In the first, the paper gave a retrospective analysis on the comprehensive assessment of circular economic development. According to the requirement of improving resource & environment efficiency, the paper designed an analytical framework for a comprehensive assessment of regional circular economic growth, which consists of the goal, object and technical line of the comprehensive assessment of regional circular economic development. Given that, the paper discussed the criterion for choosing the assessment index, the approaches of index's weighing determination, the means of data standardization, and the reference system of assessment index value and so on. According to the framework of regional circular economic development evaluation, the paper made a comprehensive evaluation of Jiangsu Province's circular economic development. The result shows that from temporal change, Jiangsu Province's circular economic development had different stages; from the spatial comparison, there is variance among different regions, which could be divided into different types according to the spatial variance and the relation between the development of circular economy and the aggregative index number. There was a remarkable correlation between circular economic development level and GDP or the 2nd industry GDP. Finally, the ?aper gives some suggestions on how to promote the development of drcular economy in Jiangsu Province.  相似文献

Despite its strong advantages in resource, technology and human resource, China's Northeast Industrial Area is also experiencing problems of unreasonable industrial structure, environmental pollution, and the degradation of ecological condition, etc., which prevent this area from achieving a sustainable devel- opment. Since the 1990s, the Yellow River stream has been temporarily interrupted for several years, which affects the development of society, the economy and human life, limits the economic potential of the drainage areas, and especially causes great harm to regions on the lower reaches. Based on the analysis of the relationship between the development of society and economy and water scarcity, the author thinks it is necessary to optimize and adjust the industrial structure that has extravagantly consumed enormous amounts of water, and to develop ecological agriculture, industry and tourism which are balanced with the ecological environment. Finally, the author puts forward several pieces of advice and countermeasures about how to build the economic systems by which water can be used economically.  相似文献

With the implementation of reform and opening-up, the overall economy of China has made brilliant achievements; meanwhile, however, the economic disparity has been enlarging among some regions, and between the city and the countryside. The existence and evolution of this kind of economic disparity is concerned with social stability, sustainable development and the construction of harmonious society, which has gradually become the hotspot in social economic development. The West Coast of the Strait (WCS) located in southeast littoral areas is adjacent to the Pearl and Yangtze River Delta in the south and north and faces Taiwan Province in the east. The stability and development of this region has vital political and economic meaning in the social economic development of our country. It has important theoretical meaning and practical value to research the form, characteristics and evolution of regional economic disparity in the WCS. Based on insightful analysis on existing study results on the WCS, the paper defines the connotation and extension. By a series of absolute and comparative relative evaluation indexes and taking the WCS since 1992 as the study object, the paper makes analysis on different scales including three regions, four regions, 20 cities and 152 counties, quantitatively evaluates the level, characteristics and evolution of the regional economic disparity and compares the regional economic disparity on different scales. The main conclusions are as follows: the variation trend of the absolute disparity of the whole region is obvious and stable, which has presented an inflating trend; the comparative variation trend on a large scale has waved, The comparative disparity of the three regions increased annually from 1992 to around 2000, which had a decreasing trend from around 2000 to 2005; the comparative variation trend on a small scale was not stable, which showed an annual increase of four regions, 20 cities and 152 counties from 1992 to around 2003 and a decrease from around 2003 to 2005; the  相似文献

Climate change and urbanization issues are the two key factors that make humans liable to be affected by disasters, which are overlapped in urban agglomeration. The five big urban agglomerations of China with strong economic power are the important engines for national economic and social development. However, being in the sea-land mutual interaction belts with a vast hazard-bearing body, they are affected by sea-land compound disasters, and are liable to suffer heavy disaster losses with climate change. It is suggested that government departments concerned should fully recognize the impact of climate change on coastal urban agglomerations, propose strategies as soon as possible, and integrate the impact of climate change and adaptation countermeasures into the various kinds of social-economic development plans for coastal urban regions.  相似文献

The critical issue of China's modernization is whether it can free itself from the traditional modernization plan based on the relatively abundant natural capital, and innovatively create a developmental model of a large country under the scarcity of natural capital. This is why China is so keen on circular economy and economical use of resources. Focused on this issue, this paper summarizes the theoretical elements of the development under the scarcity of natural capital, points out that Plan C is the strategic choice for China's future development, emphasizes that China needs to enhance the new industrialization, new urbanization and new modernization based on the restriction of natural capital, and discusses the technological and mechanistic support required to realize the development under the scarcity of natural capital.  相似文献

This study investigates the relationship among pollutant emissions,energy consumption and economic development in China during the period 1982-2007 by using a one-step GMM-system model under a multivariable panel VAR framework,controlling for capital stock and labor force.Regarding the data for all 28 provinces as a whole,we find that there is a unidirectional positive relationship running from pollutant emission to economic development and a unidirectional negative relationship between pollutant emission and energy consumption.Based on traditional economic planning,the panel data of28 provinces are divided into two cross-province groups.It is discovered that in the eastern coastal region of China,there is only a unidirectional positive causal relationship leading from economic development to pollutant emission;while in the central and western regions,there are the unidirectional Granger causal relationships between pollutant emission and energy consumption,as well as between pollutant emission and economic development.There is also a unique unidirectional causal relationship running from economic development to energy consumption,which does not appear in the eastem coastal region or in China as a whole.  相似文献

Based on an investigation of the meaning of development, the neo-classical economic approach to development, and the post-welfarist theory of development, this paper proposes a conceptual framework for understanding human development potentials, while undertaking empirical analysis using cross-sectional and time series data on human development. Human development is associated with basic necessities for subsistence, the quality of life, and political and civil rights, in addition to income indicators. Our analysis suggests that the concept of human development potentials has two dimensions: the rights of development and limits to human development. Both are largely ignored in the neoclassical theory of development. However, human development is not unbounded, which approaches to a relatively fixed constant at given economic, technological and institutional conditions. Sustainable development, a concept which has been built with the sustainability of economic progression as a main thrust, has been a widely preferred model to traditional developmental models. However, the real meaning of what sustainable development is and should include has been an object of debate. On the one hand, differing from traditional economic developmental models, economic progress does not necessitate the practice of ‘sustainable development'. On the other hand, current levels of science and technology are still unable to solve several problems that arise with economic development. Sustainable development has transferred the responsibility of environmental destruction to that of developing countries. The importance of solving the employment problems by nongovernmental economy in China has aroused the concern of many scholars widely. However, few literatures could be found to deal with the impacts on nonagricultural employment growth in China by nongovernmental economy from several levels such as the whole nation, urban and rural. Based on the research accessed on the relationships between nongovernmental economy and employment, the impacts of the development of nongovernmental economy on non-agricultural employment growth in China are emphasized in this paper. Taking time series data of non-agricultural employment in China's different economy types in 1992-2005 as study objects, by establishing econometric regression models, some meaningful points are found as follows, the impacts of nongovernmental economy on the nonagricultural employment in either national or urban-rural level are rather significant although their impacts' degrees are different. Based on the research findings above, some countermeasures are proposed to accelerate the nongovernmental economic development and improve its ability to absorb nonagricultural employment.  相似文献

The present paper analyzes historically the relationship between carbon emission and economic development by different stages through adopting elastic decoupling methods and Tapio evaluation criteria along with a comparison with the national Five Year Plans. The analysis shows that the influencing factors to the relationship between carbon emission and economy in China are different, and economic development and carbon emission have less connection in the recent 30 years of reform and opening-up in China. It is a difficult task to realize the promise that we will reduce carbon emission by 40%-50% in 2020 based on the data from historical experience and different expectations for economic development from economists. Through constructing the calcula- tion model of carbon emission intensity gap according to different development scenarios, the analysis shows that economic growth, infrastructure investment and further development of industrial-ization are the main drivers to the increase of carbon emission, technological progress, and particularly, the reduction of energy consumption is the primary means to reduce carbon emission in China. It is imperative to transform the economic growth pattern, and it is a grand task to perform and there is a long way to go for China to maintain economic growth and reduce carbon intensity.  相似文献

It is a fact that in U.S. the immigration between rural areas and city areas is free, but in China this type of immigration is restricted by HUKOU system (Hukou, namely the household registration system, was designed to control rural-urban in China). All of those national policies in city areas are much better than those in rural areas, so those corresponding differences bring about great discrepancy of the economic status (mainly including GDP per person and income per resident) between rural and city areas in the same urban region, especially in different urban re- gions because the percentage of urban residents in those urban regions is in-equable. The present paper mainly researches the topic of relationship between the percentage of urban residents and the economic status in an urban region in China, including the relationship between the economic and the political functions of a settlement in China during the process of urbanization.  相似文献

Energy is now becoming the bottleneck of urban and regional development. The paper takes Shandong Province, one of the most energy consuming provinces in China, as an example, uses quantity methods such as SPSS (Stastics Package for Social Science) cluster sampling and regression analysis, and applies quantity analysis, to analyze the situation of energy issues in Shandong province. The conflicts between the quick industrialization and increasing extensive economic development, between urban population and energy consuming per head, between the infinite energy consuming desire and the low level of managing system, and between the unstable world energy supply and the limited energy storage in China are the main factors of energy crisis in Shandong, which not only results in energy shortage, but also becomes the barrier of economic and social development. In order to ensure sufficient energy supply for Shandong province in the 21 st century, we should take countermeasures, such as changing the economic development model, pursuing a multiple and high quality energy strategy, improving the intensive urbanization strategy, and building a scientific energy system.  相似文献

Two opposing intellectual traditions and their contem-porary developments regarding the relations among population, available resources, and quality of life as reflected in economic growth are reviewed. What is at issue is whether population growth is detrimental to or beneficial for economic development. Neither of the extreme views gives a complete picture of the interplay among population, resources, and quality of life. Following previous literature on the topic, this paper establishes a more balanced approach that considers the function linking population and quality of life not constant but variable and regards the limitedness of resources as not absolute but relative to regions and societies. The proposed approach is more flexible in better explaining the relation between population and economic growth. China is examined as a case in point to shed light on the interaction of population growth, economic development, and available resources, and its recent post-economic reform experiences showcase the appropriateness of the synthetic approach.  相似文献
