Emerging challenges of risk management, environmental protection, and land-use planning requires integration of stakeholder values and expert judgment. The process of decision making in situation of high uncertainty can be assisted through the use of decision support systems (DSSs). Such DSSs are often based on tools for spatial data representation (GIS) and environmental models that are integrated using multi-criteria decision analysis (MCDA). This paper presents DecernsMCDA implementing all major types of multi-criteria methods and tools (AHP, MAUT, Outranking) under the same user interface. In addition to providing ability for testing model uncertainty associated with selection of specific MCDA algorithms, DecernsMCDA implements new algorithms for parameter uncertainty analysis based on probabilistic approaches and fuzzy sets. The paper illustrates application of DecernsMCDA for selecting remedial alternative at radiologically contaminated sites.  相似文献

In this paper the Analytic Network Process (ANP) is applied to select the best location for the construction of a municipal solid waste (MSW) plant in the Metropolitan area of Valencia (Spain). Selection of the appropriate MSW facility location can be viewed as a complex multicriteria decision-making problem that requires an extensive evaluation process of the potential MSW plant locations and other factors as diverse as economic, technical, legal, social or environmental issues. The decision-making process includes the identification of six candidate MSW plant sites and 21 criteria grouped into clusters for the construction of a network. Two technicians of the Metropolitan Waste Disposal Agency acted as decision makers (DMs).The influences between the elements of the network were identified and analyzed using the ANP multicriteria decision method. Two different ANP models were used: one hierarchy model (that considers AHP as a particular case of ANP) and another network-based model. The results obtained in each model were compared and analyzed. The strengths and weaknesses of ANP as a multicriteria decision analysis tool are also described in the paper. The main findings of this research have proved that ANP is a useful tool to help technicians to make their decision process traceable and reliable. Moreover, this approach helps DMs undertake a sound reflection of the siting problem.  相似文献

In environmental planning and decision processes several alternatives are analyzed in terms of multiple noncommensurate criteria, and many different stakeholders with conflicting preferences are involved. Based on our experience in real-life applications, we discuss how multicriteria decision aid (MCDA) methods can be used successfully in such processes. MCDA methods support these processes by providing a framework for collecting, storing, and processing all relevant information, thus making the decision process traceable and transparent. It is therefore possible to understand and explain why, under several conflicting preferences, a particular decision was made. The MCDA framework also makes the requirements for new information explicit, thus supporting the allocation of resources for the process.  相似文献

绿色发展是我国"十三五"时期五大发展理念之一,是解决我国发展与保护矛盾的根本途径。系统动力学是模拟宏观社会经济发展趋势和政策效力的常用分析工具,本文对系统动力学在中国区域绿色发展政策仿真中的应用进行了梳理。研究显示:系统动力学应用的区域范围方面,该方法全面应用于从国家直至县域等各个尺度的区域绿色发展研究,区域绿色发展通常被分解为经济、社会、资源、环境等子系统;应用的主要领域方面,水土资源、能源、水环境、固废治理、绿色产业等领域应用较多,大气环境、绿色消费等领域应用相对较少;方法的改进和完善方面,软系统分析法、各类优化方法和地理信息系统与系统动力学的集成应用日益普遍。文末根据文献梳理情况,提出未来应在决策变量设计、历史数据挖掘、环境系统对经济系统的反馈等方面进行方法改进。  相似文献

Waste management strategies in mining projects will depend to a large extent on the characteristics of the operational process, the type of ore and prevailing socio-environmental conditions, amongst other issues. The expenditures required by the management scheme and the implementation of remediation programs will be determined by the extent that the above issues were considered in the planning phase of the project. Several works have been published in the literature concerning the analysis of waste management programs and environmental impacts associated with uranium projects around the world. However, the vast majority do not report a comprehensive assessment integrating the various relationships among operational process, environmental impact, remediation strategy and costs. This study, divided into two papers, presents a detailed critical analysis of the waste management strategies adopted in two uranium production centres in Brazil, i.e., the Poços de Caldas Project (Part I) and the Caetité Project (Part II). The operational processes are described and the environmental impacts of the generated wastes as well as the adopted management strategies and costs are examined. Also, in Part II, a comparison between both production centres is made emphasizing the impacts of environmental and social-economical issues on the overall assessment.  相似文献

Changing environment, uncertain economic conditions, and socio-political unrest have renewed interest in scenario analysis, both from theoretical and applied points of view. Nevertheless, neither the processes for scenario analysis (SA) nor evaluation criteria and metrics have been regularized. In this paper, SA-reported applications and implementation methodology are discussed in the context of an extensive literature review covering papers published between 2000 and 2010. Over 340 papers were identified through a series of queries in the web of science database. The papers were classified based on the North American Industrial Classification System and SA application goals (environmental, business, and social). SA methodology used in each paper was assessed based on four main criteria: coverage, consistency, uncertainty assessment, and efficiency. We find a significant increase in SA applications, especially in the environmental field. Theoretical developments in the field represent a small fraction of published studies and do not increase in time. The methods used to develop different scenarios vary widely across the academic literature and applications reviewed. Similarly, the methods and data used to characterize the scenarios and develop response strategies are extremely diverse and are limited by factors such as computational tractability and available time and resources. Based on this review, we recommend a regular process for scenario analysis that includes the steps of analysis, scenario definition, and evaluation.  相似文献

Growing water scarcity and global climate change call for more efficient alternatives of water conservation; rainwater harvesting (RWH) is the most promising alternative among others. However, the assessment of RWH potential and the selection of suitable sites for RWH structures are very challenging for the water managers, especially on larger scales. This study addresses this challenge by presenting a fairly robust methodology for evaluating RWH potential and identifying sites/zones for different RWH structures using geospatial and multicriteria decision analysis (MCDA) techniques. The proposed methodology is demonstrated using a case study. The remote sensing data and conventional field data were used to prepare desired thematic layers using ArcGIS© software. Distributed Curve Number method was used to calculate event-based runoffs, based on which annual runoff potential and runoff coefficient maps were generated in the GIS (geographic information system) environment. Thematic layers such as slope, drainage density, and runoff coefficient and their features were assigned suitable weights and then they were integrated in a GIS to generate a RWH potential map of the study area. Zones suitable for different RWH structures were also identified, together with suitable sites for constructing recharge structures (check dams and percolation tanks along the streams). It was found that the study area can be classified into three RWH potential zones: (a) ‘good’ (241 km2), (b) ‘moderate’ (476 km2), and (c) ‘poor’ (287 km2). About 3% of the study area (30 km2) is suitable for constructing farm ponds, while percolation tanks (on the ground) can be constructed in about 2.7% of the area (27 km2). Of the 83 sites identified for the recharge structures, 32 recharge sites are specially suited to the inhabitants because of their proximity. It is concluded that the integrated geospatial and MCDA techniques offer a useful and powerful tool for the planning of rainwater harvesting at a basin or sub-basin scale.  相似文献

Selecting suitable sites for animal waste application using a raster GIS   总被引:1,自引:0,他引:1  
Rapid growth of intensive animal industries in southeast Queensland, Australia, has led to large volumes of animal waste production, which posses serious environmental problems in the Murray Darling Basin (MDB). This study presents a method of selecting sites for the safe application of animal waste as fertiliser to agricultural land. A site suitability map for the Westbrook subcatchment within the MDB was created using a geographic information system (GIS)-based weighted linear combination (WLC) model. The factors affecting the suitability of a site for animal waste application were selected, and digital data sets derived from up to 1:50,000 scale maps were acquired. After initial preprocessing, digital data sets were clipped to the size of the delineated subcatchment boundary producing input factors. These input factors were weighted using the analytical hierarchy process (AHP) that employed an objectives-oriented comparison (OOC) technique to formulate the pairwise comparison matrix. The OOC technique, which is capable of deriving factor weight independently, formulated the weight derivation process by making it more logical and systematic. The factor attributes were classified into multiple classes and weighted using the AHP. The effects of the number of input factors and factor weighting on the areal extent and the degree of site suitability were examined. Due to the presence of large nonagricultural and residential areas in the subcatchment, only 16% of the area was found suitable for animal waste application. The areal extent resulting from this site suitability assessment was found to be dependent on the areal constraints imposed on each input factor, while the degree of suitability was principally a function of the weight distribution between the factors.  相似文献

Government agencies are responsible for making complex, high-stake decisions, which require them to balance political, technical, and economic considerations. Pressure from stakeholders and administrative requirements necessitate a traceable and transparent method for decision making. Multi-criteria decision analysis (MCDA) methods are available to decision makers to facilitate systematic treatment of the information and factors necessary to make informed and effective decisions in complex circumstances. A survey of gray and academic literature was conducted to gauge the level of application and awareness of MCDA methods by US government agencies and determine if the tools’ benefits are being realized. Results show an increase in awareness and consideration of MCDA from 2000 to the present, and that agencies are especially considering and using tools to engage with stakeholders. Government agencies would benefit from extending the application of MCDA to strategic planning and congressional engagement, as well as by standardizing MCDA use to better enable inter-agency collaboration and communication.  相似文献

A combination of poor mining methods, waste storage and disposal systems, as well as the day-to-day activities associated with tribute and contract chromite mining are primarily responsible for environmental problems on the Zimbabwe Great Dyke. For instance, the unsystematic dumping of waste rocks in rivers blocks channels and results in flooding, which further sterilizes agricultural land and mineral resources. Erosion of these haphazardly located dumps causes siltation of water bodies and results in the dispersion of heavy metals in soils and watercourses. Vegetation growth on waste dumps is limited and constrained by the high pH levels from phytotoxic metals in soils, the lack of nutrients, poor moisture retention qualities of the mining waste and critical cation imbalances within dumps. This article attributes poor environmental management on the Dyke to poverty, a direct result of the nature of tribute agreements and output prices. Prices based on output targets are exploitative and undervalue labour and thus perpetuate poverty. By absolving claim holders from environmental liability, tribute agreements contribute directly to environmental problems. Thus, the incorporation of enforceable dual environmental responsibility requirements in contract mining agreements is needed to overcome this problem. This article recommends that, to break the poverty cycle, the primary cause of environmental mismanagement in the sector, miners need to be empowered through claim ownership and the enhancement of their capacity to negotiate prices with buyers of chrome.  相似文献

This paper reviews the role of minerals in the Integrated Programme for Commodities and the objectives and problems of the Second Account of the Common Fund for Commodities (CFC). It focuses on the least developed countries in Africa, providing specific suggestions for R&D to improve mineral exploration techniques in rain forest and savanna regions; to reduce mine exploration costs; to design equipment suitable for mining narrow veins; to improve concentrating methods for certain ores and to optimize byproduct recovery; to reduce environmental impacts; and to use the waste products of mining. The purpose of this essay is twofold. First, I examine interdisciplinary literature to reveal the environmental injustices associated with the front and back ends of nuclear power production in the USA – Uranium mining and high-level nuclear waste (HLW) storage. Second, I argue that the injustices associated with nuclear power are upheld, in part, through discourse. This essay examines how the term “wasteland” is invoked in relation to HLW waste storage in the USA and contributes to the discursive formation of nuclear colonialism. Examination of this discourse not only contributes to current literature on nuclear colonialism but also to environmental justice research by arguing for the importance of examining the discursive aspects of environmental injustices. Further, the essay adds to current scholarship in energy justice by highlighting the environmental injustices associated with nuclear power.  相似文献

/ In modern intensive animal farming the disposal of a large amount of waste is of great concern, as, if not properly performed, it can cause the pollution of water, mainly because of the high content of nitrate and phosphate. This paper presents the results of a study intended to assess the environmental sustainability of animal waste disposal on agricultural soils in the alluvial plain of the River Chiana (Tuscany, Italy), a particularly sensitive area because of the high vulnerability of the shallow aquifer and of the intensive agricultural and breeding activities. With this aim, a strategy has been employed, that consists of the integrated use of a management model and GISs. The consequences on groundwater of applying animal waste to different kind of soils and crop arrangements have been simulated by means of the management model GLEAMS (Groundwater Loading Effects of Agricultural Management Systems, ver 2.01). As the huge amount of data required by such a sophisticated model does not allow applications at a scale larger than the field size, IDRISI and GRASS GIS packages have been used to divide the study area into land units, with homogeneous environmental characteristics, and then to generalize on these units the outputs of the model. The main conclusions can be synthesized as follows: The amount of animal waste produced in some of the investigated areas (i.e., municipal territory) is greater than that disposable on their own agricultural soil with no risks to the groundwater; consequently a cooperative approach among municipalities is necessary in order to plan waste disposal in a comprehensive and centralized way.KEY WORDS: Land use; Animal waste disposal; Groundwater protection; GIS, Management models  相似文献

Maintenance wastes, if not managed properly, represent significant environmental issues for mining operations. Petroleum hydrocarbon liquid wastes were studied at an Australian site and a review of the literature and technology vendors was carried out to identify oil/water separation technologies. Treatment technologies and practices for managing oily wastewater, used across the broader mining industry in the Asia-Pacific region, were also identified. Key findings from the study were: (1) primary treatment is required to remove grease oil contamination and to protect secondary oily wastewater treatment systems from being overloaded; (2) selection of an effective secondary treatment system is dependent on influent oil droplet size and concentration, suspended solids concentration, flow rates (and their variability), environmental conditions, maintenance schedules and effectiveness, treatment targets and costs; and (3) oily wastewater treatment systems, based on mechanical separation, are favoured over those that are chemically based, as they simplify operational requirements. Source reduction, through housekeeping, equipment and reagent modifications, and segregation and/or consolidation of hydrocarbon waste streams, minimizes treatment costs, safety and environmental impact.  相似文献

At first ‘sustainable mining’ could be perceived as a paradox—minerals are widely held to be finite resources with rising consumption causing pressure on known resources. The true sustainability of mineral resources, however, is a much more complex picture and involves exploration, technology, economics, social and environmental issues, and advancing scientific knowledge—predicting future sustainability is therefore not a simple task. This paper presents the results from a landmark study on historical trends in Australian mining, including ore milled, ore grades, open cut versus underground mining, overburden/waste rock and economic resources. When complete data sets are compiled for specific metals, particular issues stand out with respect to sustainability—technological breakthroughs (e.g. flotation, carbon-in-pulp), new discoveries (e.g. uranium or U), price changes (e.g. Au, boom/bust cycles), social issues (e.g. strikes), etc. All of these issues are of prime importance in moving towards a semi-quantitative sustainability model of mineral resources and the mining industry. For the future, critical issues will continue to be declining ore grades (also ore quality and impurities), increased waste rock and associated liabilities, known economic resources, potential breakthrough technologies, and broader environmental constraints (e.g. carbon costs, water). For this latter area, many companies now report annually on sustainability performance—facilitating analysis of environmental sustainability with respect to production performance. By linking these two commonly disparate aspects—mining production and environmental/sustainability data—it becomes possible to better understand environmental sustainability and predict future constraints such as water requirements, greenhouse emissions, energy and reagent inputs, and the like. This paper will therefore present a range of fundamental data and issues which help towards quantifying the resource and environmental sustainability of mining—with critical implications for the mining industry and society as a whole.  相似文献

Best Available Techniques Not Entailing Excessive Costs (BATNEEC) options, technology quality method and multi-criteria analysis were proposed as means of developing indices for evaluating municipal waste management systems. The proposed indices can be treated as a tool for ranking the system taking into account technical, environmental, economic, social and other objectives, bearing in mind specific features of the area involved. The analysis was made for three different incineration plants (Spittelau in Vienna, Warsaw and Tarnobrzeg) together with alternative waste disposal versions (with or without biogas burning and with MBP Mechanical-Biological Process) and the waste management infrastructure. The results showed that incineration of waste is much more beneficial than disposal. These results conform to the waste hierarchy identified in EU Directive 2008/98, but the indices created are easy to interpret and useful as a tool for communicating with the public, which is often a crucial factor in determining the location of investment.  相似文献

In recent years, due to public concern over perceived and actual environmental impacts, the global mining industry has been moving towards a more sustainable framework. For gold mining, there are a number of fundamental issues with regard to assessing sustainability. Commonly perceived as a finite and non-renewable resource, long-term gold production trends include declining ore grades and increasing solid wastes (tailings, waste rock) and open cut mining. Conversely, core sustainability issues include water, energy and chemical consumption and pollutant emissions—also known as ‘resource intensity’. It is important to recognise the links between gold production trends and resource intensity, as this is critical for understanding future sustainability challenges. This paper links data sets on historic gold mining production trends with emerging sustainability reporting to estimate resource intensity, demonstrating the sensitivity of ore grade for gold production and sustainability. Final judgement of the sustainability of gold mining must take account of the sensitivity of the ore grade in the resource intensity of gold production. This has implications for environmental policy and sustainability reporting in the gold mining sector.  相似文献

Multicriteria decision analysis (MCDA) increasingly is being applied in environmental impact assessment (EIA). In this article, two MCDA techniques, stochastic analytic hierarchy process and compromise programming, are combined to ascertain the environmental impacts of and to rank two alternative sites for Mexico City’s new airport. Extensive sensitivity analyses were performed to determine the probability of changes in rank ordering given uncertainty in the hierarchy structure, decision criteria weights, and decision criteria performances. Results demonstrate that sensitivity analysis is fundamental for attaining consensus among members of interdisciplinary teams and for settling debates in controversial projects. It was concluded that sensitivity analysis is critical for achieving a transparent and technically defensible MCDA implementation in controversial EIA.  相似文献

This research analyses the application of spatially explicit sensitivity and uncertainty analysis for GIS (Geographic Information System) multicriteria decision analysis (MCDA) within a multi-dimensional vulnerability assessment regarding flooding in the Salzach river catchment in Austria. The research methodology is based on a spatially explicit sensitivity and uncertainty analysis of GIS-CDA for an assessment of the social, economic, and environmental dimensions of vulnerability. The main objective of this research is to demonstrate how a unified approach of uncertainty and sensitivity analysis can be applied to minimise the associated uncertainty within each dimension of the vulnerability assessment. The methodology proposed for achieving this objective is composed of four main steps. The first step is computing criteria weights using the analytic hierarchy process (AHP). In the second step, Monte Carlo simulation is applied to calculate the uncertainties associated with AHP weights. In the third step, the global sensitivity analysis (GSA) is employed in the form of a model-independent method of output variance decomposition, in which the variability of the different vulnerability assessments is apportioned to every criterion weight, generating one first-order (S) and one total effect (ST) sensitivity index map per criterion weight. Finally, in the fourth step, an ordered weighted averaging method is applied to model the final vulnerability maps. The results of this research demonstrate the robustness of spatially explicit GSA for minimising the uncertainty associated with GIS-MCDA models. Based on these results, we conclude that applying the variance-based GSA enables assessment of the importance of each input factor for the results of the GIS-MCDA method, both spatially and statistically, thus allowing us to introduce and recommend GIS-based GSA as a useful methodology for minimising the uncertainty of GIS-MCDA.  相似文献

In conjunction with this was held the Australian Mining Symposium, organized by Thomson Publications (Aust) Pty Ltd, and sponsored by the Australian Mining Industry Council. The symposium, entitled ‘Projections for the future in mining and exploration— political, economic and global’, included a number of papers of wide interest, with two or three papers of much narrower technical appeal.
