There is no legal mandate for strategic environmental assessment (SEA) in New Zealand. However, a requirement to consider environmental and sustainability issues is a key feature of many statutes, including that relating to regional transport planning. Given this, the research sought to determine whether SEA could be used to improve the incorporation of environmental and sustainability aspects into the regional transport planning process in New Zealand. Existing practice was evaluated, examining what factors currently limiting the consideration of environmental and sustainability issues and to what extent elements of SEA are currently being used. The research culminated in the development of a conceptual model where SEA elements could be incorporated into the existing framework to promote improved consideration of environmental and sustainability issues. The results provide some reassurance about the value of SEA even where its application is not legally mandated. However, it also highlighted some ongoing issues around the integration of SEA in existing frameworks and around the scope of SEA as a decision-aiding tool.  相似文献

The improvement of land management practices on lands susceptible to desertification requires information on the status and condition of the existing resources as well as any change occurring in the resource condition over time. The Environmental Monitoring and Assessment Program (EMAP) of the U.S. Environmental Protection Agency has developed a statistical survey design for monitoring the condition of ecological resources on large spatial scales. EMAP-Rangelands used a uniformity sampling study in 1993 to evaluate response plot designs for three categories of indicators (soils, vegetation, and spectral reflectance) to be used for monitoring ecological condition of a site. The response plot design study was developed to integrate on-site measurements for the three indicator categories. The study was conducted on the Colorado Plateau in southern Utah in three rangeland resource classes (grassland, desertscrub, and conifer woodland) of differing productivity levels in an attempt to develop a common plot design for all three resource classes. Basic measurement units were developed to facilitate integration of data collection. Preliminary spatial analysis of the sampling study found considerable differences in variation patterns among the study sites and measurement categories for the indicator classes used by EMAP-Rangelands. Evidence of substantial trends in the indicator measurements on monitoring sites relative to regional trends leads to the conclusion that nonstationary spatial models for biological processes on a monitoring site may be needed to fulfill the requirements for developing plot designs and indicator criteria.The U.S. Environmental Protection Agency, through the Office of Research and Development, funded the research described here. Health Impact Assessment (HIA) is recognized as a useful tool that can identify potential health impacts resulting from projects or policy initiatives. Although HIA has become an established practice in some countries, it is not yet an established practice in Canada. In order to enable broader support for HIA, this study provides a comprehensive review and analysis of the peer-reviewed and gray literature on the state of HIA practice. The results of this review revealed that, although there is an abundance of publications relating to HIA, there remains a lack of transparent, consistent and reproducible approaches and methods throughout the process. Findings indicate a need for further research and development on a number of fronts, including: 1) the nature of HIA triggers; 2) consistent scoping and stakeholder engagement approaches; 3) use of evidence and transparency of decision-making; 4) reproducibility of assessment methods; 5) monitoring and evaluation protocols; and, 6) integration within existing regulatory frameworks. Addressing these issues will aid in advancing the more widespread use of HIA in Canada.  相似文献

Satellite-based remote sensing offers great potential for frequent assessment of forest cover over broad spatial scales, however, calibration and validation using ground-based surveys are needed. In this study, forest cover estimates for the United States from a recently developed land surface cover map generated from satellite remote sensing data were compared to state-level inventory data from the U.S. National Resources Planning Act Timber Database. The land cover map was produced at the U.S. Geological Survey EROS Data Center and is based on imagery from the AVHRR sensor (spatial resolution 1.1 km). Vegetation type was classified using the temporal signal in the Normalized Difference Vegetation Index derived from AVHRR data. Comparisons revealed close agreement in the estimate of forest cover for extensively forested states with large polygons of relatively similar vegetation such as Oregon. Larger forest cover differences were observed in other states with some regional patterns in the level of agreement apparent.Comparisons in inventory- and remote sensing-based estimates of current forested area with potential vegetation maps indicated the magnitude of past land use change and the potential for future changes. The remote sensing approach appears to hold promise for conducting surveys of forest cover where inventory data are limited or where rates of vegetation change, due to human or climatic factors, are rapid.  相似文献

The U.S. Environmental Protection Agency (EPA) is working with federal, state, local, and non-governmental partners to produce an interactive, spatial inventory of environmental data in the mid-Atlantic region. The inventory will include maps of sampling locations, lists of measurements, and design information for hundreds of research sites and monitoring programs. It will also feature user-defined queries, resulting in customized maps that satisfy search criteria. (For example, "Display the probability-based surveys that measure dry deposition and nutrient availability in soils"). The inventory will be used in an interagency pilot study, instigated by the National Science and Technology Council's Committee on the Environment and Natural Resources, to integrate environmental monitoring and research activities. The inventory will also provide information for a regional ecological assessment led by EPA Region 3 and the Office of Research and Development. In addition, an interagency consortium will use the inventory to identify suitable field data for assessing the accuracy of satellite imagery. In each of these three applications, the inventory will be tested and evaluated as a potential prototype for completing additional regions of the U.S. Maintained as an Oracle database, the inventory is accessible on the internet at http://www.epa.gov/monitor/. Currently, ten inventory records are on-line for demonstration. The complete federal inventory of approximately 180 records will be accessible on-line by October, 1997; approximately 200 state, local and non-governmental records are scheduled for on-line access by April, 1998.  相似文献

The integration of the Geographic Information System (GIS) with groundwater modeling and satellite remote sensing capabilities has provided an efficient way of analyzing and monitoring groundwater behavior and its associated land conditions. A 3-dimensional finite element model (Feflow) has been used for regional groundwater flow modeling of Upper Chaj Doab in Indus Basin, Pakistan. The approach of using GIS techniques that partially fulfill the data requirements and define the parameters of existing hydrologic models was adopted. The numerical groundwater flow model is developed to configure the groundwater equipotential surface, hydraulic head gradient, and estimation of the groundwater budget of the aquifer. GIS is used for spatial database development, integration with a remote sensing, and numerical groundwater flow modeling capabilities. The thematic layers of soils, land use, hydrology, infrastructure, and climate were developed using GIS. The Arcview GIS software is used as additive tool to develop supportive data for numerical groundwater flow modeling and integration and presentation of image processing and modeling results. The groundwater flow model was calibrated to simulate future changes in piezometric heads from the period 2006 to 2020. Different scenarios were developed to study the impact of extreme climatic conditions (drought/flood) and variable groundwater abstraction on the regional groundwater system. The model results indicated a significant response in watertable due to external influential factors. The developed model provides an effective tool for evaluating better management options for monitoring future groundwater development in the study area.  相似文献

This study explores ecological vulnerability to land-use change in the U.S. Mid-Atlantic Region by spatially extrapolating land and economic development, and overlaying these projections with maps of sensitive ecological resources. As individual extrapolations have a high degree of uncertainty, five methods with different theoretical bases are employed. Confidence in projections is increased for counties targeted by two or more projection methods. A county is considered at risk if it currently supports three or more sensitive resources, and is projected to experience significant growth by the year 2010 by two or more methods. Analysis designated 19 counties and two cities as at risk, highlighting within a large region the priority areas where state and regional efforts would contribute the most to integrating environmental considerations into the process of land development. The study also found that potentially severe ecological effects of future land-use change are not limited to the outskirts of major urban areas. Recreational demands on smaller communities with mountain and coastal resources are also significant, as are initiatives to promote economic development in rural areas of high ecological quality. This approach provides a comprehensive overview of potential regional development, leading to an objective prioritization of high-risk areas. The intent is to inform local planning and decision-making so that regional and cumulative ecological degradation are minimized.  相似文献

Sustainable development of the aquatic environment depends upon routine and defensible cumulative effects assessment (CEA). CEA is the process of predicting the consequences of development relative to an assessment of existing environmental quality. Theoretically, it provides an on-going mechanism to evaluate if levels of development exceed the environment's assimilative capacity; i.e., its ability to sustain itself. In practice, the link between CEA and sustainable development has not been realized because CEA concepts and methods have developed along two dichotomous tracks. One track views CEA as an extension of the environmental assessment (EA) process for project developments. Under this track, stressor-based (S-B) methods have been developed where the emphasis is on local, project-related stressors, their link with aquatic indicators, and the potential for environmental effects through stressor-indicator interactions. S-B methods focus on the proposed development and prediction of project-related effects. They lack a mechanism to quantify existing aquatic quality especially at scales broader than an isolated development. This limitation results in the prediction of potential effects relative to a poorly defined baseline state. The other track views CEA as a broader, regional assessment tool where effects-based (E-B) methods specialize in quantification of existing aquatic effects over broad spatial scales. However, the predictive capabilities of E-B methods are limited because they are retrospective, i.e., the stressor causing the effect is identified after the effect has been measured. When used in isolation, S-B and E-B methods do not address CEA in the context necessary for sustainable development. However, if the strengths of these approaches were integrated into a holistic framework for CEA, an operational mechanism would exist to better monitor and assess sustainable development of our aquatic resources. This paper reviews the existing conceptual basis of CEA in Canada including existing methodologies, limitations and strengths. A conceptual framework for integrating project-based and regional-based CEA is presented.  相似文献

A Health Index/Risk Evaluation Tool (HIRET) has been developed for the integration of risk assessment and spatial planning using GIS capabilities. The method is meant to assist decision makers and site owners in the evaluation of potential human health risk with respect to land use. Human health risk defined as the potential adverse effects on human life or health is generally accepted as the most important aspect for site assessment and planning of remediation strategies. It concerns polluted sites that endanger human health on one hand and derelict land that does not cause the immediate risk on the other hand. In current state-of-the-art risk-assessment, long-term spatial and temporal changes of risks, in relation to changes in contamination patterns and land use functions, are not taken into account. The aim of this paper is to demonstrate the methodology developed for human health risk assessment in aspect of spatial and temporal domain. HIRET was developed as an extension for ESRI software ArcView 3.2 and allows performing dynamic human health risk assessment in long-term period, which is relevant for land use planning. The paper illustrates how such methodology can assist in environmental decision-making to enhance the efficiency of contaminated land management. A case study of contaminated site is given showing how data can be used within a GIS framework to produce maps indicating areas of potential human health risk.  相似文献

The Chinese government has conducted the Returning Grazing Land to Grassland Project (RGLGP) across large portions of grasslands from western China since 2003. In order to explore and understand the impact in the grassland's eco-environment during the RGLGP, we utilized Projection Pursuit Model (PPM) and Geographic Information System (GIS) to develop a spatial assessment model to examine the ecological vulnerability of the grassland. Our results include five indications: (1) it is practical to apply the spatial PPM on ecological vulnerability assessment for the grassland. This methodology avoids creating an artificial hypothesis, thereby providing objective results that successfully execute a multi-index assessment process and analysis under non-linear systems in eco-environments; (2) the spatial PPM is not only capable of evaluating regional eco-environmental vulnerability in a quantitative way, but also can quantitatively demonstrate the degree of effect in each evaluation index for regional eco-environmental vulnerability; (3) the eco-environment of the Xianshui River Basin falls into the medium range level. The normalized difference vegetation index (NDVI) and land use cover and change (LUCC) crucially influence the Xianshui River Basin's eco-environmental vulnerability. Generally, in the Xianshui River Basin, regional eco-environmental conditions improved during 2000 and 2010. The RGLGP positively affected NDVI and LUCC structure, thereby promoting the enhancement of the regional eco-environment; (4) the Xianshui River Basin divides its ecological vulnerability across different levels; therefore our study investigates three ecological regions and proposes specific suggestions for each in order to assist in eco-environmental protection and rehabilitation; and lastly that (5) the spatial PPM established by this study has the potential to be applied on all types of grassland eco-environmental vulnerability assessments under the RGLGP and under the similar conditions in the Returning Agriculture Land to Forest Project (RALFP). However, when establishing an eco-environmental vulnerability assessment model, it is necessary to choose suitable evaluation indexes in accordance with regional eco-environmental characteristics.  相似文献

Water demands in arid and semi-arid areas, coupled with increased human populations and concomitant changes in land use, can greatly alter aquatic ecosystems. A good example of this type of system occurs along the eastern slope of the Colorado Rocky Mountains, U.S.A. Long-term macroinvertebrate metric data from the Big Thompson and Cache la Poudre Rivers, Colorado, were collected at one site above, and three sites in and downstream from urban areas. These data were compared both with regional reference and single reference sites in the respective rivers. Using the surrogate variables of potential urban impact (population and housing units), and the environmental gradient represented primarily by chemical factors, it was determined that there was an effect of urban land use that was reflected in the macroinvertebrate assemblages in both rivers. The most robust results were usually seen when regional reference data were used. However, even using only the upstream reference site in either river indicated some negative impacts from the urban areas. The long-term data, particularly in the Cache la Poudre River, showed that water quality has not been getting worse and there is some evidence of a slight improvement in downstream reaches, even with increased urban development.  相似文献

The Air Polluttion Monitoring System has got a significant development of late, which is in direct relation with a considerable extention and improvement of the observation network in cities and industrial areas, with creation of a new network for assessing regional and global background of the atmosphere pollution, as well as with the wide involvement of meteorologists to monitoring organization.
  2. While developing a new global monitoring system, it is necessary to take into account its relationship with the local monitoring within the region of air pollution sources, i.e. at the \lsimpact\rs level. The need in such an account is dictated first of all by the physics of pollutant spreading that states: changes in air pollution over large territories must be in a certain agreement with greater changes in the vicinity of emission sources. Methods applied in the global and local monitoring have also a number of common peculiarities. White organizing regional network for observations of the background pollution of the atmosphere twin stations (one of the pair of stations located outside the city boundaries in a small community, and the other, in the nearest city with the population of 200–400 thousand inhabitants) were established in the U.S.S.R. and in a number of socialist countries in Europe.
  3. Implementation of the twin-station principles in the U.S.S.R. has contributed to data interpretation and representativity assessment as well as to correction of the station location. Observation results from the Soviet background stations and those abroad have been compared by now according to a number of indices.
  4. The correlation of monitoring systems of various scales tells positively both on mutual improvement and completion of observational methods. The methods of obtaining integral characteristics of air pollution were used for the global monitoring, in particular spectral actinometric observations and chemical analysis of the precipitation composition. Now they find still wider employment. Thus methods of spectral actinometric measurements and data processing were used to estimate the degree of aerosol pollution of a number of industrial centres. The theory of solar radiation spreading and aerosol contents determination in urban atmosphere has also been developed. It is a generalization of an earlier developed theory, used to estimate global atmosphere pollution basing on actinometric data. The organization of precipitation collection and analysis on a network of stations around Leningrad and in Donbass area enables us to compare the admixture content in precipitations falling in industrial and agricultural areas.
  5. A considerable increase of possibilities to measure microconcentrations of sulphur dioxide, nitrogen oxides and of a number of other pollutants is connected with the use of solid solvents for sampling. Their use will allow to avoid establishment of special laboratories at background stations and only send samples by post for their analysis in centralized laboratories.
They will also allow to considerably increase precision and accuracy of measurements. The international comparisons of methods of air pollution measurements on the background level allow to judge about the effiency of these methods.  相似文献

Achieving adequate and desirable forest regeneration is necessary for maintaining native tree species and forest composition. Advance tree seedling and sapling regeneration is the basis of the next stand and serves as an indicator of future composition. The Pennsylvania Regeneration Study was implemented statewide to monitor regeneration on a subset of Forest Inventory and Analysis plots measured by the U.S. Forest Service. As management techniques are implemented to improve advance regeneration, assessments of the change in the forest resource are needed. When the primary focus is on detecting change, hypothesis tests should have small type II (β) error rates. However, most analyses are based on minimizing type I (α) error rates and type II error rates can be quite large. When type II error rates are high, actual improvements in regeneration can remain undetected and the methods that brought these improvements may be deemed ineffective. The difficulty in detecting significant change in advance regeneration when small type I error rates are given priority is illustrated. For statewide assessments, power (1-β) to detect changes in proportion of area having adequate advance regeneration is relatively weak (≤0.5) when the change is smaller than 0.05. For evaluations conducted at smaller spatial scales, such as wildlife management units, the reduced sample size results in only marginal power even when relatively large changes (≥0.20) in area proportion occur. For fixed sample sizes, analysts can consider accepting larger type I error rates to increase the probability of detecting change (smaller type II error rates) when it occurs, such that management methods that positively affect regeneration can be identified.  相似文献

The Environmental Protection Agency (EPA) and U.S. Geological Survey (USGS) initiated a two-year regional pilot survey in 2007 to develop, test, and validate tools and approaches to assess the condition of northern Gulf of Mexico (GOM) coastal wetlands. Sampling sites were selected from estuarine and palustrine wetland areas with herbaceous, forested, and shrub/scrub habitats delineated by the US Fish and Wildlife Service National Wetlands Inventory Status and Trends (NWI S&T) program and contained within northern GOM coastal watersheds. A multi-level, stepwise, iterative survey approach is being applied to multiple wetland classes at 100 probabilistically-selected coastal wetlands sites. Tier 1 provides information at the landscape scale about habitat inventory, land use, and environmental stressors associated with the watershed in which each wetland site is located. Tier 2, a rapid assessment conducted through a combination of office and field work, is based on best professional judgment and on-site evidence. Tier 3, an intensive site assessment, involves on-site collection of vegetation, water, and sediment samples to establish an integrated understanding of current wetland condition and validate methods and findings from Tiers 1 and 2. The results from this survey, along with other similar regional pilots from the Mid-Atlantic, West Coast, and Great Lakes Regions will contribute to a design and implementation approach for the National Wetlands Condition Assessment to be conducted by EPA’s Office of Water in 2011.  相似文献

This study was an attempt to analyse the regional environmental quality with the application of remote sensing, geographical information system, and spatial multiple criteria decision analysis and, to project a quantitative method applicable to identify the status of the regional environment of the study area. Using spatial multi-criteria evaluation (SMCE) approach with expert knowledge in this study, an integrated regional environmental quality index (REQI) was computed and classified into five levels of regional environment quality viz. worse, poor, moderate, good, and very good. During the process, a set of spatial criteria were selected (here, 15 criterions) together with the degree of importance of criteria in sustainability of the regional environment. Integrated remote sensing and GIS technique and models were applied to generate the necessary factors (criterions) maps for the SMCE approach. The ranking, along with expected value method, was used to standardize the factors and on the other hand, an analytical hierarchy process (AHP) was applied for calculating factor weights. The entire process was executed in the integrated land and water information system (ILWIS) software tool that supports SMCE. The analysis showed that the overall regional environmental quality of the area was at moderate level and was partly determined by elevation. Areas under worse and poor quality of environment indicated that the regional environmental status showed decline in these parts of the county. The study also revealed that the human activities, vegetation condition, soil erosion, topography, climate, and soil conditions have serious influence on the regional environment condition of the area. Considering the regional characteristics of environmental quality, priority, and practical needs for environmental restoration, the study area was further regionalized into four priority areas which may serve as base areas of decision making for the recovery, rebuilding, and protection of the environment.  相似文献

This paper reports an approach to the assessment of the validity of environmental monitoring data--a 'data filter'. The strategy has been developed through the UK National Marine Analytical Quality Control (AQC) Scheme for application to data collected for the UK National Marine Monitoring Plan, although the principles described are applicable more widely. The proposed data filter is divided into three components: Part A, 'QA/QC'--an assessment of the laboratory's practices in Quality Assurance/Quality Control; Part B, 'fitness for purpose'--an evaluation of the standard of accuracy that can be demonstrated by activities in (A), in relation to the intended application of the data; and Part C, the overall assessment on which data will be accepted as usable or rejected as being of suspect quality. A pilot application of the proposed approach is reported. The approach described in this paper is intended to formalise the assessment of environmental monitoring data for fitness for a chosen purpose. The issues important to fitness for purpose are discussed and assigned a relative priority order on which to judge the reliability/usefulness of monitoring data.  相似文献

The occurrence of censored data due to less than detectable measurements is a common problem with environmental data. The methods of survival analysis, although designed primarily for right censored data and time measured variables, can be adapted to apply censored environmental data. Most Great River ecosystems (GREs) are extensively modified and are not receiving adequate protection to prevent further habitat degradation and loss of biotic integrity. In the United States, ecological monitoring and assessment of GREs has lagged behind streams and estuaries, and the management of GREs is hampered by the lack of unbiased data at appropriate spatial scales. Properties of GREs that make them challenging to monitor and assess include difficult sample logistics and high habitat diversity. The U.S. Environmental Protection Agency’s Environmental Monitoring and Assessment Program (EMAP) has developed a comprehensive, regional-scale, survey-based monitoring approach to assessment of streams and estuaries, but has not yet conducted research on applying these tools to GRE monitoring. In this paper we present an overview of an EMAP research project on the Upper Missouri River (UMR). We summarize the assessment objectives for the study, the design for selecting sample locations, the indicators measured at these sites and the tools used to analyze data. We present an example of the type of statements that can be made with EMAP monitoring data. With modification, the set of methodologies developed by EMAP may be well suited for assessment of GREs in general.  相似文献

U.S. EPA Region IX is supporting bioassessment programs in Arizona, California, Hawaii and Nevada using biocriteria program and Regional Environmental Monitoring and Assessment Program (R-EMAP) resources. These programs are designed to improve the state, tribal and regional ability to determine the status of water quality. Biocriteria program funds were used to coordinate with Arizona, California and Hawaii which resulted in these states establishing reference conditions and in developing biological indices. U.S. EPA Region IX has initiated R-EMAP projects in California and Nevada. These U.S. EPA Region IX sponsored programs have provided an opportunity to interact with the States and provide them with technical and management support. In Arizona, several projects are being conducted to develop the State's bioassessment program. These include the development of a rotational random monitoring program; a regional reference approach for macroinvertebrate bioassessments; ecoregion approach to testing and adoption of an alternate regional classification system; and development of warm-water and cold-water indices of biological integrity. The indices are projected to be used in the Arizona Department of Environmental Quality (ADEQ) 2000 water quality assessment report. In California, an Index of Biological Integrity (IBI) has been developed for the Russian River Watershed using resources from U.S. EPA's Non-point Source (NPS) Program grants. A regional IBI is under development for certain water bodies in the San Diego Regional Water Quality Control Board. Resources from the U.S. EPA Biocriteria program are being used to support the California Aquatic Bioassessment Workgroup (CABW) in conjunction with the California Department of Fish & Game (CDFG), and to support the Hawaii Department of Health (DoH) Bioassessment Program to refine biological metrics. In Nevada, R-EMAP resources are being used to create a baseline of aquatic information for the Humboldt River watershed. U.S. EPA Region IX is presently working with the Nevada Division of Environmental Protection (NDEP) to establish a Nevada Aquatic Bioassessment Workgroup. Future R-EMAP studies will occur in the Calleguas Creek watershed in Southern California, and in the Muddy and Virgin River watersheds in southern Nevada, and the Walker River watershed in eastern California and west-central Nevada.  相似文献
