In 1989 the Countryside and Forestry Commissions launched a national programme to create Community Forests on the fringes of major towns and cities in England and Wales. The assumption that such forests will be of benefit to the community at large was tested by means of surveys of two existing multi‐purpose woodlands adjacent to major conurbations. Contingent valuation, travel cost and time cost methods of environmental valuation were used to estimate the existing user benefits of the two woodlands for recreation. The study highlights weaknesses in the travel cost approach when applied to recreational facilities located near urban fringe areas which can be accessed on foot. The results of the two surveys are discussed and compared with similar results for more rural woodlands/ forests. The study suggests that on social grounds at least the concept of Community Forests should be pursued with recreation benefits alone exceeding management costs by a factor of three.  相似文献

This paper investigates the recreational economic value of bird watching in the Ku?cenneti National Park (KNP) at Lake Manyas, one of the Ramsar sites of Turkey and an important endangered species habitat. The lake and KNP provide considerable benefits for the region, although they have faced many environmental conflicts due to diverse stakeholders’ needs. An economic valuation for the benefits provided by the KNP is important data for stakeholders and local authorities. The travel cost method is used to estimate recreational demand for the KNP. The recreational value of the KNP is 103,320,074 USD annually. Results shed light on important policy issues and help to resolve conflicts among stakeholders. This calculated value is considerably higher than the annual investment and operation expenditures of the KNP. Sustainability of the important species around the lake could be achieved if the region's inhabitants are compensated by KNP visitors.  相似文献

The provision of leisure facilities is usually assessed on their value to users. This paper outlines the use of contingent valuation methods in an ex ante appraisal of the costs and benefits of enhancing river flow for recreational purposes in a low flow river. A number of rivers in England and Wales experience low flows, especially during summer months, due to over abstraction of water, creating a trade-off between leisure uses and the demands of water consumers. The sequential benefits of enhanced flows are estimated from those associated with abstraction up to licensed limits: to river flow at 70% of licensed abstraction levels; to flow levels required for an environmentally acceptable flow regime, which would permit leisure activities such as fishing, enhanced scenic walking and wildlife encounters. These benefits are compared to the costs which would be incurred to achieve these enhanced flow regimes. The study illustrates the importance of including non-user benefits in benefit-cost analysis, if leisure provision is to be provided in certain areas.  相似文献

ABSTRACT: In order to make economically efficient decisions about water quality improvements, data on both the costs and benefits of these improvements is needed. However, there has been little research on the benefits of reducing phosphorus pollution which implies that policy decisions are not able to make the comparison of costs and benefits that is essential for economic efficiency. This research attempts to ameliorate this situation by providing an estimate of the benefits of a 40 percent reduction in phosphorus pollution in the Minnesota River. A 1997 mail survey gathered information on Minnesota residents'use of a recreational site on the Minnesota River, the Minnesota Valley National Wildlife Refuge, and their willingness to pay for phosphorus reductions in the Minnesota River. The random effects probit model used in this research to investigate household willingness to pay for phosphorus pollution reductions in the Minnesota River incorporates recent innovations in nonmarket valuation methodology by using both revealed and stated preference data. This model estimated annual household willingness to pay for phosphorus reductions in the Minnesota River at $140. These results may be used in combination with cost estimates to determine the economic efficiency of phosphorus clean up.  相似文献

DOI: 10.1111/j.1752-1688.2011.00635.x Abstract: Public investment in urban stream restoration is growing, yet little has been done to quantify whether its benefits outweigh its cost. The most common drivers of urban stream projects are water quality improvement and infrastructure protection, although recreational and aesthetic benefits are often important community goals. We use standard economic methods to show that these contributions of restoration can be quantified and compared to costs. The approach is demonstrated with a case study in Baltimore, Maryland, a city with a legal mandate to reduce its pollutant load. Typical urban stream restoration costs of US$500-1,200 per foot are larger than the cost of the least expensive alternatives for management of nitrogen loads from stormwater (here, detention ponds, equivalent to $30-120 per foot of restored stream) and for protecting infrastructure (rip-rap armoring of streambanks, at $0-120 per foot). However, the higher costs of stream restoration can in some cases be justified by its aesthetic and recreational benefits, valued using a contingent valuation survey at $560-1,100 per foot. We do not intend to provide a definitive answer regarding the worth of stream restoration, but demonstrate that questions of worth can be asked and answered. Broader application of economic analysis would provide a defensible basis for understanding restoration benefits and for making restoration decisions.  相似文献

Coastal coral reefs, especially in the Florida Keys, are declining at a disturbing rate. Marine ecologists and reef scientists have emphasized the importance of establishing nonmarket values of coral reefs to assess the cost effectiveness of coral reef management and remediation programs. The purpose of this paper is to develop a travel cost-contingent valuation model of demand for trips to the Florida Keys focusing on willingness to pay (WTP) to preserve the current water quality and health of the coral reefs. The stated and revealed preference models allow the marginal valuation of recreationists to adjust depending on current and planned trip commitments in valuing nonmarginal policy changes in recreational opportunities. The integrated model incorporates key factors for establishing baseline amenity values for tourist dive sites, including perceptions of reef quality and dive conditions, the role of substitute sites, and the quality and availability of tourist facilities and recreation opportunities. The travel cost and WTP model differ in identifying critical variables and provide insight into the adjustment of trip decisions across alternative destination sites and the valuation of trips. In contrast to the travel cost model, a measure of the availability of substitute sites and total recreation activities does not have a significant impact on WTP valuations reported by snorkelers. Snorkelers engage in a relatively focused set of activities, suggesting that these recreationists may not shift expenditures to other sites or other recreation activities in the Florida Keys when confronted with increased access costs for the snorkeling experience.  相似文献

Marine water pollution affects many recreational sites around the world. It has impacts not only on recreational activities but also on health risks for those who come into direct contact with the water. Few economic studies have explicitly considered the health risks of bathing in polluted marine waters and none have attempted to separate health benefits from other benefits of marine water quality improvements. This paper uses stated preference techniques to separately evaluate the multiple benefits of improving the quality of marine recreational waters at the Estoril Coast in Portugal. The results indicate that health risk reductions are only a small fraction of the total social benefits of water quality improvements.  相似文献

This paper presents a cross-disciplinary framework for assessment of climate change adaptation to increased precipitation extremes considering pluvial flood risk as well as additional environmental services provided by some of the adaptation options. The ability of adaptation alternatives to cope with extreme rainfalls is evaluated using a quantitative flood risk approach based on urban inundation modeling and socio-economic analysis of corresponding costs and benefits. A hedonic valuation model is applied to capture the local economic gains or losses from more water bodies in green areas. The framework was applied to the northern part of the city of Aarhus, Denmark. We investigated four adaptation strategies that encompassed laissez-faire, larger sewer pipes, local infiltration units, and open drainage system in the urban green structure. We found that when taking into account environmental amenity effects, an integration of open drainage basins in urban recreational areas is likely the best adaptation strategy, followed by pipe enlargement and local infiltration strategies. All three were improvements compared to the fourth strategy of no measures taken.  相似文献

A contingent valuation survey of users of the 140 km Ridgeway National Trail was undertaken to estimate the value that users place on access to the Trail. The survey found that users had a mean willingness to pay for access to the Ridgeway of £1.24 per visit (£1.13– £1.36 95% Confidence Limits). With around 150 000 visits to the Ridgeway each year, this gives an estimated annual aggregate benefit of £186 000 (£169 500– £204 000 95% Confidence Limits) plus the economic benefits to local economies of visitor spending of some £0.8 million. This compares with the costs of Trail maintenance of around £154 000 per year. The development of National Trails in England for recreation and tourism is also discussed.  相似文献

Most existing methods of planning focus on development of a recreational area; less consideration is placed on the allocation of recreational activities within a recreational area. Most existing research emphasizes the economic benefits of developing a recreational area; few authors assessed the allocation suitability of recreational activities from an economic point of view. The purpose of this work was to develop a model to assess the allocation suitability of recreational activities according to the application of a concept of analysis of cost and benefit under a premise of ecological concern. The model was verified with a case study of Taiwan. We suggest that the proposed model should form a critical part of recreational planning.  相似文献

ABSTRACT: Accurate valuation of recreational lakes and rivers in contingent valuation (CV) studies requires that the definition of the environmental good being sold meets the requirements of correspondence, proximity, and familiarity. The concept of ‘water quality’ normally used fails to meet these requirements. This paper offers a broader concept of “lake/river quality” - a collection of physical, ecological, and aesthetic characteristics that create the opportunity for recreation, scenic enjoyment, and fish and wildlife propagation - that better describes the characteristics that recreationists value in lakes and rivers. The concept therefore better meets CV requirements and should be the basis for defining environmental improvements and declines to be hypothetically sold in CV surveys.  相似文献

A contingent valuation study was conducted with adult Kenyan citizens and foreign tourists to estimate the value of recreational benefits arising from coral reefs at Mombasa Marine National Park and Reserve (MMNPR), and to assess the implications for local reef management. Citizen and foreign visitors to MMNPR were willing to pay an extra $2.2 (median = $2.2 (median = 1.6) and $8 (median = $8 (median = 6.7) per visit respectively, in addition to current park entrance fees, to support reef quality improvements. By aggregating visitors’ willingness to pay bids over the number of visitors to MMNPR in 2006–2007 the value of benefits was estimated at 346,733, which was more than twice the total annual operational expenditure of346,733, which was more than twice the total annual operational expenditure of 152,383 for MMNPR. The findings indicate that annual revenues from citizen and foreign visitors may be increased by 60% to 261,932 through the implementation of proposed higher park fees of261,932 through the implementation of proposed higher park fees of 3.10 for citizens and $15 for foreign visitors. However, any fee increase would serve to intensify concerns among citizens that only relatively affluent Kenyans can afford to visit MMNPR. Park managers need to demonstrate that the extra revenue would be used to fund the proposed conservation activities. This valuation study demonstrates that visitors are prepared to pay higher user fees for access to the marine protected area revealing considerable untapped resource to finance reef quality improvements.  相似文献

High alpine peaks throughout the world are under increasing environmental pressure from hikers, trekkers, and climbers. Colorado's “Fourteeners”, peaks with summits above 14,000 feet are no exception. Most of these peaks have no entrance fees, and reach ecological and social carrying capacity on weekends. This paper illustrates how a series of dichotomous choice contingent valuation questions can be used to evaluate substitutability between different alpine peaks and quantify the price responsiveness to an entrance fee. Using this approach, we find that peak load pricing would decrease use of popular Fourteeners in Colorado by 22%. This reduction is due almost entirely to substitution, rather than income effects. There is also price inelastic demand, as 60% of the hikers find no substitution for their specific Fourteener at the varying cost increases posed in the survey. The no substitute group has a mean net benefit of $294 per hiker, per trip, considerably higher than visitor net benefits in most recreational use studies.  相似文献

This paper considers the external costs of public access on privately‐owned farm and estate land in Scotland. The increased costs and reductions in income associated with public access are found to be highly variable and site‐specific, with the main effects on land in areas of high population density or high scenic quality, or with recreational attributes. Although costs were on average higher for estates, reflecting their larger area and recreational potential, on a per‐hectare basis the costs of access were greater for the farm sector. Whilst much of the public access exists through de facto rights on open‐access land, there was evidence for an increasing commercialization of open‐air recreation, particularly with respect to more specialized activities. The discussion considers the extent to which the costs of access for land managers are reflected in policies determining the public provision of countryside access.  相似文献

The European Union Water Framework Directive (WFD) has created a demand for comparing the benefits and costs of the remedial measures. A major part of the benefits from improved water quality relate to the increased recreational value. However, there is a lack of easily operative and widely applicable quantitative methods to assess the benefits of improved water quality for recreational use. We present a new model to link physical indicators of water quality, water feasibility indicators for different recreational uses, individuals’ perceptions concerning the current feasibility of water for recreational purposes and monetary measures of water-related recreation benefits. The model has been applied to nine lakes, three rivers and one large coastal area in Finland. In this paper, we present the principles of the method and the results from one case study. In Finland, the method has been applied for the economic analysis required in the WFD.  相似文献

A binary response estimation procedure using contingent valuation data is proposed for estimating the incremental environmental benefits associated with the use of constructed wetlands to control agricultural waste-water runoff. The model uses two binary responses per individual while circumventing the non-independence problems associated with follow-up valuation questions. ABSTRACT: A basic problem in the management of rivers has been how to balance the tradeoffs between instream and out-of-stream uses. Traditionally, the problem has been addressed by optimizing the economic benefits of flow diversions and regulated releases with instream uses as a flow constraint. An alternative method is to model the effect different river flows have on various recreational uses (e.g., boating, fishing) and then use the results as an additional function or piece of information to determine river project operations and benefits. A methodology that is based on multiobjective decision theory and that relates instream recreational preferences to river flow is proposed. The methodology consists of determining, standardizing, and combining recreational benefit functions, and incorporating potential sources of uncertainty into an estimate of total instream benefits. Thus different types of flow patterns, resulting from reservoir regulation (out-of-stream water uses), can be analyzed to determine their potential instream impact. The methodology is applied to the New River Gorge, West Virginia, which has been designated as a National River.  相似文献

Numerous undeveloped and ecologically diverse tracts of land within urban communities in the United States are presently being utilized for a variety of unsupervised recreational activities. The present use and perceived value of residual open spaces adjacent to the Palisades to residents of four communities in northeastern New Jersey was assessed. The results of our survey suggest that parks and open space represent a city service that is not as highly valued as other more visible services, that respondents desire a diversity of recreational experiences, that existing parks and open space provide a narrow range of recreational benefits to users, that benefits of existing parks extend primarily to the provision of active pursuits, and that undeveloped residual open spaces are valued for and provide opportunities for a variety of passive pursuits.Residual open spaces are a resource that contributes towards meeting the aesthetic and recreational needs of city residents. ABSTRACT: Previous research provides evidence of a socioeconomic bias in outdoor recreational participation. One explanation of this bias is that socioeconomic groups have differential opportunities to participate, with the “costs” of this participation especially serving to restrict the recreational access of lower class persons living in urban areas. Using driving distance as a measure of cost, this study assessed the effects of travel costs on the attendance of three social class groups from an urban population at rural reservoir facilities. Findings support the contention that, while increased driving distance has a dampening effect on recreational participation, this effect is most pronounced for the lower class person. These findings point to the importance of equity considerations in the planning of outdoor recreational facilities.  相似文献
