Illegal activities and use of park resources are the main challenges facing mountain gorilla (Gorilla beringei beringei) conservation and the protection of their habitats in the East Africa’s Greater Virunga Transboundary Landscape (GVTL). Indigenous residents around GVTL are considered the primary illegal users of park resources. Despite this, there is limited understanding of the current and past perceptions of indigenous residents living in communities adjacent to two GVTL parks; Volcanoes National Park in Rwanda and Mgahinga Gorilla National Park in Uganda. Equally, there is also limited understanding regarding the actual incidences of illegal activities inside both parks. This paper addresses these gaps. Perception data were collected from indigenous residents living adjacent to both parks. Further, Ranger-based Monitoring (RbM) data from both parks were analyzed to determine actual numbers and types of illegal activities over the 9-year period. Interestingly, findings indicated that residents perceived the prevalence of illegal activities to be decreasing across GVTL. To the contrary, RbM findings indicated that the number of actual illegal activities was increasing significantly, particularly in Volcanoes National Park. The discrepancy found between the two perspectives provides for a discussion of the social biases potentially present in these data, and their implications for management. Results also illuminated the subsistence-related nature of most illegal behaviors and suggest that to reduce illegal activities and local dependency on park resources, park management must work with communities and support them in tapping into alternative livelihoods and finding ways to address community household subsistence needs.  相似文献

The importance of preserving both protected areas and their surrounding landscapes as one of the major conservation strategies for tigers has received attention over recent decades. However, the mechanism of how land-use surrounding protected areas affects the dynamics of tiger populations is poorly understood. We developed Panthera Population Persistence (PPP)—an individual-based model—to investigate the potential mechanism of the Sumatran tiger population dynamics in a protected area and under different land-use scenarios surrounding the reserve. We tested three main landscape compositions (single, combined and real land-uses of Tesso-Nilo National Park and its surrounding area) on the probability of and time to extinction of the Sumatran tiger over 20 years in Central Sumatra. The model successfully explains the mechanisms behind the population response of tigers under different habitat landscape compositions. Feeding and mating behaviours of tigers are key factors, which determined population persistence in a heterogeneous landscape. All single land-use scenarios resulted in tiger extinction but had a different probability of extinction within 20 years. If tropical forest was combined with other land-use types, the probability of extinction was smaller. The presence of agroforesty and logging concessions adjacent to protected areas encouraged the survival of tiger populations. However, with the real land-use scenario of Tesso-Nilo National Park, tigers could not survive for more than 10 years. Promoting the practice of agroforestry systems surrounding the park is probably the most reasonable way to steer land-use surrounding the Tesso-Nilo National Park to support tiger conservation.  相似文献

Despite over two decades of efforts towards involving indigenous and traditional peoples in protected area management, there are few successful examples. Several international principles and guidelines on indigenous peoples' involvement in protected areas exist. However, because of the lack of evaluation of whether or not these principles and guidelines have been put into practice, there is hardly any information that indicates the actual involvement of indigenous peoples in protected areas. This paper attempts to compare efforts in partnership between indigenous peoples and protected area authority in three Asian countries: Nepal, Thailand, and China. It shows that the involvement of indigenous peoples is more successful where park planning is participatory and where political and socioeconomic reforms are underway. Indigenous peoples are in conflict with park authorities where park management is centralized and nonparticipatory. Unless concrete efforts are made to address livelihood issues of indigenous peoples living in and around protected areas, park management aimed to protect wildlife will rarely succeed. Participatory park management that involves indigenous peoples and that addresses livelihood issues of indigenous communities will ultimately succeed in its efforts toward wildlife conservation.  相似文献

The concept of naturalness was developed to assess to what degree landscapes represent a natural state. Protected areas are often regarded as the remnants of untouched landscapes although many landscapes commonly perceived as pristine have a long history of human impact. Here, we introduced a historical perspective into the concept of naturalness and the analysis of the effectiveness of protected areas by analyzing historical trajectories in land-cover and forest communities for the Pictured Rocks National Lakeshore on Michigan’s Upper Peninsula (USA). Distribution of land-cover and forest community types was reconstructed for pre-settlement time (around 1850), the height of agricultural expansion (1928), and modern conditions (2000). Naturalness of the landscape was assessed by analyzing similarity between pre-settlement and current conditions and by assessing landscape continuity (1850–1928–2000). We compared changes in the strictly protected park core zone with those in the inland buffer zone with ongoing sustainable logging, and a not protected area adjacent to the park. Forest was the dominant land-cover type over the entire study period. We detected a gradient in land-cover continuity from the core zone (81 % continuity) to the inland buffer zone (74 %) and the area outside the park (66 %). Northern hardwood was the dominating forest type in all time points with high continuity (76 %). In contrast, pine forests show a more dynamic pattern with more than 50 % of the initial forests switching to non-forest or early succession forest types by 1928. More than half of the study area was considered as “natural virgin” (no changes in land-cover and forest community type) with a higher portion within the park than in the adjacent area. In contrast, areas with low naturalness are more abundant outside the park. Our study demonstrates the value of integrating historical information into naturalness assessments and the results provide useful information for future park management. More broadly speaking, our study advances research on the effectiveness of protected areas, by going beyond simple measures of averted deforestation, and introducing approaches to directly measure naturalness.  相似文献

The Countryside Agency has recommended that national park authorities (NPAs) undertake an environmental appraisal of their national park management plans. A study of the appraisal practices of the NPAs of England and Wales has shown that, despite this guidance, the practice of environmental appraisal is uncommon but that a culture of applying sustainability appraisal is evolving. It is argued that the most likely explanation for this situation is the increasing influence of the concept of sustainable development on the workings of the national park management system. This broad policy development has manifested itself in a variety of ways, including the production of government guidance relating to sustainability appraisal and changes in best practice, each of which have influenced appraisal procedures in national parks. The wider implications of, and drivers behind, the evolution of appraisal procedure towards sustainability appraisal are thus identified and then discussed.  相似文献

The ecological character of seasonal marshes is determined in large part by the pattern of water level fluctuation. As a result, the ecological health of a wetland reserve can be controlled by hydrologic regulation external to its boundaries. As an example, the Everglades marsh of Everglades National Park in Florida, USA, has been severely effected by management of the inflow of surface water. The Everglades occupies most of the interior of southern Florida, but only the lower 6% of the original marsh is contained in Everglades National Park. Shallow surface water reservoirs north of the park enclose 3600 km2 of Everglades. Their levee system confines surface water flow into the park to several structures. Historically this water flowed across the entire core of the natural drainage. Flows into the park have been on a congressionally mandated schedule of minimum deliveries that is supplemented by additional water released into the park in amounts determined solely by upstream water management needs. My research, aimed at evaluating the effects of water conditions, has shown that this regulatory system has adversely affected reproductive success, community structure, and population sizes of sensitive species whose population stability is tied to natural water level fluctuations. These adverse effects were caused by water levels that for over a decade have been maintained at unseasonably high levels. Mathematically deterministic models of water level effects can provide management options based on biologial criteria. Park managers must incorporate understanding gained from such models into internal management decisions. Modifications of water control structures and alternative policies for managing the distribution and amount of surface water flow into the park appear attainable, can improve biological conditions in the park, and need not be adverse to neighboring external interests. Thus far biological changes are severe, and to a large extent irreversible. Ecologically sensitive management of an external threat under constraints imposed by history and setting can better maintain some semblance of ecological processes in the Everglades. If management decisions do not reflect such understanding of ecological processes, further ecological deterioration will result.  相似文献

The tallgrass prairie version of the ELM Grassland Model was used to evaluate the potential impact of establishing a tallgrass prairie National Park in the Flint Hills region of Kansas. This total ecosystem model simulates (a) the flow of water, heat, nitrogen, and phosphorus through the ecosystem and(b) the biomass dynamics of plants and consumers. It was specifically developed to study the effects of levels and types of herbivory, climatic variation, and fertilization upon grassland ecosystems. The model was used to simulate the impact of building up herds of bison, elk, antelope, and wolves on a tallgrass prairie. The results show that the grazing levels in the park should not be decreased below the prepark grazing levels (moderate grazing with cattle) and that the final grazing levels in the park could be maintained at a slightly higher level than the prepark grazing levels.  相似文献

Contemporary park and wilderness carrying capacity frameworks rely on formulation of standards of quality, which are defined as minimum acceptable resource and social conditions. Formulation of standards of quality involves elements of both science and values, and both of these elements must be integrated into informed judgments on the part of park and wilderness managers. That is, managers must ultimately make value-based judgments about the maximum acceptable level of visitor-caused impacts to the resource base and the quality of the visitor experience. However, such judgments should be as informed as possible by scientific data on the relationships between visitor use and resulting impacts and the degree to which park and wilderness visitors and other interest groups judge such impacts to be acceptable. Such information represents the “values of science” to managing carrying capacity in parks and wilderness. A growing body of literature has begun to address the corresponding “science of values,” and how this type of information might be integrated in park and wilderness management. Visitor-based research has employed normative theory and techniques to explore the acceptability of a range of resource and social impacts related to visitor use, and findings from these studies are being integrated into a body of knowledge and applied in management decision-making. Conceptual and methodological extensions of the normative approach are currently being explored in a variety of park and wilderness contexts, and new theoretical and empirical approaches are being adapted to address trade-offs inherent in carrying capacity. In these ways, the science of values is progressing to meet the opportunities and challenges of the values of science to park and wilderness management. The concept of carrying capacity, along with the theoretical and methodological approaches described in this paper, can be extended to a large number of natural resource and environmental issues.  相似文献

我国正逐步完善以国家公园为主体的自然保护地体系的顶层设计,将国家公园定义为具有国家代表性的"陆域或海域"。但与国外相比,我国现有海洋类自然保护地单个及总体面积都不大,管理上也存在碎块化的问题,没有地域广阔、覆盖更完整生物链的国家海洋公园,离实现海洋生态系统性保护的目标尚有距离。而事实上,我国已经具备相关制度供给,既拥有国际规范支撑,也积累了本国海洋类自然保护地建设的法治成果,只是仍存在一些制度障碍需要克服,需进一步优化、整合原有的海洋类自然保护地体系以匹配新体制。建议明确国家海洋公园的国家公园属性,调整国家公园的监管主体,统筹陆海不同的功能分区,构建中国特色的国家海洋公园管理体制。  相似文献

To date seagrass monitoring has involved the removal of seagrass from its environment. In fragile or highly disturbed systems, monitoring using destructive techniques may interfere with the environment or add to the burden of disturbance. Video photography is a form of non-destructive monitoring that does not require the removal of seagrass or interference with the environment and has the potential to be a valuable tool in monitoring seagrass systems. This study investigated the efficacy of video photography as a tool for detecting change in seagrass cover, using the temperate Australian species Amphibolis antarctica (Labill.) Sonder ex Aschers. Using visual and random point estimates of seagrass cover from video footage, it was possible to determine the minimum sample size (number of random video frames) needed to detect change in seagrass cover, the minimum detectable change in cover and the probability of the monitoring design committing a Type II error. Video footage was examined at three scales: transects (m apart), sites (km apart) and regions (tens of km apart). Using visual and random point estimation techniques, a minimum sample size of ten quadrats per transect was required to detect change in uniform and variable seagrass cover. With ten quadrats it was possible to identify a minimum detectable change in cover of 15% for uniform and 30% for variable seagrass cover. Power analysis was used to determine the probability of committing a Type II error from the data. Region level data had low power, corresponding to a high risk of committing a Type II error. Site and transect level data had high power corresponding to a low risk of committing a Type II error. Based on this study's data, managers using video to monitor for change in seagrass cover are advised to use data from the smaller scale, for example, site and transect level data. By using data from the smaller scale, managers will have a low risk of incorrectly concluding there has not been a disturbance when one has actually occurred.  相似文献

Myanmar's protected area (PA) system began nearly 150 years ago under royal patronage. Park policies and practices, embodied in 19 pieces of legislation developed sporadically during and after the colonial period. As a result of the FAO-UNDP's Nature Conservation and National Parks Project (1981-1985) the government established the Nature & Wildlife Conservation Division and placed it within the Forest Department as the agency responsible for PA management. As a consequence the number of parks increased from 14 to 33. Myanmar's median park size is less than 50 km(2), but only five parks (15%) are larger than 1000 km(2). Most parks conserve terrestrial habitats; parks encompassing inland wetlands, mangrove, and marine habitats are limited in number and size. Existing PAs unequally represent Myanmar's ecosystems; the Malay Transition, Burmese coast, Burmese Transition and Cardamom Mountains bio-units are under-represented within the system. The effective total PA size (i.e., area of all parks less the area of 13 paper parks) is currently about 2.1%. Budgetary support for parks increased 11% since 1996, but is insufficient to address park needs, particularly in remote parks that are understaffed. Limited education and training of PA staff is a major factor limiting effective park management. Fifty-eight percent of park wardens are educated as foresters, and 42% have university degrees. The average posting in a park is 4 years, which is less than ideal for management continuity. Recommended actions to secure Myanmar's PAs include evaluation and reformulation of policies, increasing representation of Myanmar's habitats within the PA system, management planning, and standardizing protocols for anti-poaching patrols and other forms of law enforcement. Improved leadership training for wardens and range forest officers can also improve park management. Funding for community relations and more integrated management of parks and people can reduce conflicts, while environmental education and outreach activities can provide some needed services. Finally, new ways and means are needed to support these activities. Myanmar's PAs need creative and sustainable means of support, including partnerships with non-government organizations to supplement traditional means of support.  相似文献

Informed management of urban parks can provide optimal conditions for tree establishment and growth and thus maximize the ecological and aesthetic benefits that trees provide. This study assesses the structure, and its implications for function, of the urban forest in Allan Gardens, a 6.1 ha downtown park in the City of Toronto, Canada, using the Street Tree Resource Analysis Tool for Urban Forest Managers (STRATUM). Our goal is to present a framework for collection and analysis of baseline data that can inform a management strategy that would serve to protect and enhance this significant natural asset. We found that Allan Garden’s tree population, while species rich (43), is dominated by maple (Acer spp.) (48% of all park trees), making it reliant on very few species for the majority of its ecological and aesthetic benefits and raising disease and pest-related concerns. Age profiles (using size as a proxy) showed a dominance of older trees with an inadequate number of individuals in the young to early middle age cohort necessary for short- to medium-term replacement. Because leaf area represents the single-most important contributor to urban tree benefits modelling, we calculated it separately for every park tree, using hemispheric photography, to document current canopy condition. These empirical measurements were lower than estimates produced by STRATUM, especially when trees were in decline and lacked full canopies, highlighting the importance of individual tree condition in determining leaf area and hence overall forest benefits. Stewardship of natural spaces within cities demands access to accurate and timely resource-specific data. Our work provides an uncomplicated approach to the acquisition and interpretation of these data in the context of a forested urban park.  相似文献

Learning and adaptation in the management of waterfowl harvests   总被引:1,自引:0,他引:1  
A formal framework for the adaptive management of waterfowl harvests was adopted by the U.S. Fish and Wildlife Service in 1995. The process admits competing models of waterfowl population dynamics and harvest impacts, and relies on model averaging to compute optimal strategies for regulating harvest. Model weights, reflecting the relative ability of the alternative models to predict changes in population size, are used in the model averaging and are updated each year based on a comparison of model predictions and observations of population size. Since its inception the adaptive harvest program has focused principally on mallards (Anas platyrhynchos), which constitute a large portion of the U.S. waterfowl harvest. Four competing models, derived from a combination of two survival and two reproductive hypotheses, were originally assigned equal weights. In the last year of available information (2007), model weights favored the weakly density-dependent reproductive hypothesis over the strongly density-dependent one, and the additive mortality hypothesis over the compensatory one. The change in model weights led to a more conservative harvesting policy than what was in effect in the early years of the program. Adaptive harvest management has been successful in many ways, but nonetheless has exposed the difficulties in defining management objectives, in predicting and regulating harvests, and in coping with the tradeoffs inherent in managing multiple waterfowl stocks exposed to a common harvest. The key challenge now facing managers is whether adaptive harvest management as an institution can be sufficiently adaptive, and whether the knowledge and experience gained from the process can be reflected in higher-level policy decisions.  相似文献

ABSTRACT The efficiency of hydrologic data collection systems is relevant to solution of environmental problems, scientific understanding of hydrologic processes, model-building and management of water resources. Because these goals may be overlapping and non-commensurate, design of data networks is not simple. Identified are four elements of error or risk in such networks: (a) choice of variables and mathematical model for the same process, (b) accuracy of model parameter estimates, (c) acceptance of wrong hypothesis or rejection of correct hypothesis and (d) economic losses associated with error. Of these four, the classical hypothesis testing problem is specifically evaluated in terms of costs of type I and II errors for simple and composite hypotheses; mathematical models for these economic analyses also include costs of sample data and costs of waiting while new data is obtained. An illustrative computational example focuses on the hypothesis that natural recharge might be augmented by a system of pumping wells along an ephemeral channel. The relationship of the hypothesis testing problem to Bayesian decision theory is discussed; it is felt that the latter theory offers a more comprehensive framework for design and use of hydrologic data networks.  相似文献

Adaptive management (AM) is the process of implementing land management activities in incremental steps and evaluating whether desired outcomes are being achieved at each step. If conditions deviate substantially from predictions, management activities are adjusted to achieve the desired outcomes. Thus, AM is a kind of monitoring, an activity that land management agencies have done poorly for the most part, at least with respect to ground-based monitoring. Will they do better in the future? We doubt it unless costs, personnel, and future commitment are seriously addressed. Because ecosystem responses to management impacts can ripple into the distant future, monitoring programs that address only the near future (e.g., 10–20 years), are probably unreliable for making statements about resource conditions in the distant future. We give examples of this. Feedback loops between ecosystem response and adjustment of management actions are often broken, and therefore AM again fails. Successful ground-based monitoring must address these and other points that agencies commonly ignore. As part of the solution, publics distrustful of agency activities should be included in any monitoring program.  相似文献

Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan.  相似文献

The National Park Service, like other natural resource management agencies, has adopted the traditional model of public administration, which emphasizes efficiency, effectiveness, economy, and dichotomy between politics and administration. This approach is particularly ineffective in greenline parks and increasingly inappropriate in traditional areas. In an era of ecological interdependence, relationships with other agencies and jurisdictions and with adjacent as well as noncontiguous landowners are as important as controlling visitors. Recreation managers need to develop more skill in negotiation, cooperation, coordination, and interpersonal communication if they are to preserve and protect park resources.  相似文献
