The important role that non-motorised transport plays in urban sustainability is discussed with particular reference to the developing world and to the links between environmental and poverty issues. The significance of non-motorised transport in terms of reduced pollution, income maintenance for the poor and providing transport for vulnerable groups is stressed and placed within the general context of sustainable development. More specifically, evidence is presented for rickshaws in Calcutta, which demonstrates the vital role that non-motorised transport must play if sustainable development objectives are to be met. This evidence indicates that if rickshaws were to disappear from Calcutta's streets there would not only be significant increases in air pollution but also a substantial increase in the numbers of people living in poverty.  相似文献

可持续发展水平时空解构表明,木垒县可持续发展能力很弱,资源问题成为限制其经济发展、社会发展及环境保护的主要因素。近8年来,木垒县可持续发展水平虽然呈良性上升状态,但其上升主要归功于社会发展因素,经济发展指数、资源指数等对其上升的推动性并不强。仅以提高经济发展水平为目的的掠夺式开发,使得资源匮乏的木垒县因此出现较为严重的资源性环境问题,并制约经济水平的提高。上述分析表明,资源指数成为新疆北疆地区少数民族贫困县可持续发展的基础,少数民族贫困县的贫困现状与其可持续发展能力弱是密切联系的。消除贫困的前提条件是实现可持续发展,因此,提高新疆少数民族贫困县的可持续发展水平这项任务迫切而重要。  相似文献

Recently the possible link between air pollution and asthma has been at the centre of much political, public and media attention. This concern has been fuelled by evidence of increasing respiratory ill health, especially in children, and the search for an explanation has focused upon environmental pollution, particularly emissions from road transport. Paradoxically this concern has not been induced by new findings that address the fundamental question of the importance of current levels of air pollution in the causation, severity and responses in asthma. Asthma is predominantly an allergic disease of the human airways. These airways are known to become inflamed in response to exposure to a host of environmental factors. This paper reviews evidence of a link between pollution and asthma and examines the role of pollution in the expression of asthma. In more than 90 percent of children in the UK with asthma the major allergen is a protein particle secreted by house dust mites and this is likely to be the cause of the disease in most sufferers. However, if air pollution has a role it must be expressed in one of three ways. First, certain pollutants acting together, singly, or with other environmental triggers, may cause changes in airways and cause symptoms in people already suffering from asthma. Secondly, air pollution may be causing the initiation of asthma by a mechanism independent of other factors. Thirdly, exposure to pollutants may act in combination with allergens to initiate the asthmatic tendency. The medical evidence for each of these possible roles will be discussed. It is crucial that answers are forthcoming to these questions in order that effective and timely air pollution control strategies may be introduced.This paper was delivered at the Global Forum '94 Academic Conference.  相似文献

This article presents an assessment of the effectiveness of national and international energy policies directed toward the objectives of sustainable development contained in Agenda 21. Following a brief overview of energy and transport sector trends over the past ten years, the article discusses whether and to what extent energy policies for sustainable development have impacted on poverty reduction, energy security, equitable access to energy, and transition to a more efficient and environmentally sound energy system.
The impact of policies is assessed considering that such a transition involves appropriate combinations of energy efficient technologies and usage patterns, wider use of renewable energy, and gradual induction of advanced energy technologies. The article then examines the extent to which such policies have been based on integrated assessments of the needs and priorities in economic growth, social development and environmental protection and identifies some of the main constraints and barriers hampering the implementation of energy for sustainable development. The article also examines whether decision-making processes ensure multi-stakeholder participation in policy development and support a fair sharing of commitments, responsibilities and benefits among the participating stakeholders in policy implementation. Selected case studies of policies that have made a tangible difference in promoting energy for sustainable development are outlined.
Finally the article discusses the challenges facing energy for sustainable development and discusses various options to accelerate the implementation of its goals.  相似文献

Rural areas in China suffer from various problems. The stagnating economic development and a lack of (sufficient) job opportunities and basic services, etc., lead to disadvantages for great parts of China's population. In this context, the transport sector plays a crucial role for the development of rural settlements. Although the degree of undersupply varies between villages, the situation of Chinese villages is often worsened by an insufficient developed transport sector. Regarding mobility in rural China, major constraints and therefore challenges are the difficult access to the transport infrastructure, bad road conditions and the lack of public transport systems. Improvements within the transport sector can be regarded as crucial for the economic and social development of (rural) China and should be carried out in a sustainable and holistic manner using participatory approaches. The aim should be the development of mobility strategies considering the specific needs within the field of transport, which shall have a decisive and positive impact on related sectors. This paper is based on experiences made during the 3 years lasting Sino-European research project SUCCESS (Sustainable Users Concept for China Engaging Scientific Scenario) that analyses the present and the potential future role of transport systems in selected rural areas of China. Referring to the case studies of three villages in rural China, some mobility-related projects that present a favourable impact not only on the transport sector but also on the social system and the economy shall be highlighted. Finally, based on the analysis, instruments and measures for the development of a pathway to a sustainable mobility in rural China will be outlined.  相似文献

The fact that the artisanal and small-scale mining (ASM) sector in Ghana is driven largely by poverty means that the sector is a major source of livelihood for people in mining communities across the country. However, given the various social and environmental problems associated with the ASM sector, there is now an emerging consensus that the formalization of the sector would not only allow for these associated problems to be addressed but also ensures that the sector contributes to sustainable development and safeguard the livelihood of local communities. While a large body of extant literature has examined the challenges and opportunities facing the process of formalization, the question of the criminalization of the sector and its consequences for local livelihood has received only limited attention. Drawing from primary data collected during fieldwork in Ghana, this study examined the livelihood implications of the ban on galamsey in the Tarkwa-Nsuaem Municipality in South-Western Ghana from the perspectives of local communities and other key stakeholders. The study reveals that the ban on galamsey has imposed significant socio-economic hardships on the people and appears to be entrenching poverty rather than sustainable development. The study considers the theoretical and practical implications of the findings for sustainable livelihood enhancement in developing countries.  相似文献

Sub‐Saharan Africa continues to face the daunting challenge of alleviating poverty due to slow economic growth. In southern Africa, most countries are adopting policies that promote the integration of biodiversity conservation and rural development to contribute to rural poverty alleviation. Numerous approaches have been undertaken in this endeavour, including Transfrontier Parks (TFPs) and Transfrontier Conservation Areas (TFCAs). This paper discusses some of the limitations of the TFPs. In conclusion I posit that unlike TFPs, which are state controlled and managed, TFCAs, which promote multi‐land use and multi‐stakeholder participation are attainable and have a higher probability of sustaining biodiversity conservation and contributing to the alleviation of rural poverty, if: (i) areas of high biodiversity conservation within communal areas can be identified, zoned and leveraged to biodiversity conservation and managed in partnership between the communities and the private sector; (ii) local communities can secure legal rights to their customary land being devoted to biodiversity conservation and use such pieces of land as collateral in negotiating partnerships with the private sector in developing conservation‐based enterprises; (iii) functional community natural resource governance institutions can be established and empowered to represent their constituencies in securing fair equity from profits made from sustainable use of the conserved biodiversity assets and tourism businesses; (iv) concerted effort can be invested in developing and implementing family planning and fertility reduction strategies that would slow down human population growth to levels that can be sustained by the available natural resources; and (v) if sustainable financing mechanisms can be developed, and the governance of protected areas occurring in the TFCAs can be broadened to include other stakeholders.  相似文献

Non-point sources of pollution are difficult to identify and control, and are one of the main reasons that urban rivers fail to reach the water quality objectives set for them. Whilst sustainable drainage systems (SuDS) are available to help combat this diffuse pollution, they are mostly installed in areas of new urban development. However, SuDS must also be installed in existing built areas if diffuse loadings are to be reduced. Advice on where best to locate SuDS within existing built areas is limited, hence a semi-distributed stochastic GIS-model was developed to map small-area basin-wide loadings of 18 key stormwater pollutants. Load maps are combined with information on surface water quality objectives to permit mapping of diffuse pollution hazard to beneficial uses of receiving waters. The model thus aids SuDS planning and strategic management of urban diffuse pollution. The identification of diffuse emission 'hot spots' within a water quality objectives framework is consistent with the 'combined' (risk assessment) approach to pollution control advocated by the EU Water Framework Directive.  相似文献

The transport-induced air quality problems of the Greater Manchester region are examined. The problems are defined in terms of economic and social factors leading to the development of a car-based economy. The impacts of transport emissions on the natural and built environment and human health are discussed. The administrative, legislative and pollution control responses to the problem are examined. The nature of future air quality problems will require an integration of traffic management, land use, public transport and pollution control policies if they are to be satisfactorily addressed. 本文选取中国280个地级市2009—2018年的面板数据为研究样本,探究城市蔓延与雾霾污染之间的作用机制。以私人交通为门槛变量,考察城市蔓延对雾霾污染的门槛效应。研究结果表明:①城市蔓延对雾霾污染的影响呈现出先降后升的U形曲线特点;②私人交通对雾霾污染的影响表现为倒U形的曲线特征,即随着私人交通发展水平的提高,雾霾污染呈现先增后减的趋势;③城市蔓延对雾霾污染的影响存在双重门槛效应,当私人交通的门槛值小于第一个门槛值(e11.6130=110 525辆)时,城市蔓延会加剧雾霾污染;当私人交通的门槛值介于第一个门槛值和第二个门槛值(e12.2473=208 417辆)之间时,城市蔓延对雾霾污染的影响系数为正,但未通过显著性检验;当私人交通跨过第二个门槛值时,城市蔓延水平的提高有助于抑制雾霾污染。研究城市蔓延、私人交通与雾霾污染这三者之间的关系对于促进城市的健康可持续发展具有重要的意义。  相似文献

This paper examines the historic development of the Brazilian sugarcane ethanol sector and the largely successful attempt to create a sustainable, renewable fuel for the transport sector. The policy that resulted from this process is an example of meeting the need for sustainable transport through the consideration of location‐specific characteristics and appropriate policy. The paper then questions the current and expected trajectory of the sugarcane ethanol sector with the focus on one key question: can sustainability be exported? In this analysis, the paper identifies new threats to the sustainability of Brazilian sugarcane ethanol and potential “opportunity costs” incurred in further development and internationalization of the sector. The paper concludes that exporting sugarcane ethanol may bring unanticipated deleterious consequences, which in turn means that both policy and theory need to be more precise about how sustainable transport is defined and bounded by time and space.  相似文献

This paper discusses international aid issues related to energy supply and sustainable development in the Pacific Islands. Certain foreign donors have focused their aid to the region mainly on poverty alleviation, and have failed to support critical sectors, such as the energy sector, which is one of the main driving forces in socio-economic development. As an example, this paper analyses the international aid program of Australia for renewable energy in the Pacific Island region. It is recommended that, in future, foreign aid take up the challenge of promoting recipient countries' capabilities in sustainable development. A key strategy to be adopted by foreign aid should be strengthening recipients' energy sectors, particularly renewable energy systems. It is argued that this approach will assist the long-term socio-economic development and environmental management of the region.  相似文献

The sustainability concept applied to human activities implies the need to harmonise the protection of environment with a satisfactory economic and social development. This is particularly true for tourism development: a misuse of the natural resources can cause a degradation of the tourist appeal of the destination, bringing it finally to its economic decline. This problem is particularly important in coastal tourism destinations. The implementation of an environmental management system is a powerful way for progressing towards better environmental performances. In this paper, the main results obtained in applying the Eco-Management and Audit Scheme procedure to the municipality of Cervia, a well-known tourist destination located on the Adriatic coast of Italy are described. This research puts into evidence that the main environmental pressures in the summer season are related to the supply of potable water, the production of solid wastes and wastewater air pollution and noise, etc. However, if correctly planned and managed, tourism can also contribute to environmental protection, to the conservation of biodiversity and to a sustainable use of natural resources.  相似文献

This paper critically examines various methods for estimating productivity incorporating environmental effects for the Australian agricultural sector. The agricultural sector has been selected because of its strategic position in the economy of Australia. The findings of this study indicate that the application of environmentally adjusted productivity methods is a credible approach to measure productivity, in the context of sustainable development. Although the empirical findings of this research are case study specific, the results provide evidence supporting the adoption of these techniques to other sectors of the economy when measuring productivity and needing to be cognisant of sustainable development. The findings suggest that adjusting for the environmental impacts of soil erosion can result in higher or lower agricultural productivity depending on the assumptions we make regarding damage costs of erosion. It is argued in this paper that, for soil erosion in Australia, assumptions yielding higher productivity (i.e., upwardly adjusted) are justified. Finally, the findings of this study and the use of the methods presented point to important gaps in data availability. This gap needs to be addressed by policy makers if sustainable development objectives are to be credibly assessed using these techniques.  相似文献

Air quality management (AQM) is a process of environmental control that must be embedded within a wide range of policy areas, from local-scale initiatives to international treaties, if it is to be successful. Because of the integrative aspects of AQM, it is imperative that joint working is undertaken within local authorities and other involved parties. Environmental health departments have taken the lead role in AQM as they have traditionally had responsibilities for some other aspects of pollution control. However, AQM requires input from a variety of professionals such as transport planners, land-use planners, economic development officers and Local Agenda 21 (LA21) officers, as well as environmental health professionals. This paper examines the involvement of these professions within the AQM process. Results are presented from a widespread questionnaire survey of urban local authorities in England. In the case of air quality, it is concluded that co-operation between the necessary professions is still at an early stage. Transport planners are more fully engaged with the process than are land-use planners or economic development officers. In order that the joint working process develops appropriately, it is suggested that LA21 officers have an important role in facilitating inter-professional working to support the AQM process.  相似文献

National sustainable development strategies (NSDSs) play a vital role in pursuing sustainable development (SD) at the country level. These strategies help in clarifying priorities and in focusing efforts to more effectively address relevant SD issues. Since its establishment in 1992, the United Nations Commission on Sustainable Development has urged its members to formulate and implement their respective NSDS. The Programme for the Further Implementation of Agenda 21 (1997) provided a more aggressive push to this advocacy by setting 2002 as the deadline for the formulation of NSDS while the Johannesburg Plan of Implementation (2002) targeted 2005 as the year by which all countries should have started implementing such strategies. Many countries have heeded this call, albeit the strategies have taken a variety of forms: some took the route of formulating National Agenda 21s (as in the Philippine case), while others built on existing national environmental action plans, poverty strategies, sustainability plans, so‐called green plans, policy statements, or legal frameworks. The UN/DESA crafted some guidelines for NSDS formulation but, and rightly so, countries are given freedom of choice as to the scope, substance and form best suited to their own unique circumstances. As varied as the formats of these strategies turned out, so too were the processes that were adopted in their formulation. All these elements could reflect varying degrees of understanding and differing perspectives about the nature of sustainable development and how the concept could be made operational. Consequently, such an understanding could ultimately define a country's success in mainstreaming and achieving sustainable development. In this connection, it would be worthwhile examining how an NSDS has actually played out its role in the national pursuit of sustainable development. Are there creative insights, lessons or guidelines that can be drawn from practical, countrywide experience in NSDS formulation and implementation? What are the emerging challenges and problematic areas in using an NSDS as an instrument for integrating sustainable development in mainstream decision‐making? Are there nascent considerations that could be useful in developing design parameters for NSDS? This paper explores the foregoing questions in the Philippine context, given its decade‐long experience in implementing its NSDS, the Philippine Agenda 21 (PA 21). In so doing, it hopes to distill potentially valuable perspectives that can inform UNCSD and country‐level efforts at crafting, refining and mainstreaming national strategies for sustainable development.  相似文献

/ It is legitimate to ask whether and in what form tourism might contribute to sustainable development. This is not the same as sustainable tourism which, as a single-sector approach to development, may overlook important linkages with other sectors. If tourism is to contribute to sustainable development, then it must be economically viable, ecologically sensitive and culturally appropriate. Ecotourism is often advocated as being a sustainable form of tourism but imprecision in terminology clouds basic issues and there are strong economic, ecological, and cultural reasons for believing that, even in its purest forms, ecotourism is likely to present substantial challenges to destination areas, particularly if it competes for scarce resources and displaces existing uses and users. Sustainable tourism and ecotourism are not synonyms, many forms of ecotourism may not be sustainable, and if ecotourism is to contribute to sustainable development, then careful planning and management will be required.KEY WORDS: Ecotourism; Sustainable development; Development; Tourism  相似文献
