, the results suggest a need for design solutions which consider neighbourhood typology in achieving improved neighbourhood quality of life.  相似文献

Recent “green” planning initiatives envision food production, including urban agriculture and livestock production, as desirable elements of sustainable cities. We use an integrated urban political ecology and human–plant geographies framework to explore how foraging for “wild” foods in cities, a subversive practice that challenges prevailing views about the roles of humans in urban green spaces, has potential to also support sustainability goals. Drawing on research from Baltimore, New York City, Philadelphia, and Seattle, we show that foraging is a vibrant and ongoing practice among diverse urban residents in the USA. At the same time, as reflected in regulations, planning practices, and attitudes of conservation practitioners, it is conceptualised as out of place in urban landscapes and an activity to be discouraged. We discuss how paying attention to urban foraging spaces and practices can strengthen green space planning and summarise opportunities for and challenges associated with including foragers and their concerns.  相似文献

Past on-site experience was linked to the crowding perceptions and use displacement of 383 on-site visitors to the peri-urban Danube Floodplains National Park, Austria. Three visitor groups were determined according to their area experience: local residents from Vienna and rural communities, having the highest level of experience; regional visitors from the city and eastern Austria; and tourists from Austria and abroad with the lowest degree of experience. Crowding perceptions were significantly different across the user groups. More than 50% of local residents perceived the national park as crowded, whereas only 27% of regional visitors and 19% of tourists reported such an evaluation. Even among local residents and regional visitors, respondents with more on-site experience expressed a greater impression of a crowded park. Differences in crowding evaluations between local rural and urban residents and between regional rural and urban visitors were not found. For 27% of local residents and 15% of regional visitors, use levels were so unacceptable that they displaced temporally and spatially, whereas use displacement was relatively irrelevant for tourists. The use displacement strategies involved differ among the three user groups. Management implications were discussed, taking the specific situation of the small national park on the urban-rural fringe into consideration.  相似文献

Urban living environments are known to influence human well-being and health; however, little is known about the multidimensionality of different environmental burdens. The aim of this study is to examine the relations between multiple burdens and self-rated health of city residents in Berlin. A spatial analysis was conducted to determine neighborhood street blocks with high versus low levels of three environmental burdens (traffic noise, air pollution, lack of public green space) as study sites for a cross-sectional household questionnaire. Burden level served as a dichotomous predictor to compare residents' self-reports of neighborhood satisfaction, life satisfaction, health behavior, and psychological and physical health symptoms. Residents from high-burden blocks appraised the environmental conditions more stressful, reported poorer health behavior and were less satisfied with their neighborhood than residents from low-burden blocks. However, they did not differ in regard to more general health symptoms. Three other burdens (behavior-related noise, litter and dirt in public space, lack of urban vegetation), which could not be varied objectively, were assessed by their perceived intensity. Regression analyses of the relations between the perceived levels of all six burdens and outcomes in the total sample revealed the following: Neighborhood satisfaction could be predicted from multiple stressors and resources that co-occur independently, while more general health symptoms were related only to perceived air pollution. The results have implications for both urban planning and public health.  相似文献

Within the park-deprived inner-city landscapes of Los Angeles, an unprecedented change is underway. Long considered to be the epitome of anti-nature, Los Angeles is witnessing a boom in park development and ecological restoration. Derelict, blighted and contaminated inner-city brownfield sites are being converted to greenspaces, nature parks and wildlife refuges. Indeed, Los Angeles has been the recent recipient of hitherto unimaginable political and fiscal support to ameliorate the dearth of parks in its neglected urban core. This paper situates the current round of park development within its historical context, by focusing on a very particular local site—the Kenneth Hahn State Recreation Area. Applying the theoretical lens of political ecology, the authors trace some of the political, economic, ecological and institutional factors from the late 1920s onwards, which engendered the creation of a park atop an oilfield. In so doing, the authors deepen the understanding of how local greenspace allocation, poverty, race and political power are oftentimes complexly entangled. Precursor to a much larger project currently in the planning and development stages, the creation of the Kenneth Hahn State Recreation Area reveals some of the ways that the Southern California oil industry has shaped nature spaces in Los Angeles.  相似文献

In 2008, the city of Philadelphia made increasing healthy food access a priority for sustainable development. Recognising that almost 25% of the population are considered food insecure, government agencies, non-governmental organisations and community leaders sought to increase food access through increasing food production and access to land in the city. Urban agriculture has gradually been incorporated in sustainability narratives in the past decade, both providing a platform for advocates to inform on policymaking, and potentially stripping away the political and activist origins of gaining access to food, land and green spaces in the city. In this paper, we argue that the depoliticising of urban agriculture advocacy through its incorporation in sustainability planning may serve to increase existing inequities in the city. Focusing on the policy-making scale, we examine measures enacted under the Philadelphia Greenworks Sustainability Plan to facilitate urban agriculture in the city. Our preliminary findings suggest that the processes by which urban agriculture gains acceptance demonstrate a disconnect in urban agriculture advocacy and policymaking and further work is needed to understand the impacts of the formalising of urban agriculture in Philadelphia.  相似文献

Fast economic and social changes in recent years in China have brought massive expansion, redevelopment, and restructuring of cities. These changes offer cities the opportunity to improve environmental quality through urban green spaces (UGSs) and to address the challenges of meeting community aspirations. This study explored peoples’ minds concerning UGSs in Guangzhou city in south China in relation to the following: (1) knowledge and perception of 25 ecosystem services and 8 negative impacts; (2) attitude toward site condition and management; (3) expectation of landscape design; and (4) preference ranking of venues. A questionnaire was designed to solicit opinions from 340 respondents randomly chosen from residents living in the study area. The results indicated widespread recognition of ecosystem services and strong support of UGS programs. Negative responses were weakly expressed. Amelioration of urban microclimate and environmental quality were emphasized. Environmental functions stressed in publicity programs, together with aggravating environmental problems in the city, tended to focus respondents’ attention on UGS benefits. Wildlife habitat, species conservation and other natural ecosystem services drew limited concerns. Awareness of economic benefits was very low. Visual-landscape contributions with strong preference for naturalistic design and recreational benefits were highlighted. Compared with other countries, Guangzhou residents were characterized by visual–scenic–recreation orientation and pragmatic–utilitarian perception of UGSs, reflecting underlying differences in the understanding of inherent ecosystem services of green spaces. Relevant UGS policies and practices could adopt the approaches of market survey, citizen participation, and precision planning in order to meet increasingly mature and refined demands. Citizens’ understanding of high-order ecosystem services could be enhanced to encourage appreciation of nature and their associated benefits.  相似文献

This paper suggests a number of benefits in identifying urban and regional planners as a public in public participation programs of water resources planning studies. A perspective on public participation is presented. Recent trends and developing concepts are identified: emphasis on the need to coordinate urban and regional planning activities with water resources planning, increasing system complexity, the goals and objectives orientation of planning, planning for multi-objectives, the evaluation of a broader range of alternatives, and the consideration of water alternatives as only one set of measures to further society's aspirations. One way to assist in capitalizing on these trends is to seek out participation of those in other planning efforts who are involved in planning but on a different level. Because of their intimate knowledge of an areas history, growth and development, political climate, local perceptions of needs and desires, and major problems and issues they are able to contribute a great deal of insight in making the water resources planning effort more responsive at the local level. The paper describes one of the first major efforts at working-level public-planner contact which was carried out as part of the Susquehanna River Basin Study. A regional survey team comprised of an engineer and an economist from a federal agency and a state water resources planner met informally with planners, city managers, and local planning commissions to discuss issues related to water resources and the growth and development of local areas. This effort while only part of the overall public participation program yielded a number of benefits and if expanded and refined would be a very useful experience in other studies.  相似文献
