This paper discusses the approach used by the City of Chicago to encourage the implementation of an air resource management program in the metropolitan area. It explores the many facets that were helpful in designing and implementing the City of Chicago’s Five-Year Air Resource Management Program and the progress to date. Also highlighted is the social geography of the metropolitan area and the relationship of population growth and rapid industrial expansion to the area’s air pollution problem. Existing control programs in the Chicago Metropolitan Area are reviewed and are used to document the various elements essential for the success of an air resource management program. These include the Chicago Program, the Cook County Program, the State of Illinois Program and the Interstate Program between Illinois and Indiana. The authors devote considerable discussion to the methodology used to develop an air resource management program, including selection of goals, design of organization, technical development, definition of sources and effects, systems approach, and long- and short-range objectives. The importance of a public information and education program and its relationship to various segments of community leadership are also covered in this paper  相似文献

The public attitudes survey involving St. Louis City, St. Louis County, and Madison and St. Clair Counties, Illinois, was completed and published in the fall of 1964. A total of 1002 respondents gave needed information for the development of an acceptable abatement program. Substantial proportions from the study area expressed the view that they have had some negative reaction to the quality of the air. These respondents indicated that air pollution meant, primarily, odor and smoke with residents of some localities indicating other significant elements. The interviewed persons felt that factories and businesses were the prime causal agents in the existence of air pollution. Over 90 percent of all respondents felt that some governmental agency should do something about air pollution in the St. Louis area, with some bi-state metropolitan agency being the principal choice. The residents also expressed a willingness to pay minimal tax support for such a program. A review of air pollution control activities since 1881, and the current needs to change from a smoke abatement to an air resource management program are presented. The rapid and dynamic transition made by the City of Chicago since 1962 in its air pollution control activities are explored in terms of organizational changes, training of professional and nonprofessional personnel, ambient air quality measurements, emission inventory of commercial and industrial operations directed toward issuance of certificates of operation, evaluation of health effects and materials damage, modifications to the municipal code, and the interrelationship of air pollution control activities with urban planning and the regional complex. The multidiscipline Public Health Service, Division of Air Pollution, Technical Assistance program initiated in October 1962, and planned for a period of five years, is discussed. The achievements, particularly since 1962, in the many faceted Chicago air resource management program together with some of its longrange plans are delineated.  相似文献

Models assessing exposure to air pollution often focus on macro-scale estimates of exposure to all types of sources for a particular pollutant across an urban study area. While results based on these models may aid policy makers in identifying larger areas of elevated exposure risk, they often do not differentiate the proportion of population exposure attributable to different polluting sources (e.g. traffic or industrial). In this paper, we introduce a population exposure modeling system that integrates air dispersion modeling, Geographic Information Systems (GIS), and population exposure techniques to spatially characterize a source-specific exposure to ambient air pollution for an entire urban population at a fine geographical scale. By area, total population exposure in Dallas County in 2000 was more attributable to vehicle polluting sources than industrial polluting sources at all levels of exposure. Population exposure was moderately correlated with vehicle sources (r = 0.440, p < 0.001) and weakly with industrial sources (r = 0.069, p = 0.004). Population density was strongly correlated with total exposure (r = 0.896, p < 0.001) but was not significantly correlated with individual or combined sources. The results of this study indicate that air quality assessments must incorporate more than industrial or vehicle polluting sources-based population exposure values alone, but should consider multiple sources. The population exposure modeling system proposed in this study shows promise for use by municipal authorities, policy makers, and epidemiologists in evaluating and controlling the quality of the air in the process of urban planning and mitigation measures.  相似文献

The air basin between the Mississippi River and the bluff in Illinois is of particular interest for this report. The autumnal temperature profiles were measured by a wiresonde. Each day through September and October had an inversion at dawn and/or dusk. During the entire three months, inversions 5° or more occurred at dawn 64% of the mornings, those 10° or more occurred 45% of the mornings; and those 15° occurred 23% of the mornings. Under intense inversions, the topography holds cool air in the basin like water in a saucer, and currents within this 200-ft air layer comprise a quasi-closed circulation system. A frequent pattern of air circulation involves a northwestward surface drift in the basin, with a southwest wind aloft and an updraft over St. Louis. This forms a horizontal semi-vortex along the river, concentrating the heavier particulates near East St. Louis and Granite City. Multiple evidence showed this pattern to exist one morning among four. Business interests would use the basin for industrial expansion, but air resource planners prefer to keep new air pollution sources out of this low land.  相似文献

Urban air pollution has become an increasing problem in Latin America and the Caribbean. One reason is the rapid expansion in the size of the urban population. This phenomenon is associated with an increase in the number of vehicles and in energy utilization which, in addition to industrial processes often concentrated in the cities, are the primary sources of air pollution in Latin American cities. The air quality standards established in such countries are frequently exceeded although control programs have been implemented. The urban areas more affected by anthropogenic pollutant emissions are Sao Paulo, Brazil; Santiago, Chile; and Mexico City. In Latin America, the population of cities with high priority air pollution problems include approximately 81 million people or 26.5 percent of the total urban population of Latin America, corresponding to 30 million children (< 15 years), 47 million adults (15-59 years) and 4 million elderly people (≧60 years) who are exposed to air pollutant levels that exceed World Health Organization (WHO) guidelines for adequate health protection.  相似文献

In particulate air pollution mortality time series studies, the particulate air pollution exposure measure used is typically the current day's or the previous day's air pollution concentration or a multi-day moving average air pollution concentration. Distributed lag models (DLMs) that allow for differential air pollution effects that are spread over multiple days are seen as an improvement over using a single- or multi-day moving average air pollution exposure measure. However, at the current time, the statistical properties of DLMs as a measure of air pollution exposure have not been investigated. In this paper, a simulation study is used to investigate the performance of DLMs as a measure of air pollution exposure in comparison with single- and multi-day moving average air pollution exposure measures under various forms for the true effect of air pollution on mortality. The simulation study shows that DLMs offer a more robust measure of the effect of air pollution on mortality and avoid the potential for a large negative bias compared with single- or multi-day moving average air pollution exposure measures. This is important information. In many U.S. cities, particulate air pollution concentrations are observed only once every six days, meaning it is often only possible to use single-day particulate air pollution exposure measures. The results from this paper will help quantify the magnitude of the negative bias that can result from using single-day exposure measures. The implications of this work for future air pollution mortality time series studies are discussed. The data used in this paper are concurrent daily time series of mortality, weather, and particulate air pollution from Cook County, IL, for the period 1987-1994.  相似文献

Jamshedpur, the steel city of India situated in the eastern part of India is affected by increasing air pollution levels as a result of concentrated industrial activities. The impact of NOx emissions resulting from various air pollution sources, viz. industries, vehicles and domestic, was estimated using Industrial Source Complex Short-Term gaussian dispersion model. The contribution of NOx concentration from industrial, vehicular and domestic sources was found to be 53, 40 and 7%. Further statistical analysis was carried out to evaluate the model performance by comparing measured and predicted NOx concentrations. The model performance was found good with an accuracy of about 68%.  相似文献

Exposure to ambient polycyclic aromatic hydrocarbons (PAHs) is a potential health concern for communities because many PAHs are known to be mutagenic and carcinogenic. However, information on ambient concentrations of PAHs in communities is very limited. During the Urban Community Air Toxics Monitoring Project, Paterson City, NJ, PAH concentrations in ambient air PM10 (particulate matter < or = 10 microm in aerodynamic diameter) were measured from November 2005 through December 2006 in Paterson, a mixed-use urban community located in Passaic County, NJ. Three locations dominated by industrial, commercial, and mobile sources were chosen as monitoring sites. The comparison background site was located in Chester, NJ, which is approximately 58 km west/southwest of Paterson. The concentrations of all of the individual PAHs at all three Paterson sites were found to be significantly higher than those at the background site (P < 0.05). The PAH profiles obtained from the three sites with different land-use patterns showed that the contributions of heavier PAHs (molecular weight > 202) to the total PAHs were significantly higher at the industrial site than those at the commercial and mobile sites. Analysis of the diagnostic ratios between PAH isomers suggested that the diesel-powered vehicles were the major PAH sources in the Paterson area throughout the year. The operation of industrial facilities and other combustion sources also partially contributed to PAH air pollution in Paterson. The correlation of individual PAH, total PAH, and the correlation of total PAHs with other air co-pollutants (copper, iron, manganese, lead, zinc, elemental carbon, and organic carbon) within and between the sampling sites supported the conclusions obtained from the diagnostic ratio analysis.  相似文献

Generalized additive models were used to analyze the time series of daily hospital admissions for cardiovascular and cerebrovascular diseases over the period of 1987-1995 in three major metropolitan areas--Cook County, IL; Los Angeles County, CA; and Maricopa County, AZ--in the United States. In Cook and Maricopa Counties, admissions information was only available for the elderly (ages 65 and over), while in Los Angeles County, admissions information was available for all ages. In Cook County, daily monitoring information was available on PM10, CO, SO2, NO2, and O3. In Los Angeles and Maricopa Counties, monitoring information was available daily on the gases, and information on PM10 was available every sixth day. In Los Angeles County, information on PM2.5 was also available every sixth day. In Cook and Los Angeles Counties, associations were found between each pollutant, with the exception of O3, and admissions for cardiovascular disease, with the gases showing the strongest associations. In two-pollutant models with PM and one of the gases, the effect of the gases remained stable, while the effect of PM became unstable and insignificant. In Maricopa County, the gases, with the exception of O3, were weakly associated with hospital admissions for cardiovascular disease, while PM was not. In two-pollutant models with two of CO, SO2, and NO2, the pattern of results is heterogeneous in the three counties. In all three counties, only weak evidence of any association between air pollution and cerebrovascular admissions was found.  相似文献

Some preliminary analyses of data selected from three years of smoke shade and sulfur dioxide measurements from the forty air monitoring stations in New York City are presented. The purpose of these analyses is to investigate the spatial-temporal variation in concentration of these pollutants throughout the five boroughs of the city. Air pollution health effects studies in New York City have often used city-wide daily morbidity or mortality statistics and related them to air pollution levels obtained from a single monitoring station. The question of whether readings at one station in New York City can adequately represent the air pollution exposure for the population in the five boroughs is examined in this paper. Some samples of correlation matrices of daily pollution averages obtained from the forty air monitoring stations are presented to illustrate the day-to-day variation in pollution in various sections of New York City. It was found that interstation correlations are not high enough to justify the use of one central pollution measuring station as representative of a large metropolitan area. Sulfur dioxide correlates better between stations than smoke shade; this may reflect the different nature and spatial distribution of sources of the two pollutants. Close proximity of stations, or the fact that they were at similar heights above street or sea level did not necessarily lead to higher correlation coefficients.  相似文献

A study was made of the status of air pollution technology and research in Western Europe during the spring and summer of 1964. This report is based primarily upon information obtained by interview, visitation and observation at various industrial operations, governmental research laboratories, and communities. Various approaches to odor abatement are described. Vegetation damage from air pollution, and the community air pollution problem are discussed. The geochemistry of PM10 filter samples collected at sea during the Scholar Ship Atlantic–Mediterranean 2008 research cruise reveals a constantly changing compositional mix of pollutants into the marine atmosphere. Source apportionment modelling using Positive Matrix Factorization identifies North African desert dust, sea spray, secondary inorganic aerosols, metalliferous carbon, and V–Ni-bearing combustion particles as the main PM10 factors/sources. The least contaminated samples show an upper continental crust composition (UCC)-normalised geochemistry influenced by seawater chemistry, with marked depletions in Rb, Th and the lighter lanthanoid elements, whereas the arrival of desert dust intrusions imposes a more upper crustal signature enriched in “geological” elements such as Si, Al, Ti, Rb, Li and Sc. Superimposed on these natural background aerosol loadings are anthropogenic metal aerosols (e.g. Cu, Zn, Pb, V, and Mn) which allow identification of pollution sources such as fossil fuel combustion, biomass burning, metalliferous industries, and urban–industrial ports. A particularly sensitive tracer is La/Ce, which rises in response to contamination from coastal FCC oil refineries. The Scholar Ship database allows us to recognise seaborne pollution sourced from NW Africa, the Cape Verde and Canary islands, and European cities and industrial complexes, plumes which in extreme cases can produce a downwind deterioration in marine air quality comparable to that seen in many cities, and can persist hundreds of kilometres from land.  相似文献

A comparison of the two most common methods used by air pollution control agencies for the analyses of sulfur dioxide is discussed in this paper. Samples were collected simultaneously (502 pairs) for an eight month period at eight sites in the City of Chicago, using the West-Gaeke and conductivity methods. These methods are analyzed statistically to ascertain the existence of a factor describing adequately any differences between methods.  相似文献

Contribution of pollution from different types of sources in Jamshedpur, the steel city of India, has been estimated in winter 1993 using two approaches in order to delineate and prioritize air quality management strategies for the development of region in an environmental friendly manner. The first approach mainly aims at preparation of a comprehensive emission inventory and estimation of spatial distribution of pollution loads in terms of SO2 and NO2 from different types of industrial, domestic and vehicular sources in the region. The results indicate that industrial sources account for 77% and 68% of the total emissions of SO2 and NO2, respectively, in the region, whereas vehicular emissions contributed to about 28% of the total NO2 emissions. In the second approach, contribution of these sources to ambient air quality levels to which the people are exposed to, was assessed through air pollution dispersion modelling. Ambient concentration levels of SO2 and NO2 have been predicted in winter season using the ISCST3 model. The analysis indicates that emissions from industrial sources are responsible for more than 50% of the total SO2 and NO2 concentration levels. Vehicular activities contributed to about 40% of NO2 pollution and domestic fuel combustion contributed to about 38% of SO2 pollution. Predicted 24-h concentrations were compared with measured concentrations at 11 ambient air monitoring stations and good agreement was noted between the two values. In-depth zone-wise analysis of the above indicates that for effective air quality management, industrial source emissions should be given highest priority, followed by vehicular and domestic sources in Jamshedpur region.  相似文献

在测定辽河水体中几种主要的溶解性金属(包括7种重金属)的含量和分析其空间分布特征的基础上,运用主成分分析(PCA)法分析了金属的可能来源。结果表明,辽河水体中溶解性金属的平均浓度为Al>Cu>Zn>Cr>Hg>As>Pb>Cd,与欧美发达国家的主要水体相比,辽河水体的金属污染状况总体较重;辽河水体中溶解性金属的污染来源主要分两类:农业面源和工业废水污染源,工业综合污染源;根据主成分得分系数可知,采样点2(通江口)、3(三合屯)、7(朱尔山)的金属污染主要来源于农业面源和工业废水污染源;采样点6(药王庙)的金属污染主要来源于工业综合污染源;基于PCA法的金属来源分析对辽河流域水体金属污染治理对策的制定有着重要的指导意义。  相似文献

This report covers the results of one-year exposure studies of cotton fabrics exposed at different environmental sites in the metropolitan St. Louis, Mo., and Chicago, III. areas. The 12 sites range from heavy industrial to essentially rural. The data presented definitely establish a relationship between air pollution and accelerated degradation of cotton fabrics. The data include strength retention of several cotton fabrics and air pollution data, as determined by periodic measurement of dustfall, suspended particulate matter, sulfation, and sulfur dioxide.  相似文献

Ambient gaseous phase mercury concentrations (TGM) were measured at three locations in NY State including Potsdam, Stockton, and Sterling from May 2000 to March 2005. Using these data, three hybrid receptor models incorporating backward trajectories were used to identify source areas for TGM. The models used were potential source contribution function (PSCF), residence time weighted concentration (RTWC), and simplified quantitative transport bias analysis (SQTBA). Each model was applied using multi-site measurements to resolve the locations of important mercury sources for New York State.PSCF results showed that southeastern New York, Ohio, Indiana, Tennessee, Louisiana, and Virginia were important TGM source areas for these sites. RTWC identified Canadian sources including the metal production facilities in Ontario and Quebec, but US regional sources including the Ohio River Valley were also resolved. Sources in southeastern NY, Massachusetts, western Pennsylvania, Indiana, and northern Illinois were identified to be significant by SQTBA. The three modeling results were combined to locate the most important probable source locations, and those are Ohio, Indiana, Illinois, and Wisconsin. The Atlantic Ocean was suggested to be a possible source as well.  相似文献
