The emergence of Corporate Social Responsibility (CSR) in the extractive industries represents a bid to legitimize the sector after decades of environmental disasters and the trampling of indigenous rights. But whilst the rise in CSR has meant safer technologies and better stakeholder engagement, there is little evidence of any real socio-economic development at the grassroots. This paper examines the uneasy relationship existing between the strategic ‘business model’ of CSR and the brand of development it delivers. Using evidence from two multinational extractive industries in Papua New Guinea, we show how weaknesses in CSR practice come from greater emphasis on meeting global ‘performance standards’ than on the specificities of the social contexts in which strategies are implemented. These weaknesses, we argue, lead to ill-conceived and inappropriate development programmes that generate inequality, fragmentation, and social and economic insecurity. We conclude that greater engagement with affected communities will facilitate the development of more mutually beneficial and appropriate CSR strategies. 相似文献

Reduction of carbon emissions from tropical deforestation and forest degradation is being considered a cost-effective way of mitigating the impacts of global warming. If such reductions are to be implemented, accurate and repeatable measurements of forest cover change and biomass will be required. In Papua New Guinea (PNG), which has one of the world's largest remaining areas of tropical forest, we used the best available data to estimate rainforest carbon stocks, and emissions from deforestation and degradation. We collated all available PNG field measurements which could be used to estimate carbon stocks in logged and unlogged forest. We extrapolated these plot-level estimates across the forested landscape using high-resolution forest mapping. We found the best estimate of forest carbon stocks contained in logged and unlogged forest in 2002 to be 4770 Mt (±13%). Our best estimate of gross forest carbon released through deforestation and degradation between 1972 and 2002 was 1178 Mt (±18%). By applying a long-term forest change model, we estimated that the carbon loss resulting from deforestation and degradation in 2001 was 53 Mt (±18%), rising from 24 Mt (±15%) in 1972. Forty-one percent of 2001 emissions resulted from logging, rising from 21% in 1972. Reducing emissions from logging is therefore a priority for PNG. The large uncertainty in our estimates of carbon stocks and fluxes is primarily due to the dearth of field measurements in both logged and unlogged forest, and the lack of PNG logging damage studies. Research priorities for PNG to increase the accuracy of forest carbon stock assessments are the collection of field measurements in unlogged forest and more spatially explicit logging damage studies. 相似文献

The management of contaminated land is now assuming greater attention in Chinese debates on environmental governance. However, the existing management system appears ineffective as it lacks a clear policy framework and technical basis. In the United Kingdom (UK), contaminated land issues are dealt with through a risk-based approach. This approach emphasizes the application of risk approaches in both technical and integrated management systems. Conceptually, this paper outlines generic issues related to transferring programmes from one place to another. We argue that too much emphasis has been placed on the barriers to effective transfer, rather than focusing on methods of abstracting lessons for application in foreign settings. We then examine the Chinese system and its problems in managing contaminated land before turning to the UK risk-based approach to see what lessons can be learned from it. Four aspects are analyzed and compared: legislative and policy framework; administrative structure and capacity; technical approaches; and incentive strategy. Based on the experience of the UK in practice, some suggestions are then proposed for China in order to improve its management of contaminated land. We suggest that this should include: a focus on the problem sites; development of a risk-based technical approach and integrated management system; the introduction of financial incentives; and the use of planning control as a management strategy. It is believed that a risk-based integrated management approach may be helpful for China to achieve sustainable solutions for contaminated land. 相似文献

This paper examines how Australian land use plans incorporate provisions for sustainable urban form, design, biodiversity conservation, and climate change. Despite the long-standing sustainability objectives in state policy frameworks, a survey of 291 comprehensive plans finds implementation within local instruments is far from universal. Differences in patterns of policy adoption, as well as potential explanations for these differences, including geographical location, patterns of residential growth, the socio-economic composition of local communities, political forces, and policy evolution over time, are explored. Overall, areas experiencing more intensive growth tend to have newer plans, which in turn, contain more sustainability provisions, suggesting a responsive rather than repressive relationship between development pressures and regulatory development control. 相似文献

The burgeoning literature on sustainable transitions links persistent environmental problems to the functioning of socio-technical systems. Conventional policy instruments, such as environmental taxation, are often rejected by transition scholars but in-depth studies on their potential are scarce. This paper explores the potential of the instrument of environmental taxation for influencing sustainability transitions. The multi-level perspective and the multi-phase perspective from transition thinking and the social practices approach are combined with the environmental economics theories of Pigou and Coase. Our analysis shows that the highest impact of regulatory taxation will be realised at the end of the take-off phase and in the acceleration phase of a transition. Although important barriers exist and many conditions apply, regulatory environmental taxation, especially as part of a smart policy mix, has more potential for contributing to sustainability transitions than hitherto assumed. 相似文献

Lapland is one of the most attractive nature-tourism areas in Europe, and tourism is vital for local economy. However, recreational tourist activities such as skiing, hiking and horse riding deteriorate the unique and vulnerable nature of Northern Finland. Erosion and wearing of tourist areas negatively affects biodiversity and ecosystem services and reduce the attractiveness of the region. Tourism is also the source of other environmental disturbances such as wastes. Currently, in Lapland, the prevalent waste treatment method is disposal, and wastes are transported over long distances due to lack of recipient facilities for waste management. The suggestion for sustainable waste management Scenario presented in this paper is to find a synergistic solution to both of these problems, by local treatment of bio-waste in an anaerobic digestor and utilization of digestate to revegetate eroded land. It is proposed that bio-waste is co-digested with sewage sludge and offal from slaughterhouses in Ylläs in the municipality of Kolari. An estimated 500–1000 t of digestate could be produced and used in tourist areas annually. Experiences from existing seasonal bio-waste collection schemes and interviews of local tourist enterprises and tourists indicate that there is willingness to extend the source separation of wastes. Assessment of the digestion Scenario suggests that economic costs of investment could be offset by avoided costs and by additional environmental and social benefits. It is concluded that this zero waste approach could lead to an improved image of Lapland as a sustainable tourist destination. 相似文献

This paper explores whether ambitions to open up the traditional Swedish model of top-down conservation methods to local influences are indicative of an actual transition in governance of Swedish national park policy (NPP), and examines whether such a shift entails an increase in local influence over local interests and needs. Methodologically, we analyse a combination of governance types and incorporate theoretical definitions of power and accountability. The establishment of new governance arrangements – where power is shared, interactions promoted and accountability is directed downwards – indicates that Sweden's NPP is undergoing a change in its mode of governance. This change also seems to include ceding some influence to local interests, and the possibility of combining conservation with the utilisation of certain natural resources. The results of our research also provide valuable insights into when the establishment of shared-governance arrangements are likely to succeed; in short, this seems more likely when there are established sectors sited in a robust legal framework and where strong international commitments potentially play a role. In conclusion, we contend that when seeking diversified governance arrangements it is not enough simply to take local practices and customs into consideration – they have to be strengthened. 相似文献

ABSTRACTThere is currently a recognition of the need for more collaborative approaches to water management, which involve communities of place as proactive stewards of their local water environments. However, the desire for such participatory approaches sits awkwardly with the primarily technocratic orientation and practices of the responsible professional organisations in the water sector. Professionals sometimes struggle to communicate with, or respond to, communities stressed by flood and other impacts. This paper examines the concept of “hydrocitizenship” in relation to the engagement between professional stakeholders interested and involved in water landscape management, regulation and associated issues, and communities in the River Aire corridor, Yorkshire, UK. The case study-based research used innovative, arts-based exploratory approaches that aimed to examine participants’ relationships with water and how local environmental concerns about policy and water could be revealed. Group conversations and interviews were used as a strategy both to develop mutual understandings between participants and to inform the creation of public performances which stimulated further discussion and reflection. The paper focuses on reporting the role and experience of stakeholders, and identifies the emergence of unexpected synergies, where performance became the means of two-way communication between the different groups involved in the research. In particular, a flexible, creative and playful approach captured the imagination and gained interactions and creative collaborations within local communities and stakeholder groups. The paper concludes by reflecting on possible extensions of this work in other contexts. 相似文献

In order to prevent ‘an impending neem failure’, from the incidence of the twin problems of the neem scale insect infestations
and neem dieback, six authenticated provenances (Allahabad, Karnataka, Jodphur, Madinipur, Mukkambu and Annur), from the natural
range of the species in India, were collected and appraised for survival in a degraded land in Kano, Nigeria. Established
in a completely randomised block design with four replications, the trial was conducted with a view to restrengthening and/or
replacing the already weakened Local Land Race of the species in the study area. There was a statistically significant difference
in the survival of the seven provenances. The established differences are between Allahabad 83% (6.40 SEM), Mukkambu 83% (6.40 SEM),
Annur 76% (4.90 SEM), Jodphur 63% (15.09 SEM) and Madinipur 56% (6.73 SEM), on the one hand, and Karnataka 17% (1.91SEM) and
the Local Land Race, with 13% (0.13 SEM), on the other hand. The research recommends Allahabad and Mukkambu 83% (6.40 SEM)

Community‐based water supply (CBWS) is an example of how a community manages common pool resources (CPR). This results in an alternative approach to solve water supply problems in developing countries by enhancing community participation in managing water supply. This research evaluates the sustainability of five CBWS projects in Cikarang, Indonesia by using Ostrom's design principles, with additional sustainability factors found in the Sustainable Development Goal (SDG) on drinking water and groundwater sustainability. Quinn et al. (2007) criteria were used in the analysis, and the results show that the management of four CBWS institutions were absent and one CBWS institution was weak. With regards to the SDG's drinking water target, the CBWS institutions were unable to comply with safe water standards, and in terms of groundwater sustainability, efforts to monitor and sustain groundwater tables were absent. Results from this research suggest that more focus must be placed on water quality and groundwater sustainability for CBWS projects. 相似文献

This article explores certain aspects related to the environmental ethical message in the Encyclical Letter Laudato si, written in 2015 by Pope Francis, leader of the Catholic Church, and compares them to recent Green party political movements in Italy. Italy offers a unique case study in that the religious background of the country acts as an independent variable with respect to the social acceptance of current environmental issues. The ethical message in Laudato sì is compared to recent debates on the moral responsibility of the individual and/or institution towards environmental problems; a range of responsibilities assumed by institutions versus individuals with regards to environmental problems are analyzed. In conclusion, parallels are made between the abovementioned ethical debate and the ethical contents of the Encyclical Letter. 相似文献

Environmental culture change, a seemingly intangible concept, is fast becoming an important indicator of success for organisations delivering sustainable development around the globe. This article provides an analysis of local government's ability to affect culture change within its organisations and communities, and the role the International Council for Local Environmental Initiatives—Australia/New Zealand (ICLEI-A/NZ) has in assisting local government with this process. While the impact ICLEI-A/NZ has had on the culture change movement is difficult to define, the methodologies adopted by the organisation have been designed to institutionalise the integration of environmental decision-making concepts and practices in local government. Understanding the ecological trends of the relict habitats in the Luoshan Nature Reserve (LNR) has an important role in the persistence of endangered species and the socio‐economic sustainability in the Ningxia section of the arid desertification belt in North China. Based on data from the Landsat Multispectral Scanner (MSS)/Thematic Mapper (TM)/Enhanced Thematic Mapper Plus (ETM+)/Operational Land Imager (OLI) sensors (from 1977 to 2017), the MODIS normalized difference vegetation index (NDVI) and net primary productivity (NPP) (from 2000 to 2017), the Shuttle Radar Topography Mission (SRTM) digital elevation model (DEM), annual average air temperature and precipitation (from 1977 to 2017), typical anthropogenic factors (population size, cultivated land and residential area) and natural ecological elements (MSS/TM/ETM+/OLI/MODIS NDVI and NPP) were quantitatively contrasted and analyzed for potential correlations. Some indicators of human activities, ecological processes and landscape geography have changed in the LNR. The proportion of residential area increased 3.09‐fold from 1977 to 2017. The population increased 34.30‐fold due to ecological immigration policy implementation in the Hongsipu immigration district. Before immigration, cultivated land increased, but after immigration, this land decreased quickly. Most of the dry‐cultivated land was converted through afforestation and a small part of the land was converted to irrigate cultivation land. We conclude that natural evolution led to the ecological relics, the isolated management to the LNR has objectively created an ecological island that will accelerate inbreeding depression and reduce biodiversity. 相似文献
