Madhupur National Park is renowned for severe resource ownership conflicts between ethnic communities and government authorities in Bangladesh. In this study, we applied the Institutional Analysis and Development framework to identify: (i) past and present informal institutional structures within the ethnic Garo community for land resource management; (ii) the origin of the land ownership dispute; (iii) interaction mechanisms between formal and informal institutions; and (iv) change in land management authority and informal governance structures. We identify that the informal institutions of the traditional community have undergone radical change due to government interventions with implications for the regulation of land use, informal institutional functions, and joint-decision-making. Importantly, the government’s persistent denial of the role of existing informal institutions is widening the gap between government and community actors, and driving land ownership conflicts in a cyclic way with associated natural resource degradation. 相似文献

In Rocky Mountain National Park (RMNP), aspen (Populus tremuloides Michx.) has been observed to be declining on elk (Cervus elaphus nelsoni) winter range for many decades. To support elk management decisions, the SAVANNA ecosystem model was adapted to explore interactions between elk herbivory and aspen dynamics. The simulated probability of successful vegetative regeneration for senescent aspen stands declines sharply when elk densities reach levels of 3–5 elk/km2, depending on model assumptions for the seasonal duration of elk foraging activities. For aspen stands with a substantial component of younger trees, the simulated regeneration probability declines more continuously with increasing elk density, dropping below 50% from densities at 8–14 elk/km2.At the landscape scale, simulated aspen regeneration probability under a scenario of extensive seasonal use was little affected by elk population level, when this level was above 300–600 elk (25%–50% current population) over the ca. 107 km2 winter range. This was because elk distribution was highly aggregated, so that a high density of elk occupied certain areas, even at low population levels overall. At approximately current elk population levels (1000–1200 elk), only 35%–45% of senescent aspen stands are simulated as having at least a 90% probability of regeneration, nearly all of them located on the periphery of the winter range. Successful management for aspen persistence on core winter range will likely require some combination of elk population reduction, management of elk distribution, and fencing to protect aspen suckers from elk browsing. 相似文献

The Nitrate Sensitive Area (NSA) scheme and the more recent Nitrate Vulnerable Zone (NVZ) scheme are responses by the British Government to the growing demands of European legislation on water quality. Both are designed to check nitrate contamination from agriculture at source, with 'polluting' activities being changed or prohibited in areas forming the catchment of waters where the 1980 European Commission (EC) limit of 50 mg/l nitrate (N) is exceeded, or is likely to be exceeded. The NVZ scheme provides protection to surface and ground water,whereas the NSA scheme relates directly to the latter. Furthermore, action programmes to reduce nitrate pollution within NVZs are mandatory and uncompensated, whilst the more strict but voluntary measures of the NSA scheme are compensated. This paper sets out to critically analyse the NVZ scheme, with reference to the NSA scheme and further makes recommendations for an improved nitrate pollution land use control policy in relation to ground water protection. Environmental Impact Assessment Under the National Environmental Policy Act and the Protocol on Environmental Protection to the Antarctic Treaty 总被引:3,自引:0,他引:3
US government actions undertaken in Antarctica are subject to the requirements of both the Protocol and the US National Environmental
Policy Act (NEPA). There are differences in the scope and intent of the Protocol and NEPA; however, both require environmental
impact assessment (EIA) as part of the planning process for proposed actions that have the potential for environmental impacts.
In this paper we describe the two instruments and highlight key similarities and differences with particular attention to
EIA. Through this comparison of the EIA requirements of NEPA and the Protocol, we show how the requirements of each can be
used in concert to provide enhanced environmental protection for the antarctic environment. NEPA applies only to actions of
the US government; therefore, because NEPA includes certain desirable attributes that have been refined and clarified through
numerous court cases, and because the Protocol is just entering implementation internationally, some recommendations are made
for strengthening the procedural requirements of the Protocol for activities undertaken by all Parties in Antarctica.
The Protocol gives clear and strong guidance for protection of specific, valued antarctic environmental resources including
intrinsic wilderness and aesthetic values, and the value of Antarctica as an area for scientific research. That guidance requires
a higher standard of environmental protection for Antarctica than is required in other parts of the world. This paper shows
that taken together NEPA and the Protocol call for closer examination of proposed actions and a more rigorous consideration
of environmental impacts than either would alone. Three areas are identified where the EIA provisions of the Protocol could
be strengthened to improve its effectiveness. First, the thresholds defined by the Protocol need to be clarified. Specifically,
the meanings of the terms “minor” and “transitory” are not clear in the context of the Protocol. The use of “or” in the phrase
“minor or transitory” further confuses the meaning. Second, cumulative impact assessment is called for by the Protocol but
is not defined. A clear definition could reduce the chance that cumulative impacts would be given inadequate consideration.
Finally, the public has limited opportunities to comment on or influence the preparation of initial or comprehensive environmental
evaluations. Experience has shown that public input to environmental documents has a considerable influence on agency decision
making and the quality of EIA that agencies perform. 相似文献

A trend is presently under way to streamline the compliance requirements of the National Environmental Policy Act of the United States through cooperative assessment procedures. Since the law was enacted in 1970, however, participants in the assessment process have tended to settle disagreements by adversarial rather than cooperative means. This study focuses on a highly acclaimed environmental assessment procedure undertaken by the U.S. Steel Corporation for its proposed $4.0 billion Lakefront Steel Plant. Survey research data were gathered to measure the underlying management philosophy perceived by interorganizational representatives, who attended a series of Technical Team meetings designed to coordinate the assessment effort and to open communication channels. A social psychological scale of behavioral dimensions was adapted from Likert to define the composition and the extent of cooperation at these meetings. A newly constructed scale was used to measure the quantity and quality of representation by each of the major organizations involved. Informal interviews were conducted with project participants to obtain further insight into member interaction. Results indicate that democratic problem solving was in evidence but also suggest a preference by respondents for improved procedures. The paper outlines areas of concern voiced by respondents and offers the means for improving the operating procedures of similar interorganizational environmental assessments. 相似文献

Geyser basins provide high value recreation, scientific, economic and national heritage benefits. Geysers are globally rare,
in part, because development activities have quenched about 260 of the natural endowment. Today, more than half of the world’s
remaining geysers are located in Yellowstone National Park, northwest Wyoming, USA. However, the hydrothermal reservoirs that
supply Yellowstone’s geysers extend well beyond the Park borders, and onto two “Known Geothermal Resource Areas”—Island Park
to the west and Corwin Springs on the north. Geysers are sensitive geologic features that are easily quenched by nearby geothermal
wells. Therefore, the potential for geothermal energy development adjacent to Yellowstone poses a threat to the sustainability
of about 500 geysers and 10,000 hydrothermal features. The purpose here is to propose that Yellowstone be protected by a “Geyser
Protection Area” (GPA) extending in a 120-km radius from Old Faithful Geyser. The GPA concept would prohibit geothermal and
large-scale groundwater wells, and thereby protect the water and heat supply of the hydrothermal reservoirs that support Yellowstone’s
geyser basins and important hot springs. Proactive federal leadership, including buyouts of private groundwater development
rights, can assist in navigating the GPA through the greater Yellowstone area’s “wicked” public policy environment. Moreover,
the potential impacts on geyser basins from intrusive research sampling techniques are considered in order to facilitate the
updating of national park research regulations to a precautionary standard. The GPA model can provide the basis for protecting

We conducted a survey of 3321 Forest Service employees involved in compliance with the National Environmental Policy Act (NEPA) followed by five focus groups to investigate agency views of the purpose of agency NEPA processes and their appropriate measures of success. Results suggest the lack of a unified critical task for Forest Service NEPA processes and that employees' functions relevant to NEPA influence their views of its meaning. Compared to other agency personnel, members of interdisciplinary teams who carry out most day-to-day NEPA-related tasks placed greater emphasis on minimizing negative environmental and social impacts, satisfying multiple stakeholders and avoiding litigation and appeals. Line officers, who typically serve as the decision makers following NEPA processes, placed greatest emphasis on efficient implementation and least emphasis on minimizing impacts. Advisory personnel placed greatest emphasis on effective disclosure of analyses and decision-making. We discuss the structural origins of these differences as well as their implications. 相似文献

We investigated whether fish assemblage structure in southern Appalachian streams differed with historical and contemporary
forest cover. We compared fish assemblages in 2nd–4th order streams draining watersheds that had increased forest cover between 1950 and 1993 (i.e., reforesting watersheds). We sampled fish in 50 m reaches during August 2001 and calculated catch-per-unit-effort (CPUE)
by taxonomic, distributional, trophic, reproductive, and thermal metrics. We assigned streams to reforestation categories
based on cluster analysis of years 1950 and 1993 near-stream forest cover. The relationship between forest cover and assemblage
structure was assessed using analysis of variance to identify differences in fish CPUE in five forest cover categories. Streams
contained 23 fish species representing six families, and taxa richness ranged from 1 to 13 at 30 stream sites. Streams with
relatively low near-stream forest cover were different from streams having moderate to high near-stream forest cover in 1950
and 1993. Fish assemblages in streams having the lowest amount of forest cover (53–75%) were characterized by higher cosmopolitan,
brood hider, detritivore/herbivore, intermediate habitat breadths, run-pool dweller, and warm water tolerant fish CPUE compared
to streams with higher riparian forest cover. Our results suggest that fish assemblage’s structural and functional diversity
and/or richness may be lower in streams having lower recent or past riparian forest cover compared to assemblages in streams
having a high degree of near-stream forest cover. 相似文献

We conducted an online survey (n = 3321) followed by five focus groups with Forest Service employees involved in compliance with the National Environmental Policy Act (NEPA) to explore agency views of how NEPA should be implemented within the agency. We filter these perceptions through the lenses of different functional groups within the agency, each with its own role in agency compliance with NEPA and its own suite of perceived accountabilities. In doing so, we uncover areas of consensus regarding valued practices as well as tensions between employees with different roles in NEPA compliance. General consensus exists regarding the importance of the effective functioning of interdisciplinary teams, but opinions about what constitutes an effective team vary. Findings suggest that NEPA serves as a playing field for competing accountabilities felt by line officers, disciplinary specialists, and advisory personnel within the agency, as each attempts to exert influence over NEPA processes and their outcomes. 相似文献

Abstract: After a century of evolving flood policies, there has been a steady increase in flood losses, which has partly been driven by development in flood prone areas. National flood policy was revised in 1994 to focus on limiting and reducing the amount of development inside the 100‐year floodplain, with the goal of decreasing flood losses, which can be measured and quantified in terms of population and property value inside the 100‐year floodplain. Monitoring changes in these measurable indicators can inform where and how effective national floodplain management strategies have been. National flood policies are restricted to the spatial extent of the 100‐year floodplain, thus there are no development regulations to protect against flooding adjacent to this boundary. No consistent monitoring has been undertaken to examine the effect of flood policy on development immediately outside the 100‐year floodplain. We developed a standardized methodology, which leveraged national data to quantify changes in population and building tax value (exposure). We applied this approach to counties in North Carolina to assess (1) temporal changes, before and after the 1994 policy and (2) spatial changes, inside and adjacent to the 100‐year floodplain. Temporal results indicate the Piedmont and Mountain Region had limited success at reducing exposure within the 100‐year floodplain, while the Coastal Plain successfully reduced exposure. Spatially, there was a significant increase in exposure immediately outside the 100‐year floodplain throughout North Carolina. The lack of consistent monitoring has resulted in the continuation of this unintended consequence, which could be a significant driver of increased flood losses as any flood even slightly higher than the 100‐year floodplain will have a disproportionately large impact since development is outside the legal boundary of national flood policy. 相似文献

There are numerous demands for the limited water supplies in the Rocky Mountain (USA) region, and controversies surrounding
instream flows abound. A specific problem involves water diversions (i.e., small dams that shunt water out of stream channels)
during the summer irrigation season. We developed an approach to assess the effects of restoration of natural or less-than-natural
summer flows on trout that accounts for variation in habitat over long segments of low-gradient, alluvial-valley streams.
The approach has utility for managers because it can be conducted with hydologic data, aerial photographs, topographic maps,
and a spreadsheet without extensive fieldwork. We applied the approach by assessing the effects of different summer flows
on abundance of brown trout (Salmo trutta) in several streams annually dewatered in the Salt River Valley of western Wyoming. The assessment approach can be calibrated

On enactment, both the National Environmental Policy Act (NEPA), 1970 of the US and the Resource Management Act (RMA), 1991 of New Zealand received accolades for innovativeness. However, is such praise justified when these acts are explored through the literature on policy innovation? This paper suggests that it is. More importantly, recognizing how different attributes of innovation contribute to having a policy adopted suggests what the crafters of future environmental policies might do well to consider. Nitrate leaching and nitrogen recovery following application of polyolefin-coated urea to potato 总被引:2,自引:0,他引:2
High N fertilizer and irrigation amounts applied to potato (Solanum tuberosum L.) on coarse-textured soils often result in nitrate (NO3) leaching and low recovery of applied fertilizer N. This 3-yr study compared the effects of two rates (140 and 280 kg N ha(-1)) of a single polyolefin-coated urea (PCU) application versus split applications of urea on 'Russet Burbank' potato yield and on NO3 leaching and N recovery efficiency (RE) on a loamy sand. Standard irrigation was applied in all years and excessive irrigation was used in another experiment in the third year. At the recommended rate of 280 kg N ha(-1), NO3 leaching during the growing season was 34 to 49% lower with PCU than three applications of urea. Under standard irrigation in the third year, leaching from five applications of urea (280 kg N ha(-1)) was 38% higher than PCU. Under leaching conditions in the first year (> or = 25 mm drainage water in at least one 24-h period) and excessive irrigation in the third year, PCU at 280 kg N ha(-1) improved total and marketable tuber yields by 12 to 19% compared with three applications of urea. Fertilizer N RE estimated by the difference and 15N isotope methods at the 280 kg N ha(-1) rate was, on average, higher with PCU (mean 50%) than urea (mean 43%). Fertilizer N RE values estimated by the isotope method (mean 51%) were greater than those estimated by the difference method (mean 47%). Results from this study indicate that PCU can reduce leaching and improve N recovery and tuber yield during seasons with high leaching. 相似文献

Stream restoration practices are becoming increasingly common, but biological assessments of these improvements are still
limited. Rock weirs, a type of constructed riffle, were implemented in the upper Cache River in southern Illinois, USA, in
2001 and 2003–2004 to control channel incision and protect high quality riparian wetlands as part of an extensive watershed-level
restoration. Construction of the rock weirs provided an opportunity to examine biological responses to a common in-stream
restoration technique. We compared macroinvertebrate assemblages on previously constructed rock weirs and newly constructed
weirs to those on snags and scoured clay streambed, the two dominant substrates in the unrestored reaches of the river. We
quantitatively sampled macroinvertebrates on these substrates on seven occasions during 2003 and 2004. Ephemeroptera, Plecoptera,
and Trichoptera (EPT) biomass and aquatic insect biomass were significantly higher on rock weirs than the streambed for most
sample periods. Snags supported intermediate EPT and aquatic insect biomass compared to rock weirs and the streambed. Nonmetric
multidimensional scaling (NMDS) ordinations for 2003 and 2004 revealed distinct assemblage groups for rock weirs, snags, and
the streambed. Analysis of similarity supported visual interpretation of NMDS plots. All pair-wise substrate comparisons differed
significantly, except recently constructed weirs versus older weirs. Results indicate positive responses by macroinvertebrate
assemblages to in-stream restoration in the Cache River. Moreover, these responses were not evident with more common measures
of total density, biomass, and diversity. 相似文献

Topographically heterogeneous agricultural landscapes can complicate and accelerate agrochemical contamination of streams due to rapid transport of water and chemicals to poorly drained lower-landscape positions and shallow ground water. In the semiarid Palouse region, large parts of these landscapes have been tile drained to enhance crop yield. From 2000-2004 we monitored the discharge of a tile drain (TD) and a nearby profile of soil water for nitrate concentration ([NO(3)]), electrical conductivity level (EC), and water content to develop a conceptual framework describing soil nitrate occurrence and loss via subsurface pathways. Tile-drain baseflow [NO(3)] was consistently 4 mg N L(-1) and baseflow EC was 200 to 300 microS cm(-1). Each year sudden synoptic increases in TD discharge and [NO(3)] occurred in early winter following approximately 150 mm of fall precipitation, which saturated the soil and mobilized high-[NO(3)] soil water throughout the profile. The greatest TD [NO(3)] (20-30 mg N L(-1)) occurred approximately contemporaneous with greatest TD discharges. The EC decrease each year (to approximately 100 microS cm(-1)) during high discharge, a dilution effect, lagged approximately 1 mo behind the first appearance of high [NO(3)] and was consistent with advective transport of low-EC water from the shallow profile under saturated conditions. Water-budget considerations and temporal [NO(3)] patterns suggest that these processes deliver water to the TD from both lower- and upper-slope positions, the latter via lateral flow during the high-flow season. Management practices that reduce the fall reservoir of soil nitrate might be effective in reducing N loading to streams and shallow ground water in this region. 相似文献
