Land use change in California,USA: Nonpoint source water quality impacts   总被引:2,自引:0,他引:2  
California’s population increased 25% between 1980 and 1990, resulting in rapid and extensive urbanization. Of a total 123,000 ha urbanized in 42 of the state’s 58 counties between 1984 and 1990, an estimated 13% occurred on irrigated prime farmland, and 48% on wildlands or fallow marginal farmlands. Sixty-six percent of all new irrigated farmland put into production between 1984 and 1990 was of lesser quality than the prime farmland taken out of production by urbanization. Factors dictating the agricultural development of marginal farmlands include the availability and price of water and land, agricultural commodity prices, and technical innovations such as drip irrigation systems that impact the feasibility and costs of production. The increasing amount of marginal farmland being put into production could have significant water quality consequences because marginal lands are generally steeper, have more erodible soils, poorer drainage, and require more fertilizer than prime farmlands. Although no data exist to test our hypothesis, and numerous variables preclude definitive predictions, the evidence suggests that new irrigated marginal lands can increase nonpoint source (NPS) pollution for a given size area by an order of magnitude in some cases.  相似文献

Agroforestry systems are fundamental features of the rural landscape of the Indian state of Kerala. Yet these mixed species systems are increasingly being replaced by monocultures. This paper explores how public policies on land tenure, agriculture, forestry and tree growing on private lands have interacted with farmer preferences in shaping land use dynamics and agroforestry practices. It argues that not only is there no specific policy for agroforestry in Kerala, but also that the existing sectoral policies of land tenure, agriculture, and forestry contributed to promoting plantation crops, even among marginal farmers. Forest policies, which impose restrictions on timber extraction from farmers’ fields under the garb of protecting natural forests, have often acted as a disincentive to maintaining tree-based mixed production systems on farmlands. The paper argues that public policies interact with farmers’ preferences in determining land use practices.  相似文献

There are several environmental processes occurring under aquifer overexploitation conditions. These processes include groundwater table decline, subsidence, attenuation and drying of springs, decrease of river flow, and increased pollution vulnerability, among others processes. Some of these effects have been observed on the Upper Basin of the Lerma River. The Lerma River begins in the SE of the Valley of Toluca at 2,600 m asl, in the wetland known as Lagoons of Almoloya del Río. This wetland is made up of a group of lagoons, which are an important aquatic system from an environmental point of view. The water inflow of this wetland is a discharge of springs, which occur between the fractured volcanic material of the mountain range and granular volcanic–continental deposits of the Valley of Toluca aquifer. The intensive exploitation of the Valley of Toluca aquifer to supply urban and industrial water to Mexico City and Toluca began in 1950 and is responsible for a steady decline of piezometric levels of 1–3.5 m/yr. Other effects of this exploitation—the drying of the wetland, the decrease of river flow and the land subsidence—caused serious ecological and social impacts. The authorities declared this aquifer as overexploited in order to reduce the exploitation and preserve the availability of water resources in this important region.  相似文献

ABSTRACT

The number of households migrating to agricultural villages has sharply increased in the Republic of Korea (South Korea) since the late 1990s when the Asian economic crisis developed. This study investigates the environmental behaviour and the socio-economic characteristics of urban-rural migrant farming households and provides insights into their significance for rural sustainability in South Korea. The study is based on survey data collected in 2016 from a sample of 166 migrant farming households and 46 native farming households from the Namwon region in South Korea. The migrant farming households are divided into 29 return and 137 non-return farming households. It was found that most non-return migrants are organic farmers, and can be characterised as anti-urban, amenity-pursuing, green, and lifestyle migrants. It is no wonder that they have a strong intent to make their new home an environmentally, socially and economically sustainable place for their children. Thus, appropriate policy measures need to be designed in such a way to facilitate the synergy between the repopulation of rural areas by farming migrants, their uptake of organic farming, their active engagement in community rebuilding, and regional economic development.  相似文献

Economic impact analysis (EIA) of outdoor recreation can provide critical social information concerning the utilization of natural resources. Outdoor recreation and other non-consumptive uses of resources are viewed as environmentally friendly alternatives to extractive-type industries. While outdoor recreation can be an appropriate use of resources, it generates both beneficial and adverse socioeconomic impacts on rural communities. The authors used EIA to assess the regional economic impacts of rafting in Grand Canyon National Park. The Grand Canyon region of northern Arizona represents a rural US economy that is highly dependent upon tourism and recreational expenditures. The purpose of this research is twofold. The first is to ascertain the previously unknown regional economic impacts of Grand Canyon river runners. The second purpose is to examine attributes of these economic impacts in terms of regional multipliers, leakage, and types of employment created. Most of the literature on economic impacts of outdoor recreation has focused strictly on the positive economic impacts, failing to illuminate the coinciding adverse and constraining economic impacts. Examining the attributes of economic impacts can highlight deficiencies and constraints that limit the economic benefits of recreation and tourism. Regional expenditure information was obtained by surveying non-commercial boaters and commercial outfitters. The authors used IMPLAN input-output modeling to assess direct, indirect, and induced effects of Grand Canyon river runners. Multipliers were calculated for output, employment, and income. Over 22,000 people rafted on the Colorado River through Grand Canyon National Park in 2001, resulting in an estimated $21,100,000 of regional expenditures to the greater Grand Canyon economy. However, over 50% of all rafting-related expenditures were not captured by the regional economy and many of the jobs created by the rafting industry are lower-wage and seasonal. Policy recommendations are given for increasing the regional retention of rafting expenditures and for understanding both the beneficial and adverse impacts that accompany outdoor recreation in rural areas.  相似文献

In this article, we hypothesize that in addition to participation status and household characteristics, the impact of China’s Sloping Land Conversion Program on income growth and labor transfer is determined by local economic conditions, program range, and political leadership, and the degree of impact on income may vary among different economic sectors. To test these propositions, we have compiled a panel data set of 600 households in three counties in the Loess Plateau region, with observations for times both prior to and after the program’s inception (1999 and 2006), for both aggregate and categorical incomes, and for both participating and non-participating households. Using a difference in differences model and repeated cross-sectional data, we find that participation status, local economic conditions, program extent, and political leadership indeed have significant impacts on household income and off-farm employment. Moreover, the effects of participation on crop production income, animal husbandry income, and off-farm income vary substantially. These results carry major policy implications in terms of how to improve the effectiveness and impact of ecological restoration efforts in and outside of China.  相似文献

Increased soil erosion on sloped land has become a significant environmental concern in China that has been attributed to human activities such as deforestation, over-cultivation, and over-grazing of livestock. In order to reduce soil erosion on sloped lands, the Chinese government has responded by implementing large-scale, ecological rehabilitation programs, including the "Grain for Green" reforestation project. This program involves financial incentives to transition farmers into other economic activities with the goal of reducing ecological pressures and degradation. Because of the scope and potential impacts from these programs, detailed research is needed to understand their social and ecological effects. This paper reports on research conducted in Tianquan County, Sichuan Province, and Wuqi County, Shaanxi Province, that evaluates the effects of the program upon local economies and household livelihood systems. The paper argues that the successful conversion of farmland under "Grain for Green" depends upon local government involvement, local economic development, and funding for local projects. Without economic development within rural economies, we conclude that farmers will remain dependent upon continued subsidy assistance to meet the policy's ambitious environmental restrictions, thereby undermining the program's long-term sustainability.  相似文献

Solomon Islands is vulnerable to negative impacts from climate change, where people’s livelihoods and their well-being are threatened, especially the viability of isolated communities. Realising the increasing risks from climate change on communities, government, in partnership with aid-donor partners, has invested millions of dollars in climate change projects, through mitigation and adaptation strategies. As a form of adaptation, the government invests in programmes aimed at increasing the adaptive capacity of the vulnerable communities through landscape and seascape projects across the rural communities. Focusing on the “transformation concept” as a long-term adaptation strategy and enlargement of climate engineering and ecological resilience concepts, the paper discusses why building resilience from transformation of rural communities, as well as from landscape and seascape projects, would benefit communities and relevant authorities. This paper describes the findings of a study on two rural villages, Keigold and Mondo, from Ranogha Islands, Western Province, in Solomon Islands, where 80% of households decided to relocate from their old village “Mondo” to their new home “Keigold” after an earthquake in 2007, as part of a self-initiative. The reallocation process can be seen as a case of pro-active community transformation that provides valuable lessons to other rural communities that may be forced to move due to impacts from natural catastrophes, including those explained by climate change risks. Lessons from this experience suggest that policy-makers and non-government organisations should consider and empower local transformation initiatives as a way to building long-term adaptation to climate change.  相似文献

Wetlands in the Sanjiang Plain are rich in biodiversity and natural resources in the northeast of China. However, this wetland area has decreased in size and deteriorated in quality owing to expanded agricultural activities since the 1950s. Converting farmlands to wetlands is necessary to improve these conditions. Using Remote Sensing (RS) and Geographic Information Systems (GIS) technologies, we derived farmland productivity data and hydrology data for the Sanjiang Plain. The farmland productivity data were derived from land use and net primary productivity (NPP) data of the MODIS products. We obtained three productivity farmland classes (low, medium, and high) through the NPP anomaly percentage method. We were only concerned with the low-productivity farmland. Hydrology data were modeled with a wetness index, which was derived from Digital Elevation Model (DEM) data. Based on these two data layers, we identified and prioritized sites for the conversion of farmlands to wetlands. The areas with low farmland productivity and medium or high wetness values have potential to support the conversion of farmlands to wetlands. Potential sites were prioritized in terms of patch size and proximity to natural wetlands and water bodies. We obtained three priority classes, among which the high-priority class would be used as the areas for the recent conversion of farmlands to wetlands. The area of this class was 75,888 ha and accounted for 1.3% of the total farmland area.  相似文献

ABSTRACT: Recreation has produced substantial employment, incomes, economic development, and migration impacts since completion of the McCle-lan-Kerr Arkansas River Navigation System. These impacts support the influence of navigation, hydropower, flood control, and channel stabilization outputs on regional development. The marked success is not without substantial costs in public resources, including manpower which are devoted to recreational management. Increasing the share of financial resources obtained from recreational users and transfer of management responsibilities to nonfederal agencies, including private concessionaires is recommended.  相似文献

This article examines the sustainability of the Grain for Green Project in the Wolong Nature Reserve. Pertinent data were collected through a questionnaire survey and a spatial analysis of reforested lands. The study results identified four critical issues that may influence the sustainability of the project in the study area. The first issue is concerned with the project’s impacts on local sustenance. Because local grain consumption depends greatly on compensation awarded by the project, the potential for sustainability of the project is compromised. The second issue is that the project causes negative effects on local incomes in the Wolong Nature Reserve, which may undermine local economic prospects. The third issue is that the project failed to deliver suitable habitat for the giant panda, although two of the suitability requirements that deal with landform features were met. Lastly, the project neglects great differences among geographical areas in the country, providing the same compensation and length of compensation period to all participants. Appropriate compensation mechanisms should be established and adapted to local economic, environmental, and social conditions. In managing nature reserves and moving toward sustainability, ensuring all aspects of local socioeconomic and ecological/environmental issues are properly addressed is a real challenge. Based on our study, some recommendations for improving sustainability of the project are given.  相似文献

Common farmland birds are declining throughout Europe; however, marginal farmlands that escaped intensification or land abandonment remain a haven for farmland species in some Mediterranean mountains. The purpose of this study is to identify the most important anthropogenic microhabitat characteristics for Red-Backed Shrike (Lanius collurio), Corn Bunting (Miliaria calandra) and Common Whitethroat (Sylvia communis) in three such areas within the newly established Northern Pindos National Park. We compare land use structural and physiognomic characteristics of the habitat within 133 plots containing birds paired with randomly selected “non-bird” plots. Using logistic regression and classification-tree models we identify the specific habitat requirements for each of the three birds. The three species show a preference for agricultural mosaics dominated by rangelands with scattered shrub or short trees mixed with arable land. Areas with dikes and dirt roads are preferred by all three species, while the presence of fences and periodically burned bushes and hedges are of particular importance for Red-Backed Shrike. Across the gradient of vegetation density and height, M. calandra is mostly found in grasslands with few dwarf shrubs and short trees, S. communis in places with more dense and tall vegetation of shrub, trees and hedges, and L. collurio, being a typical bird of ecotones, occurs in both habitats and in intermediate situations. In all cases those requirements are associated with habitat features maintained either directly or indirectly by the traditional agricultural activities in the area and particularly by the long established extensive controlled grazing that prevent shrub expansion.  相似文献

This article discusses environmental sustainability in aquaculture and its contribution to poverty alleviation, based on field studies in Sri Lanka and the Philippines. The aquaculture practices studied are the monoculture of the black tiger prawn (Penneaus monodon) and milkfish (Chanos chanos) and the polyculture of the two species together with the mud crab (Scylla serrata). Factors affecting economic viability, social equity and environmental impacts in aquaculture are discussed and used to illuminate local and regional differences between aquaculture in Sri Lanka and the Philippines. Findings indicate that the most significant difference is the level of participation by local people (i.e., people originating ≤10 km away from the farm location). In the Philippines, 84 % of the people involved in aquaculture are locals, whereas in Sri Lanka, 55% are outsiders. Whether differences between the two areas can be explained by analyzing regional conditions, which might have resulted in different aquaculture practices, is discussed. In Sri Lanka, semi-intensive shrimp monoculture is currently the most common practice, whereas in the Philippines, extensive shrimp/fish polyculture is more common. Previous studies, as well as fieldwork, indicate that extensive culture practices reduce environmental impacts and benefit local people more. Sustainability in aquaculture is, however, also dependent on the extent of mangrove conversion into ponds. As such, extensive and locally owned farms do not necessarily result in an all but sustainable situation. Keeping this in mind, it is discussed if extensive polyculture practices might result in a more sustainable aquaculture, both environmentally and socioeconomically.  相似文献

Biodiversity offsets are increasingly being used for securing biodiversity conservation outcomes as part of sustainable economic development to compensate for the residual unavoidable impacts of projects. Two recent New Zealand examples of biodiversity offsets are reviewed—while both are positive for biodiversity conservation, the process by which they were developed and approved was based more on the precautionary principal than on any formal framework. Based on this review and the broader offset literature, an environmental framework for developing and approving biodiversity offsets, comprising six principles, is outlined: (1) biodiversity offsets should only be used as part of an hierarchy of actions that first seeks to avoid impacts and then minimizes the impacts that do occur; (2) a guarantee is provided that the offset proposed will occur; (3) biodiversity offsets are inappropriate for certain ecosystem (or habitat) types because of their rarity or the presence of threatened species within them; (4) offsets most often involve the creation of new habitat, but can include protection of existing habitat where there is currently no protection; (5) a clear currency is required that allows transparent quantification of values to be lost and gained in order to ensure ecological equivalency between cleared and offset areas; (6) offsets must take into account both the uncertainty involved in obtaining the desired outcome for the offset area and the time-lag that is involved in reaching that point.  相似文献

The way we learn about our environments—be they farms, forests, or tribal lands—has implications for the formulation of environmental policy. This article presents the findings of how residents learned about their environments in two rural case studies conducted in northern Queensland and relates these to the concept of “primal landscapes,” which is concerned with the interaction that occurs between children and the environments in which they mature. Rather than focusing specifically on built environments or natural environments, the article draws on an approach that conceptualizes environment as meaning-laden places in which we live and work, which integrate social, cultural, biological, physical, and economic dimensions. In drawing insights for environmental policy, the article draws attention to the timing of policy interventions, the significance of experiential environmental education, the potential to learn from place-based festivals, and the importance of learning from extreme events such as fires and floods.  相似文献

In the examination of the implementation of rural drinking water facilities, not enough attention has been paid to analyzing the socioeconomic and political relationships that affect the effective utilization of the facilities, particularly as these relate to women in rural society. This paper suggests that much of the difficulty in instituting the utilization of safe water supply sources has to do with the rather low economic status of women—the main water collectors. Poverty consigns women to long periods of work in activities or jobs that bring little reward. This makes it difficult to effectively digest the messages delivered by program staff and limits the extent of usage of the safe water facilities.  相似文献

Institutions are the rules and norms that guide societal behavior. As societies evolve—with more diverse economies, increased populations and incomes, and more water scarcity—new and more complex water management institutions need to be developed. This evolution of water management institutions may also be observed across different constituencies, with different societal needs, in the same time period. The Red River of the North basin is particularly well suited for research on water management issues. A key feature of water management in the Red River Basin is the presence of three completely different sets of water law. Minnesota’s water law is based upon riparian rights. North Dakota’s water law is based upon prior appropriation. Manitoba has a system of water allocation that features provincial control. Because the basin is fairly homogeneous in terms of land use and geographic features, its institutional diversity makes this an excellent case study for the analysis of local water institutions. This article reviews the local water management institutions in the Red River Basin and assesses the ongoing institutional evolution of local water management.  相似文献

Green space plays an important role in complex urban ecosystems and provides significant ecosystem services with environmental, aesthetic, recreational and economic benefits. Beijing is the capital city of China and has a large population of about 15.81 million. Construction of green spaces is an important part of sustainable development in Beijing. To attain the sustainable development of Beijing as a capital city, an international city, a historical cultural city, and a living amenity city, this article attempts to develop a comprehensive plan of green space development both at the municipal and regional levels. At the municipal level of Beijing, based on the study of green space changes, and taking physical geographic conditions and historical context into account, we propose to establish green barriers in the mountainous area, and plan a comprehensive green space pattern composed of one city, two rings, three networks, eight water areas, nine fields, and several patches in the plain area. At the regional level of the Capital Circle Region, integrating the characteristics and causes of main environmental issues, we design a macroscopic pattern—“barriers by mountains in the northwest,” “seaward open spaces in the southeast,” “grassland-forest-field-coast zones,” and “green-blue symphony”—for ecological restoration and green space construction. Finally, we discuss the principles necessary to implement green space planning considering adaptation to local conditions, composite function exploitation, interregional equity and integrated planning.  相似文献

Poverty, hunger and demand for agricultural land have driven local communities to overexploit forest resources throughout Ethiopia. Forests surrounding the township of Humbo were largely destroyed by the late 1960s. In 2004, World Vision Australia and World Vision Ethiopia identified forestry-based carbon sequestration as a potential means to stimulate community development while engaging in environmental restoration. After two years of consultation, planning and negotiations, the Humbo Community-based Natural Regeneration Project began implementation—the Ethiopian organization’s first carbon sequestration initiative. The Humbo Project assists communities affected by environmental degradation including loss of biodiversity, soil erosion and flooding with an opportunity to benefit from carbon markets while reducing poverty and restoring the local agroecosystem. Involving the regeneration of 2,728 ha of degraded native forests, it brings social, economic and ecological benefits—facilitating adaptation to a changing climate and generating temporary certified emissions reductions (tCERs) under the Clean Development Mechanism. A key feature of the project has been facilitating communities to embrace new techniques and take responsibility for large-scale environmental change, most importantly involving Farmer Managed Natural Regeneration (FMNR). This technique is low-cost, replicable, and provides direct benefits within a short time. Communities were able to harvest fodder and firewood within a year of project initiation and wild fruits and other non-timber forest products within three years. Farmers are using agroforestry for both environmental restoration and income generation. Establishment of user rights and local cooperatives has generated community ownership and enthusiasm for this project—empowering the community to more sustainably manage their communal lands.  相似文献
