Military and civilian aircraft overflights are an issue that may impact the quality of life for millions of United States residents. Aircraft noise annoys many people worldwide and is generally thought to adversely affect some wildlife species. In light of increasing demands being placed on airspace, and because of technological improvements in acoustical testing, there is a need to reexamine the effects of aircraft noise exposure on humans and wildlife. This paper reviews past research, current laws and legislation, and presents an argument for the need to revisit the effects of aircraft noise on humans and wildlife. Some evidence suggests that noise may adversely impact wildlife and humans, however, many of the past studies were inconclusive and based on relatively small sample sizes. Given that aircraft noise abatement legislation has been enacted and because of the recent promulgation of community-based noise awareness programs, future studies should be conducted to resolve public policy problems and debates associated with aircraft noise. The need to further study the effects of aircraft noise on humans and wildlife is critical for creating sustainable land use policies near aircraft installations. Data derived from these studies will be used to create sound public policies that enhance the operational capacity of military and civilian aircraft while reducing the opportunity for human and wildlife exposure to aircraft noise.  相似文献

Forest management often has cumulative, long-lasting effects on wildlife habitat suitability and the effects may be impractical to evaluate using landscape-scale field experiments. To understand such effects, we linked a spatially explicit landscape disturbance and succession model (LANDIS) with habitat suitability index (HSI) models to assess the effects of management alternatives on habitat suitability in a forested landscape of northeastern China. LANDIS was applied to simulate future forest landscape changes under four management alternatives (no cutting, clearcutting, selective cutting I and II) over a 200-year horizon. The simulation outputs were linked with HSI models for three wildlife species, the red squirrel (Sciurus vulgaris), the red deer (Cervus elaphus) and the hazel grouse (Bonasa bonasia). These species are chosen because they represent numerous species that have distinct habitat requirements in our study area. We assessed their habitat suitability based on the mean HSI values, which is a measure of the average habitat quality. Our simulation results showed that no one management scenario was the best for all species and various forest management scenarios would lead to conflicting wildlife habitat outcomes. How to choose a scenario is dependent on the trade-off of economical, ecological and social goals. Our modeling effort could provide decision makers with relative comparisons among management scenarios from the perspective of biodiversity conservation. The general simulation results were expected based on our knowledge of forest management and habitat relationships of the species, which confirmed that the coupled modeling approach correctly simulated the assumed relationships between the wildlife, forest composition, age structure, and spatial configuration of habitat. However, several emergent results revealed the unexpected outcomes that a management scenario may lead to.  相似文献

Conservationists in the recent years view local peoples' support for protected areas management as an important element of biodiversity conservation. This is often linked to the direct benefits, which local communities get from the protected areas. These benefits could be in the form of biomass resources, park funds diverted to local villages by state agencies and revenue from wildlife tourism. There are a very few studies which have attempted to study the direct relationship between benefits from wildlife tourism and local support for conservation. In India, wildlife tourism is restricted, and mostly controlled by state and private agencies. Wildlife conservation policy does not view tourism in protected areas as a source of revenue for the local communities. The present study examines the local people's attitudes towards wildlife tourism and the impact of benefits from tourism on the local support for Sariska Tiger Reserve (STR), India. STR is a flagship for tourism where protected areas are increasingly being visited and where local support for wildlife tourism has not been studied adequately. Results indicate that two-thirds of the respondents were positive towards tourism and support for conservation. The respondents were aware that more tourism benefits are possible from a well-conserved protected area. There appears to be correlation between benefits obtained by local people from wildlife tourism and other sources, and support for protected area existence, suggesting that benefits impact people's attitudes towards conservation. Some of the main problems are the unequal distribution of tourism benefits, lack of locals' involvement in tourism and development. There is a need to clearly address these issues, so that protected areas may get the support of local people, which may lead to sustainable development.  相似文献

ABSTRACT: Today most rivers are not freely flowing but are highly regulated to meet both human and wildlife needs. Several models allow the determination of instream flows that are needed to meet wildlife demands. However, these models are based on assumptions that limit their applicability to certain types of rivers. While these limitations do not preclude the use of the models on other types of rivers, like the Platte River in Nebraska, their limitations should be considered and accommodated by those making instream flow planning and management decisions. Other factors affecting channel morphology and its associated wildlife habitat, such as threshold values and vegetation are not adequately considered by current concepts. If rivers are to be managed to provide wildlife habitat, these factors will have to be addressed.  相似文献

Potential environmental impacts on wildlife result from siting and construction (short-term impacts) and habitat removal and fragmentation (long-term impacts) as a consequence of transportation corridor construction. Especially in rural districts, wildlife migration corridors and dispersal orientation are altered or destroyed and wildlife populations and their gene pools are isolated. This significantly weakens the wildlife community. Prudent selection of construction corridors reduces fragmentation impacts by maximizing preserved fragment sizes, and by running parallel to, not through, natural areas. Corridor width determines the degree to which wildlife movement is restricted except that culverts, underpasses, overpasses, and one-way gates, can aid wildlife in cross movements. Minimum underpass dimensions for large wildlife should be no smaller than 14 ft×14 ft and should include natural substratum inverts. Rail corridors have four characteristics that minimize adverse environmental impacts. The railbed is dry, ballast fillters runoff, there is little runoff beyond the toe of slope, and drainage ditches serve to control sheet flow and erosion, sediment movement, and uncontrolled channel flow. Rail corridors usually occupy smaller land areas because they are narrower and are more feasible to elevate so as to allow free movement of wildlife across the corridor.  相似文献

The sustainability of wildlife resources in Africa is threatened by poaching for trophies and meat as well as changes in land use. In order to motivate local people for sustainable wildlife management, efforts to transfer decision-making power as well as benefits from central to local level have been made in several countries. Such efforts have not yet been seen in Kilombero Game Controlled Area, which is the area covered by the present study. The paper documents the importance of wildlife to local people, explores local people's perceptions on wildlife management and identifies constraints to sustainable wildlife management. A total of 177 household interviews in 5 villages and 129 interviews of pupils in schools have been conducted. The majority of pupils reported that their latest meal of meat was from a wild animal, and the most common species was buffalo. Apart from availability of cheap wildlife meat, advantages from living close to wildlife include the use of various parts of animals for, e.g. medical and ritual uses, and various plant products from wildlife habitats. Disadvantages include damages to crops, predation on livestock, and injuries to humans. The estimated loss of yield due to raiding by wildlife amounted to 21.9 and 47.8% of the harvest of rice and maize, respectively. Traditional wildlife management in Kilombero includes few rules to avoid resource depletion, because depletion has traditionally not been a problem due to low hunting technology and low human population. Government management includes strict rules, with hunting quotas as the main instrument, but the government has failed to enforce the rules. Ongoing discussions on new approaches to wildlife management like co-management and community-based management were largely unknown to the villagers in the area. Both poaching and agricultural expansion threaten the sustainability of Kilombero Game Controlled Area. It is suggested that transfers of decision-making power and benefits to local people is necessary in order to achieve sustainable management.  相似文献

The increasing number of incidences of alleged wildlife poisoning with Furadan in Kenya has sparked off a strong lobby fronted by wildlife conservationists against Furadan use in the country and prompted this study. The worst-case scenario was in 2004 in Athi River, where a massive number of 187 African white-backed vultures (Gyps africanus) and hyenas were found dead at a spot where poisoning was suspected to have occurred through a Furadan-laced camel carcass bait. This study was initiated by the Peregrine Fund—Africa Project, and the objective was to provide evidence for Furadan exposure, its misuse and involvement in vulture poisoning and potential impact on areas near two wildlife conservancies in two most affected districts. The study found evidence for ready availability of Furadan 5G in local veterinary retail shops and its illegal misuse by pastoralists and farmers against wildlife to protect their animals and crops. Analysis of soil, water and plants taken from the farms and water sources by high-perfomance liquid chromatography (HPLC) and gas liquid chromatography–mass spectrometry (GC–MS) found residues of carbofuran, 3-hydroxycarbofuran and 3-ketocarbofuran, indicating that Furadan was used extensively in farming causing residual environmental distribution and contamination and posing risks to small birds and mammals. Forensic analysis of residues in beaks, feet and crop content of the dead vultures as well as in a laced camel carcass bait and soil samples from one site of poisoning also showed carbofuran and its two metabolites supporting allegations of Furadan involvement in wildlife poisoning and high-mortality cases of African white-backed vultures (Gyps africanus) in Kenya.  相似文献

Issues of resource conservation and development are essentially about choice between alternative uses of land. Resource evaluation in rural planning has usually been based on assessments of land quality or capability in relation to a variety of alternative uses. In the case of wildlife, choices have to be made as to whether the wildlife resource is worth conserving at all and if so, which sites should be used. Considerable efforts have been made to rationalise, improve and make explicit the way in which choices are made, and this paper reviews the current position and draws attention to issues and developments which could lead to improvements in current practice.  相似文献

Some believe that provision of private property rights in wildlife on private land provides a powerful economic incentive for nature conservation because it enables property owners to market such wildlife or its attributes. If such marketing is profitable, private landholders will conserve the wildlife concerned and its required habitat. But land is not always most profitably used for exploitation of wildlife, and many economic values of wildlife (such as non-use economic values) cannot be marketed. The mobility of some wildlife adds to the limitations of the private-property approach. While some species may be conserved by this approach, it is suboptimal as a single policy approach to nature conservation. Nevertheless, it is being experimented with, in the Northern Territory of Australia where landholders had a possibility of harvesting on their properties a quota of eggs and chicks of red-tailed black cockatoos for commercial sale. This scheme was expected to provide an incentive to private landholders to retain hollow trees essential for the nesting of these birds but failed. This case and others are analysed. Despite private-property failures, the long-term survival of some wildlife species depends on their ability to use private lands without severe harassment, either for their migration or to supplement their available resources, for example, the Asian elephant. Nature conservation on private land is often a useful, if not essential, supplement to conservation on public lands. Community and public incentives for such conservation are outlined.  相似文献

To assist risk assessors at the Department of Energy’s Savannah River Site (SRS), a Geographic Information System (GIS) application was developed to provide relevant information about specific receptor species of resident wildlife that can be used for ecological risk assessment. Information was obtained from an extensive literature review of publications and reports on vertebrate- and contaminant-related research since 1954 and linked to a GIS. Although this GIS is a useful tool for risk assessors because the data quality is high, it does not describe the species’ site-wide spatial distribution or life history, which may be crucial when developing a risk assessment. Specific receptor species on the SRS were modeled to provide an estimate of an overall distribution (probability of being in an area). Each model is a stand-alone tool consisting of algorithms independent of the GIS data layers to which it is applied and therefore is dynamic and will respond to changes such as habitat disturbances and natural succession. This paper describes this modeling process and demonstrates how these resource selection models can then be used to produce spatially explicit exposure estimates. This paper describes several alternatives to traditional methods of army training on dedicated ranges using live, full-calibre ammunition. These are: training/sub-calibre ammunition; training over private land; live or engagement simulation; virtual reality (VR) simulation; constructive simulation; and mechanical simulation. The advantages and disadvantages of each are examined with respect to military and environmental considerations. Varied examples from the British, US and Swiss armies are used to examine the future role of these alternative approaches in meeting a fast-changing training requirement within multiplying environmental controls and resource constraints. This paper concentrates particularly on the training requirements of artillery systems because these are amongst the most demanding in resource terms. The three cited nations operate similar artillery systems and are subject to similar constraints. The US Army's move towards simulation has been triggered largely by economic and operational factors along with tightening regulatory controls. The Swiss and British forces are highly constrained by space, the British due to population density and the Swiss due to topography. While all the alternatives offer environmental and resource advantages, VR simulation provides the most positive benefits.  相似文献

New ideas about conserving wildlife are emerging to compete with conventional national park policies. But methods of analyzing wildlife conservation problems in Africa are inadequate for the analysis of complex issues of policy. Much of the analysis of conservation policy attempts to be apolitical on issues charged with social conflict. Analyses are too often ahistorical when history can say a great deal about the origins of present-day ecological problems. Further-more, problems are commonly analyzed within narrow discilinary frameworks which predetermine the nature of conclusions and lead to professionally biased proposals. This case study of the Luangwa Valley, Zambia, is used to demonstrate a method which attempts to remedy these weaknesses,In the first part of the article we examine the role of the Luangwa National Parks in the context of the Zambian political economy, and identify social groups which compete for the resources of the national parks. Next we trace the historical origins of present-day ecological changes. These analyses lead toward a model of the Parks and some of their relationships with the national economy. We end with a proposal for communal use of wildlife which attempts to resolve some of the contradictions inherent in current policy.  相似文献

Wetlands are attractive to vertebrates because of their abundant nutrient resources and habitat diversity. Because they are conspicuous, vertebrates commonly are used as indicators of changes in wetlands produced by environmental impacts. Such impacts take place at the landscape level where extensive areas are lost; at the wetland complex level where some (usually small) units of a closely spaced group of wetlands are drained or modified; or at the level of the individual wetland through modification or fragmentation that impacts its habitat value. Vertebrates utilize habitats differently according to age, sex, geographic location, and season, and habitat evaluations based on isolated observations can be biased. Current wetland evaluation systems incorporate wildlife habitat as a major feature, and the habitat evaluation procedure focuses only on habitat. Several approaches for estimating bird habitat losses are derived from population curves based on natural and experimentally induced population fluctuations. Additional research needs and experimental approaches are identified for addressing cumulative impacts on wildlife habitat values.  相似文献

This paper uses the concept of sustainable development to examine the utilisation of wildlife resources at Moremi Game Reserve (MGR) and Khwai community area (NG 18/19) in the Okavango Delta, Botswana. Using both secondary and primary data sources, results show that the establishment of MGR in 1963 led to the displacement of Khwai residents from their land; affected Basarwa's hunting and gathering economy; marked the beginning of resource conflicts between Khwai residents and wildlife managers; and, led to the development of negative attitudes of Khwai residents towards wildlife conservation. Since the late 1980s, a predominantly foreign owned tourism industry developed in and around MGR, however, Khwai residents derive insignificant benefits from it and hence resource conflicts increased. In an attempt to address problems of resource conflicts and promote sustainable wildlife utilisation, the Botswana Government adopted the Community-Based Natural Resource Management (CBNRM) programme, which started operating at Khwai village in 2000. The CBNRM programme promotes local participation in natural resource management and rural development through tourism. It is beginning to have benefits to Khwai residents such as income generation, employment opportunities and local participation in wildlife management. These benefits from CBNRM are thus having an impact in the development of positive attitudes of Khwai residents towards wildlife conservation and tourism development. This paper argues that if extended to MGR, CBNRM has the potential of minimising wildlife conflicts between Khwai residents and the wildlife-tourism sectors. This approach may in the process promote the sustainable wildlife use in and around MGR.  相似文献

Mining of gravel for construction aggregate in California is regulated under the concept of ‘reclamation’, borrowed from open‐pit coal mines, which are recontoured and returned to productive use (such as agriculture) after mine closure. The concept works for dry terrace pits and can be adapted to creation of wildlife habitat in wet terrace pits. However, the state's regulatory structure also applies the concept to gravel extraction in the active channel, a dynamic system where the extraction site cannot be isolated from the surrounding environment. In this paper, I review reclamation in terrace and floodplain deposits but question the appropriateness of extending the traditional notion of reclamation to instream mining operations.  相似文献

随着全球工业化和城市化的快速发展,野生动物及其栖息地保护面临着前所未有的挑战。本文识别了我国的野生动物保护存在的主要问题:(1)现行《野生动物保护法》对野生动物保护范围界定过窄,资源利用主导思维干扰了野生动物保护,缺乏对生态系统与生物安全的足够重视。(2)由于现行野生动物保护立法、执法和管理制度不健全甚至缺失,导致野生动物驯养繁殖交易市场长期混乱,甚至成为非法野生动物交易的"洗白工具"。(3)社会公众群体尊重和保护野生动物意识淡薄,全民参与和监督举报机制不健全。本文认为,我国应该实施最严格的野生动物保护制度,实现人与野生动物平等、文明、和谐相处,建议:(1)树立尊重野生动物物种生存权、人与野生动物文明和谐相处的理念,摒弃野生动物资源利用观,重构人与野生动物平等共存关系。(2)清晰界定野生动物法律定义,扩大野生动物保护范围,围绕捕猎、繁育、运输、储存、转让、食用等环节,全面、科学、精准地构建最严格的野生动物保护制度。(3)立足于全面保护野生动物,严格禁止滥食滥用野生动物和过度商业化利用,实行野生动物保护利用特许制度,并大幅提高标准严格控制交易和利用,建立职责清晰的执法监管和惩治体系。(4)建立最严格的野生动物保护公众参与和司法治理体系,实施野生动物非法贸易、猎杀的行政公益诉讼制度,引导公众建立爱护保护野生动物、不食不用野生动物的文明行为,最终实现人类社会与野生动物的文明和谐共处。  相似文献

This paper analyses regulatory responses to rapid intensification of the use of drones/remotely piloted aircraft (RPA) in the context of wildlife protection. Benefits and disadvantages of the technology to wildlife are examined, before three key limitations in policy and law are identified: failure to address wildlife disturbance in RPA regulation; reliance upon insufficiently comprehensive existing wildlife protection legislation to manage disturbance effects; and limited species-specific research on disturbance. A New Zealand case study further reveals an inconsistent regulatory approach struggling to keep pace with innovation, inadequate regulatory capture of environmental effects due to exemption as “aircraft”, and no recognition that specific geographical locations, such as coastal areas, distinguished by recreational pressures and high numbers of threatened species require special consideration. Recommendations include acknowledging the impact on wildlife in policy, gap analysis of legal arrangements for protection from disturbance (including airspace), and adoption of minimum approach distances to threatened species.  相似文献

The Western Forest Complex (WEFCOM) of Thailand is comprised of many protected areas and has one of the highest wildlife populations in the country. Populations of wildlife in the WEFCOM have decreased dramatically over recent years. Rapid economic development has resulted in the conversion of forest into agricultural and pastoral land, which has directly and indirectly impacted the wildlife community. This research aimed to evaluate populations of domesticated cattle (Bos indicus) and buffalo (Bubalus bubalis) in the WEFCOM and their possible impacts on the wildlife community. Domesticated cattle and buffalo keepers from 1561 (or 3.3%) of houses in and near WEFCOM were interviewed. The average number of animals per household was 15.6 cattle and 8.5 buffalo. Most villagers released domesticated cattle and buffalo to forage in the protected areas. This tended to have a high impact on the wildlife community in Huai Kha Khaeng Wildlife Sanctuary and Tungyai Naresuan Wildlife Sanctuary. The least impacted areas were Luam Khlong Ngu National Park, Thong Pha Phum National Park and Chaleam Ratanakosin National Park. With a high risk to the wildlife community, law enforcement should be used in combination with a certain level of co-management with local communities.  相似文献

ABSTRACT: Contaminants in water and sediments can be carcinogenic to aquatic wildlife as well as humans. Identifying those carcinogens, however, is difficult because they often occur in low concentrations and exert their effects over a large part of the life span of affected organisms. Furthermore, the carcinogens are often components of complex mixtures. Recent studies suggest that laboratory-reared fish species might be well suited for testing water-associated and other carcinogens. Here, we review the principal carcinogen exposure methods that utilize small fish species or can be adapted to utilize small fish species to detect carcinogens in aqueous environments. Emphasis is placed on methods for which the end-point is tumor induction. The methods discussed are dietary exposures, skin painting, embryo microinjection, early life stage (pulse) exposures, static water exposures, flow-through exposures, and controlled field exposures. Early life stage exposures seem to have the greatest utility with regard to carcinogen sensitivity, ease of administration, disposal of test compounds, and economy of materials and effort. For certain types of carcinogens, however, long-term flow-through exposures are probably required. In summary, small fish carcinogenesis models offer an array of methodologies that can be utilized in a variety of combinations depending on compounds tested, exposure parameters employed, and end points sought.  相似文献
