A multivariate statistical method for analyzing spatial patterns of water quality in Georgia and Kansas was tested using data in the US Environmental Protection Agency's STORET data system. Water quality data for Georgia and Kansas were organized by watersheds. We evaluated three questions: (a) can distinctive regional water quality patterns be detected and predicted using only a few water quality variables, (b) are regional water quality patterns correlated with terrestrial biotic regions, and (c) are regional water quality patterns correlated with fish distributions? Using existing data, this method can distinguish regions with water quality very different from the average conditions (as in Georgia), but it does not discriminate well between regions that do not have diverse water quality conditions (as in Kansas). Data that are spatially and temporally adequate for representing large regions and for multivariate statistical analysis are available for only a few common water quality parameters. Regional climate, lithology, and biotic regimes all have the potential to affect water quality, and terrestrial biotic regions and fish distributions do compare with regional water quality patterns, especially in a state like Georgia, where watershed characteristics are diverse. Thus, identifiable relationships between watershed characteristics and water quality should allow the development of an integrated landaquatic classification system that would be a valuable tool for resource management. Because geographical distributions of species may be limited by Zoogeographic and environmental factors, the recognition of patterns in fish distributions that correlate with regional water quality patterns could influence management strategies and aid regional assessments.  相似文献

The critical loads approach is emerging as an attractive means for evaluating the effects of atmospheric deposition on sensitive terrestrial and aquatic ecosystems. Various approaches are available for modeling ecosystem responses to deposition and for estimating critical load values. These approaches include empirical and statistical relationships, steady-state and simple process models, and integrated-effects models. For any given ecosystem, the most technically sophisticated approach will not necessarily be the most appropriate for all applications; identification of the most useful approach depends upon the degree of accuracy needed and upon data and computational requirements, biogeochemical processes being modeled, approaches used for representing model results on regional bases, and desired degree of spatial and temporal resolution. Different approaches are characterized by different levels of uncertainty. If the limitations of individual approaches are known, the user can determine whether an approach provides a reasonable basis for decision making. Several options, including point maps, grid maps, and ecoregional maps, are available for presenting model results in a regional context. These are discussed using hypothetical examples for choosing populations and damage limits. The research described in this article has been funded by the US Environmental Protection Agency. The United States Environmental Protection Agency, with support from the US Department of Energy and the National Oceanographic and Atmospheric Administration, has been evaluating the feasibility of an effects-based (critical loads) approach to atmospheric pollutant regulation and abatement. The rationale used to develop three of the six steps in a flexible assessment framework (Strickland and others, 1992) is presented along with a discussion of a variety of implementation approaches and their ramifications. The rationale proposes that it is necessary to provide an explicit statement of the condition of the resource that is considered valuable (assessment end point) because: (1) individual ecosystem components may be more or less sensitive to deposition, (2) it is necessary to select indicators of ecosystem condition that can be objectively measured and that reflect changes in the quality of the assessment end point, and (3) acceptable status (i.e., value of indicator and quality of assessment end point at critical load) must be defined. The rationale also stresses the importance of defining the assessment regions and subregions to improve the analysis and understanding of the indicator response to deposition. Subregional definition can be based on a variety of criteria, including informed judgment or quantitative procedures. It also depends on the geographic scale at which exposure and effects models are accurate and on data availability, resolution, and quality. Perspectives on the nature and definition of ecological regions   总被引:1,自引:0,他引:1  
Among environmental managers, recognition of the importance of integrating management activities across agencies and programs that have different responsibilities for the same geographic areas has created an awareness of the need for a common hierarchical framework of ecological regions (ecoregions) to implement the strategy. Responding to this need in the United States, nine federal agencies have signed a memorandum of understanding on the subject of developing a common framework of ecoregions. However, considerable disagreement over how to define ecoregions and confusion over the strengths and limitations of existing frameworks stand in the way of achieving this goal. This paper presents some perspectives on the nature and definition of ecoregions related to this confusion and provides a brief overview of the weight of evidence approach to mapping ecoregions, using an example initiated by the US Environmental Protection Agency. To effectively implement ecosystem assessment, management, and research at local, regional, and national levels, research is needed to increase our understanding of ecoregions. We must find ways to illustrate the nature of ecoregion boundaries and the variability of characteristics within ecoregions as they relate to management issues. Research must also be conducted on comparing existing frameworks and developing indices of ecological integrity to effectively evaluate their usefulness.  相似文献

The United States Environmental Protection Agency (EPA), with the assistance of the US Department of Energy (DOE) and the National Oceanographic and Atmospheric Administration (NOAA) is examining the utility of a critical loads approach for evaluating atmospheric pollutant effects on sensitive ecosystems. A critical load has been defined as, “a quantitative estimate of an exposure to one or more pollutants below which significant harmful effects on specified sensitive elements of the environment do not occur according to present knowledge.” Working in cooperation with the United Nations Economic Community for Europe’s (UN-ECE) Long Range Transboundary Air Pollution (LRTAP) Convention, the EPA has developed a flexible, six-step approach for setting critical loads for a range of ecosystem types. The framework is based on regional population characteristics of the ecosystem(s) of concern. The six steps of the approach are: (1) selection of ecosystem components, indicators, and characterization of the resource; (2) definition of functional subregions; (3) characterization of deposition within each of the subregions; (4) definition of an assessment end point; (5) selection and application of models; and (6) mapping projected ecosystem responses. The approach allows for variable ecosystem characteristics and data availability. Specific recognition of data and model uncertainties is an integral part of the process, and the use of multiple models to obtain ranges of critical loads estimates for each ecosystem component in a region is encouraged. Through this intercomparison process uncertainties in critical loads projections can be estimated. The research described in this article has been funded by the US Environmental Protection Agency. Ecological regions are areas of similar climate, landform, soil, potential natural vegetation, hydrology, or other ecologically relevant variables. The makeup of aquatic biological assemblages (e.g., fish, macroinvertebrates, algae, riparian birds, etc.) varies dramatically over the landscape, as do the environmental stresses that affect the condition of those assemblages. Ecoregions delineate areas where similar assemblages are likely to occur and, therefore, where similar expectations can be established. For this reason, ecological regions have proven to be an important tool for use in the process of ecological assessment. This article describes four examples of the use of ecological regions in important aspects of environmental monitoring and assessment: (1) design of monitoring networks; (2) estimating expected conditions (criteria development); (3) reporting of results; (4) setting priorities for future monitoring and restoration. By delineating geographic areas with similar characteristics, ecological regions provide a framework for developing relevant indicators, setting expectations through the use of regional reference sites, establishing ecoregion-specific criteria and/or standards, presenting results, focusing models based on relationships between landscape and surface water metrics, and setting regional priorities for management and restoration. The Environmental Protection Agency and many state environmental departments currently use ecoregions to aid the development of environmental criteria, to illustrate current environmental condition, and to guide efforts to maintain and restore physical, chemical and biological integrity in lakes, streams, and rivers.  相似文献

ABSTRACT: The use of watersheds to conduct research on land/water relationships has expanded recently to include both extrapolation and reporting of water resource information and ecosystem management. More often than not, hydrologic units (HUs) are used for these purposes, with the implication that hydrologic units are synonymous with watersheds. Whereas true topographic watersheds are areas within which apparent surface water drains to a particular point, generally only 45 percent of all hydrologic units, regardless of their hierarchical level, meet this definition. Because the area contributing to the downstream point in many hydrologic units extends far beyond the unit boundaries, use of the hydrologic unit framework to show regional and national patterns of water quality and other environmental resources can result in incorrect and misleading illustrations. In this paper, the implications of this misuse are demonstrated using four adjacent HUs in central Texas. A more effective way of showing regional patterns in environmental resources is by using data from true watersheds representative of different ecological regions containing particular mosaics of geographical characteristics affecting differences in ecosystems and water quality.  相似文献

The environmental situation in Ghana is characterized by desertification, land degradation, deforestation, soil erosion, and inadequate water supply in the northern regions of the country. The population as a whole is growing at a rate of 3% per annum, with even greater urban growth rates, due to rural out-migration. Large parts of the coastal zone in the south are rapidly developing to become one large suburbanized area. Water quality is particularly threatened in the urban and industrialized areas, which are mainly located in the southern part of the country. The coastal lagoons and coastal waters are moderately to heavily polluted. Erosion extends along the whole Ghanaian coast with excesses, for example, in the Keta area, where during the last century over 90% of the original buildings have been washed awayby the sea. The obvious environmental consequences of the mining sector are illustrative of the environmental threats caused by a fast growing industry and industrializing agriculture, in a country where environmental policy is only in its formative years. Desertification, food insecurity and coastal erosion all contribute to an increasing number of environmental refugees. Environmental policy in Ghana is a post-Rio phenomenon. Environmental laws, a Ministry of Environment, Science and Technology, an advisory National Committee for the Implementation of Agenda 21, and a fully mandated environmental administration have been established. This administration advocates a progressive attitude towards environmental legislation and points out the specific utility of economic and legal instruments in environmental management in this relatively fast developing country. The choice of instruments for environmental management is increasingly influenced by the specific state of African environmental and technological capacity and by a call for the recognition of the role of traditional customs in nature conservation. This African perspective on environmental management is further intensified by an unmet need for regional, transboundary cooperation in the West African subcontinent. This specific West African context calls for an elaboration of an effective capacity-building program for environmental management in the area.  相似文献

Collaboration has rapidly become the dominant paradigm in natural resource management, but there are many dilemmas about how it is applied effectively. In southwest Oregon, agencies, watershed councils and other stakeholders are developing a river basin approach to assess ecological health and set priorities for restoration. An analysis of this process reveals considerable progress in this innovative effort and it reveals several implications for collaboration at a regional scale, including: tensions between technical complexity and open participation, difficulties with information exchange for joint management, the relationships between technical issues and policy issues, the role of regional policy in supporting collaborative efforts, and the importance of institutional arrangements.  相似文献

/ Environmental settings were defined, through an overlay process, as areas of coincidence between categories of three mapped variables\Mland use, surficial geology, and soil drainage characteristics. Expert judgment was used in selecting factors thought to influence sediment and nutrient concentrations in the Albemarle-Pamlico drainage area. This study's findings support the hypothesis that environmental settings defined using these three variables can explain variations in the concentration of certain sediment and nutrient constituents. This finding underscores the importance of developing watershed management plans that account for differences associated with the mosaic of natural and anthropogenic factors that define a basin's environmental setting. At least in the case of sediment and nutrients in the Albemarle-Pamlico region, a watershed management plan that focuses only on anthropogenic factors, such as point-source discharges, and does not account for natural characteristics of a watershed and the influences of these characteristics on water quality, may lead to water-quality goals that are over- or underprotective of key environmental features and to a misallocation of the resources available for environmental protection.KEY WORDS: Environmental setting; Water quality; Watershed management; Nutrients; Sediment  相似文献

Effective assessments of aquatic ecosystem recovery require ecologically sound endpoints against which progress can be measured. Site-by-site assessments of end points and potential recovery trajectories are impractical for water resource agencies. Because of the natural variation among ecosystems, applying a single set of criteria nationwide is not appropriate either. This article demonstrates the use of a regional framework for stratifying natural variation and for determining realistic biological criteria. A map of ecoregions, drawn from landscape characteristics, formed the framework for three statewide case studies and three separate studies at the river basin scale. Statewide studies of Arkansas, Ohio, and Oregon, USA, streams demonstrated patterns in fish assemblages corresponding to ecoregions. The river basin study in Oregon revealed a distinct change at the ecoregion boundary; those in Ohio and Montana demonstrated the value of regional reference sites for assessing recovery. Ecoregions can be used to facilitate the application of ecological theory and to set recovery criteria for various regions of states or of the country. Such a framework provides an important alternative between site-specific and national approaches for assessing recovery rates and conditions.  相似文献

ABSTRACT: In 1996, the State of Oregon adopted a water quality standard based on Escherichia coli (E. coli), recognizing E. coli as an indicator of pathogenic potential. The Oregon Department of Environmental Quality (DEQ) began analysis for E. coli that same year. The Oregon DEQ continued collection and analysis of fecal coliform (a prior indicator organism) for data input to bacterial loading models and the Oregon Water Quality Index (OWQI). The OWQI is a primary indicator of general water quality for the Oregon DEQ and the Oregon Progress Board. The objective of this study was to develop a regression relationship between fecal coliform and E. coli. This relationship would fill data gaps and extend water quality models and indicators. Water quality policy is better informed by the ability of these extended water quality models to determine whether water quality meets present or would have met past bacterial standards. Monitoring resources spent on dual bacterial analyses could be conserved. This study also showed that changes to OWQI values (as a result of changing bacterial indicators) were minimal, and corresponded to improved characterization of water quality with respect to pathogenic potential.  相似文献

Regionalization is a form of spatial classification, where boundaries are drawn around areas that are relatively homogeneous in landscape characteristics. The process of delineating ecological regions, or ecoregions, includes the analysis of ecosystem structure. To date, ecoregions have been developed at national and state scales for research and resource management. Stream classification is another method to order the variability of aquatic habitats that spans spatial scales from microhabitat to valley segment. In this study, landscape-level ecoregions are developed for the upper Grande Ronde River basin in northeastern Oregon, 3000 sq km in area. The ecoregion framework presented here is proposed to bridge the gap between stream habitat and state-level ecoregion classifications. Classification at this scale is meant to address issues of management at local scales: to aid in sampling design, in extrapolation of the results of site-specific studies, and in the development of best management practices that are more predictive of ecosystem response than current methods.  相似文献

Methods are discussed for describing patterns of current wet and dry deposition under various scenarios. It is proposed that total deposition data across an area of interest are the most relevant in the context of critical loads of acidic deposition, and that the total (i.e., wet plus dry) deposition will vary greatly with the location, the season, and the characteristics of individual subregions. Wet and dry deposition are proposed to differ in such fundamental ways that they must be considered separately. Both wet and dry deposition rates are controlled by the presence of the chemical species in question in the air (at altitudes of typically several kilometers in the case of wet deposition, and in air near the surface for dry). The great differences in the processes involved lead to the conclusion that it is better to measure wet and dry deposition separately and combine these quantifications to produce “total deposition” estimates than to attempt to derive total deposition directly. A number of options for making estimates of total deposition to be used in critical loads assessment scenarios are discussed for wet deposition (buckets and source receptor models) and for dry deposition (throughfall, micrometeorology, surrogate surfaces and collection vessels, inference from concentrations, dry-wet ratios, and source-receptor models). The recent world-wide trend towards centralization of all environmental management functions into one regulatory agency has illustrated the necessity for resources management agencies to adopt a total systems viewpoint. Environmental systems are typically complex and multi-dimensional in nature. Mathematical models for the management of air, water and land resources have found wide acceptance among planners and decision-makers. Ecological models of life processes have not reached the same state of development or acceptance. A general review of ecological systems theory and examples of the types of ecological models that have been developed to date arc presented in this paper. With this material as a background and given the vast literature on engineering and economic models, a conceptual framework for an approach to environmental studies and the analysis of polluted environmental systems is presented.  相似文献

国家重点生态功能区对维护国家和区域生态安全至关重要,产业准入负面清单制度是促进区域国土空间布局优化、引导产业绿色发展的重要举措。本文分别选取了水源涵养、水土保持、防风固沙、生物多样性维护不同类型国家重点生态功能区的案例区,深入开展产业准入负面清单制定的现状分析与问题识别。结果表明:现有产业准入负面清单以限制类为主且多为现有发展产业,禁止类产业较少且多为规划发展产业,在实施过程中仍存在与主体功能定位不符、区域协调性不足、实施困难大、缺乏动态跟踪管理等四方面问题。在此基础上,结合国家有关政策要求和不同区域主导功能定位,提出水源涵养、水土保持、防风固沙、生物多样性维护四类重点生态功能区的通用性和差异性产业准入负面清单优化政策建议,为国家重点生态功能区保护与管理提供决策参考。  相似文献

ABSTRACT: A wide variety of regional assessments of the water-related impacts of climatic change have been done over the past two decades, using different methods, approaches, climate models, and assumptions. As part of the Water Sector research for the National Assessment of the Implications of Climatic Variability and Change for the United States, several major summaries have been prepared, looking at the differences and similarities in results among regional research projects. Two such summaries are presented here, for the Colorado River Basin and the Sacramento River Basin. Both of these watersheds are vitally important to the social, economic, and ecological character of their regions; both are large snowmelt-driven basins; both have extensive and complex water management systems in place; and both have had numerous, independent studies done on them. This review analyzes the models, methods, climate assumptions, and conclusions from these studies, and places them in the context of the new climate scenarios developed for the National Assessment. Some significant and consistent impacts have been identified for these basins, across a wide range of potential climate changes. Among the most important is the shift in the timing of runoff that results from changes in snowfall and snowmelt dynamics. This shift has been seen in every regional result across these two basins despite differences in models and climate change assumptions. The implications of these impacts for water management, planning, and policy are discussed.  相似文献
