In peripheral parts of Europe such as the West of Ireland, where environment-development tensions may be particularly sensitive, environmental sustainability principles need to be integrated into all policy and programme areas, as the Fifth Environmental Action programme requires. This paper examines the small but significant LEADER rural development initiative to assess how much its operation integrates sustainability considerations. While LEADER-supported projects are often environmentally benign, there is little evidence of proactive application in LEADER group strategies of sustainability criteria which are other than weak. Economic imperatives dominate LEADER programmes, and many actors are sanguine about potential environmental problems arising from development.  相似文献

ABSTRACT

Central Appalachia's historical dependence on natural resource extraction industries has contributed to a long history of under- and uneven development, including trends of persistent poverty, cycles of unemployment, weakened local governance, environmental degradation, and severe social inequalities relative to the rest of the nation. Though these trends have been well documented at structural and community-levels, scholarship is more limited in assessing how the conditions of natural resource dependency may shape the everyday experiences of those who live in such regions and how those everyday experiences may illuminate challenges for future development. Employing an embedded case study design, this study examines how everyday environmental injustices may be experienced via community gardening activities, a sustainable development-oriented activity celebrated in urban locations but largely unexplored in rural environments. Drawing upon in-depth interviews with 43 gardening programme coordinators and participants, the findings demonstrate that everyday environmental injustices are experienced across four distinct, yet overlapping and mutually reinforcing, dimensions: natural, built, human health, and socioeconomic environments. These factors in turn constrain programme participation and beneficial programme outcomes, particularly for more disadvantaged households that are affected by chronic illness, geographic isolation, and environmental hazards. Although the interviewees viewed many of these challenges as further justification for pursuing grassroots initiatives like community gardening programmes, these constraints also interacted in a way that limited the success of these locally-oriented sustainable development efforts, particularly for individuals who are the most socially, economically, and environmentally marginalised.  相似文献

Multi-criteria analysis (MCA) is a family of decision-making tools that can be used in strategic environmental assessment (SEA) procedures to ensure that environmental, social and economic aspects are integrated into the design of human development strategies and planning, in order to increase the contribution of the environment and natural resources to poverty reduction. The aim of this paper is to highlight the contribution of a particular multi-criteria technique, the analytic hierarchy process (AHP), in two stages of the SEA procedure applied to water programmes in developing countries: the comparison of alternatives and monitoring. This proposal was validated through its application to a case study in Brazilian semi-arid region. The objective was to select and subsequently monitor the most appropriate programme for safe water availability. On the basis of the SEA results, a project was identified and implemented with successful results. In terms of comparisons of alternatives, AHP meets the requirements of human development programme assessment, including the importance of simplicity, a multidisciplinary and flexible approach, and a focus on the beneficiaries' concerns. With respect to monitoring, the study shows that AHP contributes to SEA by identifying the most appropriate indicators, in order to control the impacts of a project.  相似文献

The Brundtland report and Agenda 21 focus on the global environment and development problems. Though Norway is usually considered a pioneer with respect to sustainable development, analyses have shown that this has not been the case with respect to Local Agenda 21. Still, Norwegian municipalities have strengthened their institutional capacity on environmental policy, and have thereby strengthened their ability to follow up the recommendations in Agenda 21. Through the high-profile government-financed reform programme, Environment in the Municipalities, which ran from 1988 to 1996, a great majority of the municipalities have employed their own environmental officers, and environmental considerations have gradually obtained a footing in municipal planning. So far, however, it is the local environmental problems that have received most attention rather than global environmental and development problems. By the start of the 21st century a crucial question is, therefore, whether the growing number of Local Agenda 21 initiatives in Norway will in fact adopt the global perspectives outlined by the Brundtland report and Agenda 21, or just keep on with a 'business as usual' environmental policy approach. So far national environmental policy in Norway seems to be reluctant to face the global problems, leaving the municipalities with the great challenge of being the 'engine' in steaming up Norwegian environmental politics.  相似文献

Private, voluntary eco-labelling and certification programmes are being developed for a number of industries to promote and verify higher environmental, economic and social standards. In some cases, these initiatives have developed regardless of whether there is initial, broad support within industry. This article seeks to identify some of the challenges inherent in the implementation of a sustainable development certification programme for the minerals and metals industry. The article looks for guidance from initiatives that are drawn for the most part from other resource industries, most notably forestry. While the article takes a Canadian perspective, many of the challenges raised in the article are also applicable internationally. The article concludes that stakeholders can learn from other resource industries if a decision is made to develop a certification programme for the minerals and metals industry. This article studies the contents of environmental health as presented through local environmental health programmes, an integrative tool introduced by the World Health Organisation to promote the local implementation of environmental health. The analysis looks at the impacts and issues in programme documents, and the organisational aspects of programme preparation. It finds that although there is an understanding of the broad meaning of environmental health in the definitions and impacts used in programmes, more profound change in the substance of environmental health is not yet evident.  相似文献

Health is a basic human right. Improving health requires social and environmental justice and sustainable development. The 'health for all' movement embraces principles shared by other social movements--in sustainable development, community safety and new economics. These principles include equity, democracy, empowerment of individuals and communities, underpinned by supportive environmental, economic and educational measures and multi-agency partnerships. Health promotion is green promotion and inequality in health is due to social and economic inequality. This paper shows how health, environmental and economic sustainability are inextricably linked and how professionals of different disciplines can work together with the communities they serve to improve local health and quality of life. It gives examples of how local policy and programme development for public health improvement can fit in with global and national policy-making to promote health, environmental and social justice.  相似文献

Summary In the UK, particularly post-Second World War, urban renewal and decongestion programmes created peripheral housing estates. From the beginning these estates were not endowed with any sustaining social and economic life. Moreover, most of the residents were in the lower percentile of the urban poor, as well as being disadvantaged from a multiple perspective. Over the years, these estates have deteriorated socially, environmentally and economically. A number of limited efforts made in the past to improve the general well-being of the residents have not achieved appreciable success.In recent times, it has been recognised that only by a comprehensive approach can the peripheral estates be regenerated (or generated?). The New Life for Urban Scotland programme is aimed at doing this. This paper attempts to evaluate the impact of the programme of environmental improvement in Castlemilk and Ferguslie Park, both peripheral housing estates on the outskirts of Glasgow, Scotland. The impact areas studied are: land-use pattern and environmental quality; retail and shopping facility development; leisure and recreation; roads, streetscape and local transport services; environmental improvement expenditure. Some possible improvements in the programme are proposed for the future.Dr Sam C. Summary Concern about the environmental damage caused by acid deposition has lead to national programmes to reduce acid precursor emissions. In the UK, a retrofit programme of flue gas desulphurisation (FGD) to three 2,000 MW coal-fired power stations has been announced, with up to four new stations equipped with FGD likely to follow by the year 2000. Whilst the positive effects of acid deposition abatement are recognised there has been considerable concern over the negative aspects of the programme arising, particularly, from the raw material requirements of an FGD plant and the need to dispose of waste products. A careful choice of the most appropriate technology can significantly reduce the negative impacts but such a choice can only be made after an environmental assessment of the national FGD programme.Dr James Longhurst is the Director of the Acid Rain Information Centre at Manchester Polytechnic. This study provides evidence on the clean‐up and development of properties in Cook County that have completed the two Illinois brownfield voluntary clean‐up programmes (VCPs) since 1989. Real estate and environmental databases are merged to allow analysis of development trends for a sample of several hundred entering sites, which are followed through the programme and into the marketplace. Results show that over half of the sites entering the programme received a closure letter, and that a quarter used a residential standard when remediating property. One‐third used caps or other engineering controls, and about 20% have received financing since obtaining the closure letter. These promising outcomes demonstrate the return of these properties to productive use.  相似文献

Summary Australia's first National Environment Statement focuses on the substantial ecologic and economic impacts of land degradation, primarily in the significant agricultural mega-region of the Murray-Darling Basin. But the Statement only summarises existing policies to show a A$500 million spending programme on the environment. Inescapable, is the conclusion that economic growth as present and projected, and environmental sustainability, cannot co-exist in the long term. Levels of awareness of Australia's diverse environmental concerns were measured but no targets or future achievements were chartered — so how is effective management to be attained? The proposed significant and rapid devolution of power for action to local government, catchment management groups and community associations is a welcome development but this must be supported by adequate technical information and guidance by government.Dr Diana G. Dr Jan Beyea is a physical scientist with Consulting in the Public Interest, 53 Clinton Street, Lambertville, NJ 08530, USA. The US Government produced and acquired approximately 111 t of plutonium in support of its nuclear weapons programme. Verified reports of the loss of nuclear material into the environment, including loss by animals, has raised questions regarding the monitoring programmes in place on the nuclear facilities. Given these concerns regarding the fate of stored nuclear waste, the authors conducted a review of the wildlife monitoring programme used at nuclear weapons and storage facilities by (1) reviewing the key facets of the monitoring used at the facilities, (2) evaluating published and unpublished data from the facilities and (3) incorporating data from personal site visits. The study concentrated on the Department of Energy's Hanford Reservation in rural south–central Washington and the Rocky Flats Plant in central Colorado. Based on the review, it is concluded that an improved and rigorous environmental surveillance and monitoring programme is needed at both locations. The site surveys identified frequent instances of intrusion into burial sites by animals, most of which had gone unreported by Hanford and Rocky Flats personnel. It was apparent that a significant source of potential contamination was not being adequately monitored at the nuclear waste sites. It is recommended that the development of a systematic, well-planned programme of monitoring animal intrusion on burial sites be considered, coupled with improved training for responsible personnel.  相似文献

This paper focuses on integrated environmental management and shows why emphasis should be put on implementation issues. The authors take the example of integrated coastal management (ICM) and analyse a case study they recently conducted in Madagascar, where an ambitious ICM programme is being implemented. They explain a strong perverse mechanism called sectoralization, which appears to threaten many integration efforts and is a good example of what is at stake with the implementation of the integration concept. They conclude especially that integrated environmental management should not be considered as the only modern form of environmental action, and that a certain type of case study is now needed to analyse existing environmental management systems before designing integration programmes.  相似文献
